Abstract:
The problem of the connection between the amount of training of specialists and their employment in the field of economic activity at the current stage of economic development is becoming quite necessary for research. The education system must adjust its activities according to the needs of the labor market, and it, in turn, must provide information for education in a timely manner. This connection is fundamental and will help to ensure the perfect functioning of the markets under study. However, unfortunately, today the connection between the labor market and the market of educational services functions only conditionally. The main subjects of the educational services market are: applicants, parents, schools, employers, recruitment agencies, state institutions, other universities. Each of these subjects realizes certain economic interests. And only thanks to the functioning of the "win-win" system, maintaining the balance becomes possible. The researched interrelationships between the main subjects of the market of educational services indicate the imperfect functioning of the system today. By comparing the number of submitted applications for bachelor's degrees by field with the volume of their government orders, it became clear about the existing imbalance in the market. State-priority technical specialties are in minimal demand among applicants, who, instead, choose "fashionable" specialties. In turn, the university focuses on the demand of applicants, and this leads to an increase in the level of unemployment and oversaturation of the labor market with specialists in social sciences and the service sector. Another problem in maintaining the balance between education and the labor market is the passivity of employers. They do not provide timely information about existing problems and are not involved in forecasting the necessary specialists on the labor market. If, for example, the employer would involve students in solving existing problems, then everyone would be equally "winners". After all, students would have the opportunity to solve practical problems, and the company would receive new innovative solutions from students. By correcting this shortcoming, the functioning of the educational services market would improve significantly.

Abstract:
The major barriers to the collection of primary population-based dental services data are: (1) Dentists do not use standard record systems; (2) few dentists use electronic records; and (3) it is costly to abstract paper dental records. The value of secondary data from paid insurance claims is limited, because dentists code only services delivered and not diagnoses, and it is difficult to obtain and merge claims from multiple insurance carriers. In a national demonstration project on the impact of community-based dental education programs on the care provided to underserved populations, we have developed a simplified dental visit encounter system. Senior students and residents from 15 dental schools (approximately 200 to 300 community delivery sites) will use computers or scannable paper forms to collect basic patient demographic and service data on several hundred thousand patient visits. Within the next 10 years, more dentists will use electronic records. To be of value to researchers, these data need to be collected according to a standardized record format and to be available regionally from public or private insurers.

Abstract:
We propose to advance the scientific understanding through applications of geospatial service platforms, which can help students and researchers investigate various scientific problems in a Web-based environment with online tools and services. The platform also offers capabilities for sharing data, algorithm, and problem-solving knowledge. To fulfil this goal, the paper introduces a new course, named "Geospatial Service Platform for Education and Research", to be held in the ISPRS summer school in May 2014 at Wuhan University, China. The course will share cutting-edge achievements of a geospatial service platform with students from different countries, and train them with online tools from the platform for geospatial data processing and scientific research. The content of the course includes the basic concepts of geospatial Web services, service-oriented architecture, geoprocessing modelling and chaining, and problem-solving using geospatial services. In particular, the course will offer a geospatial service platform for handson practice. There will be three kinds of exercises in the course: geoprocessing algorithm sharing through service development, geoprocessing modelling through service chaining, and online geospatial analysis using geospatial services. Students can choose one of them, depending on their interests and background. Existing geoprocessing services from OpenRS and GeoPW will be introduced. The summer course offers two service chaining tools, GeoChaining and GeoJModelBuilder, as instances to explain specifically the method for building service chains in view of different demands. After this course, students can learn how to use online service platforms for geospatial resource sharing and problem-solving.

Abstract:
Background/Context The open access movement has successfully drawn attention to economic and political aspects of scholarly communication through a significant body of commentary that debates the merits of open access and the potential damage it may do to scholarly publishing. Researchers within the field of education research, notably John Willinsky, have discussed the value and potential benefits of open access to fulfill the research mission and to improve the visibility of the field. There are now thousands of open access publications or content aggregators online. Researchers have adopted open access to varying degrees, but not as rapidly as proponents have hoped, while readers using traditional discovery services are less likely to encounter open access materials in their research than they are traditionally published scholarship. Purpose This article examines the opportunities that are available for researchers to adopt open access distribution and the factors that may impede their adoption. I synthesize recent studies of researchers’ attitudes toward, and understanding of, open access and examine the extent to which influential education research journals permit it. I focus on one of the primary methods of adopting open access—archiving versions of articles in open repository services—and demonstrate how that model can contribute to decontextualizing of research findings during discovery. Research Design This article is based primarily on a literature review and analysis, but also builds on an investigation of publisher policies through publicly accessible Web sites. Conclusions and Recommendations First, the success of the movement, and the ease with which data can be readily shared by anyone with net access, has contributed to an increasing expectation of “openness” and will change how research is conducted, shared, and authorized. Second, more research is needed on the attitudes and behavior of researchers in specific fields, especially education researchers, to understand how open access can support their needs as authors. Third, that understanding should be deployed to design services that can help close gaps in the research process. Openness should be adopted as a value in these services, not an end in itself.

This research was motivated by the fact that the quality of management education services for deaf children has not been fulfilled. This research is important to do to determine the quality of education service management for children with hearing impairment. The research method used by researchers is descriptive qualitative research. In this study the authors found the results of their research; (1) Old buildings that cost money. (2) Teacher competition in controlling the Maternal Reflective Method (MMR) is caused by weak knowledge, skills and abilities in providing educational services to children with hearing impairment. (3) The condition of speech building teachers and voice and rhythm perception communication coaches (PKPBI) is less skilled in quality and quantity, and there are still many teachers who are retired and transferred. The conclusion of this research can be seen that the planning, organizing, movement, supervision and service have been implemented properly.

Abstract:
The aim of this article is to develop a dictionary structure for a chatbot of educational services catalog of the higher education institution. The quality of information support for consumers of educational services depends on the timeliness and reliability of the information provided. If the World Wide Web user does not receive information from official sources of the higher education institution (HEI), this may cause a negative impact on the information system of the higher education institution. The motivational intentions of the official web resources users of the higher education institution in thematic requests to the chatbot correspond to specific sections in the educational services catalog of the higher education institution. Therefore, the lexical selection of motivational intentions, which are characterized by keywords in the thematic query, makes it possible to clearly formulate/correct the completeness of the provision of relevant information. This will make it possible to rationally use the communication process between higher education institution and educational services consumers. As a result of the research, the structure of the lexical content of the dictionary for the chatbot of the educational services catalog is proposed, taking into account the peculiarities of the formation of users information needs from official web resources of the higher education institution. Each thematic request to the proposed chatbot is characterized by a set of keywords that correspond to certain sections of the educational services catalog of the higher education institution. The importance of these keywords are determined by the weighting factor, which shows the relevance of the thematic query to the section of the educational services catalog. For this, a statistical indicator was used, which evaluates the keywords in the query and reduces the importance of common words. The results of the research are applied and can be used for effective communication between the higher education institution and consumers of educational services using HEI’s official resources for effective planning of educational services.

Abstract:
169 Background: Per NIH U.S. National Library of Medicine, 428,103 research studies are registered globally as of September 19th, 2022. Each institution must assess its institutional readiness as the complexity and volume of clinical trial increases. Institutional readiness helps assess the capacity of an institution to adopt new technologies and policies to accept, activate, and adjust research despite the complexity of the clinical trial. Clinical research pharmacists help improve the safety and quality of the research by reviewing the scientific literature and medication-related information to develop protocols and evaluate clinical trial feasibility as part of the scientific review committee while performing supportive pharmaceutical review of the protocol, preparation, storage, dispensing, and consulting clinical coordinators and sponsors on the logistics of the trial. Investigational drug service (IDS) also oversees institutional compliance with Good Clinical Practices (GCPs) and Good Manufacturing Practices (GMPs), FDA regulations, and laws. Lack of training for pharmacists, poor safety and quality control, lack of resources, and unstandardized approach to the management of investigational drug products can lead to discrepancy, delay in care, and ultimately, harm to the patient. This study will address the deficiency of institutional readiness to conduct clinical trials with investigational agents and introduce policies and procedures needed to be followed by pharmacists or pharmacy technicians to conduct research. Methods: To explore the challenges in clinical trials and compare work efficiency, work productivity, and growth in the investigational drug service (IDS) pharmacy. This study is conducted at a single-health system compromised of 7 satellite investigational pharmacy from June 2021 to August 2022. Interventions include Epic/Beacon training, CITI training, annual compounding competencies, protocol and procedure development, and Vestigo implementation. Data for inclusion was identified from (where Dr. Ayoubi got data from) were extracted and analyzed. Results: 71% decrease in # of protocols on the priority list to amend protocols. Informatics pharmacists build 190 protocols in one year. Revenue has doubled in one year. Productivity increased as time to verify is reduced by 9.43 minutes to verify an order and time to dispense is reduced by 31.3 min. Number of clinical trials designated to each pharmacist increased from 3-4 to 20 productions per month. Number of investigational drugs ordered increased by 89 last year. Conclusions: Education and Training remain one of the main set back to clinical trials growth, and proper training and education are the pillars to conducting clinical trials in a safe manner and promote growth.

Abstract:
For more than 20 years, the efficacy of using the wraparound approach to support high-risk youth has been examined in educational and community settings. Few studies show the value of wraparound service from either a school- or community-based agency as a dropout prevention strategy. Findings from a federal research grant project suggest that many high-risk teens reconnect with educational goals once their lives become more stable after receiving wraparound support. A discussion of the barriers that prevent the most needy school-age youth from accessing wraparound service is offered, with suggestions for how school personnel can increase high school graduation rates for their students with the highest needs.

Abstract:
National research and education networks (NRENs) play a critical role in the development of communication network infrastructure and networked services for researchers and educators. They help close ‘digital divides’ between and within countries and are an essential factor for national and international development. In collaboration with the West and Central African Research and Education Network (WACREN), the TANDEM project has developed a roadmap for the development of NRENs in the region. This was based on the results of a survey that was conducted to investigate user requirements of networked services. The analysis of the 561 responses to a three-part questionnaire divided into 11 education, 22 research and 2 technical management questions identified key educational and research service needs. This article reports on the results of the survey with respect to research services. Highlights include respondents wanting regular access to online conference and academic articles (89%), a range of research services including online library resources, video conferencing, collaboration tools, online data access and storage, online library resources and inter-university login (>87%), access to remote computing facilities (80%) and high performance computing facilities (77%). A desire to share data with others online (74%) was also identified. Respondents also indicated that they would like to access research services through a range of device types–Laptops (96%), Fixed PC (86%) and Mobile Devices (81%). Poor network connectivity was consistently identified as being a major barrier to research in the region.

Abstract:
57 Background: Studies of patient education and communication have been shown to affect patient health outcomes, including emotional and physical health. Effective patient education is challenged by limitations in patient literacy. As much as 20% of the American population was found to have a low literacy level at or below a 5th grade reading level. Our program was based in a public hospital treating underserved patients from lower socioeconomic backgrounds who often have low baseline health literacy and varying educational backgrounds. Methods: A cancer patient education program was organized for recently diagnosed cancer patients and their families. A lecture and interactive learning session was implemented to teach the basics of what cancer is, what chemotherapy is, social services available to patients, and counseling services available. A pre- and post-survey was administered to assess patients’ confidence in their understanding of cancer, chemotherapy, navigation of social and counseling services. Patients self rated their level of understanding as “poor”, “a little”, “average”, “good”, or “very good”. Results: Comparison of pre- and post-survey results showed self-assessed improvement of understanding of cancer, chemotherapy, social services, and counseling services by more than one level of understanding (1.29, 1.37, 1.18, 1.14 level of understanding improvement respectively). Conclusions: A patient education program for cancer patients teaching the basics of cancer and chemotherapy as well as giving patients and families resources for social services and counseling services is a very necessary resource. Better patient understanding of health issues may improve compliance with treatments, help alleviate anxiety, and enable patients and their families to participate actively in their care. This need is especially felt in a hospital treating an underserved population. Survey results show an improvement in patient self-assessed understanding of cancer, chemotherapy, and social services.

Following the European and global initiatives for implementing biodiversity and ecosystem services (BES) into the decision-making process, we have identified the stakeholders' perceptions regarding the possible initiatives for improving the uptake and the lack of sufficient education program coverage within secondary and higher education. In this short communication, we suggest practical priorities for the future development of BES activities enabling the uptake in Bulgarian education and policy.

Abstract:
For nearly two decades, the state of Texas mandated gifted education services and provided funding to public school districts. One policy that was unique to the state is the mandatory minimum spending. This research examines how these mandatory minimum spending floors influence spending in public school districts within the state and how that influence varies across locales. Our findings provide evidence that rural public school districts in Texas were more likely to operate near to the mandatory state minimum spending for gifted education than non-rural public school districts. In particular, rural public school districts allocated 50% of the funds towards gifted education programming as suburban public school districts when the minimum spending floors was accounted for. The results should provide caution to policy makers on the possible ramifications of removing spending floors on gifted education programming in rural public school districts.

Abstract:
Purpose The purpose of this paper is to present various quality constructs, their application, success and shortcomings, in higher education (HE) services. Design/methodology/approach This paper aims at reviewing the quality constructs in higher education services through a general review. The paper is organised to highlight different quality practices which higher education institutions have followed from 1990s till date. The paper is scoped to discuss about total quality management (TQM), Kaizen, Six Sigma, Lean and Lean Six Sigma (LSS) comparing their value addition and shortcoming in imbibing quality into the higher education. Publications indexed in Scopus database are considered for the review. The focus of the search in the selected publications was to identify the success and shortcomings of various quality constructs in HE services. Findings The requirement for a quality construct in higher education industry is an important finding of the paper. Alongside this, the reasons behind the shortcoming of quality practices used in higher education system were highlighted. The findings include the opportunities for future research for imbibing quality culture in HE. Research limitations/implications The literature discussed in the part of the paper is restricted to TQM, Kaizen, Six Sigma, Lean and LSS. Though the usage of such quality practices in HE originated in 1990s, there is no one robust sustainable practice till date, which proved to be a pacesetter. This paper validates this assertion, which helps both academicians and practitioners with a new perspective. Originality/value This paper would serve as an excellent resource for both academicians and practitioners to understand the history of quality which contributed to the improvement in HE services, and how the quality excellence has evolved over the years. The paper concludes with a discussion on opportunities for future research to develop quality frameworks for HE services.

Abstract:
Objective Community pharmacists play an important role in providing many essential services to older adult patients. This study aimed to assess participants’ awareness and utilization of current services provided by the community pharmacy and to identify preferences for innovative strategies and services related to healthy aging. Design This is community-based research using interviews with older people in community pharmacies. Student pharmacists performed the interviews, asking 11 questions developed by the research team. The interview questions included services currently provided by the community pharmacy to determine patient awareness and use. Setting One-on-one structured interviews with participants 50 years of age and older were conducted at community pharmacies in Arizona. Results A total of 53 older people (54.7% female) participated, with most patients knowledgeable about current pharmacy services and 69.7% using at least one service. When asked if they would participate in innovative services, more than half of those interviewed (56.6%) were interested in medication side effect screening and education, and 54.7% would want to participate in medication review with drug interaction screening. Almost half were interested in lifestyle education for healthy aging in nutrition and physical activities (49.1%) and medication disposal (47.2%). Most participants preferred to communicate in person with their pharmacists, but some showed interest in mobile phone texts and calls. Conclusion Community pharmacies may be a viable setting to provide novel services to promote healthy aging among older people, particularly medication side effect and drug interaction screenings and education.

Abstract:
Based on the panel data of “first-line cities” and “new first-line” cities from 2006 to 2018, this paper constructs an extended linear expenditure system model (ELES) to empirically study the path law of service sub-consumption upgrade. Based on the full-sample OLS estimation, it is found that the overall marginal propensity for service consumption in the sample cities is 0.418, of which the sub-consumption propensity for cultural, entertainment and education services is the most obvious, followed by medical and health services, and transportation and communication services are the lowest. Based on service subconsumption, the research on price and income elasticity found that the expenditure and income elasticity of cultural entertainment and education, which has the most significant marginal propensity to consume, is the largest, while the price and income elasticity of health care services is the smallest. An empirical test based on sub-samples found that the marginal service consumption propensity of “first-line cities” and “new firstline cities” are 0.558 and 0.379, respectively; in terms of service breakdown, “first-line cities” have propensity to consume cultural entertainment and education services Significantly higher than the “new first-line cities”, the sub-item propensity to consume in medical and health services is slightly higher, and the sub-item propensity to consume in transportation and communication services is slightly lower.
