Abstract:
Denna litteraturstudie behandlar Safety Managment System (SMS), ett relativt nytt begrepp och arbetssätt inom flygindustrin för att arbeta med flygsäkerhet och som initierades av det som idag är International Civil Aviation Organization (ICAO), ett organ inom Förenta Nationen (FN). SMS utvecklades eftersom det i flygsäkerhetsarbetet har blivit allt svårare att utpeka enskilda faktorer som orsakar olyckor, utan är i större grad en kedja av faktorer när en olycka inträffat. SMS är en systematisk metod för att hantera säkerhet, inklusive de nödvändiga organisatoriska strukturer, ansvarsområden, riktlinjer och rutiner. SMS omfattar säkerhetspolicy och mål, riskhantering, säkerhetsförsäkran samt säkerhetsfrämjande. Transportstyrelsen publicerade 2013 ett svenskt State Safety Program (SSP) med krav på SMS inom andra verksamhetsområden inom flyget. European Aviation Safety Agency (EASA) publicerade 2013 ett förslag där SMS skulle krävas hos flygunderhållorganisationer (Part-145), vilket ej än har fastställts och publicerats. Syftet var att tydliggöra hur implementeringsarbetet fortgår för SMS inom svenska Part-145 organisationer, vilka faktorer som kan försvåra arbetet, samt att belysa möjligheter och utmaningar vid implementering av SMS. Även att få en förståelse i skillnaden mellan dagens säkerhetsarbete i förhållande till vid implementerat SMS inom flygunderhåll. Arbetet begränsades till SMS i Svenska flygindustrin och inom flygunderhåll Part-145 och arbetet baseras på källor från ICAO, EASA, Transportstyrelsen, relevant litteratur och forskning samt en kvalitativ intervju med representant på Transportstyrelsen. Slutsatsen är att det finns i dagsläget starka indicier på att EASA kommer att publicera ett lagförslag sommaren 2018 som gäller för underhålls-organisationer (Part-145) och att dessa organisationer då kommer att ha en tvåårsperiod för implementering. Vidare krav på rapportering, riskbedömning och tydligt krav på dokumentering är viktiga skillnader mellan dagens krav och de nya kraven i och med SMS. Vidare kan man konstatera att risken vid implementering av SMS är att man överkomplicerar implementeringen, inte anpassar systemet till egna organisationen, att rutiner sedan inte används alternativt otillräckligt med resurser eller att man efter implementering inte kontinuerligt arbetar med SMS. Vi kan även slå fast att framgångsfaktorer för att erhålla ett fungerande SMS inkluderar utbildning och engagerad ledning samt att SMS anpassas för organisationens verksamhet och blir väl integrerat i de dagliga aktiviteterna.
This literature study covers the Safety Management System (SMS), a relatively new concept and working method within the aviation industry to work with flight safety and initiated by what is now the International Civil Aviation Organization (ICAO), a United Nation (UN) specialized agency. SMS was developed since work with flight safety has become increasingly difficult to identify individual factors that cause accidents, but to a greater extent a chain of factors when an accident occurred. SMS is a systematic approach to managing safety, including the necessary organizational structures, responsibilities, policies and procedures. SMS includes safety policy and objectives, risk management, safety assurance and safety promotion. The Swedish Transport Agency published in 2013 a Swedish State Safety Program (SSP) with requirements for SMS in other areas in aviation. European Aviation Safety Agency (EASA) published in 2013, a proposal with requirements of SMS to the maintenance organizations (Part-145), which has not yet been established and published. The objective was to clarify how the implementation work continues for SMS in Swedish Part-145 organizations, the factors that can complicate the work, as well as highlighting opportunities and challenges in the implementation of the SMS. Also to get an understanding of the difference between today's safety work in relation to the implemented SMS in aviation maintenance. The work was limited to SMS within Swedish aviation industry and maintenance Part-145 and the work is based on sources from ICAO, EASA, Swedish Transport Agency, relevant literature and research as well as a qualitative interview with a representative of the Swedish Transport Agency. The conclusion is that there is at today strong indications that EASA will publish a legislative proposal the summer of 2018, which applies to maintenance organizations (Part-145), and that these organizations will then have two years to implement the new requirements. Further reporting requirements, risk assessment and clear demands on documentation are important differences between today's requirements and the new requirements of the SMS. Furthermore, it can be stated that the risk in the implementation of SMS is that it complicates implementation more than needed, do not customize the system to their own organization, the routines then will not be use alternative insufficient resources, or that after the implementation the organization do not continuously work with the SMS. We can also conclude that the success factors to obtain effective SMS includes education and management commitment and that the SMS adapts to the organization's operations and is well integrated in the daily activities.

Abstract:
Safety is the main concern of the aviation industry. All Air Navigation Service Providers must have a Safety Management System (SMS) which states how safety is handled, promoted and prioritized. By developing Key Performance indicators (KPIs), it is possible to quantify the effectiveness of a SMS, discover potential flaws and improvement measures. This thesis identifies principles behind the SMS, the development of KPIs and suggest potential KPIs for the Swedish air navigation service provider LFVs’ SMS. A literature study was performed and organisation specific documents were analysed to develop potential KPIs within the areas timely compliance with international obligations, competency and adoption and sharing of best practices based on an EASA questionnaire. This work presents a set of 27 performance indicators and recommends 6 as potential KPIs for the three areas together. The KPIs are developed specifically for LFV but could be applicable for other organisations with similar SMS structure and processes. They should be analysed within the organisation and, potentially, have thresholds set before implementation.

Abstract:
e-Government systems are considered by both governments and international organisations to improve administration and management. In Tanzania, an e-government system for education administration, EMIS, is partly implemented but shows several limitations. Statistical data is collected but the process is resource demanding and much of the collected data are never put into the system, and therefore remain inaccessible from this electronic system. The overall aim of this study is to propose an approach to designing more efficient e-government systems within the education sector. The focus is on public schools. The more specific aim of the present study is to: explore more efficient data transfer (faster, more reliable, and potentially less resource demanding) by using mobile telephone technology, especially SMS, as a means for statistical data collection for Tanzanian education management. The study is guided by an overall research approach that comprises systems theory and a socio-technical view. This research is performed as a case study, inspired by the ethnographic method and comprises field studies in East Africa. A multi-technique approach is used for empirical data gathering, including literature study, interviews, and direct observations. The analytical process is performed by developing and applying three analytical models: XIF - the eXtended Sustainable ICT Framework   Triple A - Access, Attitude, Awareness Seven Aspects – an Approach Towards Success The contributions of this thesis are as follows. A mobile supported SMS-based statistical data collection process employing a blended digital solution is proposed. Likely effects of such a system would be ‘better’ data e.g. less transmission errors, which provides for ‘better’ administration, ‘better’ decision-making, and also provides for transparency. Moreover, it is very likely that the proposed system is significantly less resource demanding than the present system. The three analytical models that are developed specifically for this study have generic characters and can be used during the implementation process of other e-government solutions.  The most important part of the contribution is not the technological solution per se; it is the process that foregoes the actual implementation. The proposal departs specifically from the Tanzanian educational context but has implications for e-government systems solutions and information systems implementation in developing countries in general. Finally, three overall reflections are made based on the major observations of the research findings: the Double ‘e’ Dilemma, on the problem of prioritising electronics before electricity, the Mobiles to Avoid Mobility paradox, highlighting connectivity before mobility, and the opportunity to use the SMS to Combat Corruption weapon.

Abstract:
This study explored the views and experiences of School Management Teams (SMTs) when implementing Integrated Quality Management System (IQMS) in three primary schools in the Nkangala Region of the Mpumalanga Province, South Africa. A qualitative research approach was adopted and the data were collected by means of semi-structured interviews and document retrieval in schools. The data were then analysed by the constant comparative method. All the participants in this study expressed the view that IQMS is a teacher appraisal system with a potential to develop educators in schools provided both evaluators and evaluatees are honest with the evaluation process and are able to identify their areas of development. However the experience of the principals and deputy principals with the implementation of IQMS in schools reveals that educators inflate their scores and do not identify areas where they need development. The Development Support Groups (DSGs) do not conduct authentic evaluation since they serve the purpose of helping educators to qualify for salary progression. Participants recommended external evaluation as a solution to subjective ratings since external evaluators have a potential to provide objective and credible evaluation because they are unfamiliar with educators and do not experience the pressure to maintain collegiality in schools. A key recommendation is that the Department of Education should conduct effective training for the stakeholders involved with the implementation of IQMS in schools.

Abstract:
This diploma work is concerned with planning and analysing modules of Student-School Relationship Management system (referred to as S-SRM) at universities in the Czech Republic. The goal of this diploma work is to basically devise and afterwards to verify the modules of the S-SRM system from the point of view of their contents and peripherally also its functionality. The part of the goal, that is concerned with the design, is accomplished by the description of the individual modules of the S-SRM system. One part of the goal dealing with the verification of these modules is fulfilled by the means of a research in the group of future users of the S-SRM system (students). This research is realised via the questionnaire on the Internet, and by the means of the comparison of the chosen parts of proposed modules of the S-SRM system with the goals gained in the previous requirements analysis (which means the questionnaire on the Internet). The diploma work is divided into six parts. The first part states the topic. The second part is concerned with the CRM systems (Customer Relationship Management) which are the basis for S-SRM systems. This part is followed by the third section that describes the individual modules of the S-SRM systems, and it also shows the options for its enlargement. The fourth part is dedicated to the questionnaire survey and determination of hypothesis. The analysis of the data gained in the survey is stated in the fifth section that are hypothesis evaluated. In the last, the sixth part, there are inferred the conclusions emerging from the previous parts. The theory of the suggested parts of the modules of the S-SRM system and the practice, the results gained in the previous analysis of the requirements, are compared in this last section. There are two main assets of this diploma work. One of the main assets is the proposal of the modules of the S-SRM itself from the point of view of its content and peripherally its functionality. The second main asset is the realisation of the questionnaire survey and the analysis of the gained data that show the preferences of one group of the users of the S-SRM system, namely the students.

Traditional asset pricing approaches are not able to explain extreme volatility and tail events that characterized financial markets in the past decade. System Dynamics theory, which is still underutilized in financial modeling, could help researchers to model stock market dynamics, explain and simulate extreme events. This paper proposes an artificial stock market model, which can be used to simulate stock market behavior, incorporate various assumptions about interactions among market participants: fundamental, noise and technical traders. The model includes multiple feedback loops, namely, positive feedback, ratings, debt and leverage. Dynamic interactions among loops stabilize markets and limit bubble formation. Model simulation results show, that not only the numerical limit of leverage, but also regulatory definition of leverage matters. Market stability can be achieved faster with lower system-wide and narrow definition of leverage. To increase stability, Central banks and regulators might consider targeting leverage in a financial system.

The primary goal of this research effort was to integrate several pieces of relatively simple dynamics simulations into a full blown system dynamics simulation of the telecom industry. The economic simulation model was used to analyze potential dynamics, reaching basic qualitative insights on the forces behind the industry. Examples of the pieces which comprised the model include the product adoption life cycle, product substitution models, stochastic R&D investment models, as well as an economic model for determining market share under price competition. The work focused on key attributes and areas of the telecom industry, including network externalities, investment strategies, regulation, standardization of products, and behavior of consumer welfare. Main conclusions include the convexity of risk/return tradeoff in R&D investment under severe network externalities, as well as substitution as a matching device for innovation clockspeed in competing industries. Accordingly, it is shown that mismatch in innovation clockspeed, pricing clockspeed or product introduction timing may lead to an unsustainable competitive position. The work shows the advantages of R&D competition in driving consumer welfare. A theoretical framework has been put in place for considering the dynamic influence of regulation and standardization on investment incentives and choices. Through this framework, we can consider regulation and standardization effects in short-term and long-term, and how these correspond to the competitive stability of the industry.

Oulu Business School required a management information system which would reduce the manual work requirements for AACSB reports and improve the overall data collection process. By employing design science research, it was possible to construct a detailed analysis of the requirements of Oulu Business School and model these into a set of objectives for the system. These requirements were extrapolated further, using Agile methodology, into a concise list of user stories which would form the backbone of the development process. To meet the needs of both the faculty and AACSB accreditation, Oulu Business School wanted to replace their current data collection process with a web-based information system. This system that would collect contribution information from all staff members and generate a variety of reports from the data collected on-demand. Although there was a pre-existing system, it was not considered fit for purpose. Therefore, the project started from nothing. This allowed the team to gather concise requirements as well as using previously unused methodologies. To this end, we focused on using Design Science Research as this the study of how an information system behaves dependent on its overall purpose. In the main, the motivation for this research was the need to improve its data collection and information processing methods of the Oulu Business School. By employing a combination of Agile development methodologies and design science methodologies, it was possible to build a very clear concept of what was to be developed and how. Design science provided the foundational knowledge required to define the nature of the system while Agile provided the tools for creating the artefact in an efficient and effective manner. The artefact was created over a 5-month development period with 10 sprints, or iterations, in total. Overall, the project managed to achieve the majority of the goals that were set and produced a fully-fledged system which has entered full use by the Oulu Business School. Additionally, the success of the system has been such that Oulu Business School has continued developing OBSIC and is considering the possibility of offering the system to other accredited schools.

Middle school is a critical time in students' learning of mathematics, something a Learning Management System (LMS) is designed to help parents support. What remains unknown is how parents use an LMS to monitor their children's progress in mathematics. This qualitative case study explored how parents from one midAtlantic middle school with 543 students used an LMS, EdLine, to support their children's autonomous achievement in mathematics. Expectancy-value theory and social cognitive theory made up the conceptual framework used to evaluate study findings. A criterion-based process was used to select nine middle school parents from grades 6, 7, and 8 as participants. Data sources included structured interviews and follow-up questions, EdLine spreadsheets, and parent reflective journals. Data were analyzed through a priori codes based on the literature review. Themes that emerged from the analysis included reoccurring learner autonomy and parents benefiting from their ability to use EdLine to monitor grades, check progress, and provide strategies to support mathematical achievement. Parents indicated they could encourage their children, teach them, and expect them to use EdLine to monitor and manage their grades and achievement in mathematics. This research contributes to positive social change by explaining how administrators can help middle school parents use an LMS to become engaged with their children's mathematics studies and set expectations for their mathematics task completion and achievement.

Companies today often look to improved inventory management as a means to lower costs and increase their ability to consistently meet customer needs. Research was conducted at Alcoa (Shanghai) Aluminum Products Co,, Ltd, (ASAP) in Shanghai, China to determine a framework that might be used to define and implement a visual inventory management system in a foil mill. The framework proposed is founded on I) understanding the current material and information flows and developing reasons why inventory exists, 2) consolidating rolling and annealing schedules, identifying key specifications, determining necessary inventory levels, and defining a pull system, and 3) creating an environment where people are included in the change process and educated in the principles upon which the visual inventory management system is based. The framework proposed enabled a pull production system to be implemented at ASAP in the cast shop and rolling area in approximately 6 months. It is anticipated that total WIP and finished goods inventory levels will be decreased from 2000T to 1600T, average coil manufacturing time will be reduced from approximately 19 days to I S,S days, and delivery performance will be improved.

The demographic changes and the growth in expenses of the social security make the current pension system in Brazil unsustainable, creating opportunities for the complementary fund industry. This work discusses the current and future state of the Brazilian Pension Fund System and points out the opportunities for the private pension fund industry. Additionally, this paper proposes an innovative model for the new generation of retirement products based on the Goal-Based Approach, adapted to the Brazilian market. This paper is the result of intense research based on the most significant bibliography in this area, as well as interviews with pension funds experts from the private, academic and public sectors. The thesis demonstrates that the creation of the complementary fund for federal employers was a significant initiative, but it is far from solving the pension system deficit problem. Additionally, the paper criticizes the high market share concentration among only six players, which creates an "oligopoly" extremely harmful for investors, who are offered old-fashioned products at exorbitant fees. It also presents an adaptation of the Goal-Based Approach that is expected to become the new standard for the next generation retirement products. Finally, apart from the political changes that should be pursued to guarantee the stability and future of the national budget, competition must increase. Innovative products and distribution channels proposed in this thesis will better serve customers, who will be offered tailor-made and integrated solutions at reasonable costs.

The development of complex systems is a challenging endeavor which has captured the attentions of scholars and practitioners alike. Throughout the decades, numerous methods have been proposed to help manage such development efforts more effectively and efficiently. Some of these methods, such as prototyping, concurrent engineering, iterative model for software development, and system-focused development for R&D, are process models which recommend better ways to structure the development process to handle the complexity of the system under development. This thesis seeks to understand the complex system development from a risk perspective. Continuing from the work done by other researchers, this work combines issues which are traditionally considered separately into one single model. More specifically, the model explicitly captures the dependencies in the system and the structure of an iterative development process and their interactions. The resulting mathematical problem demonstrates the risk characteristics of a development process. It shows that the optimality calls for a trade-off between the reduction of the probability of risk and the increase in the impact of risk. From its structure, the model also helps us understand how different aspects of system architecture affect the structure and the performance of the development process. In addition, the model also reveals the fundamental problems of process models and proposes a generic risk-based alternative. Abstract:
The problem of this study was to identify professional development needs of elementary school principals who are implementing site-based management. The purpose was to develop a prioritized list of developmental needs of principals participating in site-based management in the evaluation of teacher performance, instructional knowledge, behavioral life styles, and other needs as identified by a decentralized decision-making questionnaire. The population for this study was the sixty-one elementary school principals in a large urban school district. The principals were encouraged by the central administrative staff to assume the responsibility of site-based managers during the 1981-1982 school year. Three priority areas involving decision making at the school site evolved. These three areas were personnel, instruction, and budgeting. During the three succeeding years, additional areas of decision making have been added, such as building-level staff development, implementation of flexible student schedules, and provisions for specialized summer programs. Findings of the study showed that there was normality in the assessment of teaching skills by principals, that a significant correlation existed between principals' knowledge of instruction and principals' teacher evaluation scores and that a significant correlation existed between principals' teacher evaluation scores, female principals being more consistent. The findings showed that no correlation existed between evaluation scores and training and age, that there was normality of principals' scores in instructional knowledge, and that there was not a relationship between knowledge of instruction and experience or training. It is recommended that staff development be provided to principals on the philosophy of site-based management and on the role of the principal and that this staff development be given for one to two years prior to implementing site-based management. It is recommended that specific training be provided principals in improving their instructional knowledge, understanding of the authority, and an understanding of the responsibilities that accompany site-based management.

In August 2005, Patagonia announced its Common Threads Garment Recycling Program. The company is reclaiming used Capilene long underwear from consumers and using them as an input for new Capilene garments. According to company assessments, making clothes from post-consumer fabrics is more energy efficient and emits fewer greenhouse gases than making garments from traditional, petroleum-based, materials. Patagonia has a long history of considering both the economic and environmental impacts of their business decisions and it is an integral part of their brand. Changing business conditions and the rise of environmental consciousness among consumers have made supply loops an increasingly important topic in supply chain management. This is especially true in the electronics industry where the European Union has legislated mandatory recycling of all electronics products sold within its borders, as a response to environmental concerns. Electronics recycling is complex: the products are difficult and often hazardous to disassemble, recycling is often done overseas, and there are many players in the industry. Patagonia's Common Threads Garment Recycling Program, on the other hand, is a simple supply loop.
(cont.) There are two major players: Patagonia, a large outdoor apparel company based in California, and Teijin, a polyester manufacturer in Japan. There is one product being recycled: Capilene, a polyester fabric used in thermal underwear and technical outerwear. This simplicity makes it an excellent system to model. This thesis assesses different rebate structures that Patagonia can use to induce customers to return their old clothes and the impact of these rebates on the overall success of the program as measured by profitability, volume and the recycled content of new garments. There are other factors, such as consumer education and word of mouth that also drive customer behavior. The framework developed here can be used in the future to analyze the effect of different levers, such as consumer education or technology changes, on the profitability and viability of this supply loop.

Credit risk is often a critical risk in the financial sector. Therefore, how a financial institution manages its credit risk is an important determinant of profitability and solvency. In this regard, the identification and measurement of credit risk is the first component of efficient risk management. Correct and timely credit ratings are important for risk management systems, and for informing regulators about financial system risks. Credit risk is the main risk faced by the Paraguayan financial sector. Effectively managing it requires banking supervision and regulation in line with international best practices. As a step in that direction, this research assesses the Paraguayan banking regulation of credit risk and compares it to the principles and the best practices about credit risk management issued by the Basel Committee. I propose principles to guide the implementation of statistical models for better measurement of credit risk in Paraguayan financial institutions.

"Systems" goods-such as computers, telecom networks, and automobiles-are made up of multiple components. This dissertation comprises three essays that study the decisions of system innovators in mobile computing to "open" development of their systems to outside suppliers and the implications of doing so. The first essay considers this issue from the perspective of which components are retained under the control of the original innovator to act as a "platform" in the system. Based on detailed review of leading systems in this industry in data spanning 1984-2004, I find that platform boundaries expand and contract over time as a means for platform suppliers to promote the adoption of the platform (by end-customers, downstream manufacturers, and suppliers of complements) and simultaneously to ensure the continuing innovation of the system. The second essay provides a systematic empirical investigation of how the extent of openness chosen by the platform supplier affected the rate of innovation of mobile computing devices. I measure openness in relation to both the boundaries of the platform and the extent to which actions were taken by platform suppliers to promote entry by hardware device manufacturers.

I find regular relationships across multiple measures of innovation that suggest that the whether openness increases or decreases innovation depends on the nature of innovation and the intensity of competition between device makers. The third essay moves from device hardware to the applications software developer networks that form around opened platforms. I investigate the effect of platform suppliers' aggressive promotion of entry of software developers around their platforms. I find that while large developer networks are associated with a wide selection of software titles, that very large developer networks in fact lead to less software output. I interpret this result as revealing the importance of maintaining investment incentives-even in a context with network effects.

It is often difficult for companies producing new technologies to predict the acceptance pattern (or diffusion pattern) for the new technology in the marketplace. The expected diffusion pattern is important because it affects and is affected by the production, financial, sales and distribution strategies for the new technology, as well as decisions related to marketing and technical development. It is also useful if the projection of technology acceptance offers the firm insight into the factors that drive acceptance and the factors that contribute to rejection of the technology in the marketplace. This thesis develops a system dynamics model for the diffusion of a new medical technology. At the model's core is a general theory of medical technology emergence proposed by Dr. Jack Homer in his 1983 Ph.D. thesis entitled "A Dynamic Model for Analyzing the Emergence of New Medical Technologies." By parameterizing Dr. Homer's general system dynamics model to suit the new technology case, it is hoped that the model will give rise to a greater understanding of the factors relevant to diffusing the technology, as well as lead to more informed managerial decision making as progress is made with the technology.

Continuing development of the Virginia Tech campus is increasing downstream flooding and water quality problems. To address these problems, the University has proposed the construction of a stormwater management facility to control the quantity and quality of stormwater releases to Strouble Creek, a tributary of the New River. The overall goal of this project is to design a stormwater management facility proposed for the Virginia-Maryland College of Veterinary Medicine at Virginia Tech in Blacksburg, Virginia that will reduce present and anticipated downstream flooding and water quality problems. Specific objectives of the project are: * control of flooding in lower areas by reducing the peak discharge while disturbing existing wetlands as little as possible, * address removal of major NPS pollutants such as total phosphorus (TP), total nitrogen (TN), metals, organic compounds related to petroleum and gasoline, and suspended sediment (SS) from stormwater runoff, and * design of a dam system that is able to withstand all driving forces and constructed in accordance with governing regulations. The design requirement to limit wetland disturbance below one acre was maintained. The requirement set by officials of Virginia Tech is based on the Nationwide Permit 26 of the Wetland Regulations. An individual permit process is thus avoided. Considering this demand, however, the freedom of the stormwater management facility design was significantly restricted. Resulting from the previous restrictions mentioned, the facility will include two ponds in series - a lower, dry pond and an upper, wet pond. The stormwater management system is designed to reduce the peak discharge. The dry pond is designed to detain water only for a short period of time, as opposed to the wet pond which is designed to retain water, thereby maintaining a permanent pool of water, and to change the characteristics of runoff. The wet pond was chosen to be of an Extended Detention wetland type. Aspects such as the availability of suitable area and detention volume governed the decision to make use of this type of stormwater wetland. The constraint on a maximum possible water surface elevation due to the Veterinary School1s road embankment, which crest elevation is at 2023 ft, was considered in the design. The stormwater management facility was designed to meet water quantity control requirements and to address water quality benefits. Storm water management regulations intending to mitigate the adverse effects of land development to streams and waterways were met. Requirements to limit peak discharges from 2-year and 10-year events to existing discharge levels were achieved. Several outlet structures for each of the ponds were investigated. The structures proposed are a perforated riser/broad-crested weir for the wet pond and a proportional weir for the dry pond. They were chosen as a result of analyses on hydraulic performance, maximum water surface elevations, drawdown times, peak discharge rates, and pollutant removal capabilities. The average pollutant removal capability of 75% of TSS, 45% TP, and 25% TN for an extended stormwater wetland, as found in the literature, is expected to be lower for the proposed facility, since the wetland-to-watershed-area ratio is considerably smaller (0.22%) than the required minimum ratio of 1%. However, other suggested desirable parameter for extended detention wetland systems such as required treatment volume, effective flow path length, and dry weather water balance will be maintained. The structural design of the dams was based on experience and research data. The dams are designed to consist of two zones, shell and core. The core extends as a cutoff trench 4 feet below the ground surface. Additionally, toe drain trenches and anti-seep collars along the pipe where penetrating the dam will be placed to collect and reduce seepage, respectively. Special considerations toward seepage problems were taken into account for both dams by placing a cutoff trench and a toe drain trench. Note: The appendix of this project report contains four AutoCAD files, that can only be viewed using AutoCAD.

The 2004 National Defense Authorization Act (Public Law 10-136, November 24, 2003) gives the Department of Defense (DoD) authority to establish the National Security Personnel System (NSPS). This system will mark the most significant reform to civilian personnel management in 25 years. The DoD expects to implement the NSPS in a phased approach extending over two years, and is giving consideration to the Department of the Navy being the lead service. The NSPS will be built on best practices and lessons learned from nine DoD pilot programs that have been conducted in eight laboratories and one Pentagon acquisition organization. The NSPS is being designed to simplify an overwhelming job classification system, refocus performance appraisals, and link pay and retention to employee performance. Such a dramatic change to a system that has endured for so many years is bound to pose tremendous challenges to the DoD. This thesis will explore the challenges associated with pay-for-performance and provide a series of considerations that should be addressed during the implementation process. The thesis begins by discussing the history of the civil service system and its evolution toward a pay-for-performance system, then focuses on the results of three DoD pilot programs that implemented pay-for-performance in the last 25 years. It continues by exploring the present need for civil service reform, discusses the Department's expectations for the new NSPS, and offers some insights into the preliminary implementation plan. The thesis concludes by presenting research on public sector pay-for-performance systems and makes a series of recommendations which the DoD may want to consider in the course of developing and implementing the new pay-for-performance system.

The process by which complex, technically integrated products are designed and introduced can be a source of competitive advantage, especially when marketplaces are sensitive to product quality levels. An extension of this competitive advantage is the process by which ongoing production programs are supported. The ongoing support of complex products involves periodic evaluation of critical systems that effect overall customer satisfaction with the product. Such evaluation is performed to identify systems whose performance has dropped to levels that require full system redesign. In this study, a methodology is proposed that can be utilized in the redesign process of systems embedded within complex products. The overall methodology involves identification of critical target systems, a failure mode analysis of the identified system(s), use of benchmarking and/or statistical tools as necessary to characterize features that can be utilized to improve system performance, and finally, conceptual design activity to implement such features. Specifics of each of the aforementioned process steps within the overall methodology are illustrated through work performed on a project sponsored by Ford Motor Company to address poor performance of the water seal system on the SN-95 Mustang convertible. In addition to the technical issues encountered during execution of the proposed system redesign methodology, organizational issues significantly impact the overall effectiveness of ongoing production program support. Organizational structures can raise barriers to efficient organizational knowledge transfer, thus introducing inefficiencies into the overall product development process. This study examines the relationship between organizational structure and knowledge flow amongst the various stakeholders of ongoing production programs. This relationship is used to characterize mechanisms that promote effective transfer, management, and growth of the product development knowledge base within an organization's overall product development community. Examples of mechanisms that were characterized as promoting effective knowledge transfer, management, and growth include the use of aligned organizational metrics against which the different stakeholders responsible for support of a specific program are judged, and rigorous use of a formal process for documentation of experience-based lessons-learned.
