AbstractThis chapter explains how Taiwan has utilized its strong ICT industry to construct the National Health Insurance (NHI) medical information system, as well as the solid information security management and data protection mechanism behind it. The NHI medical information system was constructed to enable providers to make claims through a digital platform and ensure automated claim review. Then, it introduced the revolutionary centralization of medical records to the “National Health Insurance MediCloud System (NHI MediCloud System)”, which collects 12 categories of medical information. It allows medical providers to query patients’ medical records and share medical images in real time, which significantly improves efficiency and prevents unnecessary examinations or tests. Moreover, an application programming interface connection has also been launched so that medical institutions can use the in-house information system for data innovation and value-added applications. It could be used to remind physicians of drug duplication or interaction activity to protect patients’ safety.The last part of the chapter is about how Taiwan has integrated data across different government agencies to notify the providers when patients are at a high risk of COVID-19 infection, prevent the spread of COVID-19, and safeguard the health of all citizens.

An Electronic Health Insurance Record (EHIR) could give all the information needed to the insured citizens, informing them about the history of benefits and the health expenses. The aim of this work is to evaluate a Digital Health Insurance Record system as well as to explore the benefits of using this system, both for society and for each citizen individually. A quantitative survey was carried out using a questionnaire shared among 180 people in Greece in 2019. The questionnaire consisted of 25 closed-ended questions, 3 of which related to demographics and the remaining 22 related to the use and benefits of use of the EHIR system. Most of all people who took part in this study believe that EHIR can contribute positively giving both social benefits and benefits for the patients. An important finding of the study is the concern expressed by respondents about the security of the system in the management of sensitive personal data. Based on citizens’ opinions a Digital Health Insurance Record can provide a lot of benefits to citizens and to the society as well as to the national health insurance system.

Most of the clinical documentation to be shared is collected in patient records to support patient care. More sophisticated approaches to electronic patient records are trans-institutional or (inter-)national. Other aims for clinical documentation are quality management, reimbursement, legal issues, and medical research. Basic prerequisite for eHealth is interoperability, which can be divided into technical, semantic and process interoperability. There is a variety of international standards to support interoperability. Telemedicine is a subtopic of eHealth, which bridges spatial distance by using ICT for medical (inter-)actions. We distinguish telemedicine among healthcare professionals and telemedicine between health care professionals and patients. Both have a great potential to face the challenges of aging societies, the increasing number of chronically ill patients, multimorbidity and low number of physicians in remote areas. With ongoing digitalization more and more data are available digitally. Clinical documentation is an important source for big data analysis and artificial intelligence. The patient has an important role: Telemonitoring, wearable technologies, and smart home devices provide digital health data from daily life. These are high-quality data which can be used for medical decisions.
