<span lang="EN-US">Minor traffic accidents have become a major problem facing the road users in the recent years, according to the statistics from the Ministry of Interior (MOI) in Kuwait there were recorded 80,388 accidents by the year 2014. Accidents not only affect the mobility but also contribute to air pollution and slow down economic growth. These effects are the result of the seriously extended trips travel time due to accumulated vehicles queue. In some accidents cases, the lost time waiting for the arrival of the traffic officers and filling up the accident report could take up to 45 minutes. The new idea of Vehicle Accident Report application (I-VAR) concept developed by the research team would reduce the waiting time up to 3 minutes (93% savings), which would increase the level of service of the segment of a roadway. In addition, the study will be discussed four major situations on some of the busiest roads in Kuwait. Specifically, gas emissions and cost estimation. Improve the pollution obviously, by using the (I-VAR) application for the minor accidents there is an amount of 360,776,460 K.D would be saved yearly from the Kuwait government funds. It is a consequence of the huge savings in alleviating traffic congestion and generally produces more saver and efficient travel conditions.</span>

Abstract:
The Ministry of Transport is planning for the construction of new roads in its territory. Many projects are being considered, and the Ministry needs to identify the worthwhile projects for which the benefits exceed the costs. Among costs and benefits are the expense of constructing the road, the time saved by motorists using the new road rather than some other road, the time saved through the reduction of congestion on other roads, and the expected increase or decrease in the number of deaths due to traffic accidents. I am concerned in this paper with the last item on the list. It is, of course, difficult to estimate fatalities accurately, but this difficulty is neither unique nor central to our problem. The problem is how best to place a monetary value on fatalities, so that the expected number of fatalities can be compared with other costs and benefits in deciding whether to build a road. However chosen, the monetary value of fatalities for use in this context is what the economist means by “the value of life.” The term is almost a joke, a bit of gallows humor to exorcise the ghoulishness that inevitably clings to analysis of life and death in monetary terms.

This study aims to determine the existing relationship, both partially and mutually between understanding of servanthood and calling to serve and faithfulness in the ministry of all workers. The place of this research was conducted at My Family GBI. The research method used was an ex post facto pattern and quantitative. They concluded that there was a linear and significant relation between variable X1 (understanding of servanthood) and variable Y (faithfulness in ministry in church). So does X1 and X2 and Y. Every worker to realize that they were saved by God and repay God’s kindness by serving Him in church. It is recommended that this research can be used as one of the guidance as a foundation of ministering life by servants in God’s field.

The implementation of information system modules in the conditions of state administration requires extensive project solutions. It differs from the implementation in the enterprise environment mainly by the nature of meeting the legislative conditions. Each implementation project is individual, and when designing its creation, it is necessary to take into account the content of an individual organizational components of the Ministry of the Interior of the Slovak Republic. This contribution aims to define the basic communication requirements that are placed on the information system for the operation of reserved technical equipment in the conditions of the Ministry of the Interior of the Slovak Republic. Knowledge of these requirements will allow setting the functionality of the information system for the operation of reserved technical equipment. The findings of the article and their application will save 20 - 40% of the total time, which will be appropriate to use to save on human resources or improve the activities of individual employees in the field of BOZP (occupational safety and health), operation of buildings, labour inspection. With proper predictive maintenance, the goal of reducing costs by 20% for individual more complex repairs, which are caused by neglect or omission of regular service, can be achieved. The application of research findings will have an impact on the reduction of accidents, accidents with long-term consequences or deaths caused by improper operation of technical equipment. The findings are appropriate to apply to employers with a number of facilities greater than 20.

Abstract:
When Martin Luther mounted an attack on the industry of Indulgences, he affirmed key Reformation principles: human beings are saved by God’s grace alone and the priesthood of all the baptised gives all followers of Christ equal status. This was in conformity with an earlier generation of reformers who saw the Bible as ultimate authority and witnessed to biblical truth against corruption. The logical consequence of this should have been the enabling of women who were so disposed to exercise a theological vocation. In practice, the resulting rupture in religious and social life often affected women for the worse. Educational formation and leadership opportunities were restricted by the closure of convents. While the trade guilds, with their tightly regulated social systems, did not allow scope for women who transgressed normative expectations, their suppression was not necessarily liberating for women. The new social model of the home replaced that of convent and guild and marriage was exalted in place of celibacy. Changes in devotional practice involved loss and gain. Women who did not conform to the domestic norm were treated at best with misogyny and female prophets of the radical Reformation paid for their convictions with their lives. In education, leadership, piety and radical social challenge, women’s options were restricted. However, the key Reformation principles ultimately enabled the development of women’s ministry which was marked by the ordination of Constance Todd 400 years later.

Unfavorable pregnancy outcomes caused by Chlamydia trachomatis or Neisseria gonorrhoeae infection are well known. The first step in addressing antenatal C. trachomatis and N. gonorrhoeae infection is a national policy to screen all pregnant women for C. trachomatis and N. gonorrhoeae, regardless of symptoms. The aim of this study was to inform policy makers on the presence of antenatal screening recommendations for C. trachomatis and N. gonorrhoeae infection. We conducted a three-part study from June 2015 to February 2016. We analyzed English and French language information online on Ministry of Health websites regarding C. trachomatis and N. gonorrhoeae antenatal screening. We referenced both primary official country and regional policy documents. We contacted the Ministry of Health directly if the information on the national antenatal screening was outdated or unavailable. In parallel, we sent a survey to the regional representative from the World Health Organization to help collect country-level data. Fourteen countries have current policies for antenatal screening of C. trachomatis and/or N. gonorrhoeae infection: Australia, the Bahamas, Bulgaria, Canada, Estonia, Japan, Germany, Latvia, New Zealand, Democratic People’s Republic of Korea, Romania, Sweden, the United Kingdom, and the United States. Australia, New Zealand, and Latvia and the United States restricted antenatal screening to women ≤25 years old and those of higher risk. Several countries responded that they had policies to treat pregnant women with symptoms. This is the currently recommended WHO guideline but is not the same as universal screening. North Korea had policies in place which were not implemented due to lack of personnel and/or supplies. National level policies to support routine screening for C. trachomatis and N. gonorrhoeae infection to prevent adverse pregnancy and newborn outcomes are uncommon.

The Search and Rescue Co-ordination Center Goch called me, some years ago, to the Stuttgart airport with the rescue helicopter of the Federal Armed Forces Rescue Center at Ulm. A single-engine sports plane, whose pilot was a student on his first solo flight, had tried a belly landing. Next to the runway, there were several fire-trucks, two ambulances and one emergency physician's car waiting. Our rescue helicopter stayed hovering for nearly one hour until the student pilot finally managed a belly landing. Safe on the ground, he was surrounded by firemen, paramedics and physicians, while we flew back to Ulm. We had not landed promptly I was told because of the landing taxes an army helicopter has to pay at a civilian airport! This episode prompted me to look for more information.The Federal Republic of Germany is obliged by international agreements to search for planes in distress—no matter what nationality—to save the passengers and, if possible, the equipment and to provide medical treatment for the survivors if necessary. This Search and Rescue (SAR) Service is executed according to the instructions given by the International Civil Aeronautical Organization (ICAO). In the Federal Republic, the SAR service is provided jointly by the Ministry of Defense and the Ministry of Transport. The Ministry of defense provides the means and the Rescue Co-ordination Center. The Ministry of Transport provides the alarm services through the air traffic control offices.

Is Jesus’ perpetual intercession for his people in Hebrews (Heb. 7.25) understood as a constitutive part of his atoning, high-priestly ministry? Nicholas Moore argues that Jesus’ act of sitting at God’s right hand is the decisive end of Jesus’ atoning sacrifice and so also of Hebrews’ Yom Kippur analogy. Among other points, I argue in response that Jesus’ ongoing absence from his people, status as high priest and current location in the heavenly holy of holies imply that Hebrews’ Yom Kippur analogy extends beyond Jesus’ act of sitting to include his present ministry of intercession. Not only were prayer and atoning sacrifice closely correlated for Second Temple Jews, Hebrews presents Jesus as the high priest who, in his resurrected humanity, is always also the sacrifice in the Father’s presence. Jesus presented himself to the Father once, but he is perpetually the high priest and sacrifice who ministers in God’s presence. For Hebrews, the Yom Kippur analogy (and so also Jesus’ atoning ministry) ends when, like the earthly high priests, Jesus leaves the heavenly holy of holies to return to and again be present with his people (Heb. 9.28). Only then will his followers receive the salvation for which they are waiting. Until that approaching day arrives, Jesus’ ongoing intercession with his Father ensures that his people will be saved completely.

The article presents the main principles of lean manufacturing, experience and results of lean production launch in a large city outpatient clinic as part of the Ministry of Health pilot project “Lean outpatient clinic”. In the clinic, redistribution of space, optimization of e-document management and registry workflow were performed. It reduced queueing time and time of blood sampling, simplified arranging a visit to General practitioner and other physicians, increased time of doctor and patient interaction, which allowed to serve much more patients with the same amount of resources, save time of medical staff and patients, and increase their satisfaction.

Violence against children in Indonesia continues to increase. Many cases of violence, one of them, as happened at the childcare institution (orphanage). Forms of violence and crime are physical, psychological, sexual, and neglect. Results of the study conducted by Ministry of Social Affairs, UNICEF, and Save the Children showed that the factors that support the physical and psychological violence to the children are associated with the method in educating and disciplining children. The paper draws attention to such an important historical aspect as the connection between foreign humanitarian activities in Soviet Russia and Ukraine during the famine of 1921-1923 and the participation of the people of the USSR in the Great Patriotic War. It is well known that during the famine of 1921-1923, a large number of foreign aid organizations functioned in Russia and Ukraine and provided food, treatment and clothing to several million starving children who were doomed to death without outside help. Some of these organizations opened orphanages on the territory of the RSFSR for homeless children and children left without parental care. Many of those men and women who went to war in 1941-1945 were saved during the famine by foreign organizations. Thanks to modern databases of digitized documents on the Great Patriotic War, it becomes possible to trace the military fate of these people. The paper, based on the materials of the Central Archive of the Ministry of Defense of the Russian Federation and the National Archive of Sweden, provides specific examples of the fate of participants in the Great Patriotic War, who were saved in 1922-1923 by the Red Cross organizations of Sweden and the Netherlands.

This essay explores how Catholic women have changed Catholicism as a culture, if not so much the institutional church, in the years between 1970 and 2020. Catholic women have not endeared ourselves to Catholic hierarchs; in fact many dislike and fear us. But we have saved lives, spiritual as well as physical, by providing solid opposition and creative alternatives to the institutional church. A redesign of Catholicsm begins with the culture and ethos. Catholic women envision it as a global movement rooted in particular cultures, united by values of love and justice, open to the wisdom of many religious traditions, and structured to provide ministry and meaning through cooperative, horizontally organized communities. While there has been progress, more work remains to be done.

Heavy rain with Typhoon 18 threatened the Nabari River Basin, Kansai region, with inundation early on the morning of October 8, 2009. The Nabari River is a tributary of the Yodo river basin that contains Osaka and Kyoto and runs through Nabari City, which is a residential zone a commutable distance from Osaka city. In the upper reaches of the Nabari, there are three multipurpose dams – Shorenji Dam, Hinachi Dam, and Murou Dam – that are operated by the Kizugawa Integrated Dam Control and Management Office (KIDCMO), a branch office of the Japan Water Agency (JWA). Since it rained heavily downstream from the three dams, regular operation of the dams complying with given flood control regulations appeared unable to save Nabari City from inundation. The JWA and Ministry of Land, Infrastructure, Transport and Tourism (MLIT) therefore conducted collaborative operation of the three dams to avoid inundating the city. In this case, flood control operation of the three dams commenced at an early stage before inflow reached defined flood discharge in consideration of the water level of the Nabari River, rainfall conditions, and the capacity of reservoirs. During operation, discharge from dams was changed in a timely manner and appropriately through collaborative operation of the three dams in order to maximize the effectiveness of all flood control capacities of reservoirs based on the latest rainfall forecast technology and runoff analysis. The use of improved rainfall forecast technology and runoff analysis models enabled effective application of flexible operation protocols. It is estimated that this operation has resulted in a 1.5 m decrease in the water level at the Nabari design control point and saved approximately 1,200 households from inundation. Considering recent climate change, it is possible to have extreme rainfall more often. The proof of the adaptability of this flexible operation is quite meaningful not only for flood damage mitigation in the downstream but also for future prospects of flood control by dams.

Worldwide, the ejection is a challenging method and difficult to approach by fighter pilots. Considering that when eject, the pilot experience a g-force up to 15-18 G, which can affect the physical health of the pilot, the ejection decision can be affected. Besides this reason, with the desire to save the aircraft or third parties, the pilot may lose his life in the air disaster. The current paper reveals a statistical approach of aviation accidents in Romanian Air Force during 1951-2015. 225 cases were analyzed, which involved 235 aircraft and 280 fighter pilots. Abstract:
Geneza regionalne saradnje na Zapadnom Balkanu protekle dve i po decenije imala je različite etape, uz dugotrajne krize i probleme u vezi sa razvojem vlastitog koncepta. U ovom radu autori stoga analiziraju njene dosadašnje domete, sa posebnim akcentom na period nakon transformacije Pakta za stabilnost u Jugoistočnoj Evropi u Savet za regionalnu saradnju početkom 2008. godine, kao i na pokušaj rekonceptualizovanja saradnje u okviru Zapadnobalkanske šestorke tokom 2013. godine. Istovremeno oni pažnju posvećuju i dometima Berlinskog procesa nakon 2014. godine i stvaranja novog oblika prelaska regionalne saradnje u regionalnu ekonomsku integraciju (Zajedničko regionalno tržište) s kraja 2020. godine. U tom kontekstu autori razmatraju da li će da usledi i produbljivanje političke saradnje kroz eventualno osnivanje zajedničkog parlamenta Zapadnog Balkana i uvođenje redovnih sastanka predsednika vlada i ministara inostranih poslova. Autori zato ukazuju i na određena strahovanja u regionu da bi već otpočeta integracija u oblasti ekonomske saradnje, koja bi bila praćena i produbljenom političkom saradnjom, mogla rezultirati osnivanjem „Balkanske unije”. To suštinski nailazi na značajne otpore i protivljenja u regionu Zapadnog Balkana zbog straha da će ona postati trajno rešenje, koje kao takvo dugoročno isključuje članstvo država regiona u Evropskoj uniji.

E-cigarette consumption increases as smoke-free campaigns worldwide. Some consider the consumption of e-cigarettes is a healthy way to quit smoking. E-cigarettes are considered to help eliminate smoking habit. In fact, quitting smoking cannot be replaced with e-cigarette. Because, in vape there are glycerin, nicotine, and seasoning placed in the cartridge. Honestdoc writes the glycerin or propylene propylene to produce moisture. In effect, an electronic smoker will be irritated to a person's filtration channel. The purpose of this research is to see how Tempo.co and Kompas write news about the difference of communication in the Ministry of Trade and the Ministry of Health who have not published rules regarding the restriction or prohibition of electronic cigarette. Critical discourse analysis used to dissect government communication about electronic cigarette consumption, which isn’t in line, such as written Kompas.com and Tempo.co from the start of this issue revolving until now. Both media shows, the government's plainness to publish rules regarding the restriction or prohibition e-cigarettes due to confusion to health of people or save investments. Consequently, until now, there isn’t clear regulation about this. Regulations are limited to the new imposition of excise imposed on July 1st 2018.

Objective. To describe Nicaragua’s integrated community case management (iCCM) program for hard-to-reach, rural communities and to evaluate its impact using monitoring data, including annual, census-based infant mortality data. Method. This observational study measured the strength of iCCM implementation and estimated trends in infant mortality during 2007–2013 in 120 remote Nicaraguan communities where brigadistas (“health brigadiers”) offered iCCM services to children 2–59 months old. The study used program monitoring data from brigadistas’ registers and supervision checklists, and derived mortality data from annual censuses conducted by the Ministry of Health. The mortality ratio (infant deaths over number of children alive in the under-1-year age group) was calculated and point estimates and exact binomial confidence intervals (CIs) were reported. Results. Monitoring data revealed strong implementation of iCCM over the study period, with medicine availability, completeness of recording, and correct classification always exceeding 80%. Treatments provided by brigadistas for pneumonia and diarrhea closely tracked expected cases and caregivers consistently sought treatment more frequently from brigadistas than from health facilities. The infant mortality ratio decreased more in iCCM areas compared to the non-iCCM areas. Statistically significant reduction ranged from 52% in 2010 (mortality rate ratio 0.48; 95% CI: 0.25–0.92) to 59% in 2013 (mortality rate ratio 0.41; 95% CI: 0.21–0.81). Conclusions. The iCCM has been found to be an effective and feasible strategy to save infant lives in hard-to-reach communities in Nicaragua. The impact was likely mediated by increased use of curative interventions, made accessible and available at the community level, and delivered through high-quality services, by brigadistas.

The Greek Ministry of Health has decided to reform hospital services, due to high cost and low services offered and a part of health care expenditures is wasted. The Minister of Health, Mr. Andreas Loverdos has enacted a law for the Greek health care system which include 3 major health reforms: the co-management of hospital units, taking either the type of ‘shared Manager’ or ‘shared Board of Directors,’ the transformation of some general hospitals/health centers or specialized hospitals that present low effective/efficiency rates into either primary health care units or day clinics for specific health care problems, and the merging of similar departments/clinics and/or laboratories either in a hospital or among two or more hospitals that are in the neighborhood. From these reforms, it is estimated that more than 150 million Euro will be saved from these reforms during the 4-year period 2012-2015.

The objectives of this study were to estimate an aggregate price elasticity of demand for municipal water in Saudi Arabia, and to analyze the welfare impact of raising the municipal water tariff. The study utilized available aggregated data (Ministry of Water and Electricity, 1999–2008), and regression techniques to specify water demand functions within the frame of the increasing block tariff applied in Saudi Arabia. The estimated price elasticity of municipal water demand was about –0.39. The impact of an assumed 33% rise in the municipal water tariff was predicted to save about 11.121 cubic meters per household per month, which would lead to a total annual saving of about 128.544 million cubic meters. The percentage increase of the average equilibrium price would reach 12.7%. Therefore, the percentage decrease in consumer surplus per household amounts to 9.43%.

The author proposes a piecewise linear model of the spread of coronavirus 2019 based on the analysis of statistical studies obtained by the World Health Organization (WHO), the Ministry of Health (MH) of Ukraine and the Center for Mathematical Modeling of the NAS of Ukraine within seven months from appearance of the virus. Based on this model and forecasting the rations of growth of the epidemiological disease at COVID-2019, made estimates of the time of disappearance of virus outbreak and a continuous decrease in the number of diseases of persons in need of hospitalization. The obtained results have both theoretical and applied significance, as they allow, at least, to plan and lead an active lifestyle, save material and human resources, effectively and adequately respond to the manifestations of viral diseases until their complete disappearance.

Scholars have long been perplexed by Paul’s statement in Rom. 11.11-14 that he magnifies his ministry to make Jews jealous and thus save some of them. After all, why would law-observant Jews be jealous of the salvation of supposedly law-free Gentiles? The problem is accentuated when we recognize that ‘jealousy’ (παραζήλωσις) and its cognate ‘zeal’ (ζῆλος) were connected with law-observance in Second Temple Judaism. To solve this problem, I consider how two contemporaries of Paul – Philo and Josephus – describe Gentiles’ attraction to Judaism through the Jews’ careful obedience to the Law. I argue in turn that Paul christologically reverses this schema such that the Gentiles’ obedience to the law by faith, the very goal of Paul’s apostleship (1.5; 15.18), is the means by which Paul hopes to provoke the Jews to jealousy and salvation.

For this, Ayurveda is the most imperative as it recommends a healthy lifestyle instead of the mere prescription of medicines. Methodology: Ministry of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy is purposed with developing education, research and propagation of indigenous alternative medicine systems in India (Ministry of AYUSH). The Ministry is headed by a Minister of State, which is currently held by Shripad Yesso Naik and has recommended some measures to be followed in building strength by following the holistic approach of Ayurveda toward Swasthavritta. Thus, the present paper focuses on analysing the public perception towards Ayurveda measures using the most popular statistical techniques as ANOVA. Results: The analysis of data indicated that, the people are mesmerised by the concept of Ayurveda and are following all the possible precautions to save themselves from the effect of COVID-19. Older generation has a firm believe on the vedic science as compared to the younger generation. Conclusion: The classic of Ayurveda ‘Charaka Samhita’ describes the epidemic management and it defines immunity as the most essential to prevent diseases and arrest its progress. The foundation of Ayurveda is to building strength of mind and body to manage with different stressors, including infections. The Ayurveda concept of immunity (Bala or strength) is categorized as natural (Sahaja), chronobiologic (Kalaja), and acquired (Yuktikrut). Henceforth, we can achieve the aim of Ayurveda i.e. the Swasthasya Swasthya Rakshanam and Aturasya Vikar Prashamanam, against nCOV-19 pandemic.

Penelitian ini menilai kualitas pelayanan sistem perijinan perdagangan online INATRADE dengan menggunakan metode Service Quality, dan perbaikan apa yang perlu dilakukan pada sistem INATRADE dalam meningkatkan kualitas pelayanan yang diberikan kepada eksportir dan importir berdasarkan tingkat kepuasan pengguna jasa dengan menggunakan metode Quality Function Deployment. Pengguna sistem perijinan perdagangan online INATRADE tidak puas dengan layanan yang diberikan sehingga diperlukan perbaikan atau peningkatan kualitas pada sistem INATRADE online. The quality of process services, transparent, and fast are important value which expected by economics including exporters and importers. Online service trade licencing system INATRADE Ministry of Trade needs to increase. Transparent processing and fast service is considered to be the key by exporters and importers because its effected to whole trade activities. This study assessess the quality of online service trading system INATRADE using Service Quality method, and using using Quality Function Deployment to indicating the need for improving technical factors of the INATRADE. It finds that INATRADE users are not satisfied with the service, then the system need to improve to reach the quality of service. The Ministry of Trade has to implementation the service level arrangement which is the target level set by Permendag No.28 / M-DAG / 6/2013. It needs to upgrade human resources capability, especially in solving technical problems, and implementing document verification with digital system to save time, cost, and manpower. With respect to digitalization, the Ministry of Trade needs to coordinate closely with the Ministry of Information Technology and the Ministry of Finance, especially Customs Office.

Abstract While images of boats in distress, overflowing with migrants in the Central Mediterranean, flash on television screens and front pages of Italian and European newspapers, search and rescue (SAR) missions continue to draw attention. This article takes a look at migratory flows across the Central Mediterranean from 2012 to 2018 and focuses on the response of governmental, inter-governmental, and non-governmental actors rescuing lives at sea. Using aggregate data on migrants’ sea arrivals and deaths as well as official documents from the UNHRC, the European Union, Italy’s Ministry of Interior, and NGOs, this study investigates 1) how different actors have responded to migratory flows across the Central Mediterranean, and 2) how actors’ narratives and response have impacted the situation at sea. The study finds that, although all three actors act on the humanitarian principle ‘to save lives,’ their narratives and response diverge as the intensity of sea arrivals persists.

The article – following previous ones of similar topic published in “Museology” – is the 1st part of a broader elaboration pertaining to relocations of cultural goods after World War II, in particular to functioning of repositories where those goods were assembled. They were established and operated by Polish administration on the territories liberated consecutively by the moving front. This time the repositories in Gdańsk Pomerania region are discussed. First part presents issues related to a geopolitical situation of Gdańsk Voivodeship, especially the city of Gdańsk. Historical background is given to the so-called recovery campaign conducted by Polish administration. The process of getting organised by Polish authorities is also described, as well as the way it affected the achievement of their objectives: organisation of social life, rescue of artworks – despite the shortage of means – by penetrating areas outside the city in search for hidden goods, establishment of repositories, depositories etc. for items of cultural heritage saved from the fire, left behind the moving front and the Red Army, and for those taken out of towns by the German monuments’ protection service. Sites of Gdańsk Voivodeship where the monuments were deposited by German administration are listed in the article. Collections of movable goods assembled in those caches survived military actions and – if not plundered by local people or Soviet Army commanders – were being saved and secured in repositories organised by delegates of the Ministry of Culture and Art. The way in which the Polish repositories were established and operating, as well as the fortunes of historic artefacts collected in them will be further described in the following 2nd part of the article.

Apart from being supported by the Ministry of Women's Empowerment and Child Protection, APSAI is also supported by child protection organizations, such as UNICEF, Save The Children. Various actors who are interested in contributing to a child-friendly city can participate. Multi-Actor Innovation can only occur if the collaboration that is established provides space for each actor who has different roles to be given the freedom to innovate based on their respective roles. The aim of the Multi-Actor Innovation is to offer better social learning analysis by integrating insights from sustainability science and social learning science traditions.

Abstract Illegal fishing net use is one of the most serious threats to the health of the world’s fisheries and for the secure employment of fishers. Illegal modes of fishing adversely affect the fishing industry according to the Fisheries and Aquatic Resource Ministry of Sri Lanka which is the regulatory body of the fisheries industry. In Sri Lanka, usage of illegal fishing methods has increased in recent years. There is an urgent need to identify prohibited or illegal fishing activities and the use of dangerous or harmful substances in fishing. The present study was carried out in the Mannar coastal area from June 2013 until the latter part of June 2014, to identify illegal, prohibited and dangerous fishing activities, and to understand the major threats and impacts on the fishing community and the socio, economic, biological and ecological impacts through field surveys and library methods. The study aims to outline appropriate planning and solutions to minimize illegal fishing and to save the coastal biodiversity and fishing community.

Abstract Several classified documents saved after the collapse of the German Democratic Republic (GDR) in 1990 describe the promotion by the government of the use of drugs, notably androgenic steroids, in high-performance sports (doping). Top-secret doctoral theses, scientific reports, progress reports of grants, proceedings from symposia of experts, and reports of physicians and scientists who served as unofficial collaborators for the Ministry for State Security (“Stasi”) reveal that from 1966 on, hundreds of physicians and scientists, including top-ranking professors, performed doping research and administered prescription drugs as well as unapproved experimental drug preparations. Several thousand athletes were treated with androgens every year, including minors of each sex. Special emphasis was placed on administering androgens to women and adolescent girls because this practice proved to be particularly effective for sports performance. Damaging side effects were recorded, some of which required surgical or medical intervention. In addition, several prominent scientists and sports physicians of the GDR contributed to the development of methods of drug administration that would evade detection by international doping controls.

The significance of this paper lies in shedding lights on the importance of informal education programs as catch up programs to educate those who didn’t have the opportunity to be in schools for different reasons and bridge the gap between them and their peers in schools. Although the study will show how powerful this tool is, it is also worth mentioning that more efforts should be done to enroll those children in public schools and provide them with equal access to the formal education system. This study used pre and post tests that are designed upon the expected learning outcomes from the literacy and numeracy materials prepared by the technical team at Save the Children International. The designed materials, in order to be compliant with the advancement of students in the formal education system were based on the national learning outcomes set by the Ministry of Education in Jordan. The results of the study were excellent enough to show the positive impact of the program as 100 percent of the population scored the passing score in the posttest compared to the zero percent passing the pretest in both literacy and numeracy classes. On the other hand, the study also shows how deprived Syrian children are as a result of the bloody war that harvests not only their souls, but also their future. Finally, it is also worth mentioning that the study also speaks of the pressure on Jordan’s formal education system and the need to support the Ministry of Education meeting the urgent demands of all students nationwide.

The study found that teachers Adiwiyata Trustees have had a clear orientation which is based on the activity or better known as professional orientation. Orientation is systematically arranged sequentially from the most fundamental orientation to the orientation of the peak to be reached as follows: policy development orientation, the orientation of the increased insight, orientation awareness, orientation awareness-raising, and conservation orientation. Conservation orientation is the direction that was built to accomplish a character loving environment. Orientation conservation in many ways shows that teachers and students have the character of a good conservationist. Another orientation is an additional orientation and done outside the main orientation if the main orientation has been reached.

Households living in rural areas or having low income usually lack access to banking services or financial services. It is tough for these families to save and to arrange financial resources for the longer term. The ease of access and usage of the financial services and products influences the economic health of the individuals as well as of the state. It has been analyzed that the most important barrier towards accessibility of financial service is the psychological and the profitability of banks. There is a requirement for a robust, dynamic research-based business model with regard to an innovative, digitalized and sound economic system.

Using Michel Foucault’s theories of biopolitics, about risk and security, I examine the welfare policies of the National Coalition Government in New Zealand (2008–2017). This government attempted to mitigate risk by projecting possible challenges and solutions to ‘vulnerable populations’. Welfare was re-defined in monetarist economic terms, as ways to ensure ‘small government’. Over the three terms of government they brought in changes across the education, and social services, with the intent of implementing new economic facets to reduce the cost to the state of beneficiaries and their dependent children. Using cross-ministry data collection, they planned to identify the ‘job-shy’ parents and children deemed ‘vulnerable’. Social Investment aimed to change the behaviours of such populations, whom the National Coalition government deemed future potential liabilities for the state. Projecting costs over 20 or 30 years and modelling the costs of dysfunction would give the social agencies improved information. Early intervention would save the state welfare budget, and responsibilize the young children at risk of themselves becoming beneficiaries later in life.

Understanding the rooftop PV potential is critical for utility planning, accommodating grid capacity, deploying financing schemes and formulating future adaptive energy policies. The NIWE (National Institute of Wind Energy) under MNRE (Ministry of New and Renewable Energy) is an esteemed institute dedicated to Indian wind and solar renewable energy generation and monitoring. The SRRA (Solar Radiation and Resource Assessment) is a division under NIWE that is responsible for solar energy monitoring throughout India. They have created the Solar Radiation Map of India using high quality, ground measured solar data. This asks the question, whether it is possible to get a quick estimate of a solar installation. Thus, the paper explains the problems in the field of solar potential measurement and the deployment of a calculator in a mobile front platform. The mobile app would quickly and effortlessly give a rough estimate on what a solar installation could save in power consumption costs.

Background: A recent epidemic of Nipah virus affected few districts of Malabar in Kerala, Southern India. Eighteen people died, remarking case fatality rate of 94.7%. Early diagnosis within second case by doctors and prompt control activities by the health ministry saved more lives. Objective was to study knowledge and attitude about Nipah among medical students of Malappuram District.Methods: The study was conducted among 200 MBBS students of tertiary medical college at Malappuram district, North Kerala. A pre structured questionnaire was used to study on knowledge and attitude related to Nipah among medical. Then the data was collected, analyzed and entered into Excel. The frequency of awareness among medical students was expressed in proportions.Results: Majority had good attitude and half of them had good knowledge about the disease. Most of students have been aware about the virus by social media (40.5%) as major source of information followed by news/newspaper (34%), (17.5 %) internet and (8%) by awareness programs.Conclusions: Topic about Nipah virus disease should be inculcated in medical textbooks elaborately. Special training programs for medical students should be on focus and health education sessions should be enhanced.

According to the Secretary of the Directorate General of Food Crops of the Ministry of Agriculture (Kementan) Maman Suherman in 2019 maize production is estimated to reach 33 million tonnes of dry shell (PK) in an interview with Republika on January 6, 2019. Cepiring sub-district, Kendal district, apart from being planted with rice in the rainy season, rice fields also planted with maize. After harvesting, the corn that has been plucked is separated from the cob using a corn sheller. The shelling machine is used using diesel fuel and electricity, with workers standing for long periods of time, causing fatigue in the arms, waist, thighs and back. The data processing of the nordic body map questionnaire was carried out to determine the complaints on the skeleton and muscles of the workers. From the results of the questionnaire above, most Sido Rejo farmers feel complaints on their right shoulder, left upper arm, back, right upper arm, back, waist, left elbow, right elbow, left forearm, right forearm, left wrist, wrist right, left hand, right hand, left thigh, right thigh, left calf, right calf, left leg to right leg. With anthropometric measurements, the dimensions of the body used are the height of the sitting shoulders and the data used are the average data or the 50th percentile. With this solar sheller, it can save fuel and be environmentally friendly and reduce the complaints of the frame and muscles of farmers

Food and nutrition are fundamental to military capability. Historical examples demonstrate that a failure to supply adequate nutrition to armies inevitably leads to disaster; however, innovative measures to overcome difficulties in feeding reap benefits, and save lives. In barracks, UK Armed Forces are currently fed according to the relatively new Pay As You Dine policy, which has attracted criticism from some quarters. The recently introduced Multi-Climate Ration has been developed specifically to deal with issues arising from Iraq and the current conflict in Afghanistan. Severely wounded military personnel are likely to lose a significant amount of their muscle mass, in spite of the best medical care. Nutritional support is unable to prevent this, but can ameliorate the effects of the catabolic process. Measuring and quantifying nutritional status during critical illness is difficult. A consensus is beginning to emerge from studies investigating the effects of nutritional interventions on how, what and when to feed patients with critical illness. The Ministry of Defence is currently undertaking research to address specific concerns related to nutrition as well as seeking to promote healthy eating in military personnel.

AbstractThe civilian food shortages and accompanying malnutrition that characterised the latter stages of the First World War were instrumental in fundamentally changing the course of European history. In Russia, food shortages were a key underlying factor in precipitating the 1917 Bolshevik Revolution, while in Germany, food shortages led to the so-called ‘turnip winter’ of 1917, which effectively helped to undermine commitment to the war effort and contribute to the country’s defeat. In spite of Britain’s precarious dependence on imported food, and the shipping losses inflicted by German U-boats, the population was less badly affected. This achievement has been attributed to the work undertaken by Lord Rhondda, the second food controller, whose actions were characterised as the ‘heroic age of food control’. This article uses evidence from official government reports, newspapers and diaries, memoirs and biographies to challenge the prevailing historiography about the success of food control measures in Britain during the First World War. It shows that the Ministry of Food under Lord Rhondda’s period of tenureship was not only indecisive, but that efforts to save the nation from malnutrition, if not actual starvation, were in large part the result of initiatives implemented at the local level.

According to UNICEF, as many as 30.000 babies who usually die in the first month of birth can be saved by initiating early breastfeeding. Early breastfeeding initiation is the process of allowing the baby to breastfeed itself immediately after birth. An important benefit of early breastfeeding initiation is that it can reduce maternal bleeding and speed up the placental release. Based on the Ministry of Health RI source (2013), the incidence of maternal bleeding is still very high, 30.3% of mothers die due to bleeding. Most cases of bleeding during the puerperium occur because placental retention of 16-17% incidence of placental retention causes bleeding cases. One way to prevent bleeding from placental retention is to initiate early breastfeeding. This study aims to determine the effect of early breastfeeding initiation on the length of placental release in maternity mothers at III. This research uses the True Experimental Design approach with Randomized Posttest Only Control Design. With the sampling taken by accidental sampling. Bivariate results showed the influence of early breastfeeding initiation on the length of placental release (ρ value = 0.003). The conclusions obtained in this study were that there was an effect of early breastfeeding initiation on the length of placental release in maternity mothers at III.

Purpose: This study focusses on the coordination required between military and non-military organisations during humanitarian disasters. Design / Research methods: An in-depth case study was conducted of the disaster relief operation after hurricane Matthew on Haiti in October 2016. We investigated the support of the Dutch military organization and its coordination with the non-military relief organizations. We examined coordination issues at operational, tactical, and strategic levels. Findings: The study shows that no coordination problems occurred at operational level. At the tactical level, cultural differences between military and non-military organizations resulted in coordination problems and deviant perspectives on urgency. At the strategic level, there was a disagreement between the Dutch Ministry of Foreign Affairs and the Dutch Ministry of Defence regarding the Oslo Guidelines. A minority agreed that the guidelines actually apply to military organizations during disaster relief operations. Practical implications: The coordination between the military organization and the non-military relief organization during disaster relief operations can be improved by promoting common and mutual respect and defining a clear tasks and role fulfilments. A first step to improve the coordination is to get familiarity and clarity on the Oslo Guidelines. Another step for improvement is for the military organization to accept that it has no leading but an assistance role during disaster relief operations. Research limitations/implications: A single case study limits the external validity of the results, although useful insights were gained. Future research could address the role of the Oslo Guidelines during disaster relief operations. Are these guidelines still valid, should they be updated, and are the sufficiently known by all relief organizations, including the military? Originality/value of the article: The world is faced with an increasing occurrence of disasters affecting human lives. More lives could be saved when military and non-military organizations would work together more effectively. This is one of the first studies to explore the terms of engagement at the start of relief operations.

The article refers to the application of the Microsoft Excel Electronic spreadsheet (ME) in materials accounting. Base on the practical study of the materials accounting in the mining enterprises owned by the Vietnam Mineral Coal Industry Group (TKV) in conjunction with the study of 200/BTC-TT in 2014, the group of authors have designed the sheets to serve for the accounting of materials in the mining enterprises. In this, the sheets save the basic information about the business, the sheets of ME are designed to store the data (the inputs for materials accounting), and the sheets for the output of the material ledger. The sheets are designed with a friendly interface, complied with the regulations of the Ministry of Finance and in accordance with the actual conditions in the mining business. The functions of ME are the maximum used for the computational formulas in the ledger to ensure complete automation of writing ledger. In other words, each time the accounting document is entered in the Database, the ledger is updated immediately by using real-time processing. It is possible to say the research results of the article can be considered as a software written on the background of the ME for accounting work.

Abstract Background In January 2005, Rasulov et al. originally published “First experience in the use of bone marrow mesenchymal stem cells (MSCs) for the treatment of a patient with deep skin burns”. Here, we present the first ever treated patient with cadaveric bone marrow mesenchymal stem cells (CMSCs) in the history of Medicine. Methods A young man, who severely burned 60 % of his total body surface with 30 % of full-thickness burns while working with a grass trimmer that exploded, was involved in the study. MSCs were obtained from the bone marrow of a cadaver donor in a routine procurement procedure of CUCAIBA, the Province of Buenos Aires, Argentina, Ministry of Health, Transplantation Agency, cultured, expanded, and applied on the burned surfaces using a fibrin spray after early escharotomy. Results So far, our preliminary experience and our early results have been very impressive showing an outstanding safety data as well as some impressive good results in the use of CMSCs. Conclusions Based on all this, we think that improvements in the use of stem cells for burns might be possible in the near future and a lot of time as well as many lives could be saved by many other research teams all over the world. CMSCs will probably be a real scientific opportunity in Regenerative Medicine as well as in Transplantation.
