Abstract:
When selecting world scientific serials for certain disciplines in the natural and technical sciences, the indicators of selected publications citation in specialized journals and the specialized journals citation in the selected publications are used. The study was conducted within the topics “Energy security and energy conservation, energy efficient technologies and engineering». Total citation in individual specialized journals was calculated along with the “discipline impact factor” - an indicator similar to the impact factor having in its numerator the value of citation of journals in the selected specialized journals rather than the whole range of journals being indexed by JournalCitationReports®. The serials were also selected by their total citation of the selected specialized journals. The indicator similar to the “discipline impact factor” is calculated as the fraction of the number of the serials’ links to the specialized journals publications in “the citation window” made by the serials being assessed on the specialized journals publication within the “publication window” and the citing publications in “the citation window”. In all the cases, the citation window equals one year, and the publication window equals “5 + 1” years, i.e. five years prior to the year when the links are being recorded.

Abstract:
The paper presents the results of research on the use of electronic publications for writing theses by first and second degree students of two engineering and technical studies: agriculture and forestry technology, and management and production engineering. 53 first-degree and 175 second-degree students were included in the study. It was found that both first and second degree students use electronic publications on a par with printed ones when writing their theses. First-degree students preferred Google Scholar, while second-degree students preferred Polish scientific publishers. The choice of both the Google Scholar database and the pages of Polish scientific publications resulted from the possibility to search for papers in Polish, which was the main language of publication chosen by both groups of students.

Abstract:
The article represents two methods of estimating publication citations based on information-analytical systems «Map of Russian science» (IAS MRS) using analytical tools of this system to evaluate research significance of scientists. These techniques are advisory in nature and exemplified by two researchers, who publish the most actively in journal «Scientific and Technical Libraries». They can only be used for the analysis of citation of verified scientists in IAS MRS. The paper gives a comparison with the IAS Russian Science Citation Index. The advantage of the first technique is obtaining data to study the researcher profile in detail. The bibliometric analysis of an individual approach, in contrast to the comparative approach of the second technique is not directed to get the characteristics of «more, less, equal», but to study bibliographic information about publications obtaining not quantitative but qualitative data.The comparative-analytical method has a statistical character showing a quantitative picture, which is the information basis for further bibliometric analysis and getting new qualitative results.

Its input into forming of the scientific and technical information of domestic ferrous metallurgy system as well as into provision of ties between science and production plants shown. Main purpose of the journal is encouragement of innovation, fundamental and application investigations in the areas of improving ofmetallurgical equipment and technologies, provision of scientists and specialists of plants and organizations of steel industry and adjacent industries, professors, teachers and post-graduators of high schools by proved and reliable information about results of most promising and original investigations in areas of steel industry and metallurgical machine-building, by technical, economic and statistical information about results of domestic and world steel industries, knowledge on publications in the foreign periodic on scientific and technical subjects of the industry. The most important tasks of the journal are as follows: publication on the journal pages results of original scientific investigations and research and technical developments in the area of improving equipment and technology of metallurgical production in the main stages of domestic and foreign steel industry; summarizing of results of scientific investigations and practical achievements at their implementation at plants of domestic and foreign steel industry; identification and promotion of perspective directions of scientific investigations; forming of atmosphere of open scientific discussion, stimulation of discussions; assistance to propagation of achievements of different scientific schools, publication of information about forthcoming scientific conferences, symposia, seminars and about their results. Abstract The development of information technology makes it possible to collect and analyse more and more data resources. The results of research, regardless of the discipline, constitute one of main sources of data. Currently, the research results are increasingly being published in the Open Access model. The Open Access concept has been accepted and recommended worldwide by many institutions financing and implementing research. Initially, the idea of openness concerned only the results of research and scientific publications; at present, more attention is paid to the problem of sharing scientific data, including raw data. Proceedings towards open data are intricate, as data specificity requires the development of an appropriate legal, technical and organizational model, followed by the implementation of data management policies at both the institutional and national levels. The aim of this publication was to present the development of the open data concept in the context of open access idea and problems related to defining data in the process of data sharing and data management.

In this paper, the question is explored of what policies, standards and practices are desirable to ensure that hardware, software and publications in the sciences and associated disciplines are created from the outset to be accessible to people with disabilities. Insight into this question can be obtained by considering the unique accessibility challenges that these materials pose, including complexities of notation, language, and graphical representation. Having analyzed what sets this problem apart from broader issues of accessibility, the advantages and limitations of current international standards are reviewed, and contemporary developments in standards and policies are considered from a strategic perspective. These developments include the establishment of accessibility requirements for e-books and e-readers under the European Accessibility Act, the potential role of process-oriented accessibility standards such as ISO/IEC 30071-1:2019, and opportunities for enhancing the standards applicable to scientific materials via future revisions of the World Wide Web Consortium’s Web Content Accessibility Guidelines (WCAG). The accessibility of scientific and technical content is ultimately supported by several interrelated human rights recognized in international disability rights law, which constitute a foundation for further evaluation and development of policies. It is argued that attaining pervasive accessibility in scientific and technical fields requires an unprecedented level of commitment and collaboration among educators, scientists, content and software producers, regulators, and people with disabilities.

This study aims to identify and analyze the Scientific–Technical Scenario on Corporate Sustainability (STS-CS) and propose a Triple Helix-based framework for its development and guidance of future scientific and technological investments. The study was developed using a combined method of bibliometric analysis and content analysis of scientific papers and technical publications (patents, white papers, publications from public bodies, etc.). The scientific papers were searched in the Scopus database and technical publications in the Orbit Intelligence, ProQuest, and UN Global Compact platforms. The STS-CS was analyzed in light of the scientific and technical literature and experience of the authors of the study, which allowed the proposition of the framework with initiatives expanded and adapted to the domains of the Triple Helix sectors “Universities,” “Governments”, and “Organizations” through a process of enriching the good practices identified in the CS scenarios. The main academic contribution of this work is the upgrade of the scientific block of knowledge on CS based on cooperation between the sectors of Triple Helix that expands and deepens the research aimed at contributing to sustainable business development. As for the applied contributions, companies can identify business opportunities to increase their profits in a sustainable way, governments can find suggestions for public measures for the development of CS, and universities can identify recommendations for training professionals capable of managing socio-economic issues and developing partnerships with companies for the innovation and development of sustainable products and processes.

The scientific merit of the Ninth ACRL Conference is assessed by tracking the subsequent publication of its presentations. The results indicate that presentations in all formats—papers, panels, posters, and roundtables—achieved publication in refereed journals. Papers and panels were more likely to be published (18%) than posters and roundtables (8%). Overall, 13 percent of all presentations became refereed articles. In addition, eight percent of the presentations were based on prior publications. The rate of subsequent publication identified here is similar to that of a previous study of a library conference. However, it is much lower than rates reported for medical and scientific conferences. This may suggest that the ACRL conference resembles a technical, not a scientific, meeting with an emphasis on presenting best practices rather than disseminating research. This study should be replicated to determine if the publication of presentations is higher at other and future library conferences.

Introduction: The figure of the caregiver of dependent persons is today the subject of scientific research in various disciplines in the health and social sciences. However, the terminology used to refer to the caregiver is often confusing, especially when they are not health professionals. Purpose: To analyze the terminology used to refer to the figure of the unpaid caregiver without technical training in scientific publications in recent years. Methods: A two-stage analysis was conducted: (1) review of publications in national and international databases in 1996-2005 and 2006-2016, and (2) review 2006-2016 using specific Dialnet database filters. Results: Despite the more frequent use of "family caregivers" (in Spanish and English) in the publication titles, differences were observed in the use of other terms depending on the year of publication, the subject matter, type of journal or quality of the publication. Conclusion: The lack of agreement on the use of an established terminology to refer to the caregiver profile shows the need for constant revision and updating of the terms.

Background: Research output provides an insight into the development of the scientific capability of a country. Budget allocation for research and development (R&D) is directly proportional to the research output of a country. While developed countries spend a significant percentage of their GDP on R&D, developing countries do not have enough resources to invest in R&D. Countries in the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Nations has received significantly less attention from outside the region in studying R&D and research publication scenario of the region. The research output of BIMSTEC countries was analyzed using various metrics in this paper. Methods: Data on citation per paper, Field Weight Citation Impact (FWCI), paper per researcher, collaborative publications, and output in top 10 percent journals was extracted from one of the largest abstract and citation database of peer-reviewed literature, Scopus and its affiliate SciVal, for a period of 6 years between 2012-2017. Percentage of R&D spend, researchers per million population, and total scientific output were extracted from World Bank data. Results: India and Thailand have a higher quantum of publications compared to other countries. Subjects like clinical, technology, Computer Science have a larger publication number as compared to other subject areas like Social Science, Arts, Education, Law, and Physiology. The researcher population and research spend of a nation have an evident implication on the publication though no direct relation can be derived. Conclusion: Huge disparities in terms of percentage of research spent, research output, papers per researcher, and output with national and international authorship differ for countries. Higher research spent and publication count are not positively correlated with better FWCI.

The American Scientist published in 2011 an article by Anderson Melissa S. et al. dedicated to the problem of ethical conduct in the publication of technical and scientific papers. The author of this article was motivated to reconsider events which occurred to him in the years 1990-1996 at the Argonne National Laboratory (ANL) U.S., under the viewpoint of the analysis made in the mentioned article. While at ANL the author invited Prof. Katsuhiro Sakai, of the Osaka University, Japan, to cooperate with him, during a one-year stay, on numerical problems related to thermal and fluid-dynamics computer simulations. At the end of the stay Prof. Sakai wrote a report documenting his work made with the author. The section manager, who had not cooperated to the technical work, pretended to be considered as co-author of the report, excluding the author of this article. This blatant violation of professional ethics was reported to higher management levels which, however, engaged in a cover-up policy, thus violating the Code of Ethics established by the Laboratory. Those events are summarised in this article and reviewed from the viewpoint of the considerations illustrated in the article by Anderson Melissa S. et al.

Health libraries have been established as publication support services. Despite its importance, there is currently no study about the services that these centers offer. The aim of this work is to understand the role that libraries play in institutional scientific publishing policies. The sample was taken from the National Catalogue of Hospitals, the list of libraries of the Catalogue of Periodicals in Spanish Health Sciences Libraries (c17) and the National Catalogue of Health Sciences Publications (CNCS). Subsequently, virtual health libraries have also been incorporated. From this list, a questionnaire about library staff and activities related to publication process was sent. We obtained a participation rate of 61.21%. The average number of technical personnel was 1.15 in virtual libraries and 0.81 in hospital libraries. The activities carried out have been: training activities (82.2%), counselling (90.1%), dissemination (30.7%) and evaluation (50.5%). The staff in libraries are insufficient. In many cases technicians assume an overwork of serving in both (virtual and hospital libraries). Most libraries offer training and research support services although there are differences between virtual and hospital ones. There is a relationship between the number of technicians and the publication support services.

Beginning in the 1850s, authors of American and British scientific and technical publications began to integrate photographs into their texts. These chemical and photo-mechanically reproduced images often functioned as the basis for carefully defined claims for truth. In the natural sciences, in microscopy, in medicine, in the emerging studies of psychology and the social sciences, and in the dissemination and promotion of technological accomplishments, the verity of early published photographs led authors to claim that an image could be equal to its referent in nature, or even exceed its referent when conveying scientific and technical information. This article presents a technological, cultural, and rhetorical history of published photographs based upon twenty-three images selected from a review of forty photographically illustrated texts published between 1854 and 1900.

Relevance. To improve the quality of publications while maintaining their growth rate, employees of the Ministry of Science and Higher Education of Russia have approved a methodology for assessing the integrated score of publication performance of organizations.Intention. Analysis of the integrated score of publication performance of the leading educational and scientific organizations of the Russian Emergencies Ministry for 10 years (2010–2019).Methodology. The object of the study was the annual indicators of the integrated score of publication performance of the Russian Emercom as calculated by the staff of the Scientific Electronic Library [https://www.elibrary.ru/].Results and Discussion. A low average annual integrated score of publication performance was revealed in the Emercom of Russia. For an educational organization in the Russian Emercom, it amounted to (55.67 ±5.8) points, for a research organization – (29.0 ± 1.5) points (p < 0.01). The average annual integrated score of publication performance for the same period at Omsk State Technical University turned out to be 6 times higher (306.4 ± 19.0) than the average for educational institutions of the Russian EMERCOM (p < 0.001). It turned out that the EMERCOM of Russia had few highly rated publications on computer and information sciences, physical and chemical branches of knowledge, and quite a lot of publications on social sciences. Most likely, the latter are not a priority in the state assignment for research and development of the EMERCOM of Russia. Shown are the ways to increase the integrated score of publication performance of the EMERCOM of Russia organizations.Conclusion. The slogan of researchers “print or die” in modern conditions is becoming less and less relevant. Russian and world science were flooded with insignificant and sometimes false publications. The fractional calculation of the integrated score of publication performance will make the authors think before including anyone in gift co-authorship or creating “fake” affiliations. This methodology will help improve the quality of domestic publications, and printing weak articles will become irrelevant.

The data of the RSCI on the impact factor study results and the journal’s citation index were given; the analysis of publication activeness was made. The efficiency of the virtual resource, the journal’s web-site, was evaluated. The results of the journal site visiting marketing analysis and its user-rating, the consumers’ needs and queries were also presented. The offered method of the journal’s activity evaluation is the scientific publication’s complex analysis, studying not only the authors and their publication activeness but its main consumers, statistic-and-marketing data and the informational activeness of the mass-medium itself as well.

Scientists routinely use images to display data. Readers often examine figures first; therefore, it is important that figures are accessible to a broad audience. Many resources discuss fraudulent image manipulation and technical specifications for image acquisition; however, data on the legibility and interpretability of images are scarce. We systematically examined these factors in non-blot images published in the top 15 journals in 3 fields; plant sciences, cell biology, and physiology (n = 580 papers). Common problems included missing scale bars, misplaced or poorly marked insets, images or labels that were not accessible to colorblind readers, and insufficient explanations of colors, labels, annotations, or the species and tissue or object depicted in the image. Papers that met all good practice criteria examined for all image-based figures were uncommon (physiology 16%, cell biology 12%, plant sciences 2%). We present detailed descriptions and visual examples to help scientists avoid common pitfalls when publishing images. Our recommendations address image magnification, scale information, insets, annotation, and color and may encourage discussion about quality standards for bioimage publishing.

This paper presents the first comprehensive review on the scientific utilization of earth observation data provided by the German TerraSAR-X mission. It considers the different application fields and technical capabilities to identify the key applications and the preferred technical capabilities of this high-resolution SAR satellite system from a scientific point of view. The TerraSAR-X mission is conducted in a close cooperation with industry. Over the past decade, scientists have gained access to data through a proposal submission and evaluation process. For this review, we have considered 1636 data utilization proposals and analyzed 2850 publications. In general, TerraSAR-X data is used in a wide range of geoscientific research areas comprising anthroposphere, biosphere, cryosphere, geosphere, and hydrosphere. Methodological and technical research is a cross-cutting issue that supports all geoscientific fields. Most of the proposals address research questions concerning the geosphere, whereas the majority of the publications focused on research regarding “methods and techniques”. All geoscientific fields involve systematic observations for the establishment of time series in support of monitoring activities. High-resolution SAR data are mainly used for the determination and investigation of surface movements, where SAR interferometry in its different variants is the predominant technology. However, feature tracking techniques also benefit from the high spatial resolution. Researchers make use of polarimetric SAR capabilities, although they are not a key feature of the TerraSAR-X system. The StripMap mode with three meter spatial resolution is the preferred SAR imaging mode, accounting for 60 percent of all scientific data acquisitions. The Spotlight modes with the highest spatial resolution of less than one meter are requested by only approximately 30 percent of the newly acquired TerraSAR-X data.

The results of bibliometric analysis of using digital versions of articles of “Scientific and Technical Libraries” Journal in 2017 are published. Russian Science Citation Index and retrieval results for the queries made via RNPLS&T www-site, elibrary.ru, and click-through from search Internet portals, are compared. Data on the articles cited in Russian Science Citation Index and WoS are given. The major part of accesses is observed within the first months since publication and then their number decreases though individual articles get high level of access for many years. The queries from libraries’ research and educational organizations are analyzed. The author offers recommendations on how to increase demand and citation of the articles. The bibliometric analysis demonstrates that digital versions of the journal publications are demanded by the professional community and other users accessing them via Internet search portals. The Scientific and Technical Libraries’ should expand their abstracts—their content and completeness influence indexing provided by search systems. They also often underestimate citations within the subject they are exploring which results in unnecessarily low citation the Russian Science Citation Index and WoS.

Considering the debris flow as highly-destructive flow of water and sediment mixture in a way where it is a gravity-governed continuous flow, the present paper conducted a Web survey of technical-scientific studies that treated these phenomena which occurred in Brazil during the period 1900-2014. Although the increase of occurrence from the 1990s caused the increase in the number of publication, there are still a small number of publications, especially in scientific journals. A historical analysis about Brazilian studies demonstrates an actual situation in Brazil and confirms various necessary and urgent actions. Among them, the more important actions are: (1) establishment of terminology and concept about debris flow in Brazil; (2) systematization of hydrometeorological monitoring and topographic survey; (3) registration of occurrences and data-base construction; and (4) development of woody debris flow researches.

The article analyzes the subjects of thesis researches and individual publications on the megasystem of transportation terminology. The scientific researches and articles published in professional journals on terminology highlight the processes of stratification or streamlining in the vast technical industry under study, which comprises all modes of transportation. The materials reviewed are, first of all, scientific works of the Ukrainian terminologists. Moreover, the researches on transportation terminology in Belarusian and Russian terminology are summarized. In quantitative terms, more scientific works dealing with transportation terminology have been defended in Russia (50 scientific papers, including: automotive engineering terminology – 14 scientific researches; air transport terminology – 14 theses; water transport terminology – 14 theses, railway transport terminology – 5 theses, transportation terminology – 3 scientific papers). In the Ukrainian terminology s, the number of defended qualifying papers is almost half as many – 20 theses, but publications on transport terminology are widespread. And there are fewer researches in Belarusian terminology – 13 dissertations, the subject of which is the terms used in the transportation industry. After processing the abstract databases of East Slavic terminology, we aim to investigate the representation of the megasystem of transportation terminology in other, in particular, West Slavic and South Slavic, languages.

The article considers the stages of development of the national information system based on the State system of scientific and technical information created in the Soviet period. The multi-level structure of the State system included various institutions, among which the significant proportion was formed by State scientific universal libraries of federal and regional level. The role of the V.I. Lenin State Library of the USSR (nowadays the Russian State Library) in creation of the Specialized Center for Culture and Art is revealed. There is demonstrated the significance of information technologies for the State system of scientific and technical information — creation of the automated system of scientific and technical information. Attention is drawn to the fact that in 1991—2001, due to economic difficulties and lack of the government support, the destruction of the system integrity began; there was a threat of irreplaceable loss of the created resources. “Regulations on the State system of scientific and technical information”, approved by the Government of the Russian Federation in 1997, contributed to the preservation of the most of organizational structure of the system of scientific and technical information of Russia.In modern conditions, support for the development of scientific and technical information system in Russia is needed at the legislative and executive levels, and should be based on government and commercial scientific and information structures. It is required to carry out a comprehensive analysis and research study of the current state of system of scientific and technical information, taking into account the indicators of the resource potential, human resources and determination of the further construction and principles of its work for scientific and information support of processes in society.In the study were used the documents of the Archive of the Russian State Library and the official regulatory publications.

The problems of demand is extremely significant for scientific and technical libraries (STL). The libraries within organizations depend directly on the support of people who make decisions. Their value for the enterprise development is no longer as obvious for senior management. There is a temptation to attribute STL’ low status not only to the «unfriendly» information policy by the management, but to admit that this problem is communicatory in a greater degree. The demand for any library is closely related to the establishing the connection with stakeholders. To generate user and non-user awareness, and raise conversance on available services and resources, STL need to find ways to promote services and resources. In the services marketing, promotion is any communicative activity which object is forming and stimulating interests to a product, organization or activity. STL need to choose the right vector of their activity, to reveal «bottleneck», overcoming which the library is able to take on. The paper represents preliminary results of a survey of STLs’ employees to identify the most perspective services (from the point of respondents’ view). It concludes that the majority of respondents noted the insufficient demand for library services, which is reflected in decrease in number of visits and printed publications demands. In this regard, STLs try to create digital collections and introduce modern services according to their technical equipment. Modern specialist lives under the time deficiency conditions. As a result, there is a lack of time to read including professional literature. Therefore, as a popular service is the preparation of thematic collections and digests. According to some respondents, «library staff should be ready to compile texts on request». In general, this is quite consistent with the global trend, the manifestation of which is the growing popularity of projects such as «Short Reading» and «Smart reading». Respondents indicated the relevance of such areas as intellectual property management. At the same time, they noted the insufficient level of existing competencies. STLs should be a guide of information culture for their users. The library is quite capable to occupy this niche, acting as a navigator, consultant and even coach. A similar experience already exists.

In the study, the features of predatory journals are highlighted; the threats from them for science, scientific communication and authors have been identified. Methodology. To find out the reasons for which authors are published in predatory journals, we have selected 30 journals from various fields of knowledge included in the Bill`s list. Then, 200 articles, published in these journals, were selected by the method of simple random selection using the random number generator. The authors of the articles were sent a Google form for the survey. As a result, responses from 148 respondents were received and processed. Due to the analytical method, the invitations to publication received by the author of this article during the period from September 2018 to February 2019 were investigated, and thus the signs of predatory journals were summarized: multidisciplinarity of the journal, urgent publication of the article, distribution of spam messages, no review, publication of articles without any changes, discounts system for repeat publications, errors on the site of the journal, sending a review together with the article, the discrepancy of the editorial board with the subject matter of the articles, the lack of quotations of articles included to international scientometric databases. Results. The poll revealed reasons for publishing in the predatory journals: pressure of leadership, uncertainty, low level of English, low level of financial support, ignorance of research methodology, as well as the prejudice of the reputable journals to the scientific results achieved by scientists from certain countries. The proliferation of predatory journals is a significant threat to science, scientific communication, and authors. Such journals discredit scientific knowledge, because lack of evaluation can lead to conscious violation of the rules of academic integrity, including plagiarism, data tampering and image manipulation, and therefore to promote the dissemination of pseudo-science, unjustified theories. These publications exist mostly due to the low scientific level of publication and destroy the reputation of the authors and institutions in which they work. To factors that influence why some Ukrainian scientists choose the predatory journals for publication of articles, are normative-legal and material-technical.

After describing the origins of this novel research approach, we review the scientific output of SDGs across molecular modeling, sequence alignment, neuroscience, pathology, cellular biology, genomics, and human cognition. We find compelling results and technical innovations arising in problem-oriented games such as Foldit and Eterna and in data-oriented games such as EyeWire and Project Discovery. We discuss emergent properties of player communities shared across different projects, including the diversity of communities and the extraordinary contributions of some volunteers, such as paper writing. Finally, we highlight connections to artificial intelligence, biological cloud laboratories, new game genres, science education, and open science that may drive the next generation of SDGs.

The role played by computers in this process rekindled the argument on forms of technical determinism. This paper addresses this old debate by exploring the case of publishing processes in prehistoric archaeology during the second part of the twentieth century, prior to the wide-scale adoption of computers. It investigates the case of a collective and international attempt to standardize the typological analysis of prehistoric lithic objects, coined typologie analytique by Georges Laplace and developed by a group of French, Italian, and Spanish researchers. The aim of this paper is to: 1) present a general bibliometric scenario of prehistoric archaeology publishing in continental Europe; 2) report on the little-known typologie analytique method in archaeology, using publications, archives, and interviews; 3) show how the publication of scientific production was shaped by social (editorial policies, support networks) and material (typography features and publication formats) constraints; and 4) highlight how actors founded resources to control and counterbalance these effects, namely by changing and improving publishing formats.

This publication provides an analysis of linguistic expression of scientific ideas by professors teaching different specialties at universities of a technical profile (Kaunas University of Technology and Vilnius Gediminas Technical University). The purpose of the investigation is to analyze peculiarities in the linguistic expression of scientific ideas by professors teaching specialty at the universities of a technical profile and its educational effect on the students’ language. The object of the study: language of the professors as an educational factor. The investigational object is analyzed from the aspect of the students’ attitude. Methods of the study: poll in the form of questionnaires and statistical analysis. In total, 622 students studying in the 1st year of undergraduate studies and those pursuing postgraduate studies for a Master’s degree were questioned: 390 from Kaunas University of Technology and 232 from Vilnius Gediminas Technical University. After generalization of the analysis results of the linguistic expression of scientific ideas by professors teaching specialty, it is obvious that the linguistic competence of the professors teaching specialty is an insufficiently effective linguistic factor. In addition, it became clear that linguistic abilities of the professors teaching specialty influenced the students’ attitude to the academic linguistic environment, the respondents’ interest in publications about language culture and terminology and affected the progress in studies of language culture. After summing up of the investigational results pertaining to the personality and the educational abilities of a professor of language culture, it is possible to assert that the respondents consider the professional competence and the high requirement level for the own language as the main criteria for a professor of language culture.

It is important to maintain a balance between respecting the rights of authors and meeting the needs of society.The author analyzed studies related to the problem of observing the rights of authors when organizing information in electronic resources. It was found that some points related to the use of scientific and technical information in electronic resources of organizations require more detailed consideration regarding com-pliance with the law.The aim of the study is to develop an algorithm for systematizing scientific and tech-nical information in electronic databases of organizations.It was found that when systematizing scientific and technical information in electronic databases of organizations, four main areas of activity using electronic resources can be distinguished, in which issues of copyright compliance are the most controversial:- collection, use and storage of electronic documents;- use of information received from the Internet and other computer networks;- digitization of documents by the organization itself to create backups or for use of documents by electronic document delivery services;- copying of documents from databases, optical disks and other electronic media.Unfortunately, by simply scanning the necessary publications and placing electronic copies of documents on their network to provide readers with access to them, organizations, in particular libraries, violate the law three times: 1) placing a work on its network without the consent of the copyright holders, because the reproduction of any copyrighted material without the consent of the copyright holders is a violation of copyright; 2) providing readers with access to them; 3) transferring documents in electronic form via networks without mak-ing payments to authors.A detailed analysis of the use of scientific and technical information by organizations, consideration and study of current legislation made it possible to develop an algorithm for systematizing scientific and technical information in electronic databases. The library is considered as an organization that systematizes scientific and technical information.The first part of the algorithm points to the traditional ways of using scientific and technical information as objects of copyright and ways of using it for systematization in electronic databases. The algorithm shows work in three directions:1. Formation and preservation of objects of copyright, that is, the formation of the li-brary fund.2. Providing information in the traditional way and through systematization in electronic databases.3. When creating electronic resources, libraries widely use the works of authors.When librarians create databases, they should be mindful of copyrights and act in ac-cordance with applicable laws. When creating electronic resources, the Regulation of the Library is developed, which regulates the basic principles of the formation and use of electronic resources.All three directions of using objects of copyright must be accompanied by copyright agreements.The last part of the algorithm indicates what measures will be taken if the libraries do not comply with the provisions of the copyright agreement and current legislation.The developed algorithm for systematizing scientific and technical information in elec-tronic databases allows organizations to place objects of copyright in the developed electronic databases without violating the rights of authors.

The study is presented aims to demonstrate through a bibliometric study, analysis of academic, scientific and technical publications developed by Shaker Zahra between the years 1985-2014, representing 29 years of study. To enhance this objective, we sought in the first instance to a bibliographic description of bibliometrics, entrepreneurship and the relationship between them. After this, was demonstrated academic and professional history Zahra, describing their field. In sequence, it was presented the methodology of the study, which had focused its characterization longitudinal and quantitative research, which allowed the development of bibliometric analysis. The final part included the description of limitations and proposals for future studies, closing the research, with conclusions and references. The study was developed through the analysis of 160 scientific papers published by Shaker Zahra in partnership with other researchers in high-impact journals and academic and scientific importance were obtained at Portal Capes and Google Scholar Portal.

Alexander Zinovyovich Zlotin was a founder of the Kharkiv School of Technical Entomology, Honorary Chairman of the Kharkiv Entomological Society and author of numerous scientific works and popular books. After graduation, he began to work in All-Russian Research Institute of Plant Protection Chemicals in Moscow, and then worked in the Institute of Sericulture of the National Academy of Science of Ukraine and since 1986 on the Faculty of Natural Sciences in the Kharkiv National Pedagogical University named after H. S. Skovoroda and in the Kharkiv State Zooveterinary Academy. His scientific work mainly concerned breeding and maintaining sustainable populations of gypsy moths, silkworms and Chinese tussar moths. Alexander Zinovyovich Zlotin was an outstanding teacher. Twenty Ph. D. and six Dr. Sci. in biology, technical entomology and animal breeding are among his students. The article summarizes the scientific, social and organizational work of the famous Ukrainian entomologist Alexander Zinovyovich Zlotin. Lists of scientific and educational publications are attached in chronological order. 5 figs, 1 refs.

The article presents a brief history and describes the main directions of scientific research of one of the oldest scientific institutions in Russia - the Nikitsky Botanical Gardens, which was founded in 1812. Today, in the Gardens botanical and crop-growing problems are solving on the modern basis, fundamental studies are conducted in several areas: botany, ecology, nature protection, introduction, breeding, genetics, physiology, biochemistry, biotechnology, reproductive biology of plants. The researches in the field of plant protection, agroecology, as well as the studies of the impact of phyto factors on humans have an applied significance. The Nikitsky Botanical Gardens has a leading position in the breeding of fruit, technical and floral crops, in biotechnology and reproductive biology of plants, in the study of biologically active substances, changes in vegetation on ecological gradients, classification of plant communities, plant physiology. Research works are carried out in accordance with the Program of fundamental research of the Russian Academy of Sciences for 2013-2020, Grants of the Russian Science Foundation and the Russian Foundation for Basic Research, agreements on creative cooperation with research and educational institutions of Russia and foreign countries. The article presents an analytical review of the publication activity of scientific workers, it also provides data on the quantitative distribution of researchers in the main research areas in the FSFIS "the NBG-NSC" for 2013-2018. The contribution of various scientific subdivisions in accordance with the most important bibliometric indicators (publication activity, citation rate, h-index) is given. The bibliometric analysis reflects the positive dynamics of publication activity over the past 5 years, which is visible in the work of almost all scientific departments and in all areas of research. The results of the studies are presented in monographs, articles, conference proceedings. The total number of publications prepared by the staff of the Gardens in 2014-2018 is about 2578 units, including the RSCI - 2468, Scopus - 95, WoS Core Collection- 85, the average number of publications per author is 12.30. Whereas during the period of 2009-2013 1060 publications were registered in the RSCI, 57 - in Scopus, 44 - in WoS. The h-index of the organization in the RSCI in 2014-2018 is 30-33, in the core of the RSCI is 13, for most of the senior and leading researchers with doctoral and candidate degrees, this figure corresponds to the values from 9 to 17.

Librarians who work with government publications have long been concerned about the many US government documents that remain inaccessible and, in some cases, difficult to discover. In 1976, Ruth Smith reported to the Public Printer’s Depository Library Council, “A conservative estimate is that 50% of the Federal documents published are not main stream publications. In one way or another they manage to elude national announcement. They are not sent to GPO or NTIS [US National Technical Information Service] and are not widely advertised.”1 In 1993, Peter Hernon expressed this common concern: “We can question how the public can learn about the existence of particular information resources and services, how public access can be guaranteed and enhanced, and how information services can be standardized and seamlessly linked for better use.”2 The problem is considered so serious that in 2004 the Fugitive and Electronic-Only Documents Committee of the American Association of Law Libraries Government Documents Special Interest Section sponsored the first annual Fugitive Documents Week to encourage librarians to report fugitive documents to the US Government Printing Office (GPO).3

Changes in documentation system of publicationsof the Wrocław University of Scienceand Technology in the context of data transfer to the Polish Scholary BibliographyThe article focuses on the Ordinance of the Ministry of Science and Higher Education on the System of the Information on Higher Education and its implementation at the Wroclaw University of Science and Technology WRUST. Some organizational solutions and communication ways with the POL-on — the System of the Information on Higher Education were presented. Aspecial attention was paid to DONA database as the main WRUST source of reliable bibliographic and statistical data for estimation and comparison of the research performance. It discusses the way of publication data transfer to the Reporting Module of the PBN — Polish Scholarly Bibliography, especially: organization of work, modifications in DONA database structure, process of data enhancement, a new data range in accordance with the new Ministry Ordinance as well as data import details. A particular attention is given to information extension about authors, publication affiliation assignment to the university organizational unit, Open Access availability of publications, OA licenses and information about conferences. The main goal of the article is to present the experiences of the big technical university with agreat practical expertise in the field of development of the complex multitask information platform — asource of information about scientific output of the University. It analyses also problems connected with the data transfer to the POL-on System and discusses the important issue such as evaluation of scientific units in Poland.

The article briefly describes the current state and prospects of cell engineering, additive manufacturing and tissue engineering in military medicine on the basis of analysis of domestic (РИНЦ) and foreign (Medline) scientific medical publications 2017-2018 . It has been found 14 relevant publications on the topic in Medline. Their analysis revealed the following. The researches abroad give much attention to the topic. Although despite the multibillion investments the results in the field are more than modest due to significant scientific and technical difficulties encountered by researchers and developers in this direction. That is why the current trend in employment of cell engineering, additive manufacturing and tissue engineering in military medicine is concentration of material and financial resources on applied research for medical provision at a theater of operation.
