Full textAt the end of the colonial era, Nigerien economy was left with administrative structures that were not efficient in term of economic activity. In order to remedy that, public enterprises were created at first in agricultural livestock sector, and the in all economic sectors. However, in spite of the development of those P. I their economic financial impact on the countries growth was less than expected from an instrument created to boost the economic growth. Their poor records added to the consequence of the worldwide economic crisis on the public finances, are the basis if Niger’s engagement as of 1983 into the adoption of economic reform policies. After a decade of adjustment policies results are still mitigated. Due to the limits of those reforms, it is justified to think of an alternative strategy based on one hand on a free-market economy which integrates the advantages of the parallel economy and developing a synergy with the para-public sector. On the other hand, this alternative strategy would be based on “public intervention” which would facilitate the promotion and diversification of productive activities as well as the reduction of the proverty

Full textThis thesis is an analysis of the privatization of public enterprise process in brazil, since 1979 until the end of the year of 1993, and also an analysis of the rebalance between public and private sectors in that country. First chapter reflects an effort of treating the theoretical aspects of the subject, especially on the relationship between the state and the market, on public enterprises and on privatization itself. Second chapter studies privatization processes on Latin America, with high light on some countries studies as chili, Argentina and Mexico. Third and fourth chapters are dedicated to establish a periodization of privatization process in Brazil. Finally, fifth chapter analyses the relationship between public and private sectors from the results of an inquest made by Getulio Vargas foundatio, from Rio de Janeiro, on the 500 biggest productive companies in Brazil. As conclusion, on can verify that Brazil did not accomplish the privatization of the most important of its public enterprises, even if it has started this process in the end of seventies

Full textThe relations of national public powers with state enterprises are theoretically bound by general provisions of the european community treaty. This requirement can only be turned down when it leads toobstruct the performance of services of general economic interest. The enforcement of the ec treaty rules has given rise for almost ten years to a gradual liberalization of sectors traditionally regulated by governments. Renouncing economical interventionism, the member states have to shelter in this new context the principle of an open market economy. The ec treaty expresses this primacy of indistorted competition as one of its fundamental objectives in article 90 which forbids the member states to enact or maintain in force any measure contrary to the rules of the common market and in the same time empowers the euroepan commission to specify the obligations of public powers in this field. The court of justice judged in 1991 that this latter provision conferes this institution power to adopt directives and decisions in relation to state measures concerning legal monopolies. The above mentioned rules of the ec treaty are of two sorts. The first ones are open network provision rules which apply to natural monopolies, in situations where certain economic activities may only be provided by a monopolist, given the scale and expense involved. The others are free competition rules as provisions contained in article 85 and 86 of the ec treaty concerning the behaviour of any undertaking in the common market, the prohibition of national assistance to public undertakings and free movement rules. Under those conditions ec rules governing state enterprises just do not admit that national systems of property ownership should in any way prejudice the fundamental principles of the common market. In this context, the room left to public service obligations is narrow. This situation results from the lack in ec law of a real political project since the failure of the european defence community in 1954 which has left to the market the task of drawing the framework of general interest. This is the reason why article 90, paragraph 2 only provides for modifications of the regime of undistorted competition, as far as such rules effectively forbid the undertakings entrusted with the operation of services of general economic interest to perform the particular task assigned to them. Full textWe conducted a study, which focused on personnel professional recruitment practices. The goal was repeated, it is firstly a review of the recruitment methods used by the french recruiters. And on the other hand to question these professionals on the perception that they had both their personal practices than on existing practices in their activity (scientific and pseudo-scientific). To answer these questions, we used in-depth interviews with 41 recruiters (psychologists and no psychologists) from the private and public sectors. The investigation to reveal a certain number of practices (see annex 9), she also allowed us to see that the french recruiters met for the most part a somewhat similar approach to their recruitment (the need analysis, screening, thorough selection). As to their perception, we found that there was no significant difference in the representation of recruitment methods, either in terms of the recruiter's basic training or his sector of activity. Thus, 85% of the sample has a negative representation of the recruitment methods used in France. But 88% have negative representations of pseudo-scientific methods, while 29% of them say that the company context can have an impact on their practices, especially in terms of their choice. In our opinion, it would be interesting for recruitment practices in France to have legislation that is worthy of the stakes involved in this activity

Full textNowadays, the topic of the downsizing process of the public sector is still the object of criticism, as it has not been described extensively. In addition, the notions related to the public spectrum are not strictly stated. This dissertation aims to contribute to the specific research on public administration, focusing on the sector of public undertakings in order to provide a comprehensive and detailed study of the recent downsizing process of this sector: describing the emergence and the redefinition of the concept of the public undertaking sector along with the role of the State and identifying the reorganization of the methodology of public administration, as well as positioning the restructuring process described in its technical and multicontextual perspective. Since the early 1980s, we could observe that the concept of the public undertaking sector has been redefined and the weight of public entities operating in the market economy has been radically reduced. In fact, the State has been refocusing on its regalian functions and concentrating public finance on services of general interest, while promoting public-private partnerships and implementing regulatory reforms toward a new paradigm of public administration. Nowadays, public sector administration with its diversity and contemporary characteristics raises different issues at the start of the twenty first century. It illustrates the role that society assigns to public authority and particularly the evolving expectations of citizens for public services, in the new environment of the European Directives having considerably matured and the inexorable march to economic globalization

Full textThe introduction of management control in Lebanon's public sector is a pioneering experience in promoting transparency and accountability that all public administrations could adopt. The thesis focuses on the main challenges and paradoxes of the adaptation of management control in public sector. The objectives are: 1) to define the scope of the Lebanese public sector, 2) to analyze the characteristics of management control in the public sector, and 3) to explore the tools for implementation in public administration. We already tested the model of management control at the Ministry of Finance. The implementation process has been tested on a regional Directorate of Revenue and has addressed the adoption of strategic planning and data analysis, on one hand, and, on the other hand, the identification of indicators and the design of scorecards as a management tool to evaluate the public action. This thesis is regarded as a challenge and an experience that it will be possible to follow and develop in all the Directorates of the Ministry of Finance. Thus, this research will be useful for state officials to improve and enhance the public sector performance as well as to create incentives for development

Full textThe reform policy of the state owned enterprises was politically stressed in 1986, by the Đồi móʾi policy. Eager to better determine the role, the nature, and the structure of these organizations within the global framework of the reorganization of the public sector in Vietnam, I gathered the data coming from various Vietnamese open sources, which allowed me to better understand both the political and the social dimension that the Vietnamese authorities placed in such state owned enterprises, especially in the State Corporations (Tổng công ty). Inherited from a political system, placed at the center of a global process of transformation, the “State Corporation” had to be described and explained by the authorities to the various components of the Vietnamese society. This research focuses on the systematic treatment of Vietnamese open information to make it possible to apprehend a subject placed in the dynamics of evolution determined by the Vietnamese authorities. This study thus aims at presenting the structuring of the newspaper industry making it possible to determine the environment and the techniques of use of open information facilitating the treatment of a Vietnamese contemporary subject. Then we will try to include/understand the organization and the role of these companies in the Vietnamese system; to underline the first difficulties with which these structures are confronted (difficulty in combining "socio politico-economic" objective assigned against their fall of economic profitability on less and less protected markets); to identify the management of reforms of these structures recommended by the Vietnamese authorities within the framework of world economic integration

Full textSince the implementation of the decentralization laws transfering responsibilities from the governmental level to local authorities, the number of illegal public funds managements through a misusing of local parapublic associations has significantly increased (ie. E de facto public management). However, it appears necessary in order to size the responsibi lity of local politicians to underline the fact that the government is, since long, showing them the way by creting local parapublic associations. Furthermore, the two main reasons expressed to justify the rise in public judgements are actually debatable. On the one hand the public accountancy rules, though presented as a set of measures safeguarding interests of citizen-taxpayer, are not totally efficient. On the second hand, the jacobinic characteristic of the local financial system and the conditions of performing his duty by the judge of accounts reduce, in fact, the democratic requisite of a level of control bound with the level of responsibility. In any case, this new context must bring local politicians to check they comply with laws, regulations, and case law when using parapublic associations. Considering, firstly, each kind of purpose to be fulfilled and, secondary, the range of other possible juridical structures, they should also examine neth the resort to an association is the most proper answer

Full textThe rationality of private investment is indeed a logical behaviour that can be reflected on the performance of activities. Modern economic analysis has developed this rationality by ways and mathematicals means wich are less easy in the application but their rationality is high. There is also an another rationality for public investment, but the working there is very difficult, because of different advantages (and the costs) of social activities. Another difficult is also the absence of full information about the accounting, particularly in the third countries. In egypt, economic system which has developed by nasser has been based on the monopolies of state. Also strong control of state upon the economic activities has been built within this monopoly. This system has led to an heavy bureaucratisation and negative performance. The centralization of competences and absence of delegation has been one of the principal cause of retarded planning of investment projects. Another cause of this slowness, the absence of obvious objectives and true planning which must be based on the rationality. The new strategy of economic development which is adopted by sadat president is actually based upon two axis : - the trend of liberalism, - the high promotion of private initiative (national and foreigner). The open door policy has further built a favorable climate for pri- vate investment. This policy has retaken the rate of growth of gross domestic product. This rate is exactly plus of 10% (reel rate). This good consequence is positive and significante step on high rationality and high orientations

Full textVarious types of organizations (public, private, non-profit) bear a large part of responsibility for the constantly deteriorating environment. According to some estimates, manufacturing activities account for 30% of global CO2 emissions, and commercial/public services account for 10% of such emissions. As this pollution is the result of human activities within organizations, an increased attention should be paid to individual behaviors of employees. Greening daily actions of employees can minimize negative impacts of organizations and lead to a more sustainable future. However, the transformation of individual behaviors requires a careful examination of a large number of factors, many of which have not been explored in the academic literature. In this context, this thesis, composed of three distinct but tightly connected studies, is dedicated to the following research question: Why some employees are more inclined to perform green behaviors in the workplace than others and what steps can be undertaken by organizations to increase the likelihood of voluntary pro-environmental activities among personnel? The first article of the thesis is a systematic review of the literature on pro-environmental behaviors in the workplace. It provides a comprehensive mapping of the literature on previously explored obstacles to such behaviors and managerial practices that are applied to encourage these individual actions. Also, this article points out several literature gaps that require further investigation, notably: the lack of studies based on behavioral theories (which is surprising given the fact that individual actions should be studied through the lens of psychological frameworks), the quantitative nature of most research in the domain (which means a relatively limited critical approach), the lack of articles with samples of employees working outside of the private sector (which points at the impossibility of generalizing results to other types of organizations), as well as the disconnection between practical suggestions and barriers that influence behaviors (which might lead to inefficient promotional measures within organizations and, as a consequence, useless expenditures). The two other articles of the thesis address these issues. The objective of the second article is to evaluate the relative importance of each obstacle associated with green behaviors of non-academic university employees. Based on the theory of planned behaviour, this study examines employees‘ beliefs towards two pro-environmental behaviors: the use of alternative transportation and the suggestion of ecological ideas at work. The results of this research demonstrate that it is possible to predict the intention of employees to perform green behaviors, and, as a consequence, they can be changed through an intervention. More importantly, v various factors linked with the workplace context (for example, the opinion of colleagues and the necessity to fill in forms to change administrative routines) played a significant role in the decision of employees to get involved in green behaviors. This signifies that organizations are capable of increasing the frequency of pro-environmental behaviors by targeting these factors through a range of managerial practices described in the article. Concerning the third article, it is based on a qualitative approach and discusses factors that impede the emergence of employee-driven pro-environmental innovations within ministries and public organizations in Quebec. The results of this research indicate that two contextual aspects determine which factors influence such innovations: the type of organization and the initiator of the idea. In line with the literature, innovations initiated in public organizations where sustainability was profoundly integrated in daily practices faced fewer barrriers in comparison with organizations where sustainability is taken into account superficially. At the same time, and contrary to the initial expectations, employees with environment-related duties have more factors to consider prior to launching innovations (for instance, the necessity of being transparent in the eyes of the population and the existence of the political agenda) in comparison with their colleagues from other departments. This study sheds light on two types of pro-environmental innovations (proactive and contributory) and the aspects that determine the likelihood of these ideas emerging in public organizations. Although the three studies of the thesis discuss different organizational contexts, they offer complimentary perspectives on the same phenomenon. In general, the results of this dissertation are one of the first steps towards a more nuanced view of workplace green behaviors that should not be considered as a monolithic type of individual actions performed by employees.

Full textIn order to apply the services that come under their competences, regional authorities are, in principle, free to take the method of administration of their choice and, consequently, to opt either for a direct administration or a delegated one. However, having the desire to entrust the realization of some projects to a third party while keeping the control, regional authorities sometimes plan to use a legal entity in which they are members and that we suggest to be identified under the words “satellite organization”. In this case, regional authorities have to build relationships with the satellite organizations so as they have tools to work and to get projects. These organic, material and functional relationships show, on the one hand, the participation of regional authorities in the satellite organization and, on the other hand, the awarding of projects to the satellite organization. But the legal framework around regional authorities seems to be opposed to the setting up of these relationships and compromising the apparent faculty for the regional authorities to use a method of mixed administration of their services

The strike of internal consultations with wild private practice doctors, all professions in this sector have experienced a collective mobilization. The research work was conducted to analyze the collective action of these practitioners. Thus both the transition to the action that developments of social movements are the heart of our reflections. It is clear that the analysis of collective mobilization of health professionals includes both a dimension macrosociological (structures, organizations) and dimension microsociologique (beliefs, identities, corporativism). The common link between these two spheres is that all elements are related resources of the social movement, which will permit the establishment of a structure and coherence of the mobilization in order to win the government. This research thus highlight the denominators that explain both the shift to collective action (dynamic mobilisers moving), and developments of these mobilizations (expressiveness mobilizations)

Full textThis thesis work shares the observation of several mutations currently at work. On the one hand, metropolitan territory appears to be the benchmark for defining urban development strategies. One of the main elements of defining this territory is its polycentric dimension, with the emergence of new centralities in so-called peripheral spaces, whose status could then evolve. On the other hand, retail also has a large number of changes as a result of changing lifestyles and consumption. New forms of retail appear, and the large emblematic formats of the large distribution (shopping center, commercial zone) wonder about their future. Based on the principle that trade can serve as an indicator, but also as a driving force for the development of the territory, we have therefore sought to understand to what extent trade, and more particularly the large formats of large-scale distribution, could both play a role in the emergence of new centralities, but also impair the centrality of downtown. We have found that one of the main conditions for (re) creation of centralities from trade is the relationship between public and private actors of trade and the city which, through their decisions and interactions, help to define the role of commercial equipment in the metropolitan urban system. Players' games seem to be moving towards greater complexity, but also better cooperation between public actors and trade. The observations made on our examples lead us to propose the concept of «integrated urbanism» as a key to the reading of new modes of governance that seem to be in place around the issue of commercial planning at both the strategic and operational levels

Our thesis develops empirical tests to reveal the presence of this form of motivation among public sector agents. Our first chapter seeks to evaluate the differences in job satisfaction, defined with respect to various characteristics, in order to identify different preferences between employees in the public and private sectors, thus providing information on their respective sources of motivation. We find that public sector employees show greater prosocial motivation than private sector employees, the former being willing to work longer hours and accepting lower wages than the latter. In the two following chapters, we test whether public sector employees put more effort in the workplace, all other things being equal, using two measures of overeffort: the probability of working unpaid overtime and the phenomenon of presenteeism at work. The results of these studies highlight the presence of a pro-social motivation of public sector employees which however does not lead them to provide an effort greater than that provided by private sector employees. We find that the incentive to effort takes different forms according to the specific managerial and organizational characteristics of the work, and is compatible with motivations of different nature. Finally, we show that if such specific motivation did not exist, the provision of effort of public employees would be less frequent

But the terms under which these public law persons are present on the competitive market are disputed, as their statute under public law is often criticized as an unfair advantage. This thesis aims to demonstrate that public law persons are neither advantaged nor disadvantaged by their statute, but are simply not suited – and can't be adapted – to the competitive market, as their public law statute structurally implies a competitive distortion and an infringement to the legal requirements for fair competition. According to five periodes defined in fonction of the socio-political models that had come one each other in the history of the city, this document studies the diversity of social formes through which social housing had been produced and occupied in guadalajara. It examines as well the process of production of land, the mechanisms of distribution and the relations of land ownership, mainly those which concerns the strategies of accumulation of this good. This work focus also upon the practices, strategies and the policies adopted by the private and the public sectors involved in the process of production of social housing. The thesis attemps to characterize the different actors that had participated in that process during the five periodes, assuming as hypothesis that, without and strong intervention of the state, a real social housing policy can hardly be implemeneted

Full textThe deficiency of the financial system, the dichotomy of economic activities of the public and the private sectors, and the dependence on exterior economic resources in the long run are the essential causes of the inefficient allocation of financial and other economic resources in developing countries. Moreover, the ambiguity of the economic strategies and the lack of an exact determination of the specific roles of the public ant private sectors are the reasons behind the failure of governmental economic policies. The main question here is to determine how and in what areas the government should intervene and invest in order to encourage the private sector and economic development. This question is worth discussing within the general framework of all developing countries, but with the specifics of each country taken into account when discussing economic policies in that particular country. Our objective is to analyze the financial problems and linkage between the two sectors in developing countries in general and in iran in particular. The main results are that the monetary and financial policies applied since 1973 in iran had negative effects on the economic growth of real gdp. Also, the petroleum revenues had a crowding out effect on the productions of other economic activities. Finally, the econometric results show the existence of complementarity relations between investments in both public and private sectors, i. E. Full textThe decision makers in the health sector are faced with increasing challenges and new stakes that they need to address. A wide range of push factors from new techniques and care to a higher demand for quality and accessibility of care as well as dramatic budget cuttings and constraints are driving and often trigger a new approach to health systems. Private sector involvement in public service, whether through for-profit or non-profit stakeholders, complements existing models such as traditional procurement or concessions instruments. These new models aim at innovative collaborations between public and private sectors through restructuring and strengthening health services, underpinned by risk and expertise sharing mechanisms. These PPP bring added value through long-term contracting and often a private financing of infrastructures and equipment. Public managers are in this case empowered to focus on their core public service missions while entrusting their private contractors/partners with a variety of tasks from design to financing, building, operating and maintaining the infrastructures. The overall aim of these new flexible contractual instruments is to help improving the services performance. Raising interest amongst public decision makers as well as other stakeholders, these complex legal arrangements require an assessment of the sustainability of the PPP approach towards health issues. The expected value for money which PPP are supposed to bring in also demands that a thorough evaluation be carried out. Besides, operational recommendations shall be drawn up for the benefit of those public managers looking at making the best of their partnership instruments

Full textDuring recent years, education and training have experienced greater phenomena of industrialization in particular under the influence of the development of technologies. The field of foreign language teaching and learning (FLT) has also undergone changes due to the internationalization of certification standards and the growth of private training sector. The foreign language teaching field in Vietnam is not immune to these developments that inevitably lead to significant changes in the process of professionalization of the teaching staff. Our research aims at highlighting the way foreign language teachers in both public and private sectors represent their professionalism in this new context and the priorities they consider important in terms of professionalization. To do this, we conducted our empirical research in two stages: a pre-survey by interviews with colleagues in Dalat and a supplementary survey by an online questionnaire. The analysis of the 14 semi-structured interviews of the first phase helped us to build the questionnaire that was intended for a wider audience of teachers in the country. Our questionnaire survey (N 364) allowed us to draw three different profiles which are differently positioned in terms of the evolution of FLT. The discussion of the determinants of each profile provides a better understanding of the professional development dynamics of Vietnamese foreign language teachers

Will the idea of enterprise's culture, admitted, recognised then contested, be easily sold for wage earners, concerning the exploitation of external supports such as social and humanitarian actions, medical and scientific research, cultural patrimony or sport throughout the sponsorships in one hand, the use of internal structures as associatives sporting practices in entrepreneurial space in the other hand? In regard of principle of those institutional practices, can we have the effect of rational of specific organizations in ideological and economical positioning, the membership of private sector or an attachment for a public economy? Logics of action as far as far as communication is concerned, must be perceived in the interaction between the individual rationalities of actors and a principle of organization's functioning constraining an individual in his decisions and actions evolvements. The capacity of organization to develop the forms of communication termed unessentially, reflect to intrinsic arrangements of social agents, to their social standiing to be part of professional position and their personal history. The proofs put forward that give evidence for the coherence of actions with institutional economic rationality, hide the determinations historically and socially set up in the structures that surround the social agents. Nothing better let out the autonomy of those communication's logics of action, than the particularity of the shapes of determinations of which they raise. The comparative analysis have for ambition to suggest a reading of those rationalities muffled, officially motivated by the assertion of the status citizen organization, but ordered surreptitiously at once by the particular interests, historical institutional heritage closely tied to ideological end political anchorage of organization, to an affiliation tto a rational of public service, social economy or free enterprise economy

This does not seem likely. In fact, depending on this aspect, it appears that public private partnerships, despite many hopes, has some difficulty in imposing like the cornerstone of the modernization of the law contract for public procurement. Full textAfter 17 years of military dictatorship and of neoliberal reforms that have upset its political, economic and social organization, Chile is now enjoying a strong growth, exceptional in South America. Nevertheless the democrats who have been governing since 1990 would like to alter this unfair growth, a poor breeder of added value that is furthermore too dependent on the ups and downs of the world market. Because the national private actors have short-term views, this alteration of the model requires the state to intervene again in the economic field since it is the only actor that is capable of any long term planning. So the 1990's have witnessed a renewal of public policies in Chile. Yet because of the legitimacy of the liberal model, this state intervention cannot be carried out without any help from the private actor and without its direct contribution to the developing process of the country. The study of the industrial policies implemented by the Chilean leaders shows how the cooperation between industrialist and civil servants appears. Within a few months, a division of the labour of productive modernization has indeed taken place, leading to the creation of a genuine market of state subsidies. The state develops and finances ambitious projects, run by private organisms. Most of these tools and subsidies favour the autonomy of the employers and make it necessary for them to work in networks. This renewal of state interventionism has not borne the expected fruit yet. The different programs will have proven that the private and the public sectors can work together efficiently and that the employers can possibly accept the rules of associativity. Yet the implements are extremely selective and both the human and financial means seem really insignificant considering the importance of the task to be done so as to modernize the country fully

Full textBecause of their specific characteristics (externalities, ladder economies, costs set up students), the network industries are natural monopolies. Traditionally, the public monopoly allowed also protecting the public service falling to a government, financially stronger than the private sector while the financial market was non-existent. Currently, the public private partnerships (liberalization) allow compensating for the financial lacks of the State and to establish a harshness of management which is necessary to promote the technical progress. Public-private partnerships thus became the new options of exploitation of network industries. The economic theories of contracts, of competition and of regulation constitute the theoretical centring of the liberalizations. They offer the theoretical tools and the support necessary for the setting up of a well-balanced competition and the definition of an adequate contractual frame between the government and his private partners. The efficiency of the liberalization depends on regulation which is an emanation of the global institutional supervision. In Senegal, the liberalization of electricity and telecommunications sectors and the corresponding institutional changes were begun only from 1996. However, it is possible to make a mid-term analysis to draw up a normative approach of the perspectives in terms of regulation and institutional frame (supervision)

Le troisième chapitre s'intéresse à la différence de structures des salaires entre le secteur public et le secteur privé. Sont modélisés de façon jointe, la participation, le choix de secteur, et les salaires des différents secteurs. Est aussi prise en compte une hétérogénéité individuelle. Par cette méthode, les différences de salaires entre les deux secteurs sont décomposées en la constante (plus élevée dans le public que dans le privé), les rendements des variables explicatives observées (les diplômes sont par exemple mieux rémunérés dans le privé) et enfin une habilité inobservée qui mesure la spécificité du travail humain des personnes employées dans le secteur public. Le dernier chapitre enfin s'intéresse à la place du contrat de travail en France. Certaines personnes sont-elles confinées dans des trajectoires précaires ? 5% des personnes âgées de 30 à 49 ans seraient confinées contrairement aux 13% observés sans tenir compte de la censure des observations
