The thesis comprises two separate journal articles that together form a coherent body of work. In this thesis, the key physical processes responsible for the 23-26 September 2012 UK floods are investigated using a case study approach. The cyclone responsible for the floods developed near the Azores on 20¬-22 September following the interaction between an equatorward-moving potential vorticity (PV) streamer and tropical storm Nadine. Convectively-driven latent heat release associated with the developing cyclone reduced upper-level PV and resulted in the fracture of the PV streamer into a discrete anomaly as the cyclone intensified. In Paper 1, convection-permitting model simulations and diabatic heating rate and PV tendency calculations along trajectories demonstrate that deposition heating strongly reduced upper-level PV in the vicinity of the PV streamer, contributing to its fracture into a discrete anomaly. The cyclone deepened further over the UK on 23-26 September, ahead of a second upper-level PV anomaly. In Paper 2, sensitivity simulations of the storm are presented. PV inversion is used to modify the strength and position of the PV anomaly in the initial conditions and to examine whether the event could have been even more extreme with different upper-level forcing. Results show that quasigeostrophic forcing for ascent ahead of the PV anomaly contributed to the maintenance of the rainfall band over the UK. Counterintuitively however, strengthening the upper-level forcing produced a shallower cyclone with lower rainfall totals. Instead of moving eastward over the UK to interact with the cyclone, the strengthened anomaly rotated cyclonically around a large-scale trough over Iceland, resulting in a fragmented rainfall band. The counterintuitive results suggest that the verifying analysis represents almost the highest-impact scenario possible for this flooding event.

Der Band enthält die Tagungsmaterialien des deutsch-russichen Symposiums zum Thema "Verfassungsentwicklung in Russland und Deutschland", welches am 25. und 26. September 2013 in Potsdam stattfand. Die Tagung wurde anlässlich des 20. Jahrestages der russischen Verfassung vom Dezember 2013 durchgeführt. Die inhaltlichen Schwerpunkte bilden die Themen: Verfassungsentstehung, Verfassungsänderung, Verfassungsprinzipien, Landesverfassungen, Fortentwicklung der Verfassung durch die Verfassungsgerichtsbarkeit und Grundrechte, die jeweils aus russischer und deutscher Sicht behandelt werden. Ergänzend befasst sich jeweils ein Betrag mit aktuellen Problemen der Menschenrechtsverwirklichung in Russland und der Ausländerintegration in Deutschland und Russland im Vergleich.

O presente trabalho tem como objetivo demonstrar a admissibilidade do instituto da testemunha técnica, comumente utilizado no direito norte-americano, no procedimento especializado insculpido pela Lei 9.099, de 1995, como forma imediata de efetivação do direito fundamental do acesso à justiça, e, de maneira mediata, como concretização do princípio da proteção à dignidade humana. A Constituição Federal, de 1998, impõe a necessária observância ao princípio fundamental em comento, impondo um rol de direitos fundamentais que, em sua essência, visam assegurar a efetivação daquele mandamento. Dentre os mencionados direitos fundamentais, alguns se aplicam de forma direta às relações processuais. Surge, nesse sentido, o direito fundamental do acesso à justiça com o escopo de prover subsídios necessários à consecução de uma tutela jurisdicional adequada, útil e justa, por meio de um processo que, a partir de sua natureza instrumental, promova a realização de tal finalidade. A criação de procedimentos especializados verifica-se como manifestação do direito fundamental mencionado, e, sendo assim, a lei dos juizados especiais vem fortalecer o referido mandamento. Entretanto, em virtude do princípio da oralidade, a produção probatória nesse procedimento sofre determinadas restrições, o que torna impossível a realização de meios probatórios que comprometam a razoável duração do procedimento estabelecida nos moldes da máxima da oralidade. Assim sendo, este trabalho tem por objeto demonstrar a admissibilidade do instituto da testemunha técnica no procedimento especializado da Lei 9.099, de 1995, em face da necessidade de efetivação do direito fundamental do acesso à justiça. Para a confecção dessa dissertação utilizou-se de pesquisa bibliográfica, abrangendo doutrina pátria e estrangeira, bem como a jurisprudência pátria.
The present work has the objective of demonstrating the admissibility of the institution of the technical witness, widely used by North American law, in the specialized procedure inscribed by Law 9.009, of 1995, as an immediate way of accomplishing the fundamental right of access to justice, and, in a mediate way, as the materialization of the principle of human dignity protection. The Federal Constitution, of 1988, imposes the necessary observance of the fundamental principle in comment, imposing a roll of fundamental rights which, in their essence, aim to assure the enforcement of that commandment. Among the fundamental rights we mentioned, some of them apply in a direct way to processual relations. In this sense, the fundamental right of access to justice emerges with the scope of providing the necessary resources to the attainment of an adequate jurisdictional guardianship, useful and just, by means of a process which, from its instrumental nature, promotes the accomplishment of that purpose. The creation of specialized procedures turns out as the manifestation of the mentioned fundamental right, and, thus, the law of special courts strengthens that commandment. However, in virtue of the orality principle, the evidential production in this procedure suffers certain restrictions, which make it impossible the accomplishment of proof that compromisse the reasonable duration of the procedure, established within the framework of the maxim of orality. Therefore, this work has as object the demonstration of the admissibility of the institution of the technical witness in the specialized procedure of Law 9.009, of 1995, in view of the need of accomplishing the fundamental right of access to justice. For the making of this dissertation we used bibliographical research, including national and foreign doctrines, as well as national jurisprudence.

En prenant pour cible la basilique de saint François d'Assise, ce symbole de l'avènement de la peinture figurative occidentale, le séisme du 26 septembre 1997 provoque un drame patrimonial, mais aussi religieux car le monument est un haut lieu du christianisme, et humain car des hommes périssent sous les décombres. La catstrophe est unanime, mais déclenche une polémique sur l'attention accordée à l'église plutôt qu'aux vingt-deux mille évacués dénombrés dans la région ébranlée à cheval entre l'Ombrie et les Marches en Italie centrale. La thèse restitue tant l'unité spatiale et temporelle de l'événement que sa complixité et sa dilatation dans l'espace et le temps. Après en avoir saisi l'immédiateté, elle propose un premier décentrement, avec le chantier de restauration des fresques endommagées de la basilique dont la reconstruction, comme la destruction, est un emblème. L'analyse se poursuit sur le cas de familles sinistrées dont le sort représente un second déplacement de la catastrophe, puis sur son basculement dans l'espace et le temps de la science dont la diversité des productions rappelle que même la naturalité de l'évébement fait l'objet de discussions
The target being San Francisco's basilica, symbol of the creed of figurative painting advent, the seism of 1997 brings about a patrimonial as well as religious drama, the monument being also a topmost of Christianism. The tragedy is human too, as men did perish in the debris. The disaster is unanimous but it starts controversy about the attention payed first to the church isntead of the twenty-two thousand people evicted from the shaken place astride Umbria and Marche in central Italy. The thesis sets off the spatial and temporal unit of the event as well as its complexity and its swelling in space and time. After having caught the immediate vicinity of it, the thesis includes a first slide decentring with the restauration lay out of battered basilica frescoes. In fact the destruction and rebuilding of them, is a device. The analysis goes on with estimating the infornumate lot of families whose fate includes another lighting of the disaster, then its rocking in space and time science. Its numeros manifestations recall that event the natural aspect of the drama is the purpose of arguing

What is "Celtic"and what is universal in the "Celtic Englishes"? This was the central concern of the fourth and final Colloquium of studies on language contact between English and the Celtic languages at the University of Potsdam in September 2004. The contributions to this volume discuss the "Celtic" peculiarities of Standard English in England and in Ireland (North and South). They also examine the perceived "Celticity" of personal names in the "Celtic" countries (Ireland, Wales, Cornwall, Brittany). Moreover, they put emphasis on specific grammatical features such as the expression of perfectivity, relativity, intensification and the typological shift of verbal word formation from syntheticity to analycity as well as the emergence of universal contact trends shared by Celtic, African and Indian Englishes. Thus, the choice of contributors and the scope of their articles makes Celtic Englishes IV an invaluable handbook for scholarly work in the field of the English - Celtic relations.
