Partners in this research are Madrasah Tsanawiyah Swasta‘Aisyiyah Pasar Merah and Madrasah Tsnawiyah Swasta Islamiyah Belawan. The existence of schools ‘Aisyiyah is equipped with school administration as a means of supporting learning resources and student learning success. As one source of learning in schools, administration helps achieve school quality improvement. Considering the importance of school administration, it is necessary to have a neatly arranged management effectively and efficiently so that the high quality administration functions of the school in order to improve school accreditation can really be realized. The purpose of the administration of Madrasah Tsanawiyah is to advance a school if the administration is neatly arranged and systematic so that it can improve the quality of schools and principals and students. Management of Administration in Madrasah Tsanawiyah Swasta‘Aisyiyah is still inadequate, as stated in Article 35 paragraph (2) Government Regulation Number 19 of 2005 concerning National Education Standards needs to stipulate Minister of National Education Regulation on School / Madrasah Administrative Standards. However, the problems found were not a few school administrations whose management was not professional. This is due to the understanding that the school administration still does not understand about managing the school administration properly. The target to be achieved through this PKPM activity is the development of school administration management for Madrasah Tsanawiyah Swasta ‘Aisyiyah which is effective and efficient. <p style="text-align: justify;">In recent years, our schools have faced the necessity of creating a new school administration system, which would provide a good basis for electronic management. In this article, we will show how an electronic school management system works, and we will track the teachers’ opinions from our school regarding the use of the electronic school management system. Our research method is survey research, with quantitative and qualitative data. The selected sample is a total of 25 teachers from the primary and lower secondary school "Heronjtë e Lumës" in the village of Vërmicë, municipality of Prizren, Republic of Kosovo. Data were collected using a questionnaire. In conclusion, the findings from this study showed that the participants have a positive opinion of the school's electronic management system and it met the teachers' expectations, and they think that this system should be continued in the future. The entire school and our pedagogical staff have benefited from the use of this system.</p>

Abstract:
Purpose: This study examines how district governance and different school contexts in Denver’s portfolio management model affect shared leadership for learning. We define this as shared influence on instructional leadership and school-wide decision making, which research suggests have strong ties to student achievement and teacher commitment. Method: We analyze interview data from 53 administrators, teacher leaders, and teachers in eight case study schools and teacher surveys in 48 schools. In both data sets, we purposively sampled based on variance in school performance ratings and by school type (e.g., traditional public, standalone charter, charter management organization [CMO], and innovation schools). Findings: We find that perceptions of shared instructional leadership were generally high across the school contexts, though CMO and innovation schools had the highest perceptions in both the survey and case study data. Schools varied substantially in shared decision making, but innovation schools had higher average scores than other school models. Centralized policies and supports, alongside organizational visions spanning networks of schools, helped explain the enactment of shared leadership for learning. For example, schools within Denver’s “innovation” network shared a common vision of teacher empowerment, while CMOs that had more prescribed policies and practices across their schools had lower reported levels of shared decision making. Implications for Research and Practice: Portfolio management models that prioritize school-based autonomy and choice between different kinds of schools are proliferating in urban areas. Our study helps explain why and how shared leadership for learning differs between school models and explores important implications for this variation.

Purpose The purpose of this paper is to explore how principals’ leadership approaches to teacher professional development arise from school banding and may impact upon teacher professional capital and student achievement. Design/methodology/approach The case study is situated within the context of school-based management, comprising reflective accounts of nine school principals selected by stratified sampling from a sample of 56 Hong Kong schools to represent Bands One, Two, and Three schools. The reflective accounts were triangulated with observations of teachers and analysis of school websites. Findings First, under school-based management, principals remain obliged to recognize the power of state-defined examinations in determining the schools’ future priorities. Second, the exercise of school autonomy in response to this obligation varies, depending upon the competitive advantage schools have in the school banding system. Ideally, effective school-based management is dependent upon the principal’s capacity to facilitate good instructional practices. However, principals need to adjust their leadership practices to school contextual demands. Third, adaptations to contexts result in the varied developments of teacher capacities in schools, corresponding with the types of principal leadership adopted. Originality/value While statistical studies have identified attributes of exemplary principal leadership, few studies have examined the qualitative reasons for the exemplification of these attributes, and the influence of the school context in shaping these attributes. Departing from assumptions that leadership attributes are intrinsic to individuals, this paper considers how principals contextualize leadership in teacher professional development to the schools’ student academic achievement.

Digital libraries are a solution to the weaknesses of conventional libraries, because the characteristics of their collections are in digital form so as to provide convenience for users in terms of access that can be done anywhere and anytime. Digital libraries are currently experiencing a fairly good development. Its application is also found in various libraries, one of which is school libraries, both in junior and senior high schools. This study aims to analyze the effectiveness of digital libraries in the management of education administration in high school in terms of context, input, process, and product aspects. This research is an evaluation research with a quantitative approach. The population in this study is education staff. The sampling technique is done randomly. Data were collected using questionnaires, documentation and interviews. The steps for data analysis are as follows; 1) Change the raw score into a Z score (z-score), 2) Change the score of each CIPP variable into a T-Score, 3) Determine the direction of the T-Score for the Cotext, Input, Process and Product variables, 4) determine the direction of the T-Score score to the Glickman quadrant. The results obtained from the overall evaluation of the context, input, process, and product variables on the use of digital libraries, it was found that the effectiveness of using digital libraries was quite effective. The obstacles faced by digital libraries in managing education administration in high schools are the absence of a clear legal basis, vision, mission, goals, and also that digital library managers do not have academic qualifications according to their fields.

Purpose – The purpose of this paper is to investigate the issue of school-based management (SBM) in elementary schools in the Arab education system in Israel, comparing schools experienced in SBM, schools beginning to use SBM and schools that do not use SBM. Design/methodology/approach – A quantitative research used a structured questionnaire to gather responses from 214 teachers from ten Arab schools in Israel, 70 from schools that do not practice SBM, 64 from schools beginning to use SBM and 80 from schools defined as experienced in the use of SBM. The questionnaire included six parts. Findings – Findings indicated that perceived improvements in pedagogy, organizational structure and participation in decision making were strikingly evident in schools with experience of SBM, more than in the two other types of school. Contrastingly, perceived improvements in budget management were more evident in schools beginning to use SBM. It was also found that teachers teaching in schools with experience in SBM reported the highest levels of satisfaction while teachers teaching in schools that do not use SBM reported lowest levels of satisfaction. The most influential dimension of satisfaction was teachers’ participation in decision making. Originality/value – The paper is original in its context, uniqueness, social and practical contribution.

Purpose – Time demands faced by school principals make principals’ work increasingly difficult. Research outside education suggests that effective time management skills may help principals meet job demands, reduce job stress, and improve their performance. The purpose of this paper is to investigate these hypotheses. Design/methodology/approach – The authors administered a time management inventory to nearly 300 principals in Miami-Dade County Public Schools, the fourth-largest school district in the USA. The authors analyzed scores on the inventory descriptively and used them to predict time-use data collected via in-person observations, a survey-based measure of job stress, and measures of perceived job effectiveness obtained from assistant principals and teachers in the school. Findings – Principals with better time management skills allocate more time in classrooms and to managing instruction in their schools but spend less time on interpersonal relationship-building. Perhaps as a result of this tradeoff, the authors find that associations between principal time management skills and subjective assessments of principal performance are mixed. The authors find strong evidence, however, that time management skills are associated with lower principal job stress. Practical implications – Findings suggest that building principals’ time management capacities may be a worthwhile strategy for increasing time on high-priority tasks and reducing stress. Originality/value – This study is the first to empirically examine time management among school principals and link time management to key principal outcomes using large-scale data.

Elementary school administration is an activity to support the success of thequality of education in elementary schools. Management of officialletters and archives in primary schools is carried out by the principal, assisted by a schooloperator. Their ability to manage official documents and school archives is still lacking.Efforts to increase the capacity of school principals and elementary school administrativepersonnel can be provided with training on managing official letters and school archives.The object (target audience) of the training activities is 150 people consisting of 2elementary school supervisors, 58 school principals, 83 school administration staff and 7SDN teachers in Jatinegara sub-district. The partners involved are the Regional EducationOffice of East Jakarta Administrative City. The training has been carried out for a day onThursday, October 8, 2020 through virtual zoom cloud metting. The training materialconsists of: school leadership and administration, management of official letters andmanagement of school records. The three materials were delivered by 3 lecturers of the UNJFIP Education Management study program with the lecture, question and answer andassignment method. The results of the training were very satisfying to the participants andthe organizing committee, because all the materials had been delivered well and were veryuseful for all training participants.

The article analyzes the features of public administration of the school. Today, a school cannot exist separately from the needs and interests of the community, but it can be a driver of its development and implementation. In this case, the model of a socially active school can be effective, which aims not only to provide educational services to students, but also to develop the community, involve parents and community members in solving social and other problems that exist in the school. and in the community. The management of socially active schools is based on partnership and volunteer relations, namely the management is carried out on the basic principles of: democracy; prognosticity; adaptability; flexibility and mobility; focus on development, innovation, creativity; personality-oriented and individual approach. The model of activity of an educational institution as a socially active school includes three components, namely: democratization; volunteering; mutually beneficial partnership in the school-community system, which is implemented through project activities of all participants in the educational process. An important role belongs to the educational district.The growing influence of parents and the public contributes to the creation of public administration bodies, namely the School Board, the Board of Trustees, the Public School Fund, and the Alumni Association. Public authorities of the school consider strategic issues of school development and exercise public control. In the formation of the model of public administration of educational institutions of great importance should be given to work with parents of students. Today, public school bodies are being actively created. They approve strategic development plans, have the opportunity to exercise public control over its work.

Digital media and digital data processing have substantially influenced public institutions in recent years and changed their efficiency, effectiveness and organisational set-up (nature of organisations). Based on Fountain’s Technology Enactment Framework (TEF), this paper argues that, firstly, in a circular process, digital requirements transform the bureaucratic features of school organisation, and that the effects of digital technologies on the performance and efficiency of schools as bureaucratic organisations are ambivalent. We use interview data from a sample of 51% of the head teachers of vocational school centres in the jurisdiction of Bavaria in order to substantiate these assumptions by means of structured qualitative analysis. Email technology seems particularly significant from a quantitative perspective. Indications for the transformative nature of objective digital technologies with regard to the school bureaucracies can be found for all bureaucratic categories under consideration in this analysis, particularly for the feature ‘standardisation’. The examples presented here seem to highlight that gains in efficiency or reductions of losses in efficiency caused by digitalisation are mostly caused by the concrete use of digital technology within the respective school organisation.

Abstract:
The study aimed at identifying the obstacles of implementations electronic administration in school administration from the point of view of the Jordanian school principals. To achieve this goal, the descriptive-analytical approach with its qualitative content was used, as interviews were conducted with 20 principals in the schools of the North Eastern Badia District of the Directorate of Education in Jordan. The study concluded that among the most important obstacles to the application of electronic administration in school administration is (1) the difficulty of solving technical problems faced by the school administration, (2) the lack of sufficient awareness among teachers of electronic culture and the importance of electronic administration applications in school administration, (3) the lack of classrooms containing the necessary electronic devices, (4) the lack of Funding and infrastructure that result in the inability to provide computer accessories, (5) and the lack of trained human cadres to apply electronic management in school administration. In light of the results that have been reached, it was recommended to emphasize the need to emphasize the training of principals in particular, and teachers in general, on the use of electronic management in administrative school work, and to prepare a guide for the concept of electronic management, its objectives, and its fields in school work, as this contributes to spreading a greater culture of management.

The increasing prevalence of chronic conditions in children, for both common and rare conditions, over the past 30 years, and the increase in the number and range of medications used to manage these conditions, has contributed to the need to address medication management in schools. The purpose of this article is to present the key findings from a national survey on medication administration in schools. A nonexperimental cross-sectional design was used in this descriptive study. An online survey was sent to school nurses across the country. Responses from a total of 6,298 school nurses were used in the analysis. Results of the survey related to prescription and nonprescription medications, medication storage, student’s carrying their medications, delegation of medication administration, documentation, and medication errors are discussed. The article concludes that many different medications are administered during the school day. School nurses must advocate for proper policies and procedures to guard the safety of students.

Abstract:
This article is the result of service to the community of the Postgraduate Islamic Education Management Masters Study Program in Iaian Palangka Raya regarding providing material and assistance regarding school administration management at the Darussalam Ampah Islamic boarding school in Central Kalimantan. The problems faced by schools are related to the management of school administration, including the management of correspondence and school administration services for religious teachers and female students. The administrative assistance activities that will be carried out are collaborative between lecturers and students of the IAIN Palangka Raya Postgraduate Islamic Education Management Masters study program, which is very relevant and important. The aim of this activity is to provide assistance to school administration in the form of correspondence management and school administration services. This activity received a positive and enthusiastic response from the leadership of the Islamic boarding school, the head of administration and all the ustadz and religious teachers who taught there. Community Service for the MPI Master's Program obtained the results of the discussion, namely that there is still a lot that needs to be improved in the administrative management system of the Darussalam Ampah Islamic boarding school in terms of managing correspondence and TU services. Service activities like this can be carried out regularly either in the same location or in different locations targeting people who really need services in terms of administrative management. Moreover, IAIN Postgraduate IAIN Palangka Raya has a Masters Study Program in Islamic Education Management so that it can be useful and useful. for Islamic educational institutions in Central Kalimantan.

‘Leadership’ has now become one of the most over-used terms in school organisation, so much so that it is now difficult to find mentions of ‘management’ and ‘administration’ in school organisation literature. Papers published in Educational Management, Administration and Leadership and Management in Education over the last few years confirm this view. This article argues that although there is a significant overlap between them, leadership, management and administration are different from each other and this should be recognised when talking and writing about school organisation and development, with not all three being subsumed under the banner of ‘leadership’. In particular, the article argues for the re-establishment of management as a major element in the development and training of heads and prospective heads of schools and colleges.

This study aims to unveil Management by Objectives and Results implementation process in school organizations. For this purpose, a review of the relevant literature was conducted in order that MBOR is outlined and analytically described through its unfolding in school management and administration. MBOR as a useful tool integrated in the context of New Public Management after its initial introduction and deployment in public administration was later adopted in education and adapted in school settings, so as to contribute to school effectiveness, school improvement and augmented inclusiveness at schools through cultivating inclusive school culture and leadership. Data analysis revealed that MBOR continues to affect school management in several countries, as it appears to be utilized in national education systems influencing mainly the Nordic countries and the UK as well as southern European countries in a more superficial way relate to soft modes of governance. Finally, this study deepens our understanding about MBOR through the detailed presentation of its application in school management and leadership and the impact of this model on teachers and school principals.

Purpose - This study aims at developing a framework of the Balanced Scorecard (BSC) in public educational organizations.Theoretical framework – There are 3-sections: Strategic planning in public sector, Balanced Scorecard and BSC in the public sector. Strategic management in public administration is an important issue, with the BSC as one of the most widely used tools. Although, the application of this technique in public schools is still unexplored and uncommon, it does possess the potential to improve their effectiveness.Methodology - A 3-stage qualitative approach: (i) 8 semi-structured interviews with the principals of participating schools; (ii) 4 stages of focus groups with 3 of the principals from different schools; and (iii) non-participant observation using a field diary. Also, the data were analyzed through content analysis and cross-referencing the different forms of data collected.Findings - The results do not indicate a vast knowledge concerning the BSC’s techniques and tools, or an alignment between management planning posture, principles nor objectives of BSC application. Also, school planning is realized through the expertise of the Principal, without instruments of strategic management. Finally, adapted BSC models and strategic maps were proposed in public schools to collaborate and facilitate the strategic management process.Research, Practical Social implications - The paper contributes towards developing new research agendas for strategic management in Brazil, with the possibility of improving public results and to appoint new practices in public schools.Originality/value - We have collaborated with the creation of a tool to use in the strategic planning of primary schools and pushing BSC studies into public sectors.

Principalsare the primary stakeholders entrusted with administrative positions in secondary schools to meet society's demands and provide quality education to students. The study aimed to examine the administrative function of principals in secondary schools in Mardan district, Khyber Pakhtunkhwa, Pakistan, in light of their organizational role at the secondary level. The study's goals were to look at the administrative position of secondary school principals and suggest methods for more effective secondary school administration. The research included 100 government male high school principals from the Mardan district. A reliable instrument was developed, validated, andpilot tested. The information was gathered using a unique administration instrument and evaluated using mean scores, standard deviation, and the chi-square test. The study discovered that principalsplay a primarily administrative function in high school administration. They develop the school's vision and mission, provided school facilities, organize the teaching-learning process, plan co-curricular activities, supervise school activities, identify students' needs and demands, maintain the school's records, ensure financial management, collaborate with parents and society, coordinate with educational authorities, track, and evaluate the school's activities. Administrative effectiveness in secondary schools is germane to making education relevant to the growth of the society.The operational processes and functions in school administration depend on the good management of the documented activities of the school programs, infrastructures, staff and students found in school records for successful executions. Previous studies found that school records were basically created in paper formats which ran into many volumes with the problems of inadequate storage and in-effective preservation methods among others, although the studies did not use the records life cycle in the appraisal of the records management practices. These reported poor records management practices made the retrieval of school records difficult and sometimes impossible resulting in in-effective school administration. This paper examines the influence of records management practices on administrative effectiveness in public secondary schools in Lagos State, Nigeria. Survey research design was adopted for this study and the instrument for data collection was a questionnaire administered on a sample size of360 administrative team members in public senior secondary schools in Lagos State, Nigeria. Data analysis was done using frequency counts and simple percentages to answer the research questions while regression analysis technique was employed to test he hypotheses. Research findings revealed that the schools have all the statutory and non- statutory records for proper and adequate administrative duties, the records management policy manual was available and the records management practices were based on the records life cycle in the public senior secondary schools in Lagos State. Additionally, the study found that the records creation stage was well managed while the maintenance and use stage were fairly managed and the disposition stage was poorly managed. Based on the findings, the study recommends the provision of equipment that would ensure that school records are properly stored, preserved and disposed to achieve best practices in records management for effective school administration.

Abstract:
The study aimed at investigating the provision of cordial relationship by PTA in the management of public secondary schools in south west region of Cameroon. The study was guided by two specific objectives which are; to find out the extern to which friendly relationship between the PTA and the school administration impacts the management of public secondary schools and how conducive environment provided by the PTA and the principal impact the management of public secondary schools. The exploratory research design was adopted for the study. The target population of the study consisted of teachers, principals and PTA officials in the Fako, Meme, Manyu and Kupe Mauenguba divisions. The sample size of the study consisted of 411 teachers, 34 principals, and 102 PTA officials (34 PTA presidents, 34 PTA treasurers and 34 PTA secretary generals), giving a total of 547 respondents. Data were collected using questionnaire, focus group discussions and interview. The reliability analysis of the questionnaire stood at 0.887. The quantitative data were analysed using both the descriptive and inferential statistics with the help of SPSS 25 while qualitative data were analysed thematically. Findings reviled that Descriptively, 59.3% of PTA officials reported a friendly relationship while 40.7% did not reported a cordial relationship which is significant. Also in aggregate, 65.9% of PTA officials reported a conducive environment with the school administration while 34.1% did not reported a conducive environment with the school administration which is significant. And, further analysis showed that there is a significant, positive and moderate relationship between cordial relationship by PTA and the management of secondary schools (R-value = .308**, p-value = 0.000< 0.05). The positive nature of the relationship implies that management of secondary schools is more likely to be good when the school administration does have healthy cordial relationship with PTA. Therefore, the hypothesis that states there is a significant relationship between cordial relationship by PTAs’ and the management of secondary schools was accepted. In support of the above hypothesis statistics, further analysis using the cross tabulations approach revealed that more of schools with effective management 67.3% are those whose relationship by PTA is cordial which is significantly higher when compared to schools with effective management 40.9% but not having a cordial relationship by PTA (p-value = 0.000 < 0.05). This implies that cordial relationship by PTA significantly affect school management. In addition, the teachers and principals also indicated that cordial relationship between PTA and principals enhances school management, foster the recruitment and payment of teachers as well as provision of infrastructures to the school, contribute in the growth of the school, enhances the attainment of schools goals and objectives, makes it easier for the school to realize it projects, easy communication of school needs and development projects to parents, enable the school to benefit from infrastructural support, and human resources which ease the teaching leaning process, makes it easier for the school to benefit from pedagogic materials and improved school discipline, and help to better lure parents help in the character formation of students. Based on the above findings, it was generally recommended that all PTA should adequately support their schools given that a significant percentage of PTA officials reported little or no support to their school.

The purpose of this research is to find out the description of pesantren financial management. By the title of the research, the research uses the literature method. The results of the study explained that financial management is an act of financial administration/administration which includes recording, planning, implementation, accountability, and reporting. Thus, school financial management can be interpreted as a series of activities regulating school finance from planning, accounting, spending, supervision, and accountability of school finances. Financial management of boarding schools is one of the substances of the management of educational institutions that will also determine the smooth operation of boarding schools. As is the case with the substance of education management in general, financial management activities in Islamic boarding schools should be carried out through the processes of planning, organizing, directing, coordinating, supervising, or controlling. Some financial management activities take the form of obtaining and determining sources of funding, use of funds, reporting, auditing, and accountability. Through financial management activities, the funding needs of Islamic boarding school activities can be planned, procured, transparently recorded, and used to finance the implementation of Islamic boarding school programs effectively and efficiently. For that purpose, the financial management of Islamic boarding schools includes: (1) Improving the effectiveness and efficiency of the use of financial boarding schools; (2) Increasing financial accountability and transparency in Islamic boarding schools; and (3) Minimizing misuse of the boarding school budget.

Many students require prescription and nonprescription medication to be administered during the school day for chronic and acute illnesses. School office staff members are typically delegated this task, yet these individuals are unlicensed assistive personnel without medical training. Five school nurses developed and participated in a medication audit providing a glimpse into the administration and management of medications in school health offices. The audit included 154 medications. Results of the audit showed a wide range of errors and discrepancies, including problems with transcription, physician orders or lack thereof, timing, documentation, and storage. Audit results highlight the importance of training in medication administration and management at schools. It also directs attention to view training not as a once-a-year event, but as a process. A process is needed to ensure and sustain the safe and accurate administration of medication. Towards this end, school nurses need to periodically evaluate school office staff, audit school medication records and documents, and conduct refresher classes throughout the school year.

Abstract:
In the recent past, there has been a large number of secondary school unrests and other forms of indiscipline not forgetting that Kisii County in Kenya also got its share. This happens despite the inclusion of student councils in secondary school management. The specific objectives of the study were to; establish the influence of student councils’ involvement in communication between students and the administration and management of public secondary schools in Kisii County. The study was anchored on functional leadership theory. The study adopted a mixedmethod design. The target population was 140948 respondents comprising of 104 principals, 2080 teachers, 1040 student leaders, 137713 students, and 11 Sub County Directors of Education. The sample size was 1066 respondents comprising of 31 Principals, 336 teachers, 289 Student leaders, 399 students, and 11 Sub-County Directors of Education. Stratified, simple random sampling and purposive sampling techniques were used to select respondents. Data collection was done through the administration of questionnaires, interviews, and document analysis. Validity was established using expert judgment, while reliability was determined using Cronbach's Alpha Coefficient. Data analysis was done by using descriptive and inferential statistics such as Correlation analysis and multiple regression with the aid of SPSS V26. From the linear regression model, (R2 = .525 shows that student councils’ involvement in communication accounts for 52.5% variation in the management of public schools. The study findings depicted that there was a positive significant effect of student councils’ involvement in communication on the management of public schools (β1=0.780 and p-value <0.05). Therefore, an increase in student councils’ involvement in communication led to an increase in the quality management of public secondary schools. It was concluded that creating networks and involving student councils in school administration reduces conflicts. School administration should put in place good communication systems in schools to ensure a smooth two-way flow of information to all students’ council/(prefects,) students, teachers, and support staff. It is recommended that the sustainable communication link between the students’ council and school administration be developed.

The objectives of the research are to describe: 1) the sources and types of conflict; 2) the conflicts’ management; and 3) the supporting and inhibiting factors in conflict management of regrouped school at State Elementary School Pucangsawit Surakarta. The type of the research is qualitative with naturalistic design. The research was undertaken atState Elementary School Pucangsawit Surakarta. The results are 1) the conflict sources at State Elementary School Pucangsawit Surakarta can be classified into two types of sources, namely the teachers and parents. The conflict types emerged at the form of inter-individual conflict among teachers from the regrouped schools, the conflict in school naming, conflict related to professional tasks and teachers’ administration, and conflict related to students’ administration; 2) the conflict management at State Elementary School Pucangsawit Surakarta were done through planning, organizing, actuating, and controlling. The conflict resolution referring to schools’ rivalry is done by applying fair and positive competition; and 3) the supporting factors in conflict management are the government support and schools’ stakeholder’s awareness. The inhibiting factors cover the self ego that remains existed in some teachers and parents from both of the schools regrouped.

Many of the heads of schools in Ghana do not, unfortunately, have the opportunity to pursue a basic course in financial administration prior to their appointment as heads. This paper attempts to discuss certain fundamental principles and practices in financial management, knowledge of which heads urgently require. The paper discusses the role of the head as School Business Manager and the efforts he has to make to obtain extra funding for his school. It raises pertinent issues that guide effective preparation of budget estimates and touches on the head's responsibilities in important fiscal control measures. It is hoped the paper will be of some benefit to heads and prospective heads of our schools in Ghana.

Purpose The purpose of this paper is to understand how primary school principals in Israel cope with the gaps between authority and responsibility in their work, deriving from partially implemented decentralization processes, and how this relates to school-based management (SBM) and accountability principles. Design/methodology/approach Using the qualitative method, 20 semi-structured interviews were conducted with school principals from one district in Israel. Thematic analysis was used in order to identify themes in the interviews that enable creating codes for the characteristics of authority and responsibility and for the principals’ strategies. Findings Gaps were found between authority and responsibility, with particularly low levels of authority alongside high levels of responsibility. Coupled with the demand for accountability, those gaps led principals to adopt three strategies – active, partly active, and passive – to help reduce the tension resulting from them. The SBM definition has links to the specific strategy that principals used. Originality/value The results indicate the importance of clear definitions of authority and responsibility in principals’ work. The current study deepens the understanding of the gaps between these concepts as key for understanding accountability at decentralized schools; tensions that principals cope with as a result of those gaps; and the strategies that enable principals to ease the tension for the benefit of all those involved in the principals’ work.

The study explores the influence of school discipline policies on students’ academic performance in secondary schools in Rwanda. This research was guided by a broad objective: The research aimed to analyze the impact of school discipline policies on the academic performance of students in selected secondary schools while also directing specific objectives: to examine how the administration of school rules and regulations contributes to students’ academic performance; to examine how the students’ restorative practices and management influence students ‘academic performance; and to interpret the correlation between the secondary school discipline policies and students academic performance. This study was guided by McGregor’s theories x and y. The fundamental concepts in McGregor's Theory X and Y encompass rules and regulations, disciplinary actions, primarily punishments, and time management, particularly in the context of school punishment administration. In applying McGregor’s theory to this study, the main variables were school rules and regulations for efficient management and administration of punishments to students who do not abide by school rules and regulations and time management, which refers to the effective utilization of time allocated to individual activities in an education institution. The study was conducted in secondary schools with a population of 599, including students, teachers, the deputy head in charge of discipline, and head teachers. By using the Slovin formula, a sample size of 239 was used in this study, and stratified sampling was used so that each category would be represented. A descriptive design was used where both qualitative and quantitative data were collected. Secondary data were obtained through documentation, library, and internet research. Primary data were collected using a questionnaire, an interview guide, and documentary analysis. Data were presented in tabulation formats and interpreted using the statistical package for social science (SPSS). The major findings of the study revealed that proper administration and management of school rules and regulations positively influence students' academic performance; restorative practices in schools, such as providing punishment, guidance, and counseling, influence students' academic performances. Finally, the study revealed a significant relationship between school discipline policies and students’ academic performance in secondary schools in Rwanda. Therefore, the study took the following as major recommendations: developing common measures for school discipline policies; enhancing the monitoring and evaluation of the rules and regulations' applicability; and establishing guidance and counseling services in schools.

Abstract:
The article purpose was to discuss the planning mechanisms of public schools in interior of the state of São Paulo, Brazil. The research theme is school planning, an essential factor of school management because it allows for defining commitments of action, developing ideas, and putting decisions into action. Regarding the research methods, a qualitative approach of the case study type was used in eight public schools in a municipality of the state of São Paulo, using eight interviews through a script, four focus group sessions, non-participant observation in two schools, and field diary in all stages. Content analysis was used for data analysis. The results revealed that strategic management practices do not represent significant events within school administration, as they are few and are included within the Pedagogical Political Project (PPP). We noticed that, in municipal public schools, there is a search for short-term results, which explains why strategic management with long-term goals are not significant events within the school administration; the PPP assumes the role of the school's administrative plan, in addition to verifying the pertinent school management plans. We concluded that there is a need for development actions to deal with the administrative activities of the public school.
