The Balkfontein and Virginia plants of Sedibeng Water, situated in the Free State Province of South Africa, treat water for potable purposes. Chlorine is used as disinfectant at both plants. Low levels of free chlorine measured in the water supplied from some reservoirs, logistics and costs, related to the application of chlorination at various points in the distribution system, were the main thrusts for an investigation into the use of chloramination as an alternative means of disinfection. The raw water is highly eutrophic and contains a large fraction of treated effluent from domestic and industrial sources as well as agricultural runoff. The eutrophic nature and changing raw water quality give rise to many operational difficulties and high treatment costs as well as problems with the final water quality. Abstract This paper examines whether the current South African legal framework and subsequent policies post-1994 encourage and have emphatically fostered industrialisation in South Africa primarily and Southern Africa more generally. The primary contention of this paper is that the South African State, unlike fellow Southern African States, has a long history with industrialisation and should have laid the foundations for Southern Africa’s large scale industrialisation trajectory. However, the post-1994 government vision for South Africa has never had a Law and Development philosophy that prio

Faced with tight fiscal and water resource constraints, water utilities would have to adopt technically efficient water management technologies to meet developmental socio-economic objectives of universal coverage, aligned to the United Nation's Sustainable Development Goal 6. It is important to measure the technical efficiency of utilities as accurately as possible in order to inform policy.
