<span lang="EN-US">Minor traffic accidents have become a major problem facing the road users in the recent years, according to the statistics from the Ministry of Interior (MOI) in Kuwait there were recorded 80,388 accidents by the year 2014. Accidents not only affect the mobility but also contribute to air pollution and slow down economic growth. These effects are the result of the seriously extended trips travel time due to accumulated vehicles queue. In some accidents cases, the lost time waiting for the arrival of the traffic officers and filling up the accident report could take up to 45 minutes. The new idea of Vehicle Accident Report application (I-VAR) concept developed by the research team would reduce the waiting time up to 3 minutes (93% savings), which would increase the level of service of the segment of a roadway. In addition, the study will be discussed four major situations on some of the busiest roads in Kuwait. Specifically, gas emissions and cost estimation. Improve the pollution obviously, by using the (I-VAR) application for the minor accidents there is an amount of 360,776,460 K.D would be saved yearly from the Kuwait government funds. It is a consequence of the huge savings in alleviating traffic congestion and generally produces more saver and efficient travel conditions.</span>

The Ministry of Transport is planning for the construction of new roads in its territory. Many projects are being considered, and the Ministry needs to identify the worthwhile projects for which the benefits exceed the costs. Among costs and benefits are the expense of constructing the road, the time saved by motorists using the new road rather than some other road, the time saved through the reduction of congestion on other roads, and the expected increase or decrease in the number of deaths due to traffic accidents. I am concerned in this paper with the last item on the list. It is, of course, difficult to estimate fatalities accurately, but this difficulty is neither unique nor central to our problem. The problem is how best to place a monetary value on fatalities, so that the expected number of fatalities can be compared with other costs and benefits in deciding whether to build a road. However chosen, the monetary value of fatalities for use in this context is what the economist means by “the value of life.” The term is almost a joke, a bit of gallows humor to exorcise the ghoulishness that inevitably clings to analysis of life and death in monetary terms.

This study aims to determine the existing relationship, both partially and mutually between understanding of servanthood and calling to serve and faithfulness in the ministry of all workers. The place of this research was conducted at My Family GBI. The research method used was an ex post facto pattern and quantitative. They concluded that there was a linear and significant relation between variable X1 (understanding of servanthood) and variable Y (faithfulness in ministry in church). So does X1 and X2 and Y. Every worker to realize that they were saved by God and repay God’s kindness by serving Him in church. It is recommended that this research can be used as one of the guidance as a foundation of ministering life by servants in God’s field.

The implementation of information system modules in the conditions of state administration requires extensive project solutions. It differs from the implementation in the enterprise environment mainly by the nature of meeting the legislative conditions. Each implementation project is individual, and when designing its creation, it is necessary to take into account the content of an individual organizational components of the Ministry of the Interior of the Slovak Republic. This contribution aims to define the basic communication requirements that are placed on the information system for the operation of reserved technical equipment in the conditions of the Ministry of the Interior of the Slovak Republic. Knowledge of these requirements will allow setting the functionality of the information system for the operation of reserved technical equipment. The findings of the article and their application will save 20 - 40% of the total time, which will be appropriate to use to save on human resources or improve the activities of individual employees in the field of BOZP (occupational safety and health), operation of buildings, labour inspection. With proper predictive maintenance, the goal of reducing costs by 20% for individual more complex repairs, which are caused by neglect or omission of regular service, can be achieved. The application of research findings will have an impact on the reduction of accidents, accidents with long-term consequences or deaths caused by improper operation of technical equipment. The findings are appropriate to apply to employers with a number of facilities greater than 20.

When Martin Luther mounted an attack on the industry of Indulgences, he affirmed key Reformation principles: human beings are saved by God’s grace alone and the priesthood of all the baptised gives all followers of Christ equal status. This was in conformity with an earlier generation of reformers who saw the Bible as ultimate authority and witnessed to biblical truth against corruption. The logical consequence of this should have been the enabling of women who were so disposed to exercise a theological vocation. In practice, the resulting rupture in religious and social life often affected women for the worse. Educational formation and leadership opportunities were restricted by the closure of convents. While the trade guilds, with their tightly regulated social systems, did not allow scope for women who transgressed normative expectations, their suppression was not necessarily liberating for women. The new social model of the home replaced that of convent and guild and marriage was exalted in place of celibacy. Changes in devotional practice involved loss and gain. Women who did not conform to the domestic norm were treated at best with misogyny and female prophets of the radical Reformation paid for their convictions with their lives. In education, leadership, piety and radical social challenge, women’s options were restricted. However, the key Reformation principles ultimately enabled the development of women’s ministry which was marked by the ordination of Constance Todd 400 years later.

Unfavorable pregnancy outcomes caused by Chlamydia trachomatis or Neisseria gonorrhoeae infection are well known. The first step in addressing antenatal C. trachomatis and N. gonorrhoeae infection is a national policy to screen all pregnant women for C. trachomatis and N. gonorrhoeae, regardless of symptoms. The aim of this study was to inform policy makers on the presence of antenatal screening recommendations for C. trachomatis and N. gonorrhoeae infection. We conducted a three-part study from June 2015 to February 2016. We analyzed English and French language information online on Ministry of Health websites regarding C. trachomatis and N. gonorrhoeae antenatal screening. We referenced both primary official country and regional policy documents. We contacted the Ministry of Health directly if the information on the national antenatal screening was outdated or unavailable. In parallel, we sent a survey to the regional representative from the World Health Organization to help collect country-level data. Fourteen countries have current policies for antenatal screening of C. trachomatis and/or N. gonorrhoeae infection: Australia, the Bahamas, Bulgaria, Canada, Estonia, Japan, Germany, Latvia, New Zealand, Democratic People’s Republic of Korea, Romania, Sweden, the United Kingdom, and the United States. Australia, New Zealand, and Latvia and the United States restricted antenatal screening to women ≤25 years old and those of higher risk. Several countries responded that they had policies to treat pregnant women with symptoms. This is the currently recommended WHO guideline but is not the same as universal screening. North Korea had policies in place which were not implemented due to lack of personnel and/or supplies. National level policies to support routine screening for C. trachomatis and N. gonorrhoeae infection to prevent adverse pregnancy and newborn outcomes are uncommon.

The Search and Rescue Co-ordination Center Goch called me, some years ago, to the Stuttgart airport with the rescue helicopter of the Federal Armed Forces Rescue Center at Ulm. A single-engine sports plane, whose pilot was a student on his first solo flight, had tried a belly landing. Next to the runway, there were several fire-trucks, two ambulances and one emergency physician's car waiting. Our rescue helicopter stayed hovering for nearly one hour until the student pilot finally managed a belly landing. Safe on the ground, he was surrounded by firemen, paramedics and physicians, while we flew back to Ulm. We had not landed promptly I was told because of the landing taxes an army helicopter has to pay at a civilian airport! This episode prompted me to look for more information.The Federal Republic of Germany is obliged by international agreements to search for planes in distress—no matter what nationality—to save the passengers and, if possible, the equipment and to provide medical treatment for the survivors if necessary. This Search and Rescue (SAR) Service is executed according to the instructions given by the International Civil Aeronautical Organization (ICAO). In the Federal Republic, the SAR service is provided jointly by the Ministry of Defense and the Ministry of Transport. The Ministry of defense provides the means and the Rescue Co-ordination Center. The Ministry of Transport provides the alarm services through the air traffic control offices.

This chapter explores an integral aspect of Billy Graham’s crusades: music, the people responsible for it, its role in bringing diversity to Graham crusade platforms, and its influence on post–World War II Christian song. For the sixty-year span of the crusades, choir director Cliff Barrows and soloist George Beverly Shea were the most visible members of Graham’s team, setting the tone for every sermon and response. They understood crusade music as part of the ministry flow, not as entertainment. The goal of every song was the same as the goal of every sermon—bringing people to a moment of decision. Over the years, many popular artists brought to the crusades a wide variety of musical styles, from classical to hip-hop, featuring guest artists that brought ethnic, regional, gender, and racial diversity. But the dependable elements Barrows and Shea adhered to gave the crusades remarkable musical consistency.

Pentecostal rupture with the unconverted world in practice was not ever complete. Converts' success hinged on the uncertain prospect of exchanging spiritual capital gained in the ministry for the local currency of their fragile families. Ironically, those converts who had more resources before conversion were often those who could best capitalize on their new Christian relationships, their identities and authority both inside and outside of the ministries. Thus, the radical egalitarianism of each saved soul's worth was continually undercut by differential access in the present material world.

The 2000s were boom years for energy, as prices skyrocketed and oil producers reaped windfall profits. Vladimir Putin’s Russia had its fair share of excess, yet what is more remarkable is how much Russia saved. Over the course of the 2000s, over half a trillion dollars were put in in long-terms savings funds. Putin had seen the tumult of the 1991 and 1998 crises, and knew that hard times would come again. He wanted a large stock of financial firepower to deal with any contingency. He also took steps to restructure the country’s banking system. High inflation had plagued Russia since 1991, but Putin assembled a talented team of managers at the Finance Ministry and Central Bank who managed to get inflation down and keep it fairly low. Though Putin’s government is often rightly noted to include many former KGB agents and judo buddies, it is also notable the extent to which the economic ministries recruited talented—and economically orthodox—managers. By the mid-2000s, Russia had the most stable financial environment it had ever known.

Today Bletchley Park is a thriving monument to Turing and his fellow codebreakers. This did not happen easily. After the Second World War, the Bletchley Park site went into gradual decline, with its many temporary wartime buildings left unmaintained. The intense secrecy still surrounding the codebreakers’ wartime work meant there was no public awareness of what they had achieved, nor even that they had existed. It was only when the information embargo finally began to lift, decades later, that Bletchley Park’s importance became more widely known—but by that time the site was in danger of being razed to the ground to make way for housing estates. This chapter tells how Bletchley Park was rescued from property developers and from financial failure to become a national monument. The true heroes of this story are too numerous to mention by name—the hundreds of committed hard-working people, many of them volunteers, whose collective efforts over time saved Bletchley Park. Bletchley Park, also known as Station X, is arguably the most important single site associated with the Second World War. One of the best kept of all wartime secrets, it was acquired by the Foreign Office not long before the start of the fighting and at that time comprised some 55 acres of land, together with a large and architecturally odd mansion (see Fig. 9.1) and various associated outbuildings of the type common in large estates of the period. The mansion was built in Victorian and Edwardian times and its grounds were laid out as formal gardens, with a lake and many specimen trees. Curiously, these trees subsequently played a role in saving the site. During the war there was an almost continuous programme of construction. Numerous typical Ministry-of-Defence-style brick buildings were erected, as well as an assortment of timber huts. The huts included Hut 8, where Turing worked on Naval Enigma (Fig. 19.1). His introduction of the bombe, in 1940, was the start of Bletchley Park’s conversion into a codebreaking factory (see Chapter 12) and by the end of the war there were more than seventy buildings on the site, including the original mansion and its outbuildings. These structures supplied the capacity to house more than 3000 people per shift, as well as the large quantities of machinery and other equipment involved in the codebreaking work.

The exclusive economic zone (EEZ) of Japan has a very wide area due to a lot of islands in Japanese Archipelago. As the worldwide supply and demand of natural resources and foods are being tight, the technology for the effective use of the EEZ will become the key for the sustainable development of Japan. From this background, the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) started an R&D project of floating offshore platform technologies in 2007[1]. In this project an integrated design support tool is developed for evaluating the economical and safety aspects of the offshore platforms. This tool contains the function to estimate an environmental impact of seafloor resource development. We postulated the process of seafloor resource development as follows. The ores mined on seabed are sent up to the platforms as a mixture of the ore particles and water, then the waste water containing inorganic suspended particles is discharged into sea. The particles exhausted in the sea are transported by the advection and diffusion, and sink gradually on seafloor. We developed an analytical code simulating the distribution of discharged particle in both sea and sediments by a simple technique. Mass Consistent Flow Model is used to save the time in the calculation of ocean flow. In addition, the ecosystem model in sediment is developed to estimate the ecological impact of seafloor resource development. It includes benthic organism, zooplankton, bacteria, and particulate organic matter as the components. The ecological impact was assessed based on the recovery period of the biomass. In this paper, the outline of this environmental impact analysis tool and results of the trial calculation for seafloor resource mining are shown.

Increase of natural gas demand has led the increase of constructions of Liquefied Natural Gas (LNG) storage tanks worldwide. The inner tank material for above ground LNG storage tanks has mostly been made of 9% nickel steel plate over the last 50 years as it has excellent mechanical properties under the cryogenic temperature of −160deg.C. During this period, the LNG storage tanks made of 9%Ni steel plate have safely been operated. Meanwhile, technologies of steel making, welding, design, construction and inspection of 9%Ni steel plate have been improved significantly and enable us to achieve enlarging volumetric capacity of the tank to 2–3 times. It is known that nickel is an expensive and valuable rare metal and recent tendency of increase in nickel price has influenced the price of 9%Ni steel plate. In such a circumstance lowering the Ni content would save cost and this has led to an extensive research and development resulting in the 7%Ni-TMCP steel plate. This 7%Ni-TMCP steel plate developed is characterized by adjustment of chemical compositions and application of suitable Thermo-Mechanical Controlled Process (TMCP). In order to evaluate fitness of the 7%Ni-TMCP steel plate and its weld for LNG storage tanks, a series of testing was conducted. Several different kinds of plate thicknesses from 6 to 50 mm were chosen to run large scale fracture toughness tests such as duplex ESSO tests, cruciform wide plate tests as well as small scale tests. As a result it was demonstrated that the 7%Ni-TMCP steel plate had a quite excellent resistance to brittle fracture of the inner tank steel and its welds exposed to the cryogenic temperature of LNG. Furthermore, other various issues such as extent of applicable heat input, repair weld, difference of physical constants and so on were investigated and found acceptable. In Japan Ministry of Economy, Trade and Industry (METI) approved to apply this steel to new LNG storage tanks of Osaka Gas. After that Osaka Gas decided to construct a new full containment LNG storage tank applying 7%Ni-TMCP steel in Senboku terminal 1. The capacity is 230,000m3, which is larger than present largest scale of 180,000m3 in Japan. The construction is planned to start in September 2012 and be completed by November 2015.

The passive core injection system (PCIS) driven by high-efficiency SI is a system that, in an accident such as a LOCA (loss of coolant accident), attains discharge pressure higher than the supply steam pressure to inject water into the reactor by operating the SI, by supplying water from a pool in a containment vessel and the steam from a reactor pressure vessel (RPV). The SI, passive equipment, is used to replace large rotating machines such as pumps and motors, eliminating the failure probabilities of such active equipment. When the water and steam supply valves open, the SI-driven PCIS (SI-PCIS) will automatically start to inject water into the core to keep the core covered with water. The SI-PCIS works for the range of steam pressure conditions from atmosphere pressure through high pressures, in which the analytical simulations of SI were carried out based on the plenty amount of experimental data using reduced scale SI. We further simulated and evaluated the core cooling and water injection performance of SI-PCIS in BWR using RETRAN-3D code for the case of small LOCA. A reactor, such as ESBWR, equipped with the passive safety system by gravity-driven cooling system (GDCS) and the depressurization valves (DPVs) should be inevitable to lead to large LOCA even for the case of small LOCA by forcibly opening the DPVs to inject water from the GDCS pool due to that the GDCS water head is up to ∼0.2MPa. On the contrary, our simulation exhibited that SI-PCIS could save the reactors from leading to large LOCA by discharge of the water into a core for the cases of small LOCA or DPV unexpectedly open. In addition, we conducted the analytical simulations of SI, which grew in size for the actual nuclear power plant.
