Full textIn 1848, the Provisional government resulting from the events of February proclaims direct and universal suffrage. This is an unprecedented and impromptu decision. Indeed, universal suffrage remains something of an enigma. Nobody knows much about this concept which appears to be rather a slogan of opposition against the July Monarchy. Furthermore, the implementation of universal suffrage in 1848is a challenge. How does one persuade millions of citizens to vote, citizens who, for the most part, have never voted before? There remains much to be done and invented : a mass electorate, electoral geography and methods. However, the 1848 revolutionaries do succeed in the challenge of mass voting. Despite numerous difficulties, incidents and frauds, the electoral process cornes into being. Through the implication it arouses, universal suffrage is not only the founder of popular sovereignty but goes on to become legitimate practice

Full textThe Normandy bridge, opened on 26 january 1995, has set up a direct link between the two banks of the river which had developed separately for about fifty years. It has created the conditions for a restoration of the close ties that had existed between the two banks during the nineteenth century up until world war two. In this respect, the bridge could bring about a new territoriality in the estuary through the profound modification of networks it induces. As is the case with the other major european estuaries, the evolution of the territoriality has also been expressed through the emergence of environmental concerns since the middle of the nineteen seventies. Under pressure from lobbies unrelated to business interests, port authorities have to relinquish part of their territories for conservation purposes ; the ensuing power struggles ultimately require the arbitration of the state. However, an estuarial territory encompassing the estuary and both banks will only be established with the commitment of local authorities and inhabitants since development projects decided by the state are inefficient if they are not handled at local level. Should the local powers and inhabitants of the estuary decide upon the creation of the new territory, the question of marking its administrative limits would then arise since the seaward side of the estuary is the boundary of two administrative regions. An intermunicipal grouping could provide an answer to this difficult problem

Full textEstablished thanks to an inventory of manuscript, cartographic, and archeological data, as well as a lot of field work, this geoarcheological synthesis of Gallo-Roman and medieval port sites in the Seine estuary, makes it possible to lay emphasis on a proper typology, which is most adapted to this area. Such a typology reveals various structural , morphological aspects, whose traces are still visible in the present landscape. Through this diachronic study, a tension between man and the river is quite obvious, and this tension is characterized by the judicious selection of the natural sites which are potentially favorable to any port activity. Let us also mention man's attempts at organizing facilities, managing, and mastering this ever-evolving area. Finally, big port complexes were also discovered—according to the period and in strategic fields, they gave rise to commerce and trade in the low Seine valley

Full textThe immigrants who opened workshops or shops or went into peddling in the Seine Department between the two world wars hardly fit the usual profile of "immigrant workers". Shunning foreign labour recruitment networks, they basically defined themselves by their independent status. A primary source in this work, the Trade Register instituted in 1919 was the first administrative documentation identifying traders by nationality. Yet, petty trade after the First World War remained open to all, irrespective od nationality. To define the status of these immigrants one is led to assess their social standing according to their progress. This research asserts the prevalence of time and of migration patterns in the paths leading to independence. Foreign petty traders differential among themselves between "pioneer" and "established" traders. .

While the economy didn't seem appropriate to entertainment, theatres were attracting an important public for each performance. Concerts grew more and more in a various way during the German occupation ; music became a tool for political propaganda, of Resistance or, on the countrary, a place of setting off. Art has indeed been holding the most important space in the strategy of the Nazi conquest, because it was used for asserting the German cultural superiority on the occupied territories. The German presence, but also the various international political events, got to many changes in Seine-Inférieure about musical life. So, how can we say that a set of beliefs in presence contributed to change the musical landscape in Seine-Inférieure, but also its repertoire and the traditionnal organisation of entertainments? The Second World war appears as a real slowing stage in the cultural history of the local county, but the events which took place during this period drew the musical landscape of the second part of the XXth century in Seine-Inférieure

Full textOur thesis concern the upper part of the river Seine between the towns of Bar and Montereau. The study presented focuses on the morphological adjustments of an underfit stream. These adjustments are regarded as river responses to spatial and temporal variations in water and sediment discharge or to noticeable modification of the channel internal geometry (cross-section, longitudinal profil and planform). The methodological approach which has been chosen for this study gives great importance to an analysis of the channel evolution and fluvial processes in a short (1 year), medium (10-12 years) and long 13-14 years) time scales. Before apprehending the modes and rhytms of the channel changes, we examine in the first part of the thesis the influence of the geomorphological setting (chapter 1) and flow regime (chapter 2) on the physical structure as well as on the hydrosystem functionning. Particular attention is given to the hydro-morphological caracterisation and hydraulic conductivity of the floodplain. In the second part, three aspects are examined : lateglacial and holocene evolution of the floodplain (chapter 3), historical changes in meander pattern (chapter 4) and morphological consequences of engineering works (chapter 5). Essentially based on stratigraphic and sedimentologic analyses of sampled boreholes, the study of the river activity during holocene shows that the present floodplain relief has been definitely constructed during the sub-boreal and the sub-atlantic periods with the deposition of a 1. 25 to 1. 75m thick silty-clay fill by vertical aggradation. At a secular time scale, the comparison and the analysis of river courses, with a series of computerized programs, reveal a noticeable elongation of channel centerlines in a period of about 160 years (1828-1990). The channel elongation is associated with an increasing complexity of the meander pattern and the reorganisation of the structure of curvature upstream and downstream from troyes. These natural changes are disturbed since the second half of the seventieth century by successive engineering works, particularly by those undertaken during the 1970s. In the third and last part, channel adjustments are examined at a time scale equivalent to an annual hydrologic cycle

Full textThis thesis is a study of various aspects of family responsability towards patients interned in paris asylums during the mid war period. Our research is based upon statistical and qualitative analysis of case file data. We also make ample use of secondary sources including medical theses and scientific litterature. We show that the central concern of both families and the psychiatric institution is the responsability they are prepared to take. Responsability for care, the patient's treatment and well being, and for his illness are central issues for both parties, giving rise to considerable misyunderstanding throughout their relations. The nearest relative, whose role is only vaguely defined in french psychiatric law, adopts a fatalistic and pas sive attitude but offers full cooperation with the psychiatrist. The psychiatric institution views the family with suspicion while seeking a positive and cooperative attitude on the part of the nearest relative. Such contradictory approaches can only give rise to difficulty between the two parties. In conclusion we compare mid war years with contemporary psychiatry and show how this misunderstanding continues today despite fundamental changes in the psychiatric institution as in the family structure

By choosing the topic of the wounded body, the aim of this thesis was to study the victims of body violences, and thus to discover their social profile, to follow their legal course from the aggression to the lawsuit. This mainly approach concerns historical anthropology. The complaints and especially the depositions allowed a new life to the victims’ words. Testimonies and the analysis of the press were an opportunity to reach not only the social representations of the victim and the suffering, but also the sensibilities. Moreover this study could not be complete without the study of the practice of forensic medicine, which states the sufferings of the victims and helps for the recognition of their statute. Finally this thesis makes it possible to study the institutional, medical, social readings of violences and the body sufferings

Full textWe analyze the return to legality and Republican organization processes and decisions of the resistance and their effects in Seine Inferieure from 1943 to 1946. The study of the evolution of new political balance in the department since 1936 and is part of a description and analysis of new administrative and economic organizations : the regional prefects and intendants, the state police, specialized services repression against the resistance. We analyzed the main power groups : the Catholic Church, the Freemasons, the Jewish community, economic organizations, political parties, trade unions. . . It is also an analysis of the continuity of the state in the context of war, occupation, collaboration and the Liberation and during the purification. Particular attention was paid to the Resistance : its formation, its components, its business and its staff, its action at the exit of War, the establishment and functioning of the Departmental Commitee of National Liberation (CDLN) and local commitees (CLLN). We analyzed the output of War and the various problems facing the Seine inferieure and more generally in Normandy. The task of the authorities was immediately to face, once calm was restored, supplies in the clearing, sea and land mine clearance, reconstruction, the return of deportees and required the STO, the management of German POWs, restart the business activity, including the reopening of ports and rail links and waterways. Attention was paid to the political and administrative treatment, to that of businesses and the conclusions of the commission of illegal profits, internments, the courts of justice and civic Rooms were created in 1944

Full textIn France, the Liberation is mainly characterized by the authorities' deep concern for juvenile delinquency and, more generally, for youngsters in difficulties ; which revealed the deep disturbances, and even the traumas, experienced by the French during the Second World War. Such an awareness resulted in a number of legislative decisions which favoured the primacy of educative solutions over repressive principles. As the country's finances were rather low at the time, the State had to resort to the support of the private sector, which had a long experience in the field and which rested on a web of networks that were quite ready to undertake such a programme. Now, the Seine-Inférieure, which suffered seriously from the war's repercussions, was also severely handicapped by the scarcity of shelters that could meet the variety of needs when it came to entertaining delinquent youngsters, who were definitely unsafe youngsters. Still, the French network of associations managed to catch up thanks to local figures in particular, who played a fundamental role in the boards of directors they belonged to. Throughout the period, institutions improved their methods and educational projects thanks to a better teacher training and because they opened up to other specialists working with children. Such a necessity for renewal was felt more and more acutely in the 1970s when associations were confronted to the evolution of the type of youngsters they welcomed, and to criticisms as regards the way they usually dealt with housing. Soon they also had to cope with financial cuttings as well as with decentralization, which actually changed the relationships between the State and the private sector that had evolved far from its first experimental years

Full textAs a legacy from the past, the postal network is not well adapted. The few creations and suppressions which have been made are quite insufficient in so far as urbanization and changes in social behaviour are concerned. Moreover, the post office don't have any rigorous and overall methods to reorganize its network at a regional level. Thus weakness perfectly suits the politicians who rule creations and suppressions. A location-allocation model, as the p-median problem, turns out to be an excellent means to solve the dilemma "efficiency-equity" which is typical of public facilities. This model has been adapted to the Seine-Maritime network, trying to get as close as possoble to reality. Its particularity is to face development at the level of a region combining both urban areas, while remaining simple, as population and distance are the only mainsprings. Thanks to simulations, it has been possible to define the guidelines of such a development. Even though the post office should gradually shrink, creations and suppressions must eventually lead to the constitution of a strong framework. Nevertheless, a model only remains e tool for development, leaving the post office and local authorities the ability to readjust the network proposed, and proceed to secondary developments. That should be convincing enough to get that model adopted

Full textPost-war Gaullism, often referred to as political Gaullism, cannot but hold our attention because of the quick success of the Rassemblement du Peuple Français and its almost as quick downfall. The phenomenon which took place in such a short period of time urges the historian to analyze how the movement managed to settle locally and what impact it had : this precisely is the subject of our dissertation. The work of the members the Gaullist movement, of its militants and elected members as well as elected counsillors, is closely examined here. In the end, the RPF failed to reach the aim it had set itself, i. E. The fall of the 4th Republic. Yet, the tight organization of its militants led to the development of powerful networks which did prepare Général De Gaulle’s arrival to power, in Seine-banlieue (the Seine department without the City of Paris) as well in the provinces ; it can thus be said that Gaullism of the war period was made to evolve thanks to the Rassemblement ; it laid the foundations of a political culture which experienced numerous developments in the following years

Full textAt the end of the 19th century in Fécamp, the Newfoundland fishing shipowners formed a separate social class that was organized in unions and charitable societies. They also created the Saint-Pierre Feast. Celebrated just before the fishing season, the Saint-Pierre Feast gathered many different groupings: shipowners, fishermen, state representatives, clergy members and so on. In a spirit of unity, this Feast built a sense of belonging, a collective memory and helped to maintain the social structure and hierarchies. It also created a social domination which was able to make the seamen accept many things, even the idea of their own death at sea. Today, even though cod fishing has disappeared in Fécamp and a new economy is developing based on the maritime past, former Newfoundlanders are gathering in order to make their Feast live again. The commemoration respects the Saint-Pierre feast rituals. It allows the elders to prove that they were there and are the only legitimate owners of this past now considered as a real capital. Performing the rites of yesteryear, the commemoration possesses functions that the Saint-Pierre Feast did not. We can say that the singularity of the current Feast lies in its claim of trustworthiness to the former rituals. The commemoration, that repeats the non-subversive Saint-Pierre feast rituals, creates a feeling of violence because of the disappearing memory and so gives the seaman, with the prospect of his coming death, a social status he never had before. Until this memory slips from his clutches

Full textThis PhD dissertation is based on an ethnographic study of two football clubs located in the French département of Seine-Saint-Denis. The data gathered made it possible to document an understudied training space for young amateur football players. This research sought to confront the players’ aspirations in a future of excellence in the sport to the probabilities of their realization. The teenagers’ social trajectories studied in this dissertation unfold in a hierarchical space, one of the main recruitment pools for French professional football apprentices: the Paris region, which is home to a mass of competitors striving for the recognition of their technical and tactical virtuosity. In this context, elite football institutions participate in shaping how teenage football players and their coaches identify themselves with the professional football world. The study of parental strategies for children's success, of masculine sociability, as well as that of the mentoring work carried out by educators, all shed light on the social factors underlying a commitment to sport competition. The research shows how such commitment in the competitive process of selection implicates a quest for respectability among this working-class youth
Esta tesis se basa en una encuesta etnográfica llevada a cabo en dos clubs de fútbol del departamento francés de Seine-Saint-Denis (93). Los datos colectados permitieron comprender un espacio de formación para jóvenes futbolistas amateurs que aún no había sido estudiado. Este trabajo propone estudiar las creencias en un porvenir deportivo de excelencia que tiene pocas probabilidades objetivas de concretarse. Las trayectorias sociales de los jóvenes estudiados en la tesis se inscriben en un espacio jerarquizado que corresponde a una de las principales canteras de reclutamiento de aprendices futbolistas profesionales: la región parisina concentra muchos aspirantes a la consagración de su talento técnico y táctico. En este contexto, la presencia de instituciones futbolísticas de élite participa en el proceso de identificación de los jóvenes y de sus educadores con los actores del fútbol profesional. El estudio de las estrategias educativas de éxito de las sociabilidades masculinas, pero también del trabajo de los educadores, pone de relieve los fundamentos sociales de la implicación en la competición deportiva. Full textThe department of Seine-et-Oise is a new department that is composed of seven different dioceses of the ancien regime. In the end of the ancien regime, there was a certain diminution of the religious practice. The department of Seine-et-Oise distinguished itself from the beginning of the revolution by his civil and religious obedience to the ideal of 1789. The first great division among the clergy was that of the oath of 1791. Seventy-five percent of the clergy subjected to the oath made an oath purely et simply. The geography of the oath reveals the regional differences, especially between the towns et the villages. The dechristianisation of the year ii found in the department of seineet-oise a laboratory which consists of its internal et external agents. It showed itself by the negative et the positive signs. The dechristianisation of the year ii that can be described as a radical action of the detachment of the traditional religion failed immediately,inspite of the violent trauma produced by the dechristianisation. The clergy was affected by the dechristianisation in various ways and the messes will continue after the year II. The wound will take long time to be cured

Full textBetween 1815 and 1939, a festive sociability emerged, which was the mover of local democracy and an opportunity of dialogue between the people and the political institutions. The restoration and the july monarchy gave an impulse to this new festive code. The bourbon regime revealed that it was impossible to regress, whereas the orleans regime introduced secularism into the innovative public feasts. But those two regimes failed to follow their ideas through to their logical conclusion because they were confronted with monarchistic resistances and social protests. The napoleonic period (from 1848 to 1870) saw the expansion of a feast renewed by local and associative practices. The second republic reintroduced a popular ferment in the notion of feast, whereas the second empire paradoxically tolerated a festive liberty which announced new models. During those four regimes, festive sociability, revealed by various incidents, became deeper and more complex. The third republic achieved this evolution by succeeding in changing the fundamental texts to laws down a coherent civic plan. It suggested a new range of more local and associative celebrations which spread the notion of feast among country people - a proof of republican feelings. Then the exhaustive programmes forecast the mercenary aspect of that event and the present practices. Eventually the people took over that festive moment to airs its demands wich contained the seeds of a weakening of a festive public-spiritedness. That evolution was the fruit of a slow maturation (125 years), of old inheritances (coming from the clergy and the patron saints), and of numerous permanent trends between the five political regimes, turning the public feast into an excellent place of means of sociability

Full textFor the past thirty years, city access roads have been subjected to some disorganized development, as they have been object of anarchical implantation, mainly for commercial purposes, without any concern for proper planning. The aim of this doctorate dissertation is an attempt to clarify town planning and architectural solutions that are appropriate to the deteriorating peri-urban landscapes, in order to allow some discussion among the public before being implemented. This objective involves on the one hand a precise graphic restitution of the present situations, and, on the other hand, a panel of possible solutions. Visual tests must be proposed, in order to take benefits of the improvements linked to the reactions of the population concerned. There is therefore in this work an initial phase of analysis, a second phase of modeling, and a final phase of virtual 3d image restitution featuring different possible planning options. The present paper document is accompanied by a cd-rom containing the results of the modeling process, with "3d studio", a software for image processing : * the scene of the national road 14 (n14) from the borough of Boos to Rouen modeled using 3ds format (autodesk tm 3d studio). * the textures library including various types of buildings facades, vegetation, and road signs along the n14 that were scanned and treated using adobe Photoshop tm software. * the animations of three comparative planning options on the maxicoop commercial center at Bonsecours along the n14 road, using the avi format (audio-video interleaved). * a presentation of some modeled images in form of pictures along the road using the bmp format (windows-bitmap). * a general presentation of the thesis using the ppt format (microsoft powerpoint tm software)

Full textThe main objective of this thesis is to show how interesting spot images can be for cartographic updating and to underline the dynamics of changes in the estuary's landscape. Especially when used in combination with other types of geographical reference data. The first chapter allows us to perceive the general outline of the thesis ans finishes with a presentation of the exact specifications of the satellite images that have been used. The second chapter is organized into three interlocking sections. The first section points out the interaction between matter and electromagnetic radiation, the process of procurement from space and the elementary methods for the treatment of color and its use. The second section gives a detailled explanation of the way the satellite data is handled and seems capable of giving an answer to those seeking practical solutions to the use of the local terrain. The third section attempts to show the interest of usind data acquired at different dates for the understanding of changes in the landscape. In the third chapter, various experiments carried out using the image mode show how interesting it is to combine different types of space-based information. Finally, the fourth chapter of the thesis allows us to point out how one type of satellite image mapping (grid-square system) is used. We find notions of space mapping and the grid-square system, followed by a presentation of the general method and the grid-square software developped for this study

Full textFirst of all, it's advisable to note the quantitative importance of the conscripts during the war of the revolution and of the empire. In the case of seine-inferieure, napoleon required that the half number of young people who had not been exempted should serve his army. In this way, numerous levies made the many conscripts leave for the army, and progressively brought the population to get used to the conscription and the army. Nevertheless, the conscription generated equally insoumis and deserters. Their action, supported by the local community, was very dynamic especially under the directory. That showed the indifference of the general public toward the military service, the french army, and the destiny of the nation-state. Then, napoleonic authorities finally succeeded in reducing effectively the number of the conscript rebels. The common people were thus obliged to be interested in the army and to implicate themselves in the fate of france. However, a part of the seine-inferieure population bypassed the conscription by means of fraud. The imperial gouvernement could not easily suppress such fraud as simulated illness, voluntary mutilation, the fabrication of fake documents, and the corruption of civil servants. All the same, the fraudsters were also interested in the conscription, although the sense of their interest was not the same as the one from the authorities

Full textFamily is a place of ambivalence and contradiction. On the one hand, it can be defined as a zone of comfort, mutual aid, affection and above all protection against all kinds of mistreatment. On the other hand, it can be the very centre of abuse and its first source. This shameful violence compels people to silence and therefore often escapes the authorities. Our study aims at unveiling this important taboo, little known at the time. At exposing and explaining the highly antagonistic relationships between the members of a nuclear/conjugal family. Violence takes many forms. It can be physical (blows, injuries, sexual abuse) but also economic (property offences, need, deprivation, deliberate theft) or even moral (psychological hold on someone, insults, debasement). It can also derive from changes of behaviour, which generate conflicts between spouses (conjugal violence), but also between parents and their offspring (parental violence or child violence towards parents). In a city like Paris – and more generally in the Seine department – which claims to be a centre of modernity, a pioneer as regards changes in social mores and ways of thinking, violence is no less obvious. Its way of life and daily obligations affect family behaviours in a significant manner. Added to this is a difficult context: the pre-war period, marked by economic and political crises, then by German Occupation following French defeat. An exceptional and tragic situation, which has an impact on family relationships and can give rise to violence

Full textThis thesis explores the historical character and transformations of public policy and the increasing institutionalisation of a certain sector of society at the communal level. It shows how the idea of a municipal cultural policy emerges progressively in the period between the two wars, at varying speeds and in different manners. After the First World War, the domains of municipal action began to multiply. The cultural sector takes its place alongside economic and social policy. But the legitimacy of municipal intervention in this area provokes polemic and controversy; in particular, with regard to its categorization as "public service", "municipal cultural policy" is here defined as the point of intersection of a specific local space, a notion of public policy conjoined with that of public service, and the existence of other initiators of cultural policy whose actions interact with those of the municipalities. The aim of this study is then to demonstrate how the suburbs of Paris, which symbolized for their detractors a cultural void (spiritually empty and lacking in material facilities), became for other observers and participants in local life a site of cultural renewal. How did the construction of this positive identity, linked to the ideas of modernity and a new world, benefit from the establishment of a public cultural policy? This thesis presents the suburbs as a place in which a new culture emerges, a laboratory for public policy, and a world animated by political and human projects, rather than simply one of the modern forms of urban pathology

Full textThe present study is based on multidisciplinary research, for wich archaeological evidence as well as the usual written data was used. Focused on the dukes of normandy palace in fecamp (seine-maritime) from the 10th to the 13th century, it aims at elucidating through a historical and archaeological case-study what is a princely dwelling - a notion that is still quite vague in france, as a concept and as a struc- ture. It also brings to the fore some information about the general history of normandy and about the evolution of fortifications. Part i deals with the ancient and carolingian times of the site : it shows during the 9th century a monastic castle was substituted for a previous hill-fort, built du- ring the proto-historical period of tene iii. This new castle function was to protect the nunnery settled there during the mid-7th century. Two carolingian chapels and some other monastic buildings has been dug out and investigated. Although not a major monastery in the pays de caux, this abbey was then quite prosperous, in a time of e- conomic expansion. The vikings, as shown by the dig, destroyed the place, but the site was never completely deserted. The dukes of normandy included those ruins in their possessions, built their own villa on the spot, and reshaped it into a pa- lace before 1025. Fecamp, the abbey of which was then restored, became the main cen- ter of the political and religious reform of the ducal territory, based upon the de- velopment of a palace and a regnum, in the carolingian way. Such a process was uni- que, ignored by other contemporary northern magnates. This dwelling had been excava- ted as well as the huge fortifications which were built as the palace was erected. But the palatium system soon went into decay ; during the 12th century, the palace was reor- ganized into a castrum, as the building of a new type of castle by henri ii shows. This deep change has to be related to the evolution of the notion of palace in fran- ce. Fecamp was no longer the ducal center. The abbot made the palatium dei ant its famous relics the local focal point (late 11th century). Finally, the castrum was included within the fortified abbey. Philip le bel handed over the old castle to the monks, who reorganized it during the hundred years war and later partly destroyed it in the early modern period
