Abstract:
Between them, the chancellorships of the “two Helmuts” span nearly a quarter-century of German history. Helmut Schmidt led the country from 1974 to 1982; his successor, Helmut Kohl, served until 1998. But the verdict on their respective tenures has been very different. Kohl was seen as a bumbling provincial when he came to office in 1982 but, by the end of his second term, he had won a place in the history books as the “Chancellor of Unity” (Einheitskanzler). By the time he lost the election for what would have been his fifth term, he was hailed as the “master-builder” (Baumeister) of Europe for his decisive role in furthering the European Community's political and economic integration through the Maastricht Treaty and the introduction of the Euro. Schmidt, by contrast, came to office with a reputation for high administrative competence and intellectual prowess, but left the chancellery under a cloud.Der Spiegelspoke for many commentators when it dismissed him as a “good chancellor with a bad record”; few features of his period in office stood out as “proof of success.” Schmidt, it was said, had been a mere crisis manager and “problem-solver” (Macher) who lacked broader vision, so that “little endured of historical significance.” This has also been the verdict of many historians.

On February 1, 2019, President Donald Trump withdrew the United States from a landmark Cold War treaty: the agreement between Ronald Reagan and Mikhail Gorbachev to ban intermediate-range nuclear missiles from Europe. One day after Trump's announcement, Vladimir Putin announced that Russia would also withdraw from the treaty. Allegations of Russian violations in recent years have thus led to actions that threaten to return Europe to some of the most frightening days of the Cold War.

Der 42-jährige Haucap hat in Saarbrücken Volkswirtschaft studiert und dort bei Prof. Dr. Rudolf Richter mit einer institutionenökonomischen Analyse des Werbemarktes promoviert. Nach einer zweijährigen Zwischenstation als wettbewerbsökonomischer Analyst bei einer politischen Beratungsbehörde in Neuseeland war Haucap wissenschaftlicher Assistent bei Prof. Dr. Jörn Kruse an der Helmut-Schmidt-Universität in Hamburg, wo er 2003 auch habilitiert wurde. Haucaps Forschung hat sich auch immer wieder mit medienökonomischen Problemstellungen befasst. Einige der wichtigen neueren theoretischen Erkenntnisse der Medienökonomie gehen auf Arbeiten Haucaps zurück. Er ist zudem langjähriges Mitglied im Redaktionsbeirat der MedienWirtschaft sowie weiterer Fachzeitschriften.

Ziel der Zusammenkunft sind Verabredungen, die sich auf die Anerkennung der PLO und die Eindämmung des internationalen Terrorismus unter Mitwirkung der Palästinenser beziehen. Matthias Dahlke bringt Licht in das Dunkel der internationalen Geheimdiplomatie der 1970er Jahre, und er kann dabei auch zeigen, dass – von der Öffentlichkeit unbemerkt – bei der Terrorismusbekämpfung sehr unkonventionelle Wege beschritten wurden.

Die Bundesregierung unter Kanzler Helmut Schmidt und Außenminister Hans-Dietrich Genscher befand sich in einer Zwickmühle: Einerseits war der Iran ein wichtiger Erdöllieferant und Handelspartner, andererseits verstörte die Gewalt gegen politische Gegner und Vertreter der westlichen Staatengemeinschaft, die in der Besetzung der amerikanischen Botschaft in Teheran gipfelte. Vorspann Somalia und Mogadischu waren nicht erste Wahl. Andreas Baader, der Chef der Roten Armee Fraktion, und seine Mitgefangenen wollten im Falle einer Freipressung in andere Länder ausreisen. Die Bundesregierung vereitelte diese Pläne und legte sich dann auch auf eine Politik der Unnachgiebigkeit fest, als ein palästinensisches Kommando die Lufthansa-Maschine „Landshut“ entführte und die Freilassung der Häftlinge in Stammheim verlangte. Der Historiker Tim Geiger vom Institut für Zeitgeschichte schildert diese Ereignisse und die geschickte Verhandlungstaktik von Hans-Jürgen Wischnewski in Somalia. Er zeigt aber auch, mit welchen Mitteln Bundeskanzler Helmut Schmidt und sein Mann vor Ort operierten, als sie die Regierung von Siad Barre zur Mithilfe veranlassten. Vor allem mit Blick auf die selbstauferlegte Verpflichtung, keine Waffen in Krisenregionen zu liefern, gingen sie bis hart an die Grenze des Erlaubten.

Abstract:
This article analyses West German foreign policy towards state terrorism in Chile and Argentina and towards political refugees fleeing these regimes. Pressured by grassroots activists, Willy Brandt's government took a hard stance against the Chilean military junta and established an asylum programme for refugees from Chile. Under Helmut Schmidt, however, the official attitude towards state terrorism changed. West Germany welcomed the military coup in Buenos Aires, accepted the Argentinean junta's position that repressive measures were necessary to fight ‘subversion’, flatly refused to accept any Argentinean political prisoners and approved billions of Deutschmarks worth of weapons sales to the junta. This article argues that Bonn's ambivalence towards state terrorism and uneven interest in human rights was due to the different attitudes of both Social Democratic Chancellors towards economic strategising, grassroots activism and, most importantly, the threat of left-wing terrorism.

Abstract:
The provision of decision support methods and strategies is of primary importance to guarantee justifiable decision-making processes. Many of the experts and practitioners in this area gathered from 3 to 7 August 2015 at the 23rd Conference of the International Society on Multiple Criteria Decision Making at Helmut-Schmidt University in Germany. This critical reflection gathers the opinions and perspectives of eight leading scholars in the area of decision support, which were mostly video-recorded at this conference. The core findings of those interviews are summarized in this article, which focuses on (i) what Multiple Criteria Decision Making, Analysis and Aiding (MCDM/A) is, (ii) its main strengths and success factors, (iii) the recommended pathway to pursue a comprehensive understanding of MCDM/A; (iv) the main areas of application where MCDM/A is used; and (v) the recommended approaches to integrate MCDM/A in other research domains.

The international financial community has recently joined the arms control community in scrutinizing the relationship between military spending and economic growth. The Independent Group on Financial Flows to Developing Countries, headed by Helmut Schmidt, recommended (in Facing One World) that priority in financial assistance be given to countries that spend less than 2% of their gross domestic product (GDP) on security (The Economist, 1991a: 61). Robert McNamara, past president of the World Bank as well as a former US Secretary of Defense, supported this proposal in his speech before the World Bank Annual Conference on Development Economics (April 1991), recommending that military expenditures, as a percentage of GDP, be reduced by 50%. Nicole Ball, in Pressing for Peace: Can Aid Induce Reform?, argues cogently for conditioning international assistance on the initiation, or acceleration, of reforms in defense spending in the developing world (Ball, 1992).

Ein entsprechendes politisches Projekt, wie es von Liberalen wie Werner Maihofer und Walter Scheel mit den Freiburger Thesen vorgeschlagen wurde, kam unter die Räder zunächst des Modells Deutschland von Helmut Schmidt und dann der Krisenbewältigungsstrategie der neokonservativ-neoliberalen Wende von Kohl und Lambsdorff. In der philosophischen Diskussion wurde ungleichzeitig zum realen Abbau des nationalen Wohlfahrtsstaates und seinem Umbau zu einem global ausgerichteten Wettbewerbs- und Netzwerkstaat der politische Liberalismus von John Rawls aufgegriffen und dieser Entwicklung entgegengestellt – wenig erfolgreich, wie man am Schicksal des politischen Liberalismus unter der Clinton- Administration und der rot-grünen Regierung in Deutschland beobachten konnte, die beide – und von liberalen Argumenten gestützt – erheblich zur Umverteilung nach oben und zur Verarmung beitrugen. Unter Einbeziehung von Archivunterlagen wird ein Überblick über die Gründung der Zeitschrift für Kinder und Jugendpsychiatrie und Psychotherapie und ihr Vorläuferorgan, das Jahrbuch für Jugendpsychiatrie und ihre Grenzgebiete, gegeben. Der erste Jahrgang der Zeitschrift erschien 1973, 5 Jahre nachdem ein eigenständiger Facharzt für Kinder- und Jugendpsychiatrie in der Bundesrepublik Deutschland etabliert worden war. Die Gründer und ersten Herausgeber der Zeitschrift waren Hermann Stutte (1909–1982) und Hubert Harbauer (1919–1980). Schriftleiter und spätere Herausgeber waren Helmut Remschmidt und Martin Schmidt, die 30 Jahre (1973–2003) für die Zeitschrift tätig waren. Seitens des Verlages Hans Huber (Bern) hat der damalige Verlagsdirektor Walter Jäger (1916–2001) die Zeitschrift nachhaltig gefördert. Er erhielt im Jahr 1975 die Ehrendoktorwürde der medizinischen Fakultät der Philipps-Universität Marburg. Die Zeitschrift hat im gesamten Zeitraum ihrer Existenz fortschrittliche Entwicklungen aufgenommen und kann als das führende Publikationsorgan der deutschsprachigen Kinder- und Jugendpsychiatrie angesehen werden. Sie rangiert mit einem Impact-Faktor von derzeit 1.206 auf Platz 100 in der Liste von 142 internationalen psychiatrischen Fachzeitschriften.

AbstractAls der Bundessicherheitsrat unter Kanzler Helmut Schmidt im Frühjahr 1982 neue Politische Grundsätze für den Rüstungsexport verabschiedete, wurde eine geheime Protokollnote angenommen, die als Israel-Klausel firmierte. Sie gab vor, dass bei Entscheidungen zur Waffenausfuhr „auch die geschichtliche Verantwortung der Deutschen gegenüber dem jüdischen Volk berücksichtigt wird“. Hintergrund war der Wunsch Saudi-Arabiens, Hunderte Leopard 2-Panzer zu erwerben, der in Bonn eine monatelange Kontroverse ausgelöst und zu einer tiefen Krise der deutsch-israelischen Beziehungen geführt hatte. Hubert Leber untersucht den Panzer-Streit von 1981/82 erstmals auf Basis deutscher wie israelischer Regierungsakten und verknüpft dabei Internationale Geschichte mit vergangenheitspolitischen Perspektiven. Das Verantwortungspostulat, das sich die Bundesregierung auf Initiative von Außenminister Hans-Dietrich Genscher zu eigen machte, markierte eine Zäsur für die Bonner Israel-Politik. Galt im Umgang mit dem jüdischen Staat bis dahin eine Art Verjährungsparadigma, so wurde die Erinnerung an den Holocaust zu Beginn der 1980er Jahre als dauerhaft wirksamer Faktor deutschen Regierungshandelns anerkannt.
