Abstract:
The paper aims to present the conditions surrounding the use of ICTs in Brazilian schools. The goal of the study was to offer a wide perspective that included the opportunities, barriers, transfer of knowledge, and challenges related to introducing information technology into education. The technique used was qualitative - an expert interview with four experienced respondents. The individuals interviewed represented different areas of professional activity: the academic sector, the implementation of practical activities in schools, pedagogical supervision, and the development of commercial software. The study was conducted in 2019, as part of the expert conference CBIE (Congresso Brasileiro de Informática da Educação – Brazilian Conference on Computers in Education). The results of the analyses reveal that the challenges of implementing ICT in educational processes are similar to those found in the global perspective. According to these experts, Brazil faces similar issues to those found in other countries, namely: the appropriate preparation of teachers in the use of ICT, supplying schools with high-speed and up-to-date hardware and software, encouraging teachers to use ICT, the re-constitution of educational policies, and changes in administering IT resources within schools.

Abstract:
Studies related to governance and leadership contributing to quality are rare in education. Sikkim has been chosen for this study to fill the gap. The article argues that good governance is a means or a process through which network governance can be effectively applied in the education system that is operationalised through leadership for achieving higher quality. The study indicates that the influence of ministerial leadership in public administration flows from the state level to schools. The lead-organised governance network at the state level characterises educational functions ranging from identifying needs to build a vision for an education system and exploiting ICT for the ease of administration. A network administrative organisation at the district level characterises establishing networks, aligning the focus between the state and school levels, creating a network of leaders at the school level and spreading innovations and good practices to all schools in the district. Participant governance at the school level mainly translates the state’s vision into action, engages in professional development of teachers, creates a climate for experimentation, distributes time equally between academic and administrative activities and builds networks with district- and state-level officials for improving schools. Through these processes at all levels, good governance acts as a means for apt application of network governance. Relevant leadership practices ensure good governance for higher quality education.

The concept of leadership in education has been influenced by several disciplines: sociology, psychology, political science, economics, philosophy (Simkins, 2005, English, 2006). The development of the concept of leadership has also been greatly influenced by the analysis of organizational systems from a sociological perspective (English, 2006).The analysis of scientific literature shows that the concept of leadership in education is analyzed and presented by many authors from different points of view. Leadership in education is analyzed by emphasizing the position of administration and management, reviewing changes in the school system and leadership models that help to implement systemic changes in school, focusing on the learning process and curriculum development, emphasizing leadership in higher education, narrative, historical context, and meta-analysis.The results of the focus group with higher education staff show that leadership in higher education covers a wide range of activities: administration, management, teaching, research, supervision of final theses, decision-making in projects - basically sociological, political, administrative, philosophical aspects of leadership are incorporated.

Recently, through the support from the Obama administration, the traditional STEM curricula (science, technology, engineering, and mathematics) in high schools are being updated with integrated, applied STEM courses (e.g., technology and engineering) in order to enhance the “real world” applicability of scientific fields and ultimately to strengthen the link between what students learn in high school and college major choice. Using longitudinal survey and transcript data, this study examines whether taking these applied STEM courses in high school can predict higher odds of declaring a STEM major in college. The findings reveal that taking applied STEM courses in high school is associated with a higher probability of declaring a STEM college major for four-year students. Moreover, applied STEM course-taking is highly predictive of declaring an applied STEM major. Implications are discussed.

Abstract:
While the significance of principals’ roles is widely recognized, and the impactful behaviors of principals are empirically delineated, little is known about whether principals spend time in an impactful way, whether principals’ time use varies across different school contexts, or whether principals’ time use is related to critical school conditions and outcomes such as school climate and student outcomes. We made an attempt to respond to these questions by conducting a secondary analysis of Trends in International Mathematics and Science Study data. We found that American middle school principals’ job continues to be administration-bound, spontaneous and fragmented. In general, American principals could be classified into two major clusters: Eclectic Principals versus Balanced Principals. Higher school poverty, higher concentration of English language learners and more urbanity were associated with a higher incidence of Eclectic Principals. Nevertheless, except for teacher engagement, schools led by different clusters of principals did not differ in terms of parent/student engagement or student behavior. Although schools led by Balanced Principals tend to outperform those led by Eclectic Principals, this achievement difference was not statistically significant at .05 level. With a large national representative sample, the study fills knowledge gaps associated with small samples and limited attention to situational determinants of principal leadership activity.

The purpose of the current study is to make a detailed introduction to the Irish education system and to come up with some implications latter through comparing it with the Turkish education system. Accordingly, the literature was reviewed. A general introduction was made to Ireland and its education system was examined considering its goals, structure and process dimensions. Similar and different aspects of the Irish and Turkish education system were discussed, and various suggestions were developed. The Irish and Turkish education systems have many similarities in terms of having a centralized structure, students’ obligation to take a general exam at the end of secondary education, financing of schools mostly by public resources, dominance of external inspection at schools and control of higher education by higher education councils such as YÖK and HEA. On the other hand, these two systems differ from each other in terms of administrative structure of schools, time of compulsory education, secular structure of education, rights to send children to whichever school they wish and to educate children at home, financial resources allocated for education, appointment of school principals and participation of stakeholders in administration. As a result of the comparison of these two education systems, it can be said that more opportunities should be provided for stakeholders to take part in administrative processes, psychologists should be included in inspection units, more emphasis should be put on self-assessment and more guidance and counseling should be offered to students so that the education system in Turkey can develop more.

AbstractAnalysis of the scientific literature has shown that the mission of a scientist is inherent to an individual and is oriented towards institution and activity or performance being implemented in higher education. Every higher education school defines its mission and vision, thus the aim of a scientist is to act according to the provided institutional mission. Academic staff at higher education schools, according to the attributed roles, performs various activities which are associated with teaching and research, administration and human resources management, work in labour services. According to the roles and activities being distinguished and described, diverging concepts exist for handling the academic staff roles. The aim of conceptual research refers to consideration and description of a scientist’s missions and roles in higher education generally and a higher education school specifically. The answers to the following research questions are provided in the article: What are the levels of a scientist missions in higher education? How the roles of a scientist could be defined in higher education referring to autonomy or interdependence? What competencies are attributed to the roles of a scientist in higher education? The research concludes that the mission of a scientist is related to the multi-layered concept covering the roles, context, organizational structure and values in a higher education institution. It is essential for a scientist to perceive and define their own mission(s), role(s), responsibilities and obligations to a higher education school, students, science, and society. The mission of a scientist in a higher education school rests in certain combination of diverse competencies being applied on both organizational and individual levels. In summary, academic staff roles are entwined and contrasting with each other. However, the roles of a researcher and a teacher are linked in general as the role of a teacher requires accomplishing academic staff activities such as planning learning activities, devoting time to consultations, meetings and discussions with students.

Abstract:
Public administration has always been under constant review. Such reviews were mostly parochial, incremental, initiated or driven by low-key staff and often ended as fads. From the end of the 1970s to the 1990s, however, governments around the world were engaged in widespread and sustained reforms of their public administration. These reforms were born out of economic recession, but also had political and social drivers. They were initiated by the political apex and fuelled by New Right ideology. Collectively, these reforms came to be termed New Public Management (NPM). NPM is characterised by marketisation, privatisation, managerialism, performance measurement and accountability. This employment of corporate attitudes in public administration is grounded on certain theories, mainly public choice, transaction cost analysis and principal-agent theory. As with every other sector, the education service was also reformed. In this field the major signs of NPM are the local management of schools on managerialist principles and the heightened influence of stakeholders in the daily life of the school, while the collegiality of academia is diminished. At the higher education level, institutions are tending towards full-fledged corporate organisations delivering enterprise education. This article discusses NPM in detail, tracing its origins, considering the theories and examining its principal characteristics, and then takes a critical look at its implications for education.

In England, school leadership preparation has shifted from the National College and local authorities to teaching schools, their alliances and multi-academy trusts. Against this changing educational landscape, we investigate opportunities presented to men and women in secondary school leadership teams (SLTs). Drawing on interview data from a British Educational Leadership, Management and Administration Society funded investigation, we report on leadership preparation and development opportunities, aspiration to headship, headteachers’ support of ‘in house’, regional and national preparation programmes, coaching and mentoring involvement as well as access to formal and informal networks. Our analysis of SLTs as sites of potential for headship demonstrated some variability in women’s and men’s reported experiences. Accredited courses, higher degrees and workplace-based preparation provided access to leadership preparation and development opportunities; access was not transferrable from school to school. We identified a fragmented system and suggest policy and cultural changes to allow SLTs to offer inclusive and sustainable opportunities for succession planning.

This article aims to present the survey of academic production on "teacher training and teaching work" in higher education, produced in the period from 2007 to 2017 and published by the National Association of politics and administration of Education (ANPAE). The methodology used was bibliographical research online from carefully defined parameters in order to support a broader study on the "State of knowledge". The following descriptors were used: teacher training, teaching, higher education work. Select the complete works of the Ibero-American Congress of policy and school administration and the Brazilian Symposium of politics and Administration. The treatment and analysis of the information was systematized from a bibliographical analysis protocol. The result shows that there are a small number of publications on the subject in the relevant axis to higher education in national and international scientific events.

The paper develops a new model of the essential factors required to be a top business school in the world for the benefit of schools recognized by the Higher Education Commission (HEC) in Pakistan. Globally, top business schools are those that excel in research, attract strong faculty, and successfully foster student development. The present research considers these factors in relation to HEC recognition; HECs stringent criteria are disliked by many educational entrepreneurs, for whom the profit motive can sometimes trump the delivery of high-quality programs, resulting in the awarding of spurious degrees.HECs criteria are intended to prevent situations like this, which became increasingly common in Pakistan and reduced educational quality. Under HEC recognition, top business schools and programs can once again be recognized. However, many business schools in Pakistan still have unqualified faculty, poor student development, and little or no research output. The present study shows that business schools in Pakistan can only survive if they explicitly or implicitly follow criteria based on the Faculty, Research, Use of Technology, Corporate Office, and Extracurricular Activities (FRUCE) model presented herein. The main motivation for presenting the FRUCE model is to help Pakistani business schools meet international standards.As context, this research also reports on the slow progress of some universities in achieving adequacy in the areas included in the FRUCE model, including not only the areas mentioned above but also administration/governance and advising. The FRUCE model has the ability to address all these areas.

This paper discusses the characteristics of head teachers in management of school facilities in Kenya. The objective was: to determine the characteristics of head teachers in management of school facilities. The research employed descriptive survey design. The research instrument used was a questionnaire. Descriptive statistics technique was used to analyze the data. Then the data was presented in tables. Conclusions: Age is an important factor in school administration as it influences the authority and experiences of the head teacher; higher levels of education correlate with levels of productivity; qualification and experience enhance the head teachers’ expert power, credibility, confidence and decisiveness in managerial practice; head teachers’ administration and experience play a pivotal role in determining their attitudes and approaches as well as their problem solving techniques in their schools and participation in in-service training makes head teachers more effective and efficient in management. Recommendations: The Kenya Education Management Institute should organize in-service training programmes targeting head teachers’ management; the Ministry of Education, Science and Technology should provide adequate funding to enable the head teachers to participate in the in-service training programmes; also the ministry should reinforce the existing policies laws and enactments to enhance gender equity and the head teachers should be encouraged to continue upgrading their education level and professional qualification to enhance their knowledge, skills, attitudes and competencies in management and head teachers need to have Masters level expertise if they are to lead their schools and help their teachers become fully proficient.

Professional development is an important issue for every teacher. The recent trends in education favour teacher-centred, participant initiated and managed, school-based teacher development programmes, for example action research, lesson study, communities of practice, etc. Although there is no doubt that such initiatives offer ample learning opportunities for practitioners, it is important that higher level school or institutional development strategies be also considered, besides teachers’ individual learning agendas. This paper argues that it is possible to merge the needs of both individual practitioners and schools through a reflective, school-based developmental programme which is organised and supported by the school administration for the benefit of all involved. Being conceptual, the paper outlines a model for such a professional development course and discusses the principles it should be based on, its knowledge base, including possible content areas, skills, and learning processes. This paper may initiate professional discussion and further our knowledge of teacher development. This survey study conducted in vocational and academic secondary schools investigated the association of 1,060 Thai students’ self-reports of mastery, performance-approach, and performance-avoidance goal orientations with the salience and content of their hoped-for possible selves reflecting existence, relatedness, and growth needs. Results of mixed-design MANCOVA indicated mastery orientation to be higher for students identifying possible selves reflecting growth or relatedness needs than existence needs as most salient, and performance-approach orientation to be higher for students identifying possible selves reflecting existence rather than growth needs as most salient. Also, school type interacted with students’ most salient possible selves reflecting existence, relatedness, or growth needs to relate to their achievement goal orientations. The results are discussed in terms of the classic person versus situation approach to the study of achievement goals in schools, and their implications for classroom and school administration.

Prior research has not investigated perceived added education value in courses. Using a sample of 165 graduating business students, two business administration (BA) scales were created from six required BA core courses as part of students’ Bachelor of Business Administration (BBA) degree. Students were asked if each required course “added value to their education”. The two core scales (number of items) were labeled: BA Unique (4 items) and BA Generic (2 items). Analysis showed that the BA Unique scale had higher perceived added education value than the BA Generic scale. The BA Unique scale had stronger relationships to program degree satisfaction and Business School reputation than the BA Generic scale. These results supported the development of more unique required core courses based on business school stakeholder needs. Other schools should consider their stakeholders’ needs to see if more unique required core courses, beyond generic, are needed. Although only six of 21 required courses could be tested due to sample size limitations, these initial results suggest it is important to evaluate the perceived added education value of required courses in a curriculum.

This paper describes a study conducted to determine the role perception and enactment (or performance) of secondary school physical educators as well as the magnitude of role deficits that physical educators experience in schools. The data for the study were collected using a 28-item test instrument classified into four role-subsets of teaching, coaching and sports administration, research and development, and student welfare roles. The results indicated that the physical educators studied possess an acceptable perception of their roles, and that they differentially enact or perform these roles. The coaching and sports administration role-subset is more enacted by physical educators than are teaching, research and development, and student welfare roles, respectively. Furthermore, the magnitude of role deficits experienced by physical educators is higher for teaching, research and development, and student welfare roles compared with role deficits in the coaching and sports administration role-subset. Further studies are required to ascertain the forces that shape the role of physical educators in the school system as well as the sources of role deficits.

High school students should already be thinking about the plan to continue their study to higher levels in accordance with their interests. Many programs offered by public and private universities, one of them is Business Administration Program. The aims of this research are, firstly to examine the significance of interests of high school students in the city and region of Bogor, specifically on choosing the Business Administration program. Secondly, this research tries to investigate the factors influencing the interests of high school students to continue their study in higher education. The method used in this research is descriptive statistics using Survey. Data collection is conducted by way of observations assisted with questionnaire instruments and interview. Samples are gathered using Purposive Sampling. Slovin formula is used to determine the amount of samples needed. The results show that the students are interested in taking the major of Business Administration and that they are supported with Office Administration background in their current study, this is followed by other students with different backgrounds. The research concludes that high school students’ interest in Business Administration Program is influenced by their own current background study. Other factors also significant in influencing the students’ interest are the parents’ social condition and the campus’ facilities.

Purpose – It is widely acknowledged that the computer has caused great societal changes over recent years, but the purpose of this paper is to relate specifically to those due to the use of computers in education and teaching about computing. The adoption and use of computers in education was very much a socio-technical process with influence from people, organisations, processes and technologies: of a variety of human and non-human actors. Design/methodology/approach – This paper makes use of actor-network theory to analyse these events and their educational and societal impact. Data were collected from published sources, interviews with those involved at the time, discussions and from personal experience and observations. Findings – Computers have, of course, had a huge impact on society, but particularly in relation to the use of computers in school education there was a different societal impact. Some of this related directly to education, some to school administration and some to student attitudes, experiences and knowledge. Research limitations/implications – The paper investigates the development of early courses in computing in universities and schools in Victoria, Australia. The paper does not, however, consider the use of computers in university research, only in education. Practical implications – The paper describes the significant educational events of the era from punch-card tabulating machines in the 1930s to micro-computers in the late 1980s, and investigates the relationship between the development of courses in the Universities and those in the more vocationally oriented Colleges of Advanced Education. It examines whether one followed from the other. It also investigates the extent of the influence of the universities and CAEs on school computing. Social implications – The advent of the computer made a significant impact on university and school education even before the internet, Google, Wikipedia and smart phones in the late 1990s and 2000s. Computers in schools cause a rethink of how teaching should be handled and of the role of the teacher. Originality/value – This paper investigates the history of computers and education in both universities and schools in Victoria, Australia over the period from the 1930s to the early 1990s. It considers how and why this technological adoption occurred, and the nature of the resulting educational and societal change this produced. Primary and High School use of computers did not commence until the 1970s but prior to this there is a considerable and interesting history associated with the development of Higher Education courses relating to computing.

This study’s purposes were to: develop added education value required business course scales; and investigate their relationships to four grading assessment learning perception (GALP) scales. Using a sample of spring, 2018, n = 944, graduating business undergraduates, three reliable (coefficient alpha) added education value required business course scales were identified: Lower-level Foundation (.92), Business Administration (.88), and Quantitative (.84). The Quantitative scale had a higher perceived added education value (Mean, M = 4.38 out of 6), versus Lower-level Foundation (M = 4.22), and Business Administration (M = 3.97). However, the relationships for three of the four GALP scales, i.e., exam, individual engagement, and team, were significantly stronger to the Business Administration scale, and the average correlation (r) across all GALP scales was higher to the Business Administration scale (r = .36) versus the Lower-level Foundation (r = .28) and Quantitative (r = .20) scales. Part of curriculum assessment should involve measuring the perceived added education value of each required course, in any school or college, not just business. This can represent a significant portion of a student’s investment in a degree. It is hoped that this study will stimulate continued research on the development of added education value scales. This paper presents a comprehensive methodology for evaluating and improving the anti-Coronavirus (COVID-19) measures in higher education establishments. The methodology combines the use of: (1) Building Information Modeling (BIM) for the integration and control in a 3D graphic environment the anti-COVID-19 safety measures; (2) a questionnaire to collect the students’ commitment to safety measures and their suggestions to improve these measures; (3) data analysis to explore the impact of the students’ profiles on their commitment to safety measures. The proposed methodology is applied at the engineering school Polytech’Lille in the North of France. Results show that the BIM model provides valuable services to the administration by integrating the safety measures in a 3D environment and checking the compatibility of these measures and their improvement. The use of the questionnaire allows the administration to collect students’ feedback about their commitment to safety measures and their suggestions to improve these measures.

Purpose – In the mid nineteenth-century Victorian government-aided schools were patronised by a broad spectrum of the community, many of whom sought a higher, or “middle-class”, education for their children. The various educational boards responsible for the administration of the public system, while not objecting to the provision of advanced tuition, were determined to ensure it was not offered on a socially selective basis. The purpose of this paper is to examine how accusations that some schools had engaged in socially selective practices led to the eventual removal of higher subjects from the curriculum. Design/methodology/approach – Documentary evidence, particularly the correspondence between the central educational boards and the local school committees, is examined to assess the validity of the claims and counter claims made by those involved. Findings – It appears that administrators used accusations of social exclusion to justify the removal of advanced subjects from the curriculum; with the result that it was not until state high schools were established early in the twentieth century that a higher education was again offered in the public sector. Originality/value – The paper looks at an area of educational provision that has attracted little attention from researchers.

This research was a correlational research. The total population was 180 students and 42 of them were selected as samples taken through purposive random sampling technique. The research data were analyzed using Pearson Product Moment Correlation. The results showed that there was a significant correlation between students' understanding and their attitudes towards SBM. It can be concluded that the higher the level of students’ understanding of School Based Management, the more positive their attitude towards School Based Management.

Purpose The purpose of this paper is to elicit the views of students on their experiences of being part of a doctoral community. In doing so, this paper will shed light on the success of doctoral schools and the degree to which students identify with the wider community of postgraduate researchers. Design/methodology/approach This research adopted an in-depth interview method based on interpretative phenomenological analysis (IPA). Findings The findings indicate that Higher Education still has some way to go before all students identify as being part of a doctoral school. The data suggest that significant differences exist between PhD and Doctor of Business Administration students on their perceptions of being part of a doctoral community. Originality/value This paper contributes to the growing corpus of work produced through IPA, and also provides insights into the development of a doctoral school.

This paper described the development process and evaluations of a learning module, School-based Supervision of Students (ED8013307), of master's degree students in Educational Administration during the academic year 2019 at Northeastern University, Khon Kaen, Thailand. The results of the learning module found the efficiency of the learning module was higher than the specified criterion of 80/80, both in the action process (84.76) and in the efficiency of knowledge (82.16). The developed module had its quality, propriety, congruence, feasibility and utility at the highest level. The effectiveness index in students’ learning management was 0.7578 indicated the increasing knowledge of the students at 75.78% as their learning achievement-test was significantly higher than the pre-test at 0.05. Beside these, there were no significant differences between pre-test and post-test learning achievement after 2 weeks indicating that they have had their learning retention. The students expressed overall satisfaction with the learning module at the highest level.

The introduction of new undergraduate degrees adapted to the European Higher Education Area (EHEA) requires a coordinated effort by teachers, because the different subjects are based on a new methodology of teaching and learning. The Social Sciences School of Cuenca offers degrees in Business Administration, Law and Labor Sciences. The progressive adaptation of the undergraduate degrees at the University of Castilla-La Mancha has culminated with the introduction, in the academic year 2009-2010, of the Business Administration Degree and, beginning in academic year 2010-2011, of the Degrees in Law and in Industrial Relations and Human Resource Development, once they have all been verified by the National Agency for Quality Assessment and Accreditation (ANECA). This paper addresses opportunities for coordination among teachers that occur in the implementation of new degree of Law and Business Administration, through the joint work of teachers in different aspects of competency-based education. After the first course of the new degrees, it must articulate all coordination tools that allow teachers to conduct their work effectively and efficiently, with the aim of providing the best possible service to students. The synergies arising from this deployment will allow better planning tools in the implementation of the following degrees.

We used the Hierarchical Linear Bernoulli Model based on China Family Panel Studies (CFPS) 2016 data and provincial high school acceptance rate data. We explored the relationship between provincial high school entrance examination competition and students’ extracurricular tutoring participation during compulsory education. The study found that the high school acceptance rate and occupational high school acceptance rate have no significant effect on the participation rate of students’ extracurricular tutoring in the compulsory education stage. However, the high school acceptance rate has a significant positive impact on the participation rate of students’ extracurricular tutoring, and there is a heterogeneous effect on the participation rate of students’ extracurricular tutoring from families of different social classes. The higher the high school acceptance rate, the greater the probability of students from families with higher social strata participating in extracurricular tutoring. The demonstration high school acceptance rate has a significant negative impact on students’ extracurricular tutoring participation rate. It has a heterogeneous influence on students’ extracurricular tutoring participation in different school stages and social class families. The education administration department should actively expand high-quality, high school educational resources and increase the demonstration high school acceptance rate. And to increase the number of admissions for the demonstration high school to disadvantaged families with lower social strata to alleviate the pressure of families and students from the high school entrance examination competition. This can not only reduce the participation rate of students’ extracurricular tutoring during the compulsory education stage, but also promote the equalization of high-quality high school entrance opportunities for children of different classes of families.

Purpose – The purpose of this paper is related to how students and academics in a business school perceive the doctor of business administration (DBA) in terms of its purpose and value compared to that of the conventional PhD. Design/methodology/approach – The research methodology involved a two-stage approach in which a pilot questionnaire and short interviews with 37 students was followed by a second questionnaire to 21 academics employed at a business school at a post-1992 English university. Findings – The findings suggest that although the DBA is valued as means to develop professional knowledge and expertise, the PhD remains the premier choice for those who wish to embark on an academic career. The DBA does, however, also represents a development of work-based learning in higher education. Research limitations/implications – The research was undertaken at one post-1992 university business school, further research should look to expand the sample size and include a variety of business schools from both pre- and post-1992 universities in England. Originality/value – The paper does offer a justification for the continued development of the DBA and professional doctorates in general in terms of the development of work-based learning in higher education.

Management education in India gained demand with the opening of the economy in 1991. Many institutes and colleges have come up since then to offer Post Graduate courses like Master of Business Administration (MBA) and Post Graduate Diploma in Management (PGDM) to the students. There is a widely prevalent perception among all stake holders that the quality of management education has been suffering, with only about 10% of the B-School graduates employable, which in turn has been attributed to the lack of employability skills among the B- school graduates. The study identified the key dimensions of employability skills perceived to be beneficial through a survey of alumni from the Kerala based management institutes. Learning outcomes Students learn to evaluate a firm’s growth strategies with the aim of establishing long-term business sustainability. Students will examine the impact of external macro-environmental factors that influence firm growth in an emerging market context. Using this case, students will learn how to apply a resource-based view to a firm’s offering by comparing and identifying the competitive advantage of the internal resources of the firm. Using this case, students can apply the principle of strategic fit by strategically analyzing the opportunities and threats in the external environment, while taking into account the firm’s internal strengths and weaknesses. Case overview/synopsis This case outlines the strategic, macro-environmental and marketing challenges that the Cape Town-based private higher education institution, Red & Yellow Creative School of Business, faced as it entered its 25th year of existence. In 2019, Red & Yellow had its roots in industry and had done well historically to cement that bond through the creation of successful alumni and the constant innovation of its higher education offering. Two weeks before having to present a detailed five-year growth strategy plan to the board of directors, Rob Stokes, the Director and Chairman of Red & Yellow, was faced with a multitude of decisions pertaining to the sustainable growth of the school. Recent growth patterns showed that programs with lower profit margins, such as classroom-based full-time programs, had experienced double-digit growth while student numbers for higher gross profit offerings, such as online and executive education programs had started to decline. Another challenge that the school faced was the need for its students to future-proof their careers in a world where artificial intelligence and machine learning threatened their careers and jobs. As such, Red & Yellow was confronted with one central strategic problem: How to grow strategically in the short term while developing a sustainable and scalable growth strategy for the school in the long term. Introduction. The relevance of the research is accounted by the need to analyse the educational transition of youth from secondary schools to the tertiary education system and to develop a set of measures to encourage the majority of young people to stay in the region of residence and to aim at obtaining skills demanded by the local and regional labour market.The aim of the present research is to identify the educational plans of school graduates and the peculiarities of young people entering into a region’s higher education system. As indicators, the authors consider the availability of education and young people migration at the stage of transition from secondary education to higher education.The problematic situation consists in youth migration from the regions of residence to continue education in major university centers. It leads to a systemic change in the regions’ demographic situation and to the outflow of the most capable regional school leavers.Materials and research methods. The article is based on the data of the sociological study “Comprehensive Analysis of the Education System of the Kemerovo Region” conducted by the authors. A specially developed questionnaire using Google Forms platform was employed to interview the school graduates (787 ninth graders, 338 eleventh graders) and their parents (520 people). The survey covered 18 schools located in all types of settlements. At the stage of data analysis in the SPSS 25 functional environment, primary data were processed and the results were presented using descriptive statistics methods; an in-depth analysis of empirical information was carried out using multidimensional methods of analytical statistics, including the Pearson’s χ2 significance test, the procedures of factor, correlation and regression analysis (p < 0.001).Research results and scientific novelty. Long-range plans of secondary school graduates in the industrial region of Russia were identified; the motives in favour of their choice were studied; and the factors influencing this choice were revealed. As possible measures to overcome the outflow of young people from the regions, the authors propose to consider targeted training, the work with talented youth, the organisation of interaction at the level of “employer – school – university”, the various forms of network interaction of universities, as well as the modern forms of attracting students to the comfortable educational environment of the university, creating conditions not only for learning, but also for leisure, self-development, implementation of continuing education.Practical significance. The research results should be of use to specialists engaged in education studies and young people migration attitudes analysis, in labour market in Russia’s regions, to education management and regional administration officials. The research tools can be used in analysing educational migration and professional trajectories of secondary school graduates in Russia. The study is scheduled to be extended to other RF regions that are most troubled in terms of education migration, aiming to suggest possible ways to optimise this process there.

This paper describes the application of basic knowledge creation on module of “Educational Administration and Educational Institute for students,” in master of Education degree in Thailand. Changing demographics are the threatening the ability of degree students studying master degree program in educational administration, Northeastern University, to sustain their viability as traditional methods of passing knowledge creation from generation to next are circumvented by the movement of young. Knowledge creation as a way developed learning module of school-based supervision for students were: 1) the efficiency of action process in developing Learning Module was 84.61, the efficiency of knowledge was 83.00 which was higher than the specified criterion 80/80, 2) the quality of the developed Learning Module evaluated by the experts, in overall, was at “The Highest” level. Considering each aspect, the level of propriety, congruency, feasibility, and utility aspects, was also at “The Highest” level, 3) the effectiveness index in learning management of students learning through Learning Module was 0.6569 out of full score of 1.00 or the students had an increased knowledge of 65.69%, 4) as for learning achievement of students learning through Learning Module at the post-test scores were significantly higher than the pretest at .05, 5) regarding students learning through Learning Module there were no significant differences between post-test learning achievement and the 2 weeks post-test learning achievement scores. It was indicated that the students learning through Learning Module of “Educational Administration and Educational Institute for students”, attained learning retention, and 6) the students had their satisfaction on learning through Learning Module in overall, at “The Highest” level.

The author presents the concept of the study of medical education in Ukraine, which is characterized by systemic integrity and procedural continuity in the organic unity of general, special, specific and personally oriented components. The emphasis is on the world and European trends in higher education. The article analyzes the main contexts of reforming the medical education in Ukraine, determined by the processes of globalization, internationalization, standardization of higher education. A number of trends have emerged over the past several decades including an increase in the number of medical schools, medical school class size, new models of global medical education. Findings from this study include information about the landscape of medical education, medical schools programmes according to the ISCED-F2013. The article presents meaningful description of the Master’s programme in Global Health. The article considers the idea that qualitative changes in medical education are determined by national policy of Ukraine, that is aimed at continuing professional development of health and healthcare professionals. The article highlights the international standards of World Federation for Medical Education (triplets «International standards of medical education» 2003), Standards and Guidelines for Quality Assurance in the European Higher Education Area, on the basis of which the reform of medical education takes place in Ukraine. The purpose of the Programme on Global Standards was to provide a tool for quality improvement in medical education. This paper has presented an overview of the main areas of WFME standards in basic medical education related to the evaluation and improvement of quality at the level of the medical institution: mission and objectives; educational programme; assessment of students; student’s affairs; academic staff/faculty; educational resources; programme evaluation; government and administration; and the continuous renewal. From the material presented in this paper, the following theme may require further attention: examining Quality Culture formation in medical education.

This is a response to the article by P.A. Orekhovsky and V.I. Razumov, “The Carnival Time: Russian Higher School and Science in the Postmodern Era”. Treatment of the negative phenomena of modern higher education in Russia using such humanitarian metaphors as “carnival”, “postmodern”, “the society of spectacle” is not productive, as well as journalistic invectives such as “spiritual prostitution”. The Weberian paradigm of political sociology as more adequate approach includes four areas of analysis: 1) politics, administration; relations of power within the university and around it, 2) economy, monetary and other resource relations in higher education, 3) culture, symbolic sphere, status, prestige, reputation as social relations. 4) solidarity and conflict; violence and violence control. The usual qualification of what is happening in Russian higher education as a “crisis” is also doubtful. A real crisis is a condition that has ceased to be acceptable while the usual ways and means of correcting the situation are useless. With this understanding no “crisis” is observed in modern higher education in Russia. The dissatisfaction of certain groups does not at all lead to an unacceptable state, to the subsequent intensive search for reasons and adequate ways to rectify the situation. Indeed, higher education in Russia is gradually leaning toward greater bureaucracy, simulation, virtualization-distance, and segregation. This state is not referred to as a “crisis”, but as a relatively stable equilibrium, getting into the attractor with vicious “stability” i.e. stagnation with slow but steady degradation. An exit from this state is extremely difficult, fraught with great alarms and threats. In order to switch to the “successful dynamism” attractor the discontent of involved social should lead to productive discussions with the indispensable participation of management practitioners, administrations of different levels, potential employers, resources holders. These groups on the basis of solidarity and trust then should realize pilot reforms with monitoring, promotion and incentives for the dissemination of successful experiences.

Abstract Computer simulation, an active learning technique, is now one of the advanced pedagogical technologies. Th e use of simulation games in the educational process allows students to gain a firsthand understanding of the processes of real life. Public- administration, public-policy and political-science courses increasingly adopt simulation games in universities worldwide. Besides person-to-person simulation games, there are computer-based simulations in public-administration education. Currently in Russia the use of computer-based simulation games in Master of Public Administration (MPA) curricula is quite limited. Th is paper focuses on computer- based simulation games for students of MPA programmes. Our aim was to analyze outcomes of implementing such games in MPA curricula. We have done so by (1) developing three computer-based simulation games about allocating public finances, (2) testing the games in the learning process, and (3) conducting a posttest examination to evaluate the effect of simulation games on students’ knowledge of municipal finances. Th is study was conducted in the National Research University Higher School of Economics (HSE) and in the Russian Presidential Academy of National Economy and Public Administration (RANEPA) during the period of September to December 2015, in Saint Petersburg, Russia. Two groups of students were randomly selected in each university and then randomly allocated either to the experimental or the control group. In control groups (n=12 in HSE, n=13 in RANEPA) students had traditional lectures. In experimental groups (n=12 in HSE, n=13 in RANEPA) students played three simulation games apart from traditional lectures. Th is exploratory research shows that the use of computer-based simulation games in MPA curricula can improve students’ outcomes by 38 %. In general, the experimental groups had better performances on the post-test examination (Figure 2). Students in the HSE experimental group had 27.5 % better scores than students in the HSE control group. Students of the RANEPA experimental group had 38.0 % better scores than students in the RANEPA control group. Research indicates that lecture-based courses are less effective than courses with more interactive approaches. Therefore, our study highlights the need to implement computer-based simulation games in MPA programmes in Russian universities. Computer-based simulation games provide students with practical skills for their future careers.

Tours and hiking trips were very popular among Galician youth at the end of the 19th century. They were initiated by junior high schools students and university students themselves who wanted to gain experience, knowledge and to spend time in a pleasant way. Such enterprises were supported by the school administration and management of particular secondary school and institutions of higher education, thus acquiring educational and scientific dimension. The length of such trips varied from several days to several weeks. Trips, on foot, sometimes by train, by horse and cart or by means of rafting, included the territory of Galicia, especially mountain trail in the Carpathian Mountains, the territory of the Habsburg Empire, the countries in southern, northern and western Europe. During the travels, the participants could become familiar with geography, history, economy, morals and the traditions of their own and the neighbouring region.

Students with disabilities have not been fully welcomed in higher education in spite of litigation, court cases, and positive shifts in public perceptions. The transition from high school to college is challenging for students without disabilities. Students with disabilities often get overlooked by their institution and overwhelmed during this transition, contributing to an achievement gap for these students. Student success is measured by retention, academic achievement, and on-time graduation. This research study examined how student success was impacted by a student’s registration with the campus disability office, use of accommodations, and use of institutional and social support systems. This study explored a new frontier of research that dispels the myth that students with disabilities are a homogenous group. The results of this study can be used to increase knowledge regarding students with disabilities and their success in higher education. The results will assist college and university administrators as well as staff in disability services offices in tracking the success of accommodations for students with disabilities. This study can help university administration to better understand the benefits of institutional support services as well as encourage faculty involvement in implementing accommodations and helping students see the benefit of student registration with the campus office of disabilities.

This study investigated research supervision as a key factor in the progression of graduate students in the public higher institutions of learning in Uganda. A cross-sectional survey design was used to conduct the study. A total of 312 graduate students on masters' degree programs were randomly selected from 4 public institutions of higher learning. The study also included 20 research supervisors who were conveniently selected and 4 purposively selected graduate school heads. A self-administered structured questionnaire was used to collect the data from the students. The supervisors and research school heads were interviewed. The ordered logistic regression and content analysis methods of data analysis were used to establish the contribution of research supervision to the graduate students’ progression. The findings revealed that the supervisor-supervisee relationship, supervisor guidance and feedback are significant antecedents of the graduate students’ progression. The study thus concluded that public institutions of higher learning institute mechanisms that address the supervisor-supervisee relationship, supervisor guidance and the promptness of any feedback in order to enhance the students’ progression. The study recommends that public institutions of higher learning institute i) annual training programs that focus on promoting a good relationship between supervisors and supervisees, ii) regular research seminars that bring together the supervisors and supervisees and iii) regular meetings between the administration, research supervisors and supervisees in order to review the students’ progress. The institutions should also emphasize adherence to the policy of giving feedback on the students’ research work within set time frames.
