Full textReal-time, on-line, integrated software systems are a part of the latest technologies for large concerns as enablers for viability in an ever increasing competitive business environment. The SAP (R/3 and R/2) standard software is widely considered as one of the leading solutions and implementation projects have taken the world by storm. The software, which runs on client server systems since 1992, is expensive and takes time to install. Complete systems can run into the tens of millions of dollars and take from one to over three years to implement. The application of the software spans most of the processes of a business, logistics, finance, workflow and human resources as a real time, on-line and integrated information system enabler. Much of the data capture and some of the control aspects of the business are automated. With this sophistication comes a new level of complexity. An initial argument of the thesis is that the success of an investigation into the problems associated with SAP implementations will be dependent on the thorough development of the inquiry system as a framework for appreciating the implications of such projects. Question Which management research approach will provide useful knowledge of the situation, with challenges including variety of human interpretations and interests, the complexity of organisational regulation and the technical options of the software? A framework was developed by considering three levels for paradigms; philosophy, methodology and the application of the methodology. As a choice for the philosophical level, phenomenology was chosen with its regard for the importance of the mental models of an observer. Pragmatism, with its basis for attributing meaning on the consequences of holding a belief or assumption, is enabled by a bias towards systems thinking as an adequate way of determining an appropriate level of knowledge of possible consequences of a decision. The scientific method is the underlying guide for the inquiry process with its abductive, deductive and inductive stages. The base strength of the method, as presented by Peirce (Smith, 1995), was experienced as the rigorous attention to the development and testing of an hypothesis. Due to the variety and importance of human mterpretation regarding purposes and methods of information system implementations, the approach by Soft Systems Methodology was adopted as an enabler for an immersion into the problems of a project. As such it was the basis for the abductive stage of the inquiry. The result of this immersion determined the requirements for the choice of further methodologies. The application of the SSM inquiry is guided by seven stages of sets of questions, as the 'technical' aspect of the inquiry framework.

Full textThis thesis examines the Enterprise Resource Planning (ERP) pilot implementation conducted at the Space and Naval Warfare Systems Center San Diego (SSC-SD), the first of four Department of the Navy (DON) pilot implementations. Specifically, comparisons are drawn between both successful and unsuccessful ERP implementations within private sector organizations and that of SSC-SD. Any commonalities in implementation challenges could be applied to future ERP implementations in both the DON and Department of Defense (DOD). The findings are based in part upon interviews and data collected. From the comparison, commonalities exist in ERP implementation challenges between private sector organizations and SSC-SD. Additionally the management techniques used to mitigate those challenges are similar. Finally, due to SSC-SD's financial management structure and appropriated funding constraints, unique obstacles were identified during the implementation. These unique obstacles will be encountered by other Working Capital Funded (WCF) organizations planning to implement ERP on the same scale as SSC-SD. This thesis supports that the implementation of ERP at SSC-SD was a success based on industry comparisons, the goals of Project Cabrillo's business case analysis (BCA), and its Chief Financial Officer (CFO) Act compliancy assessment, January 2002.

The objective of this dissertation is to understand the political pedagogical projects (PPPs) in the education system of the City of Sao Paulo. In spite of the concepts of Ilma Passos Veiga, ―emancipating political pedagogical project" and ―technical regulatory political pedagogical project", sought to estimate the proportion of these two types of PPPs on the mentioned education system. The hypothesis was that the political pedagogical project of the municipal system in Sao Paulo are predominantly regulatory and technical because they express a fragmented vision of the school reality. Bibliographic analysis and review of related legislation conducted the survey, in addition to the documentary analysis of 18 political pedagogical projects from a Regional Board of the Municipal Secretary of Education of the City of Sao Paulo. The data are organized and presented in summary tables. The results show that the political pedagogical projects are not meant to be read because, notwithstanding do not indicate parameters of ideas, include topics, diagnosis and actions, and do not show, mostly, information about participation of parents, students, teachers and docent staff in the conception process of the PPP, being characterized as a formality negotiated between administrators. Regional leaders of education (appointed by the Municipal Secretary of Education), when homologating these PPPs, end up endorsing them. The actions provided in the various documents resemble each other, constituting what Veiga calls "regulators boards", which expose school managers’ interest in exert technical control, denying the politics and incurring moral valuation on the teacher’s performance and in student's stereotyping. On the other hand, ―emancipating‖ traces were found in two schools PPPs
O objetivo desta dissertação é entender os projetos político-pedagógicos (PPPs) no sistema de ensino do município de São Paulo. Em face dos conceitos de Ilma Passos Veiga, ―projeto político-pedagógico emancipatório‖ e ―projeto político-pedagógico técnico-regulatório‖, buscou-se estimar a proporção desses dois tipos de PPPs no sistema de ensino mencionado. A hipótese era que os projetos político-pedagógicos do sistema municipal paulistano são predominantemente técnico-regulatórios, pois expressam uma visão fragmentária da realidade das escolas. A pesquisa foi realizada por meio de análise bibliográfica e legislação relacionada, além da análise documental de 18 projetos político-pedagógicos de uma Diretoria Regional da Secretaria Municipal de Educação da cidade de São Paulo. Os dados são organizados e apresentados em quadros-síntese. Os resultados revelam que os projetos político-pedagógicos não são feitos para ser lidos, pois, além de não apresentarem parâmetros de exposição das ideias, justapõem temas, diagnósticos e ações e não apresentam, em sua maioria, informações da participação de pais, alunos, professores e funcionários no processo de elaboração do PPP, caracterizando-se como uma formalidade negociada entre gestores. Os dirigentes regionais de educação (designados pela Secretaria Municipal de Educação), ao homologarem esses PPPs, acabam avalizando os mesmos. As ações previstas nos vários documentos se assemelham, constituindo o que Veiga chama de ―quadros reguladores‖, que revelam interesse dos gestores escolares em exercer controle técnico, negando a política e incorrendo em valoração moral do empenho do professor e em rotulação do aluno. The failure rate of IT projects all over the world reaches 80%. There is also 50% of budge overspent or delay in settlement for successful projects. If there are third party notarization personnel such as project auditors to inspect the schedule and deficiency of projects in each stage of life cycle in order to assist in project improvement till settlement of the project, and each project is equipped with a set of professional inspection mechanism for overall supervision, the failure rate of the projects can be greatly reduced. The study mainly explores how to add audit standards appropriately in the life cycle of project induced in SAP system with the purpose to establish a set of information project control complying with the industrial demands and apply audit standard mechanism in all kinds of project management in order to improve the success rate of project execution and project quality. The study adopts cases study to verify the feasibility of the application of the information project and audit mechanism in practice.

Full textIn the last decade, the deployment of information technology artefacts to enable and support processes and activities in organisations has increased tremendously. Organisations deploy information technology artefacts in different ways, but primarily for competitive advantage. Hence emphasis and resources (human included) are invested on information technology by many organisations. The deployment information technology artefacts are often carried out through projects. Irrespective of the size of the information technology project, there are potential risks associated to it. Risks associated to information technology projects are often not technical. Some of the risks are relative to the context in which the project is initiated and deployed. Over the years, the challenge to identify, assess and manage risk in information technology projects has become an increasing concern for many organisations. Many approaches and methods have been employed to address this challenge of risks identification, assessment and management. Unfortunately, the challenge persists. This could be attributed to the fact that there has been more focus on the technological aspect of the deployment. The research was aimed at understanding the sources of risks, and how they manifest themselves in the deployment of information technology projects in organisations. The research focused on how risk factors impact and influence information technology projects. This was done through examining how risk is identified, monitored and managed in information technology projects in organisations.

Full textA substantial proportion of the African population is deprived of access to safe and reliable food. Many people in Tshwane currently live with long-term malnutrition, seeing that food insecurity is growing most rapidly in formal urban areas, referred to as food deserts, due to their limited access to food. Designing urban environments for local food security has become imperative. This dissertation presents the design of a research centre to promote a resilient urban food systems in Sunnyside, Pretoria. A combination of high- and low-intensity cultivation methods is integrated into the building to create a balance between optimised crop yield and community participation and education. The holistic integration of systems, people and the built environment aims to create a building that is not merely a machine for living, but a living machine.

Full textEste trabalho de projecto aproveita a circunstância do Exército Português estar a realizar uma experiência piloto em três Unidades a nível nacional, no âmbito da adopção de um sistema de Contabilidade Analítica. Neste sentido esta investigação debruça-se sobre o estudo da fase inicial de implementação desse sistema contabilístico numa das três Unidades Piloto seleccionadas para o efeito (Escola Prática dos Serviços - EPS). Pretende-se explicar porque está a ser implementado um sistema de Contabilidade Analítica no Exército Português, descrever como está a ser implementado esse sistema e explorar quais os impactos verificados ao nível da fase inicial de implementação. Os imperativos legais que emergiram com a Reforma da Administração Financeira do Estado, nomeadamente os que se encontram estipulados no Plano Oficial de Contabilidade Pública, constituíram a principal força motriz para que o Ministério da Defesa Nacional colocasse ao dispor dos vários organismos que compõe a sua estrutura, incluindo o Exército Português, um Sistema de Informação integrado assente nas Tecnologias da Informação, capaz de responder às actuais necessidades e exigências quanto ao desenvolvimento de um novo modelo de gestão. Tal iniciativa, iniciada em 2004, traduziu-se no desenvolvimento de um projecto designado por Projecto SIG – Sistema Integrado de Gestão. Este projecto colocou ao dispor das várias entidades um software (SAP R/3), composto por diversos módulos, no qual se destaca o Módulo CO – Controlling que constitui a principal ferramenta ao alcance do Exército Português para o desenvolvimento da Contabilidade Analítica. Nesta fase inicial de implementação as Unidades Piloto terão de desenvolver trabalhos de implementação e parametrização do referido módulo, atendendo a um modelo experimental de Contabilidade Analítica previamente definido, para ser possível a sua entrada em funcionamento. Através da análise documental e a realização de observações e entrevistas, com este estudo de caso, tomou-se consciência do trabalho desenvolvido pela EPS que contribuiu para a devida entrada em funcionamento do Módulo CO – Controlling, tornando assim possível a implementação da Contabilidade Analítica. Os resultados apurados com esta experiência piloto indicam que este exemplo pode ser tomado como referência e ponto de partida, em fases subsequentes, para a devida orientação e difusão da informação na implementação de um sistema de Contabilidade Analítica no Exército Português a nível global. Através do Módulo CO – Controlling, a EPS conseguiu reflectir a sua realidade em termos organizacionais e os objectivos de informação pretendidos no âmbito deste sistema de informação contabilístico. O desenvolvimento deste trabalho contribuiu também para enriquecer os conhecimentos do investigador no âmbito da implementação do Módulo CO – Controlling numa Unidade, Estabelecimento e Órgão do Exército, facto esse que irá ocorrer no futuro próximo na sua própria Unidade de prestação de serviço.
This study project takes advantage of the circumstance of the fact that the Portuguese Army is conducting a pilot experiment in three Units at national level in the intent of the adoption of a system of Cost Accounting. In this sense, this research focuses on the study of the initial stage of implementation of this accounting system in one of three Pilot Units selected for this purpose (Escola Prática dos Serviços - EPS). We attempt to explain why a Cost Accounting system is being implemented in the Portuguese Army, describe how it is being implemented and explore the impacts occurred at the early stage of implementation. The legal requirements that emerged from the Reform of State Financial Administration, including those that are stipulated in the Official Plan of Public Accounting, where the major driving force for the Ministry of National Defence puts at the disposal of the various agencies that make its structure including the Portuguese Army up, an integrated Information System based on the Information Technology, able to meet current needs and requirements for the development of a new management model. Such initiative, begun in 2004, resulted in the development of a project called Project SIG – Integrated Management System. This project has placed at the disposal of various entities software (SAP R / 3), composed of several modules, in which we emphasize Module CO - Controlling, the main tool at the reach of Portuguese Army in the development of Cost Accounting. At this early stage of implementing the Pilot Units will develop some implementation works and parameterization of the given module, attending to an experimental model of Cost Accounting as previously defined, so that it can enter into operation. Through documental analysis, observations and interviews, in this case study we became aware of the work of the EPS which contributed to the entry into operation of the Module CO – Controlling itself, thus making possible the implementation of Cost Accounting. The results obtained with this pilot experiment indicate that this example can be taken as a reference and starting point in subsequent stages, for proper guidance and dissemination of information on implementing a cost accounting system in the Portuguese Army overall. Through Module CO - Controlling, EPS was able to reflect its reality in organizational terms and objectives of information according to such an accounting information system. The development of this work has also contributed to enrich the knowledge of the researcher in the implementation of Module CO - Controlling a Unit, Establishment and Authority of the Army, a fact that this will occur in the near future in his own service Unit.
