Abstract:
Between them, the chancellorships of the “two Helmuts” span nearly a quarter-century of German history. Helmut Schmidt led the country from 1974 to 1982; his successor, Helmut Kohl, served until 1998. But the verdict on their respective tenures has been very different. Kohl was seen as a bumbling provincial when he came to office in 1982 but, by the end of his second term, he had won a place in the history books as the “Chancellor of Unity” (Einheitskanzler). By the time he lost the election for what would have been his fifth term, he was hailed as the “master-builder” (Baumeister) of Europe for his decisive role in furthering the European Community's political and economic integration through the Maastricht Treaty and the introduction of the Euro. Schmidt, by contrast, came to office with a reputation for high administrative competence and intellectual prowess, but left the chancellery under a cloud.Der Spiegelspoke for many commentators when it dismissed him as a “good chancellor with a bad record”; few features of his period in office stood out as “proof of success.” Schmidt, it was said, had been a mere crisis manager and “problem-solver” (Macher) who lacked broader vision, so that “little endured of historical significance.” This has also been the verdict of many historians.

L'objectif de cette étude est de déterminer dans quelle mesure les années 1974-1982 où Helmut Schmidt est chancelier d’Allemagne fédérale, constituent une phase particulière des relations franco-allemandes. L'intérêt spécifique de la période est double: d'une part ce chancelier, qui fait reposer sa politique étrangère sur une concertation et une coopération étroites avec Paris, semblait plutôt porté, par son milieu d'origine, sa formation et ses préoccupations, à négliger la France. D'autre part, le changement de partenaire en 1981 permet d'évaluer la portée de l'entente personnelle des dirigeants dans l'efficacité de la relation bilatérale. L'analyse de l'évolution politique d’Helmut Schmidt et de sa perception de la France permet d'étudier ensuite le fonctionnement et les défaillances de sa relation avec Paris au cours de la période. L'étude des motivations et des étapes de la coopération se réalise selon deux axes: la combinaison des préoccupations économiques et européennes et la perspective de la sécurité et de la défense. Cette recherche montre que la relation d’Helmut Schmidt avec Paris repose sur sa conviction de la complémentarité des deux pays et que, malgré des échecs ponctuels, le fait de s'appuyer sur la France renforce la position internationale de l’Allemagne fédérale
This thesis aims to determine the particularities and the specificities of the 1974-1982 era when Helmut Schmidt is leading the governing coalition (SPD-FDP) in Bonn. This period of time got particular interest on two levels: on the one hand Helmut Schmidt’s foreign policy is based upon a close cooperation and a strong relationship with Paris although his education and his personal perception of events and history did not lead him to pay particular attention to Paris. On the other hand the election of François Mitterrand in 1981 as president of the French republic provides elements to analyse the role of the personal relationship in the efficiency of the bilateral relationship. The analysis of Helmut Schmidt’s political evolution and his perception of France allows to study the way he managed the French link and the failings of this particular relationship during the period. The motivations and the different steps of this particular cooperation are described on two levels: the European and economic preoccupations on the one hand, security and defence on the other hand. This thesis points out that Helmut Schmidt’s relation vis a vis Paris is based on his personal conviction of the German French interdependence. In spite of occasional failures, the Paris-lift strengthens the international situation of the federal republic of Germany

A test rig for Steam Turbine Control Valves is operated at the Laboratory of Turbomachinery of the Helmut-Schmidt-University in Hamburg. The control valve unit containing four independently operable valves is a mockup of a typical steam turbine design converted for the use of compressed air with a maximum of 4 bar. The investigations focus on the transient flow behavior and fluid-structure interaction in connection to valve lift and pressure ratio. Validated by the pressure measurements, transient CFD simulations have been conducted identifying the flow separation structures and the transient behavior of the flow inside the valve throat and diffuser in detail. Similar to published separation structures in compressor cascades the transonic flow inside the valve shows three-dimensional flow separation structures and vortices which can be identified by the two-dimensional streamlines on a plane with a constant and infinitesimal distance to the wall. Furthermore a transient development of these patterns can be identified.

The share of renewable sources in the energy sector is increasing steadily leading to higher requirements towards plant flexibility for conventional plants to compensate for the highly fluctuating power supply. To enhance the flexibility of gas turbine power plants overspray fogging systems can be used. Opposed to this positive effect it was shown that a two-phase flow increases losses and minor turning of the blade row as shown by Ober [1]. The reason for this change in aerodynamic performance, however, is not yet fully understood. As shown by Wurz [2] the velocity profile of the airflow changes in the presence of a water film which is related to an increased roughness due to the waviness of the water film. However, the experimental data base for the effect of a water film on compressor airfoils and its effect on aerodynamics is small and the possibility to capture all relevant effects in numerical codes requires an enormous effort. Therefore the objective of this study is to show the feasibility of modeling the influence of a water film as a region of increased surface roughness to estimate the aerodynamic effects on the compressor flow more easily. In the first part of the study the focus is directed to the water wall film pattern inspected experimentally at the transonic open loop wind tunnel at Helmut-Schmidt-University in Hamburg for two different airfoils. This study reveals the areas which are covered with a continuous water film. In the second part results of CFD calculations are presented. A reverse approach is used. Instead of simulating the water film in all details the focus is put on modeling the influence of a water film present. The regions previously being detected to be covered by water are defined as rough walls. The roughness height is varied to match experimentally measured losses published by Ober [1]. The results show the magnitude of influence of a wetted surface on the blade profile loss.

Abstract Many experiments on density stratification breakup in several flow conditions have been performed with the large- and small-scale experimental facilities to understand the mechanism underlying hydrogen behavior in a nuclear containment vessel during a severe accident. To improve the predictability of the RANS (Reynolds-averaged Navier Stokes) approach, we implemented the dynamic modeling for turbulent Schmidt Sct and Prandtl Prt numbers. In this paper, the capability of the RANS analysis with dynamic Sct modeling is assessed with several experimental data obtained by using the MISTRA (Commissariat à l’énergie atomique et aux énergies alternatives, CEA, France), CIGMA and VIMES (Japan Atomic Energy Agency, Japan). For the quantitative assessment, the completion time of the stratification breakup, defined as when helium concentration in the upper region decreases to the same value in the lower region, is focused. The comparison study shows the good performance of the dynamic modeling for Sct and Prt. Besides, in the case with the low jet Froude number, the CFD accuracy declines significantly, because the jet upward bending is over-estimated.

Abstract:
Abstract The US Nuclear Regulatory Commission (NRC) participated in an Organization for Economic Cooperation and Development / Nuclear Energy Agency (OECD/NEA) benchmark activity based on testing in the PANDA facility located at the Paul Scherrer Institute in Switzerland. In this test, a stratified helium layer was eroded by a turbulent jet from below. NRC participated in this benchmark to develop expertise and modeling guidelines for computational fluid dynamics (CFD) in anticipation of utilizing these methods for future safety and confirmatory analyses. CFD predictions using ANSYS FLUENT V19.0 are benchmarked using the PANDA test data, and sensitivity studies are used to evaluate the significance of key phenomena, such as boundary conditions and modeling options, that impact the helium erosion rates and jet velocity distribution. The k-epsilon realizable approach with second order differencing resulted in the best prediction of the test data. The most significant phenomena are found to be the inlet mass flowrate and turbulent Schmidt number. CFD uncertainty for helium and velocity due to numerical error and input parameter uncertainty are predicted using a sensitivity coefficient approach. Numerical uncertainty resulting from the mesh design is estimated using a Grid Convergence Index (GCI) approach. Meshes of 0.5, 1.5 (base mesh), and 4.5 million cells are used for the GCI. Approximately second order grid convergence was observed but p (order of convergence) values from 1 to 5 were common. The final helium predictions with one-sigma uncertainty interval generally bounded the experimental data. The predicted jet centerline velocity was approximately 50% of the measured value at multiple measurement locations. This velocity benchmark is likely affected by the difference in the He content between the experiment and prediction. The predicted jet centerline velocity with the one-sigma uncertainty interval did not bound the experimental data.
