Abstract:
In 1849, the Grand Duchy of Tuscany established the buona compagnia (good company) system, to confine convicts according to the principles of continuous segregation. Similar to foreign experiments with separate systems, it was presented as a milder version of Philadelphia’s solitary confinement. The adoption of the buona compagnia was a turning point in a broader campaign of prison reform that completely redefined the penal spaces and living conditions of Tuscan prisoners. Through a case study of the reconstruction of fortress of Volterra, this article examines the role that various protagonists played in shaping the trajectory of Tuscan penal reform. Starting in the 1830s, a series of renovations modified the fortress’s interior layout, making it the best place to experiment with new systems of segregation and new punishments. By employing the analytical concept “punitive regimes,” this article analyses the spatial dimensions of the fortress in order to show the relationship between the reform and the punitive spaces.

Abstract:
This article is dedicated to examination of the currently relevant question of linguistic variation. The goal consists in the analysis of key approaches towards studying the peculiarities of Mexican national version of Spanish. The subject of this research is the specificities of systemic, logical, linguistic, and cognitive-pragmatic approaches towards studying national versions of multinational languages. The starting point is the statement that problem of determination and structurization of approaches towards studying separate aspects of the genesis, statics and dynamics (state and functionality) of this national version of the modern Spanish lingual system requires a more detailed and thorough analysis. Within the framework of this article, the author considers the systematic, logical, linguistic, cognitive-pragmatic approaches and their specificity, substantiated by the peculiarities of studying linguistic and speech means of the Mexican national version of Spanish as an independent national-cultural model of the linguistic worldview. Russian and foreign Romance philology has a number of works dedicated to the topic at hand. However, the question of systematization of approaches towards studying separate aspects of development, current state, and national-cultural specificities of functionality of phonetic, lexical, and grammatical linguistic units, which determine the differences between Mexican national version of Spanish and other versions, remains unresolved.

Abstract:
This paper marks the first extensive attempt to articulate the view I have termed solideism. I begin by exploring various interpretations of solipsism, as solideism represents a particular version of it, and establish a schematic formulation for solipsism. Following a brief overview of absolute idealism, I reconstruct F. C. S. Schiller’s argument that absolute idealism inevitably leads to solipsism. Building on Schiller’s reasoning, along with my own argument against solipsism (developed in a separate paper), I derive an absolute form of solipsism – solideism. Lastly, I offer observations on the order structure of the set of all solipsisms.

Abstract:
International standards for the exchange of healthcare information, known as Health Level Seven (HL7), were developed for the interoperability of healthcare information systems. Because of HL7’s complex structure and syntax, HL7 messages are processed by computer software. HL7 defines that, when the version is updated, it should be compatible with the previous version. However, most of the HL7 interface software that is currently in development does not consider the version compatibility of HL7 messages. Instead, a separate conversion software module has been used to handle the version compatibility of HL7 messages for the healthcare information system. However, such a method is inefficient, because it requires several hours and incurs a huge cost. Therefore, in this study, an HL7 parser was developed that not only supports backward compatibility with older versions in accordance with the version compatibility definition of the HL7 V2 messages but also guarantees forward compatibility with newer versions to enhance its utilization. The developed parser was used to test conversion between different versions of HL7 V2 messages which were created to transmit information from one healthcare device to another. Through this test, the usefulness of the developed parser was verified.

The paper deals with the abbreviated Latin version of Nikodim?s Gospel, which is kept in the Serbian manuscripts section of the National Library in Vienna, dating from the 16th-17th century, bearing the signature Slave 76. This segment of the Gospel is a separate second part of the whole version in Latin, wherein Christ?s descent into Hades is described. This is also the main difference between the Greek and the Latin version of this apocryph. As such, this copy represents a separate phenomenon among Slavic copies. The addendum contains the edited text of the abbreviated variant, compared to the corresponding part of the full version.

Facial recognition systems often suffer from the problem of "small sample size". Based on the standardization of the LDA algorithm and subsequent improvements, combined with a method of integration using the AdaBoost algorithm, an important value function is added in each iteration process to the difficult elements of the separate sample. Increasing the differences between classifiers improves the separability of the sample in the new feature space, improving the recognition rate to 98.5%. Experiments on the ORL database show that the proposed algorithm is better than traditional one

У роботі виконано варіантні розрахунки для теплонасосної установки з первинним контуром роздільного та суміщеного виконання в залежності від температури навколишнього середовища. В результаті розрахунків одержано залежності навантаження на випарник, зміну коефіцієнта перетворення холодильного циклу та споживану потужність компресора. У розділі охорони праці виконано аналіз шкідливих та небезпечних факторів при експлуатації теплонасосного обладнання та виконано розрахунок природного та штучного освітлення ділянки цеху, в якому експлуатується дана теплонасосна установка.<br>В работе выполнены вариантные расчеты для теплонасосной установки с первичным контуром раздельного и совмещенного исполнения в зависимости от температуры окружающей среды. В результате расчетов получены зависимости нагрузки на испаритель, изменение коэффициента преобразования холодильного цикла и потребляемая мощность компрессора. В разделе охраны труда выполнен анализ вредных и опасных факторов при эксплуатации теплонасосного оборудования и расчет природного и искусственного освещения участка цеха, в котором эксплуатируется данная теплонасосная установка.<br>In this work, variant calculations have been made for a heat pump installation with a primary circuit of separate and combined versions, depending on the ambient temperature. As a result of calculations, the dependences of the load on the evaporator, the change in the conversion factor of the refrigeration cycle and the power consumption of the compressor were obtained. In the labor protection section, the analysis of harmful and dangerous factors during the operation of heat pump equipment and the calculation of natural and artificial lighting of the section of the workshop in which this heat pump unit is operated is carried out.

Abstract We present Nacpa, a meta-verifier based on parallel portfolio and native compilation of backend verifiers. Nacpa does not implement any software analyses itself, but uses the Java-based CPAchecker as off-the-shelf verification backend in different configurations; each called as a separate, external process. To avoid the overhead of starting the Java Virtual Machine multiple times and to improve the run time on fast-to-solve tasks, we created a natively compiled version of CPAchecker for Nacpa. Nacpa is a conceptually simple framework, yet proves to be competitive in SV-COMP 2025.

Chapter 26 is the longest in the book. The Dunciad was written in two separate phases of Pope’s career, the late 1720s and the early 1740s. The first version, in three books and with Lewis Theobald (‘Tibbald’) as anti-hero, was published in 1728 and re-issued in 1729 in a fuller form, increasing its burlesque of literary and critical pedantry. The poem celebrates the home of the goddess Dulness in Rag-fair, a market-place near the Tower of London where rags and ragged writings of all kinds are sold, and the triumph of its ‘values’ over the world of the court and the town. Parodies of Virgil’s Aeneid provide models of the perversion of ‘heroic’ language and forms into their opposites. Pope returned to the poem to add a fourth book in 1742, and the full four-book version, with Colley Cibber replacing ‘Tibbald’ as King of the Dunces and with Grub Street and ‘Bedlam’ (a foundation for the reception and cure of the mentally ill) as Dulness’s new home, appeared in 1743. Through extensive analyses of key extracts from both versions and all four books, the chapter illustrates and examines the dark but riotous world of Dulness and its denizens. Book four is particularly well represented, as the apogee of the work. The argument, implicit throughout, is rendered fully explicit in the conclusion of the chapter. The narrative, which tells of the extinction of language, learning and light, is conveyed with a spirit which exemplifies what Pope’s own poetry represents: the survival and celebration of his consistent commitment to all that is genuinely creative. His last poem, the fourth book of The Dunciad, is a final enactment of ‘wit’s wild dancing light’.

AbstractComputing path queries such as the shortest path in public transport networks is challenging because the path costs between nodes change over time. A reachability query from a node at a given start time on such a network retrieves all points of interest (POIs) that are reachable within a given cost budget. Reachability queries are essential building blocks in many applications, for example, group recommendations, ranking spatial queries, or geomarketing. We propose an efficient solution for reachability queries in public transport networks. Currently, there are two options to solve reachability queries. (1) Execute a modified version of Dijkstra’s algorithm that supports time-dependent edge traversal costs; this solution is slow since it must expand edge by edge and does not use an index. (2) Issue a separate path query for each single POI, i.e., a single reachability query requires answering many path queries. None of these solutions scales to large networks with many POIs. We propose a novel and lightweight reachability index. The key idea is to partition the network into cells. Then, in contrast to other approaches, we expand the network cell by cell. Empirical evaluations on synthetic and real-world networks confirm the efficiency and the effectiveness of our index-based reachability query solution.

Abstract:
The relevance of the issues highlighted in this section is primarily related to the insufficiency of research on the development of asymmetric means of combat at sea in the conditions of overwhelming enemy forces, first of all, maritime unmanned systems (apparatus) and unmanned aircraft systems, as well as peculiarities of managing their creation and development. The experience of combat operations at sea during the Russian-Ukrainian war proved that thanks to the use of modern technologies, Ukraine was able to turn the tide of the war in the Black Sea and dislodge the Russian Black Sea Fleet from the occupied Crimea. Using maritime unmanned systems (apparatus) and unmanned aircraft systems in the strike version, the Defense Forces of Ukraine destroyed or damaged more than (about three) two dozen enemy ships and boats, as well as damaged a number of port facilities. At the same time, before the beginning of the full-scale aggression of the Russian Federation against Ukraine, the development of unmanned maritime systems (apparatus) was not foreseen at all. The first samples of these complexes were created only in the summer of 2022 on an initiative basis, and already in November of the same year, the creation of the world's first "fleet of maritime (sea) drones" was announced. And if at the initial stage their development took place decentralized, by the efforts of various departments, in the version of "unmanned brander", then in the future complexes with various weapons (reactive volley fire systems, sea mines, etc.) were developed, and the range of their tasks expanded significantly. Therefore, for the more effective development and use of maritime unmanned systems (apparatus), there was a need to create a separate type of troops within the Armed Forces of Ukraine with corresponding functions – the Forces of unmanned systems. The object of research is maritime robotic systems. The subject of research is the development of maritime robotic systems in the interests of performing tasks with the Defense Forces of Ukraine. The results of analytical research on the development of maritime robotic systems, primarily maritime unmanned systems (apparatus), are highlighted, which made it possible to identify trends and directions for their further development, as well as to identify the peculiarities of managing their creation and development.

Mixed or multilevel models exploit random effects to deal with hierarchical data, where statistical units are clustered in groups and cannot be assumed as independent. Sometimes, the assumption of linear dependence of a response on a set of explanatory variables is not plausible, and model specification becomes a challenging task. Regression trees can be helpful to capture non-linear effects of the predictors. This method was extended to clustered data by modelling the fixed effects with a decision tree while accounting for the random effects with a linear mixed model in a separate step (Hajjem &amp; Larocque, 2011; Sela &amp; Simonoff, 2012). Random effect regression trees are shown to be less sensitive to parametric assumptions and provide improved predictive power compared to linear models with random effects and regression trees without random effects. We propose a new random effect model, called Tree embedded linear mixed model, where the regression function is piecewise-linear, consisting in the sum of a tree component and a linear component. This model can deal with both non-linear and interaction effects and cluster mean dependencies. The proposal is the mixed effect version of the semi-linear regression trees (Vannucci, 2019; Vannucci &amp; Gottard, 2019). Model fitting is obtained by an iterative two-stage estimation procedure, where both the fixed and the random effects are jointly estimated. The proposed model allows a decomposition of the effect of a given predictor within and between clusters. We will show via a simulation study and an application to INVALSI data that these extensions improve the predictive performance of the model in the presence of quasi-linear relationships, avoiding overfitting, and facilitating interpretability.

The Geneva Bible is commonly thought of as a single version produced by the Marian exiles with marginal notes which was disliked by King James VI and superseded by the Authorized or King James Version after 1611. The chapter shows that there were three major text forms in the Geneva Bible tradition: the ‘pure’ Genevans, the Geneva Tomson version which followed Beza’s Latin New Testament, and finally the Geneva Tomson Junius version which added a very extensive commentary to the Book of Revelation. Moreover, study of the material culture of what must be understood as the Geneva Bible ‘project’ shows that different typefaces and different bundling of paratextual additions were designed to appeal to different readerships. Two distinctive Geneva Bible versions were published in Scotland (the Arbuthnot/Bassandyne text of 1579 and the Andro Hart text of 1610). It is suggested that use of the Geneva tradition flourished in Scotland until about 1640 and fostered a highly informed, argumentative sense of separate religious identity.

The DL EPR test was modified for use with cast stainless steels because the stronger passivation characteristics of duplex ferrite/austenite castings rendered the standard EPR test results inconclusive1. The samples used for these tests were CF8, the cast version of wrought 304 stainless steel. CF8 is roughly composed of 18 wt% Chromium, 8 wt% Nickel with the balance being Iron. The exact composition is given in table 1. Its microstructure consists of 12% ferrite by volume in an austenite matrix. The results from the separate tests showed a strong correlation between the DOS data from the modified DL EPR test and the corrosion rate data of the ASTM A-262B test.

The current status of an ongoing effort to develop a comprehensive gearbox aero-thermodynamics and tribology simulation tool, named PSULOL, applicable to both well-lubricated and loss-of-lubrication operation is presented. PSULOL employs a multi-scale approach, wherein various physical effects including: meshing tribology, convection heat transfer within the system and to the environment, high-frequency thermodynamic effects induced by the gear meshing frequency, and the long-time response of the overall gearbox temperature to a net imbalance of heat generation and transfer to the environment are simulated separately and coupled with one another iteratively through appropriate boundary and initial conditions. As established in 2014, the first-generation version of PSULOL was the first computational fluid dynamics-based (CFD-based) tool coupled with an all-lubrication regime tribology model capable of simulating transient loss-of-lubrication failure of high-speed gearboxes. This first version was built on an in-house research CFD code, NPHASE-PSU, and relied on a number of physical simplifications, particularly with regard to the geometric configuration of the housing, and to the effects of the coupling between multiphase flow within the system (retained lubricant dynamics) and meshing tribology. Here, present efforts underway to increase the physical fidelity and ease-of-use of PSULOL are outlined, and progress toward simulating physically-realistic gearbox configurations is shown. This includes modeling the disperse multiphase flow of lubricant droplets and film within the system, and transitioning from NPHASE-PSU, an in-house research CFD code, to StarCCM+, a commercial code that is more user-friendly and features additional geometry-handling capabilities.

Rotation-invariant pattern recognition can be performed by encoding the Fourier transform of a circular-harmonic (CH) component of the reference pattern. This technique has recently been applied to a binary phase-only version of the filter (BPOF). However, the recording medium is not capable of recording the complex Fourier transform. A cosine CH BPOF is obtained by encoding binary versions of the real part of the CH filter and a sine CH BPOF is obtained by encoding binary versions of the imaginary part. Rotation invariance is lost when either of these filters is used alone. However, by successively applying the filters and summing the successive output intensities, full rotational invariance can be recovered. The disadvantage of this method is that two separate filters are required. Full rotational invariance can be obtained in a single filter by multiplying the complex Fourier transform by a Fresnel lens. In the binarization process, the desired CH filter is encoded onto a converging lens, and the undesired complex conjugate of the CH filter is encoded onto a diverging lens. This process can be successfully integrated into the short version of the correlator. Computer simulations and experimental results using the MOSLM show that this single filter has full rotational invariance.

This paper explains a novel concept for wind power density enhancement through the use of specially shaped static wind deflector structures. The design and fabrication of the deflectors and the experimental results are explained. The general wind enhancement concept is further divided into two separate but related versions. The first deflector version discussed herein is a closed or constrained-flow device proposed for energy recapture from industrial-scale ventilation exhaust air. The second deflector version discussed herein is an open or unconstrained-flow device proposed for low wind velocity (&lt; 4 m/s) applications and thus offers potential for wind power generation in built-up urban environments. Experiments associated with the two design adaptations were performed on a test-duct and in a wind tunnel, respectively. The test results showed velocity increases (factors of 3 and 1.7 respectively). The test-duct results for the constrained-flow device also showed turbine power output enhancement by a factor of approximately 20. Neglecting other losses, such a ratio would provide a theoretical power improvement of about 5 times over the base flow velocity. The term Wind Powered Deflector (WPD) was coined to describe the devices discussed herein.

John Chrysostom’s homiletic series De statuis (CPG 4330), addressed to the people of Antioch, is known in several Slavic versions whose linguistic features and relationships have not been sufficiently explored. The present article discusses the two complete South Slavic translations – P (presumably from Preslav), which is preserved in Russian manuscripts from the 16th-17th centuries, and the hitherto unexplored version A in a manuscript written by Vladislav Gramatik RM 3/6, 1473, which was translated by a Serbian monk on Mount Athos, according to the colophon. The aim of the study is to highlight some archaic linguistic features of the Preslav translation P (vocabulary, morphology, and syntax) and to compare it with translation A with the help of five unpublished Greek copies. As a result of the study, it can be argued that P and A are two separate complete translations of De statuis corresponding to different Greek versions. However, the Serbian translator of A probably knew the earlier translation P and was occasionally influenced by it.

Recently, we reported extensive measurements of the energy transfer in picosecond two-beam-coupling experiments in semi-insulating GaAs in which the photorefractive gain competed with (and was obscured by) nonlinear loss and transient energy transfer from the Drude-Lorentz free-carrier index grating.1 Here, by using a crossed polarizer-analyzer pair in a similar geometry, we measure the pump-induced rotation of the probe polarization as a function of pump fluence, time delay between the two pulses, pump polarization, analyzer angle, and sample orientation. The photorefractive and free-carrier index gratings are expected to have dramatically different dependences on these experimental parameters. We illustrate these dependences and use them to identify, separate, and contrast the contributions of the two gratings. One advantage of this technique, which we demonstrate, is that the contribution of the photorefractive grating to the cross-polarized two-beam coupling can be separated from the contribution of the free-carrier grating by controlling the pump polarization. Thus we separate and measure the photorefractive gain using this technique, and we compare it to the gain deduced from our conventional scalar two-beam coupling measurements and to a modified version of our original theory.

"Introduction: Place attachment is multi-dimensional and depends on a reciprocal relationship between behavior and experience. It comes from environmental psychology, and it has its roots in the theory of attachment because of an emotional link between an individual and a place. The present paper aims to describe the psychometric characteristics of the Slovak version of The Workplace Attachment Styles Questionnaire (Srima, 2018). Methods: The original questionnaire consists of 15 items with a Likert scale ranging from totally disagree to agree. The research sample consisted of 645 working adults of a convenience sample, aged from 16 to 78 years, consisting of 54.9% women, from various work fields (finance, sales, education). We randomly divided the sample into two halves for separate studies. Results: In the first study with 323 adult participants, we used exploratory factor analysis to examine its construct validity. According to exploratory factor analysis, we reduced the 15-item questionnaire to a 9-item structure with three original factors: secure (AM = 6.23, SD = 2.32), dismissive (AM = 3.64, SD = 2.54), and preoccupied (AM = 3.64, SD = 2.31) workplace attachment styles, with an average internal consistency of 0.75. In the second study with 322 participants, we executed the confirmatory factor analysis, which confirmed the three-factor structure, with an average internal consistency of 0.65. Discussion: The results confirmed the original three-factor structure of The Workplace Attachment Styles Questionnaire with 9 original items instead of 15. This paper contributes to the shorter version of the Workplace Attachment Styles questionnaire adapted to the Slovak population. The study's limitations are the absence of other measurement tools that could verify the construct of workplace attachment itself (Adult Attachment in the Workplace, Experience in Close Relationship Questionnaire). That is also what is worth doing in the next research."

In Rwanda, the Revenue Authority introduced a more advanced version of its electronic billing machines (EBM) to enhance its ability to track business transactions remotely and to improve taxpayers’ experience of using the machines. Using a wealth of administrative data collected by the Revenue Authority, this paper evaluates the impact of the adoption of EBM2 on the ways in which firms file their tax returns. In particular, we are able to compare first-time users of EBM2, who are mostly new taxpayers, with ‘shifters’, who moved from the old EBM1 to EBM2. We looked first at value added tax (VAT). Overall, the adoption of EBM2 resulted in significant increases in reported business turnover, non-taxable sales, taxable sales, VAT inputs and VAT due. There was also a reduction in the proportion of completed VAT returns that implied zero VAT liabilities. Unsurprisingly, there was no significant overall change in the VAT returns from ‘shifters’. They had probably internalised the benefits of electronic billing machines when using the earlier EBM1 version. The effects of the adoption of EBM2 on income tax returns are less positive. Overall, no increase in income tax liability is reported. These results suggest that taxpayers do not believe that the Revenue Authority will attempt to reconcile their (separate) VAT and income tax returns. Taxpayers probably provide more reliable VAT returns because they believe, on the basis of the installation of electronic billing machines, with upgrades, that the Revenue Authority is focusing more on VAT. The main policy implication is that the Revenue Authority should make more effort to reconcile firms’ separate VAT and income tax returns, so that the positive effects of the new electronic billing machines on VAT compliance will spillover into income tax compliance. The purpose of this note is to document data sources and steps used to develop the air pollution database for the GTAP Data Base Version 10A. Emissions for nine substances are reported in the database: black carbon (BC), carbon monoxide (CO), ammonia (NH3), non-methane volatile organic compounds (NMVOC), nitrogen oxides (NOx), organic carbon (OC), particulate matter 10 (PM10), particulate matter 2.5 (PM2.5) and sulfur dioxide (SO2). The dataset covers four reference years – 2004, 2007, 2011 and 2014. EDGAR Version 5.0 database is used as the main data source. To assist with emissions redistribution across consumption-based sources, IIASA GAINS-based model and IPCC-derived emission factors are applied. Each emission flow is associated with one of the four sets of emission drivers: output by industries, endowment by industries, input use by industries and household consumption. In addition, emissions from land use activities (biomass burning) are estimated by land cover types. These emissions are reported separately without association with emission drivers.

In 2003, ?vegetation communities? were selected as one of the highest priority vital signs of importance across the Cumberland Piedmont Network (CUPN) parks (Leibfreid et al. 2005). The protocol described in this document will address all aspects of monitoring this vital sign. The primary monitoring goal is to assess status and trends of ecological health for park forest vegetation communities, including key communities of management concern where possible. By assessing status and trends for key metrics, we can obtain a more complete picture of the status of forest vegetation communities in the parks and the trends in ecological health for these communities. For instance, by repeatedly measuring one key metric of plant species composition within the same plots over the years, we can determine how quickly and profoundly invasive plant species are affecting the native vegetation and whether specific species are appearing or disappearing from plots. This information can be critical in helping land managers detect trends before they are visible qualitatively and setup more specific studies to determine the root causes of such trends. This protocol is intended for use by the Cumberland Piedmont Network and was designed to efficiently collect, analyze, and disseminate scientifically credible information to help park managers and researchers understand how the forest vegetation communities of the parks are changing. To fully implement this protocol, read the entire document and all appendices, as well as the standard operating procedures (SOPs; published separately). The appendices and SOPs contain detailed information on implementation not provided in the main body of the document. Datasheets have been designed so data collection is sequential starting with SOP 3: Site Selection and Plot Establishment?Version 1.48 (CUPN 2023a) and ending with SOP 10: Soil Measurements?Version 1.1 (CUPN 2023b). The SOPs are intended to serve as a reference for field teams implementing this protocol. This project extends the investigation of the remaining strength of blunt and sharp flaws in pipe to develop a new, simple equation, known as PCORRC, for predicting the remaining strength of corrosion defects in moderate- to high-toughness steels that fail by the mechanism of plastic collapse. This report summarizes the development of this criterion, which began with the enhancement of a special-purpose, analytical, finite-element-based software model (PCORR) for analyzing complex loadings on corrosion and other blunt defects. The analytical tool was then used to compare the influence of different variables on the behavior of blunt corrosion defects and to develop an equation to reliably and conservatively predict failure of corrosion defects in moderate- to high-toughness steels. The PCORR software and the PCORRC equation have been compared against the experimental database and have been shown to reduce excess conservatism in predicting failure of actual corrosion defects that were likely to have been controlled by the plastic collapse mechanism. Because of the general nature and theoretical foundation of these developments, both the software tool and the equation can be extended in future work to develop similar criteria for combinations of defects and loadings not addressed by this version of the PCORRC equation such as interaction of separated adjacent defects and axial loads on defects.

MERCOSUR made substantial achievements in a short period. There was a great deal of liberalization; intra-regional trade increased significantly; a certain sense of regional belonging was inculcated among national publics; and the regional project served as a pretext for national adjustments. Inconsistencies nonetheless persisted between the project¿s goals, on the one hand, and its institutions and mechanisms on the other; there have been persistent gaps between rhetorical aims and concrete practices; and by the turn of the present decade various subregional crises seemed to call MERCOSUR¿s relevance into question. Against that background the Inter-American Bank and the Getulio Vargas Foundation organized a seminar in Rio de Janeiro on June 5 and 6, 2003. The meeting brought together a small group of trade and integration specialists to examine the bloc¿s achievements and problems thus far, and to debate possible elements of a new subregional agenda. Full versions of the papers presented at the seminar are available separately in this Working Paper Series. Throughout the various sessions of the event, moreover, a number of issues recurred in different contexts and were debated from different angles. For those reasons, in general terms this report on the seminar attempts neither a comprehensive summary of each paper nor a session-by-session synthesis of the proceedings. Rather, it takes a thematic approach in an effort to demonstrate which issues emerged as particularly significant in the flow of debate, which arguments were accorded the greatest validity, in which area divergences were apparent, and where the grounds for consensus lay.
