Abstract:
The National Park Service (NPS) is charged with maintaining natural riverine resources and processes in its parks along the Yampa River and downstream along the Green River. This mission requires information on how proposed water withdrawals would affect resources. We present a methodology that quantifies the impact on natural riverine and riparian features of Dinosaur National Monument based on alternative withdrawals that vary in volume and timing. This methodology uses a reverse quantification and develops tools to enable the NPS to ensure that if withdrawals must occur, the adverse impacts

Manzano, Osmel, and José Luis Saboin. Reverse Causality between Oil Policy and Fiscal Policy?: The Venezuelan Experience. Inter-American Development Bank, 2021. http://dx.doi.org/10.18235/0003290.

Abstract:
This paper uses a model of intergenerational accounting to simulate the intergenerational distribution of oil wealth in Venezuela. Venezuelan oil production does not seem to follow an optimal extraction path. Nevertheless, this is true if we do not consider what the government does with the resources received from the oil sector. In this paper we explored the interaction of oil policy and fiscal policy using an intergeneration accounting model. We found that these interactions could explain certain outcomes. In particular, the model could explain why the sector was open for investment in 1991

Abstract:
Modeling snow’s mechanical behavior is important for many cold regions engineering problems. Because snow’s microstructure plays a significant role in its mechanical response, it is imperative to initialize models with accurate bond characteristics and realistic snow-grain geometries to precisely capture the microstructure interactions. Previous studies have processed microcomputed tomography scans of snow samples with a watershed method to extract grain geometries. This approach relies on identification of seed points to segment each grain. Our new methodology, called the “moving window metho

These Guidelines seek to provide greater clarity on how OVE will conduct Independent Country Program Reviews (ICPRs), a periodic product introduced through the approval of OVE's Country Product Protocol by the Boards. The purpose of this document is to provide transparency to the Boards, country authorities, and IDB and IDB Invest Management on the methods, tools and processes used by OVE in the ICPRs, and to foster consistency in their preparation. The Guidelines are the exclusive responsibility of OVE, in compliance with the Boards' mandate of conducting ICPRs under the conditions and princi

Abstract:
The Windsor quadrangle, situated in the northern part of the Colorado Piedmont, features relatively low topographic relief with a 94-meter variance between its highest and lowest points. Notable elongated outcrop areas of weathered bedrock are observed along the dissected southwest side of the Cache la Poudre River valley. While fresh bedrock is mainly found in lower gravel pit faces in the Big Thompson River valley, unconsolidated Quaternary deposits cover most of the quadrangle with few natural exposures along river cut banks. The landscape is primarily characterized by a broad upland swath

Abstract:
Constraints on water resources and the environment necessitate more efficient use of water. The key to efficient management is an understanding of the physical and physiological processes occurring in the soil-root hydraulic continuum. While both soil and plant leaf water potentials are well understood, modeled and measured, the root-soil interface where actual uptake processes occur has not been sufficiently studied. The water potential at the root-soil interface (yᵣₒₒₜ), determined by environmental conditions and by soil and plant hydraulic properties, serves as a boundary value in soil and p

Abstract:
This paper explores the everyday realities of taxation in Kinshasa’s markets, which play a crucial role in revenue generation and sustaining the livelihoods of the local population. Understanding market taxation in this context is critical given the plurality of state and non-state institutions and actors which govern markets and engage in revenue extraction. The study draws on qualitative data collected from eight formal, informal, and customary markets in Kinshasa. The research documents the experiences of market vendors, their perceptions of taxation, and how these perceptions shape interac

Objectives: The overall objective of this research was to gain a better understanding of how potyviruses interact with their aphid vectors. The aim was to design new approaches for prevention of potyvirus spread by aphids. The sub-objectives included: (1). Determination of which of the HCs of different potyviruses effect efficient transmission by specific aphid vectors; (2). Determine regions in the HC that play a role in their compatibility with the vector; (3). Determine the factors within the aphid stylets that modify HC activity in transmission.
