Abstract:
Purpose – The information technology (IT) industry has grown owing to the increase in IT outsourcing prompted by the need for cost reductions in organizations. The IT industry contracts are based on pricing models, which establish the terms and conditions of payment to be made to vendors by clients. The pricing models followed in the industry are mainly Fixed Time Fixed Price (FTFP) and Time and Material (TnM) and the remaining are mostly variations of these. Using the information collected from vendors, the purpose of this paper is to draw a comparison between these pricing models to see which one is more acceptable to vendors along with researching on the reasons behind that. The outsourcing engagement is also based on a set of processes to be used during the contract time and that is known as the Outsourcing Model (OM) being used. This research also derives how pricing models, OMs and Client Vendor Relationship (CVR) being developed are related. Design/methodology/approach – Hypothesis have been formulated on the basis of the literature survey conducted by the authors, subsequently questionnaire was formulated and data were collected from – a total of 500 people were targeted, out of which 70 people responded. Out of these 70 only 50 were usable responses. The respondents were at the manager and above level in different organizations classified on the basis of number of employees. Statistical tests were conducted on these data to check the reliability, prove the hypothesis and establish the mediation and moderation relationships between the pricing model, OM and CVR. Findings – The following paper has established through statistical analysis which pricing model is more befitting to the IT service outsourcing industry and has also demonstrated the moderation and mediation relationship between pricing model, OM and CVR variables. Research limitations/implications – The major reserach limitation is that it is for only IT vendors in Indian geography. The research can be extended to different businesses and geographies. Practical implications – The paper has practical implications for the IT service outsourcing industry in India and for their clients to understand the comparison between the pricing models and to study the impact of pricing and OMs on the CVRs. Originality/value – The research presented is original as no similar work has been found to be published in the journals so far specifically in the Indian context.

Software as a Service (SaaS) has become an important pragmatic in the world of enterprise software and business services markets. SaaS supports the concept of outsourcing where business processes are offered under a service level agreement for a given price. However, sourcing SaaS may not always involve outsourcing with respect to the transfer of internal activities and resources to external service providers. Users of SaaS need to know what strategies to use when determining sourcing requirements. In this paper, the authors develop a classification for sourcing SaaS based on Kraljic's matrix and a mapping of SaaS services to the sourcing structures. Further, they evaluate the proposed sourcing models against two real world case studies.

Abstract:
Since 2008, South Africa has become one of the world's upcoming offshore destinations for business process outsourcing (BPO), a market estimated to be worth $US 182 billion globally by 2013. Western-based client firms evaluating South Africa as a BPO destination must consider the country's relative value against alternative locations. Client firms also have a number of engagement models from which to choose, inclucling outsourcing, erecting a captive centre, or acquiring an existing BPO business. The research finds that, for the UK, US, and Australian client companies in this study, South Africa's value proposition is not just based on costs as other locations are often cheaper. South Africa's value proposition is about overall economic value, high quality service and staff, strong cultural compatibility, and a favourable time zone. The findings reveal that South Africa complements the global portfolio for Western-based client firms that already have BPO centres in Inclia, the Philippines, and Eastern Europe. Moreover, whether client firms build or buy services from South Africa, the research identifies clistinctive risks that need to be mitigated by investing in and effectively governing the business processes performed offshore. Finally, from the case study research, this article identifies management lessons for leveraging South Africa's identifiable BPO service advantage.

The purpose of the article is to substantiate logistics outsourcing as an effective mechanism for improving the efficiency of the enterprise. The authors summarize the arguments and counterarguments in the scientific discussion on logistics outsourcing as one of the best methods of optimizing resources in the activity of enterprises, one of the important factors of modern business. Systematization of the results of the research of scientific sources made it possible to identify the problems of outsourcing use in various spheres of activity of economic entities. Systematization of studies of aspects of enterprise management based on logistic approaches has allowed formulating the statement that special value all over the world in logistics is devoted to outsourcing. For many years there is a tendency in this area to transfer a part or all of the logistics functions to specialized companies and outsourcing of logistics services is used by the vast majority of enterprises. Because, as higher the level of consumption in the country, there is more need to involve in the supply chain the goods of qualified logistics operators and transfer part of their operations to logistics outsourcing. The authors estimate the logistic outsourcing of the enterprise of PE “VEGA LTD” for the method of Yu. Zhelinskiy, which combines the change of income and expenses of the enterprise. Based on the calculations, it is proved that outsourcing for PE “VEGA LTD” is profitable. Therefore, it is advisable to use outsourced services not only for transport logistics but also for other logistic activities of the enterprise. In the process of investigating the problems of logistics outsourcing and its impact on the efficiency of foreign economic activity of the company, the authors proved that outsourcing in logistics is one of the most modern business models. The use of this approach makes it possible to achieve significant competitive advantages in the activity of the enterprise. The main motives that drive outsourcing of logistics functions are the desire to make the business manageable, reduce transaction costs while obtaining quality service and profit. The results of the study are of practical importance and may be useful to scholars interested in the study of logistical outsourcing, as well as to the enterprises where outsourcing is most commonly used.

Increasingly, software is no longer developed as a single system, but rather as a smart combination of so-called software services. Each of these provides an independent, specific and relatively small piece of functionality, which is typically accessible through the Internet from internal or external service providers. There are no standards or models that describe the sourcing process of these software based services (SBS). The authors identify the sourcing requirements for SBS and associate the key characteristics of SBS (with the sourcing requirements introduced). Furthermore, this paper investigates the sourcing of SBS with the related works in the field of classical procurement, business process outsourcing, and information systems sourcing. Based on the analysis, the authors conclude that the direct adoption of these approaches for SBS is not feasible and new approaches are required for sourcing SBS.

Purpose This research proposes ideal interaction patterns for structural dimensions (buyer and supplier representatives involved in the interaction and buyer and supplier critical capabilities) for transport service outsourcing. The purpose of this paper is to establish whether those ideal interaction patterns are determinants of success of the interaction. In this paper, the latter is measured against the corresponding process success and outcome success. Design/methodology/approach This paper proposes a conceptual model based on the prior literature and adapted to this specific case of transport services. The proposed model is approached using the partial least squares simultaneous equation models. For this, the result of a survey to senior management at European machinery, electronics and automotive sector manufacturing plants has been used. Findings When companies possess the proposed ideal patterns for the structural dimensions, this brings with it positive effects on both the process success and the outcome success obtained by the outsourcing plant. Therefore, buyer-supplier relationships have been recognized to play a key role in the outcomes of this interaction and that the design and management of interfaces between companies and their logistics providers are critical. Practical implications Managers can use the present research findings to produce an appropriate interaction design that includes the representatives and capabilities required to make transport service outsourcing a success. Originality/value This paper contributes to the literature on transport research by specifically establishing ideal interaction patterns for the structural dimensions that buyer and supplier’s companies need to consider for achieving successful transport services outsourcing. Besides, the present research proposes a multidimensional measure of outcome success that combines major strategic, operational and financial outputs. Finally, this research represents the first survey-based empirical evidence on the topic, having used a sample of 93 plants belonging to many different companies in five European countries.

SUMMARY Businesses increasingly outsource organizational functions that have financial reporting implications, which requires auditors to adjust their risk assessment and audit procedures for this practice. However, PCAOB inspection reports cite deficiencies indicating that external auditors frequently do not perform proper procedures before relying on controls maintained by service organizations. In this paper, we examine the audit implications of clients' use of service organizations. Using the audit risk and control risk models and drawing on the extant research on using the work of others and internal audit outsourcing, we develop a framework that describes how clients' use of service organizations affects financial statement and internal control audits. We propose that three characteristics of outsourcing: the client, the service organization, and the auditor of the service organization affect inherent risk, control risk, and control detection risk for clients who outsource these functions. Based on this model, we develop specific research questions to guide future auditing research. We also use this model to provide insights for future research on external auditors' reliance on outsourced internal audit functions. JEL Classifications: M41; M42; L24.

Purpose – Outsourcing is in a new era: an era of value-adding services, innovation and transformation. An era that shifts competition to skills and expertise where the main focus of key players in the industry is on the strategic impact of outsourcing services. As the outsourcing landscape is changing, so competition between countries for outsourcing work is reconstructing. It is no longer competition for low costs, but a search for superior skills, both technical and managerial, that provides the strategic guidance and operational excellence needed in the twenty-first century. While the professional and academic literature has extensively studied the comparative advantage of low-cost locations such as India, we know very little about the attractiveness of Western countries, such as the UK, for outsourcing services. To contribute to this end, the purpose of this paper is to examine the UK attractiveness in light of three key trends in the outsourcing industry: the maturity of the outsourcing industry drives more client firms to seek impact on business and strategic performance from their vendors; client firms and vendors deploy complex sourcing models that increase the importance of sourcing managerial capabilities, such as relationship management, vis-à-vis technical and delivery capabilities; locations with promising entry points to lucrative markets are becoming attractive for outsourcing investments as part of the firm's growth strategy. Design/methodology/approach – The empirical base of this study is based on a comparative analysis of eight European destinations (UK, Germany, France, The Netherlands, Spain, Ireland, Czech Republic and Poland) to conclude that the UK, as a talent-base, value-adding country that also offers advanced sourcing capabilities, has positioned its economy to attract investments from both outsourcing vendors and client firms. While the authors acknowledge the relative high-cost base of the UK economy, they assert that the high service standards, access to skills, entry point to mainland Europe and the USA, government support and supportive infrastructure are superior value propositions offered by the UK in the context of outsourcing services. Findings – The findings of this study highlight the contribution of Western economies to outsourcing and their fairly strong comparative position to specific line of services such as contact centers, research and development and specific business process outsourcing services. Research limitations/implications – The main limitation of this study is the use of a country attractiveness framework which has been mainly used for low-cost countries. The authors therefore acknowledge the need to develop a country attractiveness framework which is suitable for Western countries. Practical implications – This study offers decision makers an extensive tool to assess their outsourcing investments by considering both low-cost and Western countries based on the value expected from each investment. Originality/value – This is the first study on the attractiveness of a Western country, such as the UK, which the authors defined as a talent-based, value-adding and advanced sourcing (TAVAAS) country. Through the examination of its comparative attractiveness the authors highlight the potential of the UK and many other Western countries such as USA, Germany or Canada to attract outsourcing investments.

Purpose – The purpose of this paper is to provide an insight to the outsourcing decision-making through investigating if the old evaluation/selection criteria and methods still fit with current business priorities or not and, therefore, to identify the appropriate criteria and methods to develop a new selection framework. Since the economic recession of 2008, logistics outsourcing decisions have become more prominent to avoid high fixed costs and heavy investment requirements and to achieve competitive advantages. Design/methodology/approach – This is a focused literature review prepared after analyzing 56 articles related to the logistics service provider (LSP) evaluation and selection methods and criteria during 2008-2013. The academic articles are analyzed based on research focus/area, evaluation and selection methodology/methods and evaluation and selection criteria. Then reviewed result is compared with previous literature studies for the periods (1991-2008) to identify any possible shifts. Findings – The review reveals that: several problems in current LSPs literature have been identified; the reviewed papers can be categorized into seven groups, the usage and importance of evaluation and selection criteria fluctuate during different periods; 12 crucial criteria have been identified, increasing the importance of specific selection methods and the integrated models and fuzzy logic in logistics literature. Then, a comprehensive LSPs’ evaluation and selection framework has been developed. Originality/value – To the best of our knowledge, this is the first focused logistics outsourcing study that reviews the 2008-2013 period in detail, comparing results with previous literature studies, identifies current LSPs literature problems/gaps, new trends and shifts in the way that LSPs are evaluated and selected, identifies crucial selection criteria and proposes a new holistic LSPs evaluation and selection framework. In addition, it identifies important issues for future research.

In the current market, small- and medium-sized companies (SMEs) face losses due to poor process control. The core activities of information technology (IT) outsourcing service companies are to provide outsourcing services related to technology and information control, which is why it is crucial to work with standardized, efficient processes, to not affect the main process and resources involved. In this document, a case study of an SME is evaluated, related to a deficient billing process, which is not able to fulfill all of its orders. To solve the problem, we propose an IT outsourcing service model, based on the management of processes, knowledge, and change. After the model was validated, it was evidenced that it allowed the integration and finalization of the services provided by the company, increasing the monthly income by 80%.

There is a major trend that manufacturers sell their services to customers instead of selling their products. These services can be provided through leasing, warranty, or maintenance outsourcing. In this dissertation, we have studied leasing and maintenance outsourcing services from different aspects of reliability-based maintenance, game-theoretic decision making, and inventory and supply chain management. We have studied how different interactions and relationships between the manufacturer and customer in service contracting affect the decisions they make and the profits they gain. The methods used to tackle the related decision-making processes are stochastic modeling, non-convex optimization, game-theoretical framework, and simulation. For equipment leasing, two non-cooperative game-theoretic models and a cooperative model have been developed to describe the relationships between the manufacturer (lessor) and customer (lessee). Through the lease contracts, the lessor decides on the maintenance policy of the leased equipment, and the lessee decides on the lease period and usage rate. In the non-cooperative simultaneous move scenario, the lessee and the lessor act simultaneously and independently to make their decisions. In the leader-follower non- cooperative contract, the lessor is the leader who specifies the maintenance policy first, and the lessee, as the follower, decides on the lease period and usage rate accordingly. We have next determined the total maximum profit and shown that the Nash and Stackelberg equilibria are different from the total maximum solution. As a result, the players can increase their total profit by cooperation. We have implemented the cooperative solution as an equilibrium through a nonlinear transfer-payment contract. Our results illustrate that cooperation can be regarded as a value-added strategy in establishing such lease contracts. Besides, our numerical results show that although cooperation always increases the total profit of the players, the magnitude of increase is case specific. When the lease price is low or the revenue is high, the profits in the non-cooperative contracts will be close to the cooperative alternative, while the cooperation may increase the total profit significantly in other cases. For maintenance outsourcing, we have studied different bargaining scenarios in determining the contract terms. First, we have considered the Nash bargaining solution to compute the bargaining profit of players. Next, we have considered the case where players pose threat against each other in order to increase their own bargaining position. We have determined the optimal threat strategy for each player. Our result shows that although such threatening decreases the efficiency of the contract, it can dramatically increase the profit of the player with a higher bargaining position. We have finally provided a solution to the problem of how the service agent and customer can cooperate and negotiate on the price. We have determined the discounted price as a result of negotiation. Indeed, the discounted price induces the customer to choose the total maximum maintenance policy. Our numerical examples illustrate the feasibility of using such a price-discount contract in maintenance service outsourcing. Moreover, one can see that both the customer and agent can benefit from this price-discount contract.

The literature on offshore outsourcing (OSO) has focused mainly on countries with large software export markets, such as India, while neglecting other developing countries which apparently lack the resources thought necessary to succeed in software development. Globalisation is seen to offer an opportunity for the development of IT industries in these neglected contexts, however, mainly due to the prevalence of information and communication networks. With the ongoing debate on globalisation and its contested effects, though, it would seem important and timely to study OSO within such under-researched contexts. This thesis thus focuses on proximity-based models of offshore outsourcing, such as nearshore and onshore outsourcing, which represent arrangements that seek to exploit geographical closeness to the client. In promoting locational competitive advantage, they seek differentiation from traditional offshore models in temporal, spatial and cultural terms. As a means of examining these claims, this thesis will explore the themes of time, space, culture and distance in OSO. An exploratory approach was employed incorporating both survey and case study methodologies. Three groups of offshore software industry stakeholders were surveyed to provide a broad-based background to the study, while three specific cases of proximity outsourcing were investigated using interpretive methods. A grounded approach to theory was adopted using the concepts of time, space culture and distance as a guideline for analysis. The survey findings confirm an awareness by stakeholders of the significance of proximity, location and the persistence of cultural differences in OSO. The case results broadly reflect but also pose challenges to globalisation theories, such as increased economic and social integration, powerlessness of the state, economic development and the apparent irrelevance of space and time made possible by advances in IT. The thesis thus makes its contribution in both extending the debate on globalisation with respect of OSO in new contexts and adding to the under-researched area of spatio-temporal research in the IS field.

Abstract:
Context: The use of a Service Oriented Architecture (SOA) offers a new and distinct approach to creating software based applications (SBAs) around the idea of integrating distributed autonomous computing resources. A widely available realisation of an SOA exists in the form of web services. However, to date no standard techniques have emerged for developing SBAs. There is also a lack of consistency in describing the concept itself, and the published literature offers little evidence derived from the experience of developing `real world examples. Aims: The objective of the work described in this thesis was to conduct a series of studies to explore systematically the concept of what constitutes an SOA by using the published literature, to employ this to construct a proof of concept SOA design model based on a real world problem, and in doing so, to investigate how well existing design notations are able to support this architectural style. Method: The research described in this thesis has been conducted in an evolutionary manner by employing a range of empirical methods. A mapping study was performed to investigate how the concept of SOA is interpreted by the research community. Based upon this model of SOA, a participant-observer case study was employed to construct an SOA design model and a use case model for an energy engineering application to demonstrate use for a real world problem. Finally, expert knowledge was employed for evaluation of the case study through the use of walkthroughs. Results: From the mapping study we created an integrated model of what constitutes an SOA for the use with the case study. The case study outcomes include a design for a renewable energy control system together with codified experience of constructing and recording the SOA design model. The experience of employing the walkthrough method for evaluation, and the outcomes of the evaluation are also discussed. Conclusion: From this research we conclude that the SOA research community needs to develop a clearer shared understanding and agreement on the model of what constitutes an SOA and the vocabulary used to describe the SOA concept. This will aid designers to communicate their mental models more effectively and will provide the semantics needed for devising the new notations that this study implies are needed for SBA design. Further, some lessons about SBA design have been derived from the case study experiences.

The growing demand for logistics outsourcing and the increase in the number and type of LSPs highlight the increasing importance of the LSP evaluation and selection process. Firms use various approaches to evaluate and select their LSP partners. Most of these approaches seem to have overlooked the strategic side of the logistics outsourcing process. Additionally, the uncertainty issue of data, the complexity of the decision and the large number of criteria involved increase the attractiveness of the Multi-Criteria Decision-Making (MCDM) approaches. A comparative literature review was used in order to identify crucial factors and methods that are used in logistics literature in fragmented ways and therefore, to establish and design a conceptual framework and models for logistics outsourcing. First, a long list of evaluation criteria was developed. Three main dimensions were identified: logistics performance, logistics resources and logistics services. Then a conceptual framework was developed using the three main dimensions with their related factors. Based on the comparative literature review outcomes, a number of integrated models have been developed and used to achieve this aim with emphasis given to FDEMATEL, FTOPSIS and FQFD techniques. Whereas the FDEMATEL technique contributed to construct influence relationships between factors under each dimension, develop impact-relationship maps and identify dependent and independent success factors (ISFs), the FTOPSIS technique used the weighted success factors to evaluate, rank and select the best LSP in three case studies. Twenty-one ISFs have been identified to be used in the final approach. These ISFs consist of eight LKPIs, seven logistics services and six logistics resources and capabilities. All of the factors were used to evaluate and select the best LSP alternative and ISFs were used to conduct the evaluation process. Different sensitivity analysis tests are used to confirm models’ robustness. Based on the outcomes of both cases, decision makers can use independent factors alone to evaluate and select the best LSP, which simplified the logistics outsourcing process in our study. The FQFD technique was used to link the LSUs strategic objectives with logistics requirements and the ISFs to develop a new strategic logistics outsourcing approach. Finally, two case studies representing the supply chain upstream and downstream are used to demonstrate the new hybrid approach effectiveness. The comparison of both cases’ findings highlighted their differences in terms of strategic objectives, logistics requirements and ISFs.

Western countries' information technology and software intensive firms are increasingly producing software and IT services in developing countries. With this swift advancement in offshoring, there are many issues that can be investigated which will enable companies to maximize their benefits from offshoring. However, significant challenges can occur throughout the lifecycle of offshoring IT service projects that turn the potential benefits into losses. This research investigated CMM/CMMI best practices and their effects on managing and mitigating critical issues associated with offshore development. Using a web based survey, data was collected from 451 Information Technology and software development firms in the US. The survey instrument was validated by an expert panel which included practitioners and researchers. The survey population consisted of Information Technology and software engineering managers who work on offshore IT and software development projects. Statistical methods including Chi Square and Cramer's V were used to test the research hypotheses. The results of the analysis show that IT companies applying CMM/CMMI models have fewer issues associated with IT offshoring. When US IT companies utilize and incorporate different practices from TSP and People CMM into CMMI for DEV/SVC and CMMI for ACQ, they have fewer offshoring issues related to language barriers and cultural differences. The results of this research contribute to the existing body of knowledge on the offshoring of IT services from the client management perspective and provide practitioners with increased knowledge regarding IT offshoring decisions.

This study explores the illness models and service requests of relatives of 30 African psychiatric patients. Relatives' perceptions of illness and expressed needs were elicited with a view to developing a more contextual understanding of disorder, and to obtaining an indication of interest in family-based services. The sample was selected from relatives who visited patients at the hospital over a 3 month period. Face-to-face interviews of approximately an hour in duration were conducted. Results indicated that relatives held a variety of explanatory models to understand their family members' conditions. Although many of their beliefs were at variance with the biomedical model of illness, they nevertheless overwhelmingly supported the notion of the establishment of family-based / services within the existing health care system. Implications for strategies of clinical care, as well as theoretical implications are discussed.

In last decades significant changes have been noticed in manufacturing environment, moving from a local economy to a global economy and generalized concurrency. Markets expectations for products with high quality at lower costs, highly customized and with short life cycles, lead us to the need to implement complete different strategies to satisfy these requirements. With the current scenario, technologies have a strong weight in the search of a solution for new manufacturing systems. Service oriented Architectures (SoA) is a paradigm for organizing and utilizing distributed capabilities that may be under the control of different ownership domains, which combined with Petri Nets (PN) capabilities of modeling, analysis and simulation and using Web services as communication platform, is one suitable proposal to solve the manufacturing problem and its limitations, granting interoperability, adaptability, flexibility and integration of all the devices that belong to the manufacturing systems. The main objective of this work is to develop mechanisms for the extraction of knowledge from the Petri nets models to support the execution of important control functions, such as monitoring and decision-making. Other objectives can be referred, like the modeling and the assessment of the Petri net models and the creation and improvement of some tools already existent in the area. This work was done during a stage at the Industrial Automation HUB of the Schneider Electric company in Seligenstadt, Germany. All these studied and developed mechanisms were applied to an experimental case study, which allowed us to perform the assessment and the validation of the designed Petri nets models. Nos mercados actuais, a expectativa por produtos de alta qualidade a baixos preços, altamente customizados e com ciclos de vida curtos, conduzem-nos para a necessidade de implementar novas e diferentes estratégias para satisfazer estes requisitos. Neste cenário, as tecnologias têm um grande peso na procura de uma solução para os novos sistemas de fabrico. O Service oriented Architectures (SOA) é um paradigma para organizar e utilizar as suas capacidades de controlo distribuído para ligar diferentes domínios, que combinando com as redes Petri (PN) e aproveitando as capacidades de modelação, análise e simulação, e utilizando os Web Services como plataforma de comunicação, é uma proposta adequada para resolver os problemas dos sistemas de fabrico e suas limitações, garantindo interoperabilidade, adaptabilidade, flexibilidade e integração. O objectivo principal deste trabalho foi o desenvolvimento de mecanismos de extracção de conhecimento dos modelos criados usando o formalismo das Redes de Petri, para servir de apoio à execução das importantes funções de controlo, tais como a monitorização e a tomada de decisão. Outros objectivos que podem ser explícitos são a modelação e avaliação dos modelos em redes de Petri e a criação e aperfeiçoamento de algumas ferramentas já existentes na área. Este trabalho foi realizado durante um estágio, na unidade de Industrial Automation HUB da empresa Schneider Electric em Seligenstadt, Alemanha. Todos os mecanismos estudados e desenvolvidos durante o período de estágio foram aplicados a um caso de estudo experimental, o que nos permitiu fazer a sua avaliação e validação.

Since the 1980s, Spain and South Korea have experienced a dramatic transformation from middle-income to advanced economies. How did Spain and South Korea upgrade? While market liberalization and globalization were important forces for change, and states continue to be central in the organization of the Spanish and Korean economies, the liberal and the developmental state perspectives do not provide an comprehensive explanation of these transformations. Building on a combination of historical institutionalism and international business literatures, this book argues that upgrading was underpinned by cooperative models based on interdependencies and quid pro quo exchanges between national governments and large firms. The negotiated nature of these arrangements opened the door to institutional variation and enabled Spain and Korea to pursue different strategies. Spain adopted an integrational approach based on foreign direct investment, technological outsourcing, and regional integration. Korea pursued a techno-industrial strategy that prioritized self-sufficiency and the development of local technological capacity. These strategies enabled Spanish and Korean firms across multiple complex sectors to reach the efficiency frontier, but resulted in different productive specializations in complex services and manufacturing respectively. Through this comparative study of transformation in Spain and Korea, this book shifts our perspective on the political economy of economic transformation from markets or states to state–firm coordination as a driver for economic transformation, from one to at least two different pathways to upgrading, and from a world divided into emerging economies and world leaders to a more nuanced perspective that recognizes the perspective of new advanced economies.

The first-mile, last-mile problem is a significant deterrent for potential transit riders, especially in suburban neighborhoods with low density. Transit agencies have typically sought to solve this problem by adding parking spaces near transit stations and adding stops to connect riders to fixed-route transit. However, these measures are often only short-term solutions. In the last few years, transit agencies have tested whether new mobility services, such as ridehailing, ridesharing, and microtransit, can offer fast, reliable connections to and from transit stations. However, there is limited research that evaluates the potential impacts of these projects. Concurrently, there is growing interest in the future of automated vehicles (AVs) and the potential of AVs to solve this first-mile problem by reducing the cost of providing these new mobility services to promote access to transit. This paper expands upon existing research to model the simulate the travel and revenue impacts of a fleet of automated vehicles that provide transit access services in the San Francisco Bay Area offered over a range of fares. The model simulates a fleet of AVs for first-mile transit access at different price points for three different service models (door-to-door ridehailing and ridesharing and meeting point ridesharing services). These service models include home-based drop-off and pick-up for single passenger service (e.g., Uber and Lyft), home-based drop-off and pick-up for multi-passenger service (e.g., microtransit), and meeting point multi-passenger service (e.g., Via).

Transport Network Companies (TNCs) have become a popular alternative for mobility due to their ability to provide on-demand flexible mobility services. By offering smartphone-based, ride-hailing services capable of satisfying specific travel needs, these modes have transformed urban mobility worldwide. However, to-date, few studies have examined the impacts in the Latin American context. This analysis is a critical first step in developing policies to promote efficient and sustainable transport systems in the Latin-American region. This research examines the factors affecting the adoption of on-demand ride services in Medellín, Colombia. It also explores whether these are substituting or competing with public transit. First, it provides a descriptive analysis in which we relate the usage of platform-based services with neighborhood characteristics, socioeconomic information of individuals and families, and trip-level details. Next, factors contributing to the election of platform-based services modeled using discrete choice models. The results show that wealthy and highly educated families with low vehicle availability are more likely to use TNCs compared to other groups in Medellín. Evidence also points at gender effects, with being female significantly increasing the probability of using a TNC service. Finally, we observe both transit complementary and substitution patterns of use, depending on the context and by whom the service is requested.

Truck platoons have many benefits over traditional truck mobility. Truck platoons have the potential to improve safety and reduce fuel consumption between 5% and 15%, based on platoon configuration. In Illinois, trucks carry more than 50% of freight tonnage and constitute 25% of the traffic on interstates. Therefore, expected fuel savings would be significant for trucks. Deployment of truck platoons within interstate highways may have a direct effect on flexible pavement performance, as the time between consecutive axle loads (i.e., resting time) is expected to decrease significantly. Moreover, platoons could potentially accelerate pavement damage accumulation due to trucks’ channelized position, decreasing pavement service life and increasing maintenance and rehabilitation costs. The main objective of this project was to quantify the effects of truck platoons on pavements and to provide guidelines to control corresponding potential pavement damage. Finite-element models were utilized to quantify the impact of rest period on pavement damage. Recovered and accumulated strains were predicted by fitting exponential functions to the calculated strain profiles. The results suggested that strain accumulation was negligible at a truck spacing greater that 10 ft. A new methodology to control pavement damage due to truck platoons was introduced. The method optimizes trucks’ lateral positions on the pavements, and an increase in pavement service life could be achieved if all platoons follow this optimization method. Life cycle assessment and life cycle cost analysis were conducted for fully autonomous, human-driven, and mixed-traffic regimes. For example, for an analysis period of 45 years, channelized truck platoons could save life cycle costs and environmental impacts by 28% and 21% compared with human-driven trucks, respectively. Furthermore, optimum truck platoon configuration could reduce life cycle costs and environmental impacts by 48% and 36%, respectively, compared with human-driven trucks. In contrast, channelized traffic could increase pavement roughness, increasing fuel consumption by 15%, even though platooning vehicles still benefit from reduction in air drag forces. Given that truck platoons are expected to be connected only in the first phase, no actions are required by the agency. However, in the second phase when truck platoons are also expected to be autonomous, a protocol for driving trends should be established per the recommendation of this study.

Abstract:
Recent advances in visual sensing technology have gained much attention in the field of bridge inspection and management. Coupled with advanced robotic systems, state-of-the-art visual sensors can be used to obtain accurate documentation of bridges without the need for any special equipment or traffic closure. The captured visual sensor data can be post-processed to gather meaningful information for the bridge structures and hence to support bridge inspection and management. However, state-of-the-practice data postprocessing approaches require substantial manual operations, which can be time-consuming and expensive. The main objective of this study is to develop methods and algorithms to automate the post-processing of the visual sensor data towards the extraction of three main categories of information: 1) object information such as object identity, shapes, and spatial relationships - a novel heuristic-based method is proposed to automate the detection and recognition of main structural elements of steel girder bridges in both terrestrial and unmanned aerial vehicle (UAV)-based laser scanning data. Domain knowledge on the geometric and topological constraints of the structural elements is modeled and utilized as heuristics to guide the search as well as to reject erroneous detection results. 2) structural damage information, such as damage locations and quantities - to support the assessment of damage associated with small deformations, an advanced crack assessment method is proposed to enable automated detection and quantification of concrete cracks in critical structural elements based on UAV-based visual sensor data. In terms of damage associated with large deformations, based on the surface normal-based method proposed in Guldur et al. (2014), a new algorithm is developed to enhance the robustness of damage assessment for structural elements with curved surfaces. 3) three-dimensional volumetric models - the object information extracted from the laser scanning data is exploited to create a complete geometric representation for each structural element. In addition, mesh generation algorithms are developed to automatically convert the geometric representations into conformal all-hexahedron finite element meshes, which can be finally assembled to create a finite element model of the entire bridge. To validate the effectiveness of the developed methods and algorithms, several field data collections have been conducted to collect both the visual sensor data and the physical measurements from experimental specimens and in-service bridges. The data were collected using both terrestrial laser scanners combined with images, and laser scanners and cameras mounted to unmanned aerial vehicles.
