The colonials who would call themselves "europeans" were in great majority french people spending only a few years in the region. Technicians and members of public utilities succeeded servicemen and priests. Gradually, women came and met them what considerably modified the relationships with the african population. The only relation ships between the europeans and the africans were professional one. They lived ignoring each other as it is shown in the numerous accounts collected and analyzed. Full textThe subject of this research is "the evolution of bamana religious beliefs and practices". A comparative approach was taken, based on date gathered from 64 villages within a 30 km. Radius of segu. There were three primary lines of inquiry: assessment of the current status of bamana sacred places; description of traditional ways in which powerful objects were used for warfare, magic, or protection; and an analysis of current practices in relation to traditional ones in order to assess processes of continuity and change in bamana social organization. Interviews were conducted with a range of magico-religious practitioners, including blacksmiths, fortune-tellers, marabouts, and hunters, who either fulfill religious roles or who act as specialists in the mediation of individual relations. The latter provide their clientele with charms or magical objects for purposes of aggression or protection. While my findings reveal significant changes in village society-evinced for instance by the virtual dissappearance of sacred, genie-sheltering groves, the protection of powerful objects, and the construction of numerous mosques-such changes nevertheless do not suggest a radical acculturation. Ineed, even though sacrificial rituals have dissapeared from the ritual calendar, careful attention to bamana discourses has allowed me to understand that certain traditional practices remain while new practices have developed around very different sources: the boli have been burried, but new objects have appeared. Practitioners take materials from various sources for their purposes. Finally, the daily existence of these powerful rites, played out in an invisible realm, reveals an extremely tense social climate, shatter the myth of african solidarity and betray the development of based on the development of individualistic behaviors which constitute the backbone of witchcraft and of black magic

Full textLand access, uses of the land, and land managing utilities around the Talo dam is the focus of this research. The study of the space-time dynamics into this area reveals different land issues and conflicts for land use before and after the dam was completed. Available fields to till and grow agricultural products were there previously scarce, due to the growing peopling of the area and a drying weather. Conflicts between peasants worsened after the Planning Authority achieved renting irrigated plots for rice growing to selected families. Village traditions are now unable to manage most of the farmers’ struggles. Sate Justice is more and more the way to solve disputes. Changes into the local geographic system due to the dam are prominent. A GIS to manage land exchanges between families based on equivalence soils valuation between dry and irrigated farming is the proposal of this thesis to help managers regulating agricultural land during irrigated land developments

This work has been to define the consequences of participatory maintenance by populations and forest rangers. We firstly made socio-economic surveys about the use of species and test the knowledge of population on the forest and the project. We secondly estimated the effects of lumbering practice on the woody and herbaceous vegetation. The results obtained are concerned with the weak integration of local lumbering community into project conceptualisation. Stump resprouts production is good. However, cutting at higher levels ameliorates the survival and growth of resprouts. The minimal periodicity of cutting for firewood production is six years. The behaviour of some very appreciated species (Combretum nigricans, C. Micranthum, C. Glutinosum and Anogeissus leiocarpus) is analysed

Full textThe Niger River is now facing natural and anthropogenic threats; the solution is both in local arbitrage and in international considerations. Its rich history shows a series of regulation and local management logics depending on time and space. The Niger River has been at the center of strategies for local and colonial dominations. These modes of local controls lead more and more place for some more integrated management systems. This research focuses on the governance of the Niger River waters in Segou and Mopti. It aims to understand the dynamics of actors, especially strategies, relationships and interactions of actors around the water in the context of decentralization, but also their perceptions of the River water. The results show the complexity of water governance especially with regard to regulation and the narrow articulations between global and local dynamics. Ignorance and lack of implementation of laws governing the field of water characterize the governance of Niger River. The multiplicity of actors leads to the overlap of roles and potential conflicts of competence. The implementation of the governance involves complex relationships between multiple actors. This complexity returns to issues of territories and territorialities in particular in the interior Delta. Finally, decentralization has encouraged the direct involvement of local stakeholders in the management of local resources. But it has also exacerbated the risk of conflicts between multiple actors, in search of leadership and legitimacy around the river

Full textIn 1977, a conference on the preservation of natural resources drew world attention to the degradation of the Sudano-Sahelian environment (UNEP, 1977). During this conference, the paradigm of ecosystem services was proposed as a tool to limit environmental disorders. This thesis is part of this logic. In a multidisciplinary approach, it proposes to evaluate the ecosystem services of supply, especially of energy wood in the regions of Ségou and Mopti in Mali. It is based on the top-down approach of ecosystem services. The aim of this thesis is to highlight the way in which climatic conditions and plant dynamics are related on the one hand, and plant dynamics and human activities on the other. In order to apprehend these links, it is necessary to grasp the influence of the physical tendencies of the environment. There is also a need to assess the forest ecosystem and to understand how men exploit forests. In addition, it is necessary to understand the local population’s perception of the degradation of natural resources. The results from the meteorological surveys highlight a recurrence of drought periods in the study area. The inventory of the forest massifs shows above all that we have to do with heterogeneous vegetal surfaces dominated by the open shrub steppe on sparsely vegetated ground and on bare soil. The analyses carried out illustrate strong anthropic pressures on these plant formations. The dynamic is due to the removal of energy wood for domestic use. The fuelwood supply scheme for both sites shows a negative balance. Spatially, the intensity of flows and its impact are accentuated in the Mopti region which borders the Sahara. In order to build a decision support tool, we sought to qualify the local population perception of ecosystem degradation. The results of the lexicometric analyses highlight the perception of the respondents. The degradation of natural resources is mostly associated with divine will and climate change. Finally, the results of this work can contribute to public actions to improve management of ecosystems, particularly plant formations in Mali
