In 1996 a communication was brought to the African Commission on behalf of the Ogoni people, by the Social and Economic Rights Action Center (SERAC), a Nigerian–based NGO, and the Economic and Social Rights Action Center, a New York-based NGO. This communication averred the Nigerian government's involvement in the environmental degradation and resultant health problems amongst the Ogoni, as well as the destruction of their housing and food sources, through uncontrolled and irresponsible oil production by the State oil company (a majority shareholder in a consortium of oil companies), as well as the ruthless actions of the Nigerian military in support thereof.

Abstract:
Abstract Development programs in many African countries include the reallocation of land and the nationalization of mineral resources for the benefit of less privileged communities in those countries. Implementing these programs is, however, quite complicated. This paper pays special attention to the confiscation of the land of white farmers in Zimbabwe as part of a development program, and the rapid decline of the economy of that country in consequence of this program. It serves as a reminder that depriving landowners of their property rights is counterproductive and is therefore not a feasible development strategy. As far as the right to explore natural resources is concerned, the paper highlights the repeated resolutions of the United Nations proclaiming the “inalienable right of all states freely to dispose of their natural resources in accordance with their national interests” as an inherent aspect of sovereignty [e.g. G.A. Res. 626, 7 U.N. GAOR, Supp. (No. 20), at 18, U.N. Doc. A/2361 (1952).], with occasional reminders that developing countries were in need of encouragement “in the proper use and exploitation of their natural wealth and resources” [e.g. E.S.C. Res. 1737, 54 U.N. ESCOR, Supp., No. 1 (1973).]. These resolutions were adopted in the context of the decolonization policy of the United Nations and were mainly aimed at denouncing the exploitation of the mineral resources of African countries by colonial powers [G.A. Res. 2288, 22 U.N. GAOR, Supp. (No. 16), at 48, U.N. Doc. A/6716 (1967)., para 3]. The emphasis of international law relating to the natural resources over time also emphasized the right to self-determination of peoples. As early as 1958, the General Assembly, in a resolution through which the Commission on Permanent Sovereignty over Natural Resources was established, stated that the “permanent sovereignty over natural wealth and resources” of states is “a basic constituent of the right to self-determination” [G.A. Res. 1314, 13 U.N. GAOR, Supp. (No. 18), at 27, U.N. Doc. A/4090 (1958).]. The African Charter on Human and People’s Rights similarly provides “All peoples shall freely dispose of their wealth and natural resources. This right shall be exercised in the exclusive interest of the people. In no case shall a people be deprived of it” [Art 21(1)]. This provision featured prominently in several judgments of courts of law, such as the one of the South African Constitutional Court in the case of Bengwenyama Minerals (Pty) Ltd & Others v Gemorah Resources (Pty) Ltd & Others [2011] (3) BCLR 229 (CC) (3) BCLR 229 (CC) and of the African Court of Human and People’s Rights in the case of Social and Economic Rights Action Centre (SERAC) v Nigeria (2001) AHRLR 60 (ACHPR 2001), Communication 155/96, 15th Annual Report. AbstractThis article argues that the decision of the African Commission on Human and Peoples' Rights in the Ogoni case represents a giant stride towards the protection and promotion of economic, social and cultural rights of Africans. This is predicated on the African Commission's finding that the Nigerian Government's failure to protect the Ogoni people from the activities of oil companies operating in the Niger Delta is contrary to international human rights law and is in fact a step backwards since Nigeria had earlier adopted legislation to fulfill its obligation towards the progressive realization of these rights. The findings of the African Commission demonstrate that economic, social and cultural rights are not vague or incapable of judicial enforcement. They also illustrate how the Charter can be interpreted generously to ensure the effective enjoyment of rights. Novel and commendable as the decision is, it is not without its shortcomings. These shortcomings lie in the failure of the Commission to pronounce on the right to development, its silence on the desirability of holding transnational corporations accountable for human rights violations, and the institutional weakness of the Commission in enforcing its decisions.

Abstract:
Literary work is a profound expression of the soul of a writer to describe the existence of his identity. It is not uncommon for a person to express his creative ideas in the literary verses as a symbol of the author to show that his condition is as stated in his work. Also included in the Serat Gatholoco , it is clear that the author is likely to experience one side of his life that is left out. By using imaginary characters he can show his identity. Serat Gatholoco deserves to be studied in scientific research, in this case, researchers use postcolonial studies with qualitative research types. While the primary data in this study are words, phrases, sentences, and paragraphs contained in Serat Gatholoco by Damar Shashangka. The results of this study concluded that in the Serat Case of New Java Literature is loaded with a charge of rebellion due to the arbitrary actions of the superordinate group to the others (liyan) which he considers subordinate. Serat Gatholoco is a reflection of the disgust of those who continually see rigidity in religious life. So those various strategies are used to reverse the binary opposition so that their existence is maintained.

MEGDEL 3-methylglutaconic (MG) aciduria, deafness, encephalopathy, Leigh-like syndrome is an autosomal recessive disorder associated with infantile hypoglycemia, progressive psychomotor developmental delay, cerebellar atrophy with lesions in the basal ganglia, spasticity, dystonia, deafness, and transient liver problems, which typically occur in the first year of life. Other clinical presentations include failure to thrive, epilepsy, and optic nerve atrophy. The serine active site-containing 1 (SERAC1) mutation is localized at the mitochondria-associated membranes, which are responsible for encoding a phosphatidylglycerol remodeler essential for both mitochondrial function and intracellular cholesterol trafficking and is thus responsible for the disease. Diagnosis is confirmed by the elevation of and concentrations of 3-MG acid and 3-methylglutaric acid in the urine or by identification of bi-allelic SERAC1 pathogenic variants on molecular genetic testing. Different pathological variants of SERAC1 have been identified in MEGDEL syndrome to date. Here, we report a case of a child with MEGDEL syndrome due to SERAC1 mutation. The child presented with accidental finding by CT showing hypodensity on bilateral symmetric anterior putamen and caudate abnormal. Neurological examination was unremarkable. This report presents a new neuroimaging finding by CT of MEGDEL syndrome.

Angka kesakitan malaria per 1000 penduduk pada tiga tahun terakhir fluktuatif dimana API tahun 2014 (22,8‰), 2015(6,147‰) dan 2016 (9,03‰) dengan441kasus klinis,248kasus positif, ditemukan 23 spesies namun belumterkonfirmasi sebagai vektor malaria.Tujuan : Menganalisis secara spasial karakteritik linkungan dan dinamika kepadatan Anopheles sp. pengharunya terhadap kejadian malaria di Kecamatan Seram Barat.Metode : Jenis Penelitian ini adalah observasional analitik, desainnyacross sectionalyang pelaksananya di Kecamatan Seram Barat terhadap 100 orang yang dipilih secara purposive sampling. Pengumpulan data melalui wawancara, observasi dan Penangkapan nyamuk dengan metode upan orang didalam dan di halaman rumah. Analisis data menggunakan uji chi-square.Hasil :Hasil penelitian ditemukan 41 reponden positif malaria, 5 spesies Anopheles sp. yakni An.vagus, An.teselaltus, An.kochi, An.barbirotris, An.farautidan tidak terkonfirmasi sebagai vektor malaria, variabel yang mempengaruhi kejadian malaria adalah Suhu udara (p= 0,022, PR = 2,082), Kelembaban (p= 0,003, PR = 3,421),Kepadatan Anopheles sp. (p=0,001, PR = 2,853), Jarak Breeding places (0,000, RP= 10,054). Kesimpulanadalahtedapat 41 kasus, 5 spesies Anopheles sp. Suhu udara, kelembaban, kepadatan Anopheles sp, jarak breeding placesmempengaruhi kejadian malaria, tidak ditemukan Anopheles sp sebagai vektor malaria di Seram Barat berdasakan hasil uji PCR ABSTRACTTitle: Spatial Analysis of Environmental characteristics and Dynamics of Density Anopheles sp. As The Effect on Malaria Case in West Seram District, Western Area of Seram Regency, Maluku.Background: West Seram District is one of the regions in eastern Indonesia that became malaria endemic area and categorized as high with the API indicator above the national figure. The number of malaria morbidity, per 1000 of population, had been fluctuating in last three years which shown by API in 2014 (22.8 ‰), 2015 (6,147 ‰) and 2016 (9.03 ‰) with 441 clinical cases, 248 positive cases, 23 species have been found but it has not been confirmed yet as a malaria vector. The purpose of the study is to analyze spatially the characteristics of the environment and the dynamics of the density from Anopheles sp. as the effect on the case of malaria in West Seram District.Methods: the type of this research is boservational analytic with cross sectional design. The research was held in West Seram District toward 100 people that were selected by purposive sampling.The collecting data had been done through interview, observation, and catching the mosquitoes using bait people method inside and outside the house yard. The analysis were using chi-square test.Result : The results of the study found 41 respondents positive for malaria, 5 species of Anopheles sp. namely An.vagus, An.teselaltus, An. kochi, An. barbirotris, and An. farauti. The variables affecting the case of malaria were air temperature (p = 0.022, PR = 2.082), humidity (p = 0.003, PR = 3.421), density of Anopheles sp. (p = 0.001, PR = 2,853), breeding places distances (0,000, RP = 10,054). The result of PCR test shows that there are no species containing Plamodium were found. Conclusion;The result detected 41 cases, identified 5 species of Anopheles sp. air temperature, humidity, density of Anopheles sp, distance of breeding places affecting the case of malaria. There are no Anopheles sp were found as a malaria vector in Seram Barat based on PCR test result.

Abstract:
Introduction: IL-6 cytokine participates in the inflammatory process of systemic leishmaniasis and elevated levels are associated with active disease. Case reports: Three patients with different age groups and different severity scores, above 4 were reported, and IL-6 plasma concentrations and their association with disease severity were observed. Conclusion: Analysis suggests that only the score, has no sensitivity to classify, among others critically ill patients, those with imminent risk of death. IL-6 concentrations can allow this differentiation, considering that only fatal case, HBV/Leishmania coinfection, presented expressively higher level of the cytokine concentration.

Latar belakang : Obesitas berkaitan dengan sindrom metabolik salah satunya hipertensi. Obesitas dengan hipertensi tidak hanya terjadi pada dewasa tetapi juga masa anak dan remaja, salah satunya anak Sekolah Dasar (SD). Faktor yang dapat mempengaruhi kejadian obesitas dengan hipertensi antara lain asupan serat, asupan natrium, dan aktivitas fisik.Tujuan : Mengetahui hubungan asupan serat, natrium, dan aktivitas fisik terhadap kejadian obesitas dengan hipertensi pada anak SD.Metode : Desain penelitian case control study dengan matching usia dan jenis kelamin dari 3 SD di kota Semarang. Subjek penelitian terdiri dari 33 kelompok kasus (obesitas dengan hipertensi) dan 33 kelompok kontrol (tidak obesitas tidak hipertensi). Kriteria obesitas menggunakan indikator IMT/U dan tekanan darah menggunakan indikator persentil. Asupan serat dan natrium dihitung dengan food frequency questionaire (FFQ) semi kuantitatif dan aktivitas fisik menggunakan kuesioner aktivitas fisik. Analisa data menggunakan uji Chi Square.Hasil : Hasil analisis menunjukkan tidak ada hubungan signifikan antara asupan serat (p=0,46), natrium (p=0,28), dan aktivitas fisik (p=0,33) terhadap kejadian obesitas dengan hipertensi. Asupan serat (OR=0,69; 95%CI=0,26-1,83) dan aktivitas fisik (OR=0,61; 95%CI=0,23-1,62) bukan merupakan faktor risiko kejadian obesitas dengan hipertensi. Asupan natrium (OR=2,22; 95%CI=0,51-9,76) merupakan faktor risiko terjadi obesitas dengan hipertensi, tetapi hasil inkonklusif.Kesimpulan : Asupan serat, natrium, dan aktivitas fisik tidak berhubungan terhadap kejadian obesitas dengan hipertensi. Asupan natrium yang tinggi meningkatkan risiko 2,22 kali kejadian obesitas dengan hipertensi pada anak SD.

"Although the African Commission recognised that non-state actors (in this case the transnational corporations (TNCs)) contributed to the violations that prompted the SERAC communication, it failed to hold the TNCs accountable for the violations. The Commission rather held the state party responsible [for] failing to prevent the violations in its territory. The reason for the failure of the Commission to hold the non-state actor accountable is obvious. As Anderson has noted, 'conventional jurisprudence contends that human rights are enforceable only against the acts of omissions of the state rather than the acts of private entities'. Consequently, especially in international fora, violations by non-state actors have gone largely unaccoutned for. Hence, commentators have argued in favour of seeking an appropriate regime for holding non-state actors accountable for such violations, some arguing for horizontal application at international fora. However, non-state actors lack the status to allow Charter institutions exercise jurisdiction over them. This leaves the option of domestic systems as fora for their accountability. Thus, the emerging principle of horizontal applicability of human rights in domestic jurisdictions and the assumption of independent judiciaries provide the premises for this study. ... Chapter 1 contains a general overview of the study. In Chapter 2, the essay examines the scope and content of the right to a satisfactory environment as contained in the African Charter. Chapter 3 examines the existing framework for the realisation of the right to a satisfactory environment under the African Charter. The SERAC case is considered briefly in this chapter as an example of the difficulty to arrest non-state actor violations in the existing framework. Chapter 4 presents the case for horizontal application of article 24 of the African Charter at the domestic level as a complimentary approach to realisation of the right. The debate on horizontal applicability of human rights is highlighted to show that it is not yet widely accepted but it is presented as a basis for this option. The recent Nigerian case of Gbemre v SPDC is examined as an example of the possibility of horizontal applicaton of the article 24 right in a domestic tribunal. Chapter 5 summarises the conclusions from the study and makes recommendations in support of applying the African Charter based right horizontally in domestic courts." -- Introduction.

O presente estudo tem seu desenvolvimento na abordagem do processo da evasão nos cursos profissionalizantes do Programa Senac de Gratuidade (PSG) do SENAC/Recife. A evasão na educação profissionalizante no país implica refletir sobre aspectos que interfere na trajetória pessoa, familiar, social dos estudantes brasileiros e especificamente na cidade do Recife. O objetivo desta pesquisa é saber quais os motivos que levam os alunos a desistirem dos seus cursos, mesmo eles sendo gratuitos e qual o papel da motivação no combate à evasão escolar dos alunos da educação profissional. Este estudo é de grande relevância, pois, o debate sobre este tema é fundamental para identificar as causas e assim uma possível solução através de estratégias, mostrando ao aluno a importância da educação profissional na sua vida.
The present study has its development from the approach of the evasion process in the professional courses of the Gratuity SENAC Program (GSP) in Recife. The evasion in the professional education in Brazil implies to think of aspects that interfere in the personal life, family, and social trajectory of Brazilian students, specifically in the city of Recife. The purpose of this research is to know the reasons that lead students to give up their courses, even if they are free courses, as well as the role of motivation in combating school evasion in professional education students. This study is of great relevance because the debate on this topic is fundamental to identify the causes and, thus, a possible solution through strategies, showing to the students the importance of professional education for their lives.

Abstract:
A century ago, state institutes of public health played an important role in the production of sera and vaccines. In The Netherlands and the Scandinavian countries they continued to do so until after World War II. Focusing in particular on The Netherlands, this chapter examines their withdrawal from vaccine production in the past 20 years. In the 1980s the Dutch government was still committed to maintaining the state’s ability to produce the vaccines needed by the national vaccination programme. A series of legal and institutional changes sought to protect the public sector vaccine producer against the threat of privatisation. These changes ultimately proved inadequate. Not only was the Institute’s ability to meet demand for new vaccines being eroded by global developments, but policy makers were increasingly convinced that vaccination practices should be harmonised with those of other European countries. The decision to sell off the Dutch state’s vaccine production facilities, taken in 2009, has to be understood in historical context. It was the outcome of globalisation processes that for two decades had worked simultaneously on both the supply and the demand sides

It is also interesting to note that the first confirmed case of encephalitis due to Kunjin virus occurred in Western Australia in 1978, and three additional cases have been diagnosed since, two from Western Australia in 1991 and 1995, and one in Victoria in 1984 (Table 8.1). Most of the cases of Australian encephalitis in Western Australia have occurred in areas distant from the Ord River irrigation area. Of particular significance was the spread of MVE virus from the Kimberley area south to the Pilbara and Gascoyne regions causing one case of encephalitis in 1978 and three cases in 1981. It is hypothesized that movement of virus to the Pilbara region in 1978 was due to an increase in viral activity in the West Kimberley area following heavy rainfall and flooding, and that with subsequent extensive cyclonic rainfall in the Pilbara region, viraemic waterbirds moved south down the narrow coastal strip, introducing the virus into Pilbara (Stanley 1979). It is probable that a similar mechanism may have occurred in 1981. Although there has been evidence (see next section), of MVE virus activity in the Pilbara region in recent years, there have been no further cases. Analysis of the cases of Australian encephalitis has indicated that Aboriginal infants, particularly male infants, are most at risk of fatal or severe disease (Mackenzie et al. 1993a). However, tourists and visitors to the Kimberley region (and Northern Territory) have also been shown to have an increased risk of disease. Sentinel chicken surveillance Following the 1978 outbreak of Australian encephalitis, a number of sentinel chicken flocks were established in the Kimberley area. Six flocks had been established by 1981 and the number rose to twenty-four flocks in twenty-two regional centres in the Kimberley, Pilbara and Gascoyne regions by 1989 (Broom et al. 1989; Mackenzie et al. 1992; 1994c). Each flock contains twelve chickens which are bled at two weekly intervals between November and June, the period of increased risk of virus transmission, and monthly at other times. The sera are then assayed for antibody to MVE and Kunjin viruses in our laboratory in Perth to provide an early warning system of increased virus activity. Initially sera were tested by HI for the presence of antibody, and positive sera were then subjected to neutralization assay to determine the identity of the infecting virus. A more rapid enzyme-linked immunosorbent assay (ELISA) was introduced in 1986 (Broom et al. 1987), and more recently a competitive ELISA using specific monoclonal antibodies to identify the virus is being used (Hall et al. 1992; 1995). Sentinel chicken flocks were also established in 1992 in the Northern Territory to monitor MVE activity (Aldred et al. 1992). The sentinel chicken programme has clearly shown that MVE virus is enzootic in several areas of the Kimberley region, particularly in the Ord River area at Kununurra. "Little was known about MVE virus, its vertebrate hosts or its vectors before the establishment of the Ord River irrigation area. Early serological studies by Stanley and Choo (1961; 1964) on human sera collected in 1960 from Halls Creek in East Kimberley and Derby in West Kimberley had demonstrated that the virus was circulating in these areas. However, no clinical cases of encephalitis had been reported, which may have been due to the small human population in the region prior to 1960, to a lack of awareness by clinicians, to low virus carriage rates in mosquitoes, or to a combination of these factors. Similarly, no cases of encephalitis had been reported in the Northern Territory. The first clinical case of Murray Valley encephalitis (now known as Australian encephalitis) occurred in 1969 (Table 8.1), a fatal case that was acquired by a tourist south of the Ord River irrigation area (Cook et al. 1970). Only limited information was available on the mosquito species prevalent in the Ord River area before 1972, although Culex annulirostris, believed to be the major vector for MVE virus from studies carried out by Doherty and colleagues in north Queensland (Doherty et al. 1963), was found to be present (H. Paterson, personal communication to Stanley 1972), and was the dominant species (H. Paterson, personal communication to Stanley 1975). Thus prior to the completion of stage one of the Ord River irrigation area, serological evidence had been obtained to demonstrate that MVE virus caused subclinical human infections, but no clinical cases had been reported. Between the completion of stage one and stage two, the first clinical case of encephalitis was reported, and limited information on the mosquito fauna was obtained but without details of mosquito numbers or population dynamics. 8.3 Studies on Murray Valley encephalitis from 1972 8.3.1 Early studies, 1972—1976 A series of investigations on the ecology of MVE virus in the Ord River irrigation area and on the effect of the completion of the Ord River dam were initiated by Stanley and colleagues in 1972. The major components comprised: regular mosquito collections obtained just before and immediately after the wet season to determine the number and proportion of each species at different sites, and for isolation of viruses; serological studies of animals and birds to investigate their roles as possible vertebrate or reservoir hosts; and serological studies of the human population, both Caucasian and Aboriginal, to determine subclinical infection rates and to assess potential risks. These studies yielded a number of important findings which have provided the basis for much of our knowledge of MVE ecology in north-western Australia. The major findings were as follows. • Mosquitoes. Abstract:
The cause of the thrombotic tendency in patients having the lupus anticoagulant (LA) is unknown. Since inhibition of prostacyclin production by endothelial cells (EC) may be a pathogenetic factor, the effect of sera from normal subjects (NS, n=9), SLE (systemic lupus erythematosus) + LA (n=9) and SLE-LA (n=13) on the production of PGI2 by cultured human EC was studied.Confluent 1° cultures of human umbilical vein EC were incubated with 1, 5, 10 and 20% sera from the above for 24 hours. After stimulation with thecalcium ionophore A23187, 6-keto-PGF1α(the stable metabolite of PGI2) in the supernatant was measured by radioimmunoassay.A dose dependent inhibition of 6-keto-PGF1α was observed with all the sera but only the 10 and 20% sera from patients with SLE-LA produced a significantly greater inhibition than control sera. The mean production of 6-keto-PGFia (ng/104 cells) was 2.278 (NS), 2.6594 (SLE-LA) and 2.1418 (SLE + LA)after incubation with 1% sera for 24 hours. This decreased to 1.3647, 0.6517 and 0.942 respectively following incubation with 20% sera. This represented a 44% (NS), 71% (SLE-LA) and 62% (SLE + LA) inhibition of 6-keto-PGF1α production compared to serum free media.The non-significant reduction in prostacyclin production by sera from patients with SLE and the lupus anticoagulant suggests that other factors are responsible for the thrombotic tendency in these patients.
