It aims, primarily, to understand why family planning became such an important point of state intervention during the Emergency, when millions were sterilized. I argue that family planning was intended as a technocratic fix for the problem of poverty and that, although the family planning program existed before the Emergency, it received a fillip through Indira Gandhi's Emergency-era push for poverty eradication thanks to the established position of population contro

The cornerstone of fiscal federalism is to empower provinces through fiscal decentralisation, thereby reducing the friction between them. This is achieved if the distribution of resources between provinces is judicial and equitable, reducing the biases and divides amongst the provinces and leading to a stronger federation. In Pakistan, the National Finance Commission (NFC) awards are constituted to decide the share of the provinces in the federal revenues and to redistribute this share to the provinces. Post-Wilson, debate continues over the precise elements that render a trust a sham. The Law Commission suggested that the sham doctrine, as a means of analysing the validity of an express trust, may not be the best approach. Guru Gobind Singh had an important meeting with Bahadur Shah at Agra in July 1707. It was recorded in the Akhbarat-i Darbar-i Mu‘alla that Guru Gobind Singh went fully armed into the presence of Bahadur Shah and received a medallion set with precious stones. On 2 October 1707 Guru Gobind Singh wrote to the Sikh sangat of Khara that his meeting with the emperor had settled matters and he would return to Kahlur (Anandpur) in a short time. However, Bahadur Shah had to go to Rajasthan first and then to Haidarabad, and he persuaded Guru Gobind Singh to accompany him. At Burhanpur in the summer of 1708 the Guru decided to go to Nanded. He appears to have been disillusioned with Bahadur Shah due to his evasive attitude. The first thing he did in Nanded was to commission Banda to go to the Punjab and lead the Khalsa in revolt in a bid for Khalsa Raj.

Chapter 1 begins with Shah Abbas I’s imperial building project of the square that transforms Isfahan into an urban image of paradise, modeling the experience of an ideal city as the epitome of beauty and desire. Spatially divided into four corners and regimented into clearly defined sections, the rectangular square was the page the shah authored as his anthology of the city. The ways in which he and the religious scholar Shaykh Bahaʾi planned the built environment in and around the square, as well as the epigraphy the shaykh commissioned for the walls of the Friday Prayer Mosque, collectively reveal how monarch and shaykh wished their subjects to experience state-sponsored forms of urbanity. This chapter lays the groundwork for the making of Isfahan’s homoerotic culture and its reception in anthologies.

Abstract:
"Ottoman sultans showed a great interest in books; on the one hand, they had their palace workshops prepare manuscripts ornamented with unique illustrations and illuminations; on the other hand, they collected books created in other locations of the Islamic world through various means, such as, gifting, looting, and purchasing. The subject of this article involves the artistic manuscripts from the Ilkhanid era that entered the Topkapı Palace Treasury. Most manuscripts in the Topkapı Palace Library consist of copies and sections (juz’) of the Koran. With their illumination and binding, these large-format books designed by the skillful illuminators and bookbinders of the Ilkhanid era are early fourteenth-century masterpieces of Islamic art of the book. Among these are Koran sections prepared for the famous Ilkhanid ruler, Sultan Uljaytu Khodabanda, and the renowned vizier, Rashid al-Din. Some examples were written by the most illustrious Islamic calligraphers, Yaqut al-Musta’simi and Arghun Kamili, illuminated by the famous artist of the era who worked in Baghdad, Muhammad b. Aybak b. Abdallah, and bound by bookbinder Abd al-Rahman. The Ilkhanid era was also a time when fascinating and important manuscripts were prepared in terms of book illustration. Two of the three Mongol-era manuscripts in the Topkapı Palace collection are copies of the Jami’at-Tawarikh—a general history of the world prepared by a commission led by the vizier Rashid al-Din under the order of the Ilkhanid ruler Ghazan Khan— while the third is a copy of the Garshaspnama. In addition, some paintings that appear in one of the palace albums belong to a volume of the Jami’at-Tawarikh on the history of Mongol khans, which has not survived. The significant and unique paintings of the Ilkhanid era are the Miʿrajnama paintings made by Ahmed Musa featured in the album prepared for Bahram Mirza, the brother of the Safavid sultan, Shah Tahmasp. The preface of the album written by Dust Muhammad refers to the famous painter Ahmed Musa, who lived in the era of the Ilkhanid ruler Abu Said, to have “removed the veil from the face of painting and invented the painting that was popular in that era.” In addition, the author states that he illustrated a Miʿrajnama. However, only the eight album pages with miʿraj images have survived this work. Through their bindings, illuminations, calligraphy, and illustrations, Ilkhanid era manuscripts from the Topkapı Palace constitute a vital collection that demonstrates the advanced level reached by the arts of the book during this era. In 1985 Bradbury was invited to testify before the National Commission on Space. Chapter 23 opens with Bradbury’s testimony highlights, which trace his notion that the life force expressed in the writings of George Bernard Shaw, Henri Bergson, and Nikos Kazantzakis was inextricably involved in the human desire to explore the cosmos. The chapter also shows how Bradbury further modified his cosmic vision in the wake of the Challenger Space Shuttle disaster in his Guest of Honor lecture at the 1986 Science Fiction World Con. The launch of the Ray Bradbury Theater television series, his brief correspondence with Malcolm Cowley, and the great loss of literature cause by the massive Los Angeles Library fire round out the chapter.

Abstract.—We describe a methodology for developing species–habitat models using available fish and stream habitat data from New York State, focusing on the Genesee basin. Electrofishing data from the New York Department of Environmental Conservation were standardized and used for model development and testing. Four types of predictive models (multiple linear regression, stepwise multiple linear regression, linear discriminant analysis, and neural network) were developed and compared for 11 fish species. Predictive models used as many as 25 habitat variables and explained 35–91% of observed species abundance variability. Omission rates were generally low, but commission rates varied widely. Neural network models performed best for all species, except for rainbow trout Oncorhynchus mykiss, gizzard shad Dorosoma cepedianum, and brown trout Salmo trutta. Linear discriminant functions generally performed poorly. The species–environment models we constructed performed well and have potential applications to management issues.

Abstract.—Declines in Atlantic sturgeon Acipenser oxyrinchus abundance in the early 1990s led the Atlantic States Marine Fisheries Commission (ASMFC) to prepare a mandatory fishery management plan. The principal management measures are fishery closure, bycatch assessment, and bycatch reduction in other ASMFC-managed fisheries (i.e., American shad Alosa sapidissima). To better understand Atlantic sturgeon geographic distribution and habitat use, as well as risk of bycatch, we examined offshore distribution of Atlantic sturgeon based on incidental captures in winter tagging cruises conducted off the coasts of Virginia and North Carolina, including in and near extensive sand shoals adjacent to Oregon Inlet and Cape Hatteras. From 1988 to 2006, 146 juvenile Atlantic sturgeon were captured by bottom trawling in depths from 9.1 to 21.3 m. Numbers of Atlantic sturgeon captured and tagged in a given year ranged from 0 (1993, 1995) to 29 (2006). Atlantic sturgeon were encountered in 4.2% of tows, with the percentage varying from 0 in 1993 and 1995 to 12.6% in 1988. Capture patterns suggested that Atlantic sturgeon were likely aggregating to some degree. Total lengths of captured Atlantic sturgeon ranged from 577 to 1,517 mm (mean of 967 mm), suggesting that most fish were juveniles. Limited tag returns and genetic data suggest that fish wintering off North Carolina constitute a mixed stock. Information about their distribution and habitat utilization should benefit fishery managers seeking to reduce bycatch and protect key habitats.
