Abstract:
This study of college services consumers aims to determine several aspects of the service marketing mix of the decision to choose college x in Purwokerto, Indonesia. Furthermore, this study uses emotional branding moderation on aspects of the marketing mix on the selection decision. Emotional branding aspects were studied to determine customer emotional involvement, pride, emotional relationships, and expectations of the selected educational service products. Using a questionnaire with a Linkert scale, the study explored information from 300 student respondents who registered at college x in Purwokerto, Indonesia. Furthermore, the questionnaire data received were processed using the Smart-PLS 3.0 analysis tool. The results of the analysis of emotional branding were unable to moderate the relationship between promo si, price, place, process, and customer service to choose college x in Purwokerto, Indonesia during the Covid-19 periods. Promotions and places or locations. Other aspects do not affect. This condition indicates the importance of promotion and proximity to location when choosing a tertiary institution during the Covid-19 period. Promotion needs to be improved at tertiary institutions x in Purwokerto Indonesia, as done through online media and social media. Research on the emotional branding of College services has not been done much. This research complements the information and adds to the repertoire of research on emotional branding, brand equity, and emotional brand service products.

L’institutionnalisation graduelle des institutions juridiques et judiciaires a favorisé, depuis le milieu des années 60, une grande diversité d’expériences et l’élaboration de pratiques visant à combler le fossé qui sépare les activités juridiques traditionnelles des besoins de plus en plus diversifiés des justiciables. Un grand nombre de ces pratiques et de ces services sont nés du besoin de rapprocher les citoyens du système de justice. Ces pratiques et services répondent souvent aux mêmes caractéristiques générales du service juridique et du droit à la justice et fondent une conception plus large de ces derniers. On parle plus largement ici de justice de proximité. Les formes empruntées par ces expériences y sont étudiées de façon systématique dans le présent article. Nous y proposons une typologie qui prend en compte l’étendue et la diversité des formes que peuvent connaître ces services. Nous y distinguons trois modèles d’activités : le modèle du guichet juridique, le modèle d’intercession et le modèle multifonctionnel. Alors que les organismes de justice de proximité ont souvent conçu leurs activités en marge de l’institution judiciaire, des relations se sont graduellement tissées entre ces organismes et les palais de justice. Une discussion vient conclure sur les conditions assurant l’autonomie, la coopération ou l’intégration de ces pratiques dans le cadre des activités ou des structures du système traditionnel de justice, chaque situation étant adaptée en fonction du contexte social et juridique où ces pratiques de proximité sont apparues.

The article is devoted to the actual problem of social services for elderly citizens at home. The whole social service system requires modernization based on the principles of providing social services to form motivation for active longevity and to develop social interaction of the elderly. The article deals with the issues of socialization of older people, its features, objective and subjective factors, the opinions of scientists on the factors, typology of socialization. There are presented the main problems of elderly people receiving services of social service institutions in the Russian Federation, identified on the basis of statistical data. There are outlined directions of the State strategy for development of the system of social services for older generation, improvement of their quality of life and active longevity under the conditions of socio-economic crisis. The author uses the results of own sociological survey of408 elderly respondents receiving social services in the social service institutions for the elderly. The importance of the services related to maintaining healthy and socially active longevity, organization of life and leisure, constructive interaction with relatives, for successful socialization of elderly people is shown. It is established that the most intensive socialization occurs in the process of providing social and socio-medical services. The dominant setting of elderly people is preservation of health; at the same time, it is the state of health that mostly determines the success of socialization of the elderly. For their active and healthy longevity elderly people prefer primarily cultural, educational, sports activities. However, many rely on the support of social service organizations.

Social networks can shape many aspects of social and economic activity: migration and trade, job-seeking, innovation, consumer preferences and sentiment, public health, social mobility, and more. In turn, social networks themselves are associated with geographic proximity, historical ties, political boundaries, and other factors. Traditionally, the unavailability of large-scale and representative data on social connectedness between individuals or geographic regions has posed a challenge for empirical research on social networks. More recently, a body of such research has begun to emerge using data on social connectedness from online social networking services such as Facebook, LinkedIn, and Twitter. To date, most of these research projects have been built on anonymized administrative microdata from Facebook, typically by working with coauthor teams that include Facebook employees. However, there is an inherent limit to the number of researchers that will be able to work with social network data through such collaborations. In this paper, we therefore introduce a new measure of social connectedness at the US county level. Our Social Connectedness Index is based on friendship links on Facebook, the global online social networking service. Specifically, the Social Connectedness Index corresponds to the relative frequency of Facebook friendship links between every county-pair in the United States, and between every US county and every foreign country. Given Facebook’s scale as well as the relative representativeness of Facebook’s user body, these data provide the first comprehensive measure of friendship networks at a national level.

Purpose – The paper aims to explore the effects of geographic proximity among firms in value networks on service provision and service exchange. Design/methodology/approach – A case study of the offshore supply vessel shipbuilding and shipping cluster in the North-Western Møre region of Norway with focus on the new ship contracting process. Findings – The case study reveals how service provision and service exchange are facilitated by geographical proximity among firms. Research limitations/implications – Study findings should be validated in further research, and the effects of other forms of proximity (cultural, social, cognitive and institutional) on co-creation of value also need to be considered. Considering the role of operant resources in developing competence in clusters and wider value networks offers interesting opportunities for further research. Originality/value – This study proposes an alternative view of co-creation of value in value networks and responds to calls for research on how value network attributes affect aspects of co-creation of value: service provision and service exchange. The study contributes to more knowledge on the systemic nature of value creation in value networks.

Identification of the prospects for the social entrepreneurship expansion as one of the aspects of green economy uses the example of St. Petersburg. We use a statistical method for processing nominal data with the aid of SPSS. The study revealed that social-oriented not-for-profit organizations and government social agencies work with the same social groups and offer similar services. Therefore, to increase the competitiveness of not-for-profit organizations, these organizations should provide services at a high client-oriented level. We found that because of the lack of permanent sources of funding, the problem of fundraising exists. The results of the current study are applicable for improvement of commercial and social practices of social-oriented not-for-profit organizations, in the expansion of services for the additional professional education of such organizations’ personnel, in the development of practices in fundraising and crowdsourcing, in improving applications for grant support from the state, in the diversification of services. We revealed that social-oriented not-for-profit organizations and state social agencies work with the same social groups and offer similar services; we found that the problem of fundraising becomes a priority for this organizations; personnel in these organizations has different education; the representatives of not- for-profit organizations understand the purposes of social entrepreneurship.

AbstractThis study is aimed at the importance of social care in rehabilitation. A brief overview of the social care theme is used as the methodology. There is a tension in mental health care between biological and psychological treatments that focus on deficits at the individual level (symptoms, disabilities) and social interventions that try to address local inequalities and barriers in order to improve access for service users to ordinary housing, employment and leisure opportunities. The history of mental health care tells us that social care is often underfunded and too easily dismissed as not the business of health care. But too much emphasis on a health model of individual deficits is a slippery slope to institutionalisation by way of therapeutic nihilism. Rehabilitation services follow the biopsychosocial model but with a shift in emphasis, recognising the vital role played by social interventions in improving the functional outcomes that matter to service users including access to housing, occupation, leisure facilities and the support of family and friends. In conclusion, rehabilitation is framed within a model of personal recovery in which the target of intervention is to boost hope and help the individual find a meaning to life, living well regardless of enduring symptoms.

Les courses alimentaires occupent une place centrale dans la vie quotidienne des personnes âgées, cette activité constituant le premier motif de sortie de celles vivant en centre-ville. La majorité de ces dernières vivent au quotidien dans un périmètre inférieur à 500 mètres. Ce périmètre ne cesse du reste de se rétrécir avec l’avancée en âge. Cela renforce le fait que la proximité de commerces et de services joue un rôle puissant d’intégration. Surtout, la proximité et la diversité des commerces alimentaires garantissent diversité et fraîcheur de l’alimentation des ménages de retraités. Partant, l’article étudie, à partir de deux monographies de couples de retraités, vivant dans un quartier périphérique d’une ville moyenne, l’impact de la disparition des commerces de proximité sur leur alimentation et leur mode de vie dans le contexte particulier de la prise en charge des maris atteints de maladies graves par leur conjointe. Entre la prise en charge de leur conjoint, la gestion des différentes activités domestiques et les contraintes liées à la disparition des commerces, les femmes rencontrées tentent de concilier identité pour soi et identité conjugale. Deux postures de contournement de la disparition des commerces de proximité émergent dès lors, chacune influençant différemment l’alimentation des ménages. La manière de faire face à la fermeture des magasins apparaît liée au style de vie et au milieu social du ménage, et s’exprime dans la façon dont les conjointes négocient identité pour soi et identité conjugale.

Purpose Cross-cultural research constitutes a pivotal topic for marketing; however, the literature indicates that there are a few studies analyzing social media reviews from a cross-cultural perspective using cultural proximity (supra-national level) as a proxy of culture. Therefore, the purpose of this study is to identify cross-cultural differences in service evaluations and specifically, in hotel appraisals among tourists from Central, Eastern (including Post-Soviet States), Northern and Southern Europe. Design/methodology/approach A quantitative approach has been taken by studying online user-generated ratings of hotels on Trip Advisor. In total, 1,055 reviews of five hotels in Greece were used for the study. Findings Multivariate analysis of variance and analysis of variances results confirm cultural differences in overall service evaluations and attributes (value, location, sleeping quality, rooms, cleanliness and service) of tourists from various European regions. Specifically, Eastern Europeans uploaded more reviews than any other European group, whereas Northern Europeans were more generous in their appraisals than Eastern, Southern and Central Europeans. Practical implications The results of the study could be used for segmentation purposes of the European tourism market and for recognizing, which aspects of their services need to be improved based on the segments they serve. Moreover, managers should encourage Northern and Eastern Europeans to upload their reviews as both groups are more generous in their evaluations. Moreover, the findings are useful to marketers of other services. Originality/value To the author’s knowledge, this is the first study that examines cross-cultural differences in hotel appraisals from a supra-national perspective including developed (Northern and Western Europe), developing (Southern Europe) and emerging tourism markets (Eastern Europe).

Device-to-device communications refer to the emerging paradigm that permits direct communication between cellular users that are in close physical and social proximity. It is expected to become an essential aspect of the future 5G cellular communications system. As a prerequisite for device-to-device communications, a user has to select another user in its proximity that has the desired information/service and is willing to share it. In this paper, we propose a method for peer selection in dense small-cell device-to-device networks that uses multi-attribute decision modeling. The method exploits both the physical and social characteristics of the user equipment to find the most suitable peer for device-to-device communications. We assume hexagonal small-cell and macro-cell architectures with a small-cell/macro-cell base station with multiple user equipments in its coverage area to evaluate the proposed scheme’s performance. The small-/macro-cell base station exploits various social and physical attributes to rank peers and selects the best one for device-to-device communication with the requesting user. The numerical results demonstrate the proposed algorithm’s efficiency in terms of computational time, selection of the best peer, throughput, and energy efficiency of device-to-device communications.

This paper explores aspects of kinship and geographical distance in terms of the social context of older people in the South Island of New Zealand, and with particular reference to the long-term epidemiological study of ageing in the community of Mosgiel. Comparisons between the numbers of relatives reported in the social networks of the older participants at baseline and in the six-year follow-up study indicate both losses and gains over time. A local qualitative study carried out within the Mosgiel study interprets meanings of closeness and distance from the ways that older people talk about family and friends. In discussing definitions of family, aspects of genealogical and generational connection are described, along with processes which allow for ‘proxies’ and ‘substitution’ in the light of geographical proximity. These role definitions within families, and the wider social networks within which they operate, provide continuity and reliable social support together with flexibility and adaptability to change. The Mosgiel study illustrates some aspects of the combined effects of low population density in the region, rural-to-urban migration, and recent health and social service restructuring on older people and on their families.

The basic functioning of the world is mostly led by negative trends. One of the fundamental reasons for this phenomenon is that the different technologies (hardware, software, resources) do not act properly and in the proper structure by means of the produced products and services. Therefore, the examination of technologies and resources is a key question of our world and development from various aspects. Technologies convey all positive and negative impacts which can be regarded as the fundamental reasons and causes of harmonious or disharmonious development. For this reason, the role of technologies in development and harmonious functioning is of paramount importance. As a final conclusion, we established that the different technologies (hardware, software, resources) are interpreted as impact conveyors which predominate by means of products and services in a way that their relation system is determined. By using the thermodynamic interpretation which is the basis of the functioning of the world, we built a system consisting of 14 elements to evaluate different technologies, to interpret its functioning and to develop positive interactions and trends.

Abstract:
The article deals with the phenomenon of aggression as a social phenomenon that has both social and biological (psychological) conditions. Based on the analysis of scientific sources the author has classified the types of aggression, emphasizing that the typology depends on the division criterion. The research results are based on the most commonly used classification of aggression into physical, verbal (psychological) and self-aggression. Particular attention is paid to the socio-cultural determinants of aggression and violence among young people, including the models of aggression that young people observe in a close surrounding (family, educational environment) and in a remote surrounding (media, Internet, television programs). It has been stressed that the circumstances aggravating the manifestations of aggression are the use of alcohol, drugs, computer addiction. The article emphasizes that the likelihood of manifestation of aggressive forms of behaviour depends on the frequency of aggression in the environment, on manifestations of aggression by authority figures (for example, educators), on the observation of the benefits of aggression (for example, in the form of an advantage gained), as well as on the frequency of opportunities for aggressive behaviour. The article emphasizes that not only victims of aggression, but also aggressors need help. In order to counteract aggression as part of a young person’s social life, it is not enough to identify the problem – it is important to eliminate the causes of aggression. Restricting, preventing and countering this phenomenon require an effective network of social services, as well as the activation of local communities. Cette analyse qualitative thématique se fonde sur le témoignage de 19 aînés qui reçoivent de l'aide. Les résultats révèlent qu'un ensemble de valeurs, souhaits et/ou craintes justifie la position des aînés en ce qui a trait à leur désir d'obtenir ou non une aide substantielle de la part de leur famille. L'adhésion à la valeur d'autonomie, le désir de respecter la liberté (tant la sienne que celle d'autrui), l'adhésion aux normes d'obligation familiale, l'attachement au chez-soi, la valorisation de la solitude et de l'intimité et le degré de proximité affective entre les aînés et leurs enfants sont tous des motifs qui semblent expliquer ces choix. Le fait d'avoir accès à des services formels de qualité est aussi un élément qui permet aux aînés d'actualiser leur désir de soins abordé dans l'analyse.

Financial exclusion is increasingly being recognised as an important aspect of socio-economic inequality where disadvantaged individuals and communities are isolated from mainstream financial services, particularly affordable and readily available credit. In the face of these problems, social policy initiatives have emerged that have travelled under various names: social investment, micro-finance, community finance and community development finance. These initiatives are seen as the basis of a ‘new economics’ that will create self-sustaining local economies. The government is also promoting community development finance as an aspect of community regeneration with the aim of providing credit to poor communities to stimulate local enterprise and thereby reduce dependency on state support. The same approach is being taken to grant-funded community and voluntary organisations to encourage them into a neo-market approach to the delivery of services. This article explores the phenomenon of community development finance and assesses its proposed role in community regeneration and in relation to the community and voluntary sector.

The category of innovation is used not only in economic science, but also in other areas of social and human studies. The task of legal science is to create an appropriate legal mechanism that can effectively regulate innovative relations, allowing them to be differentiated from other objectively changing social conditions. Such a mechanism can only be built on a scientifically based system of legal concepts that have a sign of innovation, which is currently absent in Russian legislation. This paper proposes a conceptual system based on the concept of innovation. There are numerous features of innovation that can be used by the legislator for various purposes of legal regulation (regulation of innovation relations, protection of innovation, support and promotion of innovation, and others), and in various fields of public life (economy, public services, social relations, culture, education). The basic idea of innovation should be considered along with its subordinate basic concepts (innovative product, innovative activity, innovative system, innovative infrastructure, innovative policy) including the description of their content and the possibility of further development of conceptual series that have the characteristic of innovation. The definition of mediation as a process or procedure prevails in the scientific literature. Consideration of the socio-psychological aspect of meditation is rarely found in the works of foreign and domestic researchers. A hypothesis was put forward about the existence of socio-psychological features of the mediator's professional activity, which are manifested in the socio-psychological features and social orientations of mediators and their clients. 198 people were surveyed, including 98 mediators and 100 mediation clients. We measured: personality profiles of social orientations; use of mediation approaches; negotiation style in mediation; level of subjective success of the mediator's professional activity. Data processing: frequency analysis, correlation analysis using the t-test for independent samples, Pearson's Chi-square, and Spearman's r-square. Results: among mediators, people who tend to dominate are more common, while clients who use the services of mediators have a tendency to lead behavior. There are differences in the mutual assessment of personality profiles and social orientations of mediators and their clients. Each mediation approach and negotiation style is characterized by its own set of relationships with the characteristics of the personality profile of the mediator's social orientations, features and self-assessment of his work.

Decentralisation contributes to improving efficiency by way of more effective adaptation of public services to social needs, which is achieved by gaining a wider and deeper knowledge about the needs of local communities. Greater power of local authority bodies inspires innovative solutions and stimulates activity and competition between territorial units. It contributes to the rational allocation of resources at the disposal of local authorities, which leads to the conclusion that they are dominant with regard to exercising the social function of the state.

The authors summarize such existing experience of social work in Ukraine and abroad. It is sensitive for the development of effective approaches, forms, methods, technologies and methods of such work in modern Ukraine, for the choice of areas for solving social problems of servicemen and members of their families in a military conflict environment. The purpose of the article is to summarize the experience of such work in the history of social work with servicemen and members of their families. Research methods are generalization, specification, synthesis, theoretical analysis of sources. The results of the study are to determine the types, forms, content of social work of state and non-state social services in the community, military and social work with servicemen and members of their families, their opportunities for use and combination of resources in Ukraine today. ‘Neighbourhood cooperation’ can be viewed as a key element for livelihood improvement, particularly within areas of urban poverty in Least Developed Countries (LDCs). Such cooperation might be useful for mobilising resources and sharing risks of investing in infrastructures/services and maintaining common goods. This article explores the structural relationships between individual level cooperation and overall social capital, in relation to household and neighbourhood characteristics. These relationships are complex as various factors are interlinked, which influence cooperation at both individual and group levels. Literature on social capital has relied mainly on Western countries; from this starting point, this article analyses the relationships among aspects of social capital. Analytical models are based on Durlauf’s approach of measuring ‘social capital’ and Manski’s perspective on social interaction, which are tested on 1800 households’ data across three locations in Bangladesh. The estimates reveal that individual level cooperation can be influenced directly by households’ socio economic circumstances and indirectly through neighbourhood mediation, while questioning some theoretical generalisations about neighbourhood cooperation. The findings contribute to the literature on neighbourhood effects by revealing that: (a) the relationship between one’s socio economic status and one’s social capital is less clear than expected; and (b) extreme poverty and proximity of living in a neighbourhood can promote norms of trust and cooperation.

Security has become one of the crucial factors and primary challenges for achieving an advanced stage of e-government. In this regard, the paper investigates and analyzes six e-government security frameworks to assessing the security weaknesses of these frameworks from socio-technical security aspects. Meta-synthesis methodology used in this study, the meta-synthesis follows the steps used in meta-ethnography which adopted from Noblit and Hare. The finding is clearly showed that the socio-technical security missed to the rest of the security control principles and best practices elements. Therefore there is a clear need of a holistic socio-technical approach to be developed to match the pertinent security requirements into the e-government implementation.

Forest-based ecosystem services (ES) play a vital role in improving people’s livelihoods, the environment, and the economy. Prior studies have focused on technical aspects of economic valuation such as biophysical quantification through modeling and mapping, or monetary valuation, while little attention has been paid to the social dimensions. Taking case studies of two dominant community-based forest management systems (community forestry—CF and collaborative forestry—CFM) in the Chure region of Nepal, we investigate how local users and other stakeholders perceive the valuation of forest-based ecosystem services based on proximity (nearby vs. distant users), socio-economic class (rich vs. poor users), and forest management modalities (CF vs. CFM). We found that local users and other stakeholders in the Chure region identified a total of 42 forest-based ecosystem services: 16 provisioning, 15 regulating, and 11 cultural services. While all local users prioritised firewood, water quality improvement, and bequest values as the top three services, genetic resources, hazard protection, and hunting services were valued as having the lowest priority. The priorities placed on other services varied in many respects. For instance, rich users living near a CF showed a strong preference for fodder, grasses, and soil conservation services whereas users living far from forests prioritised timber, fresh water, and flood control services. In the case of CFM, rich users adjacent to forests preferred timber, soil conservation, and carbon sequestration services but those living far from forests chose timber, poles, and flood control as their top priorities. Differences in rankings also occurred among the regional managers, national experts, and forest users. The reasons for these differences and their policy implications are discussed, and ways of reaching consensus between the users are suggested.

Public procurement concentrates large public sector’s purchasing power, and has a significant impact on each country’s economic development. The purpose of public procurement procedure is transparency, non-discrimination and accordance to the principles of fair competition in acquisition of goods, services and works necessary for the smooth functioning of the public administration. Besides, public procurement can be one of the most important instruments for sustainable development and other purposes useful to the whole society and the economy of the country. This article briefly discusses the concept of sustainable public procurement, reveals its main ideas and applications. One of them, the social sphere, was chosen the main object of the research. The possibility to decrease unemployment, to increase an integration of socially vulnerable group, and to achieve other socially-oriented goals through an effective implementation of the social aspect of sustainable public procurement has been illustrated. Thus, the article analyses the concept of social procurement, assesses the current situation in Lithuania, overviews the good practice of other countries and provides recommendations for measures to extend the application of socially oriented procurement.

Cette étude a examiné des aînés malades “sub-aiguë” hospitalisés dans un hôpital de soins tertiaires. Bien qu’ils aient été identifiés comme n’étant plus gravement malades, tous les participants avaient besoin des soins medicaux actifs et/ou de soins infirmiers. Lorsque l’acuité de leur maladie est passée inaperçue, les patients âgés et fragiles ont été classés par erreur comme sub-aiguë. La majorité des participants ont souhaité être soignés chez eux ou à proximité. L’absence, dans notre système de soins de santé, des soins post-aigus, ainsi que l’aversion au risque de la part du personnel de l’hôpital, a abouti aux hospitalisations prolongées ou/et les patients étaient rélégués* dans les services existants (maisons de soins infirmiers) contre leur désir de rentrer chez eux.

L’élevage dans les espaces urbains et périurbains trouve actuellement un net regain d’intérêt en Europe du fait de l’intérêt croissant des consommateurs autour du « produire local » et du besoin de « nature » des citadins. Notre objectif est ici de synthétiser une littérature souvent fragmentaire et de structurer cette analyse grâce au cadre des bouquets de services. Pour les espaces périurbains, la littérature scientifique traite en priorité des enjeux d’aménagement pour répondre à l’approvisionnement alimentaire des villes. L’élevage en ville est bien moins étudié, ce qui nous a conduits à utiliser quelques travaux hors Europe et à consulter les sites internet de communautés urbaines et des sites associatifs. Les bouquets de services rendus par l’élevage et les freins à son développement sont très différents entre ces deux types d’espaces. Dans les villes d’Europe de l’Ouest le service d’approvisionnement reste minoritaire. La réintroduction des animaux en ville est largement motivée par une volonté de créer du lien social et constitue un facteur de réinsertion et d’éducation des citadins vis-à-vis de l’origine des produits qu’ils consomment. Les principaux freins sont liés aux nuisances et aux risques épidémiologiques occasionnés par les animaux. Dans les espaces périurbains, la contribution de l’élevage au service d’approvisionnement est plus importante et dynamisée par la vente directe. L’élevage d’herbivores maintient des prairies qui fournissent différents services de régulation et répondent aux attentes des citadins pour des espaces récréatifs à proximité immédiate des villes. Le développement de l’élevage est principalement contraint par la forte pression foncière qui s’exerce sur ces espaces. Nous concluons en proposant quelques pistes de recherches.

This article describes the current landscape in the fields of social media and socio-technical systems. In particular, it analyzes the different ways in which social media are adopted in organizations, workplaces, educational and smart environments. One interesting aspect of this integration, is the use of social media for members’ participation and access to the processes and services of their organization. Those services cover many different types of daily routines and life activities, such as health, education, transports. In this survey, we compare and classify current research works according to multiple features, including: the use of Social Network Analysis and Social Capital models, users’ motivations for participation and organizational costs, adoption of the social media platform from below. Our results show that many of these current systems are developed without taking into proper consideration the social structures and processes, with some notable and positive exceptions.

Social insurance as a system of guaranteeing material support in case of occurrence of insured cases undergoes the process of reforming, the State uses a variety of methods of influence, including achievements of scientific-technological progress. Social security funds were created to provide citizens with a full range of services that provide a decent life. The article is aimed at analyzing the opportunities of social security funds to provide electronic services. The latest changes in the reform of the social insurance system of Ukraine are illuminated. The functions performed by these establishments are considered in order to understand their essence. The concept of «e-government» is described and it is defined that its application influences the improvement of effectiveness of the government policy. The analysis of services of the Pension fund of Ukraine, the Social insurance fund and the Social insurance fund in case of unemployment was carried out. The largest number of electronic services is now provided by the Pension fund of Ukraine, which successfully implements e-government. The Social security fund does not yet provide the opportunity to receive services remotely. The Social security fund in case of unemployment in the aspect of e-government focuses on the employment services of citizens. Recommendations for further development of the social insurance system using electronic services are provided.

Persons with Disability (PWDs) comprise one billion or fifteen percent (15%) of the world's total population. Adequacy of social services plays a vital role in realizing the rights and welfare of the PWDs. This includes providing them with an adequate standard of living and a basic level of income security that will help reduce their levels of poverty and vulnerability. The Department of Social Welfare and Development (DSWD) is the primary government agency mandated to develop and coordinate social protection and poverty reduction solutions for and with the poor, vulnerable, and disadvantaged. Hence, this study explored how adequate are the social services under the five elements: health, education, livelihood, social aspect, and empowerment provided by the CSWD Office of a second-class city in Negros Occidental. It also explored the challenges faced by the respondents in availing of the social services and their recommendations to overcome those challenges.

Abstract:
This article looks at the Thai massage industry in Slovenia and its impact on the perception of Thai women workers among users of the service. The arrival of Thai massage salons in Slovenia presents an aspect of global ‘body work’, which has increasingly relied on the labour of migrant women from the global South. In Slovenia, however, the presence of Thai female labour is a relatively new development, as is migration from Asia more broadly. In our analysis, we focus on the cultural aspects of the encounter between the providers and users of the service, as it unfolds in the micro setting of the massage salons. We argue that the closeness of the encounter between the two bodies – the worker’s and the consumer’s – complicates the concept of the modern stranger, as it is usually attached to the (male) migrant in the public space. Moreover, the intimate contact with the migrant worker confuses the hierarchies of gender, race and ethnicity and shifts the location of power and vulnerability. Our findings are then placed within the broader frame of contemporary post-socialist Slovene society to ask how this particular experience of body work may coincide with, or contest, local attitudes towards global migrants.

Abstract:
The article describes the development of an economic-mathematical model that allows to identify the influence of factors on the formation of income of hotels and similar accommodation in Ukraine and to forecast the level of hotel industry income. To create an economic-mathematical model, the analysis of statistical data characterizing the hotel industry in Ukraine for the period from 2010 to 2019 has been carried out. To forecast the hotels income and similar accommodation for the short term, a forecast of such indicators as operating costs of hotels and similar accommodation, housing resources of hotels and similar accommodation has been built. To do this, Box-Jenkins method (ARIMA), which is a part of the Statistica application package, is used. On the basis of the economic-mathematical model the forecast of influence of operating expenses and housing resources of hotels and similar accommodation on income of hotels and similar accommodation has been made. The analysis of the main parameters of the economic-mathematical model, which are quite significant (there is a close relationship between other indicators, the proximity of the economic-mathematical model to sample statistics, the significance of factors on the studied indicator, the homogeneity of the forecast complex, the proximity of empirical theoretical distribution, absence of multicollinearity), as well as surpluses demonstrates that we have created an adequate model of short-term forecast. According to the forecast for 2020-2022 in Ukraine, some reduction in operating costs, housing resources in hotels and similar accommodation and income of hotels and similar accommodation is expected. This situation is due to the current unstable situations that have arisen in the country and in the world. The hotel business is strongly influenced by various internal and external factors: economic, social, geopolitical, legislative transformations, force majeure, climatic conditions, market dynamics, including goods, services and resources. Directly or indirectly, these factors determine the amount of income of hotels and similar accommodation, as an important indicator of development, due to the price aspects in the market of hotel services and the demand for hotel services

Abstract:
The issue of the use of educational communications in university students’ training and prospects of their development in the digital society have been analyzed. The methodological basis for the study of prognostic aspects of modernization of educational communications is the combination of systematic, axiological, cultural and individual-oriented approaches. The aim of the paper is to carry out theoretical analysis of the issue and experimentally confirm the effectiveness of educational communications in psychological, pedagogical, social, economic and technological aspects. The analysis of modern philosophic and pedagogical studies of Ukrainian and foreign scholars demonstrated that the development and innovative use of educational communications is influenced by globalization and integrative processes, dynamic changes on international, national and regional labour markets, intensive implementation of informational support, rapid development of commercial activity and the sphere of educational services, including online services. The pedagogical experiment carried out at the National Aviation University, Ukraine, has verified the effectiveness of integrated use of educational communications in distant education. The result of the study proved that the development, modernization and use of educational communications are determined by the following factors: flexibility of educational communications and their orientation towards society requirements; their forward-looking character and focus on dynamic changes in all social, economic and industrial spheres, taking into account digitalization and new educational requirements of different segments of population connected with it; modernization of teaching content, forms, technologies and methods in different educational subsystems; equal access to quality education for all segments of population in the country. The approaches to pedagogical forecasting, development, modernization and the use of educational communications on national, regional and field levels have been offered. It has been found out that upgrading educational communications in the digitized society requires modernization of legislation in view of foreign and domestic innovative experience, increasing demands of employers, educational establishments of different levels of accreditation, state employment service and educational requirements of different segments of population.

Abstract:
With smartphone distribution becoming common and robotic applications on the rise, social tagging services for various applications including robotic domains have advanced significantly. Though social tagging plays an important role when users are finding the exact information through web search, reliability and semantic relation between web contents and tags are not considered. Spams are making ill use of this aspect and put irrelevant tags deliberately on contents and induce users to advertise contents when they click items of search results. Therefore, this study proposes a detection method for tag-ranking manipulation to solve the problem of the existing methods which cannot guarantee the reliability of tagging. Similarity is measured for ranking the grade of registered tag on the contents, and weighted values of each tag are measured by means of synonym relevance, frequency, and semantic distances between tags. Lastly, experimental evaluation results are provided and its efficiency and accuracy are verified through them.
