Full textUkraine's NATO ambitions form a controversial but vital international issue because they implicate the contradictory perspectives of Poland and Russia. The history and self-perceptions of all three states shape and reshape the question of Ukraine joining NATO, as a key step toward westernization, integration, and independence. The challenges of accommodating these competing visions of the past and future are relevant beyond the alliance to all practitioners and scholars of international affairs; in this connection, the question of Ukraine's NATO status also can serve as a case study of the broader subject. The present analysis takes the basic form of a historical narrative that analyzes Ukrainian, Polish, and Russian views of their shared history and divergent visions of the strategic future. This thesis provides a current prognosis as to the likelihood of Ukraine joining NATO and shows the limits and potential of the westernization process, security threats in the region, Russian democratization, and Russian engagement in international relations with NATO and Ukraine.

Full textThe phylogenetical status of the "Actinolepida" (Placodermi Arthrodira) remained ambiguous. The study of some unpublished material from the Early Devonian of Podolia (Ukraine) has led to a new phylogenetic analysis in order to work out the relationships between the actinolepids and the other arthrodires, as well as the Phyllolepida, Wuttagoonaspis and Antarctaspis. Kujdanowiaspis podolica (Brotzen, 1934), K. Buczacziensis (Brotzen, 1934) and Erikaspis nov. Gen. Zychi (Stensiö, 1945) are the subject of an anatomical description and new diagnoses are proposed. Pecular attention is paied to the axillar area of the scapulocoracoid, and to a new chondrified element of the vertebral column called "suprasynarcual". The Actinolepida are a paraphyletic group. Two clades are distinguished: the family Actinolepididae Gross 1940 and the super-family Kujdanowiaspididea Berg 1955. The Phyllolepida are sister-group of the Phlyctaenioidei, and are distance from Wuttagoonaspis and Antarctaspis

Full texts relations with Russia in the post-Soviet era. Thesis analyzes also the impact of the relations between Ukraine and Russia on the autonomy of the Crimean region. Contrary to the views that consider the Crimean autonomy as a product of the ethno-territorial relations between the Crimea which is populated by mainly ethnic Russians and Kiev, thesis argues that the interstate relations between Ukraine and Russia have played a crucial role in the evolution of the autonomy of the Crimean region within Ukraine. Thesis is composed of six chapters. Following the introductory First Chapter, the Second Chapter examines the origins of the Crimean autonomy. The Third Chapter examines the Crimean Autonomous Region during the post-Soviet period until the signing of the Friendship Treaty between Ukraine and Russia in 1997. The Fourth Chapter explores the period between 1997 and 2004. The Fifth Chapter analyses the period in the aftermath of the Orange revolution in 2004. The Last Chapter is the Conclusion.

Full textUnemployment is a new public life issue in the former Soviet Union countries. We asked the question : what is the psychological impact of unemployment on the ukrainian population? This study focuses on the relationship between unemployment and social intelligence, workability, the relationship to work, and the level of stress. We used the following instruments : the Social Readjustment Rating Scale (Holmes and Rahe), the Test for Social Intelligence (O'Sullivan, Guilford), the Test of Workability (Landolt) for evaluating workability, and the Test of Color (Lüscher). The social intelligence and workability (a measure of worker reliability and accuracy) scores in the unemployed are significantly lower than those of the employed. The unemployed present the following specifities in their attitude to work. The length of unemployment and the level of stress affect the workability of individuals as well as their attitude to work

Full textIn this study on the collective identities of the donbass greeks, the objective is to define ethnic and territorial units of belonging by choosing a certain number of references that have an emblematic value for their carriers. This study is based on written sources and and on ethnographic fieldwork that i have carried out in the russophone region of doneck in south- eastern ukraine. In the fhe first part of this study i talk about aspects that build up the historical and cultural background of the donbass greeks. The first chapter is on the mode of living, clothing and cuisine of greeks but also russians and ukrainians of donbass. The second chapter deals with ritual and religious practice. In it i first briefly discuss belief and the religious renaissance that is taking place in ukraine at present. Thereafter, i try to analyse rites and patterns of behaviour connected with birth, marriage and death. I also discuss the celebration of holidays. The third chapter is on kinship structure and on social behaviour and values. The fourth chapter is an evaluation of the linguistic situation in the donbass. In it i discuss linguistic practice and representation among the donbass greeks and ukrainians taking into account the everyday and the symbolic value they attach to russian, ukrainian and greek languages. The second part of this thesis (chapters 5 and 6) is on representations and revendications of identities. In the fifth chapter i discuss otherness and show how the donbass greeks perceive the soviet leaders as well as some of the most important events of twentieth century russian history. In the last chapter i try to show how the donbass greeks perceve and live their ethnic identity today. Even though it is the context of today that is in the focus of my study, i also try to show how and why the various material, religious, social, linguistic and other patterns of behaviour have changed during the twentieth century

Full textAt the outset of its independence, in 1991. The Ukraine stood amongst the most fortunate eastern European countries. This being due to their attractiveness to the potential favour of international investors. Despite these advantages, which were mostly fiscal and were conferred upon such investors in order to encourage their insertion into the Ukraine, the results hoped for were not produced. The inexperience of the legislature in such matters. The inherent legal instability and the all too frequent intervention of the state, contributed to the crafling of a negative reputation for the country. Conventional means being unable to match the expectations of these investors meant that the Ukraine has been classified as the highly political risk country. The Ukraine fully understands the need to attract investment in order to contribute to the development of the country. In order to counter the risks which create uncertainty on a daily basis for the foreign investor, investment guarantee mechanisms exist in a number of states for the purpose of encouraging and protecting. Should the occasion arise, investment beyond the national boundary. The study of these traditional mechanisms nevertheless demonstrate that they are not sufficiently adapted to respond to the anxieties of operators in central and eastern European countries (CEEC) - where bad risk triumphs over good. The leading international financial institutions have, as a result, largely contributed to the establishment of new mechanisms which guarantee outward foreign investment, and which have the objective of fulfilling to a much greater degree the expectations of those operators who wish to invest in external markets. Accordingly, the GAU (garantee administration unit) organization was created, of which the coverage of political risk and indemnity procedures, appear to operate in a credible and efficient manner, thus, this has been recommended in favour of the Ukraine and Moldavia

Full textOur study produced new empirical results on the establishment of the new system of local self-government in Ukraine : observations on historical evolution of the system of local self-government in Ukraine, remarks on guidelines of the administrative and territorial reform, an analysis of the judicial status, competences and resources of the territorial communities. Results of the research demonstrate the development of local and regional democracy to be a key element for the successful realisation of democratic reforms in Ukraine. The reform of local administration foresees profound institutional changes in the organisation of public power in Ukraine: more precise distribution of the competences between the central power and different levels of local authorities, clarification in the national legislation of the status of “gromada”, “raïon” and “oblast”, provision of financial resources to territorial communities for realisation of the new functions, elaboration of the new strategy of training for local authorities' staff to be more productive in their activity and to ensure better the demands of citizens
Наше дослідження представило нові емпіричні дослідження щодо впровадження нової системи місцевого самоврядування в Україні: роздуми щодо історичної еволюції системи місцевого управління в Україні, зауваження щодо головних орієнтирів адміністративно-територіальної реформи, аналіз юридичного статусу, компетенцій та ресурсів територіальних громад. Результати нашого дослідження показують, що розвиток місцевої та регіональної демократії є ключовим елементом для успіху демократичних реформ в Україні. Реформа місцевої адміністрації передбачає глибинні інституційні зміни в організації публічної влади в Україні: більш чіткий розподіл компетенцій між центральним урядом та різними рівнями місцевих влад, уточнення у національному законодавстві статусу громади, району та області, наділення територіальних громад фінансовими ресурсами, необхідними для реалізації нових функцій, розробка нової стратегії навчання службовців органів місцевого самоврядування, які мають бути більш ефективними у своїй діяльності і краще задовольняти потреби громадян

Full textThe Ukraine crisis underway since November 2013 is a significant occurrence in a greater debate over what norms will prevail in the European—and global—security environment. The roots of the crisis lie in two-and-a-half decades of competition for influence in Ukraine by the European Union and the Russian Federation. The competition between Russia and the EU over Ukraine has evolved significantly since Ukraine became independent in 1991. This thesis shows that the European Union’s level of awareness of and competition with Russia for influence in Ukraine has significantly grown. Ukraine’s position in EU diplomacy has grown from secondary status to being regarded as a critical interest across EU institutions and member state governments. While Russian efforts to establish dominant influence in Ukraine have also intensified, Moscow’s interest in Ukraine has been consistently high. The findings of this thesis indicate that the European Union has not given up on Ukraine nor accepted the legitimacy of a Russian sphere of influence in post-Soviet states. Competition between Russia and the European Union over Ukraine is likely to intensify and remain at a high level for the foreseeable future.

Full textNikita Khrushchev is mainly known in the western countries as the one who has allowed a relative relief of the dictatorship thanks to the destalinization process. This opinion is also persistent in the former countries of the USSR. Indeed when Khrushchev seizes power, he wishes to proceed with many ambitious reforms in various areas. Nevertheless, he remains a convinced communist who tries this way to give a new start to the soviet ideological adventure. The denunciation of the crimes of Stalin during the XXth Congress of the Soviet Union Communist Party (SUCP) opens path to some intellectual and artistic pluralism often called « unfreezing ». Furthermore, the wills of the first secretary will lead to a policy of unexpected and unbalancing politic and economic reforms. But in fact the destalinization times will also be times of disappointments, especially for the Ukrainians. Indeed Ukraine will have a special place in the antireligious campaign, as one of the healthiest strongholds of the religious life of the Soviet Union. Since the western regions had not suffered the repression of the thirties, they were a singular phenomenon in the Soviet Union with their vivid religious life and their refusal to become uniformly orthodox. Thus the antireligious campaign of Khrushchev is one of the poorly known sides of the policy of Stalin’s successor. The behaviour of the new first secretary as regards the religions will be indeed even harsher than the one of Stalin (the former were-be priest). Stalin had made concessions to the churches after 1943; but as soon as 1958, few years after Khrushchev’s rise to power, the antireligious propaganda becomes strong and efficient again
