Abstract:
Muslim jurists have addressed the issue of an abandoned child (laqit) from different angles beginning with the existence of a basic obligation to save its life. There is general consensus that it is a collective obligation (fard al-kifayah) of the community to save the abandoned child, and it is an obligation in the first place of the individual who finds it. That obligation is elevated to an emphatic personal duty (fard al-ayn) of the finder in the event of imminent fear over the death and injury of the child. This is due to he explicit Qur’anic emphasis on the sanctity of life contained in the injunction that “one who saves one life is as if he has saved the whole of humankind”. It is accordingly regarded as an act of great merit and service to humanity for the one who actually saves life.

Setiap anak di dunia memiliki hak dasar yang sejak lahir harus dipenuhi dan dilindungi. Tidak terpenuhinya hak anak merupakan suatu pelanggaran dan termasuk kedalam suatu permasalahan karena pemenuhan dan perlindungan kepada hak-hak anak merupakan hal yang penting. Permasalahan mengenai isu anak masih tetap ada hingga saat ini. Maka Save The Children sebagai lembaga internasional yang bergerak dalam kesejahteraan anak hadir dalam membantu mengatasi permasalahan tersebut. Lembaga Save The Children yang hadir di berbagai negara di dunia juga berperan sebagai lembaga yang kuat dan berkeadilan sesuai dengan tujuan SDGs ke 16. Penelitian ini menggunakan metode literature review yang bertujuan untuk melihat dan mengetahui peran Save The Children dalam upaya perlindungan dan pemenuhan hak dasar anak di negara Inggris dan Indonesia. Pencarian literature review menggunakan google scholar dan SAGE dengan kata kunci Save The Children, Perlindungan Hak Anak/Child Protection, Children Rights dan SDGs nomor 16. Berdasarkan hasil literature review yang dilakukan, Save The Children merupakan salah satu bentuk kelembagaan yang kuat untuk menciptakan keadaan yang damai dan adil sesuai dengan SDGs poin 16 dalam hal ini pada perlindungan dan pemenuhan hak dasar anak. Di Inggris, Save The Children memiliki gerakan dalam upaya perlindungan anak dengan membantu anak-anak yang berada dalam konflik, eksploitasi, atau diabaikan. Save The Children Indonesia memiliki peran dalam perlindungan anak, kemiskinan anak, tata kelola anak, pendidikan, kesehatan dan nutrisi, aksi kemanusiaan, dan advokasi. Save The Children juga memiliki peran dalam mewadahi praktik pekerjaan sosial dengan menyediakan layanan yang membantu advokasi atau intervensi klien.Kata kunci: Peran Save The Children, Perlindungan Anak, Hak Anak, SDGs no.16

Abstract:
Millions of people are affected by natural and man-made disasters each year, among which women, children, elderly persons, people with disabilities or special needs, prisoners, certain members of ethnic minorities, people with language barriers, and the impoverished are the most vulnerable population groups in case of emergencies. Many national and international organizations are involved in Early Warning and Crisis Management training, particularly focused on the special target to safe children and improve their knowledge about disasters. The success of these efforts is based on providing the specific information about disaster preparedness and emergency in adapted for children educational materials, accompanied with simple illustrative explanations for easy and fast understanding of the disasters. The active participation of the children in the educational activities through appropriate presenting the information, short training seminars and entertaining games will increase their resilience and will contribute significantly to their preparedness and adequate response in emergency situations. This paper aims to present the conceptual framework of a project for establishing an Educational Disaster Centre (EDC) “Save the children life” at University of Architecture, Civil Engineering and Geodesy (UACEG), providing relevant justification of the necessity to organize such centre in Bulgaria and discussing good practices in Europe and worldwide for children' education and training in case of disastrous event. General concepts for educational materials and children training are shared. Appropriate equipment for the EDC is shortly described.

Objectives: The aims of this study were: (1) to establish current UK practice with respect to ‘group and save’ of serum for paediatric tonsillectomy; and (2) to determine the need to group and save serum prior to routine paediatric tonsillectomy.Methods: Members of the British Association of Otorhinolaryngologists – Head and Neck Surgeons were surveyed by e-mail. A prospective study (November 1999 to August 2002) of all children undergoing tonsillectomy or adenotonsillectomy was undertaken. Outcome measures included reactionary and secondary post-tonsillectomy haemorrhage rates, blood transfusion requirements and ‘return to theatre’ rates.Results: We surveyed 464 association members. The response rate was 52 per cent (n=242). Twenty-five respondents (10.3 per cent) indicated that they undertook group and save prior to tonsillectomy or adenotonsillectomy in children. Two hundred and seventeen (89.7 per cent) indicated that they did not. Of those who did group and save for children, 20 respondents (80 per cent) did so routinely. The remaining five respondents (20 per cent) did so only for children weighing less than 15 kg (n=4) or less than 10 kg (n=1). During the study period, 325 children underwent tonsillectomy or adenotonsillectomy. The reactionary haemorrhage rate was 0.6 per cent (n=2) and the secondary haemorrhage rate 5.5 per cent (n=18). The two cases of reactionary haemorrhage were returned to theatre immediately for control of haemostasis. All secondary haemorrhages were managed conservatively. No child required blood transfusion during the study period.Conclusion: Routine group and save of serum for children undergoing elective tonsillectomy or adenotonsillectomy seems unnecessary. We recommend that it be undertaken only in special circumstances.

Suppose two children face a deadly threat. You can either do nothing, save one child by sacrificing your arms, or save both by sacrificing your arms. Here are two plausible claims: first, it is permissible to do nothing; second, it is wrong to save only one. Joe Horton argues that the combination of these two claims has the implausible implication that if you are not going to save both children, you ought to save neither. This is one instance of what he calls the ALL OR NOTHING PROBLEM. I here present CONDITIONAL PERMISSIONS as the solution. Although saving only one child is wrong, it can be conditionally permissible, that is, permissible given what you are not going to do. You ought to save both children or save neither, but if you are not going to save both, you ought to do the next best thing (save one) or save neither.

Save a Child’s Heart (SACH) is a UN-sponsored Israeli non-pro t organization that provides free, life-saving cardiac treatment to children from developing countries who would otherwise be unable to receive sufficient medical care in their home country. SACH utilizes a unique model of care involving several areas of focus including a tertiary care centre in Israel, international screening missions, training local healthcare professionals (HCPs), establishing local care facilities in partner countries, and engaging local and international volunteers. Through these efforts, SACH has been successful in providing cardiac care to 4599 children, training 116 HCPs, and establishing four independent surgical centres internationally. This model has proven its efficacy and can be applied to other tertiary surgical endeavors.
