Full textThis Ph. D. Thesis in economics deals with neighborhood services, and especially with home help services to elderly people. This highly growing sector of the economy is poorly discussed, in particular on its theoretical level. E. G. , There is no theoretical study on the variety of the development models of these services. The present research aims at understanding the basic principles of the various economic logics of these services, and at applying their dynamics. Our central approach consists in thinking this diversity in terms of plurality of "worlds" (or of productive modes) and of service markets. In the first part, we attempt to sort out the complexity of this market through analyzing how these services are practically resorted to (demand genesis) and the related professional practices (supply). In the second part, we propose a theoretical framework to understand and analyze this diversity and its connections to uncertainty. This framework was worked out in reference to the theory of conventions, through its mode of identifying productive models and to an original approach to mandates. This is a dynamic model : it takes into account the developments in environment as well as in home help services to elderly people. Neighborhood services can also be classified according to five productive models divided up into two spheres : first, the formal sphere made of four models, depending on whether mandate is easy or difficult to describe and on whether it is a simple or complex activity ; and the domestic sphere including one model. In the third part, we questions the market development of these services and differentiate three forms of markets. In this part, we go through the idea that the components of this development (solvency process and reduction of uncertainties) vary according to productive models and markets

Full textThe "social problem" posed by social housing neighbourhoods is presently leading social housing landlords, in common with many other institutions, to adopt new approaches to dealing with social issues. This had led to the development of estate-based approaches to the management of housing and an exxpansion of professional competencies. Here we examine the profession of the estate-based housing manager as a means of shedding light on social change at neighbourhood level and as an indicator of the way in which the intervention methods used by social housing organisations have evolved. By means of a historical review of the purpose of social housing in France and of the changes in the functions and profiles of concierges and caretakers, we set out the various paradigms which have shaped conceptions of their social role, and which today are marked by a repositioning of these purposes and of the work done by social housing staff as they face up to the problems posed by the crisis in neighbourhood level social infrastructure. We then draw on reflections from within sociology to propose an anthropological sociological approach to understanding the profession. This views the profession as a social phenomenon, and attemps to make links between the notions of a mechanism for delivering a " 'social contribution " and the process of " identity construction ". This approach makes it possible to treat the profession of the estate based social housing manager in terms of " social networking ", raising questions concerning the goals and limits of their remit, and the multiple competencies upon which they rely in order to provide for information flows to the landlord and residents, to provide overall monitoring and technical support services, and to promote residential harmony. It also makes it possible to understand the ongoing process of social labelling and boundary construction, which allows us to explore further the nature of their professional identity, as well as the status and position of the profession within the social housing organisation and within a socio-spatial context

Full textNowadays in France, finding the right childcarer is not easy for parents (especially mothers) having heavy responsabilities in their jobs. The most practical solution is to find a person working at home. This work anthropologically deals about female foreigners pertaining to various cultures and origins, often fleeing the poverty of their home countries. Some don't know enough French, are irregular residents and work illegally without knowing their rights. What are their relationships with their employers and their behavior with the children they keep? How does they consider their own job? The lack of monitoring in this kind of job makes true the aphorism that "might makes right". Why does French society consider this job necessary while despising it? I wanted to explore the intimate universe of those women, to blame the attitude of some parents toward them and the non-respect of law, and to focus on their suffering and their consequences on children. French woman work hard and under pressure, with anxiety and stress, which seriously affects their health. What remains for their children? The contempt keeps on existing nowadays but in a different manner: contemptuous language used by parents and professionals, the poorly defined status of this sector of activity, a teaching having nothing to do with reality. Society does not recognize the skills employees may have gotten in their home countries

We analyse their orientation to work, but we are also able to capture the structure of social relations at work, both in terms of class and ethnic relations. By combining with great precision social assets and occupational assets, it reveals the existence of two distinct occupational and social groups in the population of homecarers : white females from "respectable working class", and lower class females, either white born on the soil or immigrants from Africa or the West lndies with sorne education but deprived of family connexions in continental France

Full textHome care and personal services are heavily supported by economic and social policies in France. What is the quality of these jobs? Are there different forms of job quality in this heterogeneous group of activities? How are “quality compromises” built? How are they legitimated? These are the essential questions addressed in this thesis. In order to answer these issues, we study the progressive construction of public and professional regulations which contribute to shape jobs and their characteristics. The structuring of professional relationships is more particularly analysed on the basis of a qualitative survey carried out among people in charge of bargaining collective agreements. The interpretive lens used in the analysis of empirically observed forms of job quality is derived from this first historical and social framing. A second, epistemological and theoretical framing, aims at pointing out the way through which the concept of “job quality” is approached in the thesis. Job quality is investigated in its multiple economic and social dimensions (remuneration, job security, working conditions...) through an approach based on the gaps to the mean of French job standards. The use and treatment of statistical data based on two national surveys emphasizes that these deviations from the norm tend to be cumulative on several dimensions in personal services. “Cumulative constraints at work” is thus important, but situations are heterogeneous. We then demonstrate the coexistence of a plurality of job quality configurations embedded in public and professional regulations

Full textMy thesis tests the existence of a unique sectorial-based regulation for lifestyle and domiciliary care services as it was institutionally delimited and thought by the French Plan Borloo (2005). I defend the idea that the Plan Borloo has not generated a unified sector configuration (as defined by sectorial-based regulation approaches). The Plan Borloo has introduced institutional arrangements that aim to constructing a market for lifestyle and home care services. Theses arrangements are mobilised both by new players and by historical suppliers but non-homogenously and differently than expected by the Plan. The consequence is a double crisis (crisis of the new player “brand names” and crisis of the historical third sector actors) that my conclusion explains

Full textThe Saint-Roch district of Quebec City is marked by a process of revitalization, a societal mix,and diverse social challenges. This qualitative research aims to explore and understand a local intervention which is deployed there and aims to improve cohabitation between the various social groups. This is the job of the agent.e de mixité. This thesis aims to answer the following research question : How is the function of the agent.e de mixité negotiated at the intersection of the perceptions of social actors concerned by the challenges brought about by the context of revitalization of the Saint-Roch district and their expectations for this function? The theoretical framework of the research is based on constructivism and is more precisely inscribed in symbolic interactionism. Data collection was carried out with seven participants from five social groups: citizens, citizens living in poverty, community workers, traders, and workers in an institution. The results allow us to understand their perceptions of the challenges present in the context of revitalization and social mix of the district such as cohabitation, gentrification, marginalization, and judiciarisation. It also allows understanding of their expectations regarding the function, position, and skills of the agent.e de mixité. Subsequently, the results of these individual interviews were presented to a group of 12 people involved with the Projet Vie de parvis. The discussions during this meeting shed light on the dimensions of the function of the agent.e de mixité which are negotiated at the intersection of these different expectations and perceptions such as temporality, outlines, scope, and extent of function. All content has been compiled and analyzed using Dedoose.

Full textThis dissertation aims to carry out a quantitative and qualitative analysis of wage employment in the sector of services to individuals by using individual data. The introduction and the first chapter describe the sector of services to individual and the economic and social issues. In the three subsequent chapters it presents three microeconometric trials.In chapter two, we present intrinsic motivation of employees in authorised organizations for services to individua (OASP), depending on whether the organization is for-profit or non-profit. This motivation is mainly focused among workers erning a gross salary above 1.6 times the minimum wage. ln chapter 3, the study of the factors that determine the transitions of employees to steady employment highlights that these factors affect those employees differently according to the characteristics of their work, especially the multi-active and mono-active feature. Finally, chapter 4 consists of evaluating the reduction policy of 15 points in employers' social security contributions favoring individual employers who report the actual wages. This public policy positively affects domestic employment. In terms of methodology, this dissertation implements three different econometric models: a switching model regression (chapter 2), a competing risks model (chapter 3), and, finally, the classical method of differences-in-differences (chapter 4)

Full textThis thesis provides a descriptive study and three essays on public policy evaluation about household services. The first chapter describes the main characteristics of household services workers and of households who use these services and their evolution. After a review of the available data, we study in particular the workers' plurality of jobs, the evolution of the use of in-home services “on the black market” and female activity in households who use these services. The two following chapters aim at evaluating the effect of two tax programs on the use of affected households : the implementation of the tax reduction in 1991 and the 2007 reform which partially turned it into a tax credit. The last chapter examines the effect on mothers‘ activity of a rise in childcare subsidies, which was implemented in France in 2004 as a part of the so-called “PAJ E” reform. To conduct these public policy evaluations wich use survey data and tax data, we rely on the econometric methods of “matching” and “difference-in-differences”, along with a combination of these two methods

Full textThe current labor market context is characterized by asymmetry. Indeed, there is a strong demand for hiring in jobs in short-staffed, but which nevertheless have difficulties to recruit; attract and retain employees. For example, the “human care services” professions are experiencing difficulties in attracting staff due to a negative social image and bad working conditions. The shortage of skills, particularly cross-functional skills, is another problem for recruitment in the human services professions. Finally, some people are weakened and unable to become responsible for their employability. These observations lead us to question employability and its ecosystem. Indeed, the ecosystem is changing its configuration and moving towards partnership and territorial governance. Companies in the same area are coming together to pool their resources and means. Local players are mobilizing to find better Human Resources management solutions in the face of the economic and social crises being felt. Our thesis aims at identifying the real employability issues as well as the levers of development on the territory. We are interested in how Regional Human Resources Management can be at the service of employability for jobs in short-staffed. Our research is based on a qualitative study of the territorial ecosystem of employment in a rural territory. We have chosen to study the “human care services” professions in the territory of "Coeur de Nacre". Following a prospective research-intervention, we carried out a data collection via 79 semi-structured interviews (36 job seekers, 11 “human care services” companies, 6 elected officials of the territory, 26 training and employment actors). We conducted 8 observations and 7 workshops. Our thesis revealed employability problems linked to a non-attractivity of “human care services” jobs, a lack of skills and motivation. Other obstacles were added such as lack of orientation and problems related to transportation. The results lead us to rethink the configuration of the employment ecosystem by proposing 4 prospective scenarios. These scenarios reveal the importance of reinforcing the role of the proximity territory as the central link in Regional Human Resources Management. They reveal the importance of working on self and jobs discovery and on profession’s bridges to promote transferability

Full textThe dissertation focuses on the special needs assistants (AVS) profession, occupation which consists in helping disabled children during school time. It questions both the specific forms of work and employment of the AVS that have been organized and implemented in France since 2003. The analysis is carried at the micro, meso and macrosocial level, and it is multidimensional, focusing on public policies, recruitment, career-path, effective and assigned task content, and mobilization. Three types of sociology are used to carry the analysis: people care, precariat and social relationships. The study is based on an ethnographic survey carried on two different observation fields and which relies on observations, interviews and on administrative and legislative documents. It is shown that the AVS profession takes its roots in a social and sexual work division of care, and that it contributes to the expansion of precariat. More specifically, we draw three main conclusions. First, work and employment conditions form a system: neither can be fully understood without the other. Then, special needs assistants belong to the field of people care: it both structures and is structured by a sexual division of work through which women are assigned to people care tasks. Finally, the third result is a contribution to the precariat concept: it is shown that precariat renews a servile class through people care jobs and through the specific form of employment that are associated to it

The category is interpreted, redefined, used in different ways and contexts by actors who are responsible for the implementation of public policies and /or contribute to regulate the labour market. This study analyses the constuction and social usage of categories related to immigration phenomena at multiple levels of analysis (European, national, regional and local) through a comparison of two countries (France and Italy), two regions (Provence Alpes Côte-d’Azur and Liguria) and two sectors (construction and care services). I explicate how and why some discrepancies appear between the ‘official’ and ‘informal’ categories by studying the case of employment gatekeepers during the selection process and by reconstructing the life courses of a sample of immigrant workers

Full textThe objective of this research is to contribute to the analysis of health care networks, and particularly of gerontology networks as promising organizational arrangements. This research tries to answer the following question: How can the logics of action and gerontology strategies of deciders meet the needs of (global) public policies and local needs (local) in order to foster social innovation and serve users ? Gerontology network is considered not as a toolbox, but as a living body, and just like every human body, these networks are characterized by their morphological (anatomical) and physiological features (Part I), and by their behavior (Part II). We have chosen to accompany the text of caricatured illustrations associated with some verbatim from interviewed stakeholders. Thus, the network is as a person, a puppet of the government, a robot - reflecting creativity and originality - or even a clone - symbolizing an ideal organizational type. In the same perspective, the innovative logics of action would be those that meet the "biorhythm" of network in order not to degrade its effectiveness and those adopting appropriate strategies to its spatiotemporal environment. Willing to analyze some innovative cases of gerontology networks in France, Switzerland and Greece (Part III) we have created a model based on the articulation of regulation and proximity. Health networks are positioned on this model, and criteria such as their organizational capacity of interference and arrangement in time, their position in the life cycle, their choice of proximity and control allow them to be more innovative

Full textThe realization of this right is guaranteed by the intervention of public authorities, which must act in the organization of the provision of care, as well as by the existence of social security mechanisms that allow access to healthcare that is not limited by social or geographical factors. The French system is today subject to strong tensions and uncertainties: growing inequalities in access to healthcare, compartmentalization in the organization of the health system, or the ageing of the population and the development of chronic diseases. The health system must evolve around a local public health service that is the only one able to satisfy the general interest of health protection. This objective requires a better structuration and coordination of healthcare activities between the different providers serving users in order to satisfy the requirement of equal access to quality care, transversal cooperation tools are designed to break with existing silos. The implementation of such a public service requires a clear and rational management capable of take into account territorial disparities. The emergence of regional health agencies in a territorialization phenomenon must be accentuated to meet the challenges of proximity. The regulatory means implemented still have to be renewed to respond to the challenge of health protection, the capacity of self-organisation left to the initiative of liberal professionals must be transformed into collaboration with all health providers, health administrations, health insurance, local authorities and users. All these measures permit the satisfaction of the essential trilogy of public services: equality, continuity, mutability

Full textThis PHD thesis analyses the personal care aid, especially as developed in non-profit organizations. The aim of the first part is to build the research object. The first chapter recounts the slow development of personal care aid as an activity sector. The second chapter shows the difficult conditions of` care work. The third chapter analyses why the law to develop home care services, changed the whole sector of personal care aid. The second part develops some "conceptual tools" to enlighten the problems shown in the first part. In chapter 4, three types of relationships that exist in this sector are conceptualized-like a triangle: the service relationship, the employment relationship, and the work p relationship. The relationships that appear in this triangle in the context of non-profitmaking organizations are analyzed in chapter 5, considering that they are part of` a system. The goal of the third part is to analyze the stakes and the development of the sector of` non-profitmaking organizations, taking into account the three identified relationships. The chapter 6 shows why the work and employment relationships are inseparable. The chapter 7 analyzes how specific the work and service relationships are in the non-profit organizations in the field of personal aid care. Then, starting from a critical analysis of the evolutions of the forms of organisation of work, this thesis highlights the need for transforming the roles of the managers of proximity. A model of restoration of the managers of proximity is then proposed. Full textThis research focuses on the problem of human resources management structuring in the field of home care services. The main proposal of this thesis is that, the evaluation of work quality (representations and practices) connected to work commitment and job involvement of home care employees, influence widely human resources management and its performance in this sector. We initially conducted a literature review in the sector of person-toperson services, we focused on the home care service activities. Then, we analysed the various key concepts: employment quality, work commitment and job involvement. Psychological contract and “care” theories were also mobilized within the framework of the employment relations. Then we successively carried out two qualitative studies using semi-directing interviews with the employees and managers of the sector. We analysed the data using two software (Nvivo and Tropes).We noted a heterogeneity of work quality representations. Although some positive elements were raised, a number of areas in people's representations are still unclear. The practices are not always convergent; a limited scope was noted particularly in the financing of employee's trainings. These two types of actors who were questioned do not have the same perception. Work commitment and job involvement of the employees in this sector are not based on classical criteria compared to the other fields. Full textThe advent of a revolutionary state in burkina faso, in 1983, has changed the management conditions of the capital city, ouagadougou. The running of the neighborhood services such as the supply of drinking water at public standposts and the building of basic educational and health facilities being transfered to grassroots organizations (revolutionary committees), elected by the inhabitants of local urban districts, the neighborhood management proceeds from a complex system of shared responsabilities. This study analyses the original practices which come out of this overall context and the new modes of cooperatio established by public authorities and urban populations to bring basic facilities in the outskirts of ouagadougou, which were recently allotted. Emphasizing on the official settings of urban management, the first part of this work analyses the texts and the institutions as well as the means of financing the capital development. The seocnd part is devoted to the social protagonists of urban peripheries, city dwellers and crs'leaders, and to their function in the construction of a shared management specific field of action. The third part studies the articulations and interactions between the "top" and the "bottom" of the social fabric, through the analyse and local management practices. Stress is laid on the contradictions and the discrepancies which arise from the conflicting scales at which the local management is determined

Full textEmergency services personnel are potentially exposed to events involving trauma, suffering and tragedy on a daily basis, which could consequently lead to secondary trauma and post- traumatic stress symptoms. The images and feelings that are associated with continuously being exposed to traumatic situations are not limited to the emergency services personnel, who are primarily exposed to the event, but these events can also have an effect on the significant others in their environment, such as their spouses. The aim of this study was to explore and describe the experiences of secondary trauma among the spouses of emergency services personnel. The research study followed a qualitative research approach, which provided in-depth descriptions and understandings of the participants’ secondary trauma experiences. The research design was explorative and descriptive in nature. Purposive sampling was used to select eight (8) participants, who were the spouses of emergency services personnel. The data was collected by means of semi-structured individual interviews and was analysed according to Creswell. Various research findings indicated that secondary trauma was prevalent in the emergency services industry and, in this current study, most participants indicated that it impacted their marital relationships. The experiences of secondary trauma among the spouses of emergency services personnel stemmed from their partners’ repeated exposure to trauma, managing everyday job stress, safety fears, behavioural changes, dealing with their partners’ emotional reactivity and emotional withdrawal from the family, following trauma exposure. Based on some of the suggestions provided by all the participants, the researcher concluded the study with recommendations for future practice and future research, the main recommendation being that organisational support systems be made available to spouses and families of emergency services personnel.

Full textSupervision used to be one important side of first-line managers' daily activities. Recent research work and publications point out the fact that this activity is now losing its relevance compared to others dedicated to co-workers’ development. First-line managers themselves seem to have little attention left for supervision because of the myriad of activities in which they engage and which are prone to scatter their attention. However, some studies still find that the core of the supervisory activity remains. To better understand how managers exert supervision in a dynamic environment and among their fragmented activities, the thesis studies managers' attention. A multiple-case study made of four managers is presented. Data is collected through a two-week shadowing (mobile observation method) per manager. Interviews drawing on the interview-to-the double method are also conducted. 1968 attentional episodes of managerial supervision have been identified and analysed. This analysis reveals different modes of implementing and articulating attentional episodes and discovers aspects from managers' attentional perspective structuring their sensitivity to operations. The thesis identifies four components of managers' supervisory activity common to the managers: articulating actions, stimulating actions, "advertant", pedagogical. Through their attentional processes managers exert swiftly their supervision and subsume the complexity and variability of the operations they are responsible for. The thesis reveals the richness of managers' supervisory activity , particularly through the pedagogical and "advertant" components

Full textThe increasing growth of health expenditure, accentuated by changes in health needs, has inevitably led to the introduction of a budgetary constraint within hospitals. These budgetary restrictions, denounced by the health professionals, caused a real discomfort within the hospitals imposing to envisage organizational reforms. Managerial innovations have thus become a possible response to the hospital crisis. However, their implementation may be hampered by obstacles related to the structural complexity of health organizations and the plurality of actors involved in them. The literature highlights the key role of the proximity manager in helping to overcome resistance by supporting the creation of a sense of innovation.Our research aims to specify the methods of influence of the proximity manager on the implementation of managerial innovation and its adoption by the actors of the organization. Based on an intervention research carried out in immersion for six months in a Luxembourg hospital, we support the implementation of a managerial innovation, Lean Management, within an outpatient chemotherapy service faced with organizational difficulties.The results of the research highlight the influence of the local manager on the adoption of managerial innovation and reveal factors that moderate the ability to mobilize these levers. Structural adjustments and the introduction of managerial support for the manager's autonomy support his missions to deploy innovation

Full textThis thesis is about initiatives in the field of the Social and Solidarity Economy (SSE) that put forward proximity-based organizations departing from the dominant paradigm, and especially from the predominant neoliberal ideology. They are born from the concerns of the civil society and result in the creation of local answers to problems arising from the multidimensional crisis that encompasses social, political, economic and environmental issues. The proliferation of these alternative economic experimentations could be an opportunity for the emergence of more diverse ways to devise and govern the economy. However, when they build local production networks, these initiatives encounter isomorphic influences from the prevailing institutional system that seem to hinder their development and push them toward normalization. This can jeopardize their power to transform the society and the economy on a bigger scale. This research provides an explanation of this phenomenon through a meso-economic analysis of the interrelations within the SSE and with the public and lucrative sectors. The purpose is to explain the logic of local coordination that favours the efficiency of these alternatives and of those who result in the resilience of the neoliberal system that they criticize. The thesis is divided into three parts; an historical one that gives perspective on the present issues, a theoretical one that adopts a heterodox and institutional standpoint in order to provide analytical tools that are specifically suited to the chosen subject. The economy of proximity is the main scientific discipline that was selected, with intakes from the economy of convention. Lastly, an empirical part, based on a multidisciplinary approach presents the geographical, institutional and organizational proximity relations of four local SSE networks in the area of Grenoble-Alpes-Métropole and an assessment of their impact ; a territorial pole of economic cooperation (PTCE), a local network of the ethical bank La Nef, a network of urban community-based gardens and a network of local currency and community exchange systems

Full textThe economics of care for ederly has developped in France since 1960 and the institution of a specific social public policy. This policy has enhanced and financed a non profit an non martket professionalized economy planned to avoid, as far as possible, the family care. However, in the 1990's, the care for ederly had been reinterpreted as a "proximity service" as part of an employment developping public programm designed for promoting a "new services" market economy. Since this time, the non profit economy has been the subject of public measures that intend to comply it with the orthodoxy of a market economy. Our thesis proposes, in its first part, a monograph approach of both public policy programms that intends to demonstrate the equal inner coherence and robustness of each of them. Since, it is shown that it seems quite impossible to arbitrate, at this political level, wether in aid of non market or in aid of market economy. It suggests, in its second part, a microeconomic approach based, firstable, on sociological grounded inquiries and, secondly, on a statistic survey on domestic accidents the ederly are victim. Then, it becomes possible to show the limits of the market, and even the possibily of a market failure, in this field of activity. The demostration model is rooted to the principle of a market economy and it progressively integrates the role of institutions in proportion of the limits of the market that it reveals. Those demonstrations use the classical microeconomic theory of consumption, the household production theory, the organization economics, and the external economies and deseconomies theory
