Abstract Although some scientific innovations and technologies came to their continent during the process of colonization, only during the First World War did Africans experience the full potential of new weapons and engineering breakthroughs as well as transformative transportation methods and medical possibilities. The resulting encounters sometimes left them awe-struck, but Africans frequently seized the newer technologies and turned them into opportunities. Only a few rejected them as antithetical to tradition, though occasionally some Africans expected what seemed to be revolutionary advances alone to change and improve their lives. Ultimately few Africans were unaffected by the awesome wartime scientific and technological alterations brought to their lands and peoples as a result of the First World War.

In the era of intelligent economy, scientific and technological talents have become the key objects of staff incentives in high-tech industries, but the actual effect of scientific and technological talents incentive is not optimistic, mainly manifested in the generally low incentive satisfaction of scientific and technological talents. The main reason for the above problems is that the incentive mechanism of scientific and technological talents in high-tech industry is not reasonable. In view of the problems existing in the incentive mechanism of scientific and technological talents, a new incentive mechanism of scientific and technological talents is constructed by integrating the ideas and methods of human capital theory, behavioral science and incentive theory. Combining the value-added of financial capital of high-tech enterprises with the ability, contribution, behavior and effort of scientific and technological talents, we can fundamentally stimulate the enthusiasm, initiative and creativity of scientific and technological talents.

The paper reviews the aspects of commercialization of scientific-technical products, discovery of the objects included in financing process, development and commercialization of scientific outcomes, the commercialization of the results of scientific-technical studies. As a result of natural progress, the demand for the commercialization of the outcomes of scientific-technical studies in the society increases. Full-scale studies on the commercialization of scientific results for prospective and successful measures in various fields, as well as the training in this sphere have special significance. Currently, the balance between the knowledge and the resources globally trends to the knowledge. Therefore, the education throughout whole life is a key element. The volume of capital investments in the development of non-material actives (intelligent database (ETCI), education and software) in various countries is equal or exceeds the own capital. The shift to the new stage of scientific-technical advance stipulates the necessity of strengthening of innovative activity and the implementation of the new approach. Consequently, the urgent task is the study of the methodological framework of information support of organizational and technological reconstruction of scientific researches. The paper briefly describes the stages of commercialization process and concerned parties.

A presente pesquisa tem como objetivo identificar os diferentes significados associados à palavra ecossistema nos posts dos blogs de divulgação científica do site ScienceBlogs Brasil. Para isto, utilizou-se o referencial bakhtiniano de linguagem e a metodologia da análise de conteúdo de Bardin para analisar os posts publicados entre os anos de 2012 e 2014 em todos os blogs do site. Como resultado, identificou-se quatro Categorias de Significado: Conjunto de seres vivos; Interações bióticas, abióticas e evolutivas; Interações Ser humano-Ecossistema e Interações Sociais e Tecnológicas. A categoria \"Interações Ser humano-ecossistema\" é a mais frequente, aparecendo em 50% das publicações. \"Interações bióticas, abióticas e evolutivas\" é a segunda categoria mais frequente, englobando 31% dos posts analisados. Já as categorias \"Conjunto de seres vivos\" e \"Interações Sociais e Tecnológicas\" foram identificadas em 12% dos posts analisados cada uma. Deste modo, os resultados mostram uma diversidade de significados associados à palavra ecossistema. Tendo isto em vista, caso o professor utilize os posts como ferramenta pedagógica no ensino de ecologia, ele deve selecionar aqueles posts que mais se ajustem aos seus objetivos e mais se aproximem do(s) significado(s) que pretende ensinar aos seus alunos. Além disto, o trabalho também sugere que sejam analisados os significados da palavra ecossistema nos livros didáticos, de modo a identificar as possíveis contribuições dos materiais de divulgação científica aqui analisados, frente aos materiais tradicionalmente utilizados nas escolas.<br>This research aims to identify and categorize the different meanings associated with the word ecosystem in posts of popular science blogs of the site ScienceBlogs Brazil. For this, we used the bakhtinian referential of language and the methodology of content analysis of Bardin to analyze the posts published between the years 2012 and 2014 in all blogs on the site. As a result, we identified four Meaning Categories: Set of living beings; Biotic, Abiotic and Evolutionary Interactions; Interactions Human-Ecosystem and Social and Technological Interactions. The \"Interactions Human-ecosystem\" is the most common, appearing in 50% of the publications. \"Biotic, Abiotic and Evolutionary Interactions\" is the second category most frequent, encompassing 31% of the analyzed posts. The categories \"Set of living beings\" and \"Social and Technology Interactions\" have been identified in 12% of the posts analyzed each. Thus, the results reveals various meanings associated with the word ecosystem. With this in mind, if the teacher uses the posts as a pedagogical tool in ecology education, he should select those posts that best fit their goals and become closest to the meaning(s) that he wants to teach his students. In addition, the work also suggests that the meanings of the word ecosystem be analyzed in textbooks, to identify the possible contributions of science communication materials reviewed here, compared to materials traditionally used in schools

Philosophiae Doctor - PhD<br>The U.S. has a problem: it is not effectively utilizing all the bright young minds available to its science & engineering workforce. In 2012 the President’s Council of Advisors on Science and Technology (PCAST) reported that a million more STEM professionals in the U.S. workforce were needed over the next decade. PCAST reported that the situation is far worse for underrepresented students, who make up 70% of undergraduate students but only 45% of the STEM degrees. Recent reports suggest women in science and engineering have made small gains, while historically underrepresented ethnic groups (Blacks, Hispanics, American Indians) continue to be significantly underrepresented. The lack of diversity in the U.S. workforce is not reflected in the USA population nor is it reflected in the undergraduate student population. As the U.S. aspires to retain a leadership role in research and development in an increasingly diverse and globally interconnected society, this disparity is unsustainable. What if having more culturally interesting, more culturally responsive STEM classes is a way of increasing the diversity of the science and engineering workforce in the U.S.? This study focuses on a topic that has been generally overlooked by the STEM educational community, but one that is directly relevant to student engagement and learning outcomes: the role of culture as a variable in student learning. This study examines how different pedagogical approaches shape student outcomes in Astronomy 101 courses. In a comparative study two different pedagogical approaches were analyzed using both quantitative and qualitative methods in a semiexperimental nonequivalent group research design. The theories of culturally responsive pedagogy (CRP), active learning theory in STEM, and Indigenous knowledge systems (IKS) ground this approach. The findings of this study show important gains for all students. Underrepresented minority students (URM) in the course with increased culturally responsive pedagogy were exceptionally engaged and learning gains soared. By measure of the concept inventory, the URM students in the course with increased culturally responsive pedagogy outperformed all other students in the study. As the U.S. will have a non-white majority by the year 2045 and diversity in STEM faculty lags there is a need for tangible, evidence-based, culture-based curriculum and pedagogy. The research had the following Objectives: a) Identify the facilities and difficulties found out by the teachers-students from the courses of post graduation named: Technologies and Distance Education and DE and the New Technologies ; through the research in the apprenticeship virtual ambience; b) To analyze the leading principles of pedagogic practical linked to the process of the knowledge construction and the way that the drill named: Scientific Research Methodology, contribute to the formation of the searching student meanwhile he or she is the producer of the knowledge. The starting conceptual point was framed by making the interlacement between technology and curriculum, while the literature revision concentrated about the knowledge history, the research as an educative principle and as a scientific principle. The investigation that is characterized by the case study enabled to form the two analyze categories: teaching and learning by searching and autonomy in the conception of Paulo Freire. To explain the collection instruments it was used the analyze of the contents inside the deposition of the twenty-one teachers-students and the eight teachers of the discipline Methodology of Scientific Research and Orientation of the Works to the Course Ending, the purpose of understanding the confrontation and the virtual and real challenges of the research subjects. During the development of the research it was observed that some barriers must be overcome by the students so as by the teachers, among them it is detached: a) Plagiarism; b) Reading lack; c) Understanding of that searching is much more than use Copy and Paste Keys; d) The culture absence that the student learn something, mo matter if it is in the virtual or in the real way; e) Resistance to the new; f) Dialoguing when writing the didactic materials; g) The virtual distance by itself what doesn&#8223;t allow the eye by eye between who learns and who teaches. By ending the present study it was tried to show that educate or learn by searching, specially in DE, it should give to the student, the object of apprenticeship, the development of his or her autonomy supported by an educative proposal that allows the critical reading of the world, in the view of making a social and political construction that leads students and teachers to freedom<br>O estudo que ora se apresenta, insere-se na linha de pesquisa: Novas Tecnologias em Educação, do Programa de Doutorado em Educação: Currículo da Pontifícia Universidade Católica de São Paulo. A pesquisa teve como objetivos: a) identificar as facilidades e as dificuldades encontradas pelos professores-alunos dos cursos de pós-graduação em Tecnologias e Educação a Distância e EaD e as Novas Tecnologias , na realização de suas pesquisas nos ambientes virtuais de aprendizagem; b) analisar os princípios norteadores de práticas pedagógicas articuladas ao processo de construção do conhecimento e a maneira como a disciplina de Metodologia da Pesquisa Científica contribui para a formação do aluno pesquisador enquanto produtor de conhecimento. O marco conceitual introdutório foi estruturado ao se fazer o entrelaçamento entre tecnologia e currículo, enquanto a revisão da literatura discorreu sobre a história do conhecimento; a pesquisa como princípio educativo e como princípio científico. A investigação que se caracteriza pelo estudo de caso possibilitou que emergissem as categorias de análise educar e aprender pela pesquisa e a autonomia na concepção freireana. Para a interpretação dos instrumentos de coleta, utilizou-se da análise do conteúdo na fala dos vinte e um professores-alunos e oito professores da disciplina de Metodologia da Pesquisa Científica e Orientação de Trabalhos de Conclusão de Curso, a fim de entender os enfrentamentos e os desafios virtuais e reais dos sujeitos da pesquisa. Durante o desenvolvimento desta, observou-se que algumas barreiras precisam ser superadas, tanto por parte dos discentes quanto dos docentes, entre elas: a) plágios; b) deficiência na leitura; c) entendimento de que pesquisar se distancia das teclas do copiar e colar; d) ausência da cultura de que o aluno aprende, quer seja no virtual ou real; e) resistência ao novo; f) dialogicidade na escrita do material didático; g) a própria distância virtual que não permite o focar olho no olho de quem aprende e de quem ensina. Ao finalizar o presente estudo, procurou-se mostrar que o educar e aprender pela pesquisa, especialmente na EaD, deve propiciar ao aluno, sujeito da aprendizagem, o desenvolvimento de sua autonomia sustentada em uma proposta educativa que permita a leitura crítica do mundo, visando um fazer social e político, que conduza educandos e educadores à liberdade

For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture.&#x0D; At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy.&#x0D; The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

The scientific article deals with the analysis of peculiarities of the use of innovative AR/VR technologies in the process of developing future special- ists’ stress resistance. Based on the analysis of the introduction of AR/VR tech- nologies in the context of the implementation of a competency-based approach to higher education; modern studies on the impact of augmented reality on the emotional states and physiological features of a person in a stressful situation, the experience of cooperation of students and teachers at the Laboratory of Psy- chophysiological Research and STEAM-Laboratory has been described. Within the framework of the corresponding concept of cooperation, an integrative ap- proach to the process of personality’s stress resistance development has been designed and implemented. It is based on the complex combination of tradition- al psycho-diagnostic and training technologies with innovative AR/VR technol- ogies. According to the results it has been revealed that the implementation of a psycho-correction program with elements of AR technologies has promoted an increase of the level of personality’s emotional stability and stress resistance. The level of future specialists’ situational and personal anxiety has decreased; the level of insecurity, inferiority, anxiety about work, sensitivity to failures has also decreased; the level of flexibility of thinking and behavior, ability to switch from one type of activity to another one has increased; general level of person- ality’s adaptive abilities has also increased. The perspectives of further research include the analysis of the impact of AR/VR technologies on the future profes- sionals’ psychological characteristics in order to optimize the process of im- plementing a learner-centered approach into the system of higher education.

After analysis of scientific literature, we defined that concept of “augmented reality” has following synonyms: “advanced reality”, “improved reality”, “enriched reality”, “mixed reality” and “hybrid reality”. Analysis of scientific literature and own practical experience of the use of augmented reality technologies application in educational practices allowed to state next: augmented reality technologies have a great potential for application in education; there are some cases of augmented reality use for school education; positive aspects of augmented reality technologies application in higher education institutions are confirmed by experiments (isolated cases); only few universities in Ukraine apply augmented reality technologies to educate students; only few universities in Ukraine have special subjects or modules in schedule to teach students to develop augmented reality technologies; various scientific events, mass events, competitions are held in Ukraine, and specialized training on the augmentation of augmented reality technologies is carried out, but this is non-systematic and does not have special state orientation and support. Features of introduction of virtual and augmented reality technologies at Sumy State University (Ukraine) are identified: “e-learning ecosystems” was created; in 2019, augmented and virtual reality research laboratory was established. Advantages and disadvantages of project activity in education are described: project activity is one of the most important components of educational process; it promotes creative self-development and self-realization of project implementers and forms various life competencies. It is determined that augmented reality application for implementation of educational projects will help: to increase students’ interest for educational material; formation of new competences; increase of students’ motivation for independent educational and cognitive activity; activation of educational activities; formation of positive motivation for personal and professional growth; conditions creation for development of personal qualities (creativity, teamwork, etc.). Current trends in implementation of educational projects were identified: most of the winner projects were implemented using augmented reality technology; augmented reality technologies were used in projects to teach different disciplines in higher education institutions. Augmented reality technology application for project activity has positive impact on learning outcomes and competitiveness of the national workforce; it will enhance the country’s position in the global economic space.

The article contains research on use of open and specialized geoinformation systems to prepare students and postgraduates on specialties: 101 “Environmental Sciences”, 103 “Earth Sciences”, 122 “Computer Sciences”, 183 “Environmental Technologies”. Analysis of the most common world open geoinformation systems is done. Experience of geoinformation systems use for students and postgraduates teaching for different specialties is described. Predominant orientation towards the use of geoinformation systems in educational process is determined based on the analysis of scientific publications and curricula of the most popular Ukrainian universities. According to the authors the material that is given narrows knowledge and skills of students and postgraduates, particularly in computer modeling. It is concluded that ability of students and postgraduates to use geoinformation systems is interdisciplinary. In particular, it develops knowledge and skills in computer modeling of various processes that may arise in the further professional activity. Examples of professional issues and ways to solve them using geoinformation systems are given. Recommendations are given on the use of open and specialized geoinformation systems in the educational process. It is recommended to use both proprietary (ArcGis, MapInfo) and open GIS (uDIG, QGIS, Whitebox GAT) to teach students. Open GIS (uDIG, QGIS, Whitebox GAT) and specialized (Modular GIS Environment, GEO + CAD, GeoniCS, AISEEM) can be used to teach both students and postgraduates.

This article is dedicated to the Earth Remote Sensing (ERS), which the authors believe is a great way to teach geography and allows forming an idea of the actual geographic features and phenomena. One of the major problems that now constrains the active introduction of remote sensing data in the educational process is the low availability of training aerospace pictures, which meet didactic requirements. The article analyzes the main sources of ERS as a basis for educational resources formation with aerospace images: paper, various individual sources (personal stations receiving satellite information, drones, balloons, kites and balls) and Internet sources (mainstream sites, sites of scientific-technical organizations and distributors, interactive Internet geoservices, cloud platforms of geospatial analysis). The authors point out that their geospatial analysis platforms (Google Earth Engine, Land Viewer, EOS Platform, etc.), due to their unique features, are the basis for the creation of information thematic databases of ERS. The article presents an example of such a database, covering more than 800 aerospace images and dynamic models, which are combined according to such didactic principles as high information load and clarity.
