Abstract:
The two-dimensional angular resolution limit (ARL) of elevation and azimuth for MIMO radar with ultrawideband (UWB) noise waveforms is investigated using statistical resolution theory. First, the signal model of monostatic UWB MIMO noise radar is established in a 3D reference frame. Then, the statistical angular resolution limits (SARLs) of two closely spaced targets are derived using the detection-theoretic and estimation-theoretic approaches, respectively. The detection-theoretic approach is based on the generalized likelihood ratio test (GLRT) with given probabilities of false alarm and detection, while the estimation-theoretic approach is based on Smith’s criterion which involves the Cramér-Rao lower bound (CRLB). Furthermore, the relationship between the two approaches is presented, and the factors affecting the SARL, that is, detection parameters, transmit waveforms, array geometry, signal-to-noise ratio (SNR), and parameters of target (i.e., radar cross section (RCS) and direction), are analyzed. Compared with the conventional radar resolution theory defined by the ambiguity function, the SARL reflects the practical resolution ability of radar and can provide an optimization criterion for radar system design.

Abstract:
This study presents a numerical investigation of the reflectivity of a Single Anti-Reflective Layer (SARL) and a stack of antireflective layers made of porous silicon. The stack consists of a certain number of periods, and each period contains two layers with different porosity. The simulations were conducted using the well-known Stratified Medium Theory (SMT) framework and the effect of porosity was studied. The optimal value was determined at 60% for the SARL and 65/55% for the stack of 12 periods and 6 layers. The angle of incidence was found to have more influence on the stack reflection than on the SARL reflection. The results of this investigation show that porous silicon can be used as an effective anti-reflective coating for silicon solar cells.

Abstract The IoT environment includes the enormous amount of atomic services with dynamic QoS compared with traditional web services. In such an environment, in the service composition process, discovering a requested service meeting the required QoS is a di cult task. In this work, to address this issue, we propose a peer-to-peer-based service discovery model, which looks for the information about services meeting the requested QoS and functionality on an overlay constructed with users of services versus service nodes, with probably constrained resources. However, employing a plain discovery algorithm on the overlay network such as flooding, or k-random walk could cause high message overhead or delay. This necessitates an intelligent and adaptive discovery algorithm, which adapts itself based on users’ previous queries and the results. To fill this gap, the proposed service discovery approach is equipped with a reinforcement learning-based algorithm, named SARL. The reinforcement learning-based algorithm enables SARL to significantly reduce delay and message overhead in the service discovery process by ranking neighboring nodes based on users’ service request preferences and the service query results. The proposed model is implemented on the OMNet simulation platform. The simulation results demonstrate that SARL remarkably outperforms the existing approaches in terms of message overhead, reliability, timeliness, and energy usage efficiency.

Abstract:
Portfolio management (PM) is a fundamental financial planning task that aims to achieve investment goals such as maximal profits or minimal risks. Its decision process involves continuous derivation of valuable information from various data sources and sequential decision optimization, which is a prospective research direction for reinforcement learning (RL). In this paper, we propose SARL, a novel State-Augmented RL framework for PM. Our framework aims to address two unique challenges in financial PM: (1) data heterogeneity – the collected information for each asset is usually diverse, noisy and imbalanced (e.g., news articles); and (2) environment uncertainty – the financial market is versatile and non-stationary. To incorporate heterogeneous data and enhance robustness against environment uncertainty, our SARL augments the asset information with their price movement prediction as additional states, where the prediction can be solely based on financial data (e.g., asset prices) or derived from alternative sources such as news. Experiments on two real-world datasets, (i) Bitcoin market and (ii) HighTech stock market with 7-year Reuters news articles, validate the effectiveness of SARL over existing PM approaches, both in terms of accumulated profits and risk-adjusted profits. Moreover, extensive simulations are conducted to demonstrate the importance of our proposed state augmentation, providing new insights and boosting performance significantly over standard RL-based PM method and other baselines.

La SARL dispose d’un encadrement juridique assez précis, tout en offrant à ses utilisateursdes espaces de liberté non négligeables. La liberté statutaire accordée aux associés peut être envisagéesous deux aspects principaux, le premier relatif au financement de la société et le second portant surl’organisation des pouvoirs au sein de la structure. En premier lieu, le législateur a cherché, depuis unedécennie, à faciliter la création de SARL en diminuant la contrainte financière que constituait la fixationd’un capital légal minimum. Toutefois, la libre détermination de ce montant est susceptible de fragiliserl’assise financière de certaines entreprises au point de les exposer parfois au risque d'une souscapitalisation.En présence d’un capital symbolique, il est au demeurant permis de s’interroger sur laprésence même des éléments constitutifs du contrat de société. En outre, d’autres incidences négativessont susceptibles d’apparaître, telles que la mise en oeuvre de la responsabilité des associés et desgérants au titre de l’insuffisance d’actif ou l’obtention par les banques de garanties prises sur lepatrimoine personnel des dirigeants ou des associés préalablement à l'octroi de crédits à la société. Laconséquence de cette situation est alors une sensible altération du principe de responsabilité limitéepourtant initialement recherchée par les fondateurs de SARL. Par ailleurs, si la loi a permis il y a peu derecourir à l’emprunt obligataire et à l’apport en industrie, ces techniques juridiques ne permettent pasd’accroître véritablement la solidité financière d’une entreprise. Dès lors, n'est-ce pas sur le fondementde la liberté statutaire que pourraient être instaurés des mécanismes spécifiques de financement del'activité? En second lieu, l’exercice de cette même liberté présente un intérêt particulier aux fins decirconscrire, dans l’ordre interne, les pouvoirs des gérants légalement définis en des termes très larges. Ilreste que le principe de l’inopposabilité aux tiers des clauses limitatives de pouvoirs constitue une limiteimportante à la pleine efficacité de tels aménagements. En définitive, si le régime de la SARL offre deréelles opportunités d'amélioration des règles d’organisation et de fonctionnement de la société, il n'endemeure pas moins que la liberté statutaire recèle elle-même certains inconvénients qui devraientappeler une intervention du législateur
If the French SARL (limited liability company) is governed by a precise legal framework,their users benefit from appreciable areas of freedom to adapt them to specific needs. The purpose ofthis thesis is to investigate two main aspects of the statutory freedom granted to SARL: the way thiscompany can be funded and how powers are organised. Firstly, if the legislator has facilitated thecreation of SARL by reducing the financial constraint of a minimum legal share capital for a decadenow, this statutory freedom can weaken the financial basis of companies leading them to undercapitalization.In case of a share capital fixed at a nominal value, the assets can be regarded asinsufficient and the constituent elements of the partnership agreement can be questioned. The mainconsequences of this situation are possible recourse against partners and managers in terms ofresponsibility, additional guaranties demanded by the banks on their personal assets to cover company’sloans. These corporate risks finally put the SARL in contradiction with their objects. Besides, if thelegislator allows issuance of bonds and sweat equity, these legal instruments are insufficient to increasecompanies’ financial bases. Hence, couldn't specific funding methods be introduced on the basis ofstatutory freedom? Secondly, as the legal framework grants to SARL’s managers a large representationpower, statutory freedom allows to limit it and to place managers under the control of the partners. Butthis organisational freedom is itself limited by the fact that it is not enforceable against third-parties. Asa whole, if the legal system governing the SARL offers real opportunities in order to improve the rulesof organization and management, the intervention of the legislator would be appropriate in order tosolve statutory freedom’s shortcomings

Sebbene sia stato impiegato soprattutto nell'ambito dell'intelligenza artificiale questo tipo di programmazione si rivela utile per lo sviluppo di sistemi distribuiti riuscendo a gestire agilmente problemi di concorrenza. Lo scopo di questa tesi è analizzare le caratteristiche del paradigma e dei software basati su agenti, utilizzando come caso di studio Sarl, un linguaggio general-purpose molto recente. La parte principale del lavoro consiste nella descrizione dei modelli teorici che hanno portato alla nascita della programmazione ad agenti, in particolare del modello BDI, e dei principali framework per lo sviluppo di sistemi multi-agente.

Le législateur français n'impose pas aux associés en nom ou de Sarl, l'administration à plusieurs de leurs groupements respectifs, comme il le fait pour les actionnaires dans la société anonyme. Cela s'explique sans aucun doute par la souplesse censée être de mise dans le fonctionnement des sociétés de personnes. Mais la gérance multiple est permise et assez fréquente dans les sociétés en nom aussi bien que dans les Sarl. Mieux encore : l'absence d'une organisation légale systématique de cette méthode de gestion dans lesdites sociétés n'empêche pas que la cogérance, dont l'origine est simplement conventionnelle, déploie certains effets, laissant entrevoir sa dimension collective. Dans le statut professionnel des gérants, la structure plurale de la gérance apparait dans l'obligation qu'assument les associés, lorsque l'effectif-gérant ne coïncide plus avec le nombre statutairement requis, de procéder aux remplacements qui s'imposent ou de modifier leur charte en conséquence. La notion de gérance minoritaire ou majoritaire dont dépend l'imposition des gérants et leur affiliation ou non au régime général de sécurité sociale, peut également être témoin de la structure plurale de la gérance mais de Sarl uniquement. La dimension collective de la gérance se manifeste aussi, malgré l'individualisation du pouvoir des gérants à l'endroit des tiers, dans les aménagements internes possibles du mode d'action au sein de la gérance et dans le "veto" que les membres de celle-ci peuvent s'opposer mutuellement dans l'exercice de leur mission. En matière de responsabilité "civile" la validité de toute organisation statuaire interne de la cogérance fonde, le cas échéant, la responsabilité solidaire des membres gérants à l'égard des associés. Une responsabilité solidaire dont la voie est par ailleurs ouverte par la loi aux tiers aussi bien qu'aux associes et qui se trouve fréquemment aggravée par les tribunaux : ce qui met alors en relief la dimension collective de la gérance plurale. Une telle dimension n'est pas non plus absente dans la responsabilité pénale des cogérants : la multiplication des motifs d'imputation spéciale (absence ou caractère tenu de l'élément moral dans certaines infractions) dans le droit pénal des sociétés ainsi que la rigueur de la responsabilité dite "du chef d'entreprise" permettent, en effet de rechercher l'effectif gérant "en bloc".

Notre étude etudie les règles de formation des SARL et des SA, la partie la plus importante de droit des sociétés de tout pays. Les règles régissent directement la vie économique d'un pays. Les règles de formation des sociétés se divisent en deux branches : les conditions de fond (première partie) et les conditions de forme (deuxième partie). Le droit comparé montre que les systèmes juridiques français et vietnamien présentent chacun des points faibles et des points forts. Cependant, selon nous, le droit français est déjà plus élaboré que celui du Vietnam. Il prévoit que la société est institué par un contrat, dit contrat de société, ce qui constitue un fondement juridique essentiel pour toute règlementation de la création et du fonctionnement des sociétés. Une telle théorie du fondement de la société n'est pas encore abordée en droit vietnamien
Our thesis studies the rules of formation of the SARL and the SA, the most important part of company law of any country, in our view. These rules govern the whole economy of a country. The economy can only develop if its investment and market policy meets the needs of the practice. The rules of formation of company are divided into two parts : substantive conditions (part one) and formal conditions (part two). Comparative law shows that both French and Vietnamese legal systems have weaknesses and strengths. However we believe that the French law is established by contrat, which is an essential legal basis for regulating creation and functioning of companies. Such a theory is not get mentioned in the Vietnamese law

Atualmente, torna-se cada vez mais necessário mudar a mentalidade dos gestores de RH, dada a globalização, cada vez maior, dos mercados e a necessidade de inovação e criatividade para responder às exigências do mercado. A gestão de recursos humanos deve conseguir complementar a eficácia e a eficiência organizacionais, isto é, fazer da eficácia e eficiência a sua meta. O presente relatório descreve a execução de um estágio curricular sobre a Gestão de Recursos Humanos na CST - Companhia Santomense de Telecomunicações, SARL, com sede em São Tomé. Começa com uma breve caracterização da organização, seguida da revisão e análise da literatura dos temas presentes no plano de estágio. Prossegue com a descrição das actividades desenvolvidas durante o estágio, bem como uma análise crítica sobre a GRH na CST, onde constam algumas conclusões, limitações e sugestões para a organização, contribuindo assim para a melhoria na GRH da mesma.
Human Resources Management, presently, is based on the fact of the performance of organizations depending on the contribution of the people working in them, how they are organized and the investment made towards their development. People are the greatest treasure of organizations; i.e. human capital is the bulwark of any organization. People make organizations and organizations make people. Today, it has become increasingly needful to change the mentality of HR managers, in the face of the ever increasing globalization of markets and the need for innovation and creativity to meet market needs. Human resources management must complement organizational effectiveness and efficiency; meaning that effectiveness and efficiency must be its goal. This report outlines the execution of a Human Resources Management curriculum internship in CST Companhia Santomense de Telecomunicações, based in São Tome. It begins with a brief characterization of the organization, followed by the review and analysis of literature of the topics contained in the internship plan. It then continues with the description of activities carried out during the internship, as well as a critical analysis of HRM in CST, which contains some conclusions, limitations and suggestions for the organization, thus contributing to the enhancement of the HRM of the company.

Malgré son indéniable originalité, cette nouvelle structure sociale n'est pas une simple curiosité juridique : bon nombre d'entrepreneurs allemands ont adopté cette forme particulière. Cette popularité prouve à elle seule le caractère séducteur de la GMBH & co. KG. Mais, aussi séduisante soit-elle et même si elle a fait l'objet d'une reconnaissance légale (après plus de 50 ans de réticence législative), la GMBH & co. Ces risques peuvent être pécuniaires, on parlera alors de responsabilité civile ou peuvent prendre un caractère plus général face aux obligations qu’impose la société, on parlera alors de responsabilité pénale. Dans cette étude nous porterons un éclairage sur une question très sensible celle de la responsabilité du gérant de la société à responsabilité limitée, in bonis et en cas de difficulté, en droit français et en droit marocain, en déterminant les différentes catégories de responsabilité que peut encourir le gérant d’une société à responsabilité limitée, ainsi que les différentes actions judiciaires auxquelles peuvent donner lieu les responsabilités encourues par un gérant, notamment en matière civile et en matière pénale. L’objectif fondamental de cette étude comparative entre le droit français et le droit marocain en matière des régimes de la responsabilité du gérant de la SARL, est de savoir si la législation marocaine est à niveau, en déphasage ou en avance par rapport aux régimes en vigueur en France. Aussi, nous estimons que le monde académique marocain ainsi que les gérants de la SARL, les créanciers sociaux et éventuellement les autres victimes des mauvais agissements des gérants retireront un bénéfice d’une telle étude. Abstract:
Heat transfer enhancement in laminar regime by split and recombine (SAR) mechanism, based on the baker’s transformation, is investigated. Two different heat exchangers, called SAR1 and SAR2, are studied. Their geometries are inspired from the previous studies reported in the literature. The working fluid on both, shell and tube side, is water and the temperature on the shell side is kept constant. Experiments are carried out for the Reynolds number range 100<Re<3000 when the Prandtl number is between 4.5 and 7.5. The results show that the convective heat transfer coefficient in the first element of heat exchanger SAR1 is higher than that in the second one, i.e. SAR2. However, the variation in the convective heat transfer coefficient from the first to the third element along the heat exchanger SAR2 is less significant than that observed for SAR1. Moreover, SAR2 causes a higher pressure drop, especially when Re>1000, and provides a less uniform temperature field at the outlet.

Abstract:
Background: The current pandemic, COVID-19, is cause by an RNA Coronavirus that was recently identified as SARS-CoV-2. RNA viruses tend to have a high mutation rate; the rate is around a million times greater than that of their hosts. The mutagenic potential of the virus depends on many factors, including the fidelity of nucleic acid-replicating viral enzymes, such as SARSCoV-2 RNA dependent RNA polymerase (RdRp). The rate of mutation drives viral evolution and genome variability, consequently allowing viruses to escape the immunity of the host and develop resistance to drugs. Therefore, the characterization of SARS-CoV-2 variants might lead to implement better therapeutics treatments, vaccines design and identify new diagnostics approaches. Aim: The aim of this study was to establish a fast sequencing method to identify SARS-CoV-2 mutations in Qatar. This will help to assess if there are new viral variants that are spreading in country. Methods: RNA was isolated from samples collected from Qatar COVID-19 positive patients. The Artic Network V3 primer scheme and Oxford Nanopore ligation sequencing kit were used to prepare the sequencing libraries. Libraries were loaded on to R9.4.1 flow cells and ran on a GridION. Bioinformatics analysis was done following the Artic Network SARA-CoV-2 bioinformatics tools. Results: Genome coverage of sequenced samples was >80% and the depth was average at 200x. The coverage was highly dependable on sample viral load; samples of CT value lower than 30 resulted in better sequence coverage. The sequenced genomes were deposited in GISAID and were mainly clustering with genomes deposited from the UK. Sequences were compared to Illumina and sanger sequences and they showed compatible results. Conclusion: The use of ONT to sequence SARA-CoV-2 is a quick, affordable, and reliable technique to determine viral mutation. Using this technique, the first sequences from Qatar were deposited in to GISAID. Up to date, 700 genomes have been sequenced from Qatari samples.
