Abstract:
In Nigeria, School-Based Management Committees (SBMCs) aim to provide an opportunity for all stakeholders, particularly the vulnerable groups in the school’s host communities such as young people and women to partake in school governance. Research on the experiences of youth voice in the committees is scant, however, as much of the existing literature on SBMCs focuses on program outcomes. Using qualitative research interviews, observations, and document analysis, this study addressed this gap by exploring how youth participate and express themselves in two SBMCs in Niger State, Nigeria. The findings, which were derived from 19 youth and adult participants, were drawn from SBMC members out of which 12 were youth between the ages 13 and 25, while 7 were adults aged 40 and above. The participants revealed that youth committee members expressed their voice in the committees through participating in a number of committee activities. Specifically, the youth participated in decision-making during meetings, aided in the construction of committee projects, undertook administrative/managerial functions and monitored the committee’s projects. They also participated in revenue generation, planning, school visits and supervision, advocacy, and sensitization campaigns.

Abstract:
The lack of the role of the school committee in education makes it a school partner to improve its management. Because it is clear in Law number 20 of 2003 concerning National Education System article 56 paragraph 3 that the school council approves in improving the quality of assistance by providing, directives and support for labor, facilities and infrastructure, and supervision of education at the education level. This paper is a literature study that uses documents related to schools and education suppliers as sources of data and analyzed using qualitative descriptive. Reconstruction of the management of the committee through improvements to the planning, organizing, implementing, and evaluating the work program of the school committee and education unit. In addition, training and guidance for school committees also requires building good communication and cooperation between the school committee, the government and other parties. That way it is expected to increase the strategic role of schools in improving the quality of education.

Abstract:
This study utilized to analyze the implementation of management of school facilities and infrastructure. This type of research is descriptive qualitative conducted in Public Elementary School of 01 Bakipandeyan. Data collection techniques in this study include in-depth interviews (Principals, treasurers, teachers, and school committees) and documentation studies. The validity of the data gathered in this study was technical triangulation (in-depth interviews and documentation) and sources (Principals, teachers, and school committees). Data analysis techniques gather interactive analysis with stages: data reduction, data presentation, and verification. The results showed that the implementation of facilities and infrastructure management in Public Elementary School of 01 Bakipandeyan was carried out through three stages, namely: (1) procurement of facilities (2) utilization and (3) maintenance of facilities and infrastructure. Researchers suggest that schools be better at managing school facilities and infrastructure and looking for specialized workers to manage school facilities and infrastructure.

Abstract:
Accountability and transparency are needed to create credibility and fulfill the principles of good governance. The availability of space for the school committee to get involved is a hallmark of accountability and transparency of educational entities. Lack of accountability and transparency in management of School Budget are factors that affects the participation of school committees on performing the functions and its role against education. The purpose of this study was to examine the effect of accountability and transparency in the management of APBS against participation of the school committee. The population of this research is the Primary School in Patrang, Jember`s Sub District listed in UPT District of Patrang, Department of Education in 2013 year. The sampling method used was purposive sampling, as the school committee to perform its functions more than one year with an error rate of 5% was its basic. Data were collected by trough questionnaires targeted to the school committee involved Chairman, Secretary, Treasurer, and members of structural discretion in each school. The data prior to analysis have been tested for validity and reliability. Techniques of data analysis used multiple regression. Results of this study concludes that accountability and transparency APBS has positive influence significantly on the participation of school committees.

Since the enactment of decentralization of education, maximizing the role of school and community stakeholders has become very important in supporting the success of the education process in schools. The actualization form of education decentralization is realized by the existence of school committees which are expected to carry out their roles maximally in improving the quality of education. With the aspect seen, namely the role of the school committee as consideration, support, control, and role as mediator, the role is as a form of improving the quality of education in accordance with the mandate stated in the Minister of National Education Decree Number: 044 / U / 2002 dated April 2, 2002 Therefore, with regard to efforts to improve the quality of education, the government has actually issued a policy namely education autonomy. Educational autonomy as a form of education decentralization, gave birth to an important concept for the implementation of education. One of these important concepts is School-Based Management (SBM) which later gave birth to the School Committee as a manifestation of community participation in the world of education. The concept encourages school and community committees to become unified and complementary, and can even provide a color for the formulation of quality in schools. Society is an unequaled educational resource for education units. In community schools can be a foundation for improving and service quality education in the implementation of education.

Abstract:
Purpose The purpose of this paper is to analyze the existing mechanism of school management committees (SMCs) and to propose an improved framework for strengthening its process and outcomes. In 2005, the Education and Literacy department, Government of Sindh decentralizes the administrative and operational authorities to school level in the form of SMCs. These committees have been vested with several roles and responsibilities in accordance with the objective of SMCs set in by government in assistance with different international donor agencies. Design/methodology/approach The purposively selected respondent that includes 35 stakeholders among which 25 stakeholders has been interviewed individually while other ten has been interviewed in the form of two focused groups consisting of five members each. The findings based on the interviews are analyzed using the thematic analysis. This study analyzes the formation of SMCs, roles and responsibilities of members, Allocation SMC funds and its utilization methods. The study includes the challenges faced by these committees in school administration and operations with their recommendations for overcoming such challenges. Some common challenges include limited financial resources, interference of landlords and potential people of the community, limited administrative authorities and lack of interest of government toward government schools. Findings The recommendations have been categorized into three broad themes: strengthening of mechanism, strengthening through functions, roles and responsibilities and revising SMC fund allocation and its utilization. Originality/value The study proposed an improved framework for strengthening the process and outcomes of SMC.

This study focuses on child-friendly classroom environments and basic level academic achievement and analyzes the role that teachers, parents, students, and school management committees play in school work. Nepal’s disadvantaged schools are concentrated in rural areas, but those schools are also trying to make themselves child-friendly schools. The objective was to analyze the problems seen in the construction of child-friendly schools by analyzing the classroom environment, the current condition of the school, the impact of the child-friendly classroom environment on the level of educational achievement. The school management committee, teachers, the interaction between the parents and the stakeholders on various issues has helped in the construction of the child-friendly school and the community has expressed its readiness to help as the school is their own. According to the parents, the school has been punishing the children for one reason or another and the school should be reformed as there are protests from all quarters. In order to achieve the set targets as per the educational policy of the state and for the all-round development of the children-It has become necessary for everyone to pay attention to remove the small weaknesses and analyze the results and engage in classroom management including child-friendly schools.

Abstract:
The militancy of teacher unions is frequently associated with the disruption in schools where unions are antagonistic to management. The objective of this qualitative study was to examine the impact of cooperation between teacher unions and school management. Using Axelrod’s theory of the Evolution of Cooperation, the instrument explored whether school principals can forge successful cooperation between school managers and union site committees. Several studies are showing that cooperation among staff is critical for learner achievement and collegiality. Furthermore, cooperation enables the school’s role-players to work towards a shared vision. The conclusions point out that school managers should consciously engender cooperation to run successful schools where teachers would not betray one another. A methodical cooperation plan could be the missing tool required to turn unsuccessful schools around to become successful.

This paper aims to describe the role of school committees in efforts to improve the quality of education. The research method used is descriptive qualitative, with in-depth interview data collection techniques. Data analysis was carried out using the Miles and Huberman qualitative data analysis technique. The results showed that the role of the school committee was to improve quality, equity, and efficiency in the management of education in the education unit. Both in pre-school education, school education and out-of-school education. The dysfunction of the school committee's duties as a follow-up to community aspirations does not affect the decline in the quality of education. This is because the educational device as a social system is autopoietic which can renew the dysfunction in one or several educational subsystems. Participation is expanded in various aspects, both facilities, infrastructure, and cooperation with stakeholders.

Penelitian ini bertujuan untuk mengetahui tingkat pemahaman kepala sekolah, guru, dan komite sekolah terhadap implementasi standar pengelolaan pendidikan pada satuan pendidikan dasar dan menengah, khususnya di Sekolah Dasar Negeri. Penelitian ini menggunakan metode deskriptif kuantitatif. Data diperoleh dari Sekolah Dasar Negeri yang terakreditasi A dan B pada daerah perkotaan di delapan kabupaten/kota di Jawa Barat, dengan teknik sampling menggunakan purposive sampling. Data primer dalam penelitian ini adalah pengetahuan kepala sekolah, guru, dan komite sekolah terhadap standarpengelolaan pendidikan, sedangkan data skunder adalah dokumen instrumen implementasi standar pengelolaan pendidikan. Analisis data menggunakan statistik deskriptif. Hasil penelitian menunjukkan, pertama pemahaman kepala sekolah dan guru terhadap regulasi standar pengelolaan pendidikan tergolong cukup paham, sementara komite sekolah memiliki pemahaman terhadap regulasi standar pengelolaan pendidikan tergolong kurang. Kedua, berdasarkan hasil analisis data, kepala sekolah dan guru menganggap implementasi tata kelola sekolah tergolong cukup sesuai dengan standar pengelolaan pendidikan, sementara menurut komite sekolah implementasi tata kelola sekolah tergolong kurang. Dengan demikian, faktor utama implementasi tata kelola sekolah adalah pemahaman individu wargasekolah yang harus tepat terhadap standar pengelolaan pendidikan, hal apa saja yang termasuk dalam standar pengelolaan pendidikan, bagaimana perannya dalam implementasi, dan bagaimana dampaknya apabila tata kelola sekolah tidak berjalan sesuai dengan standar pengelolaan pendidikan. This study aims to determine the level of understanding of school principals, teachers, and committees as if in the implementation of education management standards by primary and secondary education units, especially in public elementary schools. This research uses a descriptive quantitative method. The data were obtained from accredited A and B elementary schools in urban areas in eight districts/cities in West Java, with the sampling technique using purposive sampling. The primary data in this study were the knowledge of school principals, teachers, and school committees of education management standards, while secondary data were documents of the implementation of education management standards. Data analysis using descriptive statistics. The results showed, firstly that the understanding of school principals and teachers of education management standard regulations was quite understanding, while the school committee had a lack of understanding of the education management standard regulations, secondly based on the results of data analysis that, principals and teachers considered the implementation of school governance. the category was sufficient according to the education management standard, while according to the school committee, the implementation of school governance was in the poor category. Thus, the main factor in the implementation of school governance is the understanding of individual school members who must be precise with the education management standards, in what is this, the education management standards, and how they play a role in its implementation, as well as the impact of school governance, does not run according to management standards.

The method of data collection is observation, interviews, and documents. The interactive data analysis model starts with data collection, data presentation, reduction and conclusion drawing. The results of this study indicate that 1. There is an effort from the School Principal in empowering and increasing the competence of SD IT AL IMAN Bojonggede teachers by holding seminars, training in motivational training by bringing in resource persons, following teachers in MGMP activities, 2. There is good collaboration between schools and community / commitment with the participation of the Community in school management and social activities. 3. In his leadership the school principals apply the principles of school-based management including independence of school staff in managing schools in various aspects, there is justice in school management, among which the headmaster is fair in deciding suatau permaslahan, being fair placement and assignment of teachers and staff, openness, the leadership of the school is open to all parties, including foundations, teachers / staff and the committee both in terms of administration and finance. 4. there is monitoring and supervision conducted by school principals in the application of school-based management among school program monitoring, administrative monitoring, learning monitoring, teacher and staff disciplinary monitoring.Keywords: Leadership, Principal. The purpose of this study was to describe the management of education funding at SMPN 1 and SMPN 3 Pringgabaya, starting from the planning stage, the implementation phase, to the evaluation phase of education funding. The approach used in this study was a qualitative approach with the type of multi-case location at SMPN 1 and SMPN 3 Pringgabaya. Sources of data in this study are informants, documents, and physical devices. Data collection techniques using interview, observation, and documentation techniques. Data analysis techniques using data reduction, data presentation, and data verification. Check the validity of the data by triangulation which includes triangulation of sources and methods. The results of data analysis show that 1) the planning phase of education funding at SMPN 1 and SMPN 3 Pringgabaya is carried out through a continuous meeting mechanism. Meeting.This is carried out at the beginning of each year attended by principals, treasurers, teacher boards, and school committees. This meeting aims to form a drafting team of RKAS and determine the amount of allocation for each type of expenditure. Furthermore, the RKAS drafting team identified the source of the school revenue budget, identified the school budget plan, consulted the RKAS with the school committee. Furthermore, the RKAS was ratified and signed by the Principal, Treasurer and Committee, and also requested approval from the Head of the East Lombok District National Education Office, which was the BOS Management Team. The design of the RKAS refers to the technical instructions for using BOS funds. 2) the implementation phase of funding, SMPN 1 and SMPN 3 Pringgabaya refer to the RKAS that has been approved by the principal and the school committee. Flow of entry and exit of funds is handled by the treasurer who has been appointed by the principal starting from withdrawing funds and carrying out bookkeeping related to transactions financed using BOS funds. 3) the evaluation phase of education funding at SMPN 1 and SMPN 3 Pringgabaya is carried out by internal and external parties. Internal evaluation of school finance is carried out by the principal through an examination of the monthly financial statements and assets and facilities owned by the school. By looking at the report the principal will find out how much income is earned and expenditure spent in one month. External evaluations are carried out by the school committee and the government. School committees can check school finances through general cash books or financial reports that have been made by the school. Every quarter the school sends a report format for the use of online boss funds to the East Lombok district education office to be examined and at the end of each school year it is required to account for any funds spent during a budget year to be thoroughly examined at any time.

Caring lies at the heart of effective enhancement of healthy school environments and good school leadership. This is evidenced by health policies wherein principals are indirectly obliged to act ethically and morally. By doing so, they assume their caring role that will enable the development of human capital. This study was conducted in schools in two provinces in South Africa with principals, school management team members and leaders of health committees as participants. This is a qualitative research study which included two rural and two township schools. As this was an exploratory, phenomenological study, data were collected using multiple data collection tools: narratives, interviews and shadowing. The findings of this research indicate signs of caring leadership in the actions and interactions of the principals and teachers; principals and community members; and principals and other external stakeholders. More caring leadership was, however, experienced for the programmes than for the leaders of committees per se. ABSTRACTThis article reconsiders the origins of ‘self management’ in pre-school daycare services in the light of new data from a national study of playgroups in England. In the absence of comprehensive nursery education, playgroup provision has mushroomed in Britain. ‘Parental involvement’ has been a central premise in the philosophy of playgroups. However, data now available suggest that aspects of this premise require reassessment.The study establishes that ‘parents’ who are playgroup managers are in fact mothers mostly drawn from white, higher income, higher educated groups. Furthermore, they tend to be resistant to taking on such management functions. Playgroup workers in turn are dissatisfied with available levels of support and effective management. Both groups however are subject to structural pressures – not least of which is women's increased participation in paid employment – and many of these pressures are likely to increase in the 1990s.The future management of this sector therefore requires reconsideration within a broader public sector policy framework. Such an approach should address both the real cost of effective management and such employment policies as may facilitate the involvement of all parents – irrespective of gender, income or ethnic group – in services for their children.

This research is motivated by the low quality of education in Indonesia, especially primary education. Improving the quality of education is a must to meet the needs of schools and communities. One of the efforts made to make schools an active forum in improving the quality of education is strategic planning. This study aims to explore school strategic planning, analyze, and plan strategic planning in improving the quality of education at SDN Jetis Bantul. Researchers used descriptive research with a qualitative approach. Data collection techniques in this study were in-depth interviews, participant observation and documentation. This study's subjects were the principal, members of the principal's work deliberation, supervisors, teachers, and the school committee. Data analysis techniques used are data, data reduction, data presentation, drawing conclusions and levers. The results show that: (1) strategic planning is carried out by making an annual work plan following the vision, mission and goals of the school formulated at the beginning of the school year, forming a school development team, implementing school planning by educational procedures, developing development and coaching results achieving goals. (2) implementing school management strategies to diagnose systematically, plan, design and compile documents, establish policies, motivate educators and education personnel, allocate human resources, and develop a supportive strategic culture. (3) The evaluation of the school management strategy is carried out by analyzing its suitability with the strategic plan; the evaluation results used to assess a program, improvements, or colours. Supporting strategic planning factors are excellent support from students, teachers, supervisors, committees, student guardians and the school environment. The obstacle encountered in school strategic planning is the problem of the improper formulation. The school collaborates with the school committee and student guardians to solve these inhibiting factors to overcome this.

Abstract:
This study focused on the perceptions of school committee members on the importance of community participation in education among public primary schools in Rorya District. The study employed a mixed research methods design which included structured questionnaires and focus group discussions to be able to collect both quantitative and qualitative data. The questionnaires were validated by the experts in the field, and the pilot study was conducted in order to establish the acceptable reliability. As a result, a Cronbach’s Alpha of above 0.7 was established in each variable. The study revealed that community participation was not making a meaningful impact in education among public primary schools for Rorya District; the role played by the community was ineffective and therefore, inadequate to provide sustainability in public primary. The challenges community participation faced were mainly due to the factors related to the inadequate capacity of the SMCs to carry out their responsibilities effectively. Therefore, the study concluded that the SMCs have limited knowledge: of the importance of engaging community in education; of the role played by community in education; and the challenges community faced in engaging in education for public primary schools in Rorya District; further the study revealed that there was a positive relationship between the perceptions of the SMCs on the role played by the community and their perceptions on the challenges they faced as pertained to participation in education. The study recommends that the local government should raise awareness among the SMCs and the community for effective engagement in education.

Autonomy of education as a form of education decentralization results in an important concept for education implementations. One of them is School Based Management (MBS) which then forms School Committee and Education Board as society participations in the education field. Education is a shared responsibility between family, society, and government. Therefore, the school committee as an element of society affiliated in institutions of education has important and strategic roles in the implementation of education. Thus, its roles and functions need to be optimized to improve the quality of education. In general, this study aims to describe objectively the roles of the school committee in improving the quality of education in Tuban Regency. As samples, four primary schools (elementary scholls and madrasah ibtidaiyah) are observed. The research method used is descriptive qualitative research in the form of naturalistic by design or research strategy of the case study. The types of data sources are (1) events, namely the role of school committees in schools, (2) Informants or interviewees consisting of element school committee, principals, and teachers, and (3) Archives or documents. Data collection is performed by observation, in-depth interviewing and document analysis. To analyze data, the interactive analysis model is conducted. The results show that (1) In improving the quality of education, the school committee has collaborated with the school manager in various forms, as well as providing supports both morally and materially. (2) Giving considerations to the school is done through discussions of school committee members. (3) Instructions and supports are manifested by recommending to add the number of teaching staffs and educational personnel as needed. (4) Consideration in the determination and implementation of education policy is realized by the role of the school committee in arranging RAPBS, plenary meetings or school activities. (6) The monitoring is carried out periodically by requesting accountability reports of learning activities and financial management of the school to assure the transparency and accountability. (7) The mediation role is conducted by delivering government policies in the plenary meeting regarding the education program. Based on the results mentioned, in improving the quality of education in school (madrasah), it is suggested that (1) the school committee is always active and creative in empowering the existing resources in schools and society to support the improvement of education optimally. (2) The school principal can cooperate with the school committee in synergy. (3) Teachers always take care the suggestions from school committee to improve the teaching quality and service for students. (4) Education Ministry and Education Board in Tuban as to their authorities always contribute to school committee to be more empowered in supporting government programs at the level of primary education units

Despite the clarity of the South African Schools Act (SASA) 84 of 1996 on the need to craft and implement a learners’ Code of Conduct by school governing bodies (SGBs), there seems to be a gap between the espoused learner disciplinary policies and practice at schools. Using the case study research design, the knowledge scope on education policies by the school disciplinary committees (SDCs) was examined at two secondary schools in a predominantly rural South African district. The study employed a qualitative approach to gather data from purposefully selected informants using focus group and face-to-face interviews. The study sample was composed of 35 participants who were school disciplinary policy duty bearers, comprising 10 SGBs, 10 school management teams (SMTs) and 10 SDC members, as well as five class teachers. The main findings from the thematically analysed narrative data pointed to inadequate knowledge of policies by most SDC committee members. In addition, although the two schools had learners’ codes of conduct that were aligned to SASA, the SDCs were loosely adhering to the provisions of the disciplinary policies in their operations. The gap between the espoused policy and policy in action was found to be due to the policy duty bearers’ inadequate knowledge of the national policy that governs school discipline. This calls for the Department of Basic Education (DBE) to offer policy enhancement workshops for SDCs and to employ a policy monitoring instrument on the functioning of SCDs.

This research aims to describe the function of the school committee in the Development and implementation of school programs in SD Negeri 19 Banda Aceh. The subject of this study is a school committee administrator who is directly involved in management. The number of research subjects is as many as 22 people. The method used is an analytical description method with a qualitative approach. Data collection is done by non-test techniques in the form of poll and data processing in the form of percentage calculations. The research results that the school Committee plays a role in determining school policies. The role of the school Committee is limited to receiving reports from the school principal. The school committee was poorly involved in taking the school's policies. The school committee is only involved when raising funds from the community. The conclusion of the research is the function of the school committee in the Development and implementation of the school program at SD Negeri 19 Banda Aceh is still small. The involvement of school committees in the development and implementation of school programs in SD Negeri 19 Banda Aceh is only 36.37%. The school committee will be fully functional involved by the school if it has to do with the school's luminescence that requires community assistance.

The responsibility of the school's management is fully filial by the parent school in accordance with the quality standards of education services. This research aims to reveal the management of philial school development on the standard of management at Singkawang 11 State Junior High School (SMP Negeri 11 Singkawang ) with the focus of: 1) development planning of filial school in management standard, 2) organizing the development of filial school in management standard, 3) implementation of filial school development on management standard, 4) supervision of filial school development on management standards, 5) constraints faced in the development of filial schools on management standards, and 6) efforts undertaken in the development of filial schools on management standards. The research method used descriptive research with qualitative approach. Data collected by in-depth interviews, participant observation, documentation and analyzed by data reduction, data presentation, conclusion or verification. Testing of data reliability is done by extending the observation period, and triangulation and member checking. The research adopted a descriptive survey design. The respondents were selected via simple random sampling. Four hundred participants including 19 principals and 381 students were the targeted population for this study. Findings from this study show that majority of schools have the basic safety and security apparatus but lack the knowledge and experience to employ them in the event of a disaster. Results also show that there is no subject in the school curriculum from kindergarten to secondary level that teaches on safety and security management. Public secondary schools in Epe LGA do not also have constituted disaster management committees or an emergency management plan. Most students however do not know how to use safety and security gadgets in their school premises. The study therefore recommended that a disaster/emergency management curriculum should be inaugurated in public school to teach students on how to respond in cases of emergencies and prevent emergencies.

Background: Menstrual hygiene management remains a taboo in many communities in Nepal. Cultural beliefs about menstruation such as food taboos and untouchability have negative impact on dignity, health and education of adolescent girls. The objective of the study was to assess the current knowledge, attitude and practice of school adolescents on menstrual hygiene management in Doti District in Far-Western Nepal.Methods: This cross-sectional study was carried out from October to December 2016 at seven village development committees in Doti district, Nepal. This study was done among 276 students from grade seven and eight of 11 schools. Self-administered structured questionnaire was used to obtain information from school students. Descriptive analysis was done to analyse the knowledge, attitude and practice of school adolescents on menstrual hygiene management.Results: 67.4% respondents had fair knowledge and 26.4% respondents had good knowledge on menstrual hygiene management. However, out of 141 female adolescent respondents, only 56 (40%) were engaged in good menstrual hygiene practices. Around half of the respondents had positive attitude towards menstrual hygiene management related issues.Conclusions: Although knowledge on menstrual hygiene management among school adolescents is fair, still attitude and practice need to improve. Findings indicate the need of behavior change communication campaigns along with frequent reinforcement of school health education programs.

Ukuran sampel sebanyak 200, dipilih dengan teknik proportional random sampling. Data dikumpulkan dengan metode angket wawancara dan doku-mentasi. Analisis data dengan permodelan persamaan struktural (structural equation modeling, SEM). Hasil penelitian me-nunjukkan bahwa produktivitas sekolah untuk SMKN bisnis manajemen dipengaruhi oleh mutu proses, kompetensi guru, budaya organisasi sekolah, pembiayaan pendidikan, kepemimpinan kepala sekolah dan peran komite sekolah. Pengaruh variabel bebas terhadap produktivitas sekolah sebesar 73% sisanya 27% di-pengaruhi faktor lain di luar model. Findings of this research show that School Productivity in SMKN of business-management field is influenced by the process quality, teachers’ competencies, school organizational culture, education financial, leadership and the role of the school committee. Impact of independent variables on the school productivity was 73%, while 27 % or the rest is influenced by other factors. The practice of School-Based Management (SBM) has been widely liked to variety of wide positives in schools and increasingly acceptable in major developed and developing nations, however, the disposition and acceptance of the SMB policy remained unclear in Ondo State, Nigeria. In Nigeria, there is paucity of literature addressing the role of school location in the practice of SBM policy. This study, therefore examined the practicality of SBM in public secondary schools in Ondo State and the implication of school location. Descriptive survey design was adopted by the study. Key players from sixty (60) public secondary schools in Ondo State participated in the current study using purposive sampling techniques. In determine the efficiencies and effectiveness of School-Based Management Committees, participant were opened to Effective School-Based Management Index (E-SBM-INDEX). The instrument reported a strong overall Cronbach alpha of 0.97, while the subscales factors entails, power decentralization (α =.92); facilities obligation (α =.73); monitoring and evaluation (α =.65); recruitment and retrenchment (α =.85); and financial obligation (α =.71). Information on socio-demographic factors and geographical location of schools were also obtained from the participants. Descriptive analysis and T-Test of independent sample were used to analyze data and accepted at P < 0.05. Respondents’ mean age was 49.5±11.5 years. It was revealed that 35% of the public schools engaged practice effective SBM in Ondo State, while 65% of public schools engaged were practicing ineffective SBM. Furthermore, It was revealed that there was significant difference in the practice of SBM in rural and urban public secondary schools in Ondo State (T (58) = 26.60; P < 0.01), such that, public secondary schools located in the rural area ( = 75.20, SD = 1.80) practice effective SBM’s policy than counterparts located in the urban area ( = 34.97, SD = 02.67). Majorly the practice of SBM in public secondary school remained ineffective in Ondo State. The practice of SBM in rural and urban public secondary schools in Ondo State is significantly different. Public secondary schools located in the rural area of Ondo State practice effectively SBM’s policy than public secondary schools located in the urban area of Ondo State. It is recommended that the government should be pro-active in creating an enabling environment in terms of policy upon which SBM can be practice effectively and efficiently.

Learner discipline is one of the bases of effective teaching and learning. If learners are not well disciplined, schools will not provide the best possible education. Therefore, it is important that good disciplinary measures and procedures be put in place in any school. In this article we investigate how learners in schools are currently being disciplined without violating their human rights. The nature and the causes of learners’ disciplinary problems are fundamental. A qualitative data-collection approach was employed in this research. Purposive non-probability sampling was used to select the participants for the study. Experienced educators from school disciplinary committees, Representative Councils of Learners (RCLs) and the school principals of 4 schools were interviewed. We found that the common causes of learners’ disciplinary problems varied from school to school. Furthermore, effective school management was found to be at the heart of learner discipline and the general academic performance of the school. We recommend that parents as first teachers should instill values and morals for their children to distinguish right from wrong.

School-based management is an educational management concept that provides autonomy for a school in organizing the continuity of education according to the needs of the school context. By applying a case study, this study was conducted to reveal the implementation of school-based management, along with its supporting and inhibiting factors, at SMP Negeri 1 Rejang Lebong, Curup, Bengkulu. All potential parties at school that could provide the expected data were involved purposively as the subjects. Data garnered from them were solicited using interviews and observations, which were then triangulated and analyzed using an interactive model. The interactive model worked in four components, namely data collection, data condensation, data presentation, and drawing a conclusion. The findings showed that SMP Negeri 1 had implemented school-based management functions properly, including planning, organizing, implementing and supervising the aspects of human resource management, student management, facilities and infrastructure management, financial management, curriculum and learning management, and management of school and community relations. Supporting factors for the implementation of school-based management included the participation of committees, parents, community at school, complete teaching staff, facilities and infrastructure. Meanwhile, the inhibiting factor was that some students still did not obey the school rules.

Abstract:
The South Africans Schools Act mandates institutional policy duty bearers such as the school governing bodies (SGBs) and school disciplinary committees (SDCs) through which education stakeholders such as school principals, teachers, parents and learners to democratically formulate and implement school policies. The effectiveness of these bodies in carrying out their responsibilities in most cases is left to speculation. Based on a case study of high schools in a rural district setting in South Africa, this paper reports on the extent to which SDCs are democratically constituted and function in conducting their responsibilities. A qualitative approach was employed to gather data from a purposeful sample of 53 participants at two secondary schools that comprised 10 SGB members, 10 school management team (SMT) members, 9 SDC members, 10 Representative Council of Learners (RCL), 4 class teachers and 10 previously disciplined learners (PDLs). Focus group and individual interviews were the primary data gathering instruments but were complemented by document analysis to cross-check participants’ narratives where necessary. Results indicated that the discharge of the SDC responsibilities was largely undemocratic in both composition and functioning, and therefore unjust in disciplining learners who acted outside school rules. On the basis of our findings, we recommend that the policy duty bearers in school institutional management structures such as the SMT, SGB, RCL and SDC should first be inducted on school policies, roles and responsibilities on assumption of duty. The aim of this study is to know the effectiveness of school management based on character education through community involvement at elementary schools in the Province of DKI Jakarta. This research used survey method for 145 principals done at 145 elementary schools in Jakarta. The questionnaires of school management based on character education through community involvement at elementary schools in the Province of DKI Jakarta are related to inviting society to school to give spiritual knowledge, involving society to participate in school security, involving society to participate in deciding school programs containing character values, involving society to solve the school problems related to character education, involving society to get involved in school committees, involving society to give facilities related to character education to school, involving society to help to control the implementation of character education at school, cooperating with health workers to give health service to students, conducting routine meeting between school and societies to solve the problems related to character education, cooperating with society to keep environmental cleanliness at school, involving society to assist traffic security and order surrounding school, involving society to sacrifice animals on Idul Adha Day, involving society in extracurricular activities to find the trainers, involving society to find the cleanliness workers, involving society to participate in creating healthy canteen at school, involving society to participate in controlling the activities at school, involving society to participate in preventing dengue fever outbreak, cooperating with private institution in giving cleanliness service at school, and cooperating with society to conduct art performance at school. The result of study showed that the effectiveness of school management based on character education through community involvement higher than average scores reached 24.80 % and less than average scores reached 64.90 %. Effectiveness of school management based on character education through community involvement at 145 elementary schools in the Province of DKI Jakarta reached 75.53 %. It can be concluded that the effectiveness of school management based on character education through community involvement at 145 elementary schools in the Province of DKI Jakarta hasn’t been optimal so that some improvement and adjustment have to be done.

Ethical practices are norms that are accepted and should be adopted in institutions to ensure a flawless procurement management process. The procurement system varies depending on the organisation in a major way due to the fact that most projects are donor-funded, thus creating inconsistency in public schools. This study aimed to determine the relationship between ethical principles and procurement management in selected public secondary schools in Kericho County. The study was guided by the following theories deontological theory and virtue ethical theory. The study adopted a correlation research design. The target population used 220 public secondary schools, which comprised of 1100 tendering committees. The study used stratified and simple random sampling techniques to sample the school. The sample size was 294 respondents, which were derived using Yamane’s formula. Questionnaires were used for data collection. It is hoped that the findings of the study may benefit school management, scholars, policymakers, and other stakeholders. Descriptive and inferential methods were utilised for data analysis and presentation. ANOVA results indicated that ethical principles had a significant relationship with procurement management (p < 0.05). Ethical principles should be adhered to since it has improved procurement management significantly. Therefore, there is a need to tighten internal control systems in detecting procurement corruption and fraud to ensure integrity in the process.

The present study explained how the school management was in managingthe activities of Indonesia language teachers in elementary school. This wasa descriptive qualitative study. The subjects engaged were the principal, teachers, and elementary school committees. The data were garnered from interviews, observations and documentation. Subsequently, the data analysis used data reduction, data presentation, and drawing conclusion. The results of the current study showed that the school management in managing Indonesian elementary school teachers’ activities includes: a) The elementary school management in terms program planning has been carried out resting upon the objectives and the elementary school plans, but the involvement of the community (parents) in formulating elementary school programs is still lacking. b) The elementary school management in the fields of students, educators, education staff and curriculum has been implemented but not yet been in an appropriate way. c) The elementary school management in the field of leadership has analyzed the potential of the school, creating conducive elementary school. d) Elementary school management in the fields of supervision and evaluation, curriculum development, the empowerment of education and teachers, and supervision programs have not been adequate as expected.

The increasingly fierce competition mechanism inspired this research in vocational high schools in Indonesia.The State Vocational High School (SMK Negeri) 2 Kalianda, South Lampung, lacked facilities and human resources that can support students success. It also lacked the motivation to face the era of the industrial revolution 4.0. This phenomenon is interesting to explore. This research aimed to illustrate the strategic management of the school. The research was an interpretive paradigm by employing the descriptive qualitative method. The research data were obtained from the principal, curriculum representatives, teachers, education personnel, and school committees. The data collecting techniques employed were observations, interviews, and documentation. Based on the research, it was found that (1) the strategic formulation done by SMK Negeri 2 Kaliandaconsisted of vision and mission, SWOT analysis, short, medium and long term planning, as well as determining strategic superiority that can be categorized as good, but the development of educational facilities (infrastructure) still needs to be optimized. 2) Strategic implementation was ineffective, especially in utilizing information systems and linking employee competencies with educational institutions performance. Those problems were causedby the mismatch between work performancesandthe roles, considering the limited allocation and operations. 3) Strategic evaluation can be categorized as reasonably good, which covered monitoring the results of strategic planning and implementation, measuring individual and school performance, and determining improvement steps.

Abstract:
This study aims to determine the management of information systems, supporting and inhibiting factors in the acceptance of new students at the Puteri Khadijah Islamic Boarding School Pamekasan. This study uses a qualitative approach with a descriptive type of research. Data obtained from observation, interviews, and documentation. The results showed that first, in managing the information system for admitting new students at the Islamic boarding school, they planned by forming a committee, determining the opening and closing dates, the conditions that must be met, providing website-based forms, and file deposits and evaluating each process carried out. This has been done directly or in writing, after the entire program has been carried out with the evaluation, of course, to find out what is still lacking from the performance to the new student admissions committee then corrected in the future. Second, the supporting factors are the guidance from the caregivers, the direction from the coaches, and also the cooperation of the New Santri Admission committee, completeness of facilities, and infrastructure. The inhibiting factor is the lack of communication between fellow New Santri Admission committees

The research is aimed to investigate and analyze the contexts, input, process, and product of the free education program in the regency of Balangan. The research is an evaluative study by employing a CIPP model of program evaluation by Daniel L. Stufflebeam.The data of the study is collected from various sources which include the Education Department, headmasters, teachers, school committees, parents, students, and schooldocuments. The data is collected by utilizing observation, interview, questionnaire, and documentation.The results of the program evaluation show that: 1) the component of context which include the needs, goals, foundations, and program targets have met the evaluation criteria; 2) the component of input which consists of program plan, program structure, program management, and availability of the finance have met the evaluation criteria however the aspect of manpower particularly in the announcement of the finance that the schools have received, the use of the budget, and the announcement of free education through banners have not met the evaluation criteria; 3) the component of process have not met the evaluation criteria particularly the aspect of check clearing which include the indicator of accuracy of financial revenue to the school account, and the involvement of the school committees in designing the RAPS. On the aspect of budget use is the school’s announcement on the plan of financial use in the early of academic year. Meanwhile, on the aspect of budget responsibility is the school’s announcement on the use of the BOS/BOSDA in the school announcement boards. On the aspect of monitoring, the BOS/BOSDA management in the regency has analyzed the results of the monitoring whereas on the aspect of supervision the BOS/BOSDA management in the regency has carried out supervision to schools; and 4) the component of product involves the decrease of the numbers of the drop out children have met the evaluation criteria because the free education program has caused a significant effect on the decrease of the numbers of drop outs in the regency of Balangan

Financing education in schools is an important thing in effort to improve the quality of education. This study aims to (1) Planning financing strategies in improving school quality; (2) Implementation of financing strategies in improving school quality; and (3) Evaluation of financing strategies in improving school quality. The research approach used is qualitative research with a type of case study research. Data obtained through observation, interviews, and documentation in obtaining data. The stages carried out in the research are the stages of preparation, implementation, and reporting. Data were analyzed by analyzing data, compiling data, synthesizing, looking for patterns, finding out what was meaningful, what was researched and decided to be reported systematically. The results obtained from this study are (1) Planning strategies for improving the quality of Sambas 2 State Junior High School compiled and outlined in the form of RKS and RAPBS; (2) Implementation of financing strategies in Sambas 2 State Junior High School using economic unit strategies, donations of school committee funds and parents of students, submitting proposals to the government and school committees and BOS; (3) Evaluation of financing strategies in improving the quality of education in Sambas 2 State Junior High School is carried out through four stages: evaluation of results of activities for a year/semester and/or quarterly, evaluation of employee performance results through programs, evaluation carried out in accordance with organizational mechanisms, and evaluation analysis SWOT includes the results of internal and external analysis; (4) Evaluation of financing strategies at Sambas 2 State Junior High School is done by making school financial reports which are divided into several items according to the technical reporting guidelines. Based on the results of the study stating that the implementation of the quality improvement strategy through financing strategies at Sambas 2 State Junior High School has been running very well and is in accordance with the principles of financial management and the process of improving the quality of the institution.
