Abstract:
Parent involvement (PI) in schooling has consistently been correlated with improved academic achievement in children. However, despite the apparent benefits of parent involvement, many schools serving low-income communities report consistent difficulty in facilitating the involvement of parents in their children's schooling. The purpose of this exploratory pilot study was to examine key variables associated with a PI program at a school that served a low-income community. The program was selected because it sustained the involvement of parents for a prolonged period of time. It was also selected because the program was facilitated by social workers. Derived from the literature, four lines of inquiry were examined: (a) the relationship between PI and parent strengths and development; (b) the relationship between PI and children's academic achievement; (c) facilitators for PI; and (d) barriers to PI. These lines of inquiry yielded the study's four primary research questions. The study employed a cross-sectional research design to address them. Thirty-three parents, representing 16 school-involved (SI) parents and 17 nonschool involved (NSI) parents, served as study participants. All 33 parents resided in a high poverty community. Quantitative methods were selected to examine differences between study participants and PI. Measures of parental empowerment, social support, self-esteem, and direct and indirect measures of their children's academic achievement were utilized. Qualitative methods were developed to identify and describe SI and NSI parents' perceptions of facilitators for and barriers to PI. This study's findings suggest that PI may yield important benefits for SI parents. These benefits include parents' perceptions of their empowerment, social support, and self-esteem. This study's findings also suggest a relationship between PI and reduced rates of children's school suspensions. This study did not, however, support relationships between PI and children's standardized test scores. This study concludes that despite the apparent benefits of PI for SI parents, PI may nonetheless be a proxy for several unspecified interventions that effect parents, children, schools and communities alike. More precise specifications and robust measures of PI are needed.

Abstract:

Adolescence is a time of numerous physical, emotional, and cognitive changes. Adolescent girls often experience a decline in body-image and/or self-esteem which can negatively impact mental health. While programs exist that are designed to address these concerns, empirical support for these programs is minimal and has often failed to demonstrate significant findings. This author evaluated a community-based empowerment and dance program for adolescent girls to evaluate the impact of participation on self-esteem and body-image. Pre-test and post-test data was collected from 5 adolescent girls using the Rosenberg Self-Esteem Scale (RSE) and the Body Esteem Scale for Adolescents and Adults (BESAA). Data analysis revealed a statistically significant increase in overall body-image and weight satisfaction at post-test. Measures of self-esteem and two additional body-image subscales revealed moderate-to-large effect sizes; however, the results failed to have sufficient power due to the small sample size. Analysis of archival qualitative data, collected by the same program during two previous academic years, revealed overarching themes relating to social relationships, confidence, self-expression, body-image, self-esteem and enjoyment of the program, indicating that participants reported making gains in these areas. When considering the negative consequences associated with poor body-image and low self-esteem, programs that focus on improving self-esteem and body-image could have long-term implications for the well-being of numerous youth. These results suggest that further research should be conducted to substantiate these findings and build empirical support for similar community-based programs.

Abstract:
This case study explored the lived experiences of 8 participants in a microfinance sewing program in El Salvador. Numerous studies focused on empowering women by employing microfinance projects or programs in many countries; however, a lack of empirical data exists regarding Salvadoran women's perceptions about how a sewing program with teamwork affects women's empowerment. The purpose of this case study was to understand the women's personal stories, their obstacles as well as any factors they saw as empowering them. Guided by a constructionist framework, a sample of 8 participants: 5 who were sewing students and 3 who were employees, who shared their administrative perspectives about participants' skills, data collection and data analysis methods gained. Five themes emerged from the women's interviews about their sewing program experience: (a) program effect on women's well-being; (b) gained a means of income; (c) increased self-efficacy, confidence, and security; (d) worked in groups or teams; and (e) the teacher's positive influence. The 5 sewing student participants reported they developed self-efficacy and self-fulfillment in the sewing program. The women attributed their success to the teacher, who taught them sewing skills and provided guidance and encouragement. This study contributes to social change by providing insight for additional women's studies on women's empowerment, social work with families and children, and for MSW social work students.

Abstract:
The purpose of this dissertation study was to evaluate a child abuse prevention program for families considered at-risk for abuse. Specifically, this study sought to gain a better understanding of how program participation was associated with parenting behavior and child maltreatment risk, and if this relation was partially mediated by social support and parental empowerment. The sample consisted of 187 parents and grandparents who attended Circle of Parents groups throughout a southeastern state. It was hypothesized that (a) higher program participation would predict improvements in parenting behavior, lower levels of maltreatment risk, higher levels of social support within and outside the group, and higher feelings of parental empowerment; (b) higher levels of social support within and outside the group, as well as higher levels of parental empowerment, would predict improvements in parenting behavior and lower child maltreatment risk; (c) the relation between program participation and parenting behavior, as well as child maltreatment risk would be mediated by social support and parental empowerment. Results revealed that program participation significantly predicted improvements in parent behavior and social support within the group. In addition, social support within the group significantly predicted improvements in parent behavior. Social support outside the group also significantly predicted levels of lower child maltreatment risk. There was no support for mediation effects. Considerations for interpreting results, limitations, directions for future research, and implications for practice are discussed.

Abstract:
Teaching and instructing students is a necessity, but creating ways to challenge them is a priority. This thesis focuses on Barry Zimmerman and Timothy Clearly’s Self-Regulation Empowerment Program (SREP). This model uses a problem-solving approach in establishing Self-Regulated Learning (SRL) strategies in students’ learning. Stemming from interdisciplinary questions such as, “what will help students be successful in and outside the classroom?” and “how do teachers challenge students without stifling their creativity?” this purpose of this study aims to explore the realm of Self-Regulated Learning (SRL). The present study further examines if SRL strategies and practices foster learning and are prevalent in current trends and curricula such as, Marzano and Common Core. After thorough analysis of student observations and coding of data, the findings concluded that SRL strategies fostered student learning. Students studied were more readily motivated to regulate their learning and attempt challenging tasks. Moreover these findings indicated an increase in student success and metacognitive knowledge, as the students were provided with more opportunities to engage in self-talk, self-reflection, strategic planning, and goal setting. Results suggested the flexibility of the SREP model and its application to current instructional practices. Implications and recommendations for further research into the SRL model across other disciplines are also presented and discussed.

Abstract:
The primary goal of development organizations is poverty reduction, but their initiatives have in recent years also been recognized as a potential tool in empowering women and raising their status. Previous knowledge on the topic is largely based in an understanding of empowerment that seems to miss or overlook limitations and impacts of initiatives which authors with a more feminist view on empowerment address. Thus, this thesis aims to increase the understanding of women’s empowerment in relation to development initiatives. A case study focusing on women who had previously participated in the business training and microcredit program of an NGO in Nairobi, Kenya was conducted. The study shows that through development organizations’ various initiatives women can be empowered on a personal and a collective level. For instance, the women’s self-confidence has increased and they see themselves as entitled to do things on their own, such as running a business. Further, through coming together as a group they gain access to new spaces and agency to act on their collective interests. However, little evidence of women’s empowerment on a relational level is seen. The study also shows that there are economic and gender-related barriers constraining the empowerment process.
Utvecklingsorganisationers primära mål är att minska fattigdom, men deras initiativ har på senare tid också kommit att erkännas som ett potentiellt verktyg för att främja kvinnors egenmakt och höja deras status. Tidigare kunskap om kopplingen mellan egenmakt och organisationers initiativ utgår i stor utsträckning från en förståelse av begreppet egenmakt som verkar missa eller förbise vissa begränsningar och effekter av initiativen, som andra med en mer feministisk syn på egenmakt lyckas belysa. Syftet med denna uppsats är därför att öka förståelsen för kvinnors egenmakt i förhållande till utvecklingsinitiativ och den har utförts som en fallstudie fokuserad på kvinnor som tidigare deltagit i ett entreprenörskaps- och mikrokreditprogram hos en ideell organisation i Nairobi, Kenya. Studien visar att genom organisationers olika initiativ kan kvinnors egenmakt stärkas på ett personligt och ett kollektivt plan. Bland annat har kvinnornas självförtroende ökat och de ser sin rätt att göra saker på egen hand, såsom att driva ett företag. Genom att samlas som grupp får kvinnorna dessutom tillgång till nya utrymmen och möjligheter att agera på sina kollektiva intressen. I studien ses emellertid svaga tecken på kvinnors egenmakt inom äktenskapet. Slutligen visar studien att det finns ekonomiska och könsrelaterade barriärer som begränsar utvecklingen av kvinnors egenmakt.

This research has investigated a public policy which aims to promote gender equality, combating violence against women and access to education. This is the Thousand Women Program that deals with an exclusion profile: women in socially vulnerable, with low education and at the margins of the labor market. The courses designed by the program strive to be facilitators of social inclusion arising from the development of autonomy and also to propose professional occupation alternatives. This study aimed to investigate the implementation, execution and scope of the Program under the Câmpus Aparecida de Goiania from the Instituto Federal de Educação, Ciência e Tecnologia de Goiás. In order to achieve the goals proposed in this study, we used an exploratory research involving the realization of bibliographical and documentary research, as well as a field research using interviews and questionnaires. The results revealed that the most important target occurred in relation to the elevation of self-esteem, followed by gains related to empowerment and autonomy. The integration into the labor market was not significant, considering there had been no coordination with the productive sector or even assistance to students wishing to settle in association or cooperative. It was verified discrete autonomous and informal performances in the areas of vocational courses completed. Also, it was observed the desire of women to continue their studies in formal or short courses.
Esta pesquisa buscou investigar uma política púbica que visa à promoção da igualdade de gênero, o combate à violência contra mulher e o acesso à educação. Trata-se do Programa Mulheres Mil que se ocupa com um recorte de exclusão: mulheres em situação de vulnerabilidade social, com baixa escolaridade e à margem do mundo do trabalho. Os cursos concebidos pelo Programa empenham-se por serem facilitadores da inclusão social advinda do desenvolvimento da autonomia e por proporem alternativas de ocupação profissional. Objetivou-se pesquisar a implementação, execução e alcance do Programa no âmbito do Câmpus Aparecida de Goiânia do Instituto Federal de Educação, Ciência e Tecnologia de Goiás. Visando alcançar as metas propostas neste trabalho, utilizou-se de uma pesquisa exploratória envolvendo a realização de pesquisa bibliográfica e documental, além de uma pesquisa de campo com a utilização de entrevistas e questionários. A análise dos resultados revelou que o maior alcance se deu em relação à elevação da autoestima, seguida de conquistas relativas ao empoderamento e à autonomia. A inserção no mercado de trabalho não foi expressiva, haja vista não ter ocorrido articulação com o setor produtivo ou mesmo assistência às alunas que desejassem se estabelecer em associação ou cooperativa, sendo verificadas discretas atuações autônomas ou informais nas áreas profissionalizantes dos cursos concluídos. Observou-se também que o anseio em continuar os estudos se estabeleceu para diversas alunas tanto em cursos formais quanto em outros de curta duração.

Abstract:
The purpose of this research was to determine the odds for low-income households to become and remain economically self-sufficient as a result of participating in federallyfunded welfare programs. An evaluation in nature, this study assessed the merits and shortcomings of federally-funded welfare programs. Using the public-use version of the 2008 Survey of Income and Program Participation (SIPP) Panel, this quasi-experimental investigation compartmentalized 4,216 low-income households into two groups: an intervention group (n = 2,436) and a comparison group (n = 1,780). Households in the intervention group received one or more federal means-tested welfare benefits for the most part of the 2008-2013 quinquennium. By contrast, those in the comparison group— although eligible for these benefits—did not receive them. Based on the premises of the theory of policy design and social construction, the culture of poverty theory, the racial classification model, and the social control thesis, the following two hypotheses were formulated: (1) Low-income households who receive one or more lower-tier federal means-tested benefits will be less likely to attain and maintain economic self-sufficiency vii than their counterparts who do not participate in federal welfare programs and (2) Lowincome households that enroll in more welfare programs will have worse self-sufficiency outcomes than their counterparts that participate in fewer programs. The survey respondents were measured repeatedly over a 56-month period to assess whether welfare receipt impacts their household income steadily beyond 150 percent of the federal poverty level, after controlling for known predictors. Findings from binomial logistic regression displayed medium effect sizes indicating that participation in public assistance did decrease the likelihood of attainment and maintenance of economic self-sufficiency among low-income American households. These findings were interpreted within the context of pre-existing differences that may have existed between the intervention group and the comparison group which were not accounted for in the multivariate analysis. Macro-implications of these findings for poverty and social welfare stakeholders were discussed.

Abstract:
The aim of this thesis is to analyze different forms of North-South development assistance with regard to its widespread critique and to examine whether the field of international research capacity building holds alternative development cooperation strategies that have the potential to reconcile some of the criticisms. The focus is on the International Science Programme (ISP) and the empirical research carried out in Bangladesh and Sweden on the ISP-Bangladesh collaboration in the form of semi-structured interviews constitutes the core case study evidence. Three theoretical perspectives – realism, interdependence liberalism and constructivism – provide the framework of the case study and serve as guiding tools to understand the ISP’s role and motivations as an actor in international relations. The main goal is to investigate whether the ISP can be best perceived as an instance of self-interest, interconnectedness or social empowerment.

Article 12 of The UN Convention on the Rights of the Child grants each young person the right to express their view, have their opinion considered and have their say in decisions that affect them. Previous research on talent development in sport has however failed to recognise the voice of the young person or regard the participant as an autonomous agent. This study employed phenomenological enquiry to focus on the conditions of lived reality to afford the young person the opportunity to convey their unique experience. The aim of the research was to employ a participatory approach to explore the essence of young people's conscious experience of Talent Development Programmes in sport. My co-collaborators were eight young people aged between 13 and 17, (two females: netball and gymnastics, and six males: rugby 3, discus, angling, and badminton), who all attended the same school and were all members of a Sports National Governing Body Talent Development Programme. Over twelve months each participant utilised their individual preference to communicate depictions of self, drawing upon interview, conversation, Twitter, video, photo and observation of training and performance. Results were presented in the form of individual vignettes generated from researcher and participant interaction and constructed according to hermeneutical interpretation. Young people’s stories reveal the essence of talent development through the experience of uncertainty and endeavour; talent development experience teaches young people to self-present in response to perceived injustice; and individual progress is characterised by self-regulation and the pursuit of personal empowerment. The research demonstrates that when young people are involved in active decision making about their learning and their lives they feel better respected and understood. Academics and practitioners must now accept a responsibility to engage with the unique lived experience of the young person’s reality to find better ways to listen to the young person’s voice to support their talent development experience in sport.

Cancer is a major public health concern in both developed and developing countries; it accounts for 13% of all deaths globally, of which 70% occur in middle- and low-income countries. In Nigeria, over 10 000 cancer deaths and 250 000 new cases of cancer are recorded yearly. Breast cancer is the second most common cancer worldwide, after lung cancer. It is the most common type of cancer diagnosed in women and the most common cause of death worldwide. Late detection and diagnosis of breast cancer leads to high mortality rate. In Nigeria certain cultural taboos are associated with breast cancer, which lead to poor information dissemination to women in rural communities. Breast self-examination (BSE) provides an inexpensive method for early detection of breast tumours. Knowledge and awareness about Breast Self-Examination are critical to promote consistent practices when the people concerned are empowered with the needed information to acquire the knowledge and skills which will inform practice of any health issue. In Nigeria it was reported that the number of women at risk of breast cancer increased progressively from 24.5 million in 1990 to about 40 million in 2010. This number is projected to rise to over 50 million by 2020, should the trend continue unabated. The current study explored the understandings of breast cancer and prevention, with particular emphasis on BSE practice among rural women, and developed an empowerment programme to promote uptake of this practice in a rural community in a south-western state of Nigeria. The study was framed in the Health Belief Model and Kieffer’s empowerment process. Participatory action research was used as study design and approach; and utilized both qualitative and qualitative methods. The sample for quantitative phase comprised 345 women aged 20 to 60 years, selected from 5 communities using a cross-sectional procedure. Data gathering instrument was a questionnaire. Summative statistics were calculated using the SPSS program. The sample for qualitative phase comprised of 95 women who were selected from the respondents to the quantitative phase. The data was collected through focus group discussion. The qualitative data was subjected to thematic analysis. Three themes that emerged for qualitative analysis which are: knowledge/awareness of BSE, practice and appeal for intervention, and misconception and fear. The survey results showed that a large proportion of the respondents (75.1% and 76.5%) had low levels of knowledge about BSE and did not practice BSE. Also, about 77% of the respondents expressed one form of barrier or another to BSE practice. However, despite these inadequacies, 87% of the respondents were ready and willing to improve their health if empowered with the right information and motivation. The empowerment program informed by the quantitative and qualitative phases and the stages of change with the full participation of the women. The program consisted of hands-on physical demonstrations, BSE pamphlets, and mnemonic songs were identified media of disseminating knowledge and practice of BSE. These media became the platforms for the empowerment programme developed for the women. A day was also set aside, just as is done for immunisation, for BSE practice and other women’s health issues to promote the prevention of breast cancer in the community. The “Physical demonstration” intervention resulted in an increase in the correct BSE practice from 23.5% at the beginning of the study, to 85.3% post the intervention. The “other intervention” resulted in 80% to 94.7% of participating women being able to practice correct physical step-by-step performance of BSE. The participatory approach contribute to a high levels of participation by women in Iddo local Government which led to the increase in the correct Breast Self–Examination as stated above.

Background: Diabetic nephropathy (DN) is a progressively worsening disease. Without vigorous treatment it can advance to end-stage renal disease (ESRD), and require lifelong renal replacement therapy for the maintenance of physical functions. This will cause the heavy cost burden for medical treatment covered by Taiwan’s health insurance. Since this is the case, how to conduct effective kidney disease management as early as possible for diabetics in order to prevent the advance to ESRD and then to reduce the heavy burden on society’s medical treatment costs is truly an important policy matter in relation to DN prevention. Objective: To evaluate the long-term effectiveness of an empowerment-based self-management (EBSM) program on self-efficacy, self-management, physical measures (i.e., body weight, body mass index, waist, systolic blood pressure and diastolic blood pressure) and biochemical measures (i.e., glycated hemoglobin, total cholesterol, low density lipoprotein, glomerular filtration rate and urine albumin/ creatinine ratio) in diabetic patients with early nephropathy. Method: This was a pretest– posttest, repeated-measures, and longitudinal study with quasi-experimental design. Seventy-one patients were recruited from four hospitals in southern Taiwan by convenience sampling. The comparison group received the usual care administered to patients with early DN, while the experimental group received the EBSM program on top of the usual care. All of the patients underwent testing the day of the end intervention and at 3, 6 and 12 months after complete a six-week intervention. Results: The mean age of the participants was 54.97years (SD=9.99 years), and the mean number of comorbidities per patient was 1.52 (SD=1.04). After adjustment for baseline and covariate, the EBSM program resulted in significant improvements in CKD self-efficacy scores, and CKD self-management scores at 3, 6 and 12 months after complete a six-week intervention as compared to the comparison group. Regarding the physical indicators, results showed that, in the experimental group than in the comparison group the body weight and body mass index were significantly decreased at 3 months and the waist, systolic blood pressure and diastolic blood pressure showed significantly decreased at 3, 6 and 12 months follow-up after complete intervention, respectively. Regarding the biochemical indicators, the experimental group resulted in significant improvements in glycated hemoglobin levels throughout 12 months than the comparison group. Additionally, in the comparison group, total cholesterol levels and low density lipoprotein were significantly higher at 3 months than in the experimental group. No significant differences in glomerular filtration rate and urine albumin/ creatinine ratio were observed between the groups. Conclusion/ Practice implications: Lays the foundation for partnership, the EBSM group which used the empowerment approach to help patients find out self-management problems, set goals and make evaluation to their CKD self-management plans. The study results show that the EBSM program for patients with DN had positive effects on self-efficacy, self-management behavior, physical and biochemical indicators. Empirical data suggest EBSM programs that may produce better health outcomes and could be used as references for the national department of health in the planning of policies for kidney disease prevention programs

The purposes of this research are to explore the effectiveness of the social skill training empowerment group guidance for elementary school interpersonal withdrawal students on their international relationship, social self-esteem and self-efficacy. The research adopted parallel groups design - the experimental and control groups. The 12 experimental participants are sifted from the fifth-grade students of an elementary school, Kaohsiung. The researcher randomly assigns those sifted students to experimental and control groups, and each group has 6 members (3 male and 3 female students). Only the experimental group members attended 12-session (twice a week, 80 minutes per session) social skills training empowerment group guidance, while the control group did not receive any treatments (They, however, will receive the same training group guidance some other days after the end of this study). The instruments used for pretest, posttest and after-posttest include the Interpersonal Relationship Questionnaire (IRQ), the Social Self-esteem Scale (SSES) and the Self-efficacy Scale (SES). The collected data were analyzed by ANCOVA. The results indicate that: (1) The social skills training empowerment program did not show the immediate and four-week follow-up effects in enhancing the interpersonal relationship on interpersonal withdrawal students. (2) The social skills training empowerment program did no show the immediate and four-week follow-up effects in enhancing the social self-esteem on interpersonal withdrawal students. (3) The social skills training empowerment program did not show the immediate and four-week follow-up effects in enhancing the self-efficacy on interpersonal withdrawal students The study, however, also shows findings as follow: (1) The results of the t-test of the pretest and posttest 「self-evaluation scale」 show significant difference that implies the students in the experimental group having positive influence in their self concept as they attending the social skill training group. (2) The student’s teacher filled in the 「advisor evaluation questionnaire」before and after the students attending the training group and the results of the t-test show significant difference. That implies the trained students have the positive improvement in their interpersonal relationship, social self-esteem and self-efficacy. The research implication and further recommendations were addressed.

Este trabalho reflecte o estudo realizado sobre o Programa de Apoio ao Microcrédito da Santa Casa da Misericórdia de Lisboa, organização do Terceiro Sector, e sobre o seu público-alvo. Pretendeu-se construir um perfil de empreendedorismo através da identificação de condições gerais que podem influenciar o sucesso das iniciativas empresariais, tendo em consideração as características dos indivíduos que recorrem àquela organização. Procurou-se também analisar os procedimentos seguidos pela organização, na operacionalização do referido Programa, no sentido de se apresentarem recomendações que poderão facilitar a sua adaptabilidade aos públicos com quem trabalha. Para um melhor enquadramento do estudo, optou-se por fazer referência aos conceitos de microcrédito, de empreendedorismo inclusivo e de empowerment, no sentido de perceber a pertinência deste Programa de Microcrédito nos processos de criação de auto-emprego e, consequentemente, favorecer a inclusão social dos desfavorecidos, tendencialmente afastados da esfera empresarial. O estudo foi complementado através de entrevistas a técnicos responsáveis pela operacionalização do Programa, e da análise da documentação conexa com os processos individuais dos beneficiários, incluindo instrumentos de auto-análise das competências sócio-pessoais. Os resultados apontam, ao nível da construção do perfil de empreendedorismo, aspectos como a experiência real de trabalho, a formação técnica na área do negócio e os conhecimentos de gestão, entre outros, como factores potenciadores do sucesso das referidas iniciativas. Ao nível dos procedimentos do Programa, os resultados apontam, entre outros aspectos, para a necessidade de reforço da capacitação pessoal, de aquisição de conhecimentos de gestão e de um acompanhamento dos beneficiários, após a implementação do negócio, mais profissionalizado.
This work reflects the study of the Microcredit Program and its target, implemented by Santa Casa da Misericórdia de Lisboa, a Third Sector organization. Our aim is to build an entrepreneurial profile, through the identification of a set of general conditions which can induce the success of the entrepreneurial initiatives, considering the features of those that constitute the traditional target group of that organization. Concomitantly, we looked upon the procedures concerning the implementation of the Microcredit Program, in order to present some recommendations that can favor its adaptability to the regular target groups of the organization. In order to promote a better framing of this study, we have chosen to study it under the concepts of microcredit, inclusive entrepreneurship and empowerment, so we could comprehend the impact of this Microcredit Program upon self-employment and therefore favoring inclusion for disadvantaged people, which tend to be excluded from entrepreneurial spheres. The research drew on the interviews held by the Program specialists and all the documentation in the individual files of the beneficiaries, which contain several instruments of self-analysis in terms of social and personal skills. As regards the making of an entrepreneurial profile, the results reveal that factors such as working experience, technical skills and business management knowledge, are enhancers of the success of those initiatives. With respect to the Microcredit procedures, the results underline the need for strengthening the personal capacities of the beneficiaries, for acquiring some management skills, and for a more professional follow-up, after the business implementation.

Abstract:
Poverty, violence, unemployment, the high rate of HIV/Aids and a lack of resources are some of the issues the South African government is currently trying to address. Victims of crime and violence have special needs that require early intervention. Studies show that if left unattended, victims may show maladjustment in their social, marital and work environments; receiving assistance and support following victimisation therefore holds many benefits for the victim. The Victim Empowerment Programme (VEP) announced by government as part of the National Crime Prevention Strategy is meant to address these needs. The VEP is a comprehensive, multifaceted, intersectoral model that brings together integrated service delivery for victims of crime and violence. One of the mandates of the Department of Social Development as the lead department of the VEP is to provide services that empower and meet the needs of communities and individuals who are considered victims. This study seeks to justify why it is beneficial to use a participatory learning approach when designing and conducting „in-service‟ continuing professional development training courses for state-appointed social workers working within the field of victim empowerment (VE) in South Africa. It also advocates for the theoretical approaches of experiential problem-based learning and psychosocial empowerment, and discusses the use of a crossover of theories from the different disciplines of mainstream psychology, community psychology and social work. The vision of a new South Africa based on post-1994 ANC government policies is outlined and the history of the field of socio-economic development and community development is discussed. Mainstream psychology‟s contribution to community development, and the tenets of community psychology, participation and empowerment, are applied in the design of an „in-service‟ short course. The primary focus of the study is on the range of skills and abilities needed to initiate and maintain successful VE services. These include the following: skills in group process facilitation; skills in intersectoral collaboration (referral and networking) with other governmental departments and other healthcare professionals; knowing how to establish and maintain forums; an understanding of the principles and tools of participatory learning and action; skills required for designing, organising and presenting workshops; project management, and the monitoring and evaluation of VE projects. This study elucidates how critical the „in-service‟ training of VE social workers is within the new social development paradigm in South Africa, and offers key considerations and recommendations regarding future „in-service‟ training programmes/short courses for state-employed social workers involved in VE services.

Participatory development is believed to be an essential ingredient of the development process because it enables the people to influence the policy and decision-making process. It facilitates the designing of and enhances the implementation of plans and programmes or projects and that participation results in the development of ownership and belonging among the people themselves. This feeling in turn goes a long way to ensure the success of a programme or project. This study highlights some of the elements that led to the successful implementation of an income-generating project with women. The study also demonstrates that the people's own ideas are able to command adequate levels of participation, support and commitment to enhance their ability to meet their needs. The study further looks at the ownership of the project as very important for successful implementation and that projects or programmes should be facilitated within the means of the local participants to manage and control them. The elements mentioned in this study are an essential part of participatory development and enable the people to learn to take charge of their lives and solve their own problems. The study further looks at cultural and traditional values as an essential part of human growth, because local action taken by the women is very important in promoting overall success of the project.
