Abstract:
Purpose The purpose of this paper is to examine the financing and provision of basic public services in China. The main issue addressed is how to reform the public finance system to achieve quality and fairness in the provision of basic public services. Design/methodology/approach Based on an historical analysis of the functional transformation of the public finance system in China and on an empirical analysis of the current public finance system and the public service provision system, a comprehensive understanding was gained about the relationship between the financing and provision of basic public services. Findings The paper argues that there is a close relationship between the provision of basic public services and the functional changes made to the public finance system. Based on a systematic retrospective study of the Chinese Government’s efforts to improve basic public services over the last three decades, this paper offers policy suggestions on further public finance restructuring that would support better service provision. Originality/value By analyzing issues in the public service provision system, this paper contributes to the debate about the efficiency improvement made to governmental functions in China.

Abstract:
Internet’s online information services can deliver high-quality services to the public while eliminating social alienation and virus transmission. From 2013 until the fourth quarter of 2020, China has had the highest number of Internet users in the world. Public access to information in the health care business in China is mostly through the Internet. In the healthcare business, high-quality information services are the fundamental obstacle because of their importance and effect on human lives. This article uses Chinese hospitals as a case study, covering assessment system development and empirical research. A total of 217 questionnaires were issued, 212 of which were valid, and the effective rate was 97.6 percent. The outcomes of the research show that the extensive epidemiological information services of the hospital website during an epidemic outbreak have a significant influence on the public’s use of the hospital website. Secondly, high-quality epidemic-related information services are critical to enhancing website information services during outbreaks. Finally, in the epidemic, the high-quality service of the hospital’s website has a greater impact on the worth of information in comparison to the content of information service.

Objective Based on the rural public health services of 29 regions in China, a service efficiency evaluation index system consisting of input and output dimensions was constructed, and the coupling, coordination and disparity efficiencies of rural public health services in China were studied, providing information to redress the imbalance in the interregional coordinated development. Methods The efficiency, spatiotemporal disparity pattern, spatial correlation and evolutionary trend of the coordinated development of rural public health services of 29 regions in China from 2004 to 2018 were analyzed using efficiency and spatial analysis methods such as Data Envelopment Analysis (DEA), kernel density estimation and Moran’s Ⅰ analysis. Result Nowadays, there are problems of unbalanced and insufficient development between the fields and regions in the development of rural public health services in China. The development level of rural public health services in various regions shows a distribution pattern that the service efficiency is “high in the middle”, “middle in the east” and “low in the west”, indicating a spatial cluster effect.

Abstract:
This paper presents an evaluation index system of public service quality, which contains 35 indexes from the dimensions of the output and effect. Based on data from 2010 to 2017 in 12 coastal provinces and cities of China, this paper assesses public service quality by using the methods of entropy weight order preference similarity to the ideal solution (TOPSIS) and analyzes the effect of fiscal transparency on public service quality. The results show that the public service quality in the 12 coastal provinces and cities of China studied is relatively high, and fiscal transparency has a positive effect on public service quality. This analysis showed that an increase of 1% in fiscal transparency would lead to an increase of 0.0323% in the quality of public services. Fiscal transparency contributes to the quality of public services by improving the scale of investment and the efficiency of public services expenditure; this is because fiscal transparency can increase the expenditure on public welfare services and curb official corruption. Furthermore, the proposed evaluation index can enable government administrators to take the necessary steps on the appropriate dimensions to improve public service quality. This study can provide some guidelines for other countries, especially to improve public service quality by increasing fiscal transparency.

Community-based mental health services are important for the treatment and recovery of patients with mental health disorders. The Chinese government has made the establishment of a highly efficient community-based health service an enduring priority. Since the 1960s, community-based mental health services have been developed in many Chinese cities and provinces. National policies, including mental health regulations and five-year national mental health working plans, have been issued to support the development of quality of mental health services. The accessibility and efficiency of community-based mental health services are now highly promoted to community residents. According to the National Standards for Primary Public Health Services, community-based mental health services are one of the most important components of primary public health services. They are mainly provided via Community Health Service Centres (CHCs), by a combination of general practitioners, public health physicians, nurses and social workers. Patients receive individualized and continuous health services according to their rehabilitation status. These services include regular physical examination, health education, rehabilitation guidance, social function rehabilitation training, vocational training and referral services; family members also receive care and psychological support. Future work will focus on expanding mental health service coverage and usage, increasing awareness of mental health and decreasing stigma, and strengthening service capability to establish an integrated model to enhance the overall efficiency of mental health services.

Complaints communities in the developing countries, especially Indonesia to the public service are still extremely high. Perceived imbalances such as in: obscurity of time, cost and method of service; discrimination in services based on the relationships of friends, family, political affiliation, ethnic and even religious; chain length the more entrenched bureaucracy and bribery and extortion. This condition is a signaled for the government to seek strategic solutions to improve public services. This study aims to discover the design of public service operations in accordance with the expectations of society by measuring the performance of the public service. Recommended design is a design that lead to e-Government and reinventing goverment to give birth standard operating procedures (SOP) and minimum service standards (SPM) for public services in Indonesia, especially in the public service that is closest to the village community with Quality function deployment (QFD) in house of quality (HOQ) method. In the first phase of the study mapped 36 public expectations of public services, which are shown in this analysis that the public is not getting an appropriate and satisfying service, although does not show the high gap. On the other hand mapping the public response to the internet-based administration showed the unpreparedness of the people against the internet-based public services. The majority of respondents claimed to feel more comfortable and definitely served in the village office immediately met with the officers. Queue and the possibility of intervention or extortion is not a problem for society. In the second phase of this study will examine the true public service bureaucracy and the possibility of cutting the bureaucratic process that is more streamlined, clear, fast, and facilitate community. Last step is to benchmark the Chinese State as densely populated countries such as Indonesia, to make strategic steps and implementable in problem solving public dissatisfaction with public services and the number of maladministration. Rural and urban areas are mainly connected by public transport in China. The characteristics of the trips of local residents in rural and urban areas are different; therefore, the demand for public transport information services is different. Based on the revealed data, a structural equation model is applied to examine the critical factors affecting the behavior of urban and rural residents in choosing public transport in the Beidaihe District, Qinhuangdao City, China. The effect of information service factors on public transport behavior of urban and rural residents is obtained. The influence level of public transport information service on public transport behavior of urban and rural residents before and during travel is discussed. This study provides valuable insights to improving public transport services between urban and rural areas of China, which can attract more residents to use public transport and promotes sustainable development between urban and rural areas.

This article argues that the driving force behind NPM reform in China at the local level is the competitive pressure to improve administrative performance. In China, where there is no electoral democratic regime, local governments face pressure in competition with counterparts over economic performance and consequent promotion opportunities for their leadership. ABSTRACT With the deepening of urban public sports service construction in China, the construction of public sports service system has become an important guarantee for mass sports rights in China. In view of this, this study takes City XX as an example, and analyzes the difference of public sports service construction in this city using the Theil index method, and determines the measurement index. It analyzes the equality degree of service resource allocation among and within the four regions of City XX, including A, B, C, D, and so on. The influencing factors of sports service efficiency are analyzed. The results show that there are significant differences in the allocation of public sports service resources among districts and counties of City XX. From the overall difference, the total Theil index of national fitness and sports clubs showed an upward trend, while others showed a downward trend. From the perspective of regional differences, there were 6 indicators with the highest equalization level in area C and 5 indicators in area A. The lowest level was found. Population density, per capita GDP, aging rate and urbanization rate of city XX have obvious positive correlations with public sports service efficiency. The aging rate is the most positive factor, while per capita GDP and population density have little influence. This study can provide some reference value for other cities in China in the construction of public sports services.

Abstract:
Social media has been used as data resource in a growing number of health-related research. The objectives of this study were to identify content volume and sentiment polarity of social media records relevant to healthcare services in China. A list of the key words of healthcare services were used to extract data from WeChat and Qzone, between June 2017 and September 2017. The data were put into a corpus, where content analyses were performed using Tencent natural language processing (NLP). The final corpus contained approximately 29 million records. Records on patient safety were the most frequently mentioned topic (approximately 8.73 million, 30.1% of the corpus), with the contents on humanistic care having received the least social media references (0.43 Million, 1.5%). Sentiment analyses showed 36.1%, 16.4%, and 47.4% of positive, neutral, and negative emotions, respectively. The doctor-patient relationship category had the highest proportion of negative contents (74.9%), followed by service efficiency (59.5%), and nursing service (53.0%). Neutral disposition was found to be the highest (30.4%) in the contents on appointment-booking services. This study added evidence to the magnitude and direction of public perceptions on healthcare services in China’s hospital and pointed to the possibility of monitoring healthcare service improvement, using readily available data in social media.

This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. Owing to China’s rapid urbanization and internal migration, public services are unevenly distributed in cities, affecting urban housing prices. This study examines the dynamic effect of China’s public service levels on urban housing prices. We used the entropy method to calculate the public service index of 30 cities in China and a panel threshold regression model to explore the relationship between urban public service levels and housing prices. We found that the degree of the effect of public service levels on urban housing prices varies with the per capita disposable income of urban residents, demonstrating an inverted U-shaped curve. The role of public services in promoting urban housing prices increases with the increase in the level of urbanization. When the level of urbanization exceeds its threshold, the enhancement effect increases. These results help us better understand the theories of housing price changes in Chinese cities and support policymakers in formulating effective control measures for the housing market.

Under the background of China getting old before getting rich, the elderly service, as a public project, should be coordinated with the degree of aging and economic level to avoid the improper allocation of public resources. This article aims to investigate whether an insufficient or overthreshold phenomenon exists in China. Firstly, based on the “active aging theory,” the elderly service index is constructed, and then matching and coordination models are proposed to obtain coordination degrees among aging, the elderly service, and the economy. In terms of coordination, elderly service-aging is at a low level and elderly service-economic level shows an agglomeration of high in the east and low in the west, while the elderly service-aging-economic level is quite different among provinces. In provinces with high coordination (e.g., Beijing and Guangdong), the elderly services are appropriate. In comparison, in provinces with low coordination, the elderly services may either lag behind the aging degree (e.g., Sichuan) or exceed the local economic level (e.g., Shannxi). Therefore, the development of aging services should focus on coordination rather than quantification and scale. Considering the regional heterogeneity, we can formulate soft constraints allowing a lower minimum limit and greater flexibility range.

One way of linking research and environmental policies is to increase public participation and identify ecosystem services valued by society, but the reasons influencing ecosystem values can vary. Our study investigates the reasons influencing ecosystem service values at the third largest freshwater lake in China, Lake Tai (Taihu). We interviewed 257 rural and 257 urban respondents in four cities and their respective rural regions surrounding the lake. Respondents were more willing to pay to protect a provisioning ecosystem service than a cultural ecosystem service, and those emotionally attached to the lake may value it more highly. There is also spatial heterogeneity in respondents’ ecosystem values. Rural communities ranked directly used ecosystem services higher than urban communities. The city that respondents lived in also significantly affected the amount they were willing to pay for ecosystem services. Identifying potential reasons behind ecosystem service values can provide insights into linking public perception and policy making, helping to form environmental policies that reflect societal values.

It has been established that culture can contribute to the sustainable development of a country and the world. In China, cultural demands are increasing while cultural resources are relatively scarce. Therefore, this paper evaluates the efficiency of public cultural services in China from 2013 to 2017 and analyzes the major factors affecting this efficiency based on the panel data of 31 provinces, municipalities, and autonomous regions (hereafter referred to as “provinces”) in mainland China. The super-efficiency slacks-based measure (SBM) model in Data Envelopment Analysis (DEA) was adopted. The results show that the efficiency of the public cultural services in each province is significantly different, and the overall efficiency shows a downward trend from 2013 to 2017. The gross domestic product per capita, the education level of the residents, fiscal decentralization, and population density significantly impact public culture service efficiency. Based on these results, the following policy recommendations are proposed: (1) Optimize the input structure of public cultural services and adjust the service direction to satisfy the emerging needs for a more diversified and personalized public with economic development and the improvement of education level; (2) adjust the allocation of public cultural resources nationwide and facilitate the flow of public cultural resources from developed to underdeveloped areas; and (3) provide local governments with higher fiscal autonomy and appropriately introduce the Public-Private Partnership (PPP) model to utilize private capital.

Tourists are in contact with two types of services at destinations: enterprise services offered by tourism enterprises (e.g., hotels, shops, restaurants, etc.) and public services (public transportation, public information, public safety, etc.) provided by the local government. Following Churchill’s (1979) procedures, a model of destination service encounters (DSEs), including four dimensions (i.e.,enterprise personal interaction encounters (EPIEs), enterprise physical environment encounters (EPEEs), public personal interaction encounters (PPIEs), public physical environment encounters (PPEEs), and 10 subdimensions, was constructed. Then, the effects of DSEs on tourist satisfaction (TS) were tested with data collected in Shaoshan Township, China. The results revealed that EPIEs, PPIEs, and PPEEs had significant positive effects on TS. This model promotes the application of service encounter (SE) theory in destination management, and it offers implications for the synergy management of public and private sectors at destinations to improve tourist experiences.

The retrospective study was performed in the nutrition outpatient clinical center launched by a comprehensive teaching hospital in Yiwu, Zhejiang Province (China). 1014 patients attending the clinic from August 2015 to February 2018 were included. The clinical records including relevant history and baseline data were reviewed and analyzed. Results. Majority of the patients (41.9%) came to our clinical center for nutrition consultation of healthy dietary services, 32.1% for malnutrition, 6.7% for diabetes, 6.3% for neoplasms, 5.3% for digestive system diseases, and the last 7.6% for hypertension, hematologic diseases, thyroid diseases, and so on. More minor patients came for healthy dietary services compared with the population (P<0.001), and, on the contrary, more adult patients came for malnutrition service, especially obesity (P<0.05), while more elderly patients came for consultation services of diabetes, neoplasms, digestive system diseases, and hypertension (P<0.05). Conclusion. Our study provided important data of the new public health nutrition service pattern in China which has never been reported yet. It indicated the huge demand of nutrition outpatient clinic, especially nutrition consultation services of healthy diet and malnutrition; further studies about the validity of the new pattern in improving public health nutrition status are expected in the future.

China is attempting to establish a pharmacy services network in primary healthcare (PHC) institutions. This study investigated the current status of pharmacy services in China. Following a conceptual framework derived from the structure–process–outcome model, a questionnaire was sent to a sample of 700 administrators, 2000 GPs, 2000 pharmacy service providers, 2000 patients with chronic diseases and 2000 patients receiving antibiotic transfusion treatment, selected using a multistage sampling strategy, from PHC institutions in Jiangsu Province, China, in July and August 2016. The installation of pharmaceutical facilities and devices, staffing by pharmaceutical professionals, patterns of pharmacy service provision and the outcomes of these services were assessed using descriptive statistics. There were 8346 respondents from 665 institutions (response rate 95.9%). Pharmaceutical department (63.0%), dispensary (50.2%) and pharmacy intravenous admixture services (54.1%) were not established in many PHC institutions. Dispensing (22.9%), pharmacotherapy consultation for patients (19.3%), drug management (17.4%) and prescription checking (16.5%) were the most important tasks for pharmacy service providers. Patients reported lower satisfaction with the dissemination of information regarding medication use (mean (±s.d.) 8.85±1.00%), the treatment of adverse drug reactions (5.65±0.50%), medical insurance reimbursement (15.25±2.45%) and the convenience of buying drugs (6.35±0.65%). Several issues regarding the facilities and devices related to pharmacy services, the quality and responsibilities of pharmacy service providers and the outcomes of pharmacy services may hamper the development of a pharmacy service system in PHC in China.

Previous research has produced conflicting findings on the relationship between media use and environmental public service satisfaction. Using survey data from the China General Social Survey 2015 (hereafter referred to as CGSS2015), this study examined the impact of media use on environmental public service satisfaction. The findings showed that traditional media use was positively associated and new media use was negatively associated with environmental public service satisfaction. Individuals who used new media as their primary source of information were less satisfied with environmental public services than individuals whose primary source of information was traditional media. This study confirmed that authoritative value propositions and government trust have a significant mediating effect between traditional media use and environmental public service satisfaction, and government trust has a significant mediating effect between individuals’ main information sources and their environmental public service satisfaction.

Reading promotion is a key service of the public library. This article investigates the current state of reading promotion in public libraries in China. There were 86 public libraries chosen as a sample. The research finds that Chinese libraries have been paying more and more attention to the importance of reading promotion. A variety of reading promotion services and programs are being carried out, including reading festivals, booklists, reading contests, reading communication and lectures on reading. Public libraries tend to apply more towards the digital platform when promoting reading. Public libraries have cooperated with NGO and business fields to promote reading. This study suggests more can be done to improve the service, including improving the librarian's knowledge of genre books, enhancing reading communication, deeply investigating measurement of reading promotion, and the influence of contracting out reading programs.

Background Internet hospitals have been encouraged by the Chinese government to develop an innovative medical service model that mainly uses new internet-based technologies to increase access to health care and improve the quality and efficiency of health care delivery. However, the academic exploration of the institutional and sectoral development of internet hospitals in China is scarce in the existing literature. Objective This study aimed to investigate the policy interventions, development trends, and service innovations of internet hospitals in China. It is expected that the findings from this study will contribute to the further innovation of internet hospitals in China and provide references for the international development of internet hospitals for personalized digital health and patient-centric services. Methods This study analyzed official policies related to internet hospitals that were implemented by the government in China since 2005. The data of formally approved internet hospitals were collected from official websites to analyze development trends. In-depth semistructured interviews were conducted with 58 key stakeholders who represented comprehensive viewpoints about the service innovations of internet hospitals between March and November 2019. Results In total, 25 policies that promoted the development of internet hospitals in China were identified. These policies encompassed informatization infrastructure construction, medical resource integration, development model design, service model design, and payment model design. Of the 268 internet hospitals that had received an official license from the government, 153 public internet hospitals had been built mainly by medical institutions. Public tertiary hospitals were the main actors in founding internet hospitals that were created to provide services that targeted patients with common diseases or chronic diseases or patients living in remote and rural areas. Promoting convenient access to high-quality medical resources and saving patients’ and their families’ time were the key values of internet hospitals. Conclusions The policy interventions strongly promoted the development of internet hospitals in China. Public tertiary hospitals led the development of internet hospitals. However, internet hospitals in China have mainly played roles that are complementary to those of physical medical institutions. The service model of internet hospitals needs more distinguished innovations to provide personalized digital health and patient-centric services.

Transitioning from bureaucrat- to market-oriented management of public services entails organizational changes that may affect employee satisfaction, and thus, PPP performance. We take sanitation services in H-City as a case study to explore the managerial factors that influenced worker satisfaction during the PPP transformation. Our research shows that motivation and transition factors influence worker satisfaction in the PPP transformation and may allow a smoother transformation of sanitation services. In particular, focusing on balancing workload and compensation, training, improving public attitudes, and adopting worker-friendly rules contribute to the satisfaction of sanitation workers. These findings will contribute to the transformation of the provision of public services in China.

This article describes how as part of the reform of the administrative system of China, most local governments have set up public service centers; meanwhile, ICT (Information and Communication Technology) has been commonly applied to make e-services more convenient, efficient and transparent. However, the existing studies in the Chinese context are mostly qualitative and the relationship between service quality and citizen satisfaction has not been tested. This article adopted the D&M model to develop an e-service quality model and tested the impact of service quality on citizen satisfaction. A survey was conducted and 364 valid questionnaires were analyzed. The results showed that the data fit the model well. Most of the hypotheses formulated in this article was proven. Additionally, an important finding was that the impact of service quality on specific satisfaction is stronger than that of information quality and system quality, which indicates that face-to-face services cannot simply be substituted by electronic systems. Both the theoretical and practical implications of the findings were discussed.

Library strategic environment problems, such as the status of library in the public cultural service system, the relationship with relevant public cultural service institutions/organizations, and the factors influencing library development, etc., which increasingly raise people’s concern. The purpose of this paper is to solve above mentioned problems. Design/methodology/approach – This paper used online and offline questionnaires to solicit feedback from public cultural service institutions/organizations. Based on the data from questionnaires, this paper analyzed library strategic environment in the public cultural service system in mainland China by adopting correlation analysis, mean analysis and factor analysis, etc. Findings – Stakeholders (relevant public cultural service institutions) highly valued the status of library and no respondents believed that library did not belong to the public cultural service system. Compared with competing relationship between enterprises, library and relevant cultural services institutions were partners rather than competitors. Three main factors that influenced library strategic planning were identified: internal conditions factors, external environment factors and stakeholder related factors. Research limitations/implications – There are some limitations of this thesis. For instance, the sample size is not large enough and respondents are confined to cities, which may reduce the generalizability of the findings. Originality/value – Through this analysis, library can learn more of national cultural environment in China, and take necessary measures to cope with these changes.

To better sustain passengers’ loyalty towards bus service, this paper addressed the modeling of the public transit loyalty by the use of structural equation model. As a novel hypothesis, the emotional value was considered to have effects on the perceived value of bus services in this study, which reflected the degree of passengers’ emotional dependence on the public transit. Specifically, in order to better assess the loyalty, seven unobserved variables were measured to construct the structural model, namely, “service guarantee,” “operational services and efficiency,” “emotional value,” “perceived value,” “expectation,” “satisfaction,” and “loyalty.” The goodness-of-fit of the model was estimated and evaluated by using the survey data harvested from Xiamen, China. Besides, the index score of variables was also computed to help determine targeted approaches to better improve the level of bus service. The results indicated that the time cost and the monetary cost actually had no effects on the perceived value of users in the case study. At the same time, however, it also proved that passengers’ emotional value towards the public transit indeed affected passengers’ perception of the service value. In addition, whether users’ perceived value was as expected determined how much passengers satisfied with the service. Regarding the index score of variables, it indicated a great dissatisfaction of passengers towards the current bus service. Unexpectedly, the score of loyalty even still retained a relatively high level, which reflected continue-to-use willingness of passengers. It implied that being subject to economic conditions and other factors, passengers were captive and had to continue relying on the public transit, in spite of their dissatisfaction. As for the improvement direction of bus services, targeted approaches should be determined to improve the quality of bus service, regarding the aspects of “condition of facilities in the bus,” “driving stability and comfort,” “vehicle speed,” and “safety.”

This paper reports on a research study that aimed to develop a framework of library multicultural services to serve as a conceptual basis for the development of these types of services in China’s public libraries and in particular for those libraries located in China’s ethnic minority regions. Yanbian Library, the regional central library of China’s Yanbian Korean Autonomous Prefecture, was selected as a case study, with 10 library professionals approached and interviewed using a semi-structured interview script. All interviews were digitally recorded, transcribed, and analysed using a thematic analysis approach. The analysis pointed to 21 multicultural services in five main themes: multicultural user services, multilingual collection development, development of multicultural service teams, marketing of multicultural services and management of multicultural services. Although this study is situated in China, the research findings are of potential interest to library and information professionals, educators and researchers worldwide.

One of the major contradictions in China’s healthcare service is the serious imbalance between the supply and demand of medical resources and the uneven distribution of medical resources. Although the government intended to provide equal access for all, in the final evaluation, fairness of the distribution of services was usually dictated by location. Measuring and predicting access to social services can help to adjust and better accommodate underserved regions. 3SFCA modes based on the Gaussian function are proposed to delineate the service area of providers delivering social services and produce a probability metric that maps the equity of the medical services in multiple traffic modes. We identified the types of medical shortage areas and analyzed the distribution characteristics of medical accessibility in Guangzhou. The results showed that the accessibility of medical facilities in the multiple traffic modes varied greatly. The accessibility level of medical service resources was the highest in the driving mode, followed by the public traffic mode and bike-riding mode. The walking mode had the lowest accessibility. Finally, the paper provided advice for further improvement of the equal distribution of medical service resources in Guangzhou.

ABSTRACT With the gradual improvement of people's quality of life, the average life expectancy of our country has been extended. It is estimated that the total number of the elderly population in China will exceed 250 million by the end of 2020. Therefore, promoting healthy aging is a necessary measure to cope with the coming aging society in China, and physical exercise is an important method to keep the physical and mental health of the elderly. In order to promote the development of healthy aging in China, this study focused on the current level of public sports services for the elderly. This study uses the expert consultation method to test the rationality of the evaluation index, and uses the method of questionnaire survey to score each evaluation index, and uses the analytic hierarchy process (AHP) to calculate the weight of the index. Finally, the paper takes the public sports service of the elderly in a city as an example to verify. The results show that the level of sports public service for the elderly in this city is only 77,928. Especially the two aspects of allocation of sports venues and the use of funds are the most unsatisfactory ones. It can be targeted to improve these two aspects, so as to improve the level of public sports services for the elderly. It is hoped that, through this study, we can provide some reference for improving the level of sports public service for the elderly from the perspective of healthy aging.

In the light of this gap, this article draws on literature of social service contracting in developed countries or cities to understand key elements ensuring an effective contracting and impacts of contracting. Available literature on social service contracting in China is used for discussion to understand the development of social service contracting in China. Public and social services contracting in China can be briefly divided into three models: non-competitive contracting model, competitive contracting model and informal contracting model. Factors influencing the implementation of contracting programs in China are concerned with the participation of sufficient NGOs, the roles and attitudes of government agencies and the relationship and the interaction between stakeholders. The contracting programs both have positive and negative impacts on service provision.

China's health policy in the 1980s followed its economic policy of marketization. China shifted health financing from public to private and commercialized the country's public health services. Unwittingly, the Chinese government did not grasp the serious market failures in health care, which resulted in a profit-driven public health service in which patients pay directly for services. China's health policy created three major unintended consequences: disparity between rural and urban residents, poor quality of health care, and rapid inflation in health expenditures. Since 2003, China has tried to correct its policy mistakes through public financing and by establishing social health insurance. However, strong profit motives have become embedded within the culture of medical professionals and have eroded the professional ethics that prioritize medical practices for patients' benefits. Restoring medical ethics is a formidable challenge. This paper analyzes the transformation of the Chinese health system and its ongoing challenges.

Spatio-temporal variations of recreation service not only could help to understand the impact of cultural services on human well-being but also provides theoretical and technical support for regional landscape management. However, previous studies have avoided deeply quantifying and analyzing it or have simply focused on assessing recreational service at a single period in time. In this study, we used the InVEST model to evaluate the spatio-temporal variations of recreation service in the Three Gorges Reservoir Area and demonstrated the impact of recreation service on landscape dynamics. The results demonstrated that recreation service increased significantly and presented a significant spatial heterogeneity. Although afforestation and urban expansion both could significantly increase recreation service, the recreation service proxy of the non-vegetation landscape is far higher than that of the vegetation landscape. This finding indicated that human landscape is more attractive to tourists than the natural landscape, so we recommend to strengthen the infrastructure construction for enhancing the accessibility of natural landscapes. Moreover, we propose other constructive suggestions and landscape-design solutions for promoting recreation service. This study shifted the static environmental health assessment to the analysis of recreation service dynamics, bridging the regulatory mechanisms of ecosystem services involved in cultural services.

The national program has expanded both in terms of service categories and funding, showing China's great commitment to universal health coverage. However, with slowdown of public input in the health sector, the government decided to prioritize interventions and optimize reimbursement packages. Researchers in the China National Health Development Research Center (CNHDRC)—the Chinese national health technology assessment (HTA) agency were asked to design the tools to facilitate the decision process.MethodsWith multi-criteria decision analysis (MCDA) method, the researchers analyzed value dimensions in public health issues, and built an evidence matrix for the priority-setting decisions. Supported by HTA tools, they appraised interventions and services through literature review and field studies, and projected budget impact of potential adjustment decisions based on cost analysis results. A deliberative process of key stakeholder groups was taken, and their views were counted in making the final recommendations.ResultsBased on evidence review and scores of stakeholders’ judgment, two public health service interventions were recommended for removal, and another two for adjustment (one for merger, one for optimizing care pathway). Cost estimation and potential budgetary impact were also analyzed to support financial decisions.ConclusionsHTA and MCDA are key tools for defining the value criteria, evidence framework, and deliberative process for the essential public health program. However, lack of cost-effectiveness evidence hinders fine-tuned decisions on resource allocation. Continual health economic evaluation needs to be conducted in the near future.

Purpose The purpose of this paper is to explore the current characteristics and status of WeChat application in Chinese public libraries. Design/methodology/approach Using a sample of 46 sub-provincial and provincial public libraries in China, this study collected data from their WeChat official accounts. Statistical analysis and content analysis were employed for data analysis. Findings The results show that 82.6 percent of the 46 libraries had applied for WeChat accounts and offered services, of which the earliest created time was March 20, 2013. Differences were found among history information regarding their numbers, types and contents. Moreover, as for service mode, 84.2 percent of the libraries present custom menus, and 68.4 percent provide self-inquiry information. In addition, three types of reference services are revealed: real-time services (28.9 percent), services via telephones or e-mails (36.8 percent) and menu services (7.9 percent). Originality/value This study illustrates an overall picture of WeChat application in Chinese public libraries. Extant research has mainly focused on Web 2.0 applications in university libraries, and less attention has been paid to the application of mobile social media in public libraries. This study attempts to fill this research gap.

Data were derived from the 2013 Chinese General Social Survey (CGSS). Using exploratory factor analysis, the original questionnaire’s 10 health services were grouped into 2 dimensions, including “health management service” and “public health service.” Then, the satisfaction was described. The associations between satisfaction and factors were assessed using a multivariable logistic regression model. As a result, a total of 5283 subjects were enrolled. The satisfaction was 56.74% for “health management service” and 54.48% for “public health service.” Those with older age, lower education level, positive social environment factors (ie, higher perceived social class, higher perceived social trust, and perceived social equity), and having pension were more likely to report high satisfaction. Moreover, compared to the east region (the most prosperous region), the individuals from the central region or the north-east region (both regional economic levels were medium) had lower odds of reporting high satisfaction. In comparison, those from the west region (the least developed region) had higher odds. In conclusion, actionable measures to increase satisfaction should be proposed by the Chinese government, including increasing pension insurance coverage, increasing investment in health services, creating an excellent social environment, etc.

China’s rural older are the threat from chronic diseases, making it important to evaluate the effect of public health insurance on the health care utilization and expenditures with chronic diseases. In 2003, China initiated a public health insurance, which was called the New Rural Cooperative Medical System (NRCMS). NRCMS is a voluntary program, targeting rural residents with government subsidies and individual contribution. Using the two-stage residual inclusion approach (2SRI), we analyzed the impact of NRCMS on health-care service utilization and expenditure of rural older with chronic diseases by using the 2011 and 2013 China Health and Retirement Survey (CHARLS) data. The results showed NRCMS did not play an effective role on improving the medical services utilization of rural older with chronic diseases. Although NRCMS immediate reimbursement significantly reduced the outpatient service fee, the actual outpatient reimbursement is the opposite. In addition, NRCMS did not significantly decrease their hospitalization expense. Policy makers should pay attention to health management about chronic diseases in rural China, and some measures should be taken to deepen the medical security system reform and improve the public health service system.

The notion of holistic governance was originally proposed to make up for the fragmentation of public service provision. However, such a notion also has a great potential to be transferred and understood in the digital government context in China, where there is an increasing need to reshape the landscape of government–enterprise relationships that can enable enterprises to involvement effectively in holistic governance, or the planning and design of public services. However, previous empirical studies on holistic governance have neglected the question of how to make this happen. The aim of this article is to fill these gaps, building on holistic governance theory, this article offers a theoretical framework for government–enterprise relationships under the holistic governance paradigm. The framework identifies a comprehensive set of relationships that explain how these relationships affect enterprises’ participation in public service provision. The empirical analysis is based on case studies of four e-services cooperation programs in China. We report three main findings. First, economic incentive should be developed in combination with a holistic governance strategy in order to encourage policymakers to reshape government–enterprise relationships. Second, it seems that the implementation of holistic governance is more effective when complemented with a managerial strategy in relation to organizational transformation. Finally, trust-building between governments and enterprises plays a pivotal role in nurturing the holistic governance paradigm. These findings have important policy implications for efforts to promote enterprise participation and cross-sector solutions to fragmented public service provision.

This study evaluates trends in workforce supply compared with those in the volume of service delivery (output) for basic clinical care (CC) and public health (PH) services from 2009 to 2017 in China. A cross-sectional survey (2018) was combined with retrospective data (2009–2017) from 785 primary care (PC) facilities in six provinces. Measures for the output of clinical care and of public health services were aggregated into a single (weighted) index for both service profiles. The output–workforce relationship was measured by its ratio. Latent class growth analysis and logistic regression analysis were applied to classify trajectories and determine associations with facility-level, geographic, and economic characteristics. From 2009 to 2017, the proportion of PC to overall healthcare workforce decreased from 24.25% to 18.57%; the proportion of PH to PC providers at PC facilities increased from 23.6% to 29.5%, while the proportion of PH output increased from 44.3% to 65.9%. Four trajectories of the output–workforce relationship were identified for CC, and five trajectories for PH services of which 85.3% of the facilities showed initially increasing and then slightly decreasing trends. Geographic characteristics impacted different trajectories. The PC workforce falls behind hospital workforce. The expansion in workload of PH services is unbalanced with that of workforce.

With the orderly promotion of the national poverty alleviation work, the number of rural poor people in China has decreased significantly, but due to the imbalance of regional development, deep poverty areas still exist.The balanced development of rural basic public services (RBPS) is one of the important directions to solve the deep-seated contradictions in poor areas. In this paper, Hechi City of Guangxi Province is taken as the research area, and the multi-dimensional poverty measurement model and RBPS evaluation model are constructed respectively. The collaborative development relationship between RBPS and multi-dimensional poverty reduction in the research area is revealed by coupling coordination degree and GIS spatial analysis method. The results show that the spatial distribution of coupling degree and coupling coordination degree between basic public services and multi-dimensional poverty is unbalanced. Basic public services and multi-dimensional poverty are closely related, and the level of basic public services has a positive impact on multi-dimensional poverty, and the poverty reduction of basic public services is feasible. In order to achieve stable and sustainable poverty eradication, it is necessary to establish a scientific and systematic evaluation system of rural basic public service poverty reduction.

After attaining great prevalence from the end of 2013, customized bus (CB) transit services have experienced a huge decline in China. The feasibility of this new bus sharing system is thus being questioned. Therefore, it is imperative to investigate the actual role of CB services in the overall transportation system based on successful cases, as the role of the CB service determines its primary service object, system construction, marketing orientation, and even government function. To examine the role of CB services, this study investigates the practical performance, advantages, and spatial and temporal coverage of a successful CB system based on practical subscription data for more than two years. The results illustrate that the CB service is an eclectic choice that can balance service quality and cost between traveling by traditional public transportation (PT) and private cars/taxis. Even though the travel cost increased to a limited extent, the CB service significantly improved the travel experience in terms of the travel time, travel speed, number of stations, and difference arrival time compared to PT services. The multinomial logit model and regression models demonstrate a significant positive relationship between the relative advantage and amount of demand for the CB services. Furthermore, the CB service primarily serves trips generated during the peak traffic hours of the city and supplements traditional PT service in areas with poor coverage levels.

Background: Tuberculosis (TB) remains a major social and public health problem in China. The “China–Gates TB Project” started in 2012, and one of its objectives was to reduce the financial burden on TB patients and to improve access to quality TB care. The aims of this study were to determine if the project had positive impacts on improving health service utilization. Methods: The ‘China–Gates TB Project’ was launched in Yichang City (YC), Hubei Province in April 2014 and ended in March 2015, lasting for one year. A series of questionnaire surveys of 540 patients were conducted in three counties of YC at baseline and final evaluations. Inpatient and outpatient service utilization were assessed before and after the program, with descriptive statistics. Propensity score matching was used to evaluate the impact of the China–Gates TB Project on health service utilization by minimizing the differences in the other characteristics of baseline and final stage groups. Focus group discussions (FGDs) were held to further enrich the results. Results: A total of 530 patients were included in this study. Inpatient rates significantly increased from 33.5% to 75.9% overall (p < 0.001), with the largest increase occurring for low income patients. Outpatient visits increased from 4.6 to 5.6 (p < 0.001), and this increase was also greatest for the poorest patients. Compared with those who lived in developed counties, the overall increase in outpatient visits for illness in the remote Wufeng county was higher. Conclusions: The China–Gates TB Project has effectively improved health service utilization in YC, and poor patients benefited more from it. TB patients in remote underdeveloped counties are more likely to increase the use of outpatient services rather than inpatient services. There is a need to tilt policy towards the poor, and various measures need to be in place in order to ensure health services utilization in undeveloped areas.

Abstract In response to the new principal contradiction between people’s growing needs for a better life and the inadequate and imbalanced development in different social fields in China, Chinese public libraries have fast developed Public Cultural Services (PCS) to meet users’ needs. This study investigates senior library specialists’ perspectives on unbalanced and inadequate development of Chinese public libraries’ PCS. The study collected data from 31 senior library specialists from 10 provinces or municipalities through online survey. In addition, eight experts from public libraries were also interviewed. The data reveals that the main roles of public libraries providing PCS include ensuring equal access to cultural resources, protecting cultural heritage, developing unique cultural products or service, and promoting public cultural products to ensure cultural diversity. Provincial and prefectural libraries take most of the PCS’ responsibilities while county, township, and village libraries’ responsibilities are less. Moreover, there is unbalanced development and inadequate development of library PCS in China. External factors such as economy development, government expenditure on cultural activities, and education development, and internal factors such as internal management weakness and libraries’ investment on cultural service are the top factors. This means that if Chinese public libraries want to better improve PCS, they should try to seek financial resource support and improve their internal management. This study is valuable for public library management and policymakers at different bureaucratic levels to understand issues of PCS in China. It also helps public libraries better learn their strengths and weaknesses in PCS.

The Public Health Service in Chile consists of different levels of complexity and coverage depending on the severity and degree of specialization of the pathology to be treated. From primary to tertiary care, tertiary care is highly complex and has low coverage. This work focuses on an analysis of the public health system with emphasis on the healthcare network and tertiary care, whose objectives are designed to respond to the needs of each patient. A review of the literature and a field study of the problem of studying the perception of internal and external users is presented. This study intends to be a contribution in the detection of opportunities for the relevant actors and the processes involved through the performance of Triage. The main causes and limitations of the excessive use of emergency services in Chile are analyzed and concrete proposals are generated aiming to benefit clinical care in emergency services. Finally, improvements related to management are proposed and the main aspects are determined to improve decision-making in hospitals, which could be a contribution to public health policies.
