Abstract:
This research examines the model of Indonesia scouting education by employing Paulo Freire’s perspective on philosophy of education. As an object of analysis, the research discusses the debated on the Regulation of Minister of Education and Culture of the Republic of Indonesia No. 63 of 2014 concerning Scouting Education as a Mandatory Extracurricular in Primary and Secondary Education. The result of this study shows that scouting education in Indonesia is a progressive self-learning process for the youth to fully develop themselves. Paulo Freire’s philosophy of education is a concept of education for liberation. It lays in the premise that the ultimate goal of human existence is the process of humanization. The paper argues that, in general, the character of Indonesian scouting education model is dialogical education which involves intersubjectivity process of education. It becomes de-humanizing education practice when the regulation of scouting education as a mandatory extracurricular activity is enacted. The mandatory regulation forces students’ participation in the scouting education, whereby damaging the volunteerism and freedom dimension of education activities. By doing so, the mandatory regulation distorts the problem-posing education strategy already existing in the Indonesian scouting practices.

Abstract:
The Scout and Polish Scouting movement is characterized by the possibility of meeting and cooperation of people from different backgrounds and cultures. A natural thing for this social movement is daily confrontation with Otherness/ Alienness in conditions of cultural diversity and undertaking various forms of educational activity based on the idea of interculturalism. The study presents some partial results of a research project devoted to the content referring to the idea of interculturalism and education in the conditions of cultural diversity, present in the program studies of the scouting movement. These studies contribute to the historical trend of intercultural pedagogy and the history of education in the context of ideological assumptions and activities of children and youth organizations. The article contains a description of the applied conceptual categories and the characteristics of the precursors and the contemporary scouting movement. In a chronological order, it presents a selection of examples of the content of scouting program studies that are related to the idea of interculturalism and intercultural education.

Abstract:
The Polish scouting movement, which wrote such a beautiful page of history during the Second World War, after 1945 found itself in an extremely difficult situation. The aims and the forms of educational influence of ZHP (poi. abbr. Związek Harcerstwa Polskiego - Polish Scouting Association) proved unacceptable by the government of a totalitarian state, which the Polish People’s Republic (Polska Rzeczpospolita Ludowa - PRL) was. As a result, ZHP was originally marginalized, and then, for several years, had been completely dissolved. The reconstruction of the scouting movement started at the end of 1956, on the wave of a political thaw. Such actions led, in the years 1956-1958, to a formal recreation of ZHP, however, since then, this organization was entirely subject to PZPR (Polish communist party). Consequently, following 1958, ZHP was incorporated into the structure of a communist youth movement in Poland. Moreover, in accordance with the rules of the socialist political system and the principles of a planned economy, the scouting movement was „delegated” to work in school. Since then, in compliance with the guidelines of the Central Committee of PZPR, the activity of the Polish Scouting Association (ZHP) was to become an integral element of the school's educational programme. It meant that the scouting movement was supposed to actively participate in shaping of socialist attitudes in children and youth, according to the main task of the Polish school which was reformed in 1961. Unexpectedly, the party authorities and educational authorities were confronted with the opposition of ZHP leadership that they controlled. ZHP, for a long time, resolutely rejected the suggestion about a necessity to strengthen the ties of this organization and school. In reality, in early 1960s, the scouting movement defended the remnants of its autonomy, struggling against becoming one of the tools for shaping a young generation of Poles through ideologized Polish school. The practice showed that the arguments of scouts did not have any significance for communist authorities as they consequently kept on achieving their own goals.

The Salatiga City Youth and Sports Office is a government agency engaged in Youth, Scouting, and Sports. Information systems and information technology (SI / IT) greatly influence the success of an organization in achieving its goals. Currently, the Salatiga City Youth and Sports Office in implementing SI / IT is still not optimal, therefore this research is about the strategic design of information systems using the ward and peppard method. The ward and peppard method consist of SWOT analysis, Value Chain Analysis, PEST Analysis, McFarlan Analysis, and Five Force Model Analysis. The results of this study are recommendations for a portfolio of information systems, namely the Sports Building Lending Information System, the Activity Report Filing Information System, the Athlete Information System, and the Youth Information System. The information system implementation plan will be carried out within the next 4 years.

The Ukrainian scouting movement on western Ukrainian territories reached the highestlevel during the interwar period. Despite the relative integrity it had its own features in Galicia,Volyn', on Bukovyna, Transcarpathia. As living conditions turned out to be peaceful, old plastcentres started to form in schools. "Plast" in Galicia was an example of inheritance and incentive tothe development on other western Ukrainian territories and in emigration.The figure of famous Hutsul plastun Michael Gorbovy (1896 – 1941) is very interesting andmultidimensional. Indeed, it is a symbolic name in the history of Ukrainian scout organization. Hewas a member of many national public organizations. With his name economic and cooperativeactivities of "Plast" in Gutsulschina are connected. He was the organizer of craft departments of"Plast". The unicity of this disjoint person is expressed in his great love for Ukraine andresponsibility for its future. Gorbovy considered physical, moral and national-patriotic educationof children and youth as his main task. He strived to spread the idea of Ukrainian scouting amongwide groups of people. For this work on 22th of May, 1924 he was awarded with a plast title of ascoutmaster. Michael Gorbovy formed national consciousness, high spirituality, love of God andUkraine among youth for the "great aim" which is to build an independent Ukrainian nation.Experts qualify current spiritual and moral state of the Ukrainian society as "crisis". School isnot able to fill the educational vacuum which has appeared after the elimination of the Pioneer andKomsomol organizations. No new alternative children's institutions have been suggested. In such adifficult situation the experience of the activity of the Ukrainian scouting movement may be useful.Creative and practical achievements of "Plast" leaders as key figures and main carriers of the plast'seducational methods are especially important. These include a figure of the leader of the UkrainianScouting movement in Gutsulschina, Michael Gorbovy

Abstract:
The subject of this research is the history of development of the National Association of Russian Explorers (NORR) – one of the youth organizations of White émigré. NORR was founded in 1928, and in the 1930s became the largest emigrant youth organization. However, after the World War II it basically ceased its activity. The first members of NORR came from the Scout movement, founding their ideology on the criticism of parent organization. Nevertheless, it did not prevent them from borrowing the most effective methods of scouting and adapt them to their ideology. The ideology was based on the Russian nationalism of imperial type, patriotism and militarism. Peter the Great was selected as the symbol of all the ideas. Leaning on the wide variety of source, including the materials introduced into the scientific discourse for the first time, the article examines the phenomenon of national upbringing in extracurricular organizations. The main conclusion consists in the thesis that the burst in popularity and subsequent decline of the National Association of Russian Explorers were associated namely with the national-patriotic component of upbringing, which was of crucial in the conditions of emigration. The fact that the leader of this association P. N. Bogdanovich, was able to offer a system of Russian national upbringing to general emigrant community was the key factor of its initial success. After World War II, NORR has lost many of its active members and winded down its activity; and the Russian Scouts implemented more national elements into their work, attracting patriotic youth. This brought the activity of NORR to an end.

Aim: This study aims to describe an activity that involves Scouting activities, namely Saka Pariwisata, in preserving traditional games, especially the traditional game of Margala in Toba Samosir Regency. Method: This research used a qualitative descriptive approach. The problem-solving method is carried out by participatory observation through the Tourism Saka Camp activities. The steps are situation analysis, socialization, and implementation of the traditional game of margala. The author mingles in Saka Tourism activities during the activity. Determination of informants by purposive sampling by taking 3 (three) Scout members who are members of Saka Pariwisata who participate in traditional game activities. Result: Based on the data, it can be explained that the first informant said that the Saka Wisata activities in preserving the Margala game in Toba Regency had a positive impact because the Saka Tourism Scout Members in Toba Regency began to be involved in the preservation of traditional games by making and participating in events and inviting other youth to participate in the game traditional. The second informant added that adolescents who are members of Saka Pariwisata began to slowly switch from playing gadgets online to traditional games with high cultural value. Furthermore, the third informant explained that the effort to inherit the traditional game of margala was to invite other youth to participate in Saka Pariwisata sustainably. After this activity, it is hoped that teenagers will no longer be addicted to playing online gadgets that have proven insufficient for health.

Abstract:
The purpose of the article is to clarify the process of emergence of sports tourism in Western Ukraine and to study the factors that positively influenced on this process. Methods. The investigation based on the use of general scientific and special research methods. General scientific methods include descriptive method, method of analysis and synthesis, generalization and abstraction, comparison and analogy. Results. It was found that the development of tourism was associated with the natural interest of society, which intensified ethnographic and cultural research. In the process of their implementation, new routes were laid, knowledge about the geography of the region was deepened, and the tourist infrastructure was formed. Physical preparation for the hikes took the form of scouting, which included the formation of skills of survival in natural conditions, the ability to navigate the terrain, set up a tent, light a fire, cook, and so on. The form of such training proposed by the British officer quickly gained popularity throughout the world and in particular in Western Ukraine. Gradually, sport tourism is becoming widespread. Overcoming financial, material and political difficulties, sports, local history and tourist societies during their existence have worked out numerous forms and methods of popularization and propaganda of Ukrainian history, sports, nature and culture using means of tourist and local history activities. Their work experience convincingly indicates the need for coordination of the activities of individual fans of tourism and travel, the concentration of efforts aimed at studying the recreational and cognitive potential of the native land. The activity of tourist and local lore societies and clubs has practically proved that one of the main factors of youth education is knowledge of one's own history and preservation of the nature of the native land, combination of physical development with patriotic and ecological education. The scientific novelty is that the factors of sports tourism development in the western region of Ukraine were clarified. The relationship between local history movement and sports tourism was determined. The some facts from the history of the local lore movement were indicated. The events testifying to the development of scouting in the western Ukrainian lands were revealed. The pan-European context of the process of sports tourism development and local lore movement was determined. The practical significance lies in the promotion of sports tourism as a form of relaxation and recreation, exposing the potential of scouting for sports training and patriotic education of youth, updating old and developing new tourist routes based on the experience of past tourist clubs.

Abstract:
Extracurricular activities are a series of programs of teaching and learning activities outside of programmatic lesson hours, which are intended to increase the horizon of students' views, foster talent and interest and spirit of community service. For example: in scouting activities and the youth red cross (PMR) is a form of activity that develops many humanitarian activities. This study aims to find out if there is an influence of scout extracurricular activities on student learning outcomes. To find out if there is an influence of adolescent red cross activities (PMR) on student learning outcomes. To find out if there is an influence of extracurricular activities of scouts and PMR on student learning outcomes in public elementary school 1 pasir lute and public elementary school 2 sangiang. The results of the Extracurricular Scout and Extracurricular PMR variables had a partially significant effect on Student Learning Outcomes. Evidenced by the magnitude of the Scout Extracurricular regression coefficient of 0.546 and extracurricular PMR of 0.518 with a significant value of 0.000 (0.000<0.05). There is an influence of scout extracurricular activities (X1) on student learning outcomes in state schools 1 sand lute and public elementary school 2 sangiang, this is evident from the results obtained that the regression value (t count) for variable X1 (scout extracurricular activities) is 4,478, while the t table value for N = 40 is 2,026. so 4,478 > 2,026, It can be concluded that partially variable extracurricular activities of scouting do have a positive influence on students' learning outcomes.. There is an influence of PMR (X2) extracurricular activities on student learning outcomes in state schools 1 sand lute and public elementary school 2 sangiang, this is evident from the results obtained that the regression value (t calculate) for variable X2 (PMR extracurricular activities) is ,484, while the t table value for N = 40 is 2,026. So 4,848 > 2,026, it can be concluded that partially variable extracurricular activities PMR does have a positive influence on student learning outcomes. Extracurricular activities of scouting and PMR together (simultaneously) affect the learning outcomes of students in public elementary school 1 sand lute and public elementary school 2 sangiang. This is evident from the results obtained that the value of f calculated at 35,071 which is greater than the f table of 3,250 or 35,071 >3, 250 with a significant level of 0.000 < 0.05, it can be said that the extracurricular activities of scouting (X1) and variable PMR (X2), together have an effect on the variable learning outcome (Y). This showed that 65.5% of scout and PMR extracurricular activities simultaneously (together) did have a positive effect on students' learning outcomes while the remaining 34.5% had an effect on other factors not studied in the study
