Full textTeaching relies on a number of resources necessary for the preparation of lessons. The way they circulate is a challenge for those working in the field of education. The evolutions linked to the development of digital technologies also raise, in an increasingly pressing manner, the question of their organization. Our thesis studies these organizational practices. A multidimensional analytical framework articulating the macro, meso and micro levels has been developed in order to apprehend this activity by taking into account the socio-historical context in which it is deployed. It allows us to reveal the relationships and tensions between these three levels. On the theoretical level, it has been developed and enriched by the contributions of various academic works carried out in the fields of educational sciences, information and communication sciences, organizational sciences, and the history of knowledge, sciences and technologies. It has enabled us to develop a network of concepts that shed light on our subject. Methodologically, we have used this framework to conduct empirical investigations based on qualitative methodologies. These have led to the development of three corpora. Two corpuses are based on teachers' discourses. The first is the result of an ethnographic investigation in a high school. The second is based on elements of discourse from teachers’ network websites concerning the organization of resources and the mobilization of management tools. The last corpus is based on an analysis of the offer of digital tools and services for the organization of resources, or presenting functionalities dedicated to the organization of resources. Finally, we undertook the development of two glossaries to embrace the key notions and concepts used in this research. Our analyses underline the complexity of the resource organization activity. The latter is based on several actions relying on a vast hybrid tooling (paper and digital) and manifesting itself through forms of do-it-yourself. It also covers several dimensions: practical, affective, biographical and intimate. Our thesis shows that this activity, which could be thought of as trivial and secondary, plays on the contrary an important role in the process of appropriation and construction of knowledge, and that it is through this process that teachers can be ressourcefullness, and thus build and establish their legitimacy as professionals in the making and in development

Full textFor many years now, personalization in TEL is a major subject of intensive research. With the spreading of Massive Open Online Courses (MOOC), the personalization issue becomes more acute. Actually, any MOOC can be followed by thousands of learners with different educational levels, learning styles, preferences, etc. So, it is necessary to present pedagogical contents taking into account their heterogeneous profiles so that they can maximize their benefit from following the MOOC.At the same time, the amount of Open Educational Resources (OER) available on the web is permanently growing. These OERs have to be reused in contexts different from the initial ones for which they were created.Indeed, producing quality OER is costly and requires a lot of time. Then, different metadata schemas are used to describe OER. However, the use of these schemas has led to isolated repositories of heterogeneous descriptions which are not interoperable. In order to address this problem, a solution adopted in the literature is to apply Linked Open Principles (LOD) to OER descriptions.In this thesis, we are interested in MOOC personalization and OER reuse. We design a recommendation technique which computes a set of OERs adapted to the profile of a learner attending some MOOC. The recommended OER are also adapted to the MOOC specificities. In order to find OER, we are interested in those who have metadata respecting LOD principles and stored in repositories available on the web and offering standardized means of access. Our recommender system is implemented in the MOOC platform Open edX and assessed using a micro jobs platform

Full textToday in France, a large number of children and youngsters are still suffering from chronic diseases. However, these diseases can be kept in check by health care specialists provided a good relationship is established between the young patients and these specialists through therapeutic education. For the past few years, nursing teams have using regularly a number of resources such as games, toys, activities and documents. We've carried out a national survey, among 108 nursing teams looking after young patients aged between 4 and 12 suffering from asthma, diabetes, hemophilia. Questionnaires have been sent out to hospitals, patients associations and cure centers. In each case, we have tried to identify their educational resources. The results of in-depth interviews with 2 leading specialists in the field of health care and educational sciences have been added to our research. We propose a topology of educational resources for the therapeutic education of young patients

Full textThis research focuses on the problem of human resources management structuring in the field of home care services. The main proposal of this thesis is that, the evaluation of work quality (representations and practices) connected to work commitment and job involvement of home care employees, influence widely human resources management and its performance in this sector. We initially conducted a literature review in the sector of person-toperson services, we focused on the home care service activities. Then, we analysed the various key concepts: employment quality, work commitment and job involvement. Psychological contract and “care” theories were also mobilized within the framework of the employment relations. Then we successively carried out two qualitative studies using semi-directing interviews with the employees and managers of the sector. We analysed the data using two software (Nvivo and Tropes).We noted a heterogeneity of work quality representations. Although some positive elements were raised, a number of areas in people's representations are still unclear. The practices are not always convergent; a limited scope was noted particularly in the financing of employee's trainings. These two types of actors who were questioned do not have the same perception. Work commitment and job involvement of the employees in this sector are not based on classical criteria compared to the other fields. In the area of home care of elderly, the conscientiousness of Home Help aides is crucial and relies on interpersonal skills. The emotional ties developed between Home Help aides and users; involve more sense of responsibility and the development of a kind of competence feeling. In this research, all these elements give certain legitimacy to the “care” theory

Full textCeux-ci ont servi aussi en partie comme base pour l’étude comparative et évaluative des structures éducatives préscolaires au Pérou.
Nous avons mis en évidence qu’il existe différentes manières de concevoir l’organisation des services d’accueil pour les petits enfants, en fonction par exemple de facteurs sociaux, économiques, géographiques, etc. qui peuvent « configurer » différemment les services et programmes d’éducation proposés.
Dans les pays d’Amérique Latine et du Caraïbe, particulièrement dans le cas du Pérou, en accord à leur situation géographique, les services d’éducation préscolaire se concentrent principalement dans le contexte urbain, où il y a prédominance des services « formels » (publics ou privés). Les modalités « non formelles » prédominent dans les zones rurales, zones de frontière et zones caractérisées par de hauts taux de pauvreté et de vulnérabilité.
Dans ces pays, l’éducation « non formelle » a acquis au départ un caractère social, plus que éducatif puisqu’elle s’est développée pour venir en appui aux parents qui travaillent et compenser les situations de risque des enfants, comme la pauvreté ou le fait d’habiter dans des zones urbaines marginales, rurales ou de frontière, ce qui implique le développement social et l’amélioration des conditions de vie. Dans le cas de Cuba, du Pérou et du Brésil il existe ainsi un grand nombre de ces structures.
Dans les pays développés, on utilise rarement les termes d’éducation « formelle » et « non formelle ». Cette dernière correspondrait par exemple aux structures alternatives d’accueil des enfants dans son propre domicile, surtout pour les plus petits, avec du personnel privé (gardiennes) mais pouvant être contrôlé par les autorités. Le concept de « non formel » pourrait être pris aussi dans un sens plus large pour qualifier des initiatives qui constituent des alternatives à l’enseignement classique, qui associent différents types de partenaire et qui visent par exemple à renforcer les liens entre une école et la communauté locale dans laquelle elle s’insère.
L’intérêt par le thème répond aux besoins d’identifier et d’analyser les caractéristiques des structures éducatives préscolaires et les modes de gestion des institutions qui accueillent les petits enfants (de moins de trois ans), afin de connaître les mécanismes de prise en charge qu’elles développent pour répondre aux besoins éducatifs liés au développement social, économique, politique et culturel.
Après, nous présentons les objectifs, la méthodologie et les résultats sur les aspects comparatifs et évaluatifs de la première partie de cette recherche, réalisée dans le cadre du DEA.
Ensuite, dans le deuxième chapitre, nous formulons la problématique de recherche et sa justification, et nous présentons le plan de recherche en ce qui concerne les objectifs, hypothèses, variables, méthodologie, échantillon, processus de recueil des données, techniques et instruments de recueil des données.
Nous développons ensuite, dans le troisième chapitre, les aspects méthodologiques, en ce qui concerne le niveau et type de recherche, description de la population et de l’échantillon, présentation des méthodes, des techniques et des instruments pour le recueil, les modalités pour l’organisation, le traitement et l’analyse des donnés.
Finalement, dans le quatrième chapitre, nous présentons les données, analyses et discussion des résultats, ainsi que les conclusions générales.
Notre travail peut apporter à la recherche concernant ce groupe d’âge, parce qu’il peut constituer une systématisation de l’organisation et du fonctionnement des structures d’accueil pour les enfants les plus petits et peut être une motivation pour continuer d’autres études sur le thème de l’éducation préscolaire, liées à des autres aspects de la gestion, aux méthodologies d’enseignement, à l’analyse des programmes, à la formation des enseignantes, etc. et dans d’autres contextes.
Cela mettre en évidence le besoin d’actions multisectorielles et la coordination articulée et intégrée entre les différents secteurs pour assurer aux enfants un développement intégral (l’éducation et le développement de toutes leurs potentialités, la garde de la nourrice et de la santé).
On peut tirer de cette recherche certaines conclusions qui comprennent un cadre conceptuel pour la comparaison et l’évaluation des structures éducatives préscolaires pour les enfants de moins de trois ans, indiquant les facteurs et des critères qu’il convient de prendre en considération pour des études similaires. À cet égard, à partir de la recherche a surgi la réflexion sur les critères pour évaluer la cohérence, la qualité et l’équité dans les structures d’accueil, mais elle a démontré aussi qu’il n’est pas possible de fixer les mêmes indicateurs ou standards à niveau général, ils doivent être fixés d’après la perspective de chaque réalité concrète, avec la participation des acteurs, en considérant les caractéristiques culturels et du contexte, leurs expectatives et leurs besoins.
Cette recherche propose aussi une réflexion qui peut donner lieu aux connaissances sur les structures d’accueil pour les enfants les plus petits en différents contextes.
The research develops, in the first chapter, the theoretical frame and the analysis of certain conceptual aspects that concern the educational systems and the pre-school education, as well as the analysis of information that have allowed the comparison and the evaluation of the educational structures and of the attention to the small infancy in the following countries: Australia, Belgium, Brazil, Canada, France, Peru and Cuba.
These served, partly, as base for the comparative study and evaluative of the educational pre-school structures in Peru. It has put in evidence that there exist different ways of conceiving the organization of the services of attention for the children, in function for example of social, economic and geographical factors, etc. That can "form" differently the services and the educational proposed programs.
In the countries of Latin America and of the Caribe, particularly in case of Peru, in agreement to her geographical situation, the educational pre-school services principally center in the urban context, where there is predominance of the "formal" services (public or private). The " not formal " modalities prevail in the rural zones, the zones of border and the zones characterized by high indexes of poverty and of vulnerability.
In these countries, the " not formal " education acquired initially a social character, more than educational since she developed to support the parents who work and to compensate the situations of risk of the children, as the poverty or the fact of living in zones urban marginal and rural or of border, which implies the social development and the improvement of the living conditions. In case of Cuba, Peru and Brazil there exists a great number of these structures.
In the developed countries, we use strange the educational formal and not formal terms. The latter would correspond for example to the alternative structures of reception of the children in your own domicile, especially for the smallest, with private personnel but that might be controlled by the authorities. The concept of "formal" might be taken also in a more wide sense to qualify initiatives that constitute alternatives to the classic education, which different types of actors associate and which the bows try to reinforce for example between a school and a local community in which it is inserted.
The interest for the topic answers to the need to identify and to analyze the characteristics of the educational pre-school structures and the manners of management of the institutions that receive the three-year-old minor children, in order to know the mechanisms that they develop to answer to the educational needs linked to the social, economic, political and cultural development.
Later, let's sense beforehand the aims, the methodology and the results on the comparative and evaluative aspects of the first part of the research, realized in the frame of the DEA.
Then, in the second chapter, we formulate the problematic of research and the justification, and let's sense beforehand the plan of research as for the aims, the hypotheses, the variables, the methodology, the sample, the process, the technologies and the instruments of compilation of the information.
We develop then, in the third chapter, the methodological aspects, as for the level and the type of research, description of the population and of the sample, the presentation of the methods, the technologies and the instruments for the compilation of information, the modalities for the organization, the treatment and the analysis of the information.
Finally, in the fourth chapter, let's sense beforehand the information, the analysis and the discussion of the results, as well as the general conclusions.
Our work can reach to the research that concerns this group of age, because it can constitute a systematizing of the organization and of the functioning of the structures of attention for the smallest children and can be a motivation to continue other studies on the topic of the pre-school education, linked to other aspects of the management, to the methodologies of education, to the analysis of the programs, to the formation of the teachers, etc. and in other contexts.
It puts in evidence the need of the actions of different sectors and the coordination articulated and integrated between the different sectors to assure the children an integral development (the education and the development of all your potentials, the care of the nutrition and of the health).
We can obtain of this research certain conclusions that include a conceptual frame for the comparison and the evaluation of the educational pre-school structures for the three-year-old minor children, indicating the factors and criteria that it suits to bear in mind for similar studies.
In the matter, from the research the reflection has arisen on the criteria to evaluate the coherence, the quality and the equity in the structures of attention to the small children, but there has been demonstrated also that it is not possible to fix the same indicators or standards to general level, these must be fixed according to the perspective of every concrete reality, with the participation of the actors, considering the cultural characteristics and of the context, your expectations and your needs.
This research proposes also a reflection that can give place to knowledge on the structures of attention for the smallest children in different contexts.

Full textIn this thesis, we study scheduling policies on the umts radio interface for packet-switched services like web browsing. Moreover, we analyse the interaction between resource allocation algorithms and protocols involved in end-to-end data transmission like tcp (transmission control protocol) and rlc (radio link control). First, we model the radio resource consumption induced by active users. We then introduce a new factor : the total interference factor the radio efficiency factor. It represents the cost in radio resource per unit of throughput in order to serve a given user. Then, by formulating the resource allocation problem as an optimization problem of users' satisfaction, we present an optimal solution based on the ratio user satisfaction/radio efficiency. Thanks to these results, we build a dynamic allocation algorithm and compare our solution with existing ones from the litterature. The impact of tcp and rlc protocols is taken into account in this study

Full textA key issue for Cloud Computing data-centers is to maximize their profits by minimizing power consumption and SLA violations of hosted applications. In this thesis, we propose an autonomic resource management framework combining a utilitybased dynamic Virtual Machine (VM) provisioning manager and a dynamic VM placement manager. Both problems are modelled as constraint satisfaction problems. The VM provisioning process aims at maximizing a global utility capturing both the performance of the hosted applications with regard to their SLA and the energy-related operational cost of the cloud computing infrastructure. We propose a component-based architecture with a separation between the decision and ressources layers. We show several experiments how our system can be controlled through high level handles to make different trade-off between application performance and energy consumption or to arbitrate resource allocations in case of contention

Full textIn this new digital world, driven by the dominance of a model based on the opportunities offered by global access to the Internet and its killer app: the World Wide Web, access to information is becoming a matter of a good experience and responsiveness. We are witnessing the Web services are of increasing popularity. New types of terminals are proposed. Communications technologies are improved. Users expectations are becoming higher. In such a context, network operators are facing serious challenges arising from the management of a massive traffic growth, largely driven by the increasing amount of video streams while internet services providers are also concerned by the issue of providing an adequate quality of experience to their end-users. For both actors, these dual trends present both challenges and opportunities. The challenges arise from the issues of managing the growing demand for traffic while maintaining appropriate quality of experience for users. Opportunities come from a smart management of the increasing demands of Web services in terms of quality of services and of the resources that will support the delivery of these services. It is then crucial for each actor to be well-positioned in the value chain to take part in this process. The role that will be played by the networks, as a basic set of oversized pipes, or as an intelligent network providing advanced management facilities, perfectly illustrates this issue. These two alternatives are respectively known as the "dumb-pipe" or "smart networks". In this thesis, we consider a new approach, which is simple, effective and adapted to meet these challenges. Network operators and service providers can mutually benefit from improving the data delivery in the networks while continuing to fully control their infrastructures. This collaborative approach is the starting bloc of our work aiming at defining a framework, an architecture and appropriate procedures to bring these actors to work together to manage this problem. This collaboration is particularly necessary because each actor, though prisoner of its constraints and capacities, can turn them into a contractual relation with the other in a client-supplier process for the optimization of traffic management

Full textCette éducation thérapeutique offre au jeune patient la possibilité d'apprendre à vivre avec sa maladie. Pour éduquer ces patients, les équipes de soignants utilisent différents types de ressources éducatives (jeux, jouets, activités éducatives et documents).
Nous avons réalisé une enquête nationale auprès de 108 équipes soignantes éduquant de jeunes patients (de 4 à 12 ans atteints d'asthme, de diabète et d'hémophilie) dans des hôpitaux, associations de patients et centres de cure, pour identifier les ressources éducatives utilisées et les intentions pédagogiques.
Il ressort de cette recherche que les éducateurs - soignants privilégient les activités qui font appel à la participation des enfants ainsi qu'aux documents. Les jeux et jouets sont également mobilisés pour faire apprendre aux enfants sur leur maladie et acquérir des habiletés et des techniques. Par contre, d'autres objectifs tous aussi importants aux yeux des éducateurs - soignants tels que l'acceptation de la maladie et la socialisation de l'enfant sont traités avec moins de ressources éducatives.
D'une façon générale, l'ensemble de ces ressources éducatives contribue à favoriser une meilleure communication entre soignant et soigné.
Ce travail aboutit à une proposition de typologie de ressources éducatives utilisables par les équipes soignantes pratiquant l'éducation thérapeutique des jeunes patients.

Full textTo exceed the debate concerning the superiority of the scientific organization of the work on the organic structure, theories have linked the organizational choice efficiency to characteristics of the environment (theories of the contingency), to the nature of the competitive advantage (the strategic analysis) and others establish a link between the environment, factors of competitiveness and the organization of the work (the economy of institutions). The analysis of the banking sector shows that with the evolution of the competitive environment, banks has passed from a strategy of financial intermediation to a strategy of financial service distribution and pme financing. This strategic evolution has necessitated the decentralization of decision making into branches. This evolution has generated a double disequilibrium of competence : an excess of administrative people and a lack of commercial staff. Changing from an internal market tradition in the seventies, banks in the eighties tended to resort to external flexibility and then to reconstitute their internal market in the nineties. Banking products and computer technologies being available on the market, couple with a qualified labor force lead us to believe that external flexibility should be more efficient. The return to internal flexibility constitutes a paradox with the respect to the institutional economics theory which explains the arbitration between the coordination bargains and the administrative coordination by the degree of asset specificity. The internal market reconstitution is explained by the coproductive nature of services in which the consumer intervenes. The creation of a link of confidence in the banking relationship and the social capital accumulation by banking counselors are fundamental in the evaluation of risks and the financial services distribution. This social capital accumulation supposes a durability of the relationship, rendering necessary the stability of banking counselors. The idiosyncrasic nature of confidence relationship generates specific human capital determined by the apprenticeship of a particular social environment, thus justifying the internal market reconstitution

Full textThis dissertation, dealing with open educational resources in digital format by schoolteachers, aims at considering the pedagogical concerns of those resources, mainly in French language and science technology in the cycle 3 of primary school. Classroom observations, questionnaire surveys, studying a body of documents (comprised of files related to the Information Technology and Internet Certificate Level 2 - Teacher (ITIC)), and semi-structured interviews with the teachers of 3rd cycle help collect relatively convergent data on this subject matter.The main findings and conclusions of this research are the following ones : regarding the uses : the teachers we interviewed use open digital resources that are often associated with other pedagogical resources and take sometimes the same role as other resources in the teaching of French language, science and technology in the 3rd cycle. Thus, the use of these open resources is well established in science and technology more than in the teaching of French language. Regarding the educational concerns : we found that these resources could modify and even encourage practices related to planning, to the adjustment and to the implementation of elementary instructions. They pave the way to other opportunities for teachers to consolidate learning activities, by allowing pupils to validate various, documented, and sometimes, collaborative tasks. Full textThe convergence of the Internet of Things (IoT) and Cloud Computing technologies is a promising approach. On the one hand, Cloud Computing provides virtually unlimited computing, networking, and storage resources for constrained IoT devices. On the other hand, the IoT enables the interaction of cloud services with real world things. Such integration stimulates innovation in both areas and provides novel service delivery models such as the Sensingas a Service in different application domains (i.e. healthcare, transportation, smart-city, smartbuilding).In such convergence, things are abstracted and offered as cloud services accessible over the Internet from any place and at any time. Such abstractions are known as Virtual Objects (VOs) and connect things to traditional cloud services (e.g. data analytics, storageservices) to deliver IoT applications. In this thesis, we consider first a partial integration of the IoT and Cloud Computing. Such integration focuses on delivering the IoT within a single service level of Cloud Computing,namely: the application, the platform, or the infrastructure level. In this context, IoT and CloudComputing resources are provisioned separately. We focus in this work on the orchestration of VOs in a cloud infrastructure. For this purpose, we define a provisioning algorithm based on a sharing strategy where each connected object is associated with a single VO and can be consumed by multiple applications. We propose two linear programs to perform the provisioning of VOs. The first considers no previously deployed VOs in the infrastructure, while the other takes into consideration pre-deployed VOs. Our approach minimizes VOs operational cost and communication latency in both cases compared to those with a non-sharing strategy. The second part of this thesis considers a full integration of the IoT and Cloud Computing. We refer to such integration as the Cloud of Things (CoT). In this context, a customer should be able to request end-to-end IoT application provisioning, deployment, auto-scaling, and release on the fly with minimal management efforts. In this thesis, we address the provisioning aspect. We define a resource-oriented model able to describe an IoT application request and a CoT infrastructure on different service levels. We base our model on the OCCI specifications defined by the OGF. Furthermore, we define a single stage provisioning algorithm to orchestrate a described IoT application into a CoT infrastructure. The algorithm considers cloud and IoT resources simultaneously. Simulations show that a one-stage provisioning process is 10%−20%more efficient than two separate orchestration processes for cloud and IoT resources

Full textThe main objective of this thesis is to study the interdependence of school resources and individual resources in human capital production. In three empirical analyses using French data, various methods arc proposed to evaluate the impact of educational policies, taking individual behaviors into account. The first chapter shows that compensatory education policies may result in individual sorting. The fact that socially more advantaged families tend to avoid treated schools cancels out additional resources positive effects on academic achievement. The second chapter examines whether pupils are constrained by local school supply. We find that opening a new high school increases the proportion of pupils who continue in upper secondary education, particularly in a vocational track. Studying how students evaluate teaching, the third chapter shows that they take contemporaneous information about their grades into account when they evaluate teachers' pedagogical qualities

Full textCloud computing has become over the last years an important paradigm in the computing landscape. Its principle is to provide decentralized services and allows client to consume resources on a pay-as-you-go model. The increasing need for this type of service brings the service providers to increase the size of their infrastructures, to the extent that energy consumptions as well as operating costs are becoming important. Each cloud service provider has to provide for different types of requests. Infrastructure manager then have to host all the types of services together. That's why during this thesis, we tackled energy efficient resource management in the clouds. In order to do so, we first modeled and studied the initial service allocation problem, by computing approximated solutions given by heuristics, then comparing it to the optimal solution computed with a linear program solver. We then extended the model of resources to allow us to have a more global approach, by integrating the inherent heterogeneity of clusters and the cooling infrastructures. We then validated our model via simulation. Usually, the services must face different stages of workload, as well as utilization spikes. That's why we extended the model to include dynamicity of requests and resource usage, as well as the concept of powering on or off servers, or the cost of migrating a service from one host to another. We implemented a simulated cloud infrastructure, aiming at controlling the execution of the services as well as their placement. Thus, our approach enables the reduction of the global energy consumption of the infrastructure, and limits as much as possible degrading the performances

Full textIn a context where digital tools and the WEB allow for the diffusion and massive sharing of resources, the current challenge is to find the right resource at the right time. Current description standards (e. g. LOM or ScoLOMFr) do not allow the description of the didactic dimensions of a learning object. Our thesis is a contribution to fill this gap from the Technology-Enhanced Learning (TEL) field point of view. We were particularly interested in the description of mathematics exercises. We conducted our work within the Anthropological Theory of Didactics (ATD) framework. More specifically, we have exploited the formalization of the praxeological approach proposed by the T4TEL framework. Our findings and propositions are four-fold. First, we proposed a didactic resource description model (M2DR) that allows the description of a mathematics exercises based on didactic criteria and determines its suitability for a curriculum. This model is based on the use of a reference epistemological model (REM). The second result is the modeling of didactic intentions, used for searching for mathematics exercises described with the M2DR model. The third result is an enhancement of the T4TEL framework defining a task model and introducing the notion of optimal types of tasks. The fourth result is the definition of a process for implementing an ontological representation of a REM described in T4TEL using types of tasks generators. This process allows the model to be used in a computerized environment. It has been applied to different REMs in the fields of elementary algebra and numeracy. That fostered the use of the M2DR model to describe different mathematics exercises

Full textIt is widely accepted that data production has been developing spectacularly for several years due to the proliferation of new technologies such as social networks, new mobile devices, smart meters, sensors and cloud computing. In fact, this data explosion should continue and even accelerate. To wonder about the way in which one should treat this mass of which becomes more and more varied, complex and less structured, is then essential. DaaS (Data As A Service) can be defined as the supply, management and delivery of data presented in an immediately consumable format business users of organizations as a service. The data returned by these services are generally characterized by uncertainty and heterogeneity. There are many approaches that process data across the Web service lifecycle, which is based on six phases: creation, selection, discovery, modeling, invocation, and composition of services, in order to solve the problem. problem of data volume, its heterogeneity or its speed of evolution. On the other hand, there are very few approaches to data quality and the treatment of uncertainty in the Web. In this thesis, we are naturally interested in the question of Web services in a context of distributed and heterogeneous systems. The main contribution to be made in this research is to study the composition of Web services and / or resources and the indexing of data in an uncertain context. First, through the contributions of the literature, the theoretical framework relative to the specificities of the concept of DaaS service uncertain, is presented by adopting the possibilistic theory. The problem of the composition of Web services and the impact of the uncertainty, which can be associated with the exit of a service, on the processes of selection and composition of the services are explained. To do this, we proposed a possibilistic approach to model the uncertainty of data returned by uncertain services. Specifically, we have extended Web service description standards (for example, WSDL) to represent the uncertainty levels of the outputs. We have also extended the service invocation process to account for the uncertainty of input data. This extension is based on the theory of possible worlds used in possibilistic databases. We also put forward a set of composition operators, sensitive to uncertainty values, in order to orchestrate uncertain data services. Second, we studied the impact of uncertainty on the representation and manipulation of Web resources. We defined the concept of an uncertain web resource and proposed resource composition mechanisms. To do this, a model describing uncertainty through the concept of uncertain web resource was presented. This one is based on a probabilistic model where each resource can have several possible representations, with a certain probability. Finally, and finally, we proposed methods of documentary indexing of data of the Big Data type. Initially, we adopted an approach of syntactic indexing of uncertain data, then we followed an uncertain method of semantic indexing. Finally, and to boost this approach, we have proposed a hybrid method of indexing in an uncertain context

Full textThis thesis focuses on Export Support Services offered by the public and semi-public actors. Public authorities are questioning the effectiveness of these services. The literature reports conflicting results on this issue, especially because of the lack of a valid measure of export support which makes it difficult to compare results. This difficulty is exacerbated by the diversity of firms supported. Indeed, the services was thought to firm with internationalization by stages. Yet it appears that Early Exporters, the most common but also the most fragile type of International New Ventures, use the same services. Therefore, two questions arise; first, how to measure the export support received by the firm and, secondly, the question of the effectiveness of the Export Support Services for Early Exporters. To answer the first question, a process of construction of a scale measurement of Export Support based on the Churchill paradigm (1979) is implemented. An exploratory study was conducted with thirteen support export actors and five companies to make measurement items. Then 288 questionnaires of supported firms are harvested and used to test the psychometric properties of the scale. This approach results in a multidimensional measurement scale with nine items and distinguishing informational, operational and financial Export Support. This tool can measure more accurately Export Support Services used by the firm. To answer the second question, the theory of resources is mobilized to identify the strategic resources of Early Exporters and influence that different types of Export Support can have on them. These relationships lead to a conceptual model tested by the method of structural equation from 196 questionnaires of supported companies. It shows that the Export Support Services are less effective for Early Exporters, especially with regard to the financial support that has no influence on their international performance. The results thus highlight the need to develop new services to effectively support Early Exporters. Several proposals are made in this direction

Full textMany high performance applications require lots of resources. Environment like clusters or grid is interesting for their execution. This thesis studies parallel or sequential applications on clusters with precise management of resources in order to define a level of quality of service. It deals with execution support model, applications needs expression and scheduling. Two approachs are proposed : one in a deterministic mode where every application running on a host is known and controled and the other one in a stochastic mode where some part of the load of the host is unknown. Every application belongs to one of the four classes of quality of service defined which determines the level of quality of service requested. Scheduling algorithms are proposed on clusters which guarantee quality of service. They are based on events simulation and differential equations deducted from markovian models. An extension of the algorithm on the grid level is presented. Applications are represented by a graph of communicating tasks. Algorithms are validated by simulation and are integrated in a resources manager (AROMA : scAlable Resources Manager and wAtcher). A model to invoice a client for the used resources is proposed

Full textA significant amount of efforts have been directed toward the support of Quality of Service (QoS) in the network infrastructure. However, deal with juste network QoS problem is not sufficient to guarantee end-to-end QoS. Even there are mechanisms (DiffServ, IntServ, MPLS, etc. ) allowing service differentiation at network level, users are still forced to share in the same way available resources on the server Web side. A possible solution to deal with this problem is to use the network QoS principles (traffic classification, admission control, resources partition, etc) to extend components of Web clusters infrastructures introducing resources management mechanisms allowing guaranties of SLAs (Service Level Agreements) granted to users. Our contribution relies on the use of those principles for design, specification and implementation of a QoS management architecture for Web servers clusters. We propose a flexible, scalable and non intrusive solution that takes into account the heterogeneity of technologies used to implement Web Applications. We also propose an admission control and load balancing mechanism for Web servers clusters, called WS-DSAC (Web Servers – DiffServ Admission Control), that allows user QoS differentiation and effective use of available resources, by dynamically reallocating resources between existent QoS classes and promoting fairness during non critical moments

Full textIn this thesis we are interested with the planification and scheduling problem in healthcare systems. A literature review permit us to opt for an approach based on the concept of healthcare process. The aim is to minimize patient length of stay as well as healthcare process costs while maintaining a good quality of service. This approach was particularly illustrated in the case of a healthcare process including a surgical stage. In order to take into account perturbations, one of the important characteristics of the hospital environment, we propose to treat the planification and scheduling problem following a hierarchical structure comprising four decision-making levels. The first level is carried out by admission planning which consists in fixing patient hospitalization dates. However, the admission date given to a patient risks not being very reliable because of the occurrence of various perturbations. Henceforth, hospitalization dates are confirmed according to the operating planning contructed on the horizon of T days. The third decision-making level consists in constructing a daily operating schedule. This decision-making level has double objectives: (1) update the operating planning established on the horizon of T days while integrating various perturbations which occur in the healthcare system; (2) determine the order of intervention achievement by considering the critical resources used in the operating process. Then, we propose an approach for real-time piloting aid of operating theatre in front of the occurrence of perturbations requiring to rethink the daily operating schedule. Among the various types of perturbations, here we treat emergency admissions

Full textThis research studies the processes of mediation implemented in the appropriation of the international directives in a country which was subjected to various exogenic influences during its history, influences which take their origins in colonization and continue, in different forms, even become intensified with the policies of globalization: that of Gabon and its junior high school. The analysis of educational policies in this context leads to question the relevance of a certain "form school" imposed on a society whose logics of education may be contradictory to those imported. How can the national policies of education in Gabon be built in a context dominated by the permanent telescoping between need for national construction, international colonial history and constraints? By choosing to focus the analysis on the processes of curricular definition and particularly on the formal curriculum of history, research brings together, epistemologically speaking, analytical tools of sociology curriculum and of comparative education starting from the putting in perspective the concepts of for the concepts of “outsourcing” and “resources mobilization”. The methodological approach is twofold: documentary and empirical. It is based on a diachronic analysis of school curricula and history textbooks in the first cycle of junior high school and a testing of the formal curriculum from the speeches of educational actors such as teachers and educational advisers. In the context of Gabon, our research highlights the financing of the construction of several school infrastructures by the authorities like the “BAD” or the “Coopération Française” and its effects. The mediation of the international policies in Gabon also reveals the constant inadaptability of an educational body whose system of thought and values which underlie it are exogenic with the local culture. The efforts of appropriation of the system in a context dealing with all kinds of influences (internal and external) are particularly tricky. Questioning these phenomena under tension, research shows that the position on the international chessboard largely determines the action or inertia, in a decisive way. Thus, as Gabon is not able to “go against the current”, it adopts, to some extent, the universal education agenda at the expense of his own maturation of nation-building project. Research finally makes it possible to realize that the formal curriculum in junior high school is “bipolar”, since the beginning of the Seventies and with no real evolution since then. The two poles are Africa and Europe, other parts of the world making only brief appearances. It is the same for the treatment of the local culture through school curricula and textbooks. Research also reveals that the formal curriculum of history is rather stable in junior high school and that there is some form of curricular inertia, we analyze from the data collected

Full textIn order to reach the largest population throughout the whole territory of a country, scaling-up access to ART requires both the decentralization of HIV care from central to more local services at the district level, together with care and antiretroviral treatment being economically accessible for households affected by HIV/AIDS. The recent issues raised by ART scaling-up policies in low income countries have led to a revival of interest in operational research and provide the opportunity for an in-depth assessment of decentralization policies from a point of view hitherto unexplored in applied economics.The present thesis work, which forms part of a large programme of operational research conducted in Cameroon, aimed to assess the performance of the decentralization policy in the field of HIV, particularly in terms of services’ effectiveness and economic accessibility for households.The first part of the thesis was dedicated to the assessment of the relationships between decentralization of the healthcare delivery for HIV care and the effectiveness of the services provided. Using multilevel regression models, the analysis showed that decentralized services at the district level not only achieved outcomes as good as those in centralized services, but performed even better for certain outcomes such as adherence to ART and mental health related quality of life. The results also highlighted that healthcare supply characteristics, including in particular the availability of qualified human resources and the workload of health professionals, played a significant role in explaining the differences observed inservices performance.The second part of the thesis dealt with the economic accessibility of care and treatment for HIV infection. The analysis of the determinants of access to ART highlighted inequalities in access related both to socio-economic and structural factors. Results also showed that the direct costs of the illness are considerable compared to households’ resources, that their distribution in terms of income is regressive and that numerous socio-economic factors limited HIV care effectiveness.With respect to the objectives of the global fight against HIV/AIDS, the Cameroonian experience shows the feasibility and pertinence of implementing an ART scaling-up strategy based on the decentralization of the health care supply. However this can only be fully effective if the health system as a whole is strengthened, especially in terms of human resources, and if strong financing reforms are implemented in order to substantially reduce out-of-pocket payments for affected households

The heterogeneous networks basically come from three worlds: the Telecommunication world, the Broadcasting world and the Internet world. This cross-industry synergy is jointly driven by the tremendous growing interest to Internet services and the planned adoption of the Digital SwitchOver (DSO) in UHF, enabling broadband terrestrial digital broadcasting infrastructures (e. G. DVB-T). To this end, we propose a broadband wireless metropolitan area network architecture that utilises the DVB-T stream in regenerative configurations for creating a multi-service capable infrastructure in the UHF/VHF band. Within this mixed context, an important issue arises concerning the management of resources between IP and DTV services. Towards this, we present an approach based on an interactive Dynamic Bandwidth Management System, with prediction functionalities and using adaptive filtering techniques for optimal provisioning of IP and Digital TV services

Full textAt the scale of a city, a sustainable water management raises questions about the links between uses and resources: what water quality is needed for what purpose? The Parisian context is a favourable ground for conducting such type of reflection thanks to the existence of a non-potable water network (RENP) dating from the late nineteenth century. The network is currently supplied by summarily filtrated water from the Seine river (20%) and the canal de l’Ourcql (80%). It is mainly used for municipal purposes: Parisian streets and sewers cleaning, water supply of artificial lakes and green areas watering. An alternative model of water management at Parisian scale is today possible thanks to the decision of the City of Paris in March 2012 to maintain and rehabilitate its RENP. This decision has been confirmed by the approval by the Council of Paris in September 2015 of the master plan of the RENP and its uses (“Schéma directeur des usages et du réseau d’eau non potable de Paris”) for the period of 2015-2020. The public company Eau de Paris, responsible for the water service in Paris, is mandated to implement the decisions and orientations of the master plan. In the context of pressure reduction on natural resources, one potential evolution of the RENP management is its resources diversification. The considered potential resources are mine water, treated wastewater, rain water and swimming pool water. The research raises the following question: How and under what conditions can the RENP supply be sustainably managed on the Parisian territory? In order to answer this question, one first carries out a description of the current situation, then one identifies the potential resources and the associated risen questions. Two approaches are proposed afterwards. The first approach involves the definition of several choices of RENP resource repartition, called scenarii. These scenarii are assessed and compared through performance indicators. The second approach consists of the characterization of the actors’ positions regarding the RENP resource diversification. The characterization of the positions is achieved through conducting semi-structured interviews. Results of both approaches are finally discussed.The results of the research will enable to re-examine the question of the relationship between the water uses and the required water quality. It will highlight the brakes and levers for the valorization of alternative resources to drinking water. It will enrich the reflections on the status of drinking water in the context of sustainable water management

Full textRecreational services provided by the natural environment are hightly heterogenous and most of them are non market. For management and policy making purpose however, it is useful to fully appreciate preferences for forests attributes and give a monetary value for outdoor recreation. This study aims at contributing to the debate on the economic value of outdoor recreation demand in multidimensional contexts. It exemines the contributions of multi-attribute methods that come from Lancaster's characteristicss approach. More precisely, we focus on the Multiple Programmes Contingent Valuation Method (MPCVM) and on Choise Experiments (CE). These relatively new approaches aim at differentiating recreaction by relevant attributes in order to examine the consequences of multidimensional changes in their provision and to identify visitor's trade'offs between attributes. We propose here an application to Stated-owned coastal sites in the Gironde area (Southwest France), where three adjoining wilderness areas (the ocean, the sand and the forest) form one sole site. A survey was conducted in summer 2006 on tourists and main and secondary residents. The MPCVM studies any "substitution effect" the may be between the programmes (recreational quality of natural areas). It also allows for the calculation of visitors' Willingness-To-Pay. The CE is applied to forest recreation. It identifies the relative influence of an attribute on visit choice. Finally, these methods raise several questions about the formulation of individual choices and about the inclusion of these choices in the valuation process

Full textIn this work we focus on the economy in inter-domain networks. Our contributions consist of modeling the pricing problems based on concepts of game theory and our results reside in theoretical results on the existence of equilibrium, and the design of distributed algorithms for achieving them. Thus, we introduce a new pricing strategy that allows to maximize profits of operators in a cooperative environment and another one that allows them to choose the best margins in a competitive environment. We also explored the pricing problem considering the problem of the quality of services guarantees for real-time applications. We propose a new model for resource management and we present the various policies that need distributed control, taking into account the expectations of operators

Can these corporations shift from capital-intensive organisations to knowledge-intensive campuses, the latter seemingly favoured by the most talented and sought-after Millenials? If a shift is underway, Professional Service Firms are at the forefront of the transformation: based on a purely people-intensive business model, selling only knowledge, and governed through partnerships, PSFs have long had management education at the heart of their operations. Moreover, a large majority of their staff belong to the Y generation. Full textSince the adoption of the new pricing policy on the provision of health care services and medication proposed to developing countries during the Bamako Conference in 1987, cost recovery, a condition for healthcare access, has made the overall access to health services difficult for impoverished African households, especially in Sub-saharan countries. It has been noticed that some poverty-stricken households in rural Cameroon still manage to make use of public health services. This is particularly the case in rural Cameroon where we worked as a nurse. The purpose of this study was to examine the resources at the disposal of these poverty-stricken households which allow them to make use of the public health services under cost recovery circumstances. The exploratory field research described in this document used a qualitative approach. Interviews, observations and documentary analyses were used to piece together and trace the stories about the access to care. Nine households were surveyed, eight of which figured in the retrospective section, and one in the transversal section. Five members of health workers and three community leaders were surveyed. At the end of this process, we found that poverty-stricken households surveyed have a certain amount of tangible and intangible resources at their disposal and that they were involved in various approaches that allowed them to access monetary resources when they met health issues. The dual financial contribution (direct and indirect) made by these poverty-stricken households and supported by an unofficial local policy on the provision of health services implemented by the staff of the Integrated Health Centre of NTG, allowed poor households to benefit from health care even in the absence of initial financial resources. Thus, according to the results of our studies, the improved use of public health services by poor in our area of study could also involve through an increase of their resources and through the support in the mobilization of these ressources by certain initiatives (community and municipal). Also, these results invite us to review the common misconception conveyed in relation to the indigent population and to reconsider the way of representing the indigent when talking about its possible or impossible use of public health services.
