Descriptions and illustrations are given for three new species of the genus Brueelia Kéler from estrildid finches (Estrildidae) from Senegal. They and their type hosts are: B. fasciata from Amadina fasciata, B. senegala from Lagonosticta senegala and B. cantans from Euodice cantans. Records of three other louse species of the genus Myrsidea Waterston from estrildid finches and records of louse-flies (Hippoboscidae) from birds in Senegal are also given.

Abstract:
Senegalia senegal (L.) Britton is a multi-purpose dryland tree species that produces gum arabic, a commercially valuable product. However, this resource is underused in Ethiopian dryland areas. The aim of this study was to evaluate the population status and potential gum yield of S. senegal growing in natural stands in South Omo Zone, Ethiopia. Forty-five sample plots, each measuring 20 × 20 m, were established at 500 m intervals along transects, with 1 m2 subplots located within the main plots to determine regeneration. S. senegal trees with a diameter at breast height of between 2 and 12 cm were most prevalent. Forty-two tree species were associated with S. senegal, of which 16 were gum- and resin-producing species. S. senegal was positively associated with Vachellia tortilis, Senegalia mellifera, Vachellia nilotica, Commiphora edulis, and Dobera glabra. Senegalia senegal comprised approximately 35% of regenerating trees. The maximum gum arabic yield obtained was 3948 g tree−1. Linear models of dendrometric variables indicated that gum arabic yield is better predicted by tree diameter than by height. Despite the limitations of this pioneer survey, the population status and yield potential suggest that gum arabic could be sustainably produced and commercialized in natural stands of S. senegal in the studied dryland areas, providing local communities with supplementary seasonal incomes.

Abstract:
One of the basic debates in African development is whether agriculture can be the instrument for the transformation of a rural economy. A common question is whether agricultural policies can provide the impetus to move agriculture in developing economies from subsistence to commercial agriculture. Senegal’s Plan Sénégal Emergent (PSE) provides a data point in this discussion. Senegal and international donors invested in agricultural supply chains starting in 2012 to facilitate the emergence of commercial agriculture for peanuts, rice, and vegetables. This study focuses on these investments in the Senegal River Valley of northern Senegal. The empirical results presented in this study provide evidence that farms in the Senegal River Valley impacted by PSE have moved away from subsistence agriculture by planting more hectares in commercial crops.

To verify the above thesis, this article analyzes historical and media sources presenting political events and the key figures who participated in the events of 1962 in Senegal. The relationship between Léopold Sédar Senghor and Mamadou Dia, the causes of the crisis, its portrayal in the media, and the resulting consequences for Senegal were explored. Attempts were made to answer the following questions: What were the causes of the crisis? Who was the protagonist of the conflict? How did the media report on the events of December 1962? How did the crisis affect the fate of Senegal?

Abstract:
Senegal's relationship with France from the very beginning was marked by dependency. Economic, political and cultural life in Senegal revolved around the metropole — the highly centralized administrative and political institutions of France located in Paris dominated the Senegalese periphery. But Senegal's dependency was not merely economic or political. French policies towards Senegal primarily aimed at intellectual and cultural goals and were in some cases economic and political liabilities to the metropole. In this respect, the Senegalese case did not correspond to traditional theories of dependency which stress the overall importance of economic interests. Furthermore, the nature of this dependency does not appear to have significantly altered, although the political orientation of the French government has changed greatly since the colonization of Senegal. The character and development of this phenomenon, along with its implications for current French policy, will be considered here in light of the French world view, with particular reference to the Cartesian ideal.

Abstract:
This article surveys the development of competition policy in Senegal since 1994. It discusses the original Senegalese competition law and its early enforcement and the pre-emption of Senegal’s competition law enforcement by a decision from the West African Economic and Monetary Union (WAEMU) Court of Justice. Because Senegal had begun to develop competition law enforcement competency and the WAEMU is severely lacking in competition law enforcement resources, the pre-emption decision has been a disaster for competition policy in Senegal. Participation in WAEMU is on balance beneficial to Senegal and the Court of Justice is unlikely to revisit its opinion, so this paper examines ways Senegal may rehabilitate competition policy and promote liberal markets within the boundaries of the Court of Justice opinion. While not ideal, use of sector-specific regulations, criminal penalties for cartel behaviour, and aggressive pursuit of competition investigations with an eye to forcing WAEMU action could all provide the necessary oversight to open and preserve liberal markets. The Senegalese National Competition Commission should also undertake appropriate studies to develop a more comprehensive understanding of the Senegalese economy and the competition problems it faces.

Abstract:
The gum acacia Senegalia senegal (L.) Britton (Fabales: Fabaceae) is a drought-tolerant plant belonging to the genus Acacia of the Leguminosae family, possessing significant economic and ecological value. Despite its importance, there is a knowledge gap regarding the potential impact of climate change on the distribution of S. senegal, crucial for the conservation of plant resources and optimizing its use in introductory silviculture. In this study, we selected 23 environmental variables and utilized the optimized maximum entropy (MaxEnt) model to analyze the key environmental factors affecting the distribution of S. senegal worldwide and simulate the current and future distribution range of S. senegal in Pakistan under the SSP1-2.6, SSP2-4.5, SSP3-7.0, and SSP5-8.5 climate change scenarios. The results highlight key environmental factors influencing the distribution of S. senegal, including BIO3 (isothermally), BIO4 (coefficient of seasonal variation of temperature), BIO11 (mean temperature of the coldest season), and BIO12 (annual precipitation). Regions with higher and less fluctuating temperatures exhibit a higher potential for S. senegal distribution. Currently, suitable habitats of S. senegal are concentrated in the southern region of Pakistan, covering provinces such as Punjab, Sindh, and Balochistan, with highly suitable habitats accounting for 6.06% of the total area. Under the current climatic conditions, this study identifies the spatial patterns of suitable habitats and their concentration in specific regions. With climate change, a notable expansion of suitable habitats towards higher latitudes is observed, with the most significant expansion under the extremely severe climate change scenario (SSP5-8.5), reaching 223.45% of the current level. The results of this study enhance our understanding of the dynamics of S. senegal distribution under climate change and offer valuable insights into the long-term introduction of S. senegal for afforestation and soil conservation in Pakistan. This study provides theoretical support for the sustainable development of the local ecosystem and socio-economy, emphasizing the importance of proactive measures to adapt to changing climatic conditions.

Senegal is one of the most stable sub-Saharan African countries. LeonardoVillal6n's book, Islamic Society and State Power in Senegal, attributes that stabilityto the forms of religious organization provided by Senegal's unique brandsof Sufism. Most Senegalese are affiliated to a marabout (Sufi leader) and aremembers of a Senegalese Sufi order. These orders remain the most pervasiveforms of social organization. Leonardo Villal6n's work, devoted to an examinationof the shape of Senegalese society, therefore focuses on its most salient feature:the forms and patterns of its religious organization.The author argues that the Senegalese Sufi orders, developed in the wake ofFrench colonialism, provide an effective mode of social organization vis-a-visthe state. They check the hegemonic ambitions of the state and give a measureof leverage to the disciple-citizens in their dealings with it. This maraboutic systemexplains much of Senegal's relative success in maintaining a dynamic balancebetween state and society. In other words, the Sufi pattern has become thebasis for the establishment of a religiously based "civil society." Abstract:
The study of the potential of natural regeneration assisted by weaning of white gum was carried out in Mandalia, a locality located about 50 km from N'Djamena and its surrounding area. Inductions of shoots by weaning were carried out at two sites, one a Senegalia senegal Park and the other a grazing area. In the S. senegal parks, most of the shoots were underground. On the other hand, on the grazing land, most of the shoots were stump shoots. There was no significant difference between the number of shoots in the S. senegal park and in the grazing land. The survival rate of underground shoots at weaning showed a low value of less than 25%. In the Acacia Park, the correlation between survival and shoot size was 80.28%. However, in the grazing area, the survival rate was 50.69%. These results show that the site does not significantly influence the fate of the weaned underground discharge. It is clear from this study that a sustainable management plan for S. senegal is urgently required. To this end, studies on varietal selection and domestication of S. senegal should be undertaken as soon as possible. Raising farmers' awareness of the need to protect offshoots in agrosystems and promoting assisted natural regeneration in agrosystems would also enable them to be conserved by local populations and gradually domesticated in the short term.

Le mouvement de la conjoncture est l'objet de cet ouvrage, laquelle commence le vingt-cinq novembre dix neuf cent cinquante huit, date de la premiere reunion de l'assemblee constituante du senegal, et s'acheve le dix huit decembre dix neuf cent soixante deux avec le denouement de la crise politique qui couvait dans les sommets du premier etat moderne du senegal. Cette etude traite de la transition entre la fin du regime colonial proprement dit et le debut de la deuxieme republique ; elle montre comment, par un concours singulier de circonstance, le developpement de cette conjoncture qui aurait pu deboucher sur un coup d'etat militaire ou sur l'intervention des troupes francaises, ou sur une revolution ouvriere et paysanne, a abouti au presidentialisme bonapartiste senghorien. Le vingt-cinq novembre est la proclamation du premier etat moderne du senegal. Ce contre quoi cet etat s'impose, c'est la colonie, c'est a dire l'economie de traite et l'indigenat. La vie reelle de la colonie se reduit a grands traits aux rapports arachidiers et, au premier chef, a la relation entre le paysan et le commercant. Les paysans forment l'ecrasante majorite des populations, tandis que la quasitotalite du pays vit de l'arachide. D'ou resulte que c'est l'antagonisme entre les maisons de commerce d'une part, et les paysans de l'autre, qui conditionne l'evolution de la colonie. The purpose of this work is about the circumtances movement which begins on the twenty-fifth of november nine teen fifty eight, the date on which the constituent assembly of senegal re-assembled, and finishes on the eighteenth of december nineteen sixty two with the resolution of the political crisis which had been brewing among the ranks of the leaders of the first modern senegal state. This study deals with the transition between the end of colonial regime properly speaking and the beginning of the second republic, and shows how, by a singular combination of circumstances, the developement of these ones which could have led to a military coup d'etat, or to the intervention of french troupes, or to a worker's or a peasant revolution, led to senghorian bonapartist presidentialism. The twenty-fifth of november is the proclamation of the first modern state of senegal. Against what this state was imposed, it's the colony, that is to say the trade economy and the "indigenat". The reel life of the colony is limited to the great traits, to the arachidiers relations, and, in the first hand, to the relation between peasant and tradesman. The peasants compose the big majority of the population, whereas heardy totality of the country live on arachide. The antagonism between firms on one hand and the peasants on the other hand, which results from their situation, conditions the evolution of the colony. The great winner in the political crisis of december nineteen sixty two is the "chambre de commerce, d'agriculture et d'industrie de dakar, financial and economical stronghold of senegal's trade economy whose direct agents in apparatus state and party, delmas, theophile james, assane ndoye, lamine gueye, abdoulaye fofana, succeeded in setting aside a bloodless and isolated dia governement, who failed to a simple phillip of a noisy and excited parlement fraction, after he did expulse from political scene the social forces that had taken him to power

Cette etude a pour objet l'evolution de la politique agricole du senegal pendant la colonisation et apres les independances. Elle devrait nous fournir des explications ou nous aider a comprendre la situation economique et sociale de l'aof, en general, et du senegal en particulier. Nous avons par l'exemple de la vallee du fleuve senegal a cause, d'une part, de la presence du fleuve, d'autre part des travaux importants qui y sont realises sous l'egide de l'organisation pour la mise en valeur du senegal (omvs) et enfin des annees successives de secheresse. Ainsi, nous avons distingue quelques etapes correspondant chacune a une evolution politique. --l'abolition de l'esclavage et les exigences du "jeune" systeme capitaliste. --la crise de 1929 et le role du front populaire. --l'apres deuxieme guerre et la naissance des etats africains (independances) --les annees 1970 et la naissance de l'omvs (importance des organisations non-gouvernementales et des organisations gouvernementales). Nous constations que chaque fois que l'agriculture fut sollicitee c'etait au lendemain d'une crise (passage du mercantilisme au capitalisme, crise de 1929-30, crise d'apres la deuxieme guerre et enfin secheresse et chocs petroliers). L'agriculture etait, et, est consideree comme un remede et non comme une base necessaire au developpement des pays. Ces differentes politiques sont souvent definies en fonction des besoins de l'etranger. On note aussi une certaine constante politique, les populations concernees sont toujours tenues a l'ecart des choix des politiques et des produits. Ce dernier point nous avait amene a effectuer une enquete dans la region a l'issue de laquelle nous avions note une similitude entre les principales critiques et les preocupations des populations. Les independances de 1960 ne sont pas une rupture ; elles permettent a la france de se liberer du poids colonial tout en gardant l'essentiel. Elles repondent a un besoin pressant d'une tranches des industriels francais et a une incontournable volonte des populations a acceder a leur independance. Les solutions existent. Mais la aussi nous avions avance qu'au dela de toute teintes politiques, elles doivent obligatoirement tenir compte des populations qui devront etre le point de depart et le point d'arrivee de toute politique
The purpose of this work is to study the evolution of the agricultural policies in senegal before i. E during the colonial and afte the "independances". Our aim here is to give explenations or, least, help to have a better understanding of the economie and social situation of f. W. A in general and more specificially of senegal. As an example, we have chosen the walley of senegal for two main reasons : the first one is the presence of one of the most important west african rivers ; the second one is the fact that important works are being done there under the supervision of the organisation for the valorisation of senegal. Besides, there are the successive years of drought. The history of the region can be divided into some main stages. Each one of them squares with a political evolution : the abolition of slavery and the demands of the "young" capitalist system ; the 1929-30 crisis and the role of the popular front ; the post world war ii and the birth of the african states (the"independences"); the 70s and the birth of the organisation for the valorisation of senegal. We had noticed that after any serious crises people "call upon" agriculture (evolution from mercantilism to capitalism) agriculture was considered and is still considerer as a remedy but not as an important "instrument" for the developement of a country. Moreover, the different policies, are most of the time defined according to the needs of foreign country. At last, the populations are never associated in the conception of the different policies and in the choice of the products. This last point led us to hold an enquiry in the region. The enquiry includes the main pieces of cutiusm against both the and the policies that support it. The independences en 1960, far from being a slip between the colonies and france permit the latter to get red of the colonial weight while heeping the essential things. They bring answer to the present need of a category of french industrialist who aim at achieiring a better profitability, and to the evident will of the african population to get their independence. Solutions exist. However, as we mentioned it, above all political tendences, they must compulsouly take into account the fact that the populations must be "at the beginning and at the end" of any policy

This thesis reports two exploratory studies on the use of compute:-s in education in a third world context. One study looks at elementary school children in Dakar in order to elucidate a set of research questions such as whether there are gender differences and whether these are the same as what has been observed In the United States, whether there are differences related to social status or to degree of assimilation of French education and, more generally, whether it is possible to identify influences of Senegalese culture on the way children learn to use computers. The second study looks at two groups of illiterate adult women: one In Dakar and the other made up of immigrants from Latin America living in Boston. I believe that my results cast some light on scientific questions about how cultures affect learning. But my own interest goes beyond simply understanding. I want to develop educational methods that will use our diverse cultures as sources of strength for new educational methods rather than seeing them as "obstacles" to the exportation of ready made educational methods from "developed" to "developing" countries. Abstract:
The Country Diagnostic Study (CDS) for Senegal uses the Hausmann-Rodrik-Velasco growth diagnostics model to identify the binding constraints being faced in its quest for higher and more sustained economic growth and make recommendations to relax these constraints. Hence, the findings of the CDS can help the Islamic Development Bank in identifying areas where it can have a greater impact and provide an evidence-basis to support the development of the Member Country Partnership Strategy. After decades of subdued and highly volatile economic growth due to heavy dependence on primary commodities and low productivity, Senegal experienced an unprecedented growth acceleration from 2014 to 2019. However, there appeared to be a weak correlation between economic growth and jobs creation. In addition, about 90 percent of non-agricultural employment is estimated to be informal. The national poverty rate decreased by 5 percentage points between 2011 and 2018. Nonetheless, the absolute number of poor people has increased. Furthermore, regional disparities are persistent. Despite the country’s solid performance in the field of governance, further simplification and transparency of business procedures and regulations will be critical in addressing the challenge of informality. Efforts to address informality in the economy should also target the issue of access to finance through the design of financing mechanisms based on specific needs assessment and risk management tools. Senegal will also need to create the conditions for higher competitiveness and follow upgrading trajectories in global and regional value chains. In this respect, both physical and digital connectivity will be essential.
