Concerns about population ageing have been central to reforms of pensions policy and social care policy in the UK over recent decades. However, policy responses to these social problems are in tension, as individuals have been expected to take greater responsibility for both pension saving and provision of care, even when care involves a reduction in earnings and savings. While the pension system protects carers’ state pensions, little attention has been paid to their non-state pensions. Abstract:
Using micro data on expenditure and income for 17 Latin American and Caribbean (LAC) countries, this paper presents stylized facts on saving behavior by age, education, income and place of residence. Counterfactual saving rates are computed by imposing the saving behavior, the population distribution or the income distribution of two benchmark economies (the United States and Korea). The results suggest that the difference in national saving rates between LAC and the benchmark economies can mainly be attributed to differences in saving behavior of the population and, to a lesser extent, to dif

First aid represents the simplest urgent measures necessary to save the lives of victims of injuries, accidents and sudden illnesses. Providing first aid greatly increases the chances of salvation in case of bleeding, injury, cardiac and respiratory arrest, and prevents complications such as shock, massive blood loss, additional displacement of bone fragments and injury to large nerve trunks and blood vessels. This electronic educational resourse consists of four theoretical educational modules: legal aspects of providing first aid to victims and work safety when providing first aid; providing

The availability of numerous beneficial healthcare technologies presents both an opportunity and a challenge: while they have the potential to improve health outcomes, financial constraints limit their widespread adoption. This challenge is further exacerbated by an aging population and shifting epidemiological trends, which place increasing pressure on global healthcare expenditures. To ensure that rising healthcare costs translate into meaningful improvements in population health, it is essential that spending remains sustainable, does not displace other critical investments, and aligns with

Economic Impacts of a Supporting Scheme on Domestic Energy Consumption in Bolivia: A Quasi-experimental Approach. Inter-American Development Bank, 2023. http://dx.doi.org/10.18235/0004924.

Full text
Abstract:
The Bolivian government fostered an electricity cost supporting scheme to attenuate the effect of the nationwide full lockdown on domestic consumption during the COVID-19 pandemic. This paper evaluates its effect on the levels of energy consumption during lockdown, and the monetary savings it implied for beneficiaries. It finds that the absolute gains of the scheme are concentrated among better-off households as measured by income or years of schooling. However, the relative gains of the supporting scheme are clearly concentrated in the worse-off part of the population.
