Abstract:
The function of Deputy Prime Minister is not specified in the Belgian Constitution, nevertheless it is imposed by force ofcustom. Since 1961, there have been in each government one or more Deputy Prime Ministers whether or not carrying the formal title. The Deputy Prime Minister was originally the number two in the government, behind the Prime Minister. Usually, he belongs to another party. Thanks to the competences attributed to him in the government, his position in his party and his natural authority and leadership, he tries, together with the prime minister, to manage the government in the right direction and to maintain the cohesion in the coalition. The Deputy Prime Minister is at the same time also in charge of a given ministry. The function of Deputy Prime Minister has become more important due to the increased influence of political parties within and upon the government. The Deputy Prime Minister acts now explicitly as spokesperson of his party within the government and defends the decisions of the government within his party. After the split of the national parties in a Flemish and a Walloon party and as consequence, the increase of parties in government, the number of Deputy Prime Ministers also increased. It became usual that each party in government had his own Deputy Prime Minister, even the party of the Prime Minister since the latter is considered to be politically neutral. Under the name of 'Cabinet for general affairs ', the 'kernkabinet' raised in1961 to handle all major problems and initiatives of the government. The 'kernkabinet' interpreted this rather vague description of its competences in a broad way. lts members were the Prime Minister, the Deputy Prime Minister and some other senior ministers. Usually, an equilibrium on the basis of party- and language-affiliations was installed. In the second half of the 1970s, the role and the impact of the 'kernkabinet' increased gradually. The 'kernkabinet' had become a real decision-making institution, gathering several times a week. As a consequence, the role of the Council of Ministers on certain issues was degraded to merely ratify decisions taken by the 'kernkabinet'. Much critique was voiced on this evolution, especially upon the lack of transparency and efficiency.Although heavily criticized, the 'kernkabinet' has proved to be a very helpful instrument to take decisions on complex and delicate problems. In 1981, the 'kernkabinet' was formally abolished and in 1992, the Dehaene-government abolished all ministerial committees. Despite these abolitions, there was and still is nowadays the tendency to gather with the senior ministers to solve complex problems. De facto the kernkabinet holds strong.

AbstractAlthough ministerial political advisors are prominent and influential actors within the core executive in Canada and elsewhere, information is scarce with respect to their personal and professional backgrounds and career trajectory. This article uses recent survey data and publicly available biographical information to analyse the demographic composition of senior ministerial policy advisors within the Government of Canada. It finds that, while ministerial policy staffers are young and politically committed, they are not so young nor so professionally inexperienced as sometimes thought. Nor are they always personally and tightly bound to their current ministers but often work for different ministers in different departments. This suggests that advisors are agents of the whole government as much as agents of their individual ministers and raises questions about the degree to which they are responsive to the Prime Minister's Office, thereby increasing centralization.

Abstract.Official participation in Canadian First Ministers' Conferences has long been exclusive to federal and provincial first ministers. In March 1992, however, the membership of this intergovernmental arena was expanded permanently to include territorial premiers. Using the tools of historical institutionalism and drawing upon relevant literature and eleven elite interviews with former first ministers and senior civil servants, this paper seeks to explain why this instance of incremental institutional change occurred. It finds that significant friction between the institutional and ideational layers of the Canadian federation during a period of mega-constitutional reform allowed federal, provincial and territorial actors to draw upon ideas about democracy and the political and constitutional maturation of the territorial North to expand permanently the membership of First Ministers' Conferences.Résumé.Pendant longtemps, seuls les premiers ministres fédéral et provinciaux étaient admis officiellement à la conférence des premiers ministres du Canada. Toutefois, en mars 1992, ce sommet intergouvernemental était élargi en permanence de façon à accueillir les premiers ministres des territoires. À l'aide des outils de l'institutionnalisme historique, et en tirant parti de la documentation pertinente ainsi que de 11 entrevues menées auprès d'un groupe sélect d'ex-premiers ministres et de hauts fonctionnaires, cet article tente d'expliquer pourquoi nous avons assisté à un tel degré de changement constitutionnel. In 1956, H. Richard Niebuhr and Daniel D. Williams asserted that to the traditional definition of minister as pastor-preacher must be added teacher, chaplain, missionary, evangelist, counselor, and countless others. What Niebuhr and Williams observed as happening within American churches in general was also true within Baptist churches. Beginning sometime around mid-century, Baptist churches hired staff members to lead and plan their music programs; to work with preschoolers, children, teenagers, college students, and senior adults; and to oversee administration, education, and recreational activities. Around the 1970s, some Baptist churches recognized and publicly identified these staff members as ministers and began ordaining them. Women were among these newly ordained ministers. By the 1980s and 1990s, the number of ordained Baptist women had increased significantly, and the number of recognized ministry positions both inside and outside the church also increased significantly. Women were obviously beneficiaries of the trend of ordaining as ministers those serving in positions other than pastor-preacher, or perhaps women were leading the way and were trendsetters for Baptists. Either way, Baptist women were in the mix in this move toward the broader definition of minister.

Ideas like the accountability of the neutral, non-partisan, anonymous senior public servant to his minister, and concepts like ministerial responsibility and collective cabinet responsibility to Parliament, and the oversight and legislative role of Parliament, are part of what Donald Savoie calls the traditional bargain that underpins the political and administrative process in Canada. The central thesis of this book is that this traditional bargain has been broken and a new bargain needs to be struck if our system of responsible government is going to continue to function effectively.

Why does Canada have treaties with Aboriginal peoples? Are there any constraints on federal spending in areas of provincial responsibility? What is the constitutional status of the northern territories and how does the federal government’s relationship with them differ from its relations with the provinces?A Canadian citizen who wants to know how her country is governed should be able to get clear, authoritative answers to these questions without much trouble; so should a civics teacher in a school classroom or a person preparing immigrants for Canadian citizenship. These are not small technical questions — they are basic to knowing how Canadian government and democracy work — yet the citizen who looks for answers to these questions in the written text of Canada’s Constitution will look in vain.

The leadership capability of Australia’s four Prime Ministers 1996 – 2015 has been widely debated by political commentators, financial analysts and the general public. The success of these senior leaders has been questioned, as has their management of their office, staff, and colleagues. This article will investigate the performances of these four Australia Prime Ministers – John Howard, Kevin Rudd, Julia Gillard and Tony Abbott. Self-Determination Theory (SDT) is presented as a framework that could provide guidance on the aspects of leadership that if attended to could result in enhanced performance of political leaders and ultimately security of their position. SDT is also used as a theoretical lens to evaluate the behaviour and provide a comparative assessment of these four Australian Prime Ministers. It is posited that SDT analysis illustrates ways that each of the four Prime Ministers could have performed better and highlights key lessons for current and future leaders around the world.

Abstract The Senior Universities (US) in Portugal are socio-educational organisations, of non-formal education, officially recognised by the Resolution of the Council of Ministers nº 76/2016. According to the National Network of Senior Universities (RUTIS), there were 330 US in Portugal with a total of 45,000 senior students in 2019. Since the beginning of the US, computer education has been one of the most sought after topics for seniors. In 2018, 62% of students attended a course related to Information and Communication Technologies (ICT). This teaching has gone through three phases in the US that we will present. In the study carried out by the author to 1,016 senior students from all over the country, it was possible to conclude that the frequency of the US contributed a great deal to diminish digital illiteracy and that it is in the older and less literate public that these contributors are more visible. It was also possible to realise that most US students have smartphones and laptops and understand the evolution that the use of computers has had in the US.

AbstractHow do the president's calculations in achieving policy goals shape the allocation of cabinet portfolios? Despite the growing literature on presidential cabinet appointments, this question has barely been addressed. I argue that cabinet appointments are strongly affected not only by presidential incentives to effectively deliver their key policy commitments but also by their interest in having their administration maintain strong political leverage. Through an analysis of portfolio allocations in South Korea after democratization, I demonstrate that the posts wherein ministers can influence the government's overall reputation typically go to nonpartisan professionals ideologically aligned with presidents, while the posts wherein ministers can exert legislators' influence generally go to senior copartisans. My findings highlight a critical difference in presidential portfolio allocation from parliamentary democracies, where key posts tend to be reserved for senior parliamentarians from the ruling party.

AbstractThis chapter examines the evolution of British farm animal welfare politics during the last two decades of Harrison’s campaigning. In 1979, the RSPCA boycotted the Thatcher government’s new Farm Animal Welfare Council (FAWC). The short-lived protest triggered a membership revolt and moderation of RSPCA policies. It also coincided with a weakening of agricultural corporatism in Westminster. FAWC was granted relative independence from the Ministry of Agriculture, Fisheries, and Food and explicitly acknowledged an updated version of the five freedoms. Ensuing British welfare reforms were also driven by the increasing involvement of European bodies in animal welfare. Now in her 60s, Ruth Harrison joined FAWC as a welfare member. Her increasing public recognition as a senior welfare campaigner enabled her to proactively push for reforms, expand her fundraising activities, and sponsor additional welfare research. By the late 1990s, most of her welfare positions had become part of mainstream politics.

This chapter looks at the changes made by the Labour government to security policy and the establishment of talks with senior Provisional IRA representatives, both designed in order to secure the ceasefire. It also considers the expectations of Labour ministers and senior NIO officials going into the ceasefire. The ceasefire had great implications for security policy and the political scene. It provided the backdrop to the Northern Ireland Constitutional Convention, which lasted from May 1975 through to March 1976, and deeply affected the Labour government’s relationships with political parties in Great Britain and Northern Ireland, with the government of the Republic of Ireland and with senior British army officers.

Abstract:
The Grove City College (GCC) European Study Center (ESC) is a program that allows mechanical and electrical engineering students to study abroad in the junior and senior year fall semester, respectively, and graduate in four years. The ESC is activity partners with a local institution called Oniris, which specializes in food science engineering, and veterinary science (an affiliate with the French Ministry of Agriculture). Electrical engineering students that participate in the program carry out their yearlong capstone design project (Senior Experience in Electrical Design (SEED)) in partnership with Oniris. For the 2016–2017 academic year, participating electrical engineering students completed a project titled Ultra-Low-Cost Flexible Sensor Array, or “Low-Cost Array” (LCA), designed for commercial tunnel-style ovens. The LCA features low cost ($200), flexible programmability, and ease of use (based on the widely available Arduino). The purpose of the project was to develop a low-cost data-logger to operate inside tunnel-style ovens to record temperature from thermocouples (and other analog signals, i.e. heat flux) for thirty minutes in an environment up to 250 °C. This study evaluates the LCA compared to other data-logging systems, and its performance in high temperature environments by a series of experiments. In addition, an idea of its commercialization potential was explored by interviewing industrialists and academics on-site. Experimental results showed that: (1) data logged from the system were close to values recorded by current systems used for both temperature and heat flux measurements, and (2) the system performed well at 240 °C for thirty minutes (maximum temperature of oven). In addition, the interviews revealed that although most interest was in a tunnel-style oven data-logger, it seems feasible to incorporate changes to satisfy needs for other markets, especially those of a general-purpose data-logger.

Background: At present, the world’s leading burden of cardiovascular disease (CVD) is in low and middle-income countries including Indonesia. However, little is known about the cardiovascular health in Indonesia. This study aimed to determine effect of health education on prevention of cardiovascular disease risk factors towards knowledge and attitudes of overweight adolescents in Senior high school in Jakarta. Subjects and Method: This was a quasi-experiment with case control study was conducted in Senior high school in Jakarta. A sample of 30 was selected by randomly. The inclusion criteria were BMI with the category of obesity, blood pressure, smoking habits, history of hypertension, diabetes mellitus, and stroke. The data was analyzed by t-test. Results: This study showed an increase in the results of measuring knowledge and attitudes before intervention (Mean = 11.2; SD = 9.04) and after intervention (Mean = 14; SD = -10.15), and it was statistically significant (p <0.001) Conclusion: Education influences changes in knowledge and lifestyle attitudes of adolescents with nutritional status Keywords: health education, knowledge, attitudes, youth Correspondence: Ii Solihah. Abstract:
A promising Fiber-Optic Differential Pressure (DP) Transmitter is under development in Flexible Maintenance System (FMS) Projects that supported by Ministry of Economic, Trade, and Industries of Japan. The object of FMS projects is to improve maintenance works at nuclear power plants with latest technology. The new DP Transmitter uses optic-fiber technology of Extrinsic Fabry-Perot Sensor and Fizeau White-Light Cross-Correlator. Validation tests were performed to evaluate the tolerance of the DP transmitter in Nuclear Power Plant conditions. General requirements of PWR are accuracy (repeatability and linearity) of within +/−0.5%, pressure-proof of maximum 17.16MPa, Irradiation of 100Gy, and temperature range of 10–50 degrees centigrade at normal condition. The test results show the new DP transmitter can be expected as the next generation instrumentation in Nuclear Power Plants.

As questoes relacionadas a saude mental se apresentam como uma grande empreitada atualmente. Com isso, o Ministerio da Saude lancou o Programa de Leitos Integrais. No Recife, o Instituto de Medicina Integral Professor Fernando Figueira (IMIP) se integrou ao programa. A partir disso, nosso projeto de pesquisa consistiu em investigar esse programa a partir da compreensao da experiencia da equipe dos leitos integrais com pacientes com transtornos psiquiatricos. A metodologia foi de natureza qualitativa, sendo realizadas entrevistas narrativas. A analise dos resultados se deu a partir das Unidades de Significado. Na discussao, foram consideradas as Unidades de Significado articuladas com trechos do Diario de Campo. Concluimos que a politica de Leitos Integrais pode ser melhorada e ampliada, uma vez que tem salvado vidas em uma populacao frequentemente desassistida, porem, para isso, requer aprimoramentos e aperfeicoamentos. ,

Abstract:
Ministry of the Environment of Japan started the national demonstration project of Floating Offshore Wind Turbine (FOWT) in 2010 FY. In this project two SPARs with different scales are used. The first half-sized model, supporting a 100kW wind turbine, was installed in 2012 and is currently in operation. It is characteristic that the floater has a hybrid structure, i.e., the upper part is constructed of steel and the lower part of pre-stressed concrete and that the turbine is downwind type of horizontal axis. The FOWT is equipped with many sensors for measuring motions of 6 DOF, the strain of the steel / concrete parts and other factors. In this paper the measuring system is presented. In September 2012, the FOWT was attacked by a huge typhoon and it survived, although the measured wave height exceeded the designed value. The measured record of the floater in the storm is also presented.

Abstract In January 2012, Toshiba Energy Systems & Solutions Corporation inserted a camera into the damaged Primary Containment Vessel (PCV) of Fukushima Daiichi Nuclear Power Station unit 2 for the first time since the Great East Japan Earthquake. Since then, we, as a member of International Research Institute for Nuclear Decommissioning (IRID), has developed several devices and has investigated inside of PCV. The investigation devices for unit 2 are roughly categorized into three types. For the investigations in early stages, just a camera and sensors with simple support tools were inserted through a small hole. Then small crawler type robots were developed to expand the investigation area to inside of Pedestal which exists the central part of PCV. Since the devices found that there were not enough areas to run around by the robots in the Pedestal, a long telescopic guiding pipe device was chosen to deliver cameras, sensors, and tools into the Pedestal. This type of device took movie of wide area of inside of the Pedestal. An image processing software was also developed to get a high quality and extensive picture from the movie taken by a low resolution camera and insufficient lighting. In February 2019, the other telescopic guiding pipe device finally delivered a camera and fingers like tong to grab deposits fallen on the bottom of pedestal for the first time after the earthquake, and found that some of deposits can be lift up. Some of projects were implemented as subsidized projects of “Decommissioning and Contaminated Water Management” founded by the Ministry of Economy, Trade and Industry.

Marine space has a variety of appealing elements such as in use as resorts, for leisure, marine sports, physical distribution and the function involving the flow of people. However, ports and harbors that have lost their physical distribution functions and are steadily declining are on the increase. The Ministry of Land, Infrastructure and Transport is attempting to undertake regeneration of such ports and harbors that have lost their vitality from the middle of the 20th century. To date, regeneration plans for ports and harbors have been under the initiative of government administration but today, plans for the regeneration of ports and harbors and measures for revitalizing port towns are being reviewed in various ways including the creative development of communities through participation of the local citizenry and the convening of workshops by NPOs. As a part of this, the Chiba Port and Harbor Office in which the national government invests has begun a trial attempt to launch new projects for the invigoration of port towns through the formation of a program under which plans for the regeneration of ports and harbors and the invigoration of port towns will be undertaken through the collaboration of universities and local administrative governments. As a forerunner to such a model project, a program to form a regeneration plan for Kisarazu Port through the collaboration of Kisarazu and the Department of Oceanic Architecture & Engineering of Nihon University for senior 4th year students with the national government’s Chiba Port and Harbor Office as the moderator has been undertaken. At Nihon University, in the curriculum of Oceanic Architecture, A Planning Studio, 7 teachers and 58 students participated and 14 classes with three hours each week were conducted. This paper introduces the background to this and reports on the status of local contribution by the university.

Introdução - Os estudos ambientais não podem ser deixados de lado, pois através deles que se aprende ao menos o mínimo sobre conscientização ambiental, que se for esquecida, pode acarretar sérios problemas em todas as formas de vida. Objetivo – Verificar de que forma a educação ambiental está sendo trabalhada nos anos iniciais do Ensino Fundamental em uma Escola Pública Municipal, no município de São Valério do Sul/RS. Material e métodos – Para obter os dados de pesquisa, foram observadas aulas remotas, em cinco turmas, do 1º (primeiro) ao 5º (quinto) ano. Além disso, foram analisados módulos das apostilas utilizadas nas aulas, que são divididas em quatro módulos anuais. A partir dessa análise, foram necessários estabelecer diálogos, com duas professoras, sendo uma delas regente das aulas do quinto ano, com experiência em anos iniciais e a outra que ministra Ciências dos anos finais, também com experiência na sua área. A partir dos diálogos, foram feitas anotações em diários de campo e depois transcritas. Resultados – A partir da análise dos materiais, a temática em estudo foi encontrada em todos os materiais, porém indiretamente, em assuntos como: extinção dos animais, conservação dos recursos naturais, destino correto do lixo e consumo consciente de água. No momento do diálogo, uma das docentes relatou que o assunto vem sendo pouco abordado nas aulas, mesmo nos anos finais do Ensino Fundamental é desenvolvido em poucas abordagens nas aulas de ciências, somente quando são discutidos os assuntos mencionados anteriormente. Conclusão – A partir do desenvolvimento da pesquisa, foi constatada a necessidade de abordar mais a temática tendo um foco mais direto e incentivando os alunos a praticarem a Educação Ambiental em seu cotidiano. Se aprender desde o processo de alfabetização, a importância desta prática dentro e fora da escola, se terá novas gerações capazes de tornarem o mundo melhor e conservarem os recursos naturais e os seres vivos do nosso Planeta Terra.
