Full textThis PHD thesis analyses the personal care aid, especially as developed in non-profit organizations. The aim of the first part is to build the research object. The first chapter recounts the slow development of personal care aid as an activity sector. The second chapter shows the difficult conditions of` care work. The third chapter analyses why the law to develop home care services, changed the whole sector of personal care aid. The second part develops some "conceptual tools" to enlighten the problems shown in the first part. In chapter 4, three types of relationships that exist in this sector are conceptualized-like a triangle: the service relationship, the employment relationship, and the work p relationship. The relationships that appear in this triangle in the context of non-profitmaking organizations are analyzed in chapter 5, considering that they are part of` a system. The goal of the third part is to analyze the stakes and the development of the sector of` non-profitmaking organizations, taking into account the three identified relationships. The chapter 6 shows why the work and employment relationships are inseparable. The chapter 7 analyzes how specific the work and service relationships are in the non-profit organizations in the field of personal aid care. In a moving context, chapter 8 deals with the necessary balance between the different relationships

Full textThis research is focused on a population of female workers who provide homecare for the elderly in a small wealthy town of the Paris area. We analyse their orientation to work, but we are also able to capture the structure of social relations at work, both in terms of class and ethnic relations. This research is mainly based on a field work but it also involves a quantitative survey and a socio-historical investigation. By combining with great precision social assets and occupational assets, it reveals the existence of two distinct occupational and social groups in the population of homecarers : white females from "respectable working class", and lower class females, either white born on the soil or immigrants from Africa or the West lndies with sorne education but deprived of family connexions in continental France

Full textMy thesis tests the existence of a unique sectorial-based regulation for lifestyle and domiciliary care services as it was institutionally delimited and thought by the French Plan Borloo (2005). I defend the idea that the Plan Borloo has not generated a unified sector configuration (as defined by sectorial-based regulation approaches). The Plan Borloo has introduced institutional arrangements that aim to constructing a market for lifestyle and home care services. Theses arrangements are mobilised both by new players and by historical suppliers but non-homogenously and differently than expected by the Plan. The consequence is a double crisis (crisis of the new player “brand names” and crisis of the historical third sector actors) that my conclusion explains

Full textIn view of the apparent effacement of the handicraft economic part, the perennial substratum of its sociocultural function, that is to say the proximity communication, defines its new vocation. Consequently, regarding the handicraft sector, there is future only in the relational service brought to the national organisation. Because, as the evolution of the contemporary society is accompanied by an environmental emptiness the handicraft is able to fill up, it is this need of proximity communication the handicraft sector should satisfy. As a matter of fact, the extra satisfaction thus offered to the public makes the real added value of the handicraft, the one which creates for the market the real value of the handicraft sector

Full textThis Ph. D. Thesis in economics deals with neighborhood services, and especially with home help services to elderly people. This highly growing sector of the economy is poorly discussed, in particular on its theoretical level. E. G. , There is no theoretical study on the variety of the development models of these services. The present research aims at understanding the basic principles of the various economic logics of these services, and at applying their dynamics. Our central approach consists in thinking this diversity in terms of plurality of "worlds" (or of productive modes) and of service markets. In the first part, we attempt to sort out the complexity of this market through analyzing how these services are practically resorted to (demand genesis) and the related professional practices (supply). In the second part, we propose a theoretical framework to understand and analyze this diversity and its connections to uncertainty. This framework was worked out in reference to the theory of conventions, through its mode of identifying productive models and to an original approach to mandates. This is a dynamic model : it takes into account the developments in environment as well as in home help services to elderly people. Neighborhood services can also be classified according to five productive models divided up into two spheres : first, the formal sphere made of four models, depending on whether mandate is easy or difficult to describe and on whether it is a simple or complex activity ; and the domestic sphere including one model. In the third part, we questions the market development of these services and differentiate three forms of markets. In this part, we go through the idea that the components of this development (solvency process and reduction of uncertainties) vary according to productive models and markets

Full textThe setting of universities in working-class districts (fives in lille and central roubaix) reveals itself as an opportunity to renew the city analysis and to have a better understanding of the change in traditional industrial cities. Nowadays, these cities are manifold actually : lille has always been able to blend university with industry whereas roubaix is witnessing the growing importance of its university. The study shows that the interfering of public authorities aims at promoting the university as a partner liable to solve the crisis in traditional districts : the university is thus expected to work as an economic and social agent giving a new proficiency to the district. Neverthelless , the work shows the existence of a discrepancy between the political will of institutional performers and strategies and the image of the university and district performers. It's on the grounds of a performer's sociology considering the relations and the interrelations that an original combination can be settled : combination of types of performer, types of practices and process leading to a meaningful pattern

Full textThis thesis is about initiatives in the field of the Social and Solidarity Economy (SSE) that put forward proximity-based organizations departing from the dominant paradigm, and especially from the predominant neoliberal ideology. They are born from the concerns of the civil society and result in the creation of local answers to problems arising from the multidimensional crisis that encompasses social, political, economic and environmental issues. The proliferation of these alternative economic experimentations could be an opportunity for the emergence of more diverse ways to devise and govern the economy. However, when they build local production networks, these initiatives encounter isomorphic influences from the prevailing institutional system that seem to hinder their development and push them toward normalization. This can jeopardize their power to transform the society and the economy on a bigger scale. This research provides an explanation of this phenomenon through a meso-economic analysis of the interrelations within the SSE and with the public and lucrative sectors. The purpose is to explain the logic of local coordination that favours the efficiency of these alternatives and of those who result in the resilience of the neoliberal system that they criticize. The thesis is divided into three parts; an historical one that gives perspective on the present issues, a theoretical one that adopts a heterodox and institutional standpoint in order to provide analytical tools that are specifically suited to the chosen subject. The economy of proximity is the main scientific discipline that was selected, with intakes from the economy of convention. Lastly, an empirical part, based on a multidisciplinary approach presents the geographical, institutional and organizational proximity relations of four local SSE networks in the area of Grenoble-Alpes-Métropole and an assessment of their impact ; a territorial pole of economic cooperation (PTCE), a local network of the ethical bank La Nef, a network of urban community-based gardens and a network of local currency and community exchange systems

Full textThe transportation sector is one of the most involved sectors in environmental problems. Therefore, the European Commission advocate, in several papers (White Paper, 1998; Green Paper, 1997), to adopt the marginal social cost pricing taking into account both private (operational costs) and external costs (environmental, congestion and accident costs). The major motivations behind this pricing policy are to improve efficiency and to allow the sector to be developed in a sustainable way. Seaports are also concerned by this pricing approach. However, the economic theory doesn't offer all necessary tools to the evaluation of short-run marginal social costs in seaports. The purpose of this thesis is to palliate this theoretical gap. Thus, we propose theoretical and econometric models permitting to determine operational marginal costs as well as external marginal costs of accidents, atmospheric and noise pollution, and congestion costs in the seaport of Saint-Brieuc. We were based, in particular, on the models developed for the road transport (Jansson, 1994; Lamure, 1990) and on the assumptions commonly retained in port economics

Full textFocusing on the statistical definition of the holidays - four nights out of home - and on their representation the most diffused by the media - the remote departure in commercial lodging - makes delicate the observation of certain kind of holidays such as the holidays carried out not far from home. We used, to highlight them, a monographic analysis of a littoral space, articulated with qualitative enquiries near people spending leisure times in this place. More than a disappearance, we observed a transformation of the modes of relation to this space of proximity, so much so that a significant share of them are not any more holidaymakers stricto sensu. That worsens our blindness, the more so, that holidaymakers, even the most orthodox, hesitate to define themselves as such when they carry out this kind of stay. If some of them have difficulties to keep up their old habits and their legitimacy to be on this littoral and urbanizing space, others have invented, agreeing or constrained, new manners of being present there or of passing part of their holidays there

Full textAim : To study the content of referral letters to an emergency Department. Method : 304 referral letters to the emergency department of Basse-Terre hospital,Guadeloupe, were collected and reviewed during two months. The analysis of these letters was based on criteria definde by the high Authority of Health. Moreover, an analysis was made according to the speciality of the practitioner who whrote the letter, to the discipline of referral (medical, surgical or orthopaedic) and to the patient's date of birth. Results : Most of the letters were one-page long, handwritten and legible. The most mentionned criteria were the pratitioner's identity (99%), the date is was written (99,7%), the patient identity (99%) and the reason for referral (98%). The medical criteria were the least mentioned informations : recent medical information (57%), medical history (47%), medical examination (39%), chronicle medications (32%) and medications of the actual symptoms (14%). The least complete referral letters were written by general practioner. The most detailed ones were about a medical discipline, and about patients over 75. Conclusion : During this study, we noticed that recommandations concerning referral letters were differently applied. Those results could be improved by using pro-forma letter and adding the computerized medical file

Full textWidely supported by public authorities these last years, the human services sector is rapidly growing. Indeed, by social policies as by economic environment, human services quickly grow. The subject of thesis, entitled “human services “, was not voluntarily restricted to be able to give a global approach of the sector. The development of human services answers the evolutions of the society and is carried by different governmental measures. The study will be shot to the employers of the human services sector and aims at returning an accurate image of the legal questions to the point of view labor law. It is useful to define which rules must be applied in functions of the various types of employers and the proposed services. The question of the workers of the sector and their specificities, both with regard to the labor law and to the social welfare, must be treated too. The purpose of thesis is proposing an accurate and complete image of the human services sector

Full textOne of the consequences of innovation is the huge difference between the acceleration in the speed of appearance of new technologies and the time needed to appropriate them. Social representations theories have underlined the importance of “putting into words” the reality and the role of discourses in representation processes in of the context of rapid changes: new services, new uses, new materials and human environments. The main topic of this research was to study the way that people give meaning to innovation through their own representations. Referring to very sensitive and current news (energy economy, handicap and mental health), three studies permitted a qualitative analysis stressing the importance of social representations about “still-there”, based on spontaneous emerging themes during semi-directive interviews. In addition qualitative and quantitative analyses (use of specific software: Alceste) of exchanges on a discussion forum on Internet. This research showed the importance of the freedom of a “putting into words” the experience of living in the elaboration and may be the transformation of social representations. The results engage different outlooks on the study of the power of languages and discourses describing the elaboration, transmission and construction of social representations, especially in the face of technical innovations and social changes

Full textHome care is mainly financed through a public administered price system. Under current conditions of « constraints » on public spending, this administered pricing system has significantly evolved under the enforcement of the new public management. This thesis examines the compatibility of the changing pricing system – based on the principles of this new trend of public management – with the course of the activity as it has historically defined itself. A close Home Care Socio-History study shows that this activity historically developed and defined itself as a Social Work activity, both financed and regulated within the frame of the Welfare State. Home Care is therefore a “Care” mission. It suggests that the form of the social organization of “Care” Work is deeply related to the quality of “Care”, i.e. the work product. By analyzing the evolution of the pricing system, based on the theoretical principles of the economics of information and on the theory of incentives, we show that the reinforcement of the parametric role of price in the exchange relationship is at the heart of this “commodification” process of Home Care Services. This process is to be distinguished from the marketization of Home Care Services. This “commodification” process redefines Home Care activity since it separates the work product from its social organization form. This redefinition is then analyzed from an empirical viewpoint by emphasizing the stylized facts of this transformation of Care Work social organization. It is demonstrated that this transformation must be regarded as a redefinition of the form of wage-labour nexus within the Home Care sector

Full textThe objective of this research is to study the organizational and individual factors who affect manager’s stress in the public sector. The results reveal the role of age, type of organization and hierarchical level in stress perception. Then, the result confirm, on the one hand, the direct influence of role tension, perceived social support from superiors and subordinate and work engagement on perceived stress. They show, on the other hand, inequality of stress perception depending on the size of these variables. Finally, they reveal that the role of perceived stress attenuator attributed to perceived social support under role tensions is not fully validated. It plays this role only for the local managers and in some specific situations. The exacerbation of the role of perceived stress assigned to the emotion-focused coping strategy of self accusation under role tensions is partially verified among public managers

Full textIntroduction: E-health, or any digital tool that we use to take care of our health, has become an integral part of our lives. However, a segment of the population does not use these methods, which results in social health inequalities (SHI). SHI represent differences in disease prevalence and life expectancy for groups of people, caused by social and modifiable factors. E-health can contribute significantly to mitigating SHI by providing efficient access to health services anytime, anywhere, while reducing stigma. However, due to the existing digital divide, E-health can also exacerbate SHI. The term “digital divide” refers to the discrepancy that exists between groups of the population in access to technologies and in technological skills. People with poorer health, who are more at risk of SHI, are also more likely to experience this digital divide. This is a health justice issue. Methodology: In order to understand how to better equip researchers and designers to promote the development of inclusive E-health tools that effectively combat rather than amplify SHI, a social justice approach was chosen. Based on Amartya Sen’s social justice theoretical framework, a systematic review identified conversion factors that promote the development of inclusive E-health tools. A conversion factor, which can be personal, social, or environmental, is a facilitator (or barrier) in the achievement of a given goal. Subsequently, these conversion factors were explored in an empirical study through participant observation. For the purposes and feasibility of this study, this exploration focused on the development of an E-health tool for caregivers of functionally dependent elderly people. Because of the role they play, caregivers are more at risk of developing physical and mental health problems than the rest of the population and, consequently, to being exposed to SHI. The E-health tool (prototype) was developed in the context of eight co-design sessions combined with three working sessions with an advisory committee. Each of these sessions, as well as the research team’s preparation and debriefing sessions, were recorded and analyzed according to the methods proposed by Miles and Huberman and Paillé in order to describe how the conversion factors were (or failed to be) taken into account by the co-designers. Results: Seven conversion factors were drawn from the literature review: 1) providing physical, technical, and financial access to E-health; 2) involving people at risk of SHI in the research and development of digital projects that concern them; and 3) having regard for future users’ (FU) digital health literacy, 4) technological skills, 5) help-seeking process, 6) v learning abilities, and 7) cultural context. The involvement of persons at risk of SHI in the development of an E-health tool for caregivers of functionally dependent elderly people appears to be a key conversion factor through which the other factors are realized. However, although the research team initially intended to leave decision-making on the prototype to coders, time constraints required the team to become more involved in the decision process. The participation of caregivers and stakeholders triggered two debates regarding peer support and the evaluation of formal services. The help-seeking process and digital health literacy are the two other conversion factors that were more fully integrated into the process. Conclusion: From a social justice perspective, researchers and designers have a role to play in ensuring that the tools developed in E-health are inclusive and accessible to all. This project highlights conversion factors that can foster this solidarity and informs researchers and designers about an E-health tool development process that considers people at risk of SHI.

Full textIn France since 2013, farmers' collectives initiatives are supported by specific public policies designed to develop agroecology, whose legal definition includes the objective of farm autonomy. Although agriculture is going through processes of individualization and deterritorialization, policymakers has bet that the collective organization of farmers could promote their autonomy and their agroecological transition. The thesis sheds new light on this paradox by analysis of farmers' experiences organized in farm machinery cooperatives(CUMA). These develop practices that can be described as agroecological in order to increase their autonomy, particularly in relation to markets affected by more price volatility. In so doing, they reconfigure their local modes of cooperation, including the organization of their machinery cooperative. The results show that they manage to put at distance external resources and market operators, owing to an increased interdependency with their peers, which is accepted because it allows them to better control the conditions of activity. Nevertheless, they lack appropriate resources from other operators in the agriculture and food sector to limit the remaining dependencies. Similarly, not all farmers equally benefit from such in-depth cooperation, which requires appropriate conditions. This thesis dissertation specifies the needed conditions so that the pursuit of autonomy and the local modes of cooperation can favor agroecological transition processes of a wider diversity of farmers

Full textLocated between rabat, meknes and kenitra, the zemmour low land suffers from many problems. The industrial and touristic activities are quite inexistant in the region. Agriculture which is the main activity in the region, suffers from old means that are still used. Scattered settlement becomes a general rule, and makes it a major problem for this region. It does not enable it to develop itself. All these elements are the reasons for a drift from the land. Those that suffer from this drift from the land are the nearest cities like kemisset and tiflet that see all these impoverished farmers invade them. To make up for this alarming situation, the morrocan government has decided to adopt a policy based on the reinforcement of these rural places. The consequence of all this is that we have a mixed population. Untill the beginning of the xxth century, the zemmour people were scattered according to a hierarchical way breeding was the main activity of the group- the douar was the basis of their social and economic organisation

Full textThis research deals with the transformation of the Bulgarian health care system after the introduction of a health insurance system at the end of the 1990's. We investigate the crisis the system is going through and the processes that underlie it with the help of the research tools offered by the public policy analysis and the sociology of the professions. Our main argument is that, in order to better understand their stake and show their complexity, it is necessary to consider the role played by the medical profession in the genesis of this change. The analysis of both the supranational and national factors of change and the role of the professional actor in the genesis of the health care reform highlights its content, temporality and trajectory. It demonstrates that the action of a small medical elite that largely orchestrated the reform is allso a source of ambiguities. This puts into question the legitimacy of the actors created by the reform and conditions its implementation. The processes of de-legitimization and re-composition inside and outside the medical profession undermine its capacity for collective action and limit the redefinition of the interaction frameworks. But, behind their highly conflicting nature, these dynamics announce the acceptance of the new institutional rules. Moreover, the new actors of the health care system use the tools introduced by the reform to reinforce their re-legitimization strategies by transforming them into ressources for their action. Again, the medical profession is a key player in these dynamics because, despite its low internal cohesion, it manages to federate the emerging elites able to carry the next steps of change

Full textThe Saint-Roch district of Quebec City is marked by a process of revitalization, a societal mix,and diverse social challenges. This qualitative research aims to explore and understand a local intervention which is deployed there and aims to improve cohabitation between the various social groups. This is the job of the agent.e de mixité. This thesis aims to answer the following research question : How is the function of the agent.e de mixité negotiated at the intersection of the perceptions of social actors concerned by the challenges brought about by the context of revitalization of the Saint-Roch district and their expectations for this function? The theoretical framework of the research is based on constructivism and is more precisely inscribed in symbolic interactionism. Data collection was carried out with seven participants from five social groups: citizens, citizens living in poverty, community workers, traders, and workers in an institution. The results allow us to understand their perceptions of the challenges present in the context of revitalization and social mix of the district such as cohabitation, gentrification, marginalization, and judiciarisation. It also allows understanding of their expectations regarding the function, position, and skills of the agent.e de mixité. Subsequently, the results of these individual interviews were presented to a group of 12 people involved with the Projet Vie de parvis. The discussions during this meeting shed light on the dimensions of the function of the agent.e de mixité which are negotiated at the intersection of these different expectations and perceptions such as temporality, outlines, scope, and extent of function. All content has been compiled and analyzed using Dedoose.

Full textThe objective of this thesis is to provide an estimation for the impact of the liberalization of trade in telecommunications services on consumer welfare in the Egyptian economy. The modelling fits in the theoretical framework of the classic international trade theory, where a small economy is facing a world price for a given service, and imposes barriers on its imports. To estimate the impact of liberalization on welfare, the direct approach developed by the Australian productivity commission and the OECD will be used to transform qualitative trade and regulatory policy measures into a quantitative index of restrictiveness. This work also provides a full database on all policy measures affecting trade and provision of telecommunications in Egypt and transforms these into an index and, in a next step, into a tarif-equivalent. The removal of this tarif equivalent is simulated using an input/output model and isassumed to positively affect consumer's welfare. The study suggests that increased liberalization of the sector, accompanied by enhanced regulation and increased transparency is likley to increase consumer's welfare by 3. 75%, equivalent to 2. 97% of Egypt's GDP in 2011

Full textThis research work is grounded in the development and evaluation of congregate housing concept carried by MEDeTIC non profit organization. Its purpose is to answer the need of elderly people who wish to successfully age in place by providing evolutionary ambient assisted living services at home. In order to support MEDeTIC developments, the ambition of our work was to engage a psychosocial diagnosis of elderly people needs concerning home, technologies and services. Through the focus of psychosocial and ergonomics tools, these three sources of innovations are conjointly analyzed in the present dissertation in order to identify what is hindering and driving congregate housing implementation (studies A1, A2, A3). Providing acceptability issues, this thesis firstly analyzes on the one hand service functionalities compatibility with activity limitations encountered by elderly people (study B1) and on the other hand familiar experience with technologies (study B2). Secondly, experiments C1 and C2 focus on model prediction and on individual (i.e. age, experience), socials (i.e. care givers opinions) and organizational (i.e. voluntary service usage settings) determinants in order to apprehend cognitive and social processes that drive usage of technical services by the elderly. Based on our findings, practical recommendations are address to MEDeTIC non profit organization in order to foster its evolution

Full textSince the end of the industrial revolution, scientists as well as politicians have been interesting in the questions related to the optimal shape of cities. Initially, a majority branch advocates for a « garden city », with open space and low density. However, the paradigm has turned over time and especially after the rise of new environmental stakes. The public debate is now focused on the need to intensify urban growth and to combat urban sprawl. This raises the question of the validity of such measures and, more broadly, of the design of a public intervention strategy on the land market ensuring urban development compatible with the preservation of the environment. This thesis proposes to contribute to the debate on the optimal forms of sustainable cities by answering the following question: is it possible to reconcile urban development and environmental preservation? More specifically, is the compact city a form of sustainable city? If so, is it the only one? Is the provision of ecosystem services conditioned by the urban structure and, if so, what services and how? Through a micro-economic analysis of the land market, and using the concept of ecosystem services, we propose to answer these questions. In general way, this thesis reveals the following major element: due to the complexity of the link between the different ecosystem services and the interconnections between them and urban development, the conclusions on sustainable city structure can only be done in conditional terms. This result is an invitation to undertake adequate researchs upstream in order to better grasp and foresee the potential perverse effects associated with the promotion of a single form of sustainable city, as is currently the case with the paradigm of the compact city

Full textThe noxious Effects of the Rise of the isolation in the Work and the Pathologies associated by the Solitude are admitted today usually. This Study has for objective to light the nature of the Links between Isolation and lived on the Isolation in the Work, that is, the professional Solitude. To this End, we are interested in the socio-professional Group of the senior Executives, and more particularly in the Population of the Directors of Prisons. Our Approach arises from the clinical Psychosociology of the Work. We lean more particularly on the observation of working Situations, the Analysis of the Contents of semi-directive Conversations driven with 13 Managers. The results were obtained by the Implementation of the reflexive Method ofIinstruction to the Double with 3 of them. The Results show actually a Factory of the isolation bound to the Exercise of Power, and a Division of the professional Collectives leads by the Intensification of the Work. The Modernization prescribed rapidly by the Prison amplifies this Phenomenon, letting the Wardens face alone the Transformation accelerated of their Missions, shielded from Walls. The Leaders of Prisons succeed nevertheless in responding to the psychic Tests led by the Processes in the work of Stiffening and Disintegration of the social Link in the Work. The Subject can answer in various Ways to the psychic Test of Solitude. We so distinguish three Natures and Experiences different from the same professional Solitude, depending on Possibilities that has the Subject to seize external or internal Material, social and psychic Resources

Full textTraumatic brain injuries (TBI) are one of the leading causes of death and disability in adults. Following a TBI, it is common for individuals to experiences various sequelae, including mental health challenges and changes in social support, amongst others. The goals of this study were to describe the evolution of perceived social support over time and across injury severity levels, to explore socio-demographic variables and clinical variables associated with lower levels of social support at 24 months post-TBI and to verify whether social support measured at four months following TBI contributed to predict the presence of mental health disorders one to two years post-injury. A sample of 255 participants with mild to severe TBIs were included in the study. The results indicate that the total social support score does not change significantly over time or according to injury severity, however instrumental social support decreased from 4 to 24 months. TBI survivors with lower social support were more often unemployed or living alone. Finally, the total social support score evaluated four months after the injury contributed to predict the presence of mental health challenges at a two-year follow-up assessment. These results indicate the importance of including social support interventions in the recovery process of TBI patients.

Full textPrecariousness in social Law can be defined as a situation of instability (it can be called into question in an unexpected way) and of uncertainty (the immediate exit is unknown) to which a person can be confronted temporarily during its life. The individual is quite simply in unstable balance. Precariousness can be the beginning of a process which can lead other than the social circle but not necessarily. The community must help the person in a state of precariousness by allotting a minimum to him. The fight against precariousness is a test with which the law is confronted daily. Through this study, precariousness the social law proof, two directions can be taken to characterize it. It is necssary to give to that which is in state of precariousness the prospect to find a stable employment. In other words, to leave itself there, the individual must work. But it also should be made so that the person in a state of precariousness does not sink in exclusion. It is the role of solidarity. The company must give, with that which has difficulties, the necessary assistances which will enable him to fight against precariousness

Full textThe thesis shows, by structuring several scales, how the introduction of new rules of management of the water service will generate or amplify some imbalances that exist yet in the villages and between the actors. As a result of the introduction of a new supplying system in drinking water, the State has introduced by the same time several official rules of management of the water public service. For lack of related regulations, these rules will be stackable to the sociocul tural logics of the rural actors. Several types of legitimacies and legitimations of the actors’ practices appear. And as a consequence, this leads to clashes between those divergent logics around the management of water: some rural actors are stuck between different systems of value, local authorities confront each other about a positioning in the rural arena, cultures are in direct opposition, inherited structures are stackable to those new, created to manage water. The political clientelism comes to interest itself to the management. In brief, a whole combination of systems, with some buckles of retroac tives, scans the management of the service and lead to an anomy situation. The disturbance of the rules which is the source of the anomy is due to the doubt caused by the ambiguity related to the real purpose of the introduction of the drinking water conveyances in those villages. Finally, this doubt has undermined the credibility of the codified rules of management as they are considered by the village’s people

Full textSecondment as part of the delivery of services is key to socioeconomic challenges. The freedom to provide services enables companies which are established in a Member State of the European Union to provide services to other Member States. Secondment allows companies to assign their workers to tasks involving the provision of services. This economic operation offers undisputed benefits and challenges for the seconded workers, the State sending them, and the State receiving them. Freedom to provide services is essential to the proper functioning of the internal market, and it also makes an undeniable contribution to economic growth. The secondment of workers raises the issue of how to protect these workers. Indeed it throws up the risk of competition between workers, fraud and social dumping. The protection received by seconded workers under the “secondment” directive is limited. Major dysfunctions have been identified, particularly with regards to sources of protection, the outlines of this protection, the effectiveness of the directive and the measures used to verify it. The main objective of Directive 96/71 is to guarantee the freedom to provide services. It sets out the legal framework for the rules that apply to the posting of workers with two sets of regulations. This framework enables the application of the regulations of the host State for “core” protection and the regulations of the State which receives the workers for any elements that fall outside the core. This duality of regulations has proved insufficient and problematic in some situations. The “secondment” directive was consolidated by the executive directive which came into effect on 28 May 2014 but is to be transposed by 18 June 2016 at the latest. The aim is to increase the protection of seconded workers, which is a major step forward for secondment, in particular with regard to applying the secondment directive, the responsibility of the subcontractor when providing services and cooperation between the Member States. On March 8th, 2016, the European commission presented a directive proposition aimed at defining the conditions of implementation of workers secondment in a better way. Secondment raises questions about how Europe is constructed. More specifically, what does the future look like for Europe?

Full textThe origins, experiences and backgrounds of newcomers to the province of Quebec have been increasingly diverse since the 1960s. The challenges of this new reality has led to the use of intervention approaches in an intercultural context that favour the development of a greater cultural sensitivity and the appropriation of strategies to overcome obstacles to understanding and collaborating between social stakeholders and those assisted. However, these approaches do little or do not address the religious or spiritual aspect, which can sometimes be a major part of the newcomer’s identity. While Canadian policies emphasize the need to consider the religious dimension, the current dominant view of this reality is yet to marginalize this aspect of the identity of newcomers. This characterizes the reality of the Muslim population who is held in fear because of public prejudice. Considering the previous findings and given the limited data available on this subject in the city of Quebec, this qualitative research seeks to explore and obtain a better understanding of the perspectives of eight Muslim immigrants regarding whether or not their religious identity is taken into consideration during services they receive or have received in the past by social workers. Throughout the use of the intercultural systemic approach, the data collected during the interviews made it possible to highlight diverse experiences regarding the way in which the religious is received in context of the aid relationship. It also made it possible to describe the social and political context in which this project is situated and the impact that this context has on the daily experience of the respondents. Key words: immigration, islam, identity, social intervention, intercultural approach, systemicapproach, qualitative research.
