Abstract:
Partners in this research are Madrasah Tsanawiyah Swasta‘Aisyiyah Pasar Merah and Madrasah Tsnawiyah Swasta Islamiyah Belawan. The existence of schools ‘Aisyiyah is equipped with school administration as a means of supporting learning resources and student learning success. As one source of learning in schools, administration helps achieve school quality improvement. Considering the importance of school administration, it is necessary to have a neatly arranged management effectively and efficiently so that the high quality administration functions of the school in order to improve school accreditation can really be realized. The purpose of the administration of Madrasah Tsanawiyah is to advance a school if the administration is neatly arranged and systematic so that it can improve the quality of schools and principals and students. Management of Administration in Madrasah Tsanawiyah Swasta‘Aisyiyah is still inadequate, as stated in Article 35 paragraph (2) Government Regulation Number 19 of 2005 concerning National Education Standards needs to stipulate Minister of National Education Regulation on School / Madrasah Administrative Standards. However, the problems found were not a few school administrations whose management was not professional. This is due to the understanding that the school administration still does not understand about managing the school administration properly. The target to be achieved through this PKPM activity is the development of school administration management for Madrasah Tsanawiyah Swasta ‘Aisyiyah which is effective and efficient. <p style="text-align: justify;">In recent years, our schools have faced the necessity of creating a new school administration system, which would provide a good basis for electronic management. In this article, we will show how an electronic school management system works, and we will track the teachers’ opinions from our school regarding the use of the electronic school management system. Our research method is survey research, with quantitative and qualitative data. The selected sample is a total of 25 teachers from the primary and lower secondary school "Heronjtë e Lumës" in the village of Vërmicë, municipality of Prizren, Republic of Kosovo. Data were collected using a questionnaire. In conclusion, the findings from this study showed that the participants have a positive opinion of the school's electronic management system and it met the teachers' expectations, and they think that this system should be continued in the future. The entire school and our pedagogical staff have benefited from the use of this system.</p>

Abstract:
Purpose: This study examines how district governance and different school contexts in Denver’s portfolio management model affect shared leadership for learning. We define this as shared influence on instructional leadership and school-wide decision making, which research suggests have strong ties to student achievement and teacher commitment. Method: We analyze interview data from 53 administrators, teacher leaders, and teachers in eight case study schools and teacher surveys in 48 schools. In both data sets, we purposively sampled based on variance in school performance ratings and by school type (e.g., traditional public, standalone charter, charter management organization [CMO], and innovation schools). Findings: We find that perceptions of shared instructional leadership were generally high across the school contexts, though CMO and innovation schools had the highest perceptions in both the survey and case study data. Schools varied substantially in shared decision making, but innovation schools had higher average scores than other school models. Centralized policies and supports, alongside organizational visions spanning networks of schools, helped explain the enactment of shared leadership for learning. For example, schools within Denver’s “innovation” network shared a common vision of teacher empowerment, while CMOs that had more prescribed policies and practices across their schools had lower reported levels of shared decision making. Implications for Research and Practice: Portfolio management models that prioritize school-based autonomy and choice between different kinds of schools are proliferating in urban areas. Our study helps explain why and how shared leadership for learning differs between school models and explores important implications for this variation.

Purpose The purpose of this paper is to explore how principals’ leadership approaches to teacher professional development arise from school banding and may impact upon teacher professional capital and student achievement. Design/methodology/approach The case study is situated within the context of school-based management, comprising reflective accounts of nine school principals selected by stratified sampling from a sample of 56 Hong Kong schools to represent Bands One, Two, and Three schools. The reflective accounts were triangulated with observations of teachers and analysis of school websites. Findings First, under school-based management, principals remain obliged to recognize the power of state-defined examinations in determining the schools’ future priorities. Second, the exercise of school autonomy in response to this obligation varies, depending upon the competitive advantage schools have in the school banding system. Ideally, effective school-based management is dependent upon the principal’s capacity to facilitate good instructional practices. However, principals need to adjust their leadership practices to school contextual demands. Third, adaptations to contexts result in the varied developments of teacher capacities in schools, corresponding with the types of principal leadership adopted. Originality/value While statistical studies have identified attributes of exemplary principal leadership, few studies have examined the qualitative reasons for the exemplification of these attributes, and the influence of the school context in shaping these attributes. Departing from assumptions that leadership attributes are intrinsic to individuals, this paper considers how principals contextualize leadership in teacher professional development to the schools’ student academic achievement.

Abstract:
Digital libraries are a solution to the weaknesses of conventional libraries, because the characteristics of their collections are in digital form so as to provide convenience for users in terms of access that can be done anywhere and anytime. Digital libraries are currently experiencing a fairly good development. Its application is also found in various libraries, one of which is school libraries, both in junior and senior high schools. This study aims to analyze the effectiveness of digital libraries in the management of education administration in high school in terms of context, input, process, and product aspects. This research is an evaluation research with a quantitative approach. The population in this study is education staff. The sampling technique is done randomly. Data were collected using questionnaires, documentation and interviews. The steps for data analysis are as follows; 1) Change the raw score into a Z score (z-score), 2) Change the score of each CIPP variable into a T-Score, 3) Determine the direction of the T-Score for the Cotext, Input, Process and Product variables, 4) determine the direction of the T-Score score to the Glickman quadrant. The results obtained from the overall evaluation of the context, input, process, and product variables on the use of digital libraries, it was found that the effectiveness of using digital libraries was quite effective. The obstacles faced by digital libraries in managing education administration in high schools are the absence of a clear legal basis, vision, mission, goals, and also that digital library managers do not have academic qualifications according to their fields.

Purpose – The purpose of this paper is to investigate the issue of school-based management (SBM) in elementary schools in the Arab education system in Israel, comparing schools experienced in SBM, schools beginning to use SBM and schools that do not use SBM. Design/methodology/approach – A quantitative research used a structured questionnaire to gather responses from 214 teachers from ten Arab schools in Israel, 70 from schools that do not practice SBM, 64 from schools beginning to use SBM and 80 from schools defined as experienced in the use of SBM. The questionnaire included six parts. Findings – Findings indicated that perceived improvements in pedagogy, organizational structure and participation in decision making were strikingly evident in schools with experience of SBM, more than in the two other types of school. Contrastingly, perceived improvements in budget management were more evident in schools beginning to use SBM. It was also found that teachers teaching in schools with experience in SBM reported the highest levels of satisfaction while teachers teaching in schools that do not use SBM reported lowest levels of satisfaction. The most influential dimension of satisfaction was teachers’ participation in decision making. Originality/value – The paper is original in its context, uniqueness, social and practical contribution.

Abstract:
The purpose of this study was to determine the preferences of Tennessee public school superintendents and school board chairpersons regarding school-based management and to determine the differences between both groups' preferences regarding the following aspects of school-based management: each identified approach or model, school-based budgeting decisions, personnel decisions, curriculum decisions, function(s) of school-based management councils, and district level planning prior to implementing school-based management. Demographics were reported regarding superintendents' and school board chairpersons' preferences regarding school-based management. When a significant difference was determined between the two groups' preferences regarding any of the identified facets, the demographics were analyzed. The method of study was survey. Surveys were mailed to all of Tennessee's public school superintendents and school board chairpersons. Of the superintendents and school board chairpersons surveyed, 71.0% of the superintendents and 63.0% of the school board chairpersons responded. Null hypotheses were stated for the different aspects of school-based management. Demographic information was reported. A significant difference was determined between the preferences of the two groups regarding the function(s) of school-based management councils at the.05 level.

In education management, it is very important to get the information of schools fast and reliable. In Istanbul Provincial Directorate of National Education, management of 3170 schools of 39 districts is planned in. In particular; projects such as the Fatih Project where all the schools are equipped with technological infrastructure, requires correct and fast data flow during the planning and implementation processes because of the cost of a wrong action. For example, information which taken from schools in July cannot be reached and re requested in August because of the vacation of the officer who handles the data. During data gathering process, schools do not send data, they send late, and the information provided is stored in personnel computers. So, there is no continuity of the data and some information from the schools is requested repeatedly and this situation is causing the progeny in planning and implementation. The purpose of this research is to create an educational information system in which school information is effectively managed, do not need a programmer for each information request, in which the continuity and sharing of information is ensured. The program was built using the PHP programming language and the MYSQL database system. A responsive design has been used to allow access from mobile phones, tablets and desktop computers. Some sub-systems have been developed to facilitate data collection and management. One of that sub-systems is that information stored in computers in the type of office formats can be added to the system quickly and forms can be created using the titles of these data on the fly. It is considered that data mining and machine learning algorithms can be added to the system and data mining can be done on the data for future studies.

Abstract:
We present results from a large-scale experimental evaluation of an ambitious attempt to improve management quality in Indian schools (implemented in 1,774 randomly-selected schools). The intervention featured several global “best practices” including comprehensive assessments, detailed school ratings, and customized school improvement plans. It did not, however, change accountability or incentives. We find that the assessments were near-universally completed, and that the ratings were informative, but the intervention had no impact on either school functioning or student outcomes. Yet, the program was perceived to be successful and scaled up to cover over 600,000 schools nationally. We find using a matched-pair design that the scaled-up program continued to be ineffective at improving student learning in the state we study. We also conduct detailed qualitative interviews with frontline officials and find that the main impact of the program on the ground was to increase required reporting and paperwork. Our results illustrate how ostensibly well-designed programs, that appear effective based on administrative measures of compliance, may be ineffective in practice.
