Abstract:
AbstractW. E. B. Du Bois’s perspective on education was that the social and physical environments outside of schools matter to the learning that takes place inside schools. Existing research shows that due to environmental disparities in school and neighborhood contexts, Black and low-income children spend less time in activities that promote physical, cognitive, and social capabilities. These outside environmental factors influence the academic achievement gap. School gardens are noted as resources that capture the fluid environments between schools and neighborhoods. Little research, however, has quantitatively examined whether school gardens actually help to attenuate race and class inequality in academic achievement. We aim to determine how school gardens serve as gateways to help close the achievement gap. We analyze quantitative data on fifth graders’ math, reading, and science standardized test scores in Washington, DC with two main aims: (1) To compare differences between traditional schools and garden-based learning schools to determine whether students who have a school garden perform academically better than their counterparts; and (2) to examine whether the presence of a school garden plays a role in reducing race and social class disparities in academic achievement. We find that the presence of a school garden is associated with higher test scores and persists even when controlling for the race and class composition of students for reading and science. We conclude by discussing how school gardens can be used as a policy tool to create more environmental equity in urban areas.

Abstract:
Using discrete choice models, this paper investigates the determinants of secondary school choice in the city of Amsterdam. In this city, there are many schools to choose from and school choice is virtually unrestricted (no catchment areas, low or no tuition fees, short distances). We find that school choice is related to exam grades and the quality of incoming students, but not to progression in lower grades, no delay in higher grades, and a composite measure of quality published by a national newspaper. Furthermore, students appear to prefer schools that are close to their home and schools that many of their former classmates in primary school attend.

Abstract:
The purpose of this study is to analyze how school education subjects and related groups recognize the original city school and what its meaning is in relation to the original city school revitalization plan. In addition, it is to explore what factors can affect the revitalization of the original city center school. The opinions of school officials and experts were collected through a group interview format, and the results were examined based on the qualitative data analysis method. As a result of the study, the first problem facing the original downtown school in Happy City is that the phenomenon of ‘the poor and the poor’ is occurring by misclassifying the support area. The wrong regional classification also caused problems in granting additional points for promotion to teachers, making it difficult to secure excellent teachers in the original city center school. Second, another problem in the original downtown area of Happy City is that the educational environment is being damaged due to the revitalization of the tourism industry. In order to revitalize the original city school, the educational subjects in the school must first be able to voluntarily promote the project. In order to promote the school revitalization project, at least three teachers, including the principal, must be provided with conditions for continuous power. In addition, in the case of Happiness City, rural areas problem should be solved preferentially because these areas where promotion additional points are given are incorrectly selected. It is necessary to secure the conditions for devotional teachers to continue working in the original city school. Finally, in order for the original city school to be activated, it is necessary to be able to organize and implement effective programs suitable for the original city school. Considering that the proportion of students with poor family circumstances is high, education and welfare programs should be strengthened in original city schools than in other schools.

Abstract:
This article explores the twisting and complicated history of school desegregation in Kansas City, Missouri, as an example of how illusive meaningful racial integration was and still is in urban America. The goal of desegregation was difficult to achieve from the beginning, when the school district adopted its initial desegregation plan based on neighborhood schools. This article examines the impact of that plan and its many shortcomings, particularly the provision permitting students to transfer between schools and the manner in which massive demographic change in the city undermined desegregation. The role of the U.S. Department of Health, Education, and Welfare (HEW) is also examined in detail, especially the department's part in pressuring school officials in Kansas City to reform the original plan in the early 1970s. By the late 1960s and early 1970s, the Kansas City school district, like a great many other urban school districts, had experienced massive white and middle-class flight that left it with a smaller tax base and significant fiscal difficulties. Consequently, the Kansas City Public Schools grew increasingly reliant on federal funding. In compelling Kansas City to make changes to its desegregation plan, HEW officials used a “carrot and stick” approach. On one hand, HEW offered incentives to the school district in the form of large grants; on the other hand, HEW coerced the school district into making reforms by threatening to terminate the school district's federal funding. Ultimately, the desegregation that was accomplished in Kansas City was far too little and came far too late, after the school district had lost most of its white students to the predominantly white suburbs beyond. This historical analysis of school desegregation in Kansas City is important because it illustrates how race, inequality, and segregation profoundly affected an urban school district's willingness and ability to implement Brown, with or without federal funding. Similar stories echo through urban school districts across the United States.

Abstract:
Problems with our public urban high schools are widely discussed, and many see magnet schools and private schools as the answer. But are those schools really better at increasing the academic skills of students? Using the National Educational Longitudinal Survey, I estimated the effect of attending a magnet school, Catholic school, or secular private school on the achievement of urban students in math, reading, science, and social studies. I then compared these estimates to the achievement of students who attend comprehensive public high schools. I found that magnet schools are more effective than regular schools at raising the proficiency of students in science, reading, and social studies; Catholic schools have a positive impact on math skills, while secular private schools do not offer any advantage, net of preexisting differences among students. Further analyses tested the sensitivity of the results to assumptions about independence and selectivity; these showed support for the magnet school advantages in reading and social studies, but raised doubts about the Catholic school effects in math and the magnet school effects in science.

Abstract:
Background: Smoke-Free School (SFS) policy have been implemented since 2015. These regulations include elementary schools, junior high schools, senior high schools and vocational high schools both private and public. SFS policy aims to create a clean, healthy and smoke-free school environment. Beside, SFS policy is the only effective way to protect the community (school residents) from the dangers of smoke, but the regulation has not been fully implemented by schools in the city of Yogyakarta. This study aims to describe the compliance of SFSP in schools throughout the city of Yogyakarta and the challenges of implementing these regulations. Method: This study used a quantitative method with cross-sectional survey design and observation. The population in this study were all schools in the city of Yogyakarta including elementary, middle and high school or vocational schools. Total samples were 162 schools. The sampling technique used the Proportional Stratified Random Sampling method. Data was collected through one survey and analyzed descriptively using a computer system. Results: input indicators of SFS policy: 89.5% of schools in the Yogyakarta city already have a written policy; 88.3% of schools already have promotional media about smoking bans, 66% of schools already have personnel who monitor SFS policy; Process indicators of SFS policy: 88.9% had already received SFP socialization directly. Output indicator of SFP: there are 146 (90.1%) smoke-free schools in Yogyakarta. Barriers to the implementation of SFS policy include smoking behaviour of school residents, lack of ability to conduct assertiveness, environment and school policies have not to support SFS. Conclusion: The level of school compliance with SFS in the city of Yogyakarta is high. Socialization of SFS needs to be carried out continuously, especially for pickers (parents) and giving a strict sanction for those who violate SFS policy.

Abstract:
Urban research has increasingly acknowledged the significance of the social and spatial composition of schools in the broader socio-spatial dynamics of cities overall. With increasingly marketised education systems, parental choice of school is a key mechanism affecting wider urban processes such as gentrification. Most research into school choice in cities concentrates on the dynamics of choice (how and what parents say they choose). Fewer studies deal with the relationship between choice and the subsequent allocation of pupils to schools. This paper reports the findings of an international systematic review of the connections between parental choice and pupil allocation in school choice systems across the globe. We find that school choice is associated with higher levels of segregation of pupils from different socioeconomic and ethnic backgrounds between schools. This finding is consistent across all types of choice mechanism, in different countries and cities, and across choice systems that have been in place for different lengths of time. The reasons behind the observed relationship are, however, highly localised and contextual, including particularities of the choice mechanism, social composition of neighbourhoods and mix of school types in a city. Increases in between-school segregation may lead to schools being more homogeneous in their social composition, with broader implications for social cohesion and educational inequalities in cities. Relating the findings to the broader urban school literatures, we suggest that scales and geographies of allocation are critical in understanding the dilemmas and dynamics of choice, the resultant inequalities, and any proposed interventions or solutions to reduce these inequalities.

Abstract:
The public administration literature has consistently questioned the validity of satisfaction surveys as a measure of government performance, particularly in comparison with more objective official measures. The authors examine this objective-subjective debate using unique data from a large survey distributed to nearly 1 million parents of children in the New York City public schools along with officially reported measures of school performance for about 900 schools. Their results suggest that the official measures of school performance are significant and important predictors of aggregate parental satisfaction, even after controlling for school and student characteristics. They conclude that public school parents form their satisfaction judgment in ways that correspond fairly closely with officially measured school performance. The results can also be interpreted as suggesting that the official performance measures reflect, at least in part, aspects of public schooling that matter to parents.

Educating students not to smoke is one of the goals of character education in schools. This study aimed to illustrate how character education “does not smoke” in muhammadiyah schools in the Kudus City. The researcher selected the Muhammadiyah school and took place at Kudus, for various reasons. The Kudus City is known as the City of Kretek, while the Assembly of Tarjid and Tajdid Muhammadiyah issued illegal laws for people who smoke. In addition, the cigarette industry in Kudus also supports school facilities and infrastructure. This makes the researchers want to know the picture of non-smoking education at the Muhammadiyah Kudus School. The subjects were PDM cadres in Kudus City, Muhammadiyah Teachers and Muhammadiyah High School Principals in Kudus. Data were retrieved by using observation and interview technique. The results of this study were (1) Some teachers have a dilemma to convey strict smoking ban in schools because Cigarette industry has a big role in the development of Muhammadiyah schools; (2) The punishment for students who smoke remains strictly enforced in all three schools; (3) Educators are trying to be role models through not showing smoking behavior in schools; (4) The School Party does not cooperate with parents to prohibit students smoking outside school; (5) There is no difference in the smoking ban regulations in the three Muhammadiyah Schools before and after the Fatwa Haram issued by Majelis Trajih and Tajdid Muhammadiyah Central Executive.

Abstract:
Generally, Kandy city and traffic congestion go hand in hand. This situation becomes worse during school time. The geographical location of the city, the limited number of entrances and the large number of schools located within a small area are contributing to this condition. This study attempts to propose a new model to reduce school time traffic congestion using School Bus Routing Problem (SBRP) method. Network analysis in GIS facilitates the build of this system. SBRP seeks to plan an efficient schedule for school buses to pick up students from a bus stop and drop them to school by satisfying various constraints like; school time window, maximum walking distance and riding time, and the traffic. SBRP selects the nearest bus stops, generates suitable bus routes and visualizes traffic congestion on roads in Kandy city. Vehicle Routing Problem (VRP), closest facility, and location-allocation tools identify GIS-based solutions to SBRP. The proposed model selected suitable bus stops to drop students to a school and to generate the fastest bus route for the school buses. Visualizing a 12-hour daytime traffic in Kandy City, all schools are covered by the 56 fastest bus routes. The maximum riding time and distance limits to 59 minutes and 16 km respectively. Historical traffic data identifies 6.00 am to 8.00 am and 12.00 pm to 2.00 pm as the most traffic-congested time in the city. Finally, all problems of SBRP are solved and a systematic method is introduced to transport school students by optimizing the traveling time of students with existing traffic congestion.

Abstract:
Elementary and high schools can run their newspaper publications and Calapan City Division schools have been persistent in producing school papers through the years. This study sought to identify the extent of performance of the secondary school publications of Calapan City Division in terms of providing information to the students, providing information to the parents, and providing information to the community. This study used the descriptive-correlational method. The respondents of this study were the publication staff, school paper advisers, and secondary school heads of eleven (11) secondary at Calapan City Division. A self-structured survey questionnaire was used in gathering data. Results showed that the performance of secondary school publications at Calapan City Division in terms of providing information to the students, parents, and community is to a high extent. This proves that the school publications in the secondary level publish articles relevant to the reading public. The quality of the paper the school publishes depends on the capabilities of writers, the assistance of trained advisers, and the standing of the school publication itself. It is recommended that the school should continue honing the students writing capabilities through training and seminars not only for the sake of scholastic journalism but also to guide them in their career paths.

Abstract:
Background High school choice policies attempt to improve the educational outcomes of poor and minority students by allowing access to high school beyond neighborhood boundaries. These policies assume that given a choice, families will be able to select a school that supports their child's learning and promotes educational attainment. However, research on the effects of public school choice programs on the academic achievement of disadvantaged students is mixed, suggesting that families do not necessarily respond to these programs in ways that policymakers intend. Purpose The purpose of this article is to identify how family and neighborhood contexts interact with public school choice policies to shape the educational opportunities of inner-city students. Specifically, we ask: What criteria are used to choose schools? What are the implications of these school choice decisions for students’ future educational and occupational opportunities? Research Design We use data from interviews and fieldwork conducted with 118 low-income African American youth ages 15–24 who attended Baltimore City Public Schools at some point during their high school career. Research on school choice tends to rely on data from parents, and we offer a unique contribution by asking youth themselves about their experiences with school choice. Conclusions Although school choice policies assume that parents will guide youths’ decision about where to go to high school, the majority of youth in our sample were the primary decision makers in the high school choice process. Additionally, these youth made these choices under considerable constraints imposed by the district policy and by their family, peers, and academic background. As a result, the youth often selected a school within a very limited choice set and chose schools that did not necessarily maximize their educational opportunity. Our results demonstrate that school choice policies must take into account the social context in which educational decisions are made in order to maximize chances for students’ individual academic achievement and to decrease inequality by race and social class.

Abstract:
This study looked into the financial practices used by school heads in public elementary schools in Baguio City, Philippines. It specifically looked at the relationship between the understanding levels of ten school heads and their gender, experience, educational background, and attendance at accounting and financial management courses. The research employed a qualitative methodology at the Baguio City, mainly utilizing interviews as a means of data collection, with other methods including observation and analysis. Manual analysis was done on the phenomenological qualitative data that came from in-depth interviews and were backed up by documentation. The findings demonstrate that there is a substantial relationship between the level of accounting and financial management skills and participation in financial training sessions, educational background, and past experience as a school head. However, the knowledge of accounting and financial management in schools is not greatly influenced by variables like gender, prior teaching experience, or prior assistant teaching experience. It is noted that most school heads and accounting clerks handle financial concerns on behalf of the school; most teachers and school clerks are not directly involved in these affairs.

Abstract:
This article describes efforts to adapt an adolescent version of the Coping Power program, called Coping Power in the City, for use with high school students attending an urban school district with high concentrations of students exposed to community violence and challenges related to elevated tensions between youth and police. The goal of this group-based preventive intervention is to provide a comprehensive, school-based approach to stem rates of violence, discipline problems, and related mental health concerns for adolescents. A novel feature is the integration of a school police component into the intervention model with concurrent supports for students, parents, and teachers to supplement school counseling efforts. We present an overview of the program and a rationale for its adaptation to meet the needs of African American males in urban high schools. We summarize baseline data for 514 ninth graders (46% African American males) across 10 urban high schools participating in a randomized controlled trial. We also address lessons learned and implications for school-based counseling practices for African American male students and engagement of school police officers in urban high schools.
