This thesis focuses on the specific range of market mechanisms that have been used in the NSW public secondary school system to introduce competition between schools and facilitate parental choice. Thesis advisor: Rebecca Lowenhaupt
This single case study examines how stakeholders of a local education agency (LEA) understand and implement state turnaround policy for its chronically underperforming schools. While there is ample research on how to improve chronically underperforming schools, that research becomes limited when looking at turnaround implementation actions that are in response to policy mandates. This qualitative study uses the theory frame of policy sense-making to identify how implementers come to understand turnaround policy and to explore how that sense-making impacts

Urban Education
Ph.D.
Activism has the potential for reform (Howard, 1976). Unlike previous studies on high school activism this study places a primary focus on underground newspapers and argues that underground newspapers allowed high school students to function as activists as well as educational reformers. In order to make this argument, this study examined over 150 underground newspapers and other primary source publications. The goals and tactics of high school activists evolved from the 1950s to the 1970s. During this time there were some shifts in ideologies, strategies, and prior

This research uses an antiracism theoretical framework, arising from Stanley’s (2011, 2014) anti-essentialist antiracism and Dei’s (1996) anti-racism praxis, to focus on the four documents that comprised the Ontario Ministry of Education’s 1993 Antiracism and Ethnocultural Equity initiative (the initiative). The initiative required school boards to develop and implement policies to identify and eliminate racisms within their systems and schools. I used a methodology of constructivist grounded theory to trace the origins and content of the initiative through the lens of my 44-years of lived exp

There have been numerous calls for the radical transformation of public education in the United States. Reform initiatives are fuelled by the need to prepare students to meet the challenges of the networked knowledge society. This thesis examines the shaping of school culture within two public non-charter high schools, in different regions of the United States and with different socioeconomic characteristics, that are implementing the "New Technology" (or "New Tech") model of education: Pacific Coast High, a well-established New Tech school, and Midwest High, a school that recently transitione

Time-based reform proposals are founded on the assumption that more time in school will produce great learning outcomes. Research shows that when schools adopt time-based reform initiatives, there are certain considerations that they should make and methods they should follow to ensure the change produces the outcomes intended. This was not the case in a local Archdiocese where a calendar extension was adopted by several elementary schools.

This qualitative case study focused on the adoption of a calendar extension at one Catholic elementary school. Since A Nation at Risk (1983), high schools across the United States have searched for answers to address increasing drop out rates and low student achievement. In urban areas, the large comprehensive high school is no longer addressing the diverse needs of the students it serves. The high school reform movement, beginning in 1984, set out to find solutions to solve the problems that these large urban high schools face each day. One reform is the creation of small learning communities within a large secondary school. Small learning communities are groups of teachers sharing and serving small n
