This article examines the assessment of the UCLA Asian American studies program and resulting curriculum reform that was put into effect as of Fall 2013. The essay will discuss the context leading up to the 2013 curriculum reform, including the 2011 UCLA Asian American Studies Curriculum Assessment Project, the departmental curriculum restructure process, the most recent Academic Senate program review, and initial response to the community engagement courses. This serves as a case study of curriculum reform that successfully addressed the needs of the students, met Academic Senate requirements, and returned the department to the original principle of service through community engagement and partnerships.

Abstract:
The Framers of the U.S. Constitution saw the Senate as their paramount creation. To James Madison, it was “the great anchor of the government,” and in his seminal plans for a new national government, the Senate figured as the most prominent and powerful institution, to be endowed with a potent combination of legislative, executive, and judicial prerogatives that were greater and more wide-ranging than those of either the House or the president. In the four months that the Framers met in Philadelphia, they spent more time and energy deliberating on the Senate than on any other single institution or issue, devoting most of the first seven critical weeks to the upper house, and thereafter, though more scattered, the equivalent of another week or two of consideration. In contrast, they focused on the House, executive, and federal judiciary for a few weeks each at most, and spent even less time on such vital issues as sectionalism and slavery. By the end of the Convention, the Framers had created an imposing chamber, possessing far more power and autonomy than any other upper house heretofore created in independent America. Small wonder, then, that in assessing the work of the Convention, the influential delegate from Connecticut, Roger Sherman, pronounced it “the most important branch in the government.” Smaller wonder still that the Framers would comprise over half the membership of the first Senate.

Ovid in writing Amores 3.11.38–9 showed awareness of Metellus Macedonicus’ speech of 131, which proposed compulsory marriage in order to stimulate the birth rate and which was read to the senate and published at large by Augustus (Suet. Aug. 89.2). I wish to suggest that when he wrote Book 1 of the Metamorphoses Ovid was evoking another political debate in which Augustus was involved. Jupiter announces to the gods that in the end radical surgery is needed when the wickedness of mankind becomes incurable (Met. 1.187–91).

In a splendid ceremony on Parliament Hill on 17 April 1982, Her Majesty proclaimed the Constitution Act, 1982.1 When the Prime Min- ister and premiers had met in November 1981 to develop procedures for patriating and amend- ing our Constitution, they failed to propose any revisions with respect to the monarchy, except for section 41(a) of the Constitution Act, 1982. Under this section, the unanimous agreement of the Governor General, Senate, House of Commons, and the legislative assembly of each province is required to amend the Constitution in relation to “the office of the Queen, the Gov- ernor General and the Lieutenant Governor of a province.”2 In effect, by entrenching the monar- chy in the Constitution, our leaders determined that Canada would remain a constitutional monarchy in perpetuity. The twenty-fifth anni- versary of the proclamation of the Constitution Act, 1982 provides an appropriate occasion to remind ourselves of the nature of our Canadian Crown and to ask whether this institution can evolve, or has evolved, to meet the needs of Ca- nadians.

Abstract:
When a recent accreditation review report and an assessment consultant report both identified issues with assessment and shared governance, the three faculty governing bodies of National University met with the Provost and President to brainstorm and discuss a shared governance action plan to address these issues. As a result of this meeting, the Faculty Senate, Graduate Council, Undergraduate Council, and the Council of Chairs (not a governing body) representatives made a presentation to the Provost and President to improve the academic assessment process at the University by implementing a shared governance plan that would revitalize the faculty and move both the faculty and the administration toward a culture of academic assessment and excellence. The President concurred with the shared governance assessment plan approach proposed by the faculty governing bodies and approved implementation of the plan. This paper explores relevant research on this subject and provides a chronology of the events that comprised the efforts to improve shared governance between the faculty and the administration at National University in order to achieve academic assessment and learning excellence.

This paper is concerned with the impact made on Mark Antony by Cicero'sFirst Philippic. Although the speech outwardly maintains a conciliatory attitude, it certainly upset Antony. Scholars have noted criticism of Antony in theFirst Philippic, both political and personal in character, which would not have pleased him. The following discussion argues that there are numerous associations with the stock figure of the ‘tyrant’ which would have been displeasing too. Such a vein of criticism in effect bridges the personal and political dimensions in potentially devastating fashion.TheFirst Philippicwas delivered in difficult circumstances. Brutus and Cassius sent a letter to Antony on 4 August 44 BCE and concluded with a stark warning:neque, quam diu uixerit Caesar, sed quam non diu regnarit, fac cogites(‘keep in mind not the length of Caesar's life but the short time he ruled [sc. as a tyrant]’, Cic.Fam.11.3). On 1 September, the senate met to consider a proposal which would have seen an extra day in honour of the deified Caesar added to all public thanksgivings (Cic.Phil.1.13, 2.110). Antony was angered by Cicero's failure to attend the meeting. He apparently left Rome later that day for Tibur. His consular colleague Dolabella summoned a meeting of the senate ‘for the next day, and this time Cicero attended. It was at the meeting of 2 September that Cicero delivered hisFirst Philippic. In comparison to later speeches in thePhilippicscorpus, theFirst Philippichas seemed to many a moderate and polite speech that concentrated upon Antony's political behaviour and left the door ajar for future cooperation. It certainly contrasts greatly with theSecond Philippic, which is well known for its bitter and sustained personal invective. Nonetheless, theFirst Philippicwas enough to make Antony angry and it is worth re-examining the reasons for this reaction. In particular, allusions inPhilippic1 to Antony as a tyrant and to death as the fate of tyrants, especially in the wake of Caesar's assassination, were probably interpreted by contemporaries as more sinister threats than they have generally been recognised to be by modern readers.

Shortly after his accidental transformation into an ass, Lucius attempts to return to his human form by grabbing some roses decorating a statue of the patron goddess of the quadrupeds, Epona. But his servulus feels outraged at the sacrilegious act. Jumping to his feet in a temper and acting as a faithful defender of the sacred place, he addresses his former human owner as a new ‘Catiline’ (Apul. Met. 3.27): Quod me pessima scilicet sorte conantem servulus meus, cui semper equi cura mandata fuerat, repente conspiciens indignatus exurgit et: ‘quo usque tandem’ inquit ‘cantherium patiemur istum paulo ante cibariis iumentorum, nunc etiam simulacris deorum infestum? Quin iam ego istum sacrilegum debilem claudumque reddam.’My attempt was frustrated by what seemed to be the worst of luck: my own dear servant, who always had the task of looking after my horse, suddenly saw what was going on, and jumped up in a rage. ‘For how long’, he cried, ‘are we to endure this clapped-out beast? A minute ago his target was the animals' rations, and now he is attacking even the statues of deities! See if I don't maim and lame this sacrilegious brute!’A self-evident instance of parody, the servant's words ironically reformulate one of the most familiar texts of Republican oratory, the famous opening of Cicero's first invective against Catiline, delivered before the assembled senate in the Temple of Jupiter Stator on 8 November 63 b.c.: the substitution of a low and familiar word such as cantherium for Catilinam underpins the comic undertone of the entire passage, imbued with further reminiscences of Cicero. Scholars debate whether the servant's verbal attack against Lucius is a parodic adaptation of Cicero's opening invective or rather a spoof on Catiline's paradoxical reading of Cicero's phrase in Sallust (Sall. Cat. 20.9). It is safer to assume a case of double imitation, not unusual in Apuleius' work.

Within two years of the triumphal, if belated, passage of the 1949 Housing Act, America's public housing program was on the defensive, reeling from an onslaught of local opposition. Progressives had hoped to build 135,000 units of public housing a year, but were soon met with a furious backlash. Afraid of government competition, the National Association of Home Builders and the U.S. Savings and Loan League mobilized local opposition by sending out “kits” to their members with prepackaged ads for local newspapers reading “Canyouafford to pay somebody else's rent?” The result was an avalanche of local referenda, and voters across the country blocked new construction. In California, Proposition 10 made all new projects contingent on local referenda, and Los Angeles voters threw out their mayor over his support for public housing. In other cities, such as Chicago, Detroit, and Philadelphia, race played a major role in thwarting local housing authority plans. Despite a massive postwar housing shortage and a well-argued set of progressive ideals, public housing supporters struggled to keep their program alive in the early 1950s. The election of 1952—with Republicans capturing the presidency, the House, and the Senate for the first time since 1930—meant the prospects for the survival of public housing looked bleak at best.

Abstract:
The conflict between France and Italy in the Balkans in fact was an attempt at reorganizing the Balkans and Central Europe following the disappearance of the Habsburg and Romanoff. The two Latin powers now had a unique opportunity to dictate a rearrangement of the Balkans, but their positions were diametrically opposed. Italy sought to establish domination in the Adriatic and the Balkans, whereas France sought to reorganize the region with the view to precluding Germany from recovering its former influence. At the same time, after Wilson?s political defeat in the Senate in 1919 Italian guarantees of the French-German border became vitally important to France. A compromise between Paris and Rome turned out to be unfeasible for several reasons. Expansionism of both the last liberal governments and Mussolini met with resolute opposition from Belgrade. Moreover, Paris was convinced that Italian domination not only would not bring stability to the Balkans, but on the contrary, that it would shatter the region?s Little Entente-based inner cohesion and facilitate Germany?s comeback. Thus most of diplomatic initiatives coming from Paris and Rome were mutually neutralized while German economic influence in the region irresistibly grew from the early 1930s. The agreement Mussolini-Laval reconciled the two Latin powers but it was now in the new circumstances created by the rise of Nazi Germany as a dominant force in Central Europe and the Balkans.

I detta arbete fanns som syfte att undersöka hur läsförståelse av en text påverkas avreferensramar. I undersökningen jämfördes skriftliga återberättelser av lästa texter mellan tioelever som läser svenska som modersmål och tio elever som läser svenska som andraspråk pågrundskolans senare år. Varje elev fick läsa tre texter där två av de tre texterna hade innehållsom tog upp om svenskt traditionsfirande. Den tredje texten agerade som kontrolltext. Iresultatet framgick det att det fanns både en kvantitativ och en kvalitativ skillnad mellaneleverna med svenska som modersmål och eleverna med svenska som andraspråk i derasåterberättelser där de senare tenderade att sakna viktiga ord och händelser förknippade medtraditionsfirande i de två texterna som handlade om detta. Genom att se till resultat utifrån enenkätundersökning och två intervjuer kunde några orsaker hittas som bakomliggande tillresultatet, så som elevernas umgängeskretsar, boendesituation, deras föräldrars läsvanor menäven olika undervisning på de olika skolorna vari eleverna var hemmahörandes. Slutsatsensom kunde dras var att kulturell bakgrund och referensramar kan ha en inverkan på läsförståelse, dock finns det som tillägg till detta ett flertal andra faktorer som också har en påverkan på läsförståelse.

Abstract:
This master thesis studies debates on historical theory in Sweden ́s two main historical journals, Historisk tidskrift and Scandia, during the last fifty years. The study investigates discussions of epistemological questions, the purposes of historical writing, and the influence of postmodernism. The theoretical approach and methodology used is inspired by the American pragmatist philosopher Richard Rorty. In a concluding chapter Rorty’s writings are used to confront the study’s results. The purpose of this is to highlight certain problems from the investigation. It is argued that the vocabulary used by the Swedish historians is an effect of the correspondence theory of truth, and that a pragmatic approach to the study of history could help history break free from that unfortunate vocabulary.

Rening av avloppsvatten är en viktig samhällsfunktion med höga krav på reningskapacitet och effektivitet, men traditionella reningsme- toder kräver mycket energi. Med anledning av detta har avloppsrening med mikrobiella bränsleceller (MFC) blivit ett stort forskningsområde. En MFC använder sig av nedbrytande mikroorganismer i en elektroke- misk redoxreaktion och kan därför användas för rening av avloppsvatten samtidigt som elektrisk energi kan utvinnas. I den här litteraturstudien sammanfattas den senaste forskningen kring hur de hinder som åter- står för storskalig avloppsrening med MFC kan överbryggas. Hindren är både ekonomiska och driftstekniska och tyngdpunkten i denna studie ligger på kostnadseffektivitet och ekologisk hållbarhet samt vilken roll det är rimligt att MFC kan anta i framtidens avloppsreningssystem. Det analyserade forskningsmaterialet antyder att den mest kostnadseffektiva grundkonfigurationen av MFC för avloppsrening är membranlös och fri från kostsamma katalysatorer. Att utnyttja biologiska sätt att underlätta redoxreaktionen, såsom att använda sig av bioanod, biokatod och luftka- tod, är både ekonomiskt och ekologiskt hållbart jämfört med traditionell MFC-teknik. Vidare har forskning kring användning av naturmaterial samt kol-, metalloxid- eller polymerbaserade nanomaterial visat på lo- vande resultat, men mycket arbete återstår innan MFC-tekniken till ful- lo är både driftsäker och kostnadseffektiv. Sammantaget visar resultaten att MFC-forskningen kring ekonomiskt och ekologiskt hållbara material och konfigurationer gjort vissa framsteg de senaste åren, samt att dessa bör utnyttjas i sammanhang där MFC integreras med beprövad renings- teknik, såsom membranbioreaktorer eller konstgjorda våtmarker, för att öka möjligheterna till att finna ett ekonomiskt och ekologiskt hållbart avloppsreningssystem.
Wastewater treatment is a crucial function in the urban society. With increasing population the need for energy efficient and ecologically sus- tainable solutions for water recovery will grow. Microbial Fuel Cells (MFC) are a promising technique with a potential to contribute to solv- ing this task, which is why they have been under extensive studies for several years in the context of wastewater treatment and energy recov- ery. A MFC designed for wastewater treatment consists of an electrolysis cell that uses wastewater as electrolyte, turning the chemical energy into electrical energy whilst microbes digests the nutrients and organic sub- stances. Some specific microbes, electrochemically active bacterias, are capable of anaerobic digestion and when the organic loadings are con- sumed, electrons and protons are released and a current can be collected from the fuel cell. This paper is a review of the most recent research focused on solving the critical problems that still prohibit a large scale usage of MFC for wastewater treatment. The most prominent issues are related to high initial costs och operational stability and the aim of this study is to summarize the state of art regarding cost effective materials and configurations and also to discuss what the future role of MFC in wastewater treatment might be. Due to the limited format only the eco- nomical and ecological aspects of sustainability is regarded. The results from this review indicates that the most cost effective basic configuration of MFC is membranless and free from expensive catalysts. Many studies show that the use of biological catalysts, such as microbial biofilm on the electrode surfaces, is a low-cost and effective way of stimulating the oxidation-reduction-reactions that drives the MFC. Also the use of air- cathodes, where the cathode is exposed to the air in order to stimulate oxygen reduction, instead of energy consuming air pump, is a promising way forward. Recently the use of natural materials, such as loofah and clay ware, have been studied with various results, and if the operational stability and overall performance could be enhanced this might well be a sustainable rout in research. Another strong trend is the use of cole-, metaloxide- or polymerbased nanomaterials which have a documented ability to increase both electric and purifying efficiencies, but the ecolog- ical sustainability regarding nanomaterials is a complex question which is not answered in this paper. Altogether, the research covered in this work shows that large scale wastewater treatment with MFC alone not at all is near at hand. However, some minor improvements have been made regarding cost effective and ecologically sustainable materials and con- figurations for MFC, and these findings could well be used in a context where MFC is integrated with other techniques, such as a Membrane Bio Reactor or Constructed Wetland, in order to take advantage of the syner- gistic effects that has been noticed in several studies. This might be the most reasonable role for MFC to play in the future wastewater treatment business, thereby contributing to the global strive for sustainability.

Abstract:
Denna uppsats ämnar undersöka vilket förhållningssätt pedagoger och skolledning har till att inkludera elever med diagnos inom Autismspektrumtillstånd samt andra i skolsvårigheter i en vanlig högstadieklass och vilka de eventuella framgångsfaktorerna och fallgroparna är. Studien har genomförts på en högstadieskola där man valt att inkludera nio elever, varav fyra med AST-diagnos, som befinner sig i olika former av skolsvårigheter i en klass och förstärka denna klass med en assistent och en specialpedagog. Studien är en fallstudie och metoden som använts i studien är kvalitativa intervjuer av inblandad personal. Som bakgrundsmaterial har jag även tagit del av dokumentation i form av projektplan och verksamhetsberättelse. Vad gäller organisation pekar resultaten på att tydlig styrning och målbeskrivning är av vikt, samt att det finns risker med att liknande satsningar görs i projektform då man lätt koncentrerar behoven i en och samma klass vilket innebär att denna kan ses som avvikande. Projektformen innebär även att det uppstår en risk att övrig personal uppfattar inkludering som ett undantag från den ordinarie verksamheten. De resurser som krävs för att verksamheten ska lyckas utges bland annat vara tid till reflektion och utvärdering, individuella anpassningar samt extra personalresurser i klassrummet.

Abstract:
Syftet med denna studie var att undersöka eventuella skillnader, i matematikbetyg samt matematisk och allmän självuppfattning, mellan flickor respektive pojkar och mellan elever som väljer studie- respektive yrkesförberedande program på gymnasiet. I studien deltog 174 elever från sju klasser i årskurs 9 från två utvalda skolor, en på en mindre ort och en på en större, båda med närliggande storstad. Eleverna svarade på frågor om betyg och självuppfattning genom en enkät. Huvudresultaten i studien har visat att flickor har lägre självuppfattning än pojkar i matematik och att elever som väljer yrkesförberedande program har ett genomsnittligt lägre värde i självuppfattning än elever som väljer studieförberedande program till gymnasiet. Studien kunde inte påvisa någon större könsskillnad i matematikbetyget för samtliga elever men däremot att pojkar har högre betyg än flickor bland dem som valt studieförberedande program och att det motsatta gäller för elever som valt yrkesförberedande program. Syftet med den här studien var att ge en bild av vad som sker i mötet mellan lärare, elever och skönlitterära texter i grundskolans senare år. Jag ville undersöka hur lärarna planerar sina lektioner utifrån skönlitteraturen och kursplanen i svenska och vad som händer under själva processen. För att samla in data använde jag semistrukturerade kvalitativa intervjuer. Jag intervjuade fyra svensklärare på fyra olika grundskolor. Resultatet påvisar att läsning av skönlitterära böcker har en given plats i skolan och att lärarnas främsta syfte är att motivera och inspirera elever till läsning. Lärarna anser att skönlitteratur är nyckeln till kunskap, språkutveckling och tänkande. Resultatet visar också att man kan arbeta med skönlitteratur på flera olika sätt i undervisningen och att lärarna använder sig av olika metoder. Vidare kan man se att det inte förekommer något samarbete mellan ämneslärarna på skolorna. Följaktligen drog jag slutsatsen att läsning av skönlitteratur går ut på att motivera och inspirera eleverna samt att litteraturundervisning har ett instrumentellt värde.

This chapter looks at the Democratic victory in 1875. Although as a result of the sanguinary revolution in 1875 there was no hope or prospect of future Republican success in Mississippi, the Republican leaders in that state did not abandon their efforts to bring about and reestablish friendly relations between Senator Alcorn and Governor Ames. With that end in view, both were made delegates to the National Republican Convention of 1876 from the state at large. But this failed to accomplish the purpose desired. When the newly elected legislature met the first Monday in January of 1876, the fact was developed that the Lamar faction was slightly in the ascendancy in the Democratic party. This, of course, resulted in the election of Mr. L. Q. C. Lamar to the United States Senate to succeed Senator Alcorn whose term would expire on March 4, 1877.

In Frankfurt, the Nazis moved to take control of the university. The university Senate met to discuss ways of forcing out Jewish faculty members. To this end, it requested that Kantorowicz take an immediate leave of absence for the sake of “avoiding disruptions of his classes.” In a draft of a response dated April 3, addressed to the dean of the philosophical faculty for forwarding to the newly installed Nazi commissar for education in the province of Hesse, Kantorowicz requested the suspension of his professorship for the indefinite future albeit with continuing pay.

It is widely held that Augustus forcefully (and mostly successfully) exerted his power within the Roman sphere of influence, especially at Rome. There are grounds to support this; however, this fundamental view all too easily conceals a contrary perspective. Indeed, Augustus repeatedly met with considerable resistance which is mostly only hinted at in the sources but occasionally appears clearly. Resistance came partly from the Senate, but, in other cases, from the majority of Roman citizens, who opposed his plans. Thus Augustus was often forced to shelve these plans for years, or to change them. As this chapter shows, one striking example can be found in the so-called marriage laws; another is the lex Iulia de vicesima hereditatium. Especially important is a new document: a commentarius from the year AD 5 which formed the basis of the later lex Papia Poppaea reveals massive opposition that was successful for many years.

Abstract:
This paper describes an approach for performing fast demand response involving a cluster of buildings. This approach is adaptive as well as distributed in nature. The approach is adaptive in the sense that the amount of targeted demand reduction, in an interval, is adjusted based on the performance of demand response actions executed in the last interval. The approach is distributed because the demand reduction is performed in each building in such a way that a global demand reduction target is met while the costs of performing the demand reduction actions are minimized. The developed method was implemented on a cluster of three buildings situated at U.S. Air Force Academy in Colorado Springs, CO. The results show that the developed approach was able to meet the demand reduction target, which was based on the amount of actual load that were deemed controllable for the DR events.

In the teleological sense, people design new products in order to meet market demands and societal needs and by fulfilling these, they push the boundaries of technical evolution. These demands and needs are met by means of a technical process (TP) inside which the operands are transformed to achieve desired state. If the problem of search for suitable optimal technologies required for the operand transformation within the TP can be tackled computationally, then the transformation alternatives can be obtained in an expedient fashion with the probability of the generation of novel alternatives. The approach considered within this paper proposes a grammatical evolution (GE) based method for the search and optimization of technical processes. The breakdown of the TP as a black-box concept into a system of interrelated sub-processes and operations is done according to the formalized knowledge inside the set of production rules of the Backus-Naur form (BNF). Once the breakdown procedure has produced a state composed solely of terminals, the specification of the needed effects required for establishing the product function structure is complete. This paper presents the breakdown of the TP of tea-brewing as an example.

Med denna rapport vill vi förmedla hopp till unga, öka kunskapen, med-vetenheten och minska skammen kring psykisk ohälsa. Unga uttrycker själva att de vill ha mer kunskap om psykisk hälsa och skolan lyfts ofta som en bra plattform. Många unga vet inte vart de ska vända sig för att få hjälp med psykiska besvär och de har behov av att bli lyssnade på. När-varande vuxna som lyssnar behövs, dock saknar många vuxna kunskap om psykiska besvär och diagnoser kopplat till psykisk ohälsa.Psykisk hälsa bland unga är en viktig samhällsfråga som de senaste åren har fått mer uppmärksamhet i samhällsdebatten. Flera satsningar har gjorts av civilsamhällesaktörer och offentliga aktörer. Samtidigt visar den internationella kartläggningen att det är svårt att påvisa långsiktiga effek-ter av alla de satsningar som görs. Det kan finnas flera orsaker till detta. Det finns dock insatser som verkar mer lovande och här finns en möjlighet för beslutsfattare att göra skillnad för ungas psykiska hälsa. Förutom att bespara unga onödigt lidande är dessa insatser ofta samhällsekonomisktkostnadseffektiva, eftersom de på sikt leder till minskat vårdsökande och bättre förutsättningar för unga att klara skolan och i förlängningen arbets-livet. Sådana satsningar går även i linje med Barnkonventionen artikel 24 om alla barns rätt till bästa möjliga hälsa, som sedan 2020 är lag i Sverige. Utifrån kartläggningen har vi följande rekommendationer 1. Rusta unga med färdigheter om psykisk ohälsaUnga bör få tillgång till de kunskaper och färdigheter som enligt forsk-ning visat sig lovande för att främja psykisk hälsa och förebygga ohälsa. Internationellt ges flera av dessa insatser inom ramen för sko-lan. De behöver utveckla sina färdigheter i hur man tolkar och förstår sina egna känslor och sin kropp och vad som är vanlig livssmärta, hur man kan hantera den och när man behöver kontakta vården. Därför bör ett nationellt initiativ som når alla barn tas för att främja barn och ungas kunskap och färdigheter om psykisk hälsa för att rusta dem för livet. Det bör även inkludera information om vart man kan vända sig om man behöver ytterligare stöd eller vård. Unga ska vara delaktiga i utformningen av ett sådant initiativ. 2. Ge vuxna kunskap och verktyg om psykisk hälsa – för att underlätta stöd till ungaBarn och unga behöver närvarande vuxna som har förmågan att lyssna, fånga upp och vägleda dem. Det är inte ovanligt att vuxna i barns och ungas närhet upplever osäkerhet och saknar kunskap om psykiska besvär och diagnoser. Därför behöver vuxna, framförallt föräldrar och yrkes-verksamma som jobbar nära unga, få bättre kunskap och verktyg för hur de ska möta unga på ett bättre sätt. Satsningar på att höja föräldrars kun-skap om psykisk hälsa bör göras, exempelvis i form av föräldrastödspro-gram och folkbildning. Lärare bör även ges grundläggande kunskaper om psykisk hälsa inom ramen för lärarutbildningen. 3. Insatser bör följas upp under en längre tidInsatser för att främja psykisk hälsa bör planeras, implementeras och ut-värderas med långtidsuppföljningar (>12 månader). Detta för att bättre kunna bedöma de långsiktiga effekterna och för att kunna utveckla och anpassa insatserna efterhand.

Denna rapport presenterar en studie av Voernese samebys erfarenheter av de konsekvenser som gruvan i Stihkeområdet fört med sig, en gruva som drevs av Boliden Mineral AB mellan år 1976–1988. Det finns i dag ett stort kunskapsglapp angående vilka de faktiska konsekvenserna är av gruvindustri på renskötsel och annan samisk markanvändning. Detta är så vitt vi vet första gången som forskningen empiriskt belyser konsekvenserna av gruvindustrin och försöken till efterbehandling av gruvområdet utifrån en samebys egna erfarenheter och kunskap. Studien genomfördes 2019–2020 i ett samarbete mellan samebyn, Svenska Samernas Riksförbund och SEI. Datainsamlingen har bestått av arbetsmöten, intervjuer, workshops, dokumentanalys och kartering med stöd av RenGIS och forskning om störningszoner. Fokus i denna rapport är på just Voernese samebys erfarenheter, gruvans konsekvenser för andra samebyar eller icke-renskötande samer i området har därför inte inkluderats. Resultaten visar den omfattande påverkan som gruvan haft på samebyn, dels under driftperioden men i högsta grad också efteråt. Eftersom samebyn bedriver samrenskötsel i Stihkeområdet med Vilhelmina Södra sameby, på vars mark gruvverksamheten bedrevs, har samebyn påverkats både av direkta markförluster och betesskador från gruvområdet liksom andra störningarna under drifttiden. I nutid handlar de största konsekvenserna om påverkan från vägen som drogs i tidigare väglöst land och störningarna på renen från besöksnäringen. Detta har försvårat för renen att finna betesro, inneburit omfattande merarbete och ökade kostnader för samebyn vid samling och flytt, samt medfört stress och oro för samebyns medlemmar liksom även förlust av traditionell kunskap. Renskötseln försvåras även av kvarlämnade borrör och järnskrot från SGU:s provborrningar. Studien visar också hur samebyn exkluderades från beslutsfattandet när Bolidens gruva etablerades på 1970-talet och nu återigen har marginaliserats i samband med tillståndsprövningen för Vilhelmina Minerals planer för återupptagning av brytningen. Dessa forskningsresultat är viktiga för att korrigera en vanlig missuppfattning i den politiska och offentliga debatten kring gruvindustrin: att gruvindustri och renskötsel skulle kunna samexistera utan någon större påverkan på renskötseln. De bidrar också till en ökad förståelse för den omfattande påverkan som ett gruvprojekt, samt dess följdeffekter, kan ha på en grannsameby trots det att själva gruvområdet ligger utanför samebygränsen. I ett vidare perspektiv bidrar studien med ytterligare ett empiriskt baserat exempel på hur gruvbolag och stat marginaliserar samisk kunskap och missbrukar samebyars deltagande i miljöbedömningar. Dessa problem härrör främst från det faktum att svensk lagstiftning inte ger tillräckligt skydd för samiska rättigheter. Det hänger även ihop med statens tvetydiga roll i hanteringen av de intressekonflikter som uppstår när man både har en skyldighet att skydda samiska rättigheter och ska tillgodose olika samhälls- och företagsekonomiska intressen i utvinningen av mineraler. Denna brist på ansvarstagande, som samebyn upplever från statens sida, visar med all tydlighet att den koloniala exploateringen av naturresurserna i Sápmi inte är ett historiskt fenomen utan något som i högsta grad fortgår än i dag. Som ett exempel har inga ansträngningar gjorts för att se över om den begränsade ekonomiska ersättningen som staten genomförde under 1960–70 talet verkligen motsvarar de faktiska skador som samebyn fått uthärda. På kortare sikt skulle många förbättringar troligen kunna åstadkommas genom enskilda insatser för att adressera de problem som samebyn har i Stihkeområdet. Exempelvis skulle kommun och länsstyrelse kunna ingripa för att hantera de problem som besöksnäringen och friluftslivet orsakar och regeringen skulle kunna ge SGU i uppdrag att återställa tidigare prospekteringsverksamhet i Stihkeområdet. Vad denna studie främst belyser är dock behovet av en mer genomgripande strategi från statens sida för att komma till rätta med konsekvenserna av Bolidens gruvprojekt och dess följdeffekter. Utifrån senaste årens rättsutveckling torde det numera finnas goda möjligheter för staten att se över sitt ansvar för de skador som framkommit i Stihkeområdet.

Abstract:
Denna rapport presenterar en studie av Vilhelmina Södra samebys erfarenheter av de konsekvenser som gruvan på Stihken fört med sig, en gruva som drevs av Boliden Mineral AB 1976–1988. Det finns i dag ett stort kunskapsglapp angående vilka de faktiska konsekvenserna är av gruvindustri på samisk markanvändning, inklusive renskötseln. Detta är så vitt vi vet första gången som forskningen empiriskt belyser konsekvenserna av gruvindustrin, och de faktiska utfallen av försöken till efterbehandling, utifrån en samebys egna erfarenheter och kunskap. Studien genomfördes 2019–2020 i ett samarbete mellan samebyn, Svenska Samernas Riksförbund och Stockholm Environment Institute. Datainsamlingen har bestått av arbetsmöten, intervjuer, workshops, dokumentanalys och kartering med stöd av RenGIS och forskning om störningszoner. Fokus i denna rapport ligger på just Vilhelmina Södra samebys erfarenheter och gruvans konsekvenser för andra samebyar eller icke-renskötande samer i området har därför inte inkluderats. Resultaten visar den omfattande påverkan som gruvan haft på samebyn, dels under driftperioden men i högsta grad också efteråt. Under drifttiden förorsakade gruvan stora direkta och indirekta markförluster, med störningar från brytningen och trafiken, damning på betet, blockering av det naturliga flyttstråket och förlust av stora delar av samebyns renar in i Norge eller in på grannbyarnas mark på svensk sida. I nutid handlar de största konsekvenserna om en omfattande störning från besöksnäringen på grund av vägen som drogs i tidigare väglöst land. Detta föranleder i sin tur stort betesbortfall; försämrad djurhälsa och kondition för renen; förhöjd arbetsbelastning, fysiska påfrestningar, och arbetsmiljörisker för renskötarna; ökade kostnader för renskötselaktiviteter; samt förlust av samiska kulturminnen, ökad psykisk påfrestning, försämrade möjligheter för samebyns unga att satsa på renskötseln, och förlust av traditionell kunskap. Dessa forskningsresultat är viktiga för att korrigera vanligt förekommande missuppfattningar i den politiska och offentliga debatten kring gruvindustrin: nämligen att gruvindustrin och renskötseln kan samexistera utan någon större påverkan på renskötseln. De visar också tydligt vem som har bäst kunskap att bedöma riskerna vid en gruvetablering: samebyn identifierade redan på 1960-talet, och det ganska så exakt, de risker som denna studie nu kunnat visa blivit verklighet medan försöken från statens representanter var långt mindre precisa. Exempelvis antog statens experter en total störningszon på 500 meter runt gruvområdet och 100 meter på bägge sidor om vägen. Detta står i stark kontrast till de störningszoner som samebyn faktiskt har upplevt, nämligen upp mot 10 kilometer för gruvan och 1,5 kilometer för vägen. Problemen härrör främst från det faktum att svensk lagstiftning inte ger tillräckligt skydd för samiska rättigheter. De hänger även ihop med statens tvetydiga roll i hanteringen av de intressekonflikter som uppstår när man både har en skyldighet att skydda samiska rättigheter och ska tillgodose olika samhälls- och företagsekonomiska intressen i utvinningen av mineraler. Denna brist på ansvarstagande, som samebyn upplever från statens sida, visar med all tydlighet att den koloniala exploateringen av naturresurserna i Sápmi inte är ett historiskt fenomen utan något som i allra högsta grad fortgår än i dag. Som ett exempel har inga ansträngningar som helst gjorts för att se över huruvida den begränsade ekonomiska ersättningen som staten genomförde under 1960–70 talet verkligen motsvarar de faktiska skador som samebyn fått uthärda. Det finns flera sätt att åtgärda problemen i området vid Stihken. Exempelvis skulle regeringen kunna ge SGU i uppdrag att återställa området från tidigare prospekteringsverksamhet och kommun och länsstyrelse skulle i sin tur kunna ingripa för att hantera besöksnäringen och friluftslivet. Vad denna studie främst belyser är dock behovet av en genomgripande strategi från statens sida för att komma till rätta med konsekvenserna av Bolidens gruvprojekt och dess följdeffekter. Utifrån senaste årens rättsutveckling torde det numera finnas goda möjligheter för staten att se över sitt ansvar för de skador som framkommit på området vid Stihken.

A growing body of scholarly literature has attempted to measure and value unpaid care work in various countries, but perhaps only the government statistical agencies in the United States and the United Kingdom have seriously undertaken periodic and systematic measures of the time spent on unpaid work at the national level, and partially incorporated those values into their gross domestic product(GDP). One country that has been ahead of its time on aspects of societal welfare measurement is Bhutan, which produces the Gross National Happiness (GNH) Index. However, until the first GNH Survey, in 2008, Bhutan did not have any sense of the size and distribution of unpaid work, despite its strong societal norms about the value of volunteering and community work. This paper is the first to estimate the value of unpaid care work in Bhutan. It shows the pros and cons of various approaches and their equivalent measures of unpaid care work as a share of GDP. As with similar studies on the topic, this paper also finds that women spend more than twice as much time as men performing unpaid care work, regardless of their income, age, residency, or number of people in the household. The paper also provides recommendations for improving the measurement of unpaid care work in Bhutan.
