Abstract:
The school organization is an association under school management that aims to help create an effective condition for school activities. School management is related to the smooth functioning of the school as a whole. While school organization is about the organization of school resources, events, and personnel, organization in general is a systematic and effective association / relationship to achieve the desired results. This study aims to find out how the procedures for managing school organizations in order to create effective schools. In this study, researchers used a case study approach. Methods of data collection using observation, interviews, and documentation studies. The results of the study show that in carrying out school organizational management activities it involves an element of awareness of a sense of belonging so that the motivation to do school work is carried out optimally in accordance with mutually agreed terms. Through careful, systematic and diligent planning, as well as cooperation from various parties, a quality school organizational management system can be produced.

The implementation of the information system requires strategic planning in an organization so that the benefits of implementing an information system can be felt more optimally, this will be applied to high school schools in Jakarta. The problems faced by schools are quite diverse, starting with the management of school data to performance evaluations and the need for an integrated system for each division to support the organization's business processes. Strategic planning is made with targeted targets such as alignment of information systems in academic & non-academic processes and school data management, improving performance in infrastructure management, and increasing competitiveness by creating a website-based system for school promotion. Goals can be achieved by aligning the information system strategy with the organization's business strategy. To determine the information system strategy, the organization's current business strategy is needed. This information system strategic planning research was conducted using the Ward Peppard method. This method helps to be able to understand the organization more deeply before strategic planning is made. It includes SWOT analysis, Value Chain, PEST, Critical Success Factor, and Mcfarlan's Strategic Grid analysis in the form of strategy recommendations from the results of internal and external environmental analysis of school information systems, and application portfolios will be mapped to be applied to school organizations to achieve expected business goals

Intra-School Student Organization (OSIS) is a means of developing students' interests and talents in the school's internal environment. The existence of the student council can be beneficial for schools and the community. OSIS is also a major component of the pioneering schoolfor developments in the school. The problem is that many student councils do not show their existence as a driving force in the development of schools and students. The student council vacuum is more due to the low understanding of management and leadership concepts, so that potential members cannot be managed properly. This community service activity is carried out by providing training and program assistance for 1 month. As a result of this activity is the increasing existence of OSIS in schools and is beneficial for students and the community as a forum for discussion in terms of increasing the existence of OSIS and contributing to human development.

The main objective of this article is to analyse the four basic dimensions of the learning organization (LO) – leadership towards learning, learning structure, learning opportunities and learning culture – within the school organization context. A quantitative study utilizing a survey was carried out. By means of an ad hoc questionnaire, secondary and high school teachers were asked about some characteristics of their educational organizations that could be related to a LO. The analyses of the internal structure of the questionnaire and internal consistency of the scores were satisfactory. A questionnaire has been validated that can serve as a model for the evaluation of learning organizations in the context of high school. One school sample is analysed according to the LO model. The suitability of the model for different types of schools is verified.

The study also presents the Conceptual Model for the Development of Healthy Organizations - MoDOS - in order to equip educational managers with a view of such process.

The religious training team advises personnel, students and community members to gain sustainable morality. Mission of great importance is that the school administrators must be able to lead the organization to survive and must set a plan and method as well as various steps in operating systematically by relying on the budget and resources from the state that needs to use with saving and wisely including people, money, time and other assets. If the administrative system within the school is not good, it will affect other parts of the organization. Therefore, success or failure in the school administration will depend on the competency of the school administrators.

The purpose of this study is to empirically analyze the tasks that require cooperation between the two organizations among the major work conflict areas between the teacher's organization and the administrative organization in school. To achieve this goal, teaching and administrative staff working in elementary and middle schools in Asan, Dangjin, and Seosan areas in Chungcheongnam-do were investigated.. Also, Borich’s Needs Assessment and Locus for Focus model were applied to draw out priorities in cooperation tasks. The followings are the major findings from this study. First, both organizations pointed out that the 'CCTV operation management' task, 'hiring contract teachers and self-contracted employees', and 'after-school operation management' were high cooperation priority tasks. Second, in addition to the three aforementioned priority cooperation tasks, teachers' organizations pointed out "Management of School Environmental Hygiene Purification Zone" and "School Safety Mutual Aid Association" as the key cooperation task, whereas administrative organizations pointed out "Audit and Integrity Work", "CCTV General Manager", and "Information Device Status Management" as priority targets. Third, teachers' organizations tended to have a high need for cooperation in the conflict tasks areas that are directly related to teachers and students, and administrative organizations focused on tasks with stronger administrative work characteristics.

Abstract:
School management is the most basic part of education management. The application of education management in school organizations is a component of the nationally applicable education system. This study aims to reveal how to detect school management diseases so that health or prevention efforts can be identified. Diseases of school management are diagnosed by measuring indicators of the health of school management functions, one of which is organizing school resources. The chosen research method is descriptive in the form of research and development. The research subjects were school principals, teachers and administration. The school categories were selected public and private junior high schools. The data collection instrument was developed in the form of a questionnaire instrument to test the correctness and suitability of health indicators in the organization of school resources by practitioners in schools. Based on the results of the calculation of the Weight Mean Score (WMS) as a whole, the dimensions are included in the very healthy category with an average score of 3.42 and when converted on a scale of 1-100, the resulting score is 85.48. From these data it can be concluded that Public and Private Junior High Schools have the readiness to carry out the functions of organizing school resources so that these school organizations can remain disease free.

AbstractOrganizational performance is an indicator of the level of achievement that can be achieved, reflecting the success of an organization and the results achieved by the organization members. Performance is the result of collaborative activities between members or organizational components in order to realize organizational goals. This study aims to design teacher performance indicators to improve school performance. The respondents of this study were SMK Muhammadiyah 20 Panai Hulu teachers, as an assessment factor using the National Education Assessment Standard (SNP), which contains the minimum criteria for the education component. The results of this study can be used as a benchmark for achieving teacher performance. Performance achievement benchmarks based on KPIs will significantly change every semester or year due to the performance standards adjustment by the school.

AbstractMeeting the needs of industrial development and reflecting the emerging demands onto the field of education has led to the emergence of Education 4.0 and initiated pedagogical, cultural, and managerial transformation in education in this direction. As a result of this transformation, macroscale structures and policies have been replaced by a microscale, web-oriented, local government paradigm. This section discusses current trends in education management and school leadership which are examined in the light of new education and management paradigms. In this direction, the shift in the education management paradigm, the sources of change, the role of school leaders in organizational development, the expected characteristics of school leaders in Education 4.0, and the use of the Internet of Things in education management and monitoring systems are addressed. In Education 4.0, the concepts of innovation management, digital literacy, productivity, collective participation in management and decisions, education communities, and capacity development are prominent in school leadership. This section emphasizes that strategic leaders who are able to adapt to the paradigm shift contribute and direct the formation of school culture and values. In this direction, the importance of organizing trainings for developing leadership skills and raising leaders who will help to restructure schools and shape cultural trends are underlined in the chapter. Emphasis is placed on the importance of raising leaders with technological skills who can use multi-channel communication strategies in school management.

Authentic educational management supports and stimulates, by all possible means, the process of organization and functioning of educational organizations, in their essence, referring to the content, structure, process, which naturally involves the decentralization of educational management, of all its hierarchical structures, the efficient applicability of methods, techniques and tools, as well as the approach of modern managerial practices. These involve the organization of educational structures, the promotion of school autonomy with all its advantages, together with the positive effects arising from these actions of major importance, which work together to ensure access conditions and school success- a fundamental objective of educational management, from the whole system to the school level. The general managerial objectives at the level of both global and local educational system, of the school itself, correlate, one by one, with the new orientations and realities appropriate to a democratic and open society, with the directions of the education reform. They are organically linked to the value system and express the perspective of the development of education, values that ensure socio-human progress. The objectives of the paper are the analysis of educational management and its impact on schools and the identification of appropriate managerial procedures in order to increase educational performance. The research include the ways in which the quality of the managerial act contribute to improving the satisfaction of the direct beneficiaries of the instructive-educational process, regarding the acquisition of new skills. These beneficiaries are students.

In this paper, I present the concept of digital competencies and the learning organization, offering an overview of different interpretations and frameworks and draw connections between them. The study suggests interrelations between schools’ learning organizational and digital competence capacities and proposes future empirical research on the topic.

Abstract:
The educational changes in the Romanian pre-university education system over the last ten years have required the creation of internal mechanisms, articulated through an internal managerial control system in order to improve and maintain performance in all the basic compartments of the school organization. The success and the performance of a educational organization is based on many factors that take into account the scholars progress, the professional training of professors, the curriculum, but also the manager’s style and strategies that he applies at an institutional level. Despite controversy and doubt, internal management control is seen as an indispensable tool in performance management of modern organizations. The reason for this consists in management control treating the present problem for all the typologies: that there is certainty in the fact that managers, alongside with professors achieve performances in the behalf of the organization. In order for the relationship between the manager of the institution and his personnel to remain favorable, it is normal that the management to measure and control the performance of his employees. The present paper aims to create an internal radiograph within a preschool education institution in order to hierarchize performance indicators and / or identify influential factors to be achieved in order to obtain a performing school environment (for children, teachers and the entity manager). The paper/research begins with a presentation of the theoretical concepts, followed by an empirical research that is based on qualitative methods, and uses as an instrument the interview (applied to teachers, heads of departments, managers). The paper ends with a series of proposals, conclusions that can be implemented in various educational organizations.

As part of the social environment, the educational institutions interact openly and dynamically with its other components, influencing and being influenced by the economic climate, the evolutions in the field of technology, the demographic changes, the changes in the field of culture, educational policies and legislation. The interaction between the school and the external environment requires constant attention from management. In the school organization plan, the manager must identify and anticipate the needs of the direct and indirect beneficiaries of education in a certain way, outlining an educational offer according to them, without neglecting the fact that successful education is the best marketing. Promotional communication policy is an essential component of educational marketing, with which private and state pre-university education institutions, as well as universities, are increasingly familiar. Educational institutions must carefully plan, implement and coordinate a complex promotion strategy, using different channels, both classic and existing in virtual environments, to maximize the expected results. Therefore, new technologies represent an important advertising medium, both due to the low costs and easy access for all target groups. Through promotional communication in the virtual environment, direct or indirect exchanges are facilitated, by informing those interested and by influencing them, aiming at accessing the services and products of the educational institutions or supporting their activity. The investigative approach taken has surprised how the new technologies can be involved in educational marketing at the level of pre-university education institutions, in view of a sample of 90 students from the master of Educational Management, who are at the same time teachers. The new technologies can be successfully involved and can support, at a higher quality level, actions in the field of educational marketing.

School effectiveness is a difficult concept to measure, because it is related to different criteria, defined depending on the specifics of each school, the results of students and the added value of the school. Currently, in Latvia, the improvement of the education process at the political and practical levels is based on the approach of the school as a learning organization, without critically analysing the advantages and disadvantages of the approach. Therefore, the aim of this theoretical study is to evaluate a different theoretical approach - the school as a learning organization and a learning culture to explore the practices taking place at school and to influence them by implementing changes in education. The analysis of the theoretical sources, documents and studies carried out in the research allows to conclude that the approach of the school as a learning organization, although it is widely used, does not sufficiently explain the processes taking place at school, ignoring the interaction of various structures and agents and the power given to them. Educational research is increasingly recognizing the pervasive influence of culture on teaching and learning. From a cultural perspective, changes in education and practices at schools is a complex and not always feasible process, as it is associated with tensions and conflicts. Using the theory of learning culture, it is possible to understand why students learn or do not engage in the learning process, why teachers change or do not change their practices, and how management can influence developments at a particular school. The study demonstrates the possibilities of the theoretical approaches of both sides to find out and improve the teaching and learning implemented at schools on the way to the knowledge society.

Digital communication and management of the school through networks makes educational communities (families, teachers and students) to be integrated in a more productive and beneficial way at the school. To this end, in this current Information Society, the school communities need institutional support based on interactive tools that are operative in this digital context. Parents should be informed and participate constantly about the progress of their children but also they must be involved in the knowledge of tasks, exercises and activities that are performed in the classroom and school. These aspects: school organization, digital communication among all members of school communities, educational programming, along with teaching functions can be significantly improved with the use of institutional interactive networks that include communicative functions and school management in a virtualized way. The new forms of school organization are betting on the introduction of corporate management networks to enable and enhance virtualized school organization and teaching functions. The functions that mainly enhance are: functions related to communication process of teaching programming, e-learning to support the face to face sesions and communication among teachers, students and families electronically. Social computing represents a new research frontier for information systems. For example, it is transforming various aspects of software development: the development process is becoming participatory and often voluntary; the type of tools used is changing, and computing is moving to a more network-centric, and less of a desktop-bound stage. It transforms the way individuals process and interact with information, rendering a much more dynamic and mobile information domain centered on individual participants who interact with it through a wide variety of devices. The need for organisations to learn and to innovate rapidly is a consistent theme in approaches to novel organisational forms (Fulk & DeSanctis, 1995). It seems that hierarchies are being replaced by communication and influence relationships (Reich, 1991), resulting in more flexible organisational forms that rely on peer-to-peer collaboration in achieving their objectives. We develop a research in which we analyze the assessment by different sectors of the educational community of the functionality of these new management tools and virtualized communication in improving educational quality and relationships in schools.

The authors partnered with school districts, tutoring providers, and quarterback organizations that support implementation of high-impact tutoring across districts in the United States to learn from their efforts in implementing tutoring. This cross-district implementation study shares a snapshot of lessons learned about common barriers to implementing highly-effective programs and the ways that districts have overcome these barriers with success. Interviewees included administrators, teachers, tutors, and other program staff from nine school districts and one charter management organization, seven tutoring providers, and six quarterback organizations that support implementation across districts. One finding is that funding and belief in the potential of tutoring are two key facilitators for the implementation of high-impact tutoring. Moreover, some of the challenges identified are related to tutor recruitment and training, data use, the scheduling of tutoring during the school day, student attendance and school-level buy-in.

Schools routinely face federal and state mandated changes, like the Common Core State Standards or standardized testing requirements. Sometimes districts and schools want to take on new policies and practices of their own, like anti-bullying programs or using technology to deliver instruction. Regardless of the origin of the change, implementation requires them to take on additional work; yet experts estimate that only 30 to 50 percent of major change efforts in organizations will succeed. Failing change efforts result in not only financial losses but also lowered organizational morale, wasted resources, and lost opportunities. For schools where resources are already stretched thin, the consequences of failed change initiatives can be particularly devastating. In this paper, we discuss results of a study, over a school year, of school principals who were working on implementing a new change initiative in their schools. We apply lessons from the change management literature and focus on the importance of assessing readiness for change as a key step in ensuring the success of new initiatives. We share examples of a change readiness rubric to help schools and districts successfully lead change.

There are many different potential roles that parents and communities can play within education systems. This essay reviews the different ways that parents and communities can exercise their individual and collective voice within local schools. It develops a typology to distinguish between three different forms of voice, and explores the enabling conditions in the wider system that each form of voice requires to improve student learning outcomes. The dominant form of voice in many current education systems is “school management”, which is commonly exercised through school management committees. The essay diagnoses how other parts of the system – the state, the bureaucracy, and teachers - have constrained school committees into playing a limited “school management” role. Because they are generally granted circumscribed responsibilities related to the day-to-day running of the school, school management committees have failed to make consistent, significant improvements to either school accountability or student learning. “School governance” is an alternative, stronger form of voice. “School governance” entails giving parents and community members greater latitude to determine the kind of education offered in local schools, somewhat analogous to how a board sets a vision and is owed justifications against results for major decisions made by an organization’s management. This would necessitate giving school governing bodies greater responsibility over setting the curriculum and choosing school leadership. Furthermore, since parents do not always or necessarily prioritize student learning from among other competing educational goals, focusing “school governance” on learning would also require strengthening the central state’s capacity to fulfill key responsibilities such as setting and measuring progress against learning standards. “School governance” would therefore face steep political and implementation challenges, and would have to be accompanied by parallel, government-led reform to other parts of the education system. The system conditions for parents and communities to play an effective “school governance” role are exacting. “School support” is a more modest but potentially more workable form of voice in many current systems. Where “school management” and “school governance” ask parents and communities to hold local schools accountable, the “school support” paradigm emphasizes actions that individual parents and community members can take in collaboration with teachers to directly support children’s learning. However, there are many cases where more parent and community involvement is not necessarily better. Parents and community members need specific, structured opportunities that complement good teaching in the classroom for “school support” to translate into improved learning outcomes.

Abstract:
This paper studies a model where student effort and talent interact with parental and teachers' investments, as well as with school system resources. The model is rich, yet sufficiently stylized to provide novel implications. It can show, for example, that an improvement in parental outside options will reduce parental and school effort, which are partially compensated through school resources. In this way, by incorporating the behavioral responses of parents, teachers and policymakers, the paper provides a rationale for the existing ambiguous empirical evidence on the effect of school resources. The paper also provides a novel microfoundation for peer effects, with empirical implications for welfare and different education policies.
