Abstract:
This article examines the assessment of the UCLA Asian American studies program and resulting curriculum reform that was put into effect as of Fall 2013. The essay will discuss the context leading up to the 2013 curriculum reform, including the 2011 UCLA Asian American Studies Curriculum Assessment Project, the departmental curriculum restructure process, the most recent Academic Senate program review, and initial response to the community engagement courses. This serves as a case study of curriculum reform that successfully addressed the needs of the students, met Academic Senate requirements, and returned the department to the original principle of service through community engagement and partnerships.

Abstract:
The Framers of the U.S. Constitution saw the Senate as their paramount creation. To James Madison, it was “the great anchor of the government,” and in his seminal plans for a new national government, the Senate figured as the most prominent and powerful institution, to be endowed with a potent combination of legislative, executive, and judicial prerogatives that were greater and more wide-ranging than those of either the House or the president. In the four months that the Framers met in Philadelphia, they spent more time and energy deliberating on the Senate than on any other single institution or issue, devoting most of the first seven critical weeks to the upper house, and thereafter, though more scattered, the equivalent of another week or two of consideration. In contrast, they focused on the House, executive, and federal judiciary for a few weeks each at most, and spent even less time on such vital issues as sectionalism and slavery. By the end of the Convention, the Framers had created an imposing chamber, possessing far more power and autonomy than any other upper house heretofore created in independent America. Small wonder, then, that in assessing the work of the Convention, the influential delegate from Connecticut, Roger Sherman, pronounced it “the most important branch in the government.” Smaller wonder still that the Framers would comprise over half the membership of the first Senate.

Ovid in writing Amores 3.11.38–9 showed awareness of Metellus Macedonicus’ speech of 131, which proposed compulsory marriage in order to stimulate the birth rate and which was read to the senate and published at large by Augustus (Suet. Aug. 89.2). I wish to suggest that when he wrote Book 1 of the Metamorphoses Ovid was evoking another political debate in which Augustus was involved. Jupiter announces to the gods that in the end radical surgery is needed when the wickedness of mankind becomes incurable (Met. 1.187–91).

Abstract:
In a splendid ceremony on Parliament Hill on 17 April 1982, Her Majesty proclaimed the Constitution Act, 1982.1 When the Prime Min- ister and premiers had met in November 1981 to develop procedures for patriating and amend- ing our Constitution, they failed to propose any revisions with respect to the monarchy, except for section 41(a) of the Constitution Act, 1982. Under this section, the unanimous agreement of the Governor General, Senate, House of Commons, and the legislative assembly of each province is required to amend the Constitution in relation to “the office of the Queen, the Gov- ernor General and the Lieutenant Governor of a province.”2 In effect, by entrenching the monar- chy in the Constitution, our leaders determined that Canada would remain a constitutional monarchy in perpetuity. The twenty-fifth anni- versary of the proclamation of the Constitution Act, 1982 provides an appropriate occasion to remind ourselves of the nature of our Canadian Crown and to ask whether this institution can evolve, or has evolved, to meet the needs of Ca- nadians.

Abstract:
When a recent accreditation review report and an assessment consultant report both identified issues with assessment and shared governance, the three faculty governing bodies of National University met with the Provost and President to brainstorm and discuss a shared governance action plan to address these issues. As a result of this meeting, the Faculty Senate, Graduate Council, Undergraduate Council, and the Council of Chairs (not a governing body) representatives made a presentation to the Provost and President to improve the academic assessment process at the University by implementing a shared governance plan that would revitalize the faculty and move both the faculty and the administration toward a culture of academic assessment and excellence. The President concurred with the shared governance assessment plan approach proposed by the faculty governing bodies and approved implementation of the plan. This paper explores relevant research on this subject and provides a chronology of the events that comprised the efforts to improve shared governance between the faculty and the administration at National University in order to achieve academic assessment and learning excellence.

Stevenson, Tom. "Antony as ‘Tyrant’ in Cicero's First Philippic." Ramus 38, no. 2 (2009): 174–86. http://dx.doi.org/10.1017/s0048671x00000576.

Abstract:
This paper is concerned with the impact made on Mark Antony by Cicero'sFirst Philippic. Although the speech outwardly maintains a conciliatory attitude, it certainly upset Antony. Scholars have noted criticism of Antony in theFirst Philippic, both political and personal in character, which would not have pleased him. The following discussion argues that there are numerous associations with the stock figure of the ‘tyrant’ which would have been displeasing too. Such a vein of criticism in effect bridges the personal and political dimensions in potentially devastating fashion.TheFirst Philippicwas delivered in difficult circumstances. Brutus and Cassius sent a letter to Antony on 4 August 44 BCE and concluded with a stark warning:neque, quam diu uixerit Caesar, sed quam non diu regnarit, fac cogites(‘keep in mind not the length of Caesar's life but the short time he ruled [sc. as a tyrant]’, Cic.Fam.11.3). On 1 September, the senate met to consider a proposal which would have seen an extra day in honour of the deified Caesar added to all public thanksgivings (Cic.Phil.1.13, 2.110). Antony was angered by Cicero's failure to attend the meeting. He apparently left Rome later that day for Tibur. His consular colleague Dolabella summoned a meeting of the senate ‘for the next day, and this time Cicero attended. It was at the meeting of 2 September that Cicero delivered hisFirst Philippic. In comparison to later speeches in thePhilippicscorpus, theFirst Philippichas seemed to many a moderate and polite speech that concentrated upon Antony's political behaviour and left the door ajar for future cooperation. It certainly contrasts greatly with theSecond Philippic, which is well known for its bitter and sustained personal invective. Nonetheless, theFirst Philippicwas enough to make Antony angry and it is worth re-examining the reasons for this reaction. In particular, allusions inPhilippic1 to Antony as a tyrant and to death as the fate of tyrants, especially in the wake of Caesar's assassination, were probably interpreted by contemporaries as more sinister threats than they have generally been recognised to be by modern readers.

La Bua, Giuseppe. "QUO USQUE TANDEM CANTHERIUM PATIEMUR ISTUM? (APUL. MET. 3.27): LUCIUS, CATILINE AND THE ‘IMMORALITY’ OF THE HUMAN ASS." Classical Quarterly 63, no. 2 (November 8, 2013): 854–59. http://dx.doi.org/10.1017/s0009838813000311.

Abstract:
Shortly after his accidental transformation into an ass, Lucius attempts to return to his human form by grabbing some roses decorating a statue of the patron goddess of the quadrupeds, Epona. But his servulus feels outraged at the sacrilegious act. Jumping to his feet in a temper and acting as a faithful defender of the sacred place, he addresses his former human owner as a new ‘Catiline’ (Apul. Met. 3.27): Quod me pessima scilicet sorte conantem servulus meus, cui semper equi cura mandata fuerat, repente conspiciens indignatus exurgit et: ‘quo usque tandem’ inquit ‘cantherium patiemur istum paulo ante cibariis iumentorum, nunc etiam simulacris deorum infestum? Quin iam ego istum sacrilegum debilem claudumque reddam.’My attempt was frustrated by what seemed to be the worst of luck: my own dear servant, who always had the task of looking after my horse, suddenly saw what was going on, and jumped up in a rage. ‘For how long’, he cried, ‘are we to endure this clapped-out beast? A minute ago his target was the animals' rations, and now he is attacking even the statues of deities! See if I don't maim and lame this sacrilegious brute!’A self-evident instance of parody, the servant's words ironically reformulate one of the most familiar texts of Republican oratory, the famous opening of Cicero's first invective against Catiline, delivered before the assembled senate in the Temple of Jupiter Stator on 8 November 63 b.c.: the substitution of a low and familiar word such as cantherium for Catilinam underpins the comic undertone of the entire passage, imbued with further reminiscences of Cicero. Scholars debate whether the servant's verbal attack against Lucius is a parodic adaptation of Cicero's opening invective or rather a spoof on Catiline's paradoxical reading of Cicero's phrase in Sallust (Sall. Cat. 20.9). It is safer to assume a case of double imitation, not unusual in Apuleius' work.

Abstract:
Within two years of the triumphal, if belated, passage of the 1949 Housing Act, America's public housing program was on the defensive, reeling from an onslaught of local opposition. Progressives had hoped to build 135,000 units of public housing a year, but were soon met with a furious backlash. Afraid of government competition, the National Association of Home Builders and the U.S. Savings and Loan League mobilized local opposition by sending out “kits” to their members with prepackaged ads for local newspapers reading “Canyouafford to pay somebody else's rent?” The result was an avalanche of local referenda, and voters across the country blocked new construction. In California, Proposition 10 made all new projects contingent on local referenda, and Los Angeles voters threw out their mayor over his support for public housing. In other cities, such as Chicago, Detroit, and Philadelphia, race played a major role in thwarting local housing authority plans. Despite a massive postwar housing shortage and a well-argued set of progressive ideals, public housing supporters struggled to keep their program alive in the early 1950s. The election of 1952—with Republicans capturing the presidency, the House, and the Senate for the first time since 1930—meant the prospects for the survival of public housing looked bleak at best.

Abstract:
The conflict between France and Italy in the Balkans in fact was an attempt at reorganizing the Balkans and Central Europe following the disappearance of the Habsburg and Romanoff. The two Latin powers now had a unique opportunity to dictate a rearrangement of the Balkans, but their positions were diametrically opposed. Italy sought to establish domination in the Adriatic and the Balkans, whereas France sought to reorganize the region with the view to precluding Germany from recovering its former influence. At the same time, after Wilson?s political defeat in the Senate in 1919 Italian guarantees of the French-German border became vitally important to France. A compromise between Paris and Rome turned out to be unfeasible for several reasons. Expansionism of both the last liberal governments and Mussolini met with resolute opposition from Belgrade. Moreover, Paris was convinced that Italian domination not only would not bring stability to the Balkans, but on the contrary, that it would shatter the region?s Little Entente-based inner cohesion and facilitate Germany?s comeback. Thus most of diplomatic initiatives coming from Paris and Rome were mutually neutralized while German economic influence in the region irresistibly grew from the early 1930s. The agreement Mussolini-Laval reconciled the two Latin powers but it was now in the new circumstances created by the rise of Nazi Germany as a dominant force in Central Europe and the Balkans.

Abstract:
The purpose of this paper is to present and debate the implications of the so-called Labor Reform (Law n° 13.467/2017) for teaching work in private higher education institutions (HEIs). It is important to emphasize that, in the Brazilian case, the impacts of this Reform need to be analyzed in the context of the process of commercialization, entrepreneurship and privatization of higher education, which is expressed in many ways, but here analyzed through the prism of the formation of large educational conglomerates and financialization, articulating a movement of concentration and centralization of capital and financialization of the sector, with the opening of capital, presence of investment funds and international educational services companies, with broad support in a political-legal framework and sustainable public policies by the state in a country with immense social and educational inequalities. For this text, was used bibliographic research and documentary research, with consultation with the Federal Senate law bank, and also with secondary sources, such as news and information from the Teachers Union of São Paulo (SINPRO-SP), and employers' unions, such as the Brazilian Association of Higher Education Matters (ABMES) and the Forum of Representatives of Private Higher Education (FERESP). Based on a critical analysis, it was concluded that the Labor Reform not only met the interests of the private sector in terms of precariousness and flexibility of labor relations - and the conditions of existence of these workers -, but was still the object of appreciation by entrepreneurs this sector and its experts prior to its legislative referral, demonstrating their support.

Abstract:
Franciszek Salezy Gawroński (1787–1871), a soldier in the Napoleonic army and a participant in the November Uprising, is the author of an extensive diary covering the period from his childhood to 1869, some of which was published in 1916, most of which remains in the original manuscripts. In the first half of the nineteenth century Gawroński was also an important figure in Polish political and cultural life in Krakow. He was a member of many societies, and was also elected to the Senate of the Republic of Cracow. Among his friends and acquaintances there were representatives of great aristocratic families. He witnessed important historical events, including the Spring of Nations. The article presents his unpublished diary from his travels around Europe in the years 1839–1841. During this period the diarist visited Italy, Switzerland, German countries, Belgium, France and England and Austria. During his journey, Franciszek Gawroński met with many of his colleagues – soldiers, politicians, writers. Among other things, he visited the site of the Battle of Waterloo, and in Paris he attended the second funeral of Emperor Napoleon. His interlocutors include Prince Adam Jerzy Czartoryski, Adam Mickiewicz and Jan Skrzynecki. Researchers highly value this diary as a source of information. This work contains important information on the life of the Polish emigration community in France and England, and has hardly been used in academic research so far. The article contains information on the biography of Franciszek Salezy Gawroński, a general characteristic of his autobiographical work, and presents several excerpts from the diary with commentary.

Abstract:

Abstract:
15 October 1830Fernand Toussaint (Meulebeke 1805 – Ixelles 1885), son of a French emigrant, was at first a civil servant under the Dutch regime. In September 1830 he fled to Brussels and played a not unimportant role in the Belgian Revolution. He became a member of the revolutionary republican club, La Réunion Centrale. This club was intensely preoccupied with the preparation of the new state institutions. Toussaint took part in these debates twice, on 15 and 30 October 1830.His republican opinions were most evident on 15 October, when he rejected the hereditary monarchy, the institution of the Senate, and the royal veto.On 15 October he defended the “Flemish language, at a moment when all the discussions took place in French”. According to him, laws and decrees should also be translated into Flemish. He was supported in this by Lucien Jottrand (1804-1877) of Walloon Brabant. Toussaint lead a press campaign about this. This matter came up during the proceedings of the National Congress (10 November 1830-21 July 1831). On 27 November 1830, an amendment from the representative from Oudenaarde, Charles Liedts (1802-1878), was approved. It stipulated that all laws and decrees should be provided with a Flemish translation, “in the municipalities where Flemish is spoken”. In this sense, Toussaint is a forerunner of the Ghent group around Philip Blommaert (1808-1871), the first “language zealots” in the Flemish Movement.

At 18 May 2003, elections for both the Belgian House of Representatives and Senate were held within a new institutional framework: among others the constituencies were enlarged. The percentage of voters casting a preferential vote increased again, reaching the highest score ever with 66,5 %for the House and 68,0 %for the Senate. Voters can also cast a vote for several candidates figuring on the same party list, which was not done very frequently in the past. The number of preference votes on one ballot increased enormously, with naw on average 2,23 for the House and 2,37 for the Senate. More candidates than ever succeeded in becoming elected out of the order of the party list, which was mostly decisive in the past.Thenew electoral laws are one reason for these changes, togethers with some political and social evolutions, such as individualism, anti-party feelings and mediatisation.

Abstract:
The United States Congress presently is considering comprehensive legislation regarding emergency medical services (EMS) and trauma systems planning. This legislation amends the Public Health Service Act and, if enacted, would represent the federal government's first significant statutory mandate to exercise a leadership role in EMS since the federal EMS program was abolished in the early 1980s. On 14 November 1989, the House passed House Resolution (H.R.) 1602, Trauma Care Systems Planning and Development Act of 1989, authored by Representative Jim Bates. The Senate is considering similar legislation (S. 15) by Senator Alan Cranston, titled the Emergency Medical Services and Trauma Care Improvement Act of 1989. The Senate Bill is awaiting final action by the full Senate. If the Senate approves S. 15, a joint House and Senate conference committee will meet to present its own conference report to each of those bodies for consideration and passage.

Abstract:On November 14, 2014, the Center for Demographic, Urban and Environmental Studies at El Colegio de México organized a discussion day to address the Federal District Political Reform. The purpose of the meeting was to listen to experts on issues related to the political, economic and social activity of the city to learn about and discuss the reform currently under legislation in the Senate. We were interested in hearing the views of experts on the implications of the reform in areas such as the political and constitutional status of what will be called “Mexico City”, the rights and obligations of its inhabitants (citizens, residents...) in areas such as budgetary and financial aspects, citizen participation, social inequality and poverty, and so on. Some of the questions that led to the organization of this discussion day were the advantages of renaming the Federal District as Mexico City; the practical implications of providing a legal definition for Mexico; and whether the longstanding demand for “full rights” will be met through the reform, in other words, whether these changes will lead to a fairer, more competitive, more modern and more democratic city; in short, whether they will make it a place where the enjoyment of rights and freedoms is more accessible. The event comprised two panel discussions: in the first, the reform was discussed from a political and institutional perspective; whereas in the second, emphasis was placed on social and economic aspects. Below is a condensed yet faithful version of the participants’ interventions.

Abstract:
In Belgium the multiple preferential voting system was for the first time applied to parliamentary elections in 1995. Since then the electorate has the possibility to cast a vote for several candidates figuring on the same party list.As a result of this voting system change, more voters used the possibilities offered by the preferential voting system than during the 1991 elections: almost 57% of the electorate of 1995 cast a multiple vote on candidates for the House of Representatives - this was an increase of 8,6% compared to the 1991 results. For the Senate, the trend is even clearer: 59% of the electorate expressed their preference for one or more candidates of the Senate, resulting in an increase of 18,3% compared to 1991. Though one has to add that the above mentioned increases are only partly due to the election system change. Part of the increase is actually also due to a more accurate handling by the Ministery of Internal Affairs of the multiple preferential voting data figuring on the ballot-papers.Compared to previous elections the use of preferential voting was for the first time higher for the Senate than for the House of Representatives. Furthermore, the analysis showed that the use of the multiple preferential vote is varying from one constituency to another, from Flemings to Walloons and from one political party to another.

Abstract:
Shakespeare is well known to have set two of his plays in and around Venice: The Merchant of Venice (1596) and The Tragedy of Othello, the Moor of Venice (1603). The first is often remembered for its famous speech about “the quality of mercy,” delivered by the female lead Portia in the disguise of a legal scholar from the university town of Padua. The speech helps to spare the life of her new husband’s friend and financial backer against the claims of the Jewish moneylender Shylock. The play has raised questions for Shakespearean scholars about the choice of Venice as an open city where merchants of all nations and faiths would meet on the Rialto while the city’s Senate, composed of leading merchants, worked hard to keep it open to all and especially profitable for its merchants. Those who would like to learn more about the city’s development as a center of trade can learn much from Richard Mackenney’s new book.

Abstract:

Many states in the western United States have seen an increase in the immigrant population. One state, in particular, has seen its foreign-born population increase 64.7% from 2000 to 2013. This increase in cultural and linguistic diversity foregrounds the 2013 passage of a specific Senate bill that “enacts provisions providing English language learning for students” in this state. The Senate bill also calls for the creation of a council to make recommendations to the appropriate governing boards on how best to meet the instructional needs of English Learners (ELs) in the state. LeChatelier’s principle of equilibrium and Bell’s interest convergence are used to analyze the recommendations. In addition, I use autoethnography and Latino critical race theory to interrogate the complexity of my dual membership, as an EL and an academic, in a cultural, political, and educational context.

Finding “common ground” to fix some of the policy problems with the ACA was never expected to be easy. How challenging depends on the election outcome. With split government or even same party control of the Congress and White House but without a supermajority in the Senate, fixing identifiable problems requires remedies that might garner bipartisan cooperation. Some potential strategies that might meet this requirement are described.

Abstract:
Flemish community senators hold seats in both the Flemish Parliament and the Belgian Senate. A lot of expectations are related to their specific mandate. On the basis of our analysis, though, we come to the conclusion that the community senators do not meet these high expectations. While one would expect Flemish community senators to be very active in putting forward parliamentary questions concerning deliberation and cooperation between the different governments, this was clearly not the case in 1995-1999. 'Community senators' in other words, do not exist. They do not act like a community senator, and according to the interviews, nor do they feel like one. Prime Minister Verhofstadt, who wants to reform the Senate and revalue the role of the community senators by turning every senator into a community senator, is a warned man. In the future, the concept of community senator will only work if significant structural changes are made.

Abstract:
Meat with high pH values, so called DFD (Dark, Firm, Dry meat, is a persistent quality defect foundmin all meat species. DFD shortens shelf life, especially for vacuum-packed meat and affects meat colour, tenderness and water-holding properties. High pH values in reindeer meat have been related to pre-slaughter handling stress and poor nutritional status of the animals. There are numerous reports that variation in muscle pH and glycogen content give rise to considerable variations in meat tenderness in species such as beef and lamb. In contrast, reindeer meat has been found to be extremely tender regardless of ultimate pH. This phenomenon has been related to the speed of post mortem protein degradation and the small muscle fibre size in reindeer. Previous research has demonstrated that the fatty acid composition of meat changes in response to diets. Generally, a higher proportion of long, unsaturated fatty acids were found in meat from grazing animals compared with animals fed a grain-based diet. Reindeer meat has been found to contain moderate amounts of polyunsaturated fatty acids (PUFA), especially so-called n-3 (or omega-3) PUFAs. The PUFAs are known to be susceptible to oxidation and may therefore be easily oxidized during processing by techniques like smoking and drying. A trained sensory panel concluded that meat from reindeer fed commercial feed scored higher for liverish and sweet flavours and lower for off-flavou (i.e. ‘grass’, ‘wild’ and ‘game’) compared with meat from grazing animals. Consumer preference tests on reindeer meat showed that 50 per cent of the consumers preferred meat from grazing reindeer and 50 per cent meat from pellet-fed animals. Recent reindeer meat research has included new feed mixtures using ingredients like linseed and fishmeal. Crushed linseed in the feed gave meat with a fat composition similar to that of natural pasture, which meant more PUFA than in meat from reindeer fed the normal grain-based mixture. Fishmeal used as a protein source in reindeer feed mixtures demonstrated good feed conversion and weight gain in the animals, and sensory 72 evaluation by both a trained panel and consumers did not show any negative effects on flavour attributes of the meat. The fat composition of the meat changed just slightly when comparing fish- and soybean meal, with more PUFA in the meat from fishmeal fed animals. The control group of free-ranging reindeer had significantly highest PUFA content in the meat. Our knowledge about various factors affecting reindeer meat quality has increased significantly over the last 25 years, but there is still information missing particularly regarding the interaction between production systems, slaughter handling techniques and ultimate meat quality.

Abstract:
Cicero's level of success within the senate fluctuated throughout the period of his Philippic orations. These fluctuations reflect the very divisive nature of the conflict with Marcus Antonius, and the ever-changing circumstances that Cicero confronted. The orations themselves record Cicero's improvisational responses to these developments and allow us to study Cicero's range of persuasive techniques over a period of eight months, from September 44, when Cicero delivered his first Philippic, through to April 43, when he delivered his last. There has been a growing body of scholarship dealing with the Philippics, but there remains work to be done on the ad hoc nature of senatorial debate. Manuwald's recent study of praise and blame within the Philippics has provided a starting point, since she identifies strategic elements within the collection as a whole and how these elements functioned in terms of persuasion. She notes the short term use of praise and blame for the purpose of urging the senate to a particular course of action, but her avowed aims were not to isolate strategies within the speeches. And while Frisch provides full coverage of the historical context, he is less concerned with persuasive strategies within and between the speeches themselves. In this regard Philippics 10 and 11 provide an insight into the malleable and ad hoc nature of Roman oratory in the context of senatorial debate. We are able to follow Cicero's shifts in rhetorical strategies as he attempts to meet the exigencies of each situation. Philippics 10 and 11 have ostensibly similar rhetorical aims: to persuade the senate to appoint Marcus Brutus and Caius Cassius to powerful military commands in the eastern provinces, and yet the rhetorical strategies that Cicero employs differ in various ways. My aim is to examine what factors influenced his choice of strategy in the delivery of the two speeches.

Abstract:
The 1995 simultaneous election of three legislative assemblies (Senate, lower Chamber and regional councils) offered the Belgian voters an opportunity to split their ballot between three different parties. An analysis of Flemish individual level survey data shows that 76.1% cast a straight ticket vote, white 20.9 % split their tickets between two and 3 % between three different parties. Ticketsplitting occurs most frequently amongst voters who mention the personality of individual politicians or the issues as a reason to support a party. In addition, the likehood of ticket-splitting increases amongst the higher educated and the non-partisans. No support was found for the hypothesis that ticket-splitters in a multi-party system tend to lean towards one party on some issues and towards the other party on others. Instead, ticket-splitters generally take a position in between two parties. No evidence was found of a differential issue impact across elections, in this sense that regional issues are more critical to regional elections and federal issues to federal elections.

Abstract:

Abstract:

Högre utbildning 8, no. 2 (2018): 90. http://dx.doi.org/10.23865/hu.v8.1343.

Abstract:

Eijk, Willem J. "Some Remarks Concerning the Embryos Bill of the Dutch Government." Medicina e Morale 50, no. 6 (December 31, 2001): 1059–91. http://dx.doi.org/10.4081/mem.2001.741.

Abstract:
After many years of delay the actual Dutch government has presented a detailed bill regarding embryo experiments, which has recently been passed by Parliament, but still has to be discussed in the senate. While permitting research with rest embryos for medical-biological ends, it forbids, albeit for the time being, creating embryos solely for the purpose of research. The bill includes, however, the possibility to decide after three to five years by Royal Decree that embryos may also be created only for scientific research. A few articles which will then be effective are already written into the bill. It has thus been stipulated beforehand the embryos especially created for scientific purposes may only be used for research concerning infertility, artificial reproduction, congenital abnormalities and transplant medicine. The government has proposed the permission of experiments with rest embryos and a temporary prohibitions of creating embryos solely for research taking into account four factors: respect for human life, the interest of medical science, the social acceptability of the creation for solely research in the Netherlands and that abroad. The original idea of possibly allowing after five to seven years the modification of the genetic material of the nucleus of germ cells has been abandoned in line with the 2001/20/EC European Directive regarding the mutual harmonisation of provisions concerning medical research. Room is however left for the ‘in vitro nuclear transplantation’ (or better cytoplasm transplantation) for the treatment of mitochondrial disorders. After that the creation of embryos for other purposes than pregnancy will have been allowed, cloning will be permitted for transplant medicine, but not for the production of a series of genetically identical individuals. The fusion of human and animal gametes is only permitted if the resulting being will not reach multicellular stage. According to the bill it is permitted to create chimeras by combining human with other human or animal embryos with a view to investigating human embryonal development, provided that the resulting chimera will not be kept alive longer than two weeks. The bill is here discussed from the perspective of catholic morla doctrine and international conventions.

Abstract:

Abstract:

Abstract:
