Full textSince the creation of Local Community Service Centres (CLSC), community organizers (OC) have implemented a liaison function that has changed according to the various periods of implementation of the community approach that characterizes these institutions. During deployment of the CLSCs network (1972-1985), the OCs supported the linkage of services and community. During the institutionalization period (1986-2003), these practices moved to the support of collaborative approaches around social and health issues. The thesis explores these changes and answers the question of what has become since 2004 the liaison function within the framework of population-based responsibility of Health and Social Services Centres (CSSS). Functions are a blind spot in Quebec’s and North America’s literature about community organizing. Authors discussed the Community Liaison Approach and Social Planning Model, but literature provides mainly an overview of skills and competencies required to perform the liaison function. Carried out according to grounded theory methods, the research was conducted through interviews with OCs and rural development agents (ARD) involved in eight local action systems (SLA) located in a same region, and with social actors with whom they are linked: community stakeholders, and directors of CSSSs and MRCs. The results of the analysis of these data are presented in three chapters on the variability of the liaison function over time and SLAs, relations with local and regional stakeholders in liaison practices, and a proposed definition of liaison function. Liaison function is in keeping with the political dimension of collective action and is based on five skills: knowing the community, mobilizing stakeholders, ensuring the cohesion of the SLA, democratizing relations with authorities, and making resources accessible for the implementation of actions.

Full textSocial work in Europe is characterized by dynamics of convergence, reinforced by formal and informal processes of Europeanization within the European Union, and variables rooted in the history and culture of the countries. One of the most visible areas of divergence in the social work profession between countries is the emphasis on community work. These differences in status are compounded by nuances in the organization and forms of community practice in different countries, in social work and at its margins. How can these variations be understood and interpreted? What are the factors that determine whether or not community work is included in social work? This thesis presents social work and community work in 6 European countries (France, Netherlands, England, Sweden, Czech Republic, Italy), corresponding to distinct welfare state models, and is based on semi-structured interviews with field workers and academics in each country. The socio-historical study of community work across Europe shows that it was imported post-war as a professional practice, and that everywhere (except in Eastern Europe, where social work as a profession did not exist) it went through a golden age - while retaining a minority status in social work - culminating with the ideology of development and the radical movement in the 1960s and 1970s. The shift towards liberalism in the 1980s redefined the political project assigned to social work, towards more curative and individual interventions, focusing on target groups. From then on, community work was marginalized or grew outside of social work, with the exception of the Netherlands, where it remained as a social work branch despite a decline in numbers. However, since the 2000s, the community (and its corollary, civil society or the third sector) has returned to the center of public discussions, first under the influence of the political model of the Third Way, and then more generally following the implementation of public management principles, which reflect the penetration of ideological and managerial neoliberalism throughout Europe. Thus, models of community activation and networking towards community empowerment are more present in countries where the liberal turn is more pronounced. The empowerment paradigm, although widely polysemic, contributes to unify the field. Among the variables, some relate to the arrangements between different actors within the welfare state, depending on the role granted to civil society, and to political cultures centered on consensus or cleavage, according to which social work seeks to adjust its role in the political arena - depending on whether it seeks neutrality in order to avoid the cleavage, or whether it acknowledges its legitimacy to speak out in the public arena (and is recognized as such by the public authorities). The pre-existence of professional traditions in popular education (such as animation in France) or social pedagogy, which seem to be a specific European component, also conditions the place of community work within social work: social work in the Nordic countries was built on a tradition of social pedagogy, while in France, the relationship between animation and social work is, historically, tumultuous. Finally, another variable is the status of the social work profession, which allows it to have a hold on the scope and definition of its activities

Full textThe thesis analyses innovative forms of social intervention programs created recently in France, known as “social mediation” and carried out by “mediation workers”. These new work forms have developed largely since 1997 through the impetus of two public policy devices intended to curb unemployment. The theoretical question is to understand under what conditions these recently created occupations are stabilised. The analysis focuses on three groups of workers : “municipal mediation workers” ; “urban regulators” ; “women-liaisons” employed by a non-profit association. The analysis is based on the formal sociology of Georg Simmel. It underlines that in these recently created positions, the workers do not make their place by constituting an autonomous group. This is accomplished however by creating links with established professions of social work. They are part of a collective entity which is not a professional group but a system of interactions constituted by three types of actors : precarious populations, traditional social workers and financial organisms. This collective entity is regulated by a main mecanism – reciprocal action – which tends to stabilise interactions as well as the recently created worker positions. So, these occupational actors gain a form of stability by taking part in the network of relations with different interlocutors. But this form of stabilization is precarious given that it is dependant on temporary work contracts and of the strategies of actors who constitute the collective body

Full textAdvances in technology, in particular the democratization of mobile devices (PCs, smartphones and tablets), has made information accessible to anyone at any time and from anywhere while facilitating the capture of physical contextual data, thereby justifying the growing interest for pervasive computing. The classical approach of pervasive computing has been affected by the introduction of the social dimension. Ubiquitous systems do not meet the needs of users independently from each other but do take into account their social context. Fostering the social dimension has given rise to a fast growing research field called Pervasive Social Computing. Applications in this area are increasingly concerned by communities. The contextual information associated with a community can be harnessed for personalization, adaptability and dynamic deployment of services, which are important factors for Pervasive Computing. A community is considered in our approach as a set of distinct social entities that should be supported with services as a single user is. In this thesis, we look into different aspects of existing centered communities applications and we identify several weaknesses and shortcomings in the notion of community, the community models, and the architecture of communities’ applications. To overcome these shortcomings, we propose three main contributions: A new type of communities that fits better with the requirements of pervasive environments: short- lived, geolocated and spontaneous (without thematic constraint) community. Intuitively, it is the type of community that best matches with circumstantial, accidental, incidental or fortuitous situations. This kind of community has to meet specific needs, which are not taken into account by perennial thematic communities. A model for communities based on semantic web standards to overcome the problem of heterogeneity across definitions and models. The ontological representation allows us to organize and represent social data, to make information searches easier for users and to infer new knowledge. A dynamically reconfigurable architecture for fostering spontaneous communities in order to facilitate the user access to communities, information exchange between community members and service discovery. The proposed architecture for community and service discovery have been validated through a prototype called Taldea and have been tested through several scenarios characterized by mobility and ubiquity

Full textHundreds of people with a severe mental health disorder live in intermediate and family-type resources in the Quebec region. The main purpose of these structures is to integrate vulnerable people into the community. The aim of this research is to determine the impact of intermediate and family-type resources owners’ as well as their employees’ interventions on the community integration of their residents. This study uses Segal and Aviram’s (1978) community integration model as a conceptual framework. Their model proposes to divide the community integration into two concepts: internal and external integration. Internal integration refers to the evolution of residents in the housing environment, whereas external integration concerns the engagement of residents outside the residence. Semi-structured interviews were conducted with residents, owners, and employees of intermediate and family-type resources in the Quebec region. The sample was comprised of 12 actors involved in the field of mental health housing resources including five residents, four owners, and three employees. The data collected were analyzed using a thematic content analysis. The main interventions carried out by owners and employees to ensure the residents’ community integration are grouped into six categories: the establishment of rules, group activities, management of the consumption of goods and services, the formation of a residents’ committee, support for family relationships, and the sustainment of activities independently carried out by residents. It was shown that owners’ and employees’ interventions focus on two objectives: developing residents’ autonomy and ensuring their protection. Owners’ and employees’ authority status is used as one of the main tools to intervene with their customers. Results from this research confirm, but also contradict, previous findings regarding the tension between residents’ need for protection and autonomy, owners’ and employees’ authority status, and the impact of these individuals on the community integration of residents. Full textLa présente étude traite des enjeux de la participation sociale liés au contexte de mixité sociale. L'objectif général est de décrire et de découvrir les facteurs et obstacles qui favorisent ou freinent la participation sociale des personnes vivant dans une habitation collective de mixité sociale. La stratégie de recherche est qualitative et l'étude de cas a été choisie pour tenir compte des concepts de participation sociale et de mixité sociale. Ainsi, la recherche a été réalisée auprès de l'organisme à but non lucratif (OBNL) Habitations Vivre Chez Soi. Les données du projet ont été recueillies auprès de huit personnes lors d'entrevues semi-dirigées, deux périodes d'observation participante ainsi que l'analyse de vingt documents écrits. Le portrait ainsi obtenu de la participation sociale a démontré que les facteurs et les obstacles sont à la fois de l'ordre individuel, interpersonnel, organisationnel et environnemental. De plus, l'analyse des résultats indique que certaines caractéristiques propres au phénomène de la mixité sociale ont un impact sur l'engagement des participants. À partir des constats empiriques mis en parallèle avec la théorie, le chercheur a identifié quelques pistes d'action pour les organisateurs communautaires ainsi que pour les décideurs qui gèrent ou aménagent un milieu d'habitation en mixité sociale afin de mobiliser et de maintenir la participation.

Full textIn Quebec City, gentrification is increasingly observable in the Saint-Sauveur neighbourhood. This qualitative study provides an opportunity for participants to talk about a subject that concerns them, namely gentrification, and to cross-reference various perceptions of this phenomenon. The research aims to answer the following question: what are the perceptions three groups of social actors have of gentrification in the Saint-Sauveur neighbourhood of Quebec City? The analytical framework of the research is based on critical and constructivist epistemological postures but also on the theory of symbolic interactionism. This case study was conducted through 15 semi-directed individual interviews that were conducted with three groups of social actors: recent and long-term residents, community workers and volunteers, and business owners. The content analysis was performed using NVivo 11 software. After the analysis was done, participants were gathered for a final group meeting to validate its results. The results of this study allow for a better understanding of participants’ perceptions. Their perceptions of the gentrification process are very nuanced; they describe it as a mechanism where it is important to preserve a certain balance. These perceptions have been subdivided into six categories: population, housing, physical space, culture, local businesses and services, and security. These factors influence each other and combine to present a portrait of the different aspects of gentrification. The research participants expressed their perceptions regarding the roles of different social actors within the neighbourhood, revealing the full complexity of the gentrification phenomenon. The perspectives for research, for interventions and for the future of the neighbourhood are explained in order to offer some avenues for reflection on the topic of gentrification.

Full textThe Saint-Roch district of Quebec City is marked by a process of revitalization, a societal mix,and diverse social challenges. This qualitative research aims to explore and understand a local intervention which is deployed there and aims to improve cohabitation between the various social groups. This is the job of the agent.e de mixité. This thesis aims to answer the following research question : How is the function of the agent.e de mixité negotiated at the intersection of the perceptions of social actors concerned by the challenges brought about by the context of revitalization of the Saint-Roch district and their expectations for this function? The theoretical framework of the research is based on constructivism and is more precisely inscribed in symbolic interactionism. Data collection was carried out with seven participants from five social groups: citizens, citizens living in poverty, community workers, traders, and workers in an institution. The results allow us to understand their perceptions of the challenges present in the context of revitalization and social mix of the district such as cohabitation, gentrification, marginalization, and judiciarisation. It also allows understanding of their expectations regarding the function, position, and skills of the agent.e de mixité. Subsequently, the results of these individual interviews were presented to a group of 12 people involved with the Projet Vie de parvis. The discussions during this meeting shed light on the dimensions of the function of the agent.e de mixité which are negotiated at the intersection of these different expectations and perceptions such as temporality, outlines, scope, and extent of function. All content has been compiled and analyzed using Dedoose.

Full textThis thesis aimed at assessing service providers’ initial stance toward the implementation of a multi-level/multimodality evidence-based program (EBP). It also aimed at examining the association between initial stance and subsequent program use during the first two years of active implementation. To do so, the thesis examined the implementation of the EBP Triple P – Positive Parenting Program (Sanders, Cann, & Markie-Dadds, 2003) in the province of Quebec, Canada. In the first part of the thesis, profiles of providers were identified based on their pre-implementation attitudes toward EBPs, self-efficacy in conducting behavioral family interventions with parents, perception of their perception of their training needs related to working with parents, perception of the adequacy of their organization’s offices and physical space available to support the implementation of Triple P, and perception of the facilitators and barriers to its implementation (characteristics of the agency, staff and team leader). A latent profile analysis was conducted, and a two-profile solution was chosen as the best representation of the data. The two profiles differed mainly by the level of optimism or skepticism toward the implementation of Triple P. The associations between the profiles and three retrospective self-reported measures of program use (whether or not the provider used Triple P at least once during the 2-year period following their initial training) and amount of program use (number of families reached during the 2-year period, and number of sessions conducted during the last six months) were examined. Program use and amount of program use did not differ between the two profiles, suggesting that agencies willing to implement a new program should not held back from involving more skeptical providers into the implementation efforts. In the second part of the thesis, the indicators of initial stance, as well as sociodemographic characteristics were used to predict program use and amount of program use. Amount of program use was assessed using three self-reported prospective indicators (number of parent reached, number of activities conducted, and total duration of Triple P interventions conducted during the two-year period following initial training). An exploratory factorial analysis confirmed the adequacy of integrating these three measures within a multidimensional usage index. Regression analyses showed the influence of individual and contextual factors on the usage of an EBP. The thesis highlighted that, when implementing a new EBP, what matters is not to target only optimistic providers to receive training, but rather provide all providers with adequate support in order to reduce organizational barriers to implementation. It also underlined the importance of studying many indicators of usage in implementation research.

Full textIn 2003, public health authorities of the Province of Quebec, Canada, published their first national public health program in which a strategy known as the “Support for the development of communities” was included. In order to enrich the knowledge on the implementation of the strategy and its influence on the practice of the professionals mandated to update same, community organizers from the local Health and Social Services Centers, this thesis had three main objectives which were investigated through three different research processes. The first part had for objective to study a community development process. An ethnographic study revealed the complexity of the strategy, underlined the role of the socio-cultural and historic factors and targeted elements to be considered for practice. It also highlighted the importance to adopt a health equity perspective. The second part aimed at describing how the strategy influenced community organizing practices. The analysis of a reflexive practice group, composed of community organizers, helped identify key challenges related to the strategy: the need to clarify the role of community organizers in community development, the difficulties to stimulate and support citizen participation and finally the difficulties associated with this function within the organizational context of Health and Social Services Centres. Finally, the third part sought to identify favourable and unfavourable elements to the integration of the strategy in the practice of community organizers and the organizations that employ them. In addition to the interviews realised in the ethnographic study and the reflexive practice group, nine semi-structured interviews with key actors were realised. The participants indicated that the strategy brings a paradigm shift in favour of health equity, which cannot be achieved without important changes to professional and organizational practices. This thesis has thus contributed to provide new knowledge on the development of communities for the field of public health and the results indicate that it still has to be refined and that its implementation could be improved. In this regard, a heuristic model to generate a conversation between community organizers and public health practitioners, is offered in conclusion.

Full textThis qualitative research focuses on the effect of participating in a tontine, a type of rotating savings and credit association, on Senegalese women’s empowerment. The data provided in this document come from a study case that was carried out in the tontine AND DANNE at a moderate rental housing market in Nimzatt. Twelve women have been interviewed using semi-structured interviewing guides. The concepts of “empowerment” and “participation” were defined in a conceptual framework. The applicability of the empowerment approach as the chosen method of data analysis has allowed us to see the beneficial effects of participating in a tontine. The fact is that the participation of women to such financial association increased their self-esteem and significantly improved their relationship with other women from within the group as well as with their community. The critical awareness of the participants comes from the lack of access to credit experienced by the majority of Senegalese women. Both “de facto” and voluntary participation were observed within the tontine. Also, the tontine is at the real power of the scale of participation proposed by Arnstein (1969), as there noted the presence of levels of partnership and delegation. The data analysis highlights other avenues of research, including community-based behaviours observed in participants who provided moral support and dietary management to young Talib beggars. These initiatives could well serve as examples to follow for the Senegalese government for the implementation of social programs. Key words : Tontine - participation - empowerment – study case

Full textThe health hut model in Senegal is the result of a socio-historical process as well as the health policy evolution. It underpins the health pyramid and is integrated into the health system. Paradoxically, communities struggle to appropriate their health huts. The lack of understanding of the community appropriation process justified this research, which makes it original.The research hypothesis is that the dynamics of community participation influence the health hut appropriation.Through a qualitative, empirical and exploratory research using a multiple case study strategy, three cases were selected in the Thiès region. Four types of qualitative data were collected: in-depth interviews, focus groups, semi-structured interviews and direct observation.A relational perspective based on flexible conceptual framework inspired by Bourdieu’s theory and an Eliasian socio-historical approach guided the research.Data were analyzed by means of the grounded theory method using a coding based on progressive abstraction; which allowed the emerging of categories used to develop the theoretical framework.Results show that the appropriation process mechanisms are expressed through the capacity of communities to manage critical events; and the immersion of the health hut in the social fabric.The agency of action, the sense of community and the capacity of community members to mobilize their social practices of participation are the driving forces of the appropriation process, that is sustained by the interrelations between the cultural, social and symbolic capitals. The latter displays at the community level by coming into play in the appropriation construction as process and not as an aim, and by renewing the trust and reciprocity space that is essential for collective actions. Of originality, is the discursive building of identity, recognition; and space of trust and reciprocity.Are discussed, methodological aspects and the operationability of the appropriation concept: among others, appropriation appears as a process and not as an aim.The study opens new research paths as it relates to the widening of the geographical area of such type of study; and by taking into account the supra-community level factors. It recommends a paradigm shift from the part of development agents who need to consider communities as unit of participation, as systems full of potential and solutions that wait to be stimulated and mobilized; and not as problem nets to be addressed using imported solutions

Full textVertical integration of healthcare organizations is one of various solutions put forward to reorient health systems and services around primary care, but such experiments remain limited. We examined the implementation of Health and Social Services Centres (HSSCs), introduced by the 2003-2004 reform and aimed at merging healthcare facilities in the province of Quebec. Our research objective intends to show how and under what conditions the integration of healthcare organisations’ administrative governance was made possible. Rooted in a political economy analytical framework, six case studies were conducted in territories within two regions (Bas-Saint-Laurent and Chaudière-Appalaches), using documentary analysis and 32 semi-structured interviews. Our results unveil the singularity of experiences across the six territories, the implementation dynamic and strategies being highly influenced by local context. Our key findings are organized around four convergent axes. First, territoriality portrays the institutionalized status of the regional county municipality (RCM) as an historical and contemporary scheme around which health care services are organized. Second, from an institutions’ history perspective, the research brings to light that HSSC’s implementation is more broadly part of an evolutionary and sequential process, made of interconnected phases of often conflicting mergers and other more consensual forms of organizational integration put in place since the 1990s. Third, the axis of organisations and missions reveals how the initial opposition between hospital and community services fell short rapidly, but also that the healthcare institutions’ missions showed resilience and therefore integrated at different paces in each territory. Finally, under the actors axis, the research shows how individuals had a greater impact than groups in the implementation processes. The practices described in our research share a common dynamic of constant tension between two logics: resistance and belonging. These logics generate conflicts which are mediated through negotiation and compromise. This leads to conclude to the political nature of the mergers’ implementation process, given that it meets the definition of politics, in both its objects and its actions modes.

Full textIn 2003, public health authorities of the Province of Quebec, Canada, published their first national public health program in which a strategy known as the “Support for the development of communities” was included. In order to enrich the knowledge on the implementation of the strategy and its influence on the practice of the professionals mandated to update same, community organizers from the local Health and Social Services Centers, this thesis had three main objectives which were investigated through three different research processes. The first part had for objective to study a community development process. An ethnographic study revealed the complexity of the strategy, underlined the role of the socio-cultural and historic factors and targeted elements to be considered for practice. It also highlighted the importance to adopt a health equity perspective. The second part aimed at describing how the strategy influenced community organizing practices. The analysis of a reflexive practice group, composed of community organizers, helped identify key challenges related to the strategy: the need to clarify the role of community organizers in community development, the difficulties to stimulate and support citizen participation and finally the difficulties associated with this function within the organizational context of Health and Social Services Centres. Finally, the third part sought to identify favourable and unfavourable elements to the integration of the strategy in the practice of community organizers and the organizations that employ them. In addition to the interviews realised in the ethnographic study and the reflexive practice group, nine semi-structured interviews with key actors were realised. The participants indicated that the strategy brings a paradigm shift in favour of health equity, which cannot be achieved without important changes to professional and organizational practices. This thesis has thus contributed to provide new knowledge on the development of communities for the field of public health and the results indicate that it still has to be refined and that its implementation could be improved. In this regard, a heuristic model to generate a conversation between community organizers and public health practitioners, is offered in conclusion.

Full textNew forms of governance, including citizen’s participation, are emerging in the field of public health. This thesis considers the reasons why citizens, who are involved in non governmental organisations (NGOs), are interested in new approaches of participation such as citizen's juries. The author uses theories of social movement and explores the theoretical model developed by Florence Passy for the altruistic commitment. She focuses on the parameters and determinants of the health commitment with the different objects and forms. Thirty non direct interviews were conducted with citizens. These citizens were involved in NGO health projects, neighbourhood health community workers or were involved in new mechanisms of participation like citizen's juries. She shows how the citizens legitimise and rationalise the reasons of their commitment. The author explores the specific characteristics of this commitment which question the classic dualities: individual/ collective, lay person/expert, voluntary helper/paid worker. She shows that a person who wishes to improve health reflects a mixture of the classic sociological models of militancy. The author concludes that a commitment by these people can push back frontiers and possibility is a model of future participation

Full textThe Universal Health Coverage (UHC) has become a globally accepted concept and medium of providing healthcare to populations equitably and it’s a goal from the third Sustainable Development Goals (SDG), to be achieved by 2030. It has been described as one of the most progressive concepts to transform lives. Ghana in 2003 initiated its own form of the UHC through the establishment of the National Health Insurance Scheme (NHIS) and the continuation of the Community Health-Based Planning and Services (CHPS) implementation. It was a political decision which brought together different interest groups. The implementation of this decision saw healthcare expenditure shoot up to 10.6 percent as a share of Gross Domestic Product (GDP) in 2007. After more than a decade, the UHC (NHIS) has stagnated in growth. This study looks at the NHIS’ implementation from the point of view of the Social Determinants of Health (SDH) and what it could mean for growth if the Health in All Policies (HiAP) concept was applied. Through the use of Kingdon’s theoretical framework in terms of multiple-streams framework and agendas, alternatives and public policies, the policy process and environment are assessed. The research method used was qualitative case study. Some of the research outcomes were that there are undercurrents of tensions existing between a purely voluntary approach to the implementation of the UHC policy and the quasi-compulsory approach adopted by the country. In conclusion, the research finds that financially, it is not feasible to continue with the current strategy. There is the need to seek better institutional complementarities in pursuant of the UHC and adoption of the SDH
