Abstract:
Abstract Recent advances in techniques to measure markers of exposure to environmental toxicants in humans are changing the ways in which environmental scientists, epidemiologists, and policymakers characterize and interpret such exposure. In this article we review some major technical and scientific developments in exposure marker methodology for estimating internal dose, with special reference to studies conducted at the US Centers for Disease Control and Prevention. We consider important characteristics of laboratory methods, advances in laboratory technology, analytical standards, and quality assurance of laboratory measurements; comparisons with indirect methods for estimating exposures, such as exposure indices and questionnaires; human pharmacokinetic data; sampling problems; surveillance of human exposures to toxicants; and interpretation of measurements. With a view to increasing the reliability of exposure assessment, we make recommendations for obtaining more data on human exposure to toxicants.

The paper presents the features of the commercialization of scientific-technical products, revealing aspects participating in the financing, development and commercialization of the outcome of scientific-technical researches. As a result of a natural progress, the demand for the commercialization of the outcome of scientific-technical researches in community increases. The practice of wide-scale researches in the commercialization of scientific outcome for perspective and successful measures in various spheres, as well as the training of the specialists in this field are essential. In the context of the market growth in the scientific-technical products, as well as quite high standard of competition, the search of new ways of commercialization of products of scientific developments is considered practicable. The commercialization of scientific developments is quite complicated labor-intensive process associated with the practical use of the outcome of scientific researches and developments aiming the launching in the market of new or improved products, services or processes with obtaining commercial outcome. The degree of interest of all participants of strategic cooperation in the success of initiated events depends on the length of chain beginning from the introduction of scientific development in a particular enterprise to the remarkable economic consequences on macro level.

Abstract:
In this paper, the question is explored of what policies, standards and practices are desirable to ensure that hardware, software and publications in the sciences and associated disciplines are created from the outset to be accessible to people with disabilities. Insight into this question can be obtained by considering the unique accessibility challenges that these materials pose, including complexities of notation, language, and graphical representation. Having analyzed what sets this problem apart from broader issues of accessibility, the advantages and limitations of current international standards are reviewed, and contemporary developments in standards and policies are considered from a strategic perspective. These developments include the establishment of accessibility requirements for e-books and e-readers under the European Accessibility Act, the potential role of process-oriented accessibility standards such as ISO/IEC 30071-1:2019, and opportunities for enhancing the standards applicable to scientific materials via future revisions of the World Wide Web Consortium’s Web Content Accessibility Guidelines (WCAG). The accessibility of scientific and technical content is ultimately supported by several interrelated human rights recognized in international disability rights law, which constitute a foundation for further evaluation and development of policies. It is argued that attaining pervasive accessibility in scientific and technical fields requires an unprecedented level of commitment and collaboration among educators, scientists, content and software producers, regulators, and people with disabilities.

Abstract:
The article analyzes the significance of scientific and technical progress from the point of view of the level of activation of scientific and technical activity by the main managers of financial funds. Scientific and technical activity in Ukraine was studied based on the financing of fundamental scientific research, applied scientific research and scientific and technical (experimental) developments and the amount of scientific and technical products created at the expense of the general fund by the main managers. The dynamics of financing of scientific and technical (experimental) developments per unit of scientific (scientific and technical) production by the main managers of funds were analyzed, which allowed to identify the managers of the maximum funding for scientific (scientific and technical) development: Ministry of Internal Affairs of Ukraine, Ministry of Environmental Protection and natural resources of Ukraine and the Ministry of Culture and Information Policy of Ukraine. For all other main managers (nineteen items), the amount of funding for applied scientific research and scientific and technical (experimental) development per unit of scientific (scientific and technical) production is less than UAH 1 million. By using the method of analyzing the functioning environment, the level of efficiency (or inefficiency) of the activities of various managers of funds, calculated on the basis of the cost of a unit of scientific (scientific and technical) production, was determined. This analysis made it possible to build an efficiency line for the two main managers of funds (the Ministry of Environmental Protection and Natural Resources of Ukraine and the National Academy of Pedagogical Sciences of Ukraine) and to determine the general trend of inefficiency in the activities of other managers of funds (the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine, National Academy of Medical Sciences of Ukraine and National Academy of Agrarian Sciences of Ukraine). An assessment of the prospects for increasing the effectiveness of the implementation of scientific research and the implementation of scientific and technical (experimental) developments was carried out, with the existing financing by the main managers of funds, which allowed to calculate the amount of a possible increase in the amount of funding for fundamental scientific research, applied scientific research and scientific and technical (experimental) development.

Abstract:
The article aims to examine India’s international scientific and technical cooperation (ISTC) and its role in its national technological sovereignty. India has long claimed the status of a great power and, as a result, is striving to strengthen its positions in areas of strategic importance. Meanwhile, today, in terms of quality and volumetric characteristics, Indian achievements are significantly inferior to both the most developed countries and China, India’s key competitor. Against this contradictory background, an effective organization of international scientific and technological cooperation is becoming increasingly crucial to tap the country’s potential. In this regard, India tends to choose co-authors in scientifically and technologically advanced countries as well as to pursue a policy aimed at shaping the global scientific, technical, and innovation agenda in favor of its domestic socio-economic needs. With a view to reducing its excessive dependence on the leading economies in R&D, India attempts to expand the ISTC geography by establishing contacts with the BRICS countries. Given that amidst current political developments, India refused to stop the collaboration with our country even under the Western pressure, it is necessary for Russia to further deepen the dialogue.

Abstract:
The article considers the prerequisites for the emergence of a cluster mechanism for the introduction of initiative developments in the Republic of Belarus. A basic (reference) model of the implementation mechanism is proposed, according to which a new cluster mechanism is formed at the level of its core, an algorithm for integration and interaction of implementation organizations and six conditions for the implementation of this algorithm in practice. It is shown that the launch of a new cluster mechanism will allow the introduction of 14 to 26 initiative developments annually, which will contribute to the socio-economic development of Belarus.

Abstract:
The article analyzes the effectiveness of scientific and technical developments in obtaining biologically pure products in agriculture, identifies aspects of improving the effectiveness of scientific and technical developments in the agricultural sector used in obtaining agricultural products in organic farming, in particular, the specifics of the development agricultural machines and tools for organic agriculture, the conditions that the developed equipment must satisfy are determined. The analysis of factors contributing to the increase in the cost of work on the creation of a single technical tool for the conditions of organic farming was carried out. The proportions that have developed at the present time in the structure of R&D performed in the agricultural engineering industry are also considered. It is concluded that insufficient attention is paid to the work on the creation of a strategic scientific and technical reserve, inertia of R&D subjects and organizational and staff structures of the sectoral research institutes of agricultural engineering. The necessity of creating organizational forms of integration of science and production, which allow for a clear and quick passage of ideas from their inception to widespread use in practice, the widespread use of new progressive forms of organization of scientific activity is considered. Measures are proposed to improve the systematic organization of R&D management. The necessity of introducing documents on the procedure for conducting joint work on the creation of new types of agricultural machinery, carried out by subordinate research and technological organizations, is shown. A significant place in the article is given to the directions and results of the work of Kazan State Agrarian University in the field of R&D and its contribution to the scientific support of the agro-industrial complex of the Republic of Tatarstan and the Russian Federation. The currently used forms of R&D integration are considered from the point of view of the completeness of coverage of all potential performers, especially the academic and university sectors of science. Ways are proposed to expand the communication systems for scientific and technical cooperation through the widespread use of forms of interdepartmental cooperation, using progressive developments in the field of scientific and technical developments of Russian research institutes and educational institutions. Recommendations are proposed to increase the amount of funding for work on creating a strategic scientific and technical reserve in agricultural machinery and the implementation of a certain economic management mechanism. It is concluded that there are all the necessary prerequisites for a decisive transition to fundamentally new technologies, machines and tools in organic agricultural production, a significant improvement in the organization of work on their creation and implementation, which will dramatically accelerate the pace of scientific and technological progress in the industry.

Abstract:
The article is devoted to the study of key approaches to the creation of a modern mechanism of public finance management in the field of science in Ukraine on the basis of accounting information about the real cost of research and development. The state of financing the sphere of science is analyzed, and negative trends are shown in the structure of public expenditures that do not contribute to the development of the scientific potential of our state. It has been determined that financing of subjects of scientific - technical activities should be carried out on the basis of a reliably determined cost of public services provided by them. It has been substantiated that the cost price as an indicator of the volumes, directions and quality of the use of budgetary funds should become the basis for determining the amount of government funding and establishing a contractual price for research and development. It has been shown that in the conditions of the declared European integration direction of the development of domestic science, Ukrainian subjects of scientific and scientific-technical activities function in the absence of a sectoral normative legal act on the formation of the cost price of scientific research and scientific-technical (experimental) developments. It is shown that in order to implement state policy to enhance domestic scientific and scientific -technical activities and integration into the European Research Area, it is necessary to agree on approaches to mechanisms for the distribution of budgetary funding and develop a unified regulatory framework for planning, accounting for research and development and calculating thе cost price. This will contribute to the formation of unified principles for determining the cost of scientific re and scientific - technical (experimental) developments to create a modern effective mechanism for managing public finances in the field of science.

The scientific work, which was carried out within the framework of the topic of fundamental research “Legal mechanisms of the new research infrastructure” (Research and Development Center of UkrINTEI № 0121U113768), reflects legislative changes in the system of priority areas in the fields of scientific, scientific and technical and innovative activities on the basis of the analyzed current regulatory legal acts in this area (laws of Ukraine “On Scientific and Scientific and Technical Activities”, “On Innovative Activities”, “On Priority Areas of Development of Science and Technology”, “On Priority Areas of Innovative Activities”). The article indicates that given the conditions of martial law and the need to consolidate efforts to maintain an appropriate level of development of scientific activity and high-quality research, to ensure economic reconstruction and its development in an innovative way, it is unacceptable to have legislative inconsistencies and gaps in these areas. In today’s realities, attention should be focused on the need and expediency of harmonizing the process of forming priority areas of science and technology and innovation with the key strategic guidelines of the EU in this area. The paper identifies cases of failure to ensure that existing topics of basic research are in line with the legislatively regulated list, due to the lack of clear priority areas that would not have a double interpretation. In particular, in support of the implementation of a unified state policy on the formation of priority areas of scientific, scientific, technical and innovation activities, the procedure for which should be directly approved by the Cabinet of Ministers of Ukraine, prior to the adoption of the draft Law of Ukraine “On the System of Priority Areas of Scientific, Scientific, Technical and Innovation Activities in Ukraine”, it is established that it is necessary to agree on: the procedure for approving the list of priority thematic areas of scientific research and scientific and technical development; the need to take into account the integration of the national sector of scientific research and scientific and technical (experimental) developments into the global and European research space.

Based on the analysis of the implementation of scientific and technical developments in the activities of enterprises in the context of strengthening economic security, the trends in the use of safety, labor, and financial resources were determined, the main costs of research and development were identified by their types, and the sources of financing innovative activities of enterprises were determined. The importance of increasing the role of the state and investors in providing support for the creative activities of enterprises in various fields, particularly in technological management as a modern approach to management, is noted. The article considers the categories of employees and estimates the number of doctors of philosophy and doctors of science involved in scientific research and development. Special attention is focused on estimating costs for scientific research and development. Since the efficiency of the enterprise's functioning and its competitiveness, safety, and security depend on the level of fees, scientific and technical (experimental) developments have the highest cost indicators. Innovation is an integral component in developing scientific research, as it is the only asset that creates the potential for successful, energy-saving, and efficient production. The study of costs by areas of innovative activity showed that prices for purchasing machines and software occupy the largest share of the expenses by areas of innovative activity. The sources of financing creative activity of enterprises were studied since funding innovative activity is one of the necessary conditions for innovative training. Abstract:
Currently, the study of the problem of forming a new model of the socio-economic system, determining its main features and directions of development is relevant in methodological, theoretical and practical terms. In line with the ongoing scientific discussion, the theoretical model of an industrial society of the second generation seems to be the most developed. The purpose of our research is to analyze the role of scientific and technical work in the formation and development of this model of society. This is due to our consideration of scientific and technical labor as the dominant form of labor, as a system-forming element in the emerging new socio-economic system. The research is based on the use of statistical analysis, concrete historical, systemic and interdisciplinary approaches. The article shows that the influence of scientific and technical work on the formation and development of a new industrial society of the second generation occurs in the following areas: 1) scientific and technical workers turn into the dominant professional group; 2) these workers crucially ensure the receipt of the most important socio-economic results: 3) the bearers of scientific and technical labor play a decisive role in ensuring economic security; 4) the development of scientific and technical labor is associated with the transformation of workers into owners based on the use of intellectual property relations; 5) the transformation of scientific and technical labor into the dominant form of labor leads to significant changes in labor motivation; 6) scientific and technical workers play a leading role in justifying a set of strategic measures designed to ensure the achievement of national goals development. The results of the conducted research can be used in the future in theoretical and methodological developments of the problems of formation and development of a new model of society, in solving practical problems in the scientific and technical field.

Abstract:
This article provides a brief presentation of the development of some cognitive scientific views on technical communication and translation. I look in detail at one of the latest cognitive scientific trends, namely Situated and Embodied Cognition. According to this approach, humans are creative beings who are dependent on their physical and psychological circumstances. I provide a brief overview of the background to situated, embodied cognition, present some of its main concepts and conclude with a number of proposals about how findings in this field can be used to further develop research in Technical Communication and Translation Studies. In doing so, I argue that the new findings in cognitive science will necessarily change some of the common concepts and methodological traditions with regard to the actual text production process and competencies.

Abstract:
The presented article studies the issues of accounting the results of research and development work in the institutions of the penal system. The purpose of the study is to refer to the official scientific and technical information of the penal system as an object of legal regulation. The scientific and practical significance of the work lies in its subsequent applicability in the legal regulation of activities in organizations. The research is based on the empirical method of cognition. The descriptive method of normative legal documents regulating the scientific activity in the penal system is used. The authors of the article summarize the need to create a unified database of research and development activities in the Service. The practical value of the materials presented in this article lies in the possibility of creating on their basis a single database for accounting the results of intellectual activity. Internal accounting of scientific and technical documentation will optimize the planning and control of research and development work, increase the volume of implemented developments, and expand the opportunities for exchange of experience. The creation of a departmental automated system operating on the basis of quantitative indicators, as a result, will help to improve the quality of scientific support and the efficiency of the entire penitentiary system. Abstract:
The article examines the key aspects of the commercialization of high-tech developments, analyzes the existing challenges and opportunities for the effective introduction of innovative products to the market. Using the example of an empirical study in which representatives of scientific organizations and innovative companies from a conditional Russian region participated, the main factors influencing the success of commercialization were identified. The assessment was carried out taking into account the prospects for the development of scientific and technical potential, the interaction of universities and enterprises, as well as regulatory and legal regulation. The obtained results show that competent management of the process of scientific knowledge transfer, strengthening of financing mechanisms and strengthening of interaction between the academic sector and industry contribute to the growth of competitiveness of the national economy.

Abstract:
The article presents the results of the institution’s research work obtained in 2023. Research is focused on solving problems: accelerated creation of new varieties of horticultural crops based on the mobilization of bioresource collections using molecular genetic methods and digital technologies; ensuring environmental and economic sustainability and optimal productivity of perennial agrocenoses, as well as the quality and safety of preserved plant agricultural raw materials based on biologization and digitalization of technological processes. An analysis of the effectiveness of scientific and technical activities is given according to the criteria of research, publishing, publiсation, inventive activity, innovative, educational and financial and economic activities of a scientific institution. As a result of R&D, 115 completed developments of fundamental importance have received, forming the methodological and methodical basis for the creation of scientific and technical products of a priority applied level. Fundamentally new developments in applied research in the fields of knowledge relevant to the scientific institution were 81 developments that provide improvement in the quantitative and qualitative indicators of biocenotic and production processes in fruit and vineyards, technological processes during storage and processing of agricultural products. The gene pool is preserved – 7,253 samples of fruit, berry, nut crops and grapes, replenished with 127 varieties; clones were selected and 7 donors were identified and 53 sources for creating new varieties that combine high potential productivity, winter hardiness, drought resistance, sustainability to the most harmful diseases and pests. The State Register of Breeding Achievements approved for use in 2023 in the North Caucasus (6) region includes 3 varieties of apple trees, one grape variety, one clonal rootstock of small stone fruit crops, a rose variety bred by the scientific institution. Output products are registered in the USAIS electronic accounting database in the form of intellectual property for 99 completed developments. Regulatory documentation has been developed in the form of organizational standards, technological instructions and technical conditions for 37 completed developments.

This report summarizes the findings and recommendations of an international workshop that was organized jointly by IUPAC and the Organisation for the Prohibition of Chemical Weapons (OPCW), and held in Zagreb, Croatia, from 22 to 25 April 2007. It was held to assist with preparation for the Second Review Conference of the Chemical Weapons Convention (CWC), which will commence in April 2008. The CWC has been in force since 29 April 1997, and today 182 States have joined the Convention. The CWC aims at the total prohibition of all chemical weapons (CW) and the destruction of all CW stockpiles and production facilities by 2007. Extensions have been agreed upon and, for some CW stockpiles, the deadline is now 2012. This disarmament is subject to strict international verification by the OPCW. The CWC also prohibits the development, production, acquisition, stockpiling, and retention of CW and requires national implementation measures, including legislation, together with the international verification of chemical industry facilities. Furthermore, the CWC aims to strengthen States Parties' capacities in the field of protection against CW, and encourages international cooperation in the peaceful application of chemistry. The CWC requires that reviews of the operation of the Convention are carried out at five-year intervals and specifies that such reviews "shall take into account any relevant scientific and technological developments", so as to ensure the continued effectiveness of the treaty and of its verification and implementation systems. This report has been prepared to assist the parties of the CWC with that review.

The definition of subjects of scientific and scientific and technical activity in Ukraine is an important aspect of the legal regulation of the scientific process, which remains insufficiently regulated. The lack of a single category to designate all natural persons as subjects of scientific activity, such as graduate students, scientists, scientists, etc., not only creates legal uncertainty, but also complicates the regulation of the rights and obligations of different categories of researchers, including the issue of the legal status of graduate students , who are at the stage of professional training, requires special attention that the status significantly affects the legal relations regarding the results of their scientific research, as well as the possibility of integrating these results into practical activity In addition, an important aspect is the distinction between the rights and responsibilities of scientists and scientists, since the level of their influence on scientific and technological progress varies significantly depending on experience, qualifications and the stage of a scientific career. This issue, as well as the theoretical definition of the generalized category of scientists for individuals, are relevant for ensuring the effective commercialization of scientific developments, as well as for the proper organization of scientific activity in general. Analysis of recent researches and publications. Next foreign scientists as Andrea Geuna and Antonio Muscio, Barry Bozeman, Henry Etzkowitz, David Siegel, Michel Perckmann, Vincenzo Tartari, Martin McKelvey, Robert Weugelers and Mike Rice studied the problems of implementing the results of scientific and scientific and technical activities in various aspects. P., Lyubchych A. M., Hlybko S. V., Kresina I. O., Dobryanska N.O., Klimova H. P. and others. Purpose of research is to analyze the legal regulation of scientific and technical activities, focusing on the categorization of researchers and their rights, particularly regarding intellectual property and the commercialization of scientific results. It examines the roles of various academic levels, from candidates of science to senior researchers, in shaping the legal status and protection of their work. Article’s main body. The article explores the legal aspects of scientific and technical activities, focusing on the roles and responsibilities of researchers at different levels, such as candidates of science, doctors of philosophy, and senior academics. It addresses the categorization of these researchers and the importance of defining their rights, particularly in the context of intellectual property. The article also delves into the issue of commercialization and the legal implications of turning scientific results into marketable technologies. Additionally, it analyzes how these factors are regulated under Ukrainian law, with references to both national and international legal frameworks. Conclusions and prospects for the development. The article underscores the need for clearer legal frameworks regarding the roles of individual researchers and the protection of intellectual property in Ukraine. The works of academician V.P. Goryachkin, including the "Agricultural Mechanics" created by him, served as the foundation and basis for the broad development of research to solve the problem of increasing the working speeds of machine-tractor units, their scientific and methodological core. One of his most important scientific developments was the theory of masses and velocities, which made it possible to radically change the direction of development of energy and technological means for tillage. (Research purpose) The research purpose is analyzing the implementation of Goryachkin’s ideas in solving one of the largest scientific and technical problems, the problem of increasing the working speeds of machine-tractor units. (Materials and methods) Conducted an analysis of literary sources by applying the historical-analytical method. Original works of Russian authors were used as objects of research: monographs, reports of research institutions, scientific journals, conference materials. (Results and discussion) It was revealed that the successful introduction of two generations of high-speed equipment gave reason to raise the question of further increasing the speed of machine-tractor units. We determined the optimal parameters of promising high-speed agricultural machinery, its operating modes, rational ranges of increasing operating speeds, outlined the ways of its design and use, convincingly proved the effectiveness and technical feasibility of creating, implementing and rational use of high-speed machinery. It was noted that in the technical policy in the field of tractor and agricultural engineering, a decisive turn was made towards the creation of high-speed equipment that provides a significant increase in the productivity of machine-tractor units. (Conclusions) The success of major scientific and technical projects is based on the continuity of scientific developments and technical achievements of their predecessors, their implementation and development taking into account the latest modern achievements.

The purpose of the article is to analyze the provisions of the proposed methodology, which can be used by customers to evaluate the importance of scientific work in universities in solving issues of determining the size of funding, granting grants, supporting investment projects, concluding contracts for the implementation of scientific works, determining the price of scientific and technical products. Methods used in the process of research: in the work used general scientific and special methods of knowledge of economic phenomena, which ensured solving the tasks in the chosen direction of research. The results of the work the conducted analysis shows that a large number of universities in their activity use different methods in calculating the effectiveness of the results of scientific and research work, but taking into account these types of effect in assessing the effectiveness of the implementation of scientific and scientific and technical work in higher education requires the creation of a single methodology that would take into account the whole range of technical, economic, social and educational-pedagogical effects in choosing the best options for using the results of scientific research second and developments. The field of application of results: higher educational institutions of Ukraine, the Ministry of Education and Science of Ukraine, rayon and local departments of education. Conclusions. The effectiveness of research and development is the main component of the mechanism for determining the value of scientific and technical products, which determines the sources and amounts of funding. An immediate component of the effect level is the development of new technologies in education. This requires a methodology for determining the effectiveness of scientific and technical works in higher education, designed to calculate the effectiveness of implementation, execution and realization of scientific development of both fundamental and applied nature (in the form of projects) at all stages of the research life cycle.

As a result of the implementation of the research, 117 completed developments of the fundamental value were obtained, forming a methodological and methodological basis for the creation of a STP of a priority-applied level. The fundamentally new developments of applied research in the profile scientific institutions of knowledge are 71 development, which ensures the improvement of quantitative and qualitative indicators of biocenotic and productive processes in fruit and grape plantations, technological processes in the storage and processing of agricultural products. The gene pool has been preserved – 7342 sample of fruit, berry, nut crops and grapes, replenished with 128 varieties; Clones are selected and 8 donors and 54 sources were selected to create new varieties combining high potential productivity, winter hardiness, drought tolerance, resistance to the most harmful diseases and pests. In the state register of breeding achievements admitted to use in the North Caucasus (6) region, materials were transferred to 1 variety of pears Fiona (NCFSCHVW) and 2 grape varieties – Buzhor (AZWSV&W) and Pamyati Peytel’ (DBESV&VG). In the electronic accounting base, USAIS was registered in the form of intellectual property objects for 94 completed developments. Normative documentation has been developed in the form of organization standards, technological instructions and technical conditions for 27 completed developments. В развитие авторского алгоритма оценивания коммерческого потенциала инноваций изложена методика оценки потенциала коммерциализации научно-технических разработок университета. Методика включает в себя три этапа, каждый из которых подробно описан в части применяемых показателей оценки, ответственных участников, подготавливаемых документов и категорий принимаемых управленческих решений на основе реализованных на каждом этапе оценочных процедур. Разработанная методика может быть адаптирована под различные университеты с учетом их специфики и потребностей. Внедрение данной методики позволит выстроить комплекс показателей оценки потенциала коммерциализации научно-технических разработок, интегрированный в процесс управления инновационной деятельностью университета. Currently, much attention is paid to the innovative activities of economic systems at different levels, including universities. At the same time, an urgent task is to assess the potential for commercialization of scientific and technical developments of universities. The paper presents various approaches to assessing the potential for commercialization of scientific and technical developments of universities. Their stages in time are considered, strengths, weaknesses, and limitations are identified. In development of the author's algorithm for assessing the commercial potential of innovations, a methodology for assessing the potential for commercialization of scientific and technical developments of the university is outlined. The methodology includes three stages, each of which is described in detail in terms of the evaluation indicators used, responsible participants, documents prepared and categories of management decisions made based on the evaluation procedures implemented at each stage. The developed methodology can be adapted to various universities, taking into account their specifics and needs. The introduction of this methodology will make it possible to build a set of indicators for assessing the potential for commercialization of scientific and technical developments, integrated into the process of managing the university’s innovative activities.

Purpose. Fire automatics is the technical basis for ensuring fire safety of objects of various purposes and types of ownership in Russia. The purpose of the article is to develop a methodology for selecting relevant information in the field of fire automatics. The tasks include formation of initial requirements for conducting such selection, as well as working out proposals for forming a structured information base to identify promising developments in fire automatics. The object of the study is the information base in the field of automatics and computer technology, the subject is technical information in the field of fire automatics. Methods. Methods of system analysis and synthesis of information systems are used. Findings. The authors have substantiated the directions and depth of search for technical information in the field of fire automatics and also determined the requirements for the content of the selected information, which should include details about the technical and technological parameters of the research object and its components. It is proposed to use the method of combined graph-matrix coding to form the information base. A basic classifier matrix for the fire automatic system has been developed, ensuring the implementation of the following main characteristics of the information base: efficiency, information content, reliability and orderliness. Research application field. The analysis of the collected information materials and its use in scientific and educational practice will ensure an increase in the effectiveness of scientific developments in this area, as well as the quality of the educational process of training fire safety specialists at various levels. Conclusions. The tasks of studying the current state of fire automatics considered in the article make it possible to determine the basic initial requirements for monitoring promising developments in this area. Potential sources of information and search depth are identified. The requirements for the content of the selected information on the main sources and patent information are substantiated.

Abstract:
The purpose of the study is to take into account the experience of 35 highly developed countries of the world that are members of the Organization for Economic Cooperation and Development (OECD) for the formation of state innovation policy in Ukraine Research methods. Comparative analysis, logical–structural, analytical and systemic. Results of work. The modern forms of government assistance to increase the level of innovativeness of the national economy through financial and non–financial methods, organizational mechanisms and individual tools of program–targeted impact on the country’s priority industries and production are investigated. The scope of the results. Economics and management of the national economy, methods and mechanisms for regulating economic processes and their efficiency. Conclusions. Market–based commercial instruments and incentives alone are not enough to maintain an appropriate competitive level of innovation in the national economy. Two–thirds of success depends on government incentives. Including financing of scientific and technical developments from budgetary funds up to three percent of GDP. Strategic planning, project, program–target approach, high–quality operational management of innovation activities, state policy of generating demand for innovation, the activities of state agencies to manage the use of funds in priority areas, protection of intellectual products, transfer of developments to production relevant for Ukraine to restore target criteria for high–tech national economy.

One of the main principles of state innovation policy is to ensure the interaction of science, education, production, and the financial and credit sector in the development of innovative activity, which is aimed at the use and commercialization of the results of scientific research and development — the basis of innovative potential. Scientific and scientific and technical activity is an integral part of educational activity in higher education institutions. The article is devoted to the results of the study of scientific and technical activity in 2023 of higher education institutions (HEIs) and scientific institutions (SIs) subordinate to the Ministry of Education and Science, according to the strategic priorities of innovation activity defined by the legislation, identifying problems and determining the most effective ways to solve them for the possible use of the results of the study during adopting relevant government documents. The study was carried out by the Ukrainian Institute of Scientific and Technical Expertise and Information using the monitoring method based on open-access data of budget administrators. Based on the results of the study, conclusions were drawn about the intensification of scientific research and development of HEIs and SIs in 2023 to ensure innovative development of the economy in priority areas of innovation activity. For further intensification of innovation activity, it is proposed to work out the issue of the possibility of stimulating enterprises to scientific research and scientific and technical (experimental) developments and innovation activity; to develop a mechanism for stimulating scientists to form relevant and globally demanded scientific research topics aimed at creating innovative solutions that will ensure the innovative development of the domestic economy

The legal grounds for expertise in the scientific sphere are laid in the Federal Law “About Science and State Scientific and Technical Policy”, which states that public authorities of the Russian Federation and public authorities of the subjects of the Russian Federation organize the expertise of scientific and technical programs and projects financed by the corresponding budget. It is pointed out that there is a need for expert evaluation of the results of ongoing research and development in The Strategy for Scientific and Technological Development of the Russian Federation. The issues of organizing and conducting expert evaluations in certain areas of activity are sorted out on the basis of a number of “sectoral” federal laws, by-laws and methodological recommendations. Despitethe abundance of normative-legal documents, many fundamental issues related to scientific and scientific-technical expert activity remain unresolved yet. For example, the federal legislation does not define the procedure of organizing and conducting scientific and scientific-technical expertise, the relations between the participants, their rights and obligations. Meanwhile, much depends on quality and unbiased expertise in the scientific sphere, including the development of fair competition for resources. The authors seek to analyze from theoretical, legal and practical point of view the unresolved problems in the areas of scientific and scientific-technical expertise and its competitive component, and to make up appropriate recommendations, including those related to expert activity at the level of public authorities and in state funds supporting science. It is also proposed to come back to the issue of adopting a basic law on scientific and scientific-technical expertise, sipulating the leading role of the Russian Academy of Sciences in the independent expertise of scientific, scientific-technical and innovative projects.

Abstract:
In the conditions of the russian federation armed aggression against Ukraine the issue of rational distribution of promising projects’ development funds for the creation of weapons and military equipment (hereinafter referred to as WME) systems. The article proposes the main provisions of the methodology for determining the scientific and technical level of promising projects for the creation of WME promising samples which can be used by the military administration of the Armed Forces of Ukraine in the process of determining the financing priority the latest developments.
 It is proposed to use indicators to determine the scientific and technical level of a prospective project: the level of scientific novelty – the conformity of conceptual solutions, technologies and principles of operation of the WME model to the current level of scientific knowledge, scientific and technical trends progress; the technical level is the aggregate level of the WME sample technical characteristics, correlated with the best domestic and foreign analogues or benchmarks; the level of readiness is the level determined by the current stage (substantiation of the development, development, production) of the WME sample life cycle; the level of readiness for further development is the presence of the developer with all necessary components for the development of a promising project: scientific potential, production base, qualified personnel etc.
 The level of a prospective project scientific novelty is evaluated by an expert based on the analysis of initial data as the conformity of conceptual solutions, technologies and principles of the system operation (complex, sample) proposed by the prospective project to the current level of scientific knowledge, trends of scientific and technical progress.
 The technical level of the project is assessed by an expert based on a comparison of the technical characteristics set with the best domestic and foreign analogues or benchmarks.
 The current level of a prospective project readiness is expertly assessed by determining the current stage (development justification, development, production) of the life cycle system (complex, sample) of the WME proposed by the prospective project.
 The developer’s level of readiness for further development of a promising project is expertly assessed by determining whether the developer has all the necessary components: scientific potential, production base, qualified personnel etc.
 Quantitative assessment of the scientific and technical level of a promising project is defined as a weighted sum of expert evaluations for each of the indicators from all experts evaluating the promising project and is used to form a recommendation regarding the further development of the promising project.

Abstract:
In this work, an attempt is made to provide an assessment of the prospects for the development of automotive diesel engineering in Ukraine, the availability and preservation of scientific, technical and production potential for the continuation of the production of knowledge-intensive products of this domestic sub-industry in modern conditions. According to the authors, the manufacturers of vehicles in Ukraine quickly found the support of the State regarding the inclusion of the relatively most complex structural units of the car design - the engine and the chassis - in the list of imported components, since the manufacture of these parts requires high-tech processes that ensure the manufacture of low-quality parts. Other personal opinions of the authors have been expressed regarding the reasons for the absence of energy sources that ensure the economic development of the country and are considered science-intensive products in the modern domestic automotive industry. According to the results of the research, it was established that the list of developments of the domestic automotive diesel industry in recent years extends from the two-cylinder diesel engine of the ZIM-800D four-wheeled motorcycle, which was proven to be introduced into the series, and the ZIM-1901 and ZIM-1902 microcars, to the design documentation of the modern six-cylinder diesel engine 6DTNA2 with a four-valve cylinder head and electronic fuel injection system. As an example of the capacity of the domestic production potential, the production technology of the cylinder head of a four-cylinder diesel engine 4ChN 8.8/8.2 was worked out with the involvement of available production resources and the use of imported components. This approach makes it possible to significantly reduce the time for the manufacture and preparation of the production of structural elements of the domestically produced engine, which is a representative of the "Slobozhansky diesel" power series.

Microirrigation is by far the most progressive irrigation method, with efficiencies reaching 92-98 %. According to the International Commission on Irrigation and Drainage, the world's agricultural land, which is irrigated through micro-irrigation systems, is constantly growing and now stands at over 20 million hectares. By the "Irrigation and drainage strategy in Ukraine until 2030" micro-irrigation methods are defined as one of the strategic directions of the state policy of the branch.
 Research on the direction of "micro-irrigation of crops" in Ukraine began from the late 60's of the last century. The historical aspect of the development of research in this area is thoroughly covered in previous scientific papers. Therefore, the purpose of this study is a comprehensive analysis of the basic fundamental and applied results of research of the scientific school on micro irrigation IWPaLR NAAS in the early XXI century and substantiation of perspective directions of their development.
 Using theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the authors systematized the most significant scientific results in terms of normative, methodological, technical and technological components. The list of normative and methodological documents prepared by IWPaLR NAAS in the direction of microirrigation is given. The results of developments in the technological component are detailed according to the research objects: water regime and processes of water consumption of crops, fertigation, pestigation, the influence of local moistening, fertilizers and water of different quality on the soil-plant-technical means of irrigation system, the formation of soil moisture zones, methods of appointment timing of vegetation irrigation and irrigation management systems. The key scientific results of the irrigation facilities’ testing laboratory are highlighted. The list of developed and implemented by the IWPaLR NAAS technical means of microirrigation systems is given. The strategic directions of further scientific research are substantiated, which should meet the global trend for environmentally friendly irrigation, as well as resource and energy conservation. The need of Ukraine in the systems of microirrigation of agricultural crops for the period up to 2030, the role of current and future developments of the scientific school of micro irrigation IWPaLR NAAS on their implementation are determined.

Examined are origins of the scientific and technological revolution (STR). Definitions of globalization and STR are analyzed. The role of Russia in accelerating the process of STR globalization in general and the importance of activities of Leningrad Institute of Physics and Technology for scientific and technological development of Russia in particular are noted. The main directions of STR in the United States at the end of the 19th century (electrical engineering, communications, mechanization, power generators, motors, aviation, automobiles, microbiology, genetics, military equipment) are highlighted. The features of optimizing for the interaction of science and technology with economy through legal means: the US state has improved its legislation in order to have effective legal and financial instruments to stimulate scientific and technological creativity. Mutually beneficial contracts and patents have become great economic importance for the customer and the contractor. Specific functions of higher education in the process of scientific and technical development at the second half of the 19th century are explained. The reasons of the STR globalization are revealed.
