English Social work education in China has developed dramatically over the past decade. However, because of its unique social, cultural and political back-ground and contexts, its current and future development faces tensions associated with politicization, professionalization and commercialization in the fields of values, social service delivery, social work practice and curriculum development. Contracting of community services to non-governmental service-providing organisations – mainly social work agencies – is an emerging phenomenon and a social innovation with regard to delivering community services in urban China. Contracting of community services for the older person, which is the focus of this study, is embedded in the macro context of the development of social service contracting in China. Qualitative research techniques, including document analysis, case study, participant observation and in-depth interviews, were adopted for this study. Nine government officials, three staff working in Community Residents’ Committees, 15 staff working in social work agencies and 41 older people were interviewed in an effort to understand the impact and challenges of community service contracting in urban China. The findings showed that the involvement of social work agencies in the community service provision system results in integration of community resources, expansion of service coverage and enhancement of older people’s access to community services. However, several problems may impede the development of community service provision in the context of contracting in China. These include purchaser-oriented rather than user-oriented service provision, older people’s negative attitude towards social work services, inappropriate performance measurement, reliance of non-government organisations on government funding and ambiguous definition of community services.

Abstract In China, social service contracting is a new phenomenon even in the most developed cities and areas. The action that the government contracts with non-government organizations in delivering community service is merely a local initiative under the context of social administration reform. There are scarce theoretical and empirical discussions relevant to social service contracting in Chinese academic community. In the light of this gap, this article draws on literature of social service contracting in developed countries or cities to understand key elements ensuring an effective contracting and impacts of contracting. Available literature on social service contracting in China is used for discussion to understand the development of social service contracting in China. Public and social services contracting in China can be briefly divided into three models: non-competitive contracting model, competitive contracting model and informal contracting model. Factors influencing the implementation of contracting programs in China are concerned with the participation of sufficient NGOs, the roles and attitudes of government agencies and the relationship and the interaction between stakeholders. The contracting programs both have positive and negative impacts on service provision.

Abstract:
Social media has been used as data resource in a growing number of health-related research. The objectives of this study were to identify content volume and sentiment polarity of social media records relevant to healthcare services in China. A list of the key words of healthcare services were used to extract data from WeChat and Qzone, between June 2017 and September 2017. The data were put into a corpus, where content analyses were performed using Tencent natural language processing (NLP). The final corpus contained approximately 29 million records. Records on patient safety were the most frequently mentioned topic (approximately 8.73 million, 30.1% of the corpus), with the contents on humanistic care having received the least social media references (0.43 Million, 1.5%). Sentiment analyses showed 36.1%, 16.4%, and 47.4% of positive, neutral, and negative emotions, respectively. The doctor-patient relationship category had the highest proportion of negative contents (74.9%), followed by service efficiency (59.5%), and nursing service (53.0%). Neutral disposition was found to be the highest (30.4%) in the contents on appointment-booking services. This study added evidence to the magnitude and direction of public perceptions on healthcare services in China’s hospital and pointed to the possibility of monitoring healthcare service improvement, using readily available data in social media.

Community-based mental health services are important for the treatment and recovery of patients with mental health disorders. The Chinese government has made the establishment of a highly efficient community-based health service an enduring priority. Since the 1960s, community-based mental health services have been developed in many Chinese cities and provinces. National policies, including mental health regulations and five-year national mental health working plans, have been issued to support the development of quality of mental health services. The accessibility and efficiency of community-based mental health services are now highly promoted to community residents. According to the National Standards for Primary Public Health Services, community-based mental health services are one of the most important components of primary public health services. They are mainly provided via Community Health Service Centres (CHCs), by a combination of general practitioners, public health physicians, nurses and social workers. Patients receive individualized and continuous health services according to their rehabilitation status. These services include regular physical examination, health education, rehabilitation guidance, social function rehabilitation training, vocational training and referral services; family members also receive care and psychological support. Future work will focus on expanding mental health service coverage and usage, increasing awareness of mental health and decreasing stigma, and strengthening service capability to establish an integrated model to enhance the overall efficiency of mental health services.

In response to the rapidly growing need for social services among China’s population, particularly for older people, the government has begun to explore the community-based service delivery model. Using the recent developments in China’s care of older people as a case study example, this article documents the progress of community-based service delivery for the aged living in the community, and explores the community’s evolving role in China’s social service delivery system. China’s model — a horizontal—vertical mixed model — presents a new perspective of defining service delivery and community practice, which has various implications and broadens the view of Western social work practice.

Le vieillissement de la population, couplé aux changements sociaux dus à l’urbanisation et à la modernisation de la Chine, entraine un besoin pressant de services et d’établissements pour personnes âgées. Le gouvernement doit adresser cette situation en développant un système gérontologique adapté aux besoins du pays. L’implication tardive du gouvernement entraine la nécessité de réformes importantes, et la mise en place d’un cadre législatif pour rediriger le développement qu’a pris le système gérontologique, en décalage avec les besoins de la population.Cette thèse a été mise en place en parallèle du lancement d’objectifs politiques ambitieux concernant une refonte du système gérontologique chinois. Cette situation a entrainé une nécessité de mettre en avant le travail de terrain. L’étude centrale, sur l’arrondissement de Changping de la municipalité de Beijing, analyse la manière dont les décideurs politiques formulent des décisions concernant le développement des services et établissements pour personnes âgées.Cela a été possible au travers d’un projet de recherche, réalisé par une équipe de chercheurs travaillant pour le gouvernement, équipe dans laquelle j’étais intégré. Cela me permet d’étudier les relations du gouvernement local avec les chercheurs, avec les directeurs des établissements, et avec le gouvernement municipal. Au travers de cette démarche, je vise à mettre à jour les processus décisionnels concernant le développement du système gérontologique, et d’expliquer quels phénomènes perturbent la mise en place de solutions fonctionnelles, pourtant bien identifiées par le gouvernement central
Population ageing and social changes, due to urbanization and modernization of China, lead to a pressing need of services and facilities for the elderly. The government must address this situation by developing an elder care system answering the needs of the country. Late government involvement leads to the need for major reforms, and the establishment of a legislative framework to redirect the development that took the already existing elder care system, in order to put it in line with the needs of the population.This thesis has been set up in parallel with the launch of ambitious political goals for an overhaul of the Chinese elder care system. This has led to a need to emphasize fieldwork research. The main fieldwork study is on the Changping district of Beijing Municipality. It analyzes how policymakers take decisions regarding the development of services and facilities for the elderly, through a research project on this theme, realized by a team of researchers working for the government, team in which I was integrated. This allows me to study the relationship of the local government with researchers, with the directors of senior care institutions, and with the municipal government. Through this approach, I aim to reveal the decision making process regarding the development of the elder care system, and explain what phenomena disrupt the setup of functional solutions, however well identified by the central government

Social instant messaging services (SMS) such as WhatsApp, Snapchat and WeChat, have significantly changed the way people work, live, and communicate, attracting increasing attention from multiple disciplinary including computer science, sociology, psychology, and physics. In SMS, social groups play a very important role in supporting communication among multiple users. An interesting question arises: what are the dynamic mechanisms underlying the group evolution? Or more specifically, in an existing group, who should be invited to join? In this paper, we formalize a novel problem of predicting potential invitees of groups. Employing WeChat, the largest social messaging service in China, as the source for our experimental data, we develop a probabilistic graph model to capture the fundamental factors that determine the probability of a user to be invited to a specific social group. Our results show that the proposed model indeed lead to statistically significant prediction improvements over several state-of-the-art baseline methods.

Abstract:
In the past 40 years, China has experienced the largest and fastest urbanization development in the world. The infrastructure, urban environment and medical services of cities have been improved significantly. The health impacts are manifested in the decrease of the incidence of infectious diseases and the significant increase of the life span of residents. However, the development of urbanization in China has also created many problems, including the increasing pollution of urban environment such as air, water and soil, the disorderly spread of urban construction land, the fragmentation of natural ecological environment, dense population, traffic congestion and so on. With the process of urbanization and motorization, the lifestyle of urban population has changed, and the disease spectrum and the sequence of death causes have changed. Chronic noncommunicable diseases have replaced acute infectious diseases and become the primary threat to urban public health. According to the data published by the famous medical journal The LANCET on China's health care, the economic losses caused by five major non-communicable diseases (ischemic heart disease, cerebrovascular disease, diabetes mellitus, breast cancer and chronic obstructive pulmonary disease) will reach US$23 trillion between 2012 and 2030, more than twice the total GDP of China in 2015 (US$11.7 trillion). Therefore, China proposes to implement the strategy of "Healthy China" and develop the policy of "integrating health into ten thousand strategies". Integrate health into the whole process of urban and rural planning, construction and governance to form a healthy, equitable and accessible production and living environment. China is building healthy cities through the above four strategies. The main strategies from national system design to local planning are as follows. First of all, the top-level design of the country. There are two main points: one point, the formulation of the Healthy China 2030 Plan determines the first batch of 38 pilot healthy cities and practices the strategy of healthy city planning; the other point, formulate and implement the national health city policy and issue the National Healthy City. The evaluation index system evaluates the development of local work from five aspects: environment, society, service, crowd and culture, finds out the weak links in the work in time, and constantly improves the quality of healthy city construction. Secondly, the reform of territorial spatial planning. In order to adapt to the rapid development of urbanization, China urban plan promote the reform of spatial planning system, change the layout of spatial planning into the fine management of space, and promote the sustainable development of cities. To delimit the boundary line of urban development and the red line of urban ecological protection and limit the disorderly spread of urban development as the requirements of space control. The bottom line of urban environmental quality and resource utilization are studied as capacity control and environmental access requirements. The grid management of urban built environment and natural environment is carried out, and the hierarchical and classified management unit is determined. Thirdly, the practice of special planning for local health and medical distribution facilities. In order to embody the equity of health services, including health equity, equity of health services utilization and equity of health resources distribution. For the elderly population, vulnerable groups and patients with chronic diseases, the layout of community health care facilities and intelligent medical treatment are combined to facilitate the "last kilometer" service of health care. Finally, urban repair and ecological restoration design are carried out. From the perspective of people-oriented, on the basis of studying the comfortable construction of urban physical environment, human behavior and the characteristics of human needs, to tackle "urban diseases" and make up for "urban shortboard". China is building healthy cities through the above four strategies. Committed to the realization of a constantly developing natural and social environment, and can continue to expand social resources, so that people can enjoy life and give full play to their potential to support each other in the city.

Abstract:
The People’s Republic of China (PRC) has eliminated absolute poverty in 2020. Its recent national 14th Five-Year Plan (2021–2025) highlights improving the quality of human capital as an essential goal. Research has shown that investing in early childhood development generates the highest rates of return and leads to better education, health, social, and economic outcomes. After decades of neglect, the government has been increasing investment in preschool education targeting children in ages 3–6 years since 2010. This paper recommends that a comprehensive and equitable early childhood development service system must be a priority in building essential public service systems.

In recent years, Latin America has seen the introduction of innovative pay-for-success mechanisms to fund social programs, including Social Impact Bonds (SIBs) and Development Impact Bonds (DIBs), outcome-based contracts that incorporate the use of private financing from investors to cover the upfront capital required for a provider to set up and deliver a social service. In this context, IDB Lab established a SIB Facility in 2014 to promote the focus on outcomes in social programs and increase outcomes-based commissioning. The SIB Facility has resulted in IDB Lab providing support to developing SIBs in Colombia (first SIB launched in a middle-income country), Argentina, Chile, Mexico and Brazil. Since then, several employment SIBs have launched in Colombia and Argentina and prefeasibility studies for SIBs on other topics are currently underway in Chile. This Technical Note aims to capture the lessons learnt from developing SIBs in Latin America, focusing on the five countries where the SIB Facility played a pioneering role. The study takes a retrospective view in examining what has been done and a prospective view in considering how challenges can be overcome and how lessons learnt might be considered within the IDB Lab, both at SIB level and at ecosystem level looking at the SIB ecosystems that have started to emerge. In the study, we find that the SIBs that have launched in the study countries were well designed and that there had also been thorough consideration of the advantages and disadvantages of the model.
