Abstract:
Abstract:I argue that the postcolonial Senegalese soccer stadium became a space for imagining and performing the nation for separatists from the Casamance region who tied their separatist discourse to the fortunes of Casa-Sports, a soccer club based in Ziguinchor. The twin histories of Casamançais soccer and separatism demonstrate the interplay of “space” and “place” in the stadium – constructed originally for defining and controlling the Senegalese nation but commandeered by separatists for subverting it. Non-elite Casa-Sports supporters, however, contested or ignored separatist assertions that supporting Casa-Sports meant supporting separatism, and vice versa. Thus, these non-elites revealed the stadium as a “space-place” for simultaneous, multiple national imaginings.

Abstract:
The aim of this article is to analyse the issue of “weak separatism” in Latin America as well as to give an answer to the question why there are no significant separatist movements in this region. The authors provide the definitions of separatism and secessionism as well as an explanation of these phenomena. Moreover, they present an overview of historical and contemporary separatist movements in Latin America. Based on Horowitz’s theory of ethnic separatism, the authors attempt to analyse the separatist movement “The South is My Country” in Brazil and compare it with separatism in Catalonia in Spain, where a referendum on independence from Spain was held in 2017, serving as an impetus for a similar referendum that took place in the South of Brazil. In spite of similar goals of these two separatist movements, the authors argue that there are significant differences in their nature, which are determined by the history and culture of the respective countries.

Abstract:
AbstractLegal positivism and lesbian separatism provide very different, yet comparable, approaches to the issue of separation. Legal positivism practices separation as a tool of dominance, while lesbian separatism is based upon the need for identity formation and resistance to dominance. By elaborating upon the justifications advanced for lesbian separatism, this article critiques the separateness defended by legal positivists, and highlights the effects of power and context upon the significance of separation. Thus separatism as a political objective is not rejected or supported, except insofar as it consolidates oppressive practices. However, a critique of the idea that separation is necessarily territorial and pure is also developped, and an alternative vision of separation based upon the work of María Lugones is proposed. It is suggested that a non-oppressive concept of law can only maintain its identity if an alternative understanding of its separateness evolves.

Abstract:
In the 21st century, the world at large and Africa in particular have encountered the rise of separatism, which has become one of the major challenges to stability. In Africa, over 20 countries face separatist movements, some of which demand full secession, while the rest - greater autonomy within the existing state. Most of Africas secessionist projects remain insignificant in scope and ineffectual, largely due to the absence or weakness of external support for separatists and to the commitment of the international community to preserve, with rare exceptions, the territorial integrity of states. The paper analyzes the reasons for the revival of the movement for the secession of Biafra decades after the end of the civil war between the central government of Nigeria and the separatists and looks into the international aspects that could fuel the conflict and exacerbate the military-political situation in West Africa, which is already turbulent due to the activities of Boko Haram terrorist group, other Islamist groupings in the Sahel, Cameroonian separatists of Ambazonia, etc. The present paper attempts to fill the gap in Russian Africanist literature on the current situation in Biafra, which is especially urgent due to the growing threat of separatism in Africa. Employing the historical approach, the authors analyze the nature of external involvement in the 1967-1970 Nigerian conflict, as well as methods of contemporary Biafran separatists, who seek international support. The paper concludes that due to various internal circumstances, as well as the practical lack of external material assistance, the establishment of a new Republic of Biafra will remain a utopian project for at least a decade, although separatist sentiments is likely to spread and hinder the achievement of internal political stability in West Africa, which is ridden with an increasing number of hot spots.

Abstract:
The criminal-law component is the most important element of the state-legal mechanism for combating separatism. The existing system of criminal-law protection of state sovereignty and territorial integrity and inviolability should be aimed at protecting against all existing and possible manifestations of separatism, taking into account current trends of its development. The methodological basis of the proposed article is traditional. In particular, used system-structural and formal-logical methods, which are covered by the general method of dialectical cognition. Criminal responsibility for separatism can only occur for specific crimes in which separatism is manifested as a phenomenon. In this regard, it is inappropriate to accept proposals for the legislative definition of the composition of the crime of “separatism” because of the particular complexity of this concept, because separatism is a complex of actions, and the article usually assumes responsibility for a specific action. At the present stage, it is advisable to adopt a special law to counteract separatism in order to systematically counteract this negative phenomenon. Criminal responsibility for separatist activity comes mainly under Art. 110 “Attack on the territorial integrity and inviolability of Ukraine” of the Criminal Code of Ukraine. The so-called “separatist” acts may also be crimes under Article 109 “Actions aimed at violent alteration or overthrow of the constitutional order or seizure of state power”, 1102 “Financing actions taken for the purpose of violent alteration or overthrow of the constitutional order or seizure of state power, changes of borders of the territory or state border of Ukraine”, 111 “State treason”. The so-called “separatist” can be attributed to other crimes in certain cases. The so-called “separatist” can be attributed to other crimes in certain cases. It should be borne in mind that separatist activities may be accompanied by the commission of crimes under Articles 258 “Terrorist Act”, 2583 “Creation of terrorist group or terrorist organization”, 260 “Creation of non-statutory paramilitary or armed formations”, 341 “Capture of state or civil structures” etc.

Abstract:
The objective of this article is to determine the factors that contribute to separatism in different countries of the world, as well as to find those means (forms and methods) of counteraction that would lead to an effective and preferably painless solution to such problems. The subject matter of the analysis in this article is social relations that are associated with counteracting the tendencies of separatism in the modern world, as well as the legal basis of such opposition. The following methods of scientific cognition were used while writing the article: systematic approach, logical, semantic, documentary, comparative and legal method. The urgent nature of the research problem has been noted, since the problem of the emergence of separatist movements is quite real for every country in the world. The definitions of the terms of “opposition to separatism” and “legal basis of opposition to separatism” have been offered. Suggestions in regard to overcome this negative phenomenon in a particular state have been provided. Factors that are the “catalysts” of separatism tendencies have been distinguished and stated in details. The historically recorded separatist movements and methods of overcoming them have been analyzed. The authors have made the conclusion about the individual causes and manifestations of separatism in a particular state. It has been proved that the existence of individual features associated with separatism, complicates to a large extent the creation of unique methods to combat this socio-political phenomenon. The authors have emphasized on the urgent need to improve the regulatory base of Ukraine on combating and preventing separatism, in particular, to develop and implement effective preventive, punitive and restorative mechanisms.

Kata kunci: Representasi Islam; Emmanuel Macron; Separatisme Abstract This study focuses on the representation of Islam in French President Emmanuel Macron's speech entitled "discours du president de la République sur le thème de la lutte contre les separatismes". The speech caused a lot of polemics in various Muslim countries regarding the opinions on the understanding of speech's contents. The local French media and international media have not provided a comprehensive analysis of the speech related to Muslim representation in the speech. Therefore, through van Leeuwen's critical discourse analysis and AntConc's software-based corpus linguistics approach, this research reveals the representation of Islam that is displayed in the speech. Based on the results of the study, it was found that 73% of dominance lexemes in the speech described the French government's intention in an effort to protect the country from various threats of radicalism. Furthermore, only 27% of lexeme concordance represented Islam which is associated with separatism, extremism, and radicalism movements. The association does not directly generalize Islam as a radical religion, but specifically refers to the Salafi and Wahhabism as examples of Islamic separatist movements. Keywords: Islam Representation; Emmanuel Macron; Separatism

Abstract:
The article presents a brief review of the studies of political extremism and separatism and the processes associated with them published in Russian and English over the past 10 years. In the center of the analysis is an attempt to describe the specifics and features of the dominant centers for the formation of a new academic and propaganda language that creates the content of ideas about the modern stage of separatism. The results of the study show that the current stage of the global world order and thinking form a different scale and priorities of the reasons and motives for the separatism use. The structure and significance of separatism factors and ideas about it change, but the content of power and politics and the dominant groups of influence, do not change. The separatism tension points have shifted from the traditional causes and motives for the growth of separatist sentiment to a combination of crude and veiled support for separatism and the use of its potential on a global scale by the governments of the leading countries. The process of reformatting the consciousness and politics of the supporters of separatism, who have created their own nation-states, has gained momentum.

Abstract:

This essay is focusing on separatism and nationalism in the Canadian province Quebec. The study has been conducted by using theories concerning nationalism and separatism and later on applying them to this specific case. The aim was to investigate the reasons why separatism has emerged in Quebec and to find out the relationship between Quebec and the rest of Canada.  This is to be done both through a historic as well as current perspective in which both literary resources as well as the internet has been used to find reliable information. The essay is also investigating whether Quebec has any real basis for their will to succeed by taking a closer look at international law and relations.

The conclusion of the essay showed that language and resentment are two of the most important reasons to why separatism has arisen in Quebec. Nationalism has been strong since Canada was a colony and this shows a deep historical abutment. The study conducted also shows that international laws available are extremely hard to interpret making it hard to ponder upon the question whether Quebec has the right to succeed or not.

Abstract:
Finding a logical formula that separates positive and negative examples given in the form of labeled data items is fundamental in applications such as concept learning, reverse engineering of database queries, and generating referring expressions. In this paper, we investigate the existence of a separating formula for incomplete data in the presence of an ontology. Both for the ontology language and the separation language, we concentrate on first-order logic and three important fragments thereof: the description logic ALCI, the guarded fragment, and the two-variable fragment. We consider several forms of separability that differ in the treatment of negative examples and in whether or not they admit the use of additional helper symbols to achieve separation. We characterize separability in a model-theoretic way, compare the separating power of the different languages, and determine the computational complexity of separability as a decision problem.

Abstract:
The elections for the Constituent Assembly of the Kingdom of Serbs, Croats and Slovenes in 1920 may show the political orientation of the voters and the acceptance of the party programs that the parties advocated during the pre-election period and in the work of the assembly. The elections were held in a part of the Modruš-Rijeka district that was not under Italian occupation, which significantly affected the results. Within the constituency, three areas are distinguished. Kordun with a predominantly Serb population votes for unitarian-centralist parties (“Pribićevićs“ and Radicals), and Croats for Croatian and federalist parties (Croatian Republican Peasant Party - CRPP and Party of Rights). It is similar in Gorki Kotar with the Croatian majority. In Primorje, there is a dispersion of votes between the Unitarians and the CRPP, with a smaller share going to the Radicals, the Croatian Popular Party (“clericals“) and the Communists. In the constituency, the Democrats won with 31.65% of the vote, the CRPP won 24.90%, communists 15.81%, and the rightists 12.53%. Three members of the Democrats, three members of the CRPP, one communist and one member of Party of Rights were elected. The Democrats brought together Yugoslav politicians, but not an integral one denied by the “tribes“, but pre-war coastal right-wingers who, in fear of Italian irredentism, wanted a strong state. The CRPP has not been successful in the Littoral, which, under pressure from the regime, can be attributed to a state program that does not suit coastal Croats. Those in the party's struggle against centralism and unitarism in the CRPP see the specter of separatism, which goes against the state as a shield against irredentism.

Weller, Paul. "ROBUSTNESS AND CIVILITY: THEMES FROM FETHULLAH GÜLEN AS RESOURCE AND CHALLENGE FOR GOVERNMENT, MUSLIMS AND CIVIL SOCIETY IN THE UNITED KINGDOM." In Muslim World in Transition: Contributions of the Gülen Movement. Leeds Metropolitan University Press, 2007. http://dx.doi.org/10.55207/cdcf7302.

Abstract:
The 7/7 (2005) attack on London Transport by Muslims brought up in the UK shocked the Government, many Muslims, and the wider civil society. Subsequently, the UK’s ‘multi- culturalist’ policy consensus has been subject to intensive questioning. Politicians and some parts of civil society have challenged a perceived ‘separatism’ among Muslims; emphasised a need for shared values and social cohesion; and advocated the promotion of ‘moderate Islam’ and ‘moderate Muslims’. This paper argues that, in legitimising simplistic distinctions between ‘good’ (understood as ‘liberal’ or ‘modernist’) and ‘bad’ or ‘suspect’ (understood as ‘traditionalist’, ‘radical’ or ‘fundamentalist’) Muslims and forms of Islam, there is a risk of eliding the condemnation of terrorist crimes conducted on religious grounds into the criminalisation, or at least social marginalisation, of religious conservatism and/or radicalism. This approach, it is argued, is more likely to undermine the development of inclusive approaches to the common good and that what is needed instead are authentically Islamic approaches that can offer both a resource and a challenge to Government, Muslims and the wider civil society. Finally, it is argued that such resource and challenge can be found in themes from Fethullah Gülen’s teaching. Gülen, on Islamic grounds, condemns terrorism in the name of religion. Further, being rooted in a confident Ottoman Muslim civilisational heritage and having during the period of the Turkish Republic engaged with both ideological ‘secularism’ and political ‘Islamism’, he also offers a critique of the political instrumentalisation of Islam while ar- guing for an active Muslim engagement with the wider (religious and secular) society based on a distinctive Islamic vision characterised by a robustness and civility that could make a positive contribution in the present UK context.

Full text
Abstract:
Separating oscillating flow in an internal adverse pressure gradient geometry is studied experimentally. Phase-locked PIV measurements and simultaneous pressure measurements reveal that during the accelerating portion of the cycle, the flow remains attached in spite of a very large adverse pressure gradient. During the decelerating portion of the cycle, the flow is more prone to separation. The duration and extent of the separation depend strongly on the oscillation displacement amplitude relative to the cross-stream dimension. In some cases, the flow separates but reattaches as the separated shear layer is accelerated temporally. The time-varying pressure measurements are used to determine the resultant minor losses for the flow in each direction. These are found to be an increasing function of displacement amplitude and independent of the Reynolds number.

Full text
Abstract:
Several bitumen samples from AOSTRA's Underground Test Facility were obtained (heat exchanger outlet) in order to characterize the emulsion droplet size distribution and to ultimately establish whether or not high temperature settling could successfully be used to separate the bitumen and water phases. Characterization of the dispersed phase was not straightforward since the samples varied. The samples would sometimes be separated into a large bitumen mass and significant free water and sometimes be quite fluid with dispersed bitumen. It was our opinion that sampling contamination, perhaps with residual soaps, lead to some samples remaining as a bitumen in water emulsion without separating. Normally, one would expect that the bitumen would separate from the free water. Preliminary characterization of the solids in the feed was also done since it is known that mineral/solids composition can influence emulsion formation and the stability of rag layers in bitumen/water separation schemes. High temperature settling evaluations proved the feasibility of this type of settling as a method of bitumen separation producing a product of less than 5% water. Good results were achieved with temperatures from 190 to 220 °C and 250 to 1000 ppm demulsifier. Separation without demulsifiers vas not successful. Product samples were examined microscopically to determine the dispersed water size distributions.

Chandra, Shailesh, Mehran Rahmani, Timothy Thai, Vivek Mishra, and Jacqueline Camacho. Evaluating Financing Mechanisms and Economic Benefits to Fund Grade Separation Projects. Mineta Transportation Institute, January 2021. http://dx.doi.org/10.31979/mti.2020.1926.

Full text
Abstract:
Investment in transportation infrastructure projects generates benefits, both direct and indirect. While emissions reductions, crash reductions, and travel time savings are prominent direct benefits, there are indirect benefits in the form of real estate enhancements that could pay off debt or loan incurred in the improvement of the infrastructure itself. Studies have shown that improvements associated with rail transportation (such as station upgrades) trigger an increase in the surrounding real estate values, increasing both the opportunity for monetary gains and, ultimately, property tax collections. There is plenty of available guidance that provides blueprints for benefits calculations for operational improvements in rail transportation. However, resources are quite limited in the analysis of benefits that accrue from the separation of railroad at-grade crossings. Understanding the impact of separation in a neighborhood with high employment or population could generate revenues through increased tax collections. In California, the research need is further amplified by a lack of guidance from the California Public Utilities Commission (CPUC) on at-grade crossing for separation based on revenue generated. There is a critical need to understand whether grade separation projects could impact neighboring real estate values that could potentially be used to fund such separations. With COVID-19, as current infrastructure spending in California is experiencing a reboot, an approach more oriented to benefits and costs for railroad at-grade separation should be explored. Thus, this research uses a robust benefits-to-cost analysis (BCA) to probe the economic impacts of railroad at-grade separation projects. The investigation is carried out across twelve railroad-highway at-grade crossings in California. These crossings are located at Francisquito Ave., Willowbrook/Rosa Parks Station, Sassafras St., Palm St., Civic Center Dr., L St., Spring St. (North), J St., E St., H St., Parkmoor West, and Nursery Ave. The authors found that a majority of the selected at-grade crossings analyzed accrue high benefits-to-cost (BC) ratios from travel time savings, safety improvements, emissions reductions, and potential revenue generated if property taxes are collected and used to fund such separation projects. The analysis shows that with the estimated BC ratios, the railroad crossing at Nursery Ave. in Fremont, Palm St. in San Diego, and H St. in Chula Vista could be ideal candidates for separation. The methodology presented in this research could serve as a handy reference for decision-makers selecting one or more at-grade crossings for the separation considering economic outputs and costs.
