Abstract:

The purpose of this qualitative case study was to explore senior librarians’ perceptions of successful leadership skills in the 21st century. Library organizations in the postindustrial environment of the 21st century operate in a new context involving digitization, global libraries, cultural diversity, cultural intelligence, and cross-cultural management. This new context requires a postindustrial paradigm of leadership emphasizing influence and collaboration as defined by Rost (1991). The purposive sample used for this case study consisted of 10 senior library leaders. The data gathered consisted of demographic information and responses to six open-ended interview questions. Data were entered, coded, and analyzed for themes and patterns using NVivo 10 software. The analysis revealed significant emergent themes relating to successful library leadership skills. Results from this case study suggest successful library leadership skills in the 21st century involve two levels: foundational level and interpersonal level. At the foundational level are technical and knowledge skills, which are the building blocks for the next level of interpersonal skills. Interweaving these interpersonal skills are persuasion skills and collaborative skills, both at the core of the postindustrial paradigm of leadership. These two levels of skills, with an emphasis on persuasion skills, should form the basis of succession planning programs for next generation librarians. Implementing such programs could lead to increased leadership diversity, greater job satisfaction, improved job performance and effectiveness, helping the retention of librarians, and easing staff shortage. Further studies are recommended.

Abstract:
This investigation focused on censorship by librarians in senior high schools in Virginia during the 1985-86 school year. Emphasis was placed on determining the subject matter that the librarians censored, the means by which censorship was exercised, and the factors that were influential in causing these individuals to engage in such activity.;The primary method of securing data for the study was a questionnaire developed by the researcher and mailed to the head librarian in every senior high school in the state of Virginia. Responses were received from 68 percent of those surveyed.;Based on an analysis of the data generated by the survey the following conclusions were reached: (1) the librarians in the study placed restrictions on the acquisition and use of a wide variety of subject matter, with every subject category listed on the questionnaire being restricted in some manner by at least 8.7 percent and as many as 86 percent of the respondents, (2) the librarians were significantly more restrictive with fictional materials than with nonfictional materials; (3) the tactic most commonly employed to control the acquisition and use of controversial materials was to purposely avoid purchasing those materials; (4) there was no relationship between characteristics associated with the librarians or the communities or schools in which they worked and the extent to which these individuals were restrictive; and (5) the librarians' own personal convictions about what should or should not be made available to the users of their libraries were more influential in causing them to censor than were pressures to censor, either real or imagined, that were generated by persons or groups in the school or community.;Based on these findings, a number of recommendations were offered aimed at accomplishing two major tasks: first, insuring that professional preparation programs for school librarians include a strong emphasis upon the importance to American education of the principles of intellectual freedom and the proper procedures for selecting and defending library materials, and, second, establishing within the schools a network of support to insure that in the event of a controversy over library materials, the librarian will not be asked to stand as the lone defender of students' rights to read and to know.

Abstract:
The ways that people use libraries have changed drastically over the past few decades. Proliferation of computers and the internet have led to the purpose of libraries expanding from being only places where information is stored, to spaces where people teach, learn, create, and collaborate. Due to this, the ways that people occupy the space in a library have also changed. To keep up with these changes and improve patron experience, institutions collect data to determine how their spaces are being used. This thesis involves the development a system that collects, stores, and analyzes data relevant to occupancy to learn how a space is being utilized. Data is collected from a temperature and humidity sensor, passive Infrared sensor, and an Infrared thermal sensor array to observe people as they occupy and move through a space. Algorithms were developed to analyze the collected sensor data to determine how many people are occupying a space or the directions that people are moving through a space. The algorithms demonstrate the ability to track multiple people moving through a space as well as count the number of people in a space with an RMSE of roughly 0.39 people.

Abstract:
This study was designed to ascertain, analyse and compare the perceptions of College Librarians and their associates about the role responsibility which College Librarians in libraries in New South Wales Colleges of Advanced Education (CAEs) were actually assuming and ideally should be assuming as part of their role as library managers. Using as its basis a theoretical framework of role and role-related concepts, as developed by social psychologists such as Kahn et al. (1964), a role set group of Principals, Registrars and Senior Library Staff was identified as the survey population. A review of the literature about CAEs and their libraries and overseas studies about the role of library managers assisted with the development of a role responsibility questionnaire. Data from the questionnaire was analysed in respect of actual and ideal role responsibility and any gaps between actual and ideal role responsibility. Gaps between perceptions of actual and ideal role responsibility between College Librarians and associates may indicate a potential for role conflict for persons enacting the role of College Librarian. This study found statistically significant results in respect of both actual and ideal role responsibility between College Librarians and Senior Library Staff, which indicated that there was not clear agreement between the two groups about either the role responsibility currently assumed by College Librarians and that which ideally should be assumed. In respect of the gap between actual and ideal role responsibility, however, there was no statistically significant result between College Librarians and associates, indicating that the potential for role conflict resulting from divergent perceptions between role set groups was not evident. This does not preclude the potential for role conflict from other sources.

Abstract:
Teaching older adults to use computers requires taking into account the effects of the aging process. Techniques which work for a younger generation will not necessarily be successful with older novices, but modifications which improve the outcome for older students also work well with younger learners. This article explains how computer trainers at the Palm Beach County Library System's North County Regional Library created a mousing class and modified existing classes to create a series of four classes designed specifically for older adults who have never used a computer before. The article also summarizes the difficulties older adults face in learning to use computers, and ways to improve the learning outcome.

Abstract:
Organisations require a leadership cohort that can drive transformation from within, if they wish to adapt innovatively towards ensuring sustainable relevance in a volatile and highly competitive global market. The same applies to academic library services that serve the needs of their respective institutions. Yet, as indicated by various studies, little attention is paid to the nature of leadership required to take academic libraries forward in an age where, especially in the South African academic environment, the maxim of “business unusual” holds true. Transformational leadership is described as visionary and adaptive leadership aimed at increasing morale and motivation of staff, with an emphasis on follower development and empowerment towards self-leadership, driving entrepreneurial activities (Goethals, Soreson and Burns 2004b: 1558). The study explores aspects of the nature of transformational leadership, as well as the extent to which transformational leadership behaviours and attributes are perceived as being evident among the middle and senior library staff members at the Rhodes University Library. The Full Range Leadership Model (FRLM) provided the framework for this study, and the Team Multifactor Leadership Questionnaire (TMLQ) was adapted and administered (via the Mind Garden Transform Hosting Solution) to all 42 staff members of the Rhodes Library. The data analysis was done based on the collated on the Mind Garden Transform Hosting Solution. Based on the analysis of the data, it was concluded that the RUL leadership team is perceived as being predominantly transformational in nature, but with evidence to suggest that transactional and non-leadership behaviours occur more frequently than are conducive towards innovation. This conclusion is supported by the assessment of the perceptions of leadership outcomes that indicate perceived levels of some ineffectiveness, some dissatisfaction and insufficient extra effort on the side of the leadership team.

Canada’s aging population is expected to have an impact on all public institutions; for public libraries, the emergence of a large, multi-generational user group of older adults challenges the current paradigm of services to seniors. This thesis examines a subset of this user group: baby boomer library patrons who are in a caring relationship with elders. It investigates how these patrons interact with the public library both for themselves, and as carers, in order to reveal library-related issues particular to this growing segment of the population. The study takes place within a conceptual framework derived from the ethic of care, and from emerging theories of library-as-place rooted in the fields of human geography and sociology. Using a qualitative instrumental case study method, long form interviews were conducted with respondents recruited through theoretical sampling extended by snowball sampling. While not generalizable, findings suggest that while these baby boomer respondents value their libraries deeply, there is potential to create services and practices more attuned to the needs of older adults who are in relationships with elders.

This research focuses on the professional qualification of school librarians. Through literature review, the researcher gathered the development and status of school librarian qualification in foreign countries (USA, England, Australia, and Canada), as well as domestic qualification systems in other fields. Questionnaire study was conducted to obtain the viewpoints of domestic incumbent high school librarians toward professional qualification. 187 questionnaires were circularized to high school librarians in the City and County of Taipei. Except 9 invalid questionnaires, the other 138 valid ones accounted for 73.79% of all the 147 returned. Findings in this research are: (1) School librarian qualification in England and USA is dominated by official organizations, while in Australia and Canada, civil organizations take the responsibility. The conferment of profession emphasizes more on teacher’s qualification or education of backgrounds, and the examination is based on diverse criteria. The qualification procedure tends to undergo validations of two different organizations. Usually qualified professionals are granted professional certificates. (2) As for domestic qualification systems in other fields, the execution is based on laws and regulations, and the certification is mainly bestowed by central government organizations. Qualification of different professions bases on specific criteria, and usually the qualified are granted vocational certificates. (3) As for incumbent high school librarians’ attitude toward profession qualification, it is preferred that official organizations dominating national education affairs take the responsibility. Besides library department heads, branch chiefs and librarians should also be included in the qualification system. Those who are regarded qualified through qualification screening examinations may be conferred with professional certificates. Suggestion: (1) The Examination Yuan of R.O.C. may include librarian qualification into “Professionals and Technologists Examination Act”, or modify the “Table of Series Available for Examination Category for People Passing Examination by Law”. (2) The Ministry of Education may modify regulations and enforce school librarian qualification. (3) Teacher’s education institutions may allow trainees to sign up additional “library subject”. (4) Professional library organizations may modify the “Library Act” and directions for foundation and operation of school libraries under high school. (5) Graduate and undergraduate institutes of library and information sciences may consult students to join educational systems. And institutes in central Taiwan may engage to provide more relative courses. (6) Incumbent employees who don’t have double backgrounds or qualifications may actively take more training courses.

This study investigated the following: “Leadership styles of senior librarians in the City of Cape Town”. Stueart and Moran (1998) state that despite the vast amount of knowledge, training and focus on management, little is known about how to lead efficiently and effectively. The motivation behind this study originated from the assumption that determining the different leadership styles of senior librarians could contribute to a more effective public library service. If senior librarians were made aware of particular outcomes prompted by certain behaviour, they would be empowered to evaluate their leadership styles and adapt them in a more effective way, which could in turn lead to a more effective public library service. Empirical research techniques were used to apply both quantitative and qualitative research methods. Riggs (2001:6) states that librarians need to understand the difference between management and leadership. If senior librarians understand this difference, they will be able to lead more effectively. Hence, this study focused on transformational leadership, a leadership style which looks at the bigger picture, questions the status quo and focuses on improving services (Riggs, 2001:14). This study aimed to answer the following research questions: What are library managers’ job histories, educational qualifications and historical backgrounds? What are their beliefs about leadership, and how do they view their roles as leaders? Are they emulating a predecessor or leader whom they admire? Do they consciously consider their behaviour, actions and the consequences of their behaviour? In other words, do they apply strategies when they lead? Do managers inspire, motivate and communicate with their staff? Data were collected by means of a questionnaire administered to senior librarians and staff, which allowed the researcher to explore issues not previously thought of or planned for, and this provided valuable new insight into the problem. The results of this study affirmed that this research could contribute to an awareness of leadership in public libraries, and not only concentrate on management, as this could result in organisations becoming too task-driven, with the associated risk of the destination becoming more important than the journey itself.

This study, which adopts the action research, aims to find out whether the senior students improved their motivation for English books reading after applying "ARCS motivation model" into English reading instruction through a teacher librarian, in order to improve the poor situation of English books borrowing. The research results are as follows: 1.The reasons on the low motivation of English books reading for senior students are mainly because they are unable to read, the insufficient guidance of English reading instruction and the poor English reading environment. Therefore, how to improve English reading environment to enhance the reading motivation is important. 2.After planning and designing the action plan by applying“ARCS motivation model” to improve the motivation of English books reading for senior students, it's feasible to carry out the action plan in the study class. 3.Through the observation, interviews and document collection of the action plan, applying “ARCS motivation model” into English book reading instruction did help teachers improving the motivation of English books reading for senior students. 4.Comparing the differences between the former and the latter after implementing “ARCS motivation model” into English book reading instruction did improve students’ motivation on English book reading in the study class. The research recommendations are as follows: 1.In the non-English language teacher librarian (A)Teaching strategies through phonics, film teaching, text reading, reading comprehension, learning notes, slowing down the reading speed, help students get involved in unfamiliar books. (B)Breaking the concept of teaching sections, grade division, making good use of relevant teaching resources, and extending the effectiveness of texts. (C)Whether Short-term teaching through “ARCS motivation model” attention, relevance, confidence and satisfaction, is able to immediately improve students’ motivation. (D)To solve non-English language teacher's pronunciation ability through using selected books and network tools. 2.English books management in the school library (A)That English books should be graded as published is practical and efficient. (B)English books combine with network resources. (C)Recommend that the educational administration departments support the platform of " Teacher Librarian Counselor Station" and continue to build English grading books lists. 3.The follow-up research recommendations (A)To promote English books reading in the school library needs the supplement of relevant literature. (B)Research methods can be taken by both qualitative and quantitative ways to do further and complicated teaching research.

According to the 2006 estimation from the Council for Economic Planning and Development, the population of elderly people aged 65 will make up 14% of the total population for 2019 and 20% in 2026. Due to the increasing life expectancy (78.28 years in 2010), Taiwan will become an aged and super-aged society in the near future, resulting from an improvement in medical services and sanitation. Therefore, elderly people are most likely to have longer retirement life. Meanwhile, the Ministry of Education has incorporated the necessity of learning for senior citizens into the “2006 White Paper on Senior Education Policy,” to encourage individuals aged 55 and above to plan their retirement early. The purpose of the research is to investigate senior citizens’ (aged 55 and over) viewpoints about whether the resources and equipments in a public library satisfy their needs in life-long learning and “smart aging.” The data collected from the research will be used as a reference to set up software and hardware devices in a multi-learning environment that is suitable for senior citizens. The research used quantitative approach to conduct semi-structured interviews among senior citizens about the needs and preference in learning in libraries and obstacles preventing them from learning in libraries. The researcher used purposive sampling procedure to recruit subjects at the National Taiwan Library located in Jhoghe and Yonghe District of the New Taipei City. During December 2011, twenty senior citizens were interviewed by individual interview and focus group, including 1) experts in library information; 2) lifelong learning award winners; 3) elderly individuals who have used senior citizen section in the library, joined the senior citizen section activities, reading activities, or lifelong learning courses; and 4) elderly individuals who have never used the library services. Further, data was analyzed by template analysis. The findings of the research showed that there is no relationship between the subjects’ education level and their involvement in learning at the library. However, subjects are more likely to participate in learning when they live close to the learning institutions. Learning motivations among senior citizens aged 50 and above can be categorized into initial learning motivations and continuous learning motivations. The researcher found that initial learning motivations among the subjects are interests, habits, and social contacts; and the continuous learning motivations are learning with partners/friends and supports from family members. Senior citizens reported that they prefer to enroll activities or learning courses on site, and the majority of them mentioned that word-of-mouth is the most effective way to gather information about learning resources. As for learning barriers, senior citizens who have never used the library reported that intention and/or purposes might be the major learning barriers; and the ones who have used the library mentioned that inadequate learning environments might cause them to discontinue learning. Based on the findings, the researcher proposed the following suggestions about senior citizen’s learning in libraries: 1) information about learning at public libraries could be advertised by neighborhood broadcasted systems, 2) learning habits could be established and strengthened before reaching old age, 3) courses designs could emphasize on preferences of learning environments and characteristics of interactive learning, 4) more courses could be offered about health care and computer techniques, 5) modify contracting and managing systems about outsourcing of maintenance and security, 6) provide home and routine mobile library services,7) adopt coping strategies for senior citizen’s learning needs, and 8) conduct future research on senior citizen’s learning at urban or rural libraries.

Abstract : This research is to study the library user education in senior high school libraries. There are two major parts. The first part is to understand the current situation of senior highs'' library user education. The second part is to examine how these students utilize their libraries,the attitude toward library user education,and the score of "library user education''s evaluation test". The study also analyzes the differences in the following variables:grades,sexes,the frequency of using library,and whether they attend library user education. This research samples senior highs'' libraries in northern Taiwan. The method of data collection includes questionnaire and test. SPSS is used for data analysis,and frequency,percentage,Kai-square,t test and one way ANOVA are included. There are eight major findings in this research. First, all senior highs'' libraries have courses about teaching students how to utilize libraries. The staff is responsible for planning the courses,and the first year students in senior high schools are the major subjects. Second,the arrangement for such courses are not fixed,and most schools held the courses "once a year". Besides, the study also finds that the content and method of these courses are really diverse. Third,the obstacle for library user education is lack of personnel. However,all interviewee agree on the necessity of library user education. Fourth,most interviewee have ever attended library user education,and they are volunteers. Among different choices,the most popular type is library -guided tour. Fifth,participating library user education is really helpful when students are utilizing library. Most students express their willingness to learn more knowledge and techniques about library use. Sixth,the major purpose of using library for senior high students is to borrow and return books. The major type of information using is general books. The common way they find information is to browse the book stacks,and major obstacles for them is that they cannot find what they want. Seventh,senior high students hold positive attitudes toward library user education. This is influenced by the frequency of using library and whether they participate library user education. Eighth,senior high students pass the "library use education''s evaluation test",but there are significant differences in sexes,the frequency of using library,and whether they attend library user education. The suggestions from this research includes thirteen points. First,to increase library human resources. Second,to strengthen librarians'' on-the-job training. Third,the placement of library teachers. Fourth,to improve libraries'' resources and equipment. Fifth,to practice library user education as early as possible. Sixth,to plan a systematic courses for library user education Seventh,to put library user education into formal lessons. Eighth,the integration between library user education and formal lessons. Ninth,librarians should promote library user education actively. Tenth,to hold the inter-libraries discussions and visits often. Eleventh,to enrich the courses and teaching methods of the user education . Twelfth,to carry out evaluation work. Thirteenth,to be supervised by the government.

This research employs literature review and questionnaire investigation to discuss the present status and perspective of Institutional Repositories (IR) in Taiwanese public senior high school library. In addition, on the basis of NTUR software, which is amended by National Taiwan University from Dspace, the researcher impelements an IR system in National Yang Ming Senior High School. According to the impelementation experience, a workflow for implementing IRs in public senior high school libraries are explicated. According to literature discussion, questionnaire analysis and after system operation, the following conclusions are drawn. IR is an organization-based (including senior high school) promoise and action to collect its comprehensive knowledge works. Through digitalization and centralized management, knowledge works of the organization can be permanently preserved, well organized, accessed, and distributed. More than 80% library directors of public senior high schools express that they have not planned IR yet. The main problems are lacks of manpower, budget and professional technique. More than 80% library directors of public senior high schools consider that IR is worth to implement. At least 70% library directors would like to implement IR if the issues on manpower, budget, technology, and policy can be settled. Public senior high school library directors consider that the most important content of IR is school history. A practical workflow for constructing IR for public high school libraries includes the following steps: (1) Determine repository content; (2) evaluate functionalities of IR systems; (3) evaluate manpower and budget; (4) frame policy and implementation schedule; (5) install and test the IR system; (6) on line and popularize. Finally according to this research conclusion, the suggestions to school libraries, educational administrative organization ands IR system functions are given.

Budgets retrenchment and maldistribution for school libraries, and different notion of library collection has been mentioned constantly that taking access idea to substitute for ownership. A shortage situation of human resources in high school libraries, so acceleration of librarians in library knowledges and skills are very important. As internet advancement, digital resources became the biggest one users retrieved. School librarians have to adapt the alteration in information retrieval usage of teachers and students. Librarians must to be constructive and control the quality of digital resources, satisfying user’s information needs, providing internet resources in free charge, curriculum materials, business digital resources and digital archives. Hence knowledges and skills of digital resources in school librarian are very important. The research is taking the questionnaire to inquire high school librarians in Taipei, results as below: 1. The knowledges and skills of digital resources are information skill, teaching and learning, and information usage ability that must to be possessed on high school librarians. (1). In today’s informational education, information technology is fused into the courses, materials, and teaching also provides a meaningful learning progress to the learners for better teaching effect. These are the creativity and breakthrough that a teacher should have in teaching. The function of the school’s library is to collect and provide teaching materials to support teachers in teaching and students in learning. Therefore, it should have a close cooperative relationship with the teachers. This research is to discuss the situation, degree, and liberay-support-teaching strategy of the information technology brought in by high school teacher. We used questionnaire investigation and the group interview to gain the data and the opinion of the high school teachers on these issues. Later, propose effective strategies that support teaching. In general, the current status of high school teachers blend in the informational information is: (1) the integral performance is bad; (2) it’s better in making teaching tools but worse in communication and sharing; (3) male, age under 40, with highest degree of bachelor and 6-10 years of teaching experiences in the arts and also hold administration office has better performance; (4) teachers in public high school who make use of library a lot and attend information-related seminar for more than 24 hours within a year have better performance. For investigating teachers blend in information technology, we adapted LoTi scale with eight simple levels to classify the degree. The research result is similar to the current status that (1) the integral blend in degree is “average;” (2) blend in level 4a (integrate- mechanization) has the highest proportion; (3) the blend in ratio of entire teacher is 2:5:3, low-medium-high; (4) male, age under 30, with highest degree of bachelor and 6-10 years of teaching experiences in the arts, attend seminar for 19-24 hours within a year, teach in Taipei City with an administration position in public high school and often use the library has better performance The general resulf of the demand and satisfatory degree that teachers hold toward liberary support teaching are: (1) integral performance: strong teaching demand but bad satisfactor; (2) in the aspect of teaching demand, “Internet resource and electronic database” has the highest point; “long-distance teaching support” has lowest point; (3) teachers’ personal variables of public high school teachers, medium blend in level (3-benedly, 4- integrate) have higher teaching demand; (4) in the aspect of satisfactory, “soft- and hard-ware equipment” has higher point and “long-distance teaching support” has lower point; (5) the satisfactory of teachers in Pingdong County is lower than those in Taipei City; teachers in private vocational school has lower satisfactory than those teachers in other kinds of schools. The result of general interview is that the effective support strategy of high school library includes: (1) enrich teaching resource. Libraries should provide abundant electronic books, electronic resources and databases for teaching; establishes cross field material, courses, and evaluating learning platform, etc; (2) elevate service. The library should have a team with profession and enthusiastic; hold regular discussion, information knowledge seminar to understand the needs of teachers and students also increase informational content; cope with teaching demand and collect these data and make recommendations, etc.; (3) build up a reward system. Encourage teachers actively work with the librarians in favor of blending of school informational technology; (4) maintain good interaction. Having a good relationship with teachers is the primary work of all librarians and it also is the key to the success of the library activities. Finally, this research proposes several recommendations in library-support teaching for related units: (1) hold more in school discussion to understand the needs of the teachers; (2) encourage teachers to participate in the seminar to increase literacy in information; (3) assign teaching material with life and digitalize; (4) corporate in supporting teaching and draw reward regulations; (5) the quality of a libarian should be both professional and enthusiastic; (6) set up additional support team to provide professional service; (7) integrate access website to link to the Internaet resources; (8) integrate destric resource and set up electronic database.

The purpose of this research is to investigate the present situation of the transformation of libraries into instructional resource centers in senior high school based on the implementation of Informaion Education and the perception of senior high school principals who participated in the transformation of libraries into instructional resource centers. The study is to provide a reference for management, operation and development of school libraries. Firstly, the study used survey research to investigate the development of 87 senior high school libraries in Taipei City and Taipei County. All participants are librarians and the recall rate of valid questionnaires is 100%. And then the study used case study to interview 7 senior high school principals who participated in the transformation of libraries into instructional resource centers. According to the results of questionnaire investigation and interview, the following results are obtained: 1.The development present situation of the transformation of senior high school libraries into instructional resource centers: (1)More than 50% senior high school libraries in Taipei City and Taipei County are recognized as instructional resource centers. (2)However libraries change names or not, the transformation of libraries still go on. (3)Most of the personnel who join the libraries cause of transformation have information speciality. (4)The personnel of libraries increase obviously, but it cannot equal the outcome of libraries 2.The process of libraries transformation that senior high school principals participated in: (1)The decision of libraries transformation has planned for many years and it have effect on the support of the policy. (2)The catalyst of libraries transformation is the change in human affairs. (3)The definition of functions and manpower are the two chief considerations of the execution of libraries transformation. (4)The Success of libraries transformation is caused of suitable personnel. 3.The anticipation of libraries that senior high school principals expect: (1)The key hindrance is the difference of personnel’s perception. Modern day society is characterised by the availability of technology and the abundance of information in all formats that require all individuals using it to poses information literacy skills (ILS).ILS enable people the ability to locate, analyse, evaluate access and retrieve the desired information to satisfy a need. Research on IL in academic and school libraries has gained momentum in the field of Information Science where as little has been documented concerning public libraries and IL. This therefore calls for more research on IL in public libraries. Public libraries serve a wide and diverse community of which students are a part. In instances where school libraries are either non-existent or not developed, students seek assistance from the public library within their community. This study sought to investigate the role of public libraries in enhancing the ILS of senior secondary school students in the Central District in Botswana. The fact that school libraries in Botswana are underdeveloped to produce competent and confident students equipped with ILS that could be used in the work environment and continuous lifelong learning, motivated the study. A concern that there exists a gap in research concerning public libraries and IL within the Botswana context necessitated this study. The study used a survey research design where both quantitative and qualitative research approaches were adopted. This involved the collection and analysis of quantitative and qualitative data. The purpose of a mixed methods approach was based on the idea that qualitative results could assist in explaining and interpreting the findings of a quantitative study. Data collection involved three sets of closed ended questionnaires and observations in all schools and public libraries. The population of the study consisted of public librarians, teacher librarians and students. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) to generate statistics. The findings of the study revealed that the public libraries in the Central District in Botswana are above average in terms of materials and use. It brought to light that senior secondary schoolstudents use the public libraries for school purposes and get assistance when they seek for it. Public librarians do not have special classes aimed at enhancing the ILS of students. The public libraries offer IL in the form of computer training, they do this as, and when students register, just like the other members of the community. The library’s contribution to enhancement of the students’ ILS, (study skills, reading skills and use of reference works) is somewhat limited. Limited resources, lack of reading culture, low budgets, and lack of support from government negatively challenge the full potential impact of IL enhancement.

Tato disertační práce se zabývá tématem digitální propasti, která je řešena z hlediska seniorů a práce s internetem. V dnešní době rozmachu technologií a jejich penetrace do všech sfér života je nezbytné, aby starší lidé nebyli digitálně vyloučeni a mohli plnohodnotně využívat všech výhod a zjednodušení, které internet a technologie přináší. Prostředkem k získání digitálních kompetencí je vzdělávání v oblasti informační gramotnosti, které může být poskytováno prostřednictvím sítě knihoven. Práce představuje celý teoretický rámec problematiky, nicméně hlavním přínosem je výzkumná a aplikační část. Výzkumy probíhaly v kvalitativní i kvantitativní rovině a přinesly odpovědi zejména na otázky, jakým způsobem dnes senioři internet využívají a o jaká témata jeví největší zájem z hlediska svého dalšího vzdělávání. Kvantitativního výzkumu se účastnilo více než 750 osob a na základě výsledků dotazníku bylo možné navrhnout metodickou příručku pro vzdělávací lekce. Příručka obsahuje návrh deseti lekcí s tématy, která jsou podložená získanými daty. Dvě z těchto lekcí byly otestovány v rámci evaluačního výzkumu. Příručka existuje ve formě e-knihy a je volně šířena mezi knihovny a další instituce.

Ministry of Education (MOE) has announced to bring the "Program of Community-based Senior High School" into effect and promoted the "Twelve-Year Compulsory Education Policy," with the clear object of allowing students to access adaptive education in the neighborhood and of facilitating the share of local educational resources through the Internet. With the "High School Temporary Curriculum Guidelines" that come along with the policy of educational reform, in each community-based school, the school''s curriculum and resources require the interscholastic administration and cross-school support so as to release each school’s heavy financial burden and to share and extend its curriculum. However, currently the variations of human resources and educational budget have resulted in a gap in the contents and interfaces of library systems among high schools and vocational high schools. Moreover, the lack of integration for convenient interscholastic search has caused inconvenience for users the intention to study. In accordance with the above problem, we propose a feasible and pragmatic method for integrating the current library resources among community-based senior high schools. We realistically integrate the existed library catalogue systems using the technology of Web services, in which the web service contents provided by each school is placed in UDDI servers, either private or public. By integrating XML with SOAP, UDDI and WSDL, we build a Web service application for a pragmatic library query system. With the system, a user can easily accomplish the search of interscholastic libraries. Consequently, utilization of community-based libraries can be increased and resources can be effectively shared.

The aim of this study is to learn about senior high school principals’ perceptions of the theoretical and practical functions of high school libraries. It also examines the barriers and facilitators to fully implement the functions and to explore the types of actions that can be taken to develop principal support. Data was collected through semi-structured interviews with six public senior high school principals who were once directors of senior high school libraries. The response analysis from the purposive samples indicate that: (A) There is a difference between the perceived theoretical functions and the perceived practical functions of high school libraries.(B) The barriers to fully implement the theoretical library functions include students’ overwhelming stress of the college entrance exam; students’ being disinterested in reading; lack of formal library instructional courses, professional librarians, and support from teachers for collaboration and integration. Meanwhile, the changes in the educational climate, particularly the move to a diverse college entrance system, resource-based learning and hiring certified staff, have created opportunities for school libraries to function. (C) Five out of the six interviewees shared the same perception that most high school principals have little knowledge of the theoretical functions and true value of modern school libraries. Principals should be led to be knowledgeable about the library in order to become a strongly supportive advocate of the school library. Suggestions are submitted as followed: (A) Senior high school library staff should update their professional knowledge and inform their principals of the crucial functions of school libraries by communicating regularly with the principals and building shared vision with them to gain principal support. (B) Senior high school principals should know the potential of school libraries and empower them to be the niche of a quality school by hiring certified staff and encouraging collaboration between librarians and teachers. (C) The training and administration organizations should beat the drum for the true potential of a school library by including library and information science in the principal as well as teacher preparation programs, inviting principals to attend in-service training, conferences and visits of model school libraries and by offering library program checklists , guidelines or manual brochures for principals. Last but not least, the training organizations should make sure that strategies of communication are part of their program so as to breed the librarians who can develop the support and partnership with principals and teachers in schools.

Abstract This study is conducted to explore the demands for children and their significant others on the developmental bibliotherapeutic services provided by the public library. The main purposes are: 1) to understand the types of emotional problems experienced by children and the types of books children would read when they experience emotional problems, 2) to find out the difficulties children could encounter while searching for emotional healing literature and the possible solutions for the difficulties, 3) to inquire the viewpoints of children and their significant others on the provision and expected content of the developmental bibliotherapeutic services, and 4) to provide useful insights, derived either from literature review or data analyses, as references for public library when planning and providing developmental bibliotherapeutic services for children. Structured interviewing method was employed that amounts to 30 participants, including 10 ten-to-twelve-year old children, their parents (10 persons), 10 teachers of grades five and six in Taipei County and Taipei City. The results show that, the emotional disturbances experienced by the children can be classified into three categories: school, familial, and personal. The main types of books read by children when experiencing emotional disturbances are novels and comics. The primary way children resort to get the needed books is “to borrow from library”. The participants chose to read novels or comic books as a way of emotional healing when under emotional disturbance. Research found that children’s emotional healing books in the library can be categorized into four types: shelf-glancing, librarian-inquiring, OPAC searching, and asking help from others. When the children had difficulty finding the book they need, they often solve the problem by inquiring the librarian, followed by asking help from other people, searching OPAC, glancing through other books, giving up, and trying to search the book on the internet or to buy the book in the bookstore. Most of the participants stated that the librarians did not provide such service actively. As far as the demands and contents of developmental bibliotherapeutic services that the library should provide, the types of books needed as expressed by the individuals are comic books, novels, story books, picture books, and joke books. The participants felt positive about librarian arranging specific bookshelves according to the kinds of emotion involved. They believed that the library would be very helpful for them to find the books needed if related bibliography or annotated bibliography were provided. The participants welcomed the establishment of specific corner and professional staff for developmental bibliotherapeutic services for children. They also suggest that the space should be comfortable and bright, and the plate or tag of the corner should be properly labeled. As far as the provision of distant bibliotherapeutic service, the participants opted for utilizing the bibliography or annotated bibliography on the website of the library. Prized Q&A was nominated as the most hoped-for activity for the library to hold. The interviewee thought that, since the emotional disturbance is a privacy issue, it would not be easy for the kids to share their problems with the librarian through book discussion. The participants reflected that the librarians who serve for bibliotherapy purposes should be warm, enthusiastic, empathetic, and book loving. People with professional background in child development, library and information science, counseling and guidance, literature, or education are preferred. Skills in communication and social interaction, as well as program design and execution are also critical. Moreover, the public library should work cooperatively with schools, governmental departments, book venders, and collegiate counseling programs in the provision of childrens’ developmental bibliotherapeutic services.

Through questionnaires, this research conducted a survey among administration and technology coordinators in senior high school libraries in Taipei City and Taipei County for various views and the status quo of the transformation of libraries into instructional resource centers. The contents of survey included 1) the support to teaching by library and the division of labors in information teams; 2) the key role that might affect the direction of development of library and the important factors of transformation; 3) the views and atmosphere in campus on the transformation of library into teaching resource center; 4) the mutual complement and overlapping between library and teaching resource center; 5) the survey on the librarian’s attitude toward the transformation of their library into instructional resource center; 6) the roles of information technology and technology coordinators in the transformation; 7) the important missions and strategies for the transformation of library into instructional resource center; 8) the ability and role identity of library media specialists. Most of the surveyed were male, worked in library, ages 31~40, master degree, non-library science graduates, but most had complemented requirements for expertise about library and information by on-job advanced studies. More than half of schools, about 80% in Taipei County, had merged their information sections with library. The results showed: 1) most of the librarians regularly attended in the teaching research meetings and various learning activities of different subjects; 2) the development of library was affected greatly by the school administrator, principal played a key role in the transformation; 3) there was not yet a certain consensus and climate for the transformation of library in campus and needed a lot of efforts for communication and popularization; 4) most of the surveyed did not think that education authorities and teachers paid much attention on the direction of development of the transformation of library into instructional resource center; 5) over 80% of the surveyed affirmed that “in the development of new type of digital business, library depended on the assistance from information section personnel” , about 60% of the surveyed favored the direct merge between two units as an embryo of instructional resource center; 6) technology coordinator played an important role in the implementation of e-campus, information education and under the effects of information technology and the change of library task type, library needed to adjust their organization; 7) most of the surveyed affirmed the transformation mission under the effects of information technology and among others, “adjusting existing staff in the organization”, “seeking for more budget to buy necessary software and hardware equipment”, “enhancing teacher and students’ ability to use multimedia” and “encourage teachers to research and develop digital teaching materials and media resources” were the most important strategies in the transformation; 8) most of the surveyed affirmed the importance of library media specialists’ abilities in which “the ability of overall planning various information sources and plan management” was the most important and the technology coordinators is closing to the role as “ a library media specialist” in the school.

Abstract:
The study investigated the information literacy skills among Form Five students at government senior secondary schools in Gaborone, Botswana. The results of the study will be used in the improvement of the Information Literacy Course offered at the University of Botswana Library (UBL). Background information was given on education in Botswana and also a brief history of the evolution of the University of Botswana, an overview of the University of Botswana Library and highlights of the schools in the study. The researcher designed a questionnaire in order to achieve the objectives of this study. A sample of 240 Form Five students was drawn from four senior secondary schools situated in Gaborone, Botswana. Purposive sampling was used to draw the sample. The Statistical Package for Social Sciences (SPSS) was employed in the analysis of data. The results were presented in frequency tables, analyzed and discussed. The findings of the study revealed that the students at senior secondary schools did not have sufficient competence in translating information problems into information needs. Their ability to use a variety of sources was not well developed. The study further revealed that the students were not motivated to look for information sources by their teacher by, for example, giving them assignments that required them to use the library resources. Students' skills in the evaluation of the accuracy, currency and authority of information sources were found to be under-developed. The study showed that the students were not given any form of user education at any of the schools. The study also found that staffing problems in senior secondary school libraries contributed to the lack of information literacy of the students. The situation was more obvious in cases where there was no full-time librarian to run the library. Conclusions were drawn and recommendations and suggestions for further studies were made.

Abstract:
(in English): This thesis is dedicated to projects of lifelong learning in Czech public libraries. Its aim is to examine to what extent Czech public libraries are devoted to lifelong learning, especially retiree education, and further, to analyze specific educational projects. Considering the demographic development of the Czech population, there is highlighted the importance and the significance of organizing such programs in the libraries. The first part of the thesis presents theoretical basis and explains terms such as lifelong learning and education, learning society, and formal, non-formal, and informal education. Another part of the thesis deals with gerontopedagogy and old age pensioners. Specific forms of adult education are also presented here. In the practical part, there is an analysis of educational projects of libraries and the questionnaires of the participants are evaluated.
