Abstract:
This chapter examines three strands of the European Union’s energy policy: the internal energy market, energy security, and climate change. Energy policy has rapidly gained in importance for the EU, as it faces the challenges of creating an internal energy market, increasing energy security, and playing an active role in combating climate change. Reform of the energy market has been a constant activity since the late 1980s and has been based on liberalizing cross-border competition, but this could be increasingly undermined by member-state intervention and subsidy to promote renewable energy and to ensure adequate back-up power. Efforts to curb energy use and to develop a low-carbon economy are at the heart of Europe’s new programmes and targets to combat climate change. The chapter shows that each of the three strands of the EU’s energy policy involve different policy-making communities and illustrate a range of different policy modes.

November, Nancy. Beethoven's String Quartet in C-sharp Minor, Op. 131. Oxford University Press, 2021. http://dx.doi.org/10.1093/oso/9780190059200.001.0001.

Full text
Abstract:
Beethoven’s String Quartet in C-sharp Minor, Op. 131 (1826) is firmly a part of the modern-day canon, and also makes its presence felt in popular culture, notably in film. Yet in recent times, the terms in which the work is discussed and presented tend to undermine the work’s power. Although it is held up as a masterpiece, Op. 131 has often been understood in monochrome terms, as a work portraying tragedy, struggle, loss, and lack. This book takes the modern-day listener well beyond these categories of adversity or deficit. It goes back to early reception documents, including Beethoven’s own writings about the work, to help the listener reinterpret the work and re-hear it. Analyses are geared toward allowing the reader to access earlier modes of listening and interpretation, those of listeners who celebrated the work precisely for its plenitude, its richness of invention or fantasy (in Beethoven’s own words). As connoisseur listeners of Beethoven’s day implied, Op. 131 is filled with diverse musical ideas (just like a fantasia), and with a new kind of string quartet writing that is calculated to promote sustained, engaged listening. Placing this work in the context of an emerging ideology of silent or “serious” listening in Beethoven’s Europe, the book considers how this particular “late” quartet could speak with special eloquence to a highly select but passionately enthusiastic audience. It also examines how and why the reception of Op. 131 has changed so profoundly from Beethoven’s time to our own.

Abstract:
The United States of America has been the most powerful country in the world for the past seventy years, but will Washington’s reign as the world’s leading superpower continue? The U.S. National Security Strategy declares that the return of great power competition with Russia and China is the greatest threat to U.S. national security and economic well-being. Perhaps surprisingly, international relations scholarship does not have much to say about who wins great power rivalries, and many contemporary analysts argue that America’s autocratic rivals will succeed in disrupting or displacing U.S. global leadership. In sharp contrast, this book makes the novel argument that democracies enjoy built-in advantages in international geopolitics. Drawing on the writings of political philosophers—such as Herodotus, Machiavelli, and Montesquieu—and cutting-edge social science research, this book explains the unique economic, diplomatic, and military advantages that democracies bring to the international arena. It then carefully considers the advantages and disadvantages possessed by autocratic great powers. These ideas are then examined in a series of seven case studies of democratic-versus-autocratic rivalries throughout history, from ancient Greece to the Cold War. The book then unpacks the implications of this analysis for the United States, Russia, and China today. It concludes that, despite its many problems, America’s fundamentals are still much better than Russia’s and China’s. By making the “hard-power” argument for democracy, this book provides an innovative way of thinking about power in international politics and provides an optimistic assessment about the future of American global leadership.

Psillos, Stathis. Laws and Powers in the Frame of Nature. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198746775.003.0005.

Full text
Abstract:
The aim of this chapter is to revisit the major arguments of the seventeenth-century debate concerning laws and powers in service of two main points. First, though the dominant conception of nature was such that there was no room for power in bodies, the very idea that laws govern the behaviour of (bits of) matter in motion brought with it the following issue, which came under sharp focus in the work of Leibniz: how can passive matter, devoid of power, obey laws? Though Leibniz’s answer was to reintroduce powers, two radically different conceptualizations of the relation between laws and powers became available after him. Hume denied powers altogether, whereas Newton thought that to introduce a power is to introduce a law. Second, though laws were meant to replace powers, the real dilemma ended up being not laws vs. powers, but rather necessity vs. non-necessity in nature.

Full text
Abstract:
This chapter discusses the stabilization process undergone by banks under resolution, as set forth by the UK Banking Act 2009 (BA). To give effect to the stabilization options, the BA employs four basic powers (‘Stabilization Powers’) as follows: the power to make a share transfer instrument; the power to make a share transfer order; the power to make a Property Transfer Instrument; and the power to make a resolution instrument. To supplement these basic powers, the BA gives the power to make a compensation scheme order, a resolution fund order, or a third-party compensation order. In addition, the BA contains provisions governing the continuity of services and facilities provided to a bank by members of its group.

Fiore, Alessio. The Seigneurial Transformation. Translated by Sergio Knipe. Oxford University Press, 2020. http://dx.doi.org/10.1093/oso/9780198825746.001.0001.

Full text
Abstract:
The aim of this book is to discuss the transformation of the fabric of power in the kingdom of Italy in the period between the late eleventh century and the early twelfth century. The study analyses the major socio-political change of this period, the crisis of royal and public structures and the development of seigneurial powers, using as a standpoint the structures of power over men and land, and the discourses about the exercise of local power. The analysis is conducted over a broad geographical space (central and northern Italy), focusing on a few decades around year 1100, showing a sharp and relatively rapid reshaping of the structures of local power. The period appears as a phase of crisis and closure in the sphere of political discourses. The outbreak of civil wars in the 1080s (connected with the ‘investiture crisis’) imply a reconfiguration of the matrix of power, in turn expressed in a transformation both of the instruments of local political communications and of the practices of power. The reshaping of documentary landscape mirrors the transformation of socio-political landscape: the fragmentation of power and the importance of local frameworks goes hand in hand with a forceful investment by political actors in legitimizing discourses, which find their reference point within these localized setups. Legitimization is sought not through the relationship with the kingdom, but rather through the relations with peers and subjects. From this perspective the Italian case can offer fresh insights into the problematique of ‘feudal revolution’ in European countrysides.

Abstract:
The historical roots of the term patient-centeredness are presented. The point is made that, although the term possesses considerable rhetorical power, in reality many institutions that wave the banner of patient-centeredness remain resolutely disease focused. This has been the case since the early nineteenth century, when clinicopathologic correlation became an imperative of medical practice. That the doctor’s primary mandate is to ferret out disease remains a tenacious precept in contemporary medical practice as well as in medical education. This chapter argues that a medicine anchored in a new and bold definition of sickness, one with a laser-sharp focus on a person’s functioning, necessarily opens many avenues for a practice centered on the person.
