Abstract:
This study researched on security challenges in universities and the implications for safe school environment. Three hundred and twenty five (325) samples, constituting 50% of a population of 650 security personnel in two universities in the study area participated in the study. The study was based on three research questions and one hypothesis. Data for the study was gathered through a 42-item questionnaire. The questionnaire was validated and tested for reliability using Cronbach Alpha with a reliability index of 0.87. Data collected were analyzed using means, standard deviation and independent t-test. Results indicated that cult-related activities, kidnapping, drug abuse/offences, illegal possession of fire arms by students, students’ restiveness/demonstrations, students’ union election crisis, room break-in, stealing and pilfering and sexual assaults were the most prevalent security challenges. Findings also showed that inadequate security personnel, insufficient patrol vehicles, poor lighting of university environments, non-availability of modern security facilities, poor funding of security departments, porous campus environments, lack of security-awareness education, non-availability of electronic gadgets among others were the factors militating against effective security checks in universities. Implications for safe school environment were discussed, and one of the recommendations was that the security unit should be well funded and equipped with modern technology by the university management for a better performance.

Abstract:
Urine-diverting dry toilets (UDDTs) are designed to recover nutrients and organic matter from human excreta for agricultural reuse. Their wider implementation could help address problems in areas where water scarcity limits coverage of sanitation systems and declining soil fertility jeopardizes nutritional security. Demonstration facilities can improve stakeholders’ views of UDDTs; however, it is uncertain whether these facilities should be located at households or institutions. Using a novel methodological approach that included qualitative data collection before and after introduction of demonstration UDDTs and quantitative monitoring of treatment conditions, this study evaluated changes in local attitudes and knowledge resulting from a UDDT promotion strategy at two primary schools in Uganda. Before introduction, students had little knowledge of UDDT facilities, while most attitude-related statements conveyed negative viewpoints and skepticism. After introduction and six months of operation, students exhibited increased knowledge, and 68% of attitude-related statements conveyed positive opinions that focused on the UDDTs’ long-term economic value and their role in creating a more hygienic school environment. These changes were seen in facility users and in other students at the schools who were non-users. In the future, with these improved perceptions, students could become compelling representatives for UDDTs within their communities, potentially increasing adoption.

Abstract:
The last decade has seen several of the most heinous acts imaginable committed against our educational facilities. In light of the recent shooting in Sandy Hook Elementary School in Monroe (Newtown), CT, which took the lives of 20 children and six employees, a new heightened sense of awareness for safety and security among our educational facilities was created.1 The law enforcement and public-safety community is now looking to work together with many of the educational representatives across the nation to address this issue, which affects the educational environment now and in the future. The US public and private elementary and secondary school systems’ population is approximately 55.2 million students with an additional 19.1 million students attending a 2- and 4-year college or university. These same public and private school and degree-granting institutions employ approximately 7.6 million staff members who can be an enormous threshold of potential targets.2 A terrorist's act, whether domestic, international, or the actions of a Lone Wolf against one of our educational facilities, would create a major rippling effect throughout our nation. Terrorists will stop at nothing to advance their ideology and they must continue to advance their most powerful tool—fear—to further their agenda and mission of destroying our liberty and the advanced civilization of the Western hemisphere. To provide the safety and security for our children and those who are employed to educate them, educational institutions must address this issue as well as nullify the possible threat to our national security. This thesis used official government reports and data interview methodologies to address various concerns from within our nation's educational system. Educational personnel along with safety and security experts identified, describe, and pinpointed the recommended measures that our educational institutions should include to secure our nation from within. These modifications of evaluating and updating their current emergency operations plan, if implemented correctly, will bring heightened awareness, as well as define roles and responsibilities, to everyone involved. In addition, these implementations will assist in coordinating and strengthening a multiagency partnership's among the public-safety community that will mitigate the risk to our student body, faculty, and staff, and strengthen our national security.

Abstract:
The present study was aimed at evaluating the quality of life in the districts of Buraidah city in the Kingdom of Saudi Arabia as part of the Kingdom’s Vision 2030, based on provided services in terms of distance and time parameters. This was achieved by integrating Geographic Information System (GIS)-based network analysis and multicriteria decision analysis (MCDA) techniques. The service area analysis technique of the GIS Network Analysis tools was applied to the available services in the districts of Buraidah city. Twelve services were investigated with regard to their coverage within 5, 10, and 15 minutes of travel time: universities, high schools, middle schools, elementary schools, hospitals, health centers, ambulance facilities, government services, religious services, security services, sports services, and recreational services. GIS-based multicriteria decision analysis (GIS-MCDA) was implemented in the study to obtain a spatial suitability map of the standard of living quality in the various districts in Buraidah city. The analytic hierarchy process (AHP) technique was used to determine the criteria weights. The location-allocation model was used in the study as well for suggestions of new service locations to improve the spatial distribution of services and enhance the quality of life in the districts. The results of the final suitability map to determine districts with the best standard of living according to the provided services show that the living standards in the city are very good, with very high and high levels in around 51 districts, representing 72.9% (449,235 people), and about 19 districts with moderate, low, and very low levels, representing 27.1% (56,765 people). Narrowing the quality of life gap and improving spatial planning requires correcting the current deficiency in services, which is estimated in this study to be 16 services: one high school, one elementary school, one middle school, two universities, one sports service, two security services, two courts, two hospitals, one health center, one park, and two ambulance facilities.

Abstract:
In the recent past, cell phones have emerged to be among the leading outlawed contemporary contrabands in correctional facilities around the globe. Although official statistics on the number of contraband cell phones globally remains elusive, searches by prison officials project a worrisome trend. At Naivasha Maximum Prison, it is estimated that 30% of the inmates possess one cell phone. Existing studies are more inclined to how phones are smuggled, who smuggle them and their impact on rehabilitation of offenders. Limited studies have been carried out to examine the security threats posed by smuggling and use of cell phones into the prisons. One school of thought argues that cell phones are smuggled into prisons and used by inmates for a good course including communicating with their significant others and for leisure. The other school of thought argues that they are used to commit crimes and thus a source of insecurity to officers, inmates and the members of public. This paper is guided by three specific objectives; to examine security threats prison officers are prone to due to smuggling and use of cell phones at the prison; to examine security threats inmates are prone to due to smuggling and use of cell phones at the prison and finally to examine security threats members of public are prone to due to smuggling and use of cell phones at the prison. The study employed descriptive research design. The unit of analysis was an individual prison officer. A sample size of 182 respondents was drawn from a population of 507 junior prison officers using simple random sampling technique. Primary data was collected through questionnaires. The results of this study indicated that prison officers are prone to physical injuries (38.92%), ambushes during escorts (29.94%) and espionage (20.35%). Inmates were prone to physical attacks (46.78%), electronic fraud (26.28%) and exploitation (21.79%). Members of public were prone to electronic fraud (74.40%) and kidnappings (40.47%). This current study concluded that cell phones in prison facilities pose significant security threats to prison officers, inmates and the members of public. These security threats are therefore of national concern. This study will add to existing body of knowledge on prisons and address policy gaps that exists in controlling cell phones in prison facilities.

Abstract:
This article aimed to analyze the Government Policy in the process of implementing education to improve National Security at the Sebatik Island of Nunukan Regency. The author analyzed using Bardach’s Eightfold path to more effective problem solving which consists of defining the problem, assembling the evidence, constructing the alternatives, selecting the criteria, projecting the outcomes, confronting the trade-offs, deciding, and telling the story. This is a descriptive-type study with a qualitative approach. Study results shows that in Nunukan Regency, especially Sebatik Island that is considered as a Frontier, Outermost, and Underdeveloped region, which also lies at the border between Malaysia and Indonesia—haven’t been optimally carrying out policies on education implementation for improving national security. This was also proven by the number of schools that lack the necessary facilities and infrastructures, in addition to the curriculum that has yet to instil national security strengthening in schools and the lack of routine for nationalism-related activities given by the local government. Therefore, the local government should synergize with other parties, such as the Indonesian Army and education communities to improve national security in Sebatik Island while also strengthen the students’ sense of nationalism through accommodating school subjects on Indonesian nationality and culture.

Abstract:
The aim of this paper is to identify the perceptions of teachers and regulators in implementing fully privately run public schools (FPRPS) in Malaysia. Under the Malaysian Educational Blueprint (MEB) 2013 - 2025, it is clearly stated that the programs and activities that would encourage and allow parents, the public and private sectors, NGOs, and society to forge a partnership with the school will benefit especially concerning values education. These school community partnerships can be related to the ninth shift in the Blueprint which is “partnering with parents, community and private sector at scale,” although, the emphasis of this shift is more on students’ academic progress. This study was conducted for three months’ periods, involving 87 teachers and principals (in 13 schools) in the districts of Petaling Utama, Wilayah Bangsar-Pudu and Hulu Langat and 23 regulators in 10 Regulatory Bodies. The method used was in the form of focus group discussion (FGD). The data was processed by using Atlas ti. From the interviews conducted on FPRPS, all of the respondents (i.e. teachers, principals and regulators) indicated that they are ready and willing to accept the FPRPS implementation. This is because FPRS offers huge potential benefits to them. These include improvement in students’ skill, teacher training, academic performance, employability, financial support, infrastructures, facilities, security, maintenance, workload, and school efficiency. The study contributes to the development of a new type of school in Malaysia.

Abstract:
The covid-19 pandemic forced numerous educational institutions to deliver online learning to students. However, nonformal school at prison face a difficult choice as greater access to advanced technologies in prison is security breaches. The majority of incarcerated students in formal and nonformal school in the prison are cut off from the internet and the options for distance learning are limited. On the other hand, many volunteer teachers at prison schools are not allowed to teach by face-to-face methods during the pandemic. This study uncovered the possibility of nonformal school at Serang prison to offer online learning by collaborating with university. However, the online learning program and curriculum is modified to meet the current needs of students and condition. Therefore, the online education programs provide various materials of personal and social skills to the incarcerated students. These programs are important for mental and personal well-being of incarcerated students during ‘lockdown’ or limited access situation in prison. The accessibility to online learning education for incarcerated students in prison-based schools will transform the Indonesian corrections system in the future. For educational purpose, though, prisons that offer educational services such as Equivalency Programs, need to provide the IT facilities for the incarcerated students to access their education. By offering access to education, it will give young inmates the opportunity to build a better life after release.

Abstract:
The population is nowadays increasingly threatened by events that have an immediate impact on their health and lives. One of the most endangered targets are the so-called soft targets. These are such targets that are characterized by a high population concentration, and low or even no level of security against violent or even terrorist attacks. The research carried out by the authors clearly showed that one of the important and easily vulnerable soft targets are schools. This article focuses on the safety of schools and their facilities. The authors focused on finding out the safety of schools as soft targets in the Czech Republic. The security level of schools was measured at selected nursery, elementary, and secondary schools in the city of Brno. As well as technical elements, other factors contributing to the overall safety of schools were also verified. It was found that although a large number of schools have at least basic elements of security available, systemic and organizational measures are not sufficient for technical measures to be important.

AbstractIntroduction:In 2001, the Israeli government announced the construction of the West Bank barrier. The stated purpose of construction to prevent attacks by Palestinians on Israeli citizens. In a subsequent advisory opinion, the International Court of Justice decided the wall would block access to health care and education, and was “contrary to international law”.Research Focus:The Barrier, with its limited number of gates, has been criticized by humanitarian agencies for limiting access of Palestinians to employment, health care, and education, but was defended by the Israeli government as an important security measure. Methods:A survey of key informants was conducted in May 2004 at 78 health facilities and 121 schools in the northern West Bank districts of Jenin, Qalqilya, and Tulkarem, in order to assess the impact of the Barrier on access and use of health and educational services. Results:The Barrier negatively affected access to education and health care, in terms of statistically significant increases in distance and travel time to schools and health facilities. In several areas, service utilization, assessed by weekly visits to health facilities and student enrollment, was affected by barrier construction, although these findings were not statistically significant. A significant decrease in staff attendance was observed at health facilities and schools. Conclusions:The Barrier may have long-term effects on access and utilization of health and educational services among Palestinians in the northern West Bank.

Abstract:
Background:In Japan, since 2006, participation in a 1-year residency programme by all dentists who have passed the National Board Dental Examination has been mandatory. Therefore, a ‘matching system’ has become necessary for dental students in their final year to decide their desired residency facility, but the rate of matching in dental schools located in rural areas is still low.Aim :The principal aim of this study was to elucidate the background factors influencing the selection of residency facilities by dental students in rural areas to facilitate the training of dentists working in local communities. Methods :Using the matching results from 554 final-year students of Kagoshima University Faculty of Dentistry from 2005 to 2013, multiple logistic regression analysis was performed on the background factors of the subjects. Results :Concerning the selection of the residency facility, it was verified that there were strong background factors for subjects to select residency facilities in their hometown, but compared with subjects from other regions, those from Kinki and Kanto regions did not select residency facilities in their hometown. Compared with males, a significantly higher number of females selected residency facilities in their hometown. A significantly higher number of subjects who repeated a school year selected the residency facility of their alma mater. Conclusion :In dental schools of national universities located in provinces, the establishment of a quota system for students from the region, where possible, is one of the most effective steps for securing future dental trainees.

AbstractIncreasing rates of body weight of children has become a motivation for investigating active transportation to school during the past years. Lack of proper data covering different geographical contexts is a problem seen in the literature of this subject. The present paper reports the findings of a recent survey on nine cities in seven European countries funded by the European Commission. The objective of the survey was to provide data covering several topics in relation with active commuting to school and body mass index, such as parental perceptions of safety and security, neighborhood facilities, land use characteristics, etc. in different regions of Europe in a way that cross-sectional comparisons between regions and city sizes is facilitated. For that, 2735 children/parents were handed out questionnaires, from whom 1424 filled out the questionnaires (response rate: 52%). This led to 1304 validated questionnaires. The respondents studied in 21 elementary schools of Foggia, Italy; Berlin, Germany; Thessaloniki, Greece; Rijeka, Croatia; Utrecht, The Netherlands; Łódź, Poland; Konstantynow, Poland; Malatya, Turkey, and Doğanşehir, Turkey as of March 2016 until January 2017. The survey instrument enables development of continuous and categorical variables for empirical research with strong focus on the built environment using the aggregate data provided by this study. It is expected that the output data eases production of knowledge about less-studied European contexts as well as cross-sectional comparison of results with more studied areas of Western Europe.

Abstract:
There are 911 of Islamic boarding schools in Madura. However, the students do not have easy access to the media via the Internet as expected. This is particularly due to some restrictions imposed by the schools on them in accessing the Internet. This resulted in the study of communication action between students of Islamic boarding schools and the new internet media; that is, how the schools and students can absorb the use of new media among students and how they play roles in political participation through new internet media. The present study employs a qualitative approach using ethnographic observations. The study uses Rogers’ (1986) theory on the diffusion of innovation organizations and individuals, Roth’s (1980) theory on political participation, and Wilson’s (1980) theory on the pyramid of political participation. Based on diffusion of organizational innovation, it was found that the Banyuanyar Islamic boarding schools accept the existence of the Internet, but they experience lack of computer equipment (hardware), application program (software), as well as lack of experts and skills to use the facilities. As for the communication action, the use of the Internet gains wide acceptance. Most of the students even have basic knowledge to use the Internet before they enter school. The existence of media facilities may lead to the breach of rules by the students with regard to the policies of pesantren. Some efforts are needed to identify ethical violations in communication actions undertaken by the students in the use of the Internet. On the one hand, the identification of the Internet provides freedom space, but on the other, the pesantren does not have virtual security officers to deal with digital violations that may be committed by the students. The early identification of an effort is necessary to anticipate the adoption of innovations and to make boarding school students media-intelligent. In term of the tendency of political participation, the students of pesantren Banyuanyar are participative in political activities. The policy made by the pesantren leaders plays a pivotal role in political participation. The education on political participation among students of pesantren through new media is reflected in the flow of information that is accessible everywhere, particularly electronic media, which has contributed significantly to developing the mindset of the people, especially among the students of pesantren.

In the past 8 years, the horticulture program at Texas Tech reduced the number of degree programs and faculty while it increased the course offerings available and quadrupled the enrollment in horticulture courses. This increase in productivity and program security came about through the efforts of the College and the Department. The designation of the Introductory Horticulture course as a core curriculum lab science elective dramatically raised enrollment. The introduction of horticulture as a minor within the College and across the University resulted in many of the horticulture courses being accessed by students previously not reached. In addition, efforts to create articulation agreements with and actively recruit students from 2- year institutions are beginning to show some success. The greatest future impact appears to be in the creation of mutually beneficial distance education alliances with other 2- and 4-year institutions. Areas of continued concern include balancing faculty teaching and research loads, frequency of upper level course offerings, and identifying large classroom facilities during peek hours. Support facility space utilization, pressing time constraints and “faculty burn-out” are also current problem areas associated with increased faculty productivity levels.

Abstract:
Agricultural activities in developing countries are critical for the future of the world’s food security. These countries have the lowest agricultural productivity and dissemination of agricultural technologies are often insufficient. Extension has a vital role in improving agricultural productivity. The Caribbean country of Haiti is one such case. In Haiti, agricultural technicians perform much of the extension field work. Agricultural technicians often have a diploma earned at a Technical, Vocational, Education and Training (TVET) school. However, not much is known about Haitian TVET schools, as little research has been conducted. This study explored the context for Haitian agricultural TVET. Individual interviews with four school directors and three teachers per school (12 total), as well as a student focus group in each school allowed to identify the ambiguous cultural value of agricultural TVET in Haiti. Results identified the cultural disregard for TVET through its stakeholders’ contempt for this sector as well as the government’s failure to support it appropriately. However, it was also found that TVET added value to the agricultural system both for its inherent qualities, and because of the reputation, competitiveness it creates for the graduates through the schools’ curricula, INFP recognition, and the networking experiences it facilitates notably with internships. Keywords: TVET, Haitian, agriculture

Abstract:
Purpose: Mobile technologies provide an affordable and easily accessible technology that lecturers can use effectively to assist students with their studies. The general objective of the study was to evaluate socio-economic factors affecting food security among the elderly. Methodology: The paper used a desk study review methodology where relevant empirical literature was reviewed to identify main themes and to extract knowledge gaps. Findings: From the study findings, it is concluded that the households of the elderly persons are faced with abject poverty due to the household structures they live in, which lack food storage facilities hindering food utilization. The elderly persons are faced with health challenges that hinder them from accessing adequate and appropriate foods. They also are not able to use the available types of food due to the ailments they suffer. Elderly persons are faced by various levels of food insecurity due to the deteriorating strength and vulnerability that comes handy with aging. Farming practices by elderly persons depict that they mainly use manual labour limiting their food production. The elderly persons food utilization that entails enlightenment on food production based on food storage, feeding habits and farming methods have lowered food production thus food insecurity. Recommendations: The study recommended that there should be established programmes that provide homes for the aged to cater for the elderly persons who live alone, sickly and too aged to undertake their daily domestic duties. In addition feeding programmers in households with elderly persons should be formulated and implemented. Relatives should be encouraged to follow up on the wellbeing of their aging parents and organize to employ care givers to keep up domestic duties that may be making it difficult for the elderly to access food. The ministry of special programmes should consider provision of relief food to households with the elderly persons who suffer severe food insecurity. They should also collaborate with the ministry of education in ensuring children who are under the care of aged people have a school feeding programme to provide at least a meal for them at school.

Abstract:
This paper provides information from the Lao People's Democratic Republic on household food security, current nutrition problems, their magnitudes and trends, food and nutrition policy and activities, and strategies for the development of short- and long-term approaches to dealing with the problems. Data were obtained during a recent UNl-CEF-supported consultancy, the objective of which was to assess young child nutrition and household food security as a prerequisite for recommending appropriate community-based primary health care and information system interventions. The data were collected through published and unpublished documents, observations of Lao PDR medical and health facilities, rural schools, and villages, and interviews with Laotian nutrition and health specialists. The findings show that house-hold food security rests unstably on a risk-diffusion strategy and women's participation. A number of nutrition disorders are also prevalent. Control strategies require both long- and short-term actions focusing on assessment, advocacy, planning, training, appropriate model development, and communication for food and nutrition.

Abstract:
School learners are attractive candidates for cyber-safety attacks. Advances in Information and Communications Technology (ICT) devices, and the surge in Internet usage, poses significant risks to users with poor cyber-safety awareness and security practices. An example of such users are school learners. Therefore, school learners should be made aware of cyber-safety or safe Internet usage, through awareness programmes as early as possible. Applying the classical Theory of Planned Behaviour in a survey of 109 schoolteachers across 18 schools in 2 districts, the results of a multiple regression analysis unveil that: 1) attitude does not predict the schoolteachers’ intention to raise cyber-safety awareness at their schools in the next 12 months, nor does it predict the schoolteachers’ behaviour of raising cyber-safety awareness in their teaching; and 2) subjective norms and perceived behavioural control predict the schoolteachers’ intention and behaviour. In light of this, the South African Department of Basic Education (DBE) is encouraged to identify influential schoolteachers (i.e. phase heads, sports and cultural coordinators, principals and their deputies, etc.), and to groom them into cyber-safety awareness advocates, for the purposes of influencing other teachers or their peers. Also, the DBE should provide teachers with the requisite resources, opportunities, and support which facilitates cyber-safety awareness in schools, to empower teachers to adopt this highly desired behaviour.

Abstract:
ObjectivesTo explore health-worker perspectives on security, improving safety, managing constrained resources and handling mass casualties during besiegement in Syria.DesignA qualitative study using semi-structured key informant interviews, conducted remotely over WhatsApp and Skype, and analysed thematically using inductive coding.SettingSecondary and tertiary health facilities affected by besiegement in Aleppo (from July to December 2016) and Rural Damascus (from August 2013 to February 2018).ParticipantsTwenty-one male Syrian health-workers and service-users who had experienced besiegement and targeting of their health facilities.ResultsParticipants described four related challenges of: (i) conflict-related responses, particularly responding to mass casualties; (ii) targeted attack responses, particularly preventing/surviving facility bombings; (iii) besiegement responses, particularly mitigating severe resource constraints; and (iv) chronic risk responses, particularly maintaining emotional resilience. Mass casualty response involved triage and training to prioritise mortality reduction and available resources, for example those with greatest need and likelihood of survival. Targeting response was largely physical, including fortification, working underground, reducing visibility and services dispersal. Besiegement response required resource conservation, for example, controlling consumption, reusing consumables, low-technology equipment, finding alternative supply routes, stockpiling and strengthening available human resources through online trainings and establishing a medical school in Ghouta. Risk responses included managing safety worries, finding value in work and maintaining hope.ConclusionBesieged health-workers were most affected by severe resource constraints and safety concerns while responding to overwhelming mass casualty events. Lessons for targeting/besiegement planning include training staff and preparing for: (i) mass casualties, through local/online health-worker training in triage, emergency response and resource conservation; allowing task-shifting; and providing access to low-technology equipment; (ii) attacks, through strengthened facility security, for example, protection and deterrence through fortification, working underground and reducing visibility; and (iii) besiegement, through ensuring access to internet, electricity and low-technology/reusable equipment; securely stockpiling fuel, medicines and supplies; and establishing alternative supply routes.

Abstract:
This study investigates the influence of foreign football and its digital coverage among youths in Abeokuta. It examines the values portrayed by internet/satellite technology, the extent to which these values affect Nigerian youths, and the extent to which Nigerian youths’ exposure to foreign football through the internet/satellite technology affects their commitment to Nigerian football. The study employed qualitative method of Focus Group Discussion (FGD), using discussion guide to source data from youth in Abeokuta South and Abeokuta North Local Government Areas.Among others, the study discovered that major values promoted by internet technology such as technical companionship, global citizenship and technological determinism enhances western values and interests, and have undermined to a very large extent the citizenship values of Nigerian youths. Nigerian youths have practically abandoned their citizenship values such as love and loyalty to the country, patriotism and commitment to national ideas, and have embraced the values promoted by the internet with their passion for foreign football. The main findings recognises Nigerian youths interest in European football was motivated by good organization, adequate and quality facilities and good football on the field of play; hence Nigerian youths abandoned Nigerian football due to poor management, inadequate and poor facilities and insecurity at match venues, among other factors.Based on the findings of this study, it is recommended that Nigerian football should be overhauled. There is need for proper funding to fix facilities like quality stadia, provision of security at match venues and ensure proper administration of the games. Youth football should be revived in Nigeria and grassroots football should be re-introduced at primary and secondary school levels to discover raw talents. Adequate arrangement should be made for marketing and sponsorship programmes, including live coverage of football events on the Nigeria television network.

Abstract:
On March 11, 2020, the World Health Organization declared the COVID-19 outbreak as pandemic just about three months after its emergence in December 2019 in Wuhan, China. The outbreak of COVID-19 launched the world into a public health crisis, impacting families, schools, and communities in unprecedented ways. This paper examines the existence of pandemic planning and preparedness for institutions serving PLWD in order to ensure continued service for its users. The research also analyses the considerations applied to address the challenges that a pandemic will present. This study comes at an opportune moment when institutions serving PLWD become overwhelmed and face possible closure of their facilities. As COVID-19 continues to have wide-reaching impacts across the globe, it is important to understand how persons with disabilities are uniquely impacted by the pandemic, including health, education, and food security. Method: A qualitative study was considered complemented by telephone interviews in two facilities (Evaton and Katlehong) serving PLWD were used as a case study. Results: The paper concludes that adequate pandemic planning and preparedness in response to COVID-19 are critical to saving both lives and livelihoods and continuous service delivery. The respondents articulated a need for inclusive strategies where disabled people are involved as consultants and partners, not just as users. Conclusion: Diligent planning was found to be essential. The results highlight the role of the institutions serving PLWD in being effective and supporting service delivery and food security.

Abstract:
Background: Food and food production is closely related to food security and nutritional status of a region. There are 9 indicators of food security: stall ratios, store ratios, non-prosperous household ratios, household no-electric ratio, four-wheel access ratios, non-school-age ratio, net open water ratio, ratio of health personnel, and facility ratio sanitation. In addition to availability, the annual poverty rate declines, but is different from that of coastal households. Households in coastal areas have low levels of welfare, this is due to the small share of fish catches to fishermen. Based on Food Security Vulnerability Atlas (FSVA) in 2016, Kabupaten Bangkalan and Tulungagung are categorized as food insecurity areas. Objective: To analyze the difference between food security indicator with nutritional status (proportion of LBW) in west coastal and south coastal area of East Java Province.Method: This research is by analyzing secondary data obtained from Dinas Pertanian dan Ketahanan Pangan Jawa Timur and Dinas Kesehatan of Kabupaten Bangkalan and Tulungagung. Analysis of influence using linear regression test and difference test using independent t-test.Result: The test result of independent t-test were found on store ratio variable (0.994), non-school ratio (0.084), ratio of nakes (0.137), and ratio of sanitation facility (0.959).Conclusion: From the result of the influence test, there is no effect from food security indicator which include the ratio of shop, store ratio, non-prosperous ratio, non electric rt ratio, 4 wheel access ratio, and ratio of sanitation facilities with LBW in Bangkalan and Tulungagung districts. Independent t-test have differences in store ratios, non-school variables, number of nakes and sanitation facilities.ABSTRAKLatar Belakang: Pangan dan produksi pangan berkaitan dengan ketahanan pangan dan status gizi suatu wilayah.
