Abstract State aid aimed to certain market participants, especially some of its categories, carries a risk of distortion of competition. Therefore, it is necessary to control allocation of state aid and its direction from the sectoral objectives towards more justified horizontal objectives of allocating. This paper examines the practice of assigning sectoral state aid in the European Union and in the selected Western Balkan countries by using the methods of comparative and correlation analysis. The aim is to identify deviations and point out to the preferred ways of state aid allocation.

Abstract Following the Paris Agreement, many countries such as Switzerland or Denmark have derived carbon budgets for their national building stock to support local policies by creating benchmarks. The aim is to calculate a quota for carbon emissions that a country can spend on its building stock by 2050 to ensure that it stays within a 1.5°C trajectory. The underlying allocation principle almost exclusively follows this procedure: (i) allocating the global budget to the national level, (ii) further allocating the national budget to the sectoral level, and (iii) to the building stock level (or

However, water allocation by priority might have the problem in which the area of lowest priority can suffer from water shortage all the time. So, this study has tried to develop water allocation rules by weighting factor techniques. The weighting factors are estimated by sectoral and regional factors. The Analytic Hierarchy Process (AHP) is applied to estimate the sectoral factors and the regional factors can be divided by the regional-characteristic and regional-scale ends. The water allocation

We hypothesize that Korea is likely to allocate more targeted ODA to countries with less achievement in these sectors, and that this tendency is stronger for low-income countries. Using

ABSTRACT In this essay, I propose an agenda for the welfare state of the 21st century that emphasizes its role as a mechanism of resource allocation. Since social and environmental problems are getting out of hand, the time for mere compensation is over: we need a mechanism for directly influencing systems of production and patterns of consumption in the direction of addressing those problems. This partially translates into a decisive sectoral shift towards public social services led by the welfare state. A government seeks to allocate limited resources to productive sectors, but sectoral productivity is privately known by agents with vested interests in those sectors. They lobby the government for preferential treatment. The government—even if it honestly seeks to maximize economic efficiency—may be confounded by the possibility that both high wealth and true economic desirability create loud lobbies. Broadly speaking, both poorer economies and unequal economies display greater public misallocation. The paper wa

In recent years, the push for reform in the Australian public sector audit has placed the Office of the Auditor-General (hereafter OAG) in a more contestable or market- like environment, where the OAG is accountable for an efficient and effective provision of public sector audit. The purpose of this study is to compare the cost efficiency of in-house and contract-out arrangements to deliver financial audits in the public sector. It empirically tests whether there are audit cost and audit fee differences between in-house providers (i.e., the OAG) and contractors (i.e., public accounting firms).

Abstract:
Policy-based lending is an important element within the toolbox of multilateral development banks to assist countries that need budget support and/or that are embarked on institutional changes or reforms. This Technical Note reviews different aspects of policy-based loans (PBLs) to gain a fresh perspective on their structural and financial features. It examines policy-based loans through the lens of their dual goals of providing beneficiary countries with flexible, liquid, and timely funding to meet their financing needs and of supporting policy reforms or institutional changes in a sector or

Can the expansion of higher education lead to firm productivity growth? In this paper, we examine how China's college expansion program contributes to the rapid growth of firms' R&D expenditure and productivity. In our model, heterogeneous firms make endogenous R&D decisions, requiring them to allocate skilled workers between production and R&D. We structurally estimate the model using firm-level data on the level and distribution of R&D, as well as macro-level data on skill prices and sectoral allocation. Quantitative analysis reveals that between 2004 and 2018, the combinatio

Abstract:
This study applies the Water Evaluation and Planning (WEAP) model to assess irrigation management in the Stung Chrey Bak catchment, Cambodia. It evaluates three scenarios—reference, 5 percent annual increase in irrigation demand, and additional reservoir storage—to explore sustainable water allocation strategies. The catchment supports 10,367 hectares of rice cultivation, with increasing pressure on water resources due to expanded dry season farming. The analysis reveals that while current stream flow can meet irrigation needs under existing conditions, unmet demand arises when environmental i

The Sin Tax Reform Act of 2012 and its amendments aim to increase revenue for public health spending and reduce tobacco smoking and alcohol use. This Policy Note evaluates the performance of sin tax allocations for the public health sector. It finds significant increases in the budget allocations for public health programs since the law was enacted, but this did not necessarily lead to improved outcomes and spending capacity. Hence, implementing agencies should be more strategic in requesting, allocating, and utilizing funds to address service coverage gaps. Moreover, the quality of program pe

Abstract:
This paper estimates the impact of relative price volatility on sector-level investment allocation using a panel of 65 countries with data for 26 manufacturing industries over the period 1985-2003. Results indicate that volatility distorts efficient investment allocation in that investment is not necessarily devoted to relatively more productive sectors, especially in emerging market economies that are highly exposed and may lack the necessary institutions to deal with it successfully. This is evidence in support of theories suggesting that relative price volatility provides incentives for ent

Adaptive Social Protection (ASP) as discussed in this report is an approach to enhance the well-being of communities at risk. As an integrated approach, ASP builds on the interface of Disaster Risk Management (DRM), Climate Change Adaptation (CCA) and Social Protection (SP) to address interconnected risks by building resilience, thereby overcoming the shortcomings of traditionally sectoral approaches. The design of meaningful ASP measures needs to be informed by specific information on risk, risk drivers and impacts on communities at risk. In contrast, a limited understanding of risk and its d
